<div class="xe_content"><h1>대법원은 조속히 사법농단 관여법관 66명에 대한 징계 절차에 착수하라</h1> <p> </p> <p>대법원이 사법농단 관여법관 66명의 비위 사실을 통보받은 지 한 달이 넘도록 징계 절차에 착수하지 않고 있다. 지난 3. 5. 검찰로부터 비위 사실과 관련 자료를 통보받을 당시 대법원은 “비위 사실 통보 법관들에 대한 징계 청구나 재판업무 배제 여부 등을 신속하게 결정하겠다”고 밝혔으나, 현재까지 대법원이 내린 조치는 기소된 현직법관 6명에 대해 재판업무 배제를 결정한 것뿐이고, 정작 징계조치는 여전히 이루어지지 않고 있다. </p> <p> </p> <p>현행 「법관징계법」은 대법원 징계위원회로 하여금 대법원장, 대법관 또는 법원조직법에 따라 사법행정사무에 관한 감독권을 가지는 법원행정처장 등의 징계청구에 의하여 징계심의를 개시할 수 있다고 명시하고 있으며, 다만 법관에게 징계사유가 발생한 날로부터 3년(중한 징계 사유의 경우 5년)이 지나면 징계를 청구할 수 없다고 규정하고 있다. 양승태 공소장에 따르면 사법농단 관련사건 중 상당수가 2016년 3월에서 4월 사이에 일어난 것으로 확인되는 바, 징계시효가 이미 만료했거나, 곧 만료될 상황에 놓여있음에도 대법원장을 비롯한 징계청구권자가 어떠한 조치도 취하고 있지 않음에 깊은 우려를 표하지 않을 수 없다. </p> <p> </p> <p>대법원은 이미 지난 해 12월 사법농단 관여 법관의 1차 징계 때에도 6개월이 넘게 시간을 끌다 일부에 대해서만 최고 정직 6개월에 불과한 ‘솜방망이’ 징계를 내린 전력이 있다. 검찰의 수사를 통해 증거가 명확히 드러나 있는 사건들에 대해 자체검토를 이유로 징계청구를 차일피일 미루는 대법원이 다시 한 번 ‘제식구 감싸기’를 시도하는 것이 아니냐는 의구심을 지우기 어렵다. </p> <p> </p> <p>징계시효가 도과되어가는 현재의 상황에서, 사법부가 아무런 행동에도 나서지 않는 것은 직무유기에 다름 아니다. 대법원은 하루빨리 징계절차에 착수하고, 징계시효가 끝나거나 징계절차가 진행 중인 법관들의 경우 재판업무에서 배제하는 조치를 취할 것을 촉구한다. 사법부에게 남은 시간은 길지 않다. </p> <p> </p> <p>논평 <a href="https://docs.google.com/document/d/11wRqYqYLDTeImNonDgXoxVkZA85QCrhmoLn…; target="_blank" rel="nofollow">[원문보기/다운로드]</a></p> <p> </p> <p> </p> <p> </p> <div> </div></div>

공공의료 강화를 위한 새로운 모델, 민간병원의 공공병원화

 

부산은 대표적으로 건강이 나쁜 도시이다. 서울과 비교했을 때 기대수명이 많게는 9.7세까지 차이가 났으며(2014년 기준, 서울 서초구와 부산 동구의 격차), 피할 수 있는 죽음도 16개 구군 중 강서구를 제외한 15개 구군이 서울의 모든 자치구보다 높게 나타났다(2013년 기준).

하지만 아이러니하게도 의료공급은 과잉된 대표적인 도시가 부산이기도하다. 병상수가 전국에서 1~2위를 다툴 정도로 많으며 요양병원 병상의 수는 전국에서 단연 1위를 차지하고 있다. 병원은 많은데 왜 건강이 나쁠까? 그 해답을 공공의료에서 찾기로 했다.

지난 9월 8일 건강정책학회와 부산대학교 공공보건의료정책센터 공동주최로 “의료의 공공성 확대·강화 어떻게 할 것인가? - 부산 침례병원 사태를 중심으로” 토론회가 부산일보사 소강당에서 개최되었다. 건강불평등 해소 운동을 진행하고 있는 사회복지연대는 지난 7월에 파산한 침례병원 사태를 공공의료강화의 기회로 삼기위해 ‘민간병원의 공공병원화’라는 공공병원 확대의 새로운 모델을 고민해 왔고 침례병원 파산에 따른 새로운 공공병원 설립을 위한 부산시민대책위와 함께 토론회에 참여하였다.

토론회에 참석한 부산의대 윤태호 교수의 발제에 따르면 부산은 7대 특·광역시 중 공공의료 수준이 취약하며(2015년 기준: 의료기관 수 6등, 병상 수 5등) 시민의 건강수준을 개선하기 위한 정책을 수행하는 것이 어려운 실정에 놓여있다.

 

 

때문에 공공병원의 확대가 필요한데, 의료공급과잉인 상태에서 새로운 병원을 짓는 것 방법보다는 민간병원을 공공이 인수(투자)하여 공공병원을 확충하는 방안이 효율적이며 600병상규모의 대형병원인 침례병원이 그 첫 사례로 적합하다는 발제가 이어졌다.

이후 토론에서는 성남의료원의 사례를 들어 주민들이 간절하게 원하고 자랑할 수 있는 공공병원, 민간병원이라 할지라도 민주적으로 운영될 수 있도록 주민이 이사회에 참여하는 병원 등 공공성 확대를 위한 병원의 미래상에 대한 토론과 침례병원을 공공이 인수하기 위한 현실적인 방안과 한계 등의 토론들이 이어졌다.

토론회의 좌장을 맡았던 김용익 전 의원은 민간병원의 공공병원화는 향후 공공의료를 강화하는데 필수적인 방법이며, 민간병원을 공공병원화 하는 침례병원의 사례와 주민들이 참여하고 자랑스러워할 수 있도록 올바른 공공병원 운영을 추진하는 진주의료원의 재개원의 사례를 함께 고민하며 부울경 지역의 공공의료를 강화시키기 위해 노력해야 한다고 이야기했다.

사회복지연대는 지난 2013년, 부산일보사와 공동기획한 ‘건강최악도시부산’시리즈 이후로 부산의 건강불평등 해소와 공공의료 강화를 위해 노력해왔다. 토론회를 통해 이번 침례병원사태가 오히려 기회가 될 수 도 있다는 생각이 들기도 한다. 물론 민간병원을 공공이 인수하는 것이 쉬운 길은 아니겠지만 건강최악도시부산이 건강최고도시 부산으로 거듭날 수 있도록 사회복지연대는 계속해서 활동할 것이다.

'2017 권리로 요구하는 천안시 사회복지 정책제안 토론회'

시민 정책참여과정을 통해 모은 시미느이 목소리를 천안시 정책으로 제안

 

참여예산복지네트워크(사무국 : 복지세상을 열어가는 시민모임)는 9월 19일(화) 권리에 기반한 시민 정책참여과정으로 시민이 직접 천안시에 필요한 정책 7건을 발표하는 ‘2017 권리로 요구하는 천안시 사회복지 정책제안 토론회’를 천안축구센터에서 진행하였다.

정책제안 토론회는 아동, 청소년, 노인, 장애인, 이주민, 자활참여주민, 대학생 등 7개 영역에서 158명의 복지 당사자와 사회복지기관․단체 현장 실무자가 직접 권리워크숍과 원탁회의, 정책모니터링에 참여하며 문제점과 개선방안을 도출한 결과, 최종 7건의 정책을 천안시에 요구하는 자리이다.

 

2017년 시민 정책참여과정은 아동부터 노인, 장애인 등 총 158명이 4월 인권교육을 시작으로 각각 8번의 권리워크숍을 통해 320여가지 결핍점을 생생하게 이야기한 후, 75명이 한 자리에 모여 ‘권리원탁회의’를 통해 16가지 주제 중 ‘내 삶에서 가장 결핍된 점’에 대해 세부토의를 진행하고 우선순위 투표를 거쳤다. 이후 네트워크 기관․단체와 당사자가 함께 정책모니터링을 통해 실태와 문제점, 개선방안을 도출한 후 최종적으로 ‘저소득층 중․장년층 1인가구 고독사 예방 및 보호대책 마련’ 등 총 7건의 정책제안서를 작성하였다. 제안된 제안서는 9월 초 천안시 각 해당 부처에 정책을 전달하고 부서별로 의견서를 수렴하였다.

 

정책별 천안시 해당부서 사전 검토의견 수렴은 올해로 4년째 시행하고 있는 과정으로 사전 검토의견을 요청하기 이전보다 시민들의 삶을 더욱 살피며 책임 있게 정책을 수행하는 등 긍정적인 효과를 나타내고 있다. 그러나 부서검토 결과 7건 중 4건이 미반영과 보류 결과를 보이며, 절반이 넘게 시민의 의견이 반영되지 못하였다.

특히 저소득층 특수촬영 의료비 지원의 경우 참여예산복지네트워크에서 3년동안 제안하여 2015년 천안시장 공약사업에 포함되어 조례제정 후 시행하고 있으나, 지원되는 질환의 폭이 좁아 2016년 말 기준 18.%의 예산집행률을 보이며 실질적으로 지원이 필요한 저소득층에게 제대로 이루어지지 않고 있다. 또한 저소득층 중․장년층 1인가구 고독사의 경우 기록적인 고령화와 가파른 1인가구 증가세와 맞물리면서 전국적으로 급증하며 사회문제로 떠올랐다. 현재 고독사 관련 공식적인 정부차원의 통계는 없는 상태이며, 이와 관련있는 무연고 사망자 통계의 경우 전국 222개 지자체 중 천안시가 6위로 지난해 27명이 무연고 사망자가 발생하였다. 이에 지자체별로 중․장년층 1인가구에 대한 전수조사를 실시하고 대책을 마련하는 반면 천안시는 아직 고독사 예방을 위한 조사나 대책을 마련하지 않고 있다.

 

참여예산복지네트워크는 토론회 이후 조례개정 등을 통해 제안한 정책이 실행될 수 있도록 간담회 등을 진행할 예정이며, 사회복지예산의 양적인 확대 뿐 아니라 실질적으로 시민들이 필요로 하는 정책이 될 수 있도록 활동하고자 한다.

헌법재판소는 2월 27일 최종변론을 끝낸 뒤 최종 결정을 내리기 위한 평의를 시작한다. 대통령 파면이냐? 탄핵청구 기각이냐? 뉴스타파가 평의에 들어갈 8명 재판관들의 과거 판결성향과 이번 박근혜 탄핵심판의 증인신문에서 보여진 태도를 분석한 결과 탄핵심판의 향배는 세 명의 재판관들에게 달린 것으로 나타났다.

김창종, 서기석, 조용호 재판관, 과거 판결 보수성향 – 증인신문 시간 확연히 적어

뉴스타파는 박근혜 탄핵심판이 시작된 뒤 열린 3차례 준비기일과 16차례 공개변론을 법정에서 지켜봤고 내용을 빠짐없이 기록했다. 출석한 증인은 모두 25명에 이른다. 그 과정에서 재판관들의 신문 태도에서 뚜렷한 특징이 나타나는 것을 알 수 있었다. 증인이나 대리인단에게 적극적으로 질문하는 재판관이 있는 반면, 거의 침묵을 지키는 재판관들도 있었다.

뉴스타파는 헌법재판소 홈페이지에 올라온 15차례의 변론 동영상을 바탕으로 재판관 직권질문 시간에 개별 재판관들이 한 질문 시간을 하나하나 확인해 봤다. 박한철은 소장, 이정미는 소장대행, 그리고 강일원은 주심재판관으로 발언 기회가 많을 수 밖에 없었기 때문에 다른 재판관들과 비교할 수 없는 상황이다. 나머지 6명 재판관들 사이에서는 3대 3으로 질문시간에서 확연히 차이가 났다. 이진성, 안창호, 김이수 재판관의 질문시간은 모두 1시간을 넘겼다. 반면, 김창종, 서기석, 조용호 재판관의 경우 세 명의 질문시간을 다 합쳐도 30분 정도였다. 특히 조용호 재판관의 질문 시간은 2분에 불과했다. 직권질문 시간의 많고 적음으로 박근혜 탄핵심판에서 어떤 입장을 갖고 있는지 예단할 수는 없지만 신문 태도에 뚜렷한 경향성이 나타난 것은 분명했다.

뉴스타파는 이들 재판관들이 과거 판결에서 어떤 의견 다양성을 보였는지도 살펴봤다. 개별 사건마다 재판관들이 공개한 위헌과 합헌의견을 바탕으로 개별 재판관들의 의견이 서로 얼마나 유사한가를 분석하는 방법론을 이용했다.

우선 현재의 재판부가 다룬 사건 전체를 대상으로 분석했다. 모두 1,631건이었다. 그 결과 김이수, 이진성 재판관이 상대적으로 진보 성향을, 김창종, 조용호, 서기석, 안창호 재판관이 보수 성향을 보인 것으로 나타났다. 박한철, 이정미, 강일원 재판관은 중앙에 위치했다.

전체 사건 중 언론보도가 이뤄진 사건 80건을 선별해서 같은 방법으로 다시 분석했다. 사회적으로 주목도가 높은 사건의 경우 판결 성향이 달라질 수 있기 때문이다. 분석 결과 판결 성향에 다소 변화가 생겼다. 양 끝에 있던 재판관들이 중앙으로 모이는 양상 속에서 조용호와 김창종 재판관은 여전히 보수 성향을 보였다.

박근혜 탄핵심판에서의 신문태도와 과거 판결성향 결과를 종합하면 신문에서 질문 시간이 매우 적었던 3명의 재판관은 과거 판결성향에서도 서로 비슷하게 보수적이었다. 박근혜 대통령이 직접 지명했던 서기석, 조용호 재판관의 성향은 어느 정도 예상됐었지만 대법원장 추천인 김창종 재판관은 의외의 결과였다.

법조계에선 탄핵 인용 가능성이 높다고 보지만 탄핵 반대, 즉 소수의견이 나올 수 있다는 관측도 있다. 한상희 건국대학교 법학전문대학원 교수는 “현행 헌법재판관 임명구조 상 대통령이 지명하거나 여당이 추천한 재판관의 경우 대통령 친화적인 성향일 가능성이 높다”며 앞으로 평의에서 “탄핵사유 쟁점 별로 또는 전체에 대해 탄핵반대 의견을 내는 분이 있을 수 있다”고 말했다. 2004년 노무현 탄핵심판에서 탄핵에 찬성한 재판관은 3명이었다. 권성, 이상경, 김영일 재판관으로 권성과 이상경은 당시 탄핵을 주도했던 한나라당과 민주당이 추천한 재판관이었다.

‘세월호 참사 당일 행적’ 탄핵사유 포함될까?

박근혜 탄핵심판이 시작된 후 재판부가 대통령 측에 가장 먼저 요구한 것은 세월호 참사 당일 행적을 대통령이 직접 소명하라는 것이었다. 대통령 측은 ‘완벽한 대답을 내놓겠다’며 시간을 끌다가 3주 만에 답변서를 제출했다. 그러나 답변서에는 각종 보고 시각만 나열돼 있는 등 청와대 홈페이지를 답습한 수준이었다. 재판부는 보고 당사자와의 통화내역 등 추가자료 제출을 요구했다. 이에 대해 대통령 측은 보완 자료를 내겠다고 말했지만, 결국 시간을 끌다가 추가자료는 없다며 입장을 바꿨다.

대통령 측은 처음부터 세월호 당일 행적은 탄핵사유가 아니라고 주장했다. 그러나 ‘생명권 침해’ 쟁점이 탄핵사유에 해당될 것이라는 관측이 나오고 있다. 12월 22일 첫 준비기일부터 재판부가 세월호 참사 당일 대통령 행적을 규명하는데 꾸준한 관심을 보였기 때문이다. 김이수 재판관은 “세월호 참사 당일 대통령이 할 일을 다했다”고 주장한 김규현 전 국가안보실 차장에게 ‘대통령이 적어도 상황실에는 나오셨어야 되는 것 아니냐’고 비판적인 질문을 하기도 했다.

나머지 쟁점은 세 가지였다. ‘최순실 등에 의한 국정농단’과 ‘권한 남용’, 그리고 ‘세계일보 언론탄압’이었다. 이 가운데 ‘최순실 국정농단’과 ‘대통령 권한남용’ 쟁점은 증거조사가 충분히 이뤄져 박근혜 탄핵의 주요 근거가 될 것으로 평가되고 있다.

‘지연전락’에 단호 대처… 결정문 작성 들어간 듯

그 동안 대통령 측의 핵심 전략 중 하나는 탄핵심판을 최대한 길게 끄는 것이었다. 법정 안에서 돌출행동은 물론 대규모 증인신청과 색깔론, 그리고 음모론 등을 제기해왔다. 이같은 전략은 증인신문 마지막 날인 2월 22일까지 이어졌다. 대통령 측은 이날 20명이 넘는 대규모 증인을 신청하는 데 이어 강일원 주심재판관이 국회측 수석대리인 같다는 막말과 함께 재판관 기피신청까지 했지만 모두 받아들여지지 않았다.

재판이 막바지에 이른 가운데 재판부는 이미 결정문 작성에 들어간 것으로 보인다. 노무현 탄핵심판의 주심을 맡은 주선회 전 헌법재판관은 공개변론이 끝나기 전부터 이미 결정문 작성을 시작했다고 말했다. 연구관들이 초안을 잡은 결정문을 서로 토론하며 수정하고, 재판관 평의에서 수정본에 대한 의견을 받아 다시 고치는 과정을 거치며 밤샘 작업을 했다고 한다.

노무현 탄핵심판 때는 최종변론 2주 뒤에 선고가 이뤄졌다. 이번에도 최종변론 2주 뒤인 3월 13일까지는 선고가 이뤄질 전망이다. 2004년과는 달리 이번에는 모든 재판관들이 자신의 의견을 공개해야 한다. 대통령 박근혜의 운명, 나아가 대한민국의 운명은 8명 헌법재판관의 결정에 달렸다.

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.

 

이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다. 

 

이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

▣ 공동서한 국문

 

동북아 상황의 외교적 해결을 호소합니다

 

전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다. 

 

우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다. 

 

북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다. 

 

1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다. 

 

전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.

  1. 우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다. 
  2. 우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다. 
  3. 우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다. 
  4. 우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다. 
  5. 우리는 6자회담을 재개하라는 유엔 사무총장의 요구와, 협상을 지원하겠다는 그의 제안을 환영합니다. 
  6. 우리는 이란 핵 프로그램 협상을 성공적으로 이끌었던 것처럼 외교적 협상을 지원하겠다는 유럽연합(EU)의 제안 역시 환영합니다. 
  7. 우리는 유엔 안전보장이사회에 갈등에 대한 외교적 해결을 우선시할 것을 요구합니다.

Appeal for a diplomatic solution in North East Asia

 

The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war. 
 
We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.
 
The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening. 
 
More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.
 
In supporting diplomacy rather than war, we:
 

  1. Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;
  2. Call on all parties to refrain from militaristic rhetoric and provocative military exercises; 
  3. Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;
  4. Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;
  5. Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;
  6. Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;
  7. Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict

 
* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.

더불어민주당 대선후보 경선 예비후보로 등록한 안희정 충남지사는 6일 뉴스타파의 토크 프로그램 <뉴스포차>에 출연해 “자신도 새누리당이 싫다”면서도 “연정 수준의 전략적 동맹을 맺지 않으면 (개혁) 추진이 안 된다”며 여권을 포함한 대연정의 주장을 굽히지 않았다.

안희정 지사는 차기 정부는 촛불 광장의 국민들이 요구하는 재벌, 언론, 검찰 개혁 등 이 시대의 개혁적 과제를 실천할 책임이 있다며 의회의 협력 구조를 “연정 수준의 전략적 동맹을 맺지 않으면 (개혁) 추진이 안 된다”고 말했다. 대연정을 통해 “노무현의 미완의 역사를 완성하겠다”고 밝혔다.

안 지사는 노무현 정부 시절 열린우리당이 과반이 넘는 152석을 차지하고도 4대 개혁입법도 제대로 통과시키지 못했던 점, 지난해 탄핵 열기와 여소야대 정국에서 야권이 법인세 인상을 관철시키지 못한 점을 꼬집으며 “앞으로 새 정부와 대통령이 들어선다 해도 현재의 의석 수대로 3년 동안 의회가 있다는 것을 우리는 냉정하게 인정해야 한다”고 밝혔다.

안 지사는 차기 대통령이 된다면 개혁적 과제 실천을 의해 “정당의 지도자들에게 압도적으로 원내 과반을 점하는 다수파를 형성해달라”고 주문할 것이라고 밝힌 뒤, “다수파와 내각을 공유하면서 국정을 이끌겠다. 그것만이 이 개혁적 과제를 처리할 수 있는 유일한 길”이기 때문에 대연정을 제안했다고 말했다.

새누리당, 바른정당과 같이 이념과 성향이 다른 정당과도 함께 하겠다는 그의 대연정 제안에 대해 쏟아지는 비난에 대해 안 지사는 자신도 “새누리당이 싫다”고 털어놓으며, “직업정치인으로서 가장 고통스러운 건 내가 동의할 수 없는 사람과 마주앉아야 하는 것”이라고 밝혔다.

안 지사는 국민의 정서적 분노를 십분 이해한다고 밝히면서도 “우회정치를 통해서 결과적으로 결론을 만들어내지 못한다면 국민들이 끊임없는 좌절 속에 빠질 것”이라고 말했다. 또 현재의 헌정질서에서 개혁 과제를 완성하기 위한 수단은 “미우나 고우나 선거로 구성되어지는 의회 내에서 대화하고 타협할 수밖에 없다”고 밝혔다.

대연정 제안 등 최근 행보가 지지층 외연 확대를 위한 ‘전술적 우클릭’이 아니냐는 지적에 대해 안 지사는 “우클릭 해서 조금이라도 출세하려고 했으면 진작에 기회 많았다. 노무현 왼팔일 때 제일 기회가 많았다”며 정치공학적인 해석을 부인했다.
