KBS·MBC정상화시민행동은 오늘(9월5일) 오후 2시  과천 방송통신위원회 앞에서  KBS·MBC 적폐이사 파면 및 공영방송 정상화 촉구 기자회견을 개최하고 공영방송의 공적기능을 훼손시키는데 앞장선 이른바 '적폐이사'들을 파면하는 등 관리감독기관으로서 제역할을 하라는 시민10만명의 청원서를 전달하였습니다.

적폐 세력의 편에 설 것인지, 적폐청산을 명령한 시민의 편에 설 것인지 선택하라

 

 

9월 4일 KBS와 MBC 구성원들이 총파업에 돌입했다. 이명박-박근혜 정권 시절 청와대 홍보방송으로 전락했던 언론자유 질식 시대를 끝내고 공영방송을 바로잡는 전면 투쟁에 나선 것이다. 총파업을 앞둔 지난 9월 1일, MBC는 체포영장을 발부받은 사장을 감싸려고 경영진의 성명서로 뉴스를 도배하는 만행을 또다시 저질렀다. KBS 고대영 사장은 ‘KBS 기자에 의한 민주당 도청의혹사건’ 재수사 대상이 된 후 외국 출장을 나간다고 했다가 이를 철회하는 볼썽사나운 모습을 보였다. 국민은 공영방송 경영진이 보인 상식 이하의 행태를 총파업을 앞두고 목격했다. 양 공영방송 경영진의 수준 미달 행태를 통해 이번 총파업이 강력할 수밖에 없다는 점을 충분히 예상할 수 있다. 

 

그래서일까. 이번 공영방송 총파업을 향한 시민들의 응원 강도가 훨씬 강하다. 250여 시민사회단체들은 지난 7월 ‘KBS·MBC정상화시민행동’을 발족하고 공영방송 정상화를 촉구하는 활동을 펼쳐왔다. 시민들은 더욱 적극적으로 움직였다. 시민들은 7월 21일부터 매주 금요일 저녁을 반납하고 KBS와 MBC를 찾아 다시 예전의 공영방송 ‘고봉순’과 ‘마봉춘’으로 돌아올 것을 촉구했다. 8월 25일 열린 6차 문화제에는 무려 3천 5백여 명이 넘는 시민들이 참여해 공영방송 정상화에 대한 강한 의지를 보여줬다. 이뿐만이 아니다. 지난 9년 동안의 공영방송 몰락 과정을 다룬 영화 <공범자들>은 개봉 18일 만에 누적 관객 20만을 돌파했다. 다큐멘터리 영화로서는 역대 흥행 순위 5위에 이르는 기염을 토했다. 공영방송 정상화를 바라는 시민의 바람을 영화관에서도 확인했다. 

 

KBS·MBC정상화시민행동은 한 달 전 시민들에게 공영방송 정상화를 위한 첫걸음으로 ‘KBS·MBC 적폐이사 파면 시민청원’을 제안했다. 불과 한 달 만에 시민 10만 4천명이 참여했다. 시민들은 공영방송을 망친 공범들로 고대영·김장겸 사장과 함께 이인호·고영주 이사장을 비롯한 특정 이사들을 정확하게 지목하고 있다.

 

노동조합및노동관계조정법 위반혐의에 따른 피의자 소환 통보에 수차례 불응해 체포영장까지 발부된 MBC 김장겸 사장과 2011년 ‘KBS 기자에 의한 민주당 도청의혹사건’ 재수사 대상인 KBS 고대영 사장은 물러나야 한다. 법치국가인 대한민국의 공영방송 사장이라는 역할을 이들과 같은 수준 미달의 범죄자들이 수행해서는 안 되기 때문이다. 이는 대한민국 국격의 문제다. 이들 양 공영방송 사장과 경영진들이 쫓겨나는 것은 너무나도 당연한 일이다. 이들은 그동안의 잘못에 상응하는 죗값을 치를 일만 남았다. 그러나 공영방송을 망친 책임을 양 공영방송 사장들에게만 묻는 것으로 그쳐서는 안 된다. 

 

KBS 이인호 이사장은 국민의 수신료로 제공되는 KBS 관용차를 5백 회 이상 사적으로 유용해 배임과 김영란법 위반 혐의로 검찰에 고발당했다. 조우석 이사는 차마 입에 담을 수 없는 저질 발언과 극우 편향적인 막말을 쏟아낸 사람이다. 방송문화진흥회 고영주 이사장은 국민이 직접 투표로 선출한 대한민국 대통령을 향해 근거 없이 여전히 ‘공산주의자’라고 말하고 있다. 이들과 함께 적폐이사로 지목된 김광동 이사는 9년간 ‘방문진 이사’를 연임하면서 MBC의 공영성을 철저하게 파괴한 김재철·안광한·김장겸 사장을 임명하는데 앞장선 사람이다. 또한 MBC 임직원들로부터 골프 접대·술 접대를 받으면서 인사에 개입한 것과 관련하여 배임수재 혐의로 고발되기도 하였다.


지난 정부 시절 공영방송이 정권 홍보 방송으로 전락한 이유를 여기에서 확인할 수 있다. 이러한 왜곡된 생각으로 무장한 인사들이 공영방송의 주요 의사결정을 해왔기 때문이다. 국민 일반 상식과 너무나 동떨어진 편향된 사고를 하는 인사들이 여전히 민주적 여론형성과 공공복리 증진을 위해 노력해야하는 공영방송의 이사로 있다는 사실이 너무나 심각한 문제다. 


이들 말고도 문제가 심각한 일부 이사들이 더 있다. 방문진 이사를 지내다 KBS 이사로 옮긴 KBS 차기환 이사는 박근혜 국정농단 사태 당시 KBS 보도 책임자들에게 ‘JTBC의 태블릿PC 입수 경위에 문제가 있다’며 ‘왜 보도하지 않는’지 여러 차례 따졌다고 한다. 공영방송 KBS 이사가 방송편성의 자유와 독립을 보장하는 방송법 제4조를 보란 듯이 위반한 것이다. 


방문진 유의선 이사는 지난 2월 방문진 MBC 사장후보 면접에서 노조원들의 방송 제작 배제를 시사하는 질문을 던지는 등 저널리즘을 가르치는 언론학자의 자격조차도 의심스러운 인물이다. 


이들 이사들은 적폐 경영진의 보도통제와 왜곡·편파 보도를 두둔하기에 급급했다. 지난 정부 시절, 공정방송을 요구해 온 공영방송 구성원들은 징계를 당하거나 업무에서 배제됐다. 부당 징계를 당한 이들의 숫자가 KBS가 40여 명, MBC는 100여 명이 넘는다. 부당노동행위도 적폐이사들이 뒷받침해줬기 때문에 가능했다. 


‘적폐이사’가 다수인 공영방송 이사회를 그대로 둔 채로 사장 얼굴만 바꿔서는 공영방송을 정상화할 수 없다. 사장·경영진·이사회까지 공영방송을 농락해 온 암적 존재를 모두 도려내야 한다. 적폐 이사를 파면하고 공영방송 이사회를 쇄신하는 것이 그 시작이다. 

 

방송통신위원회가 할 일은 명확하다. 방송통신위원회는 방송법과 방통위법이 규정하고 있는 본연의 역할에 충실하라. 그 출발은 방문진 적폐이사 파면과 KBS 적폐이사 해임 건의가 될 것이다. 방송통신위원회가 지난 정부 시절의 잘못을 씻고 언론자유 수호 기관으로 새롭게 자리매김하는 시작은 공영방송을 정상화하는 것이다. 다시 한 번 강조하건데 공영방송 정상화를 위해 방송통신위원회가 해야 할 첫 번째 일이 공영방송 적폐이사에 대한 퇴출조치임을 명심해야 한다. 방송통신위원회는 ‘공영방송 적폐이사 파면 시민청원’에 참여한 시민 10만 4천명의 뜻을 무겁게 받아들여야 한다. 방송통신위원회는 더 이상 공영방송 정상화에 머뭇거리지 말라. 조속하게 공영방송 정상화를 위해 나서라. 적폐 세력의 편에 설 것인지, 적폐청산을 명령한 시민의 편에 설 것인지 선택해야 할 때다.

공공의료 강화를 위한 새로운 모델, 민간병원의 공공병원화

 

부산은 대표적으로 건강이 나쁜 도시이다. 서울과 비교했을 때 기대수명이 많게는 9.7세까지 차이가 났으며(2014년 기준, 서울 서초구와 부산 동구의 격차), 피할 수 있는 죽음도 16개 구군 중 강서구를 제외한 15개 구군이 서울의 모든 자치구보다 높게 나타났다(2013년 기준).

하지만 아이러니하게도 의료공급은 과잉된 대표적인 도시가 부산이기도하다. 병상수가 전국에서 1~2위를 다툴 정도로 많으며 요양병원 병상의 수는 전국에서 단연 1위를 차지하고 있다. 병원은 많은데 왜 건강이 나쁠까? 그 해답을 공공의료에서 찾기로 했다.

지난 9월 8일 건강정책학회와 부산대학교 공공보건의료정책센터 공동주최로 “의료의 공공성 확대·강화 어떻게 할 것인가? - 부산 침례병원 사태를 중심으로” 토론회가 부산일보사 소강당에서 개최되었다. 건강불평등 해소 운동을 진행하고 있는 사회복지연대는 지난 7월에 파산한 침례병원 사태를 공공의료강화의 기회로 삼기위해 ‘민간병원의 공공병원화’라는 공공병원 확대의 새로운 모델을 고민해 왔고 침례병원 파산에 따른 새로운 공공병원 설립을 위한 부산시민대책위와 함께 토론회에 참여하였다.

토론회에 참석한 부산의대 윤태호 교수의 발제에 따르면 부산은 7대 특·광역시 중 공공의료 수준이 취약하며(2015년 기준: 의료기관 수 6등, 병상 수 5등) 시민의 건강수준을 개선하기 위한 정책을 수행하는 것이 어려운 실정에 놓여있다.

 

 

때문에 공공병원의 확대가 필요한데, 의료공급과잉인 상태에서 새로운 병원을 짓는 것 방법보다는 민간병원을 공공이 인수(투자)하여 공공병원을 확충하는 방안이 효율적이며 600병상규모의 대형병원인 침례병원이 그 첫 사례로 적합하다는 발제가 이어졌다.

이후 토론에서는 성남의료원의 사례를 들어 주민들이 간절하게 원하고 자랑할 수 있는 공공병원, 민간병원이라 할지라도 민주적으로 운영될 수 있도록 주민이 이사회에 참여하는 병원 등 공공성 확대를 위한 병원의 미래상에 대한 토론과 침례병원을 공공이 인수하기 위한 현실적인 방안과 한계 등의 토론들이 이어졌다.

토론회의 좌장을 맡았던 김용익 전 의원은 민간병원의 공공병원화는 향후 공공의료를 강화하는데 필수적인 방법이며, 민간병원을 공공병원화 하는 침례병원의 사례와 주민들이 참여하고 자랑스러워할 수 있도록 올바른 공공병원 운영을 추진하는 진주의료원의 재개원의 사례를 함께 고민하며 부울경 지역의 공공의료를 강화시키기 위해 노력해야 한다고 이야기했다.

사회복지연대는 지난 2013년, 부산일보사와 공동기획한 ‘건강최악도시부산’시리즈 이후로 부산의 건강불평등 해소와 공공의료 강화를 위해 노력해왔다. 토론회를 통해 이번 침례병원사태가 오히려 기회가 될 수 도 있다는 생각이 들기도 한다. 물론 민간병원을 공공이 인수하는 것이 쉬운 길은 아니겠지만 건강최악도시부산이 건강최고도시 부산으로 거듭날 수 있도록 사회복지연대는 계속해서 활동할 것이다.

'2017 권리로 요구하는 천안시 사회복지 정책제안 토론회'

시민 정책참여과정을 통해 모은 시미느이 목소리를 천안시 정책으로 제안

 

참여예산복지네트워크(사무국 : 복지세상을 열어가는 시민모임)는 9월 19일(화) 권리에 기반한 시민 정책참여과정으로 시민이 직접 천안시에 필요한 정책 7건을 발표하는 ‘2017 권리로 요구하는 천안시 사회복지 정책제안 토론회’를 천안축구센터에서 진행하였다.

정책제안 토론회는 아동, 청소년, 노인, 장애인, 이주민, 자활참여주민, 대학생 등 7개 영역에서 158명의 복지 당사자와 사회복지기관․단체 현장 실무자가 직접 권리워크숍과 원탁회의, 정책모니터링에 참여하며 문제점과 개선방안을 도출한 결과, 최종 7건의 정책을 천안시에 요구하는 자리이다.

 

2017년 시민 정책참여과정은 아동부터 노인, 장애인 등 총 158명이 4월 인권교육을 시작으로 각각 8번의 권리워크숍을 통해 320여가지 결핍점을 생생하게 이야기한 후, 75명이 한 자리에 모여 ‘권리원탁회의’를 통해 16가지 주제 중 ‘내 삶에서 가장 결핍된 점’에 대해 세부토의를 진행하고 우선순위 투표를 거쳤다. 이후 네트워크 기관․단체와 당사자가 함께 정책모니터링을 통해 실태와 문제점, 개선방안을 도출한 후 최종적으로 ‘저소득층 중․장년층 1인가구 고독사 예방 및 보호대책 마련’ 등 총 7건의 정책제안서를 작성하였다. 제안된 제안서는 9월 초 천안시 각 해당 부처에 정책을 전달하고 부서별로 의견서를 수렴하였다.

 

정책별 천안시 해당부서 사전 검토의견 수렴은 올해로 4년째 시행하고 있는 과정으로 사전 검토의견을 요청하기 이전보다 시민들의 삶을 더욱 살피며 책임 있게 정책을 수행하는 등 긍정적인 효과를 나타내고 있다. 그러나 부서검토 결과 7건 중 4건이 미반영과 보류 결과를 보이며, 절반이 넘게 시민의 의견이 반영되지 못하였다.

특히 저소득층 특수촬영 의료비 지원의 경우 참여예산복지네트워크에서 3년동안 제안하여 2015년 천안시장 공약사업에 포함되어 조례제정 후 시행하고 있으나, 지원되는 질환의 폭이 좁아 2016년 말 기준 18.%의 예산집행률을 보이며 실질적으로 지원이 필요한 저소득층에게 제대로 이루어지지 않고 있다. 또한 저소득층 중․장년층 1인가구 고독사의 경우 기록적인 고령화와 가파른 1인가구 증가세와 맞물리면서 전국적으로 급증하며 사회문제로 떠올랐다. 현재 고독사 관련 공식적인 정부차원의 통계는 없는 상태이며, 이와 관련있는 무연고 사망자 통계의 경우 전국 222개 지자체 중 천안시가 6위로 지난해 27명이 무연고 사망자가 발생하였다. 이에 지자체별로 중․장년층 1인가구에 대한 전수조사를 실시하고 대책을 마련하는 반면 천안시는 아직 고독사 예방을 위한 조사나 대책을 마련하지 않고 있다.

 

참여예산복지네트워크는 토론회 이후 조례개정 등을 통해 제안한 정책이 실행될 수 있도록 간담회 등을 진행할 예정이며, 사회복지예산의 양적인 확대 뿐 아니라 실질적으로 시민들이 필요로 하는 정책이 될 수 있도록 활동하고자 한다.

이스라엘의 핵실험 실태를 폭로했던 모데르차이 바누누(Mordechai Vanunu)가 언론과 인터뷰를 가졌다는 이유로 11일 가택연금에 처해진 것은 가혹한 보복성 판결이라고 국제앰네스티가 밝혔다.

예루살렘 법원은 바누누가 9월 4일 이스라엘 방송사 채널2와 인터뷰를 나눈 것과 관련해 9월 10일 일주일간의 가택 연금에 처해진 것에 불복하고 제기한 항소를 11일 기각했다. 또한 바누누가 인터넷을 사용하거나 기자와 접촉하는 것 역시 금지할 것을 명령했다.

필립 루서(Philip Luther) 국제앰네스티 중동-북아프리카 국장은 “모르데차이 바누누에게 가해진 금지 처분은 가혹한 보복성 처벌”이라며 “최근 바누누의 자유를 탄압하고 있는 것은 바누누가 1986년 사건으로 18년이라는 시간을 감옥에서 보내며 이미 큰 대가를 치렀음에도 지금까지도 처벌을 고집하며 본보기로 삼겠다는 이스라엘 정부의 결정을 보여주는 또 하나의 사례에 불과하다. 바누누에게 더 이상의 처벌을 가한다고 해도 이스라엘의 국가 안보에는 아무런 도움이 되지 않는다. 바누누가 폭로했던 정보는 이제 거의 30년 전의 것으로, 이미 유효한 기간을 훨씬 넘긴 상태”라고 말했다.

국제앰네스티는 모르데차이 바누누를 표현의 자유를 평화적으로 행사했다는 이유만으로 자유를 빼앗긴 양심수로 간주한다.

바누누는 지난 1986년 영국 신문사 선데이타임즈(The Sunday Times)에 이스라엘의 핵실험 실태를 폭로했다가 독방 구금 11년을 포함, 18년간 교도소에 수감되어 있었다. 당시 이스라엘 비밀정보기관 모사드(Mossad)는 바누누가 해당 내용을 폭로하자 이탈리아에서 그를 납치해 장기간 비밀 구금하기도 했다.

바누누는 2004년 형기를 마치고 출소했지만 그의 시련은 지금까지도 계속되고 있다. 해외여행을 가거나 외국 대사관 주변에 접근하지 못하는 것은 물론, 인터넷 사용이나 외국인과의 대화도 금지되는 등 군이 부과하는 불필요한 보복성 제재의 대상이 되고 있다.

그러나 이번 주 체포되기 전까지만 해도 이스라엘 국내 언론사 기자와 대화하는 것은 금지사항이 아니었다. 바누누 측 변호인은 해당 인터뷰가 이스라엘 군 검열관에게 사전 승인을 받은 것으로, 바누누의 석방 조건을 위반하는 것이 아니라고 주장했다.

채널2 측은 정보 제공자 보호 원칙을 철저히 지키는 중으로, 바누누와 나눈 인터뷰 영상의 편집되지 않은 원본을 제출하라는 경찰의 요구를 거부하고 있다.

배경정보

모르데차이 바누누는 2004년 형기를 마친 이후 표현과 집회, 결사의 자유를 행사하고자 여러 차례 시도했지만 이스라엘 대법원은 이를 모두 묵살해 왔다.

일례로 지난해 대법원은 영국에서 공익제보자를 주제로 열린 국제앰네스티 행사에 참여하고, 의원 54명의 초청을 받은 영국 의회 행사에 참석할 수 있도록 바누누의 해외여행 금지 조치를 해제해 달라는 바누누 측 변호인의 청원서를 기각한 바 있다.

지난 2010년에는 외국인과 대화를 나누고 베들레헴의 크리스마스 미사에 참석하려고 했다는 이유로 제재를 위반했다며 유죄를 선고 받고 3개월간 수감되기도 했다.

Israel: ‘Vindictive’ ruling keeps whistle-blower Vanunu under house arrest

Today’s court decision to keep Israeli nuclear whistle-blower Mordechai Vanunu under house arrest for giving a media interview is vindictive and heavy-handed, Amnesty International said.

The Jerusalem district court turned down his appeal against a week of house arrest imposed yesterday in connection with an interview he gave to Israeli broadcaster Channel 2 on 4 September. The sentence also prohibits him from using the internet or speaking to any journalists.

“The restrictions on Mordechai Vanunu are punitive and vindictive,” said Philip Luther, Middle East and North Africa Director at Amnesty International.

“The latest attacks on Vanunu’s freedom are just one more example of the Israeli authorities’ determination to continue to exact retribution and make an example of him for what he did in 1986 and for which he paid the high price of 18 years in prison.

“Punishing him further now does nothing to protect Israel’s national security – any information he disclosed almost three decades ago is by now way past its sell-by date.”

Amnesty International considers Mordechai Vanunu to be a prisoner of conscience, deprived of his liberty solely for peacefully exercising his right to freedom of expression.

He previously spent 18 years in prison, including 11 years in solitary confinement, for revealing details of Israel’s nuclear arsenal to the British newspaper The Sunday Times in 1986. Following that disclosure, agents from Israel’s intelligence agency Mossad abducted him in Italy and held him in prolonged secret detention.

Though Mordechai Vanunu was released in 2004 after serving his sentence, his ordeal continues today. He remains subjected to military orders that impose punitive and unnecessary restrictions, including bans on foreign travel or going near foreign embassies, as well as restrictions on his internet use and communications with foreigners.

But, until his arrest this week, he had not been barred from speaking to Israeli journalists. Vanunu’s lawyers say that he did not breach his release conditions – the interview was given prior approval by an Israeli military censor.

Channel 2 is apparently standing fast to the principle of protecting their sources and has refused to give police the unedited footage of their recent interview with Mordechai Vanunu.

Background

Since Mordechai Vanunu’s release from prison in 2004, Israel’s Supreme Court has repeatedly quashed his attempts to be able to exercise his rights to freedom of expression, assembly and association.

Last year, for example, the Supreme Court denied a petition from his lawyers to lift his travel ban so he could participate in an Amnesty International event on whistle-blowers in the UK and attend an event at the UK parliament to which he was invited by 54 members of parliament.

In 2010 he was imprisoned for three months after being convicted of breaching his restrictions by speaking to foreigners and attempting to attend Christmas Mass in Bethlehem.

2년 전 42세의 젊은 나이에 암으로 숨진 문화체육관광부 공무원 고 김혜선 과장이 세상을 떠나기 전, 문화예술계 블랙리스트에 이름이 올랐던 영화평론가 이안(필명) 씨에게 남긴 말이다. 이 씨는 그가 손을 꼭 잡으며 “죄송하다”고 말한 뜻을 그 때는 알지 못했다. 그 말의 의미는 김 과장의 사망 후, 한 문체부 고위 공무원을 통해 들을 수 있었다. 김 과장과 이안 평론가 사이엔 무슨 일이 있었던 걸까.

“당신은 문체부와는 어떠한 일도 할 수 없는 사람”

이안 영화평론가는 9,473명의 이름이 적힌 문체부 블랙리스트에 세 차례에나 이름이 오른 문화예술인이다. 이 리스트에는 세월호 참사 진상규명 지지선언, 야당 정치인 지지선언 등에 참여한 문화예술인들의 이름이 적혀 있다. 이 씨는 평소 사회문제를 영화와 연관지어 해석하는 칼럼을 써 왔다. 당연히 세월호 참사 이후 진상규명을 위한 지지선언 등에도 서명을 했다. 그 결과로 블랙리스트에 이름이 오른 것이다.

만 명 가까운 문화예술인들의 명단이 적힌 블랙리스트가 세상에 드러난 건 지난해 10월 경. 하지만 이 씨는 이미 그 이전부터 문체부 내에 블랙리스트 형태의 문건이 존재하고 있음을 알고 있었다고 말했다.

“2014년 4월이었어요. ‘너는 영화진흥위원회에서 하는 사업이나 문체부에서 하는 사업은 지원해봤자 안 될거다’라는 이야기를 그때 이미 들었어요. 블랙리스트 문건이 나오기 훨씬 전이죠.”

문화예술계 블랙리스트 문건이 최초 작성된 시점은 세월호 참사 직후인 2014년 5~6월 경으로 알려졌다. 그러나 이미 그 이전에도 특정 문화예술인을 배제하기 위한 블랙리스트 형태의 관리가 이뤄지고 있었다는 것이다.

이 씨는 이같은 사실을 고 김혜선 과장을 통해 알게 됐다. 이 씨는 2014년 4월, 자신이 프로그래머로 참여하던 서울국제여성영화제의 정부 지원금 문제를 논의하기 위해 당시 문체부 영상콘텐츠산업과 소속이었던 김혜선 과장을 처음 만났다. 이명박 정부 이후 줄어든 영화제 지원금을 다시 늘려달라고 요청하기 위해서였다.

김 과장은 며칠 후 “영화제 지원에 큰 문제는 없을 것 같다”는 긍정적인 답변과 함께 이 씨에게 “문체부 산하의 영화진흥위원회 업무를 맡아줬으면 좋겠다”는 제안을 했다. 김 과장은 이력서를 보내달라고 요청했고, 이 씨는 바로 답장을 보냈다. 하지만 그 뒤로 김 과장은 연락이 없었다.

“이력서를 보내고 잘 받았다는 연락까지 왔었는데, 그 뒤에 연락이 없더라고요. 아마 제 이력서를 검토한 결과 문체부 파트너로 일하기엔 부적합하다고 판단했나 생각했죠. 이명박 정부 때부터 사회 비판적 목소리를 내는 문화예술인들에 대한 지원을 줄이거나, 배제하는 분위기가 있었으니까요.”

그로부터 한 달쯤 연락이 끊겼던 김 과장은 이 씨가 참여하는 서울국제여성영화제 개막식에서 잠깐 모습을 드러냈다. 수척한 얼굴이었다. 김 과장은 이 씨의 손을 꼭 잡으며 “죄송합니다”라고 말하고 돌아갔다.

다시 1년쯤 뒤, 이 씨는 김 과장이 암으로 사망했다는 소식을 들었다. 갑작스러운 부고에 마음이 아팠던 이 씨는 김 과장에 대한 추모의 글을 페이스북에 올렸다. 그런데 그 글을 읽은 문체부 고위 공무원으로부터 연락이 왔다. 이 씨에게 할 말이 있다는 것이었다.

문체부 고위 공무원이 그 글을 보고 저한테 연락을 해왔어요. 김 과장이 생전에 저와 관련해 했던 말이 있다면서요. 김 과장이 제 이력서를 받고 같이 일을 해보려고 했다가 너무 놀라서 자기한테 와서 ‘이분은 도저히 우리가 하는 어떤 일에도 같이 할 수 없는 데에 이름이 올라있는 분이에요. 너무 죄송하고 마음이 아파요. 이런 이야기를 어떻게 전하죠?’라며 미안해 했다는 거예요.

그 고위공무원은 이 씨에게 “무슨 글을 그렇게 써서 아무 일도 못하게 했느냐”는 핀잔을 덧붙였다. 그동안 사회비판적 시각으로 영화 칼럼을 써온 것이 문체부와 일할 수 없는 이유가 됐던 것이다. 1년 전, 영화제 개막식에서 자신의 손을 잡고 “죄송하다”고 말했던 김 과장의 속 뜻도 그제서야 이해할 수 있었다.

그 때 알았어요. 김 과장은 이미 그때 모종의 서류를 봤던 거구나, 그래서 내 이력서를 받고는 연락을 못 했던 거구나. 그래서 미안하다고 했던 거구나. 아, 그 안에서 얼마나 마음이 볶였을까… 그렇기 때문에 블랙리스트 건은 좀 더 철저하게 언제부터 어떤 형태로 있었는지 조금 더 철저하게 따져봐야지만 수많은 문화예술인들이 겪었던 고초를 밝힐 수 있다고 생각을 하고, 돌아가신 분이 마음 아파했던 것도 풀리지 않을까 생각을 합니다. 조윤선 장관 등 책임자들이 전부 블랙리스트의 존재를 몰랐다고 하는데, 그걸로 고통받은 공무원이 실제 있잖아요? 제가 인터뷰를 하는 이유도 제대로 책임자 처벌이 되서 가슴 아프게 돌아가신 분의 마음의 짐을 덜어드리고 싶기 때문이예요.

“실행하고 파기하라” 청와대 지시를 따라야만 했던 실무 공무원들.

김 과장과 같이 블랙리스트 때문에 고통을 받았던 공무원은 한두 명이 아니었던 것으로 보인다. 청와대 정무수석실에서 작성된 문화계 블랙리스트 의혹를 최초로 제기한 더불어민주당 도종환 의원은 실제로 블랙리스트에 관여한 문체부 공무원 여러 명이 자신에게 괴로움을 토로했다고 말했다.

“(문체부 공무원들) 다들 힘들어했고요. (위에서) 시키니까 하지만 해서는 안 되는 일인 거 알죠. 청와대에서 문체부에 문건 내려보낸 다음에 좀 있다가 ‘그거 파기하세요’ 라고 시키고, 그리고 흔적 남기지 말라고 시키고, 이렇게 일을 해왔단 말예요. 떳떳하지 못한 일인 걸 아니까 그렇게 시켰겠죠. 그런 일을 해야했던 공무원들은 괴로웠을 거고요. 내부에서 일하던 공무원들이 결국은 파기하라고 해도 어떤 때는 했다가 어떤 때는 갖고 있었던 거죠. 그리고 그게 결국 특검에 간 거예요.”

김기춘 전 청와대 비서실장을 블랙리스트의 몸통으로 지목한 유진룡 전 장관도 지난 23일 특검 출석에 앞서 기자들에게 같은 취지의 발언을 했다.

“현직에서 공무원들이 고생을 많이 했습니다. (블랙리스트)를 담당하던 직원들이 심지어 저를 만나 울면서 양심에 어긋나는 짓을 할 수밖에 없는 상황에 대해서 호소한 적이 굉장히 많았습니다. 그래서 제가 건강 해치니까 빨리 요청을 해서 다른 자리로 옮겨라 했더니 그 사람이 그러더라고요. ‘자기가 피하더라도 누군가는 이 일을 할 수밖에 없는 상황이다. 내가 양심에 어긋나서 하기 싫은 일을 다른 누구한테 맡기겠느냐”라며 울더라고요. 그 후임자도 그렇고. 그런데 그렇게 소신을 억지로 어기게 시킨 사람들은 그동안 무슨 이야기를 했냐면요. ‘생각하지 마라, 판단은 내가 할 테니까 너희는 시키는 대로만 하라’라고 공공연하게 대놓고 했습니다.”

결국 문화예술계 블랙리스트는 그 명단에 들어있는 문화예술인들의 표현의 자유 뿐만 아니라 사명감을 갖고 성실하게 일했던 문체부 공무원들의 양심까지 옥죄어 왔다. 현재 블랙리스트와 관련해 김기춘 전 청와대 비서실장과 조윤선 전 문체부 장관, 김종덕 문체부 전 장관, 정관주 전 차관 등이 구속됐다. 최순실 게이트로 구속된 김종 전 차관 역시 최순실의 딸 정유라에게 특혜를 주기 위해 승마계 비리 의혹을 조사한 문체부 공무원 2명의 옷을 벗기는데 일조한 만큼 넓은 의미로는 ‘체육계 블랙리스트’ 연루 혐의를 받은 것으로도 볼 수 있다.

이처럼 전현직 장차관급만 4명이 일거에 구속되는 초유의 사태를 겪은 문체부는 지난 24일 대국민사과 기자회견을 열었다. 그러나 결국 블랙리스트의 최고 책임자일 수밖에 없는 박근혜 대통령이 잘못을 시인하고 합당한 대가를 치르지 않는 한, 표현의 자유를 침해당한 문화예술인들과 부당한 지시로 양심에 반한 행동을 해야 했던 수많은 공무원들의 상처는 쉽게 씻겨지지 않을 것이다.

국제 평화단체, 한반도⋅동북아 위기에 대한 외교적 해결 촉구

퍼그워시 회의 등 전세계 110개 평화단체, 무력사용 반대 입장 담은 서한을

미국과 북한 등 주요국가들에 전달

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.

 

이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다. 

 

이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

▣ 공동서한 국문

 

동북아 상황의 외교적 해결을 호소합니다

 

전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다. 

 

우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다. 

 

북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다. 

 

1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다. 

 

전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.

  1. 우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다. 
  2. 우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다. 
  3. 우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다. 
  4. 우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다. 
  5. 우리는 6자회담을 재개하라는 유엔 사무총장의 요구와, 협상을 지원하겠다는 그의 제안을 환영합니다. 
  6. 우리는 이란 핵 프로그램 협상을 성공적으로 이끌었던 것처럼 외교적 협상을 지원하겠다는 유럽연합(EU)의 제안 역시 환영합니다. 
  7. 우리는 유엔 안전보장이사회에 갈등에 대한 외교적 해결을 우선시할 것을 요구합니다. 

 

* 3+3 틀은 일본, 한국, 북한이 핵무기를 보유하거나 반입하지 않고, 중국과 러시아, 미국이 일본, 한국, 북한에 핵무기를 배치하지도, 이들을 핵무기로 공격하겠다고 위협하지도 않을 것을 요구합니다.

Appeal for a diplomatic solution in North East Asia

 

The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war. 
 
We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.
 
The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening. 
 
More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.
 
In supporting diplomacy rather than war, we:
 

  1. Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;
  2. Call on all parties to refrain from militaristic rhetoric and provocative military exercises; 
  3. Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;
  4. Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;
  5. Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;
  6. Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;
  7. Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict

 
* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.
