엘살바도르의 극단적인 낙태금지법에 따라 유산이나 응급상황을 겪은 여성들이 불법 낙태 시술을 받은 혐의로 갇히면서, 수백 명 자녀의 삶에 참담한 영향을 끼치고 있다고 국제앰네스티가 11월 30일 발표한 보고서를 통해 밝혔다.

보고서 <헤어진 가족, 끊어진 인연>에서는 터무니없는 낙태금지법으로 갇힌 여성의 아이들이 대부분 금전적으로 힘든 상황에 부닥치거나 어머니와 연락을 주고받지도 못하는 현실이 담겨있다.

아스트리드 발렌시아(Astrid Valencia) 국제앰네스티 중앙아메리카 조사관은 “엘살바도르 정부는 유산이나 임신 합병증을 겪은 여성을 부당하게 가둘 때마다 그 자녀들 역시 가난과 정신적 고통 속에 살아가도록 내몰고 있다”며 “임신 합병증을 겪은 여성들에게만 적용되는 엘살바도르의 ‘유죄 추정의 원칙’으로 수백 명이 희생되었고, 여성들은 최대 40년까지의 징역형에 처했으며, 의사와 환자 사이에 절대적인 공포 분위기가 조성되었다. 지금이야말로 엘살바도르의 이러한 시대착오적인 낙태금지법을 철폐해야 할 때”라고 말했다.

모든 경우에 대한 낙태 시술이 범죄화됨에 따라 최소 19명 이상의 여성들이 근거가 미약하거나 결정적이지 못한 증거로도 살인과 같은 중대한 범죄로 유죄 선고를 받고, 장기간의 징역형에 처해 현재 교도소에 갇혀 있다. 이들 중 대부분은 가정의 생계를 책임지고 있었다. 이런 여성들이 투옥되면 가족들이 벌이하고 아이들을 돌봐야 하는데, 주로 극심하게 어려운 상황에 처한 경우가 많았다.

경제적 수입이 전혀 없고, 교도소가 집에서 멀리 떨어진 탓에 대부분의 가족은 사랑하는 가족을 면회하기도 어렵다. 일부의 경우 수개월 넘게 자녀를 만나지 못하는 여성들도 있었다.

유산을 겪은 이후 ‘고의 살인’ 죄로 징역 40년형을 선고받고 현재 수감 중인 32세 여성 마리아 테레사 리베라는 2011년 갇힌 이후 지금까지 열 살 난 아들을 만난 것이 겨우 4번에 불과했다.

마리아 테레사의 아들은 그녀가 수감된 교도소로부터 수 시간 떨어진 곳에 할머니와 함께 살고 있는데, 교도소를 한번 방문하려면 엄두도 못 낼 정도로 비싼 비용이 든다. 마리아 테레사가 벌어오던 수입이 끊기고, 정부의 지원도 없어 마리아 테레사의 시어머니 역시 손자를 키우는 데 큰 어려움을 겪고 있다.

마리아 테레사는 욕실에서 거의 실신한 상태로 피를 심하게 흘리고 있는 것을 시어머니가 발견해 병원에 옮겨졌으나 그 자리에서 체포되었다. 병원 직원이 낙태한 것으로 의심하고 경찰에 신고했던 것이다.

재판 과정에서 마리아 테레사의 직장 상사 중 한 명이 그녀가 임신한 사실을 2011년 1월에 이미 알고 있었다며 불리한 증언을 했다. 이 증언이 사실이라면 유산 당시 임신 11개월째였다는 말이 된다. 이처럼 터무니없는 증언조차도 유죄를 선고하는 근거로 이용됐다.

마리아 테레사의 어린 아들은 어머니의 부당한 구금으로 유난히 힘든 시간을 보내고 있다.

마리아 테레사의 시어머니인 “이사벨”은 교도소를 방문할 때마다 겪는 고통에 대해, “손자를 데리고 처음 면회를 갔을 때는 정말 힘들었다. 손자는 심하게 울음을 터뜨렸고 나도 마찬가지였다. 아이는 교도소를 떠나지 않으려고 했다. 너무나 고통스러워서 아이를 데리고 나가는 것도 잠시 포기해야 했다. 아이에게도, 엄마에게도 너무나 힘든 일이기 때문이었다”고 전했다.

테오도라 델 카르멘 바스케스는 2008년 직장에서 사산한 후 “고의 살인” 죄로 징역 30년이 선고됐다. 그녀의 11살 난 아들은 면회를 거의 오지 못한다.

테오도라는 2008년 30년 형을 선고받았다. 11살 난 아들은 엄마를 거의 만날 수 없다.

베르타(가명) 역시 이와 비슷하게 임신 합병증을 겪고 기소되어 거의 1년간을 감옥에서 보냈다. 수감되어 있던 기간의 절반 동안은 열 살 난 아들을 만날 수 없었다.

“베르타”는 2010년 7월 출혈이 심한 상태로 지역 병원을 찾았다가 체포되었다. ‘고의 살인’ 죄로 기소되었지만 정작 본인은 임신한 사실조차 몰랐다. 재판이 시작할 때까지 변호사를 만나지도 못했다. 베르타가 기소된 죄목으로 유죄가 선고되면 최대 징역 50년형까지 처할 수 있었다. 사법절차가 시작된 지 거의 1년 만에 베르타는 무죄가 선고됐다. ‘치료 목적, 윤리적, 우생적 낙태 비범죄화를 위한 시민단체’라는 지역 인권단체의 소속 변호사들이 새로운 증거를 제출한 덕분이었다.

그러나 재판 과정과 교도소에 갇혔던 당시의 경험은 베르타와 가족들의 삶에 엄청난 상처를 남겼다.

베르타는 당시의 경험 때문에 여전히 정신적으로 힘든 상태이며, 이후 어떤 형태의 보상이나 배상도 받지 못했다고 국제앰네스티에 전했다.

베르타는 “몇 년이 지나더라도 그 때로 인한 고통은 여전히 마음속 깊은 곳에 남아 있다”고 말했다.

베르타의 어머니는 당시 베르타가 부당하게 교도소에 갇히면서 끼친 영향에 대해, “딸이 감방에서 지내는 동안 추위로 고생하고 있을 것을 생각하니 잘 때도 이불을 덮지 못했다. 이불을 덮지 않으면 함께 고통을 나눌 수 있겠다고 생각했기 때문이었다. 지금도 아무리 추워도 이불을 덮지 못하는 걸 보니 여전히 상처가 아물지 않은 것 같다. 지금은 베개도 딱딱한 바위처럼 느껴진다. 예전과는 전혀 달라졌다”고 국제앰네스티에 전했다.

아스트리드 발렌시아 조사관은 “엘살바도르 정부는 어린아이들에게 이처럼 감당할 수 없는 고통을 선고하기보다는, 여성을 그저 ‘출산 기계’로 취급하는 것만이 목적인 현행법을 재검토하는 데 여력을 집중해야 할 것”이라고 말했다.

1998년 개정형법에 따라, 엘살바도르는 강간, 근친상간에 의한 임신이거나 산모의 생명이 위험에 처한 경우에도 상관없이 모든 경우에 대한 낙태 시술을 금지했다. 이로 인해 여성들이 즉시 유죄로 몰리며 부당한 기소와 형법의 오적용이 계속되고 있다. 경제적으로 넉넉하지 못한 여성들은 특히 낙태금지법으로 더욱 큰 영향을 받았다.

EL SALVADOR’S TOTAL ABORTION BAN SENTENCES CHILDREN AND FAMILIES TO TRAUMA AND POVERTY

El Salvador’s extreme anti-abortion law is having a devastating effect on the lives of scores of children whose mothers, having suffered miscarriages or other obstetric emergencies, are being held behind bars accused of having illegal abortions, said Amnesty International in a new report today.

Separated families, broken ties, reveals how children of women jailed under the absurd anti-abortion law are often left facing difficult financial circumstances and prevented from staying in touch with their mothers.

“Each time authorities in El Salvador unfairly lock up a woman for having a miscarriage or suffering pregnancy related complications, they are also condemning her children to a life of poverty and trauma,” said Astrid Valencia, Central America Researcher at Amnesty International.

“El Salvador´s ‘guilty until proven innocent’ approach when it comes to women who suffer pregnancy-related complications has cost scores of lives, landed women in prison for up to 40 years and created an environment of absolute fear amongst doctors and patients. It is high time for El Salvador to abolish this outdated ban.”

At least 19 women are currently in jail, in the context of a total criminalization of abortion, convicted of serious offences such as homicide and sentenced to long prison terms on weak or inconclusive evidence. Most of them were their household’s main breadwinners. Since their incarceration, their extended families are responsible for providing and looking after their children, often in extremely difficult circumstances.

The lack of financial resources and the long distances between their homes and the prisons prevents many of the families from visiting their loved ones in prison. In some cases, women were not able to see their children for months.

Maria Teresa Rivera, a 32-year-old woman currently serving a 40 year prison sentence for “aggravated homicide” after having a miscarriage has only seen her ten-year-old son four times since she was jailed in 2011.

The boy lives with his grandmother several hours away from the prison and the journey is prohibitively expensive. Without Maria Teresa’s income and with no official support, her mother- in- law is also struggling to provide for her grandson.

Maria Teresa was arrested in a hospital after her mother-in-law found her in her bathroom almost unconscious and bleeding heavily. Staff at the hospital reported her to the police and accused her of having an abortion.

During the trial, one of Maria Teresa’s bosses testified against her saying she knew she was pregnant in January 2011. This would have made her 11 months pregnant by the time the miscarriage took place. The outrageous testimony was used as one of the pieces of evidence to convict her.

María Teresa´s young son is having a particularly difficult time dealing with his mother’s unfair detention.

“Isabel”, María Teresa´s mother in law, told Amnesty International of the traumatic visits to the prison: “The first time I took the child it was very hard. He cried a lot and I did too. He didn’t want to leave the prison. It was so hard that I stopped taking him for a while because it was tough for both of them.”

Similarly, Bertha (not her real name), spent nearly a year in jail also prosecuted for homicide after suffering a pregnancy-related complication. She was not able to see her 10- year-old son during half the time she was in prison.

“Bertha” was arrested in July 2010 in a local hospital, where she had arrived heavily bleeding. She was charged with “aggravated homicide” although she did not know she was pregnant. “Bertha” did not meet her lawyer until the trial started. The penalty for the crime she was accused of could be as high as 50 years in jail. Bertha was found innocent almost a year after the process against her began, when lawyers from the local human rights group Citizen Group for the Decriminalization of Therapeutic, Ethical and Eugenic Abortion provided new evidence on the case.

The trial and the time she was forced to spend in jail, however, left a profound mark on Berta’s life and her relatives.

She told Amnesty International that she is still traumatized by the experience and said she has not receive any kind of compensation or reparation measures.

“Even though several years have passed, the pain stays deep inside,” she said.

Talking about the impact of Bertha’s unfair incarceration on her family, her mother said: “To sleep, I couldn’t use the covers because during those days, when she was in the cells, I would start to think that she was suffering from the cold and so I wouldn’t cover myself so that I could experience her suffering. And now, I can’t use the covers even if I’m cold, so I know I’m still affected by it. Now, the pillow feels like a stone…I’m not the person I used to be.”

“Instead of sentencing children to this unbearable suffering, authorities in El Salvador should focus their energies in reviewing legislation that serves no purpose but to treat women as little more than ‘human vessels’,” said Astrid Valencia.

Following a change in the Penal Code in 1998, abortion in El Salvador has been banned in all circumstances – even when the pregnancy is the result of rape, incest or when the life of the woman is at risk. The change in the law has led to wrongful prosecutions and misapplication of criminal law where women are immediately assumed guilty. Women with few economic resources are particularly affected by the ban.

국제앰네스티는 멕시코에서 불법 벌목에 반대하며 평화적인 활동을 벌인 데 대한 처벌로 부당하게 수감된 남성을 ‘양심수’로 보고, 이 남성을 즉시 조건 없이 석방해야 할 것이라고 밝혔다.

양심수인 일데폰소 사모라 발도메로(Ildefonso Zamora Baldomero)는 2015년 11월 멕시코시티에서 동남쪽으로 80km 떨어진 산후안 아칭고의 선주민 틀라우이카족 마을에서 체포되었다. 지난 2012년 7월 벌어진 절도행위에 가담했다는 혐의였다.

에리카 게바라 로사스(Erika Guevara-Rosas) 국제앰네스티 미주국장은 “일데폰소 사모라는 자신이 속한 지역과 환경이 피해를 입고 있는 것에 반대하고 나섰다는 이유로 처벌을 받은 것이다. 그는 처음부터 수감되지 말았어야 할 사람으로, 즉시 조건 없이 석방되어야 한다. 환경을 보호하고 인권을 옹호하는 것은 범죄가 아니다”라고 말했다.

일데폰소 사모라의 절도 혐의는 날조된 증언들을 근거로 적용된 것이다. 검사가 증인으로 신청한 목격자들은 마치 대본을 읽는 듯이 모두 똑같은 표현만을 사용해 증언했다. 범행 장소는 보존되지 않았으며, 증거 역시 적절한 처리과정을 거치지 않았다.

체포되기 이전에도 일데폰소 사모라는 벌목 반대 운동을 벌인 것과 관련해 계속해서 위협을 받고 괴롭힘을 당했다. 2007년에는 괴한의 공격으로 아들 알도(Aldo)가 목숨을 잃고 미사엘(Misael)이 부상을 당했지만 지금까지도 이 사건에 대한 조사는 충분히 이루어지지 않았다.

일데폰소 사모라는 교도소에서 “불법 벌목 중단을 위해 활동했다는 이유로 아들을 잃고 자유를 빼앗기는 엄청난 대가를 치렀다. 하지만 우리 마을을 위한 활동을 멈추지 않을 것이다. 이미 불법 벌목으로 지구의 상당한 부분이 파괴당하고 있기 때문이다”라고 전해왔다.

게바라 로사스 국장은 “일데폰소의 사연은 멕시코 각지의 많은 인권옹호자와 환경운동가들이 어떤 처지에 놓여 있는지를 대표적으로 보여주는 것이다. 일데폰소가 감옥에서 1초라도 더 머물러서는 안 된다. 멕시코 정부는 일데폰소와 그 가족을 공격하고 정치적인 이유로 기소한 책임자들을 찾는 쪽에 노력을 더 기울여야 할 것”이라고 말했다.

양심수는 폭력을 사용하거나 옹호하지 않고, 자신의 정치적, 종교적, 기타 양심적인 신념이나 인종, 성별, 피부색, 언어, 국적, 사회적 신분, 경제적 수준, 출신, 성적 지향성 등에 기반한 이유로 구금된 사람을 말한다.

Mexico: Indigenous environmental activist named ‘prisoner of conscience’

A Mexican man unfairly imprisoned in what appears to be a punishment for his peaceful activism against illegal logging must be released immediately and unconditionally, Amnesty International said as it named him a “prisoner of conscience”.

Ildefonso Zamora Baldomero was arrested in November 2015 in the Indigenous Tlahuica community of San Juan Atzingo, 80km south-west of Mexico City. He is accused of participating in a burglary in July 2012.

“Ildefonso Zamora is being punished for speaking out against the damage being done to his community’s territory and environment. He should have never been imprisoned in the first place and must be released immediately and unconditionally. Protecting the environment and defending human rights are not crimes,” said Erika Guevara-Rosas, Americas Director at Amnesty International.

The burglary charges against Ildefonso Zamora are based on a series of fabricated testimonies. The prosecutor registered the testimonies of eyewitnesses who described the events using the exact same words as if reading them from a script, the crime scene was not preserved, and the evidence was not properly handled.

His arrest is part of a series of threats and harassment in relation to ahis anti-logging campaigns. In 2007, his son Aldo was murdered and his son Misael was injured in an attack which hasn’t yet been fully investigated.

Speaking from prison, Idelfonso Zamora said: “I work to stop illegal logging, and that has cost me dearly: my son’s life and my freedom. I want to continue working for my community because illegal logging is destroying large parts of the planet earth.”

“Ildefonso’s story represents the way many human rights defenders and grassroots activists are treated all over Mexico. He must not be made to languish in jail for a second longer. Instead, the Mexican authorities should re-direct their efforts to find those responsible for the attacks and political persecution against him and his family,” said Erika Guevara-Rosas.

Prisoners of conscience are people who have been detained because of their political, religious or other conscientiously held beliefs, or on the basis of their ethnic origin, sex, colour, language, national or social origin, economic status, birth, sexual orientation or other status. It is a distinction Amnesty International only gives to individuals who have neither used nor advocated violence.

이란 정부가 16세일 때 저지른 범죄로 체포된 남성에게 사형을 집행했다. 이는 명백한 국제인권법 위반일 뿐만 아니라, 아동 권리를 완전히 무시하는 것이다.

‘아스카르(Asqar)’라는 이름으로만 언론에 공개된 이 남성은 약 30년 전 공개 교수형을 선고받았고, 2017년 5월 23일 테헤란 인근의 카라지 중앙 교도소에서 사형이 집행됐다.

이번 사형집행을 통해, 이란 정부가 유엔과 EU에 청소년 범죄자에 대한 사형 적용을 점진적으로 중단하겠다고 반복한 것이 참담한 거짓이었음이 드러났다.

루서 국장은 “이란에서 체포될 당시 어린이였던 사람을 처형한 것은 올해 들어 세 번째로, 이는 국제인권법을 개의치 않는 정부의 분명한 의지를 드러내는 것이다. 이란 정부는 향후 예정된 모든 사형집행 계획을 중단하고, 청소년 범죄자에 대한 사형 적용을 완전히 폐지하도록 이란의 이슬람형법을 개정해야 한다”고 밝혔다.

이란은 여전히 청소년 범죄자에게 사형을 집행하는 세계에서 몇 안 되는 국가 중 하나다. 국제인권법상 범죄 당시 18세 이하였던 사람에게 사형을 적용하는 것은 엄격히 금지되어 있다.

국제앰네스티는 피고의 신원과 범죄, 유죄 여부 또는 사형집행 방식에 관계없이 모든 경우에 대해 사형을 반대한다. 국제앰네스티는 모든 사형존치국에 대해 사형폐지를 목적으로 한 공식적인 사형집행 유예를 선포할 것을 지속적으로 촉구하고 있다.

언론 보도에 따르면 ‘아스카르’는 이웃에 살던 12세 어린이를 흉기로 찔러 1988년 사형을 선고받았고, 이후 대법원에서 형이 확정됐다. 아스카르는 18세에 사형이 집행될 예정이었으나 예정된 사형집행일 직전 탈옥해, 2015년 4월 다시 체포될 때까지 도피생활을 했다.

12월 5월 국회에서 열린 박근혜 최순실 게이트 진상규명을 위한 국회 국정조사 특위 2차 기관보고에서는 박흥렬 청와대 경호실장과 최재경 민정수석 등 3명이 출석을 거부했다. 지난 1차 보고에서 김수남 검찰총장이 출석하지 않은 데 이어 이번에도 국정조사 핵심 증인들이 출석을 거부한 것이다. 특히 박흥렬 청와대 경호실장은 세월호 참사 초기 대통령의 7시간 행적을 추궁할 핵심증인이다.

이에 대해 황영철 새누리당 의원은 “경호실장이 지금까지 지금까지 국회에 출석해 증언한 바가 없다면 우리 특위가 직접 청와대를 방문하여 증언을 청취하는 일정을 반드시 잡아야 한다.”고 말했다.

이번 주 6일과 7일로 예정된 1,2차 청문회의 핵심증인들도 출석여부가 명확하지 않은 상황이다. 특히, 우병우 청와대 전 민정수석과 그의 장모 김장자 씨, 홍기택 전 KDB 산업은행 회장 등 5인은 증인출석요구서가 송달되지 않아 증인으로 출석하지 않을 예정이다. 이에 대해 박범계 더불어민주당 의원은 “우병우 전 민정수석과 김장자 씨의 경우 청문회 4차에 반드시 증인으로 출석시켜야 한다”며 “동행명령장도 발부해야 한다”고 말했다.

여당 의원들도 정부 측 주요 증인들의 이러한 행태에 비판했다. 새누리당 장제원 의원은 “최순실 등이 청와대에 함부로 들어오고 나가고 하지 않았다는 것을 밝히기 위해서라도 청와대 출입에 관한 모든 기록은 필요하다”며 적극적으로 자료를 제출하는 것이 국민들을 납득시킬 수 있는 길이라고 주장했다.

향정신성 의약품에 대한 사용내역 등에 대한 청와대 측의 자료제출이 제대로 이뤄지지 않아 의원들이 현장에서 재차 자료제출을 요구하기도 했다. 특히 청와대의 탈모제 사용에 대해 의문을 제기한 박영선 더불어민주당 의원은 “발모제로 발급을 하면 의료보험의 혜택이 안되기 때문에 이게 굉장히 비싸다”며 “전립선 비대증인 것처럼 속여서 지금 청와대에서 발모제를 지금 누군가에게 지속적으로 줬다”고 의문을 제기했다.  

또 이번 청문회에서는 대통령의 세월호 7시간 동안 대통령의 행적에 대해 집중적인 추궁했다. 그러나 청와대는 “큰 오보가 났던 오후 2시 370명이 구조가 됐다는 중대본의 언론브리핑이 50분 후에 안보실에서 190명 추가 인원은 잘못된 것이라고 VIP께 유선으로 정정 보고를 했다”며 “그 직후 대통령께서 혼선에 대해 질책했고 정확히 통계를 재확인 하라는 지시가 있었다”고 보고 받았다고 주장했다.  

이런 가운데 새누리당의 이완영 간사를 비롯한 이만희 의원과 정유섭 의원은 1차 기관보고에 이어 2차 기관보고에서도 청와대 옹호에 급급한 모습을 보였다. 특히 정유섭 의원은 “세월호 사건에 대통령은 총체적인 책임은 있지만 직접적인 책임은 없다”며 “대통령은 7시간 동안 놀아도 될만큼 적절한 인사를 실시하는 게 중요하다”고 말해 여야의원간 고성이 오가기도 했다.

특히 이번 국정조사의 핵심인물인 최순실, 최순득, 장시호씨를 비롯해 정호성 전 비서관과 안종범 전 수석, 차은택 감독 등 핵심 인물들이 오는 7일 청문회 출석을 거부한 것으로 알졌다. 최순실 씨 등 민간인에 의한 국정농단을 파헤치겠다던 국회의 국정조사가 핵심 중의 핵심인 최순실 씨도 증인으로 세우지 못하는 청문회를 열 상황에 놓였다.

이러한 위기 속에, 더 나은 세상을 만들고자 하는 노력도 위협받고 있다. 불평등이 심화되면서 노동자의 임금수준과 근로환경은 악화되었고, 경제적인 격차가 커질수록 여성인권 수준은 제도적으로 더욱 추락했다. 세계 부유층의 압도적 대다수가 남성인 반면, 가장 불안정한 직장에서 낮은 임금을 받는 것은 여성이다. 청년들은 극심한 실업난에 빠져 있고, 이주민, 소수민족, LGBTQI, 장애인, 선주민들은 여전히 제도적인 차별에 시달리며 사회에서 소외되고 있다. 다수의 인권을 실현하고자 하는 노력은 이러한 부와 권력의 차이에 가로막혀 계속해서 힘을 잃어가고 있다.

정·재계 고위층이 자신들의 이익을 위해 야합하고 시민들의 공간과 민주적 권리를 더욱 심하게 탄압하면서 극심한 불평등으로 이어지는 경우도 빈번하다. 거의 세계 모든 지역에서 평화적 시위를 할 권리와 지배적인 경제 담론에 이의를 제기할 시민들의 목소리가 크게 제한되고 있다. 지배층은 극심한 불평등과 참여민주주의가 오랫동안 공존할 수 없음을 알고 있기 때문이다.

상위 1% 국가들의 탄소소비량이 하위 1% 국가들의 175배에 달하면서, 지구의 미래조차도 이러한 격차를 해소하는 것에 달려 있다.

현재의 경제체제는 제 역할을 다하지 못하고 있다. 시장이익에 대한 지나친 자만심에 사로잡혀 소수의 지배층에만 이용될 뿐, 대다수의 사람과 지구를 외면하고 있다. 현재 인류는 불평등의 위기 속에서 살아가고 있다는 것에 많은 사람이 동의한다. 국제통화기금(IMF)과 교황을 비롯한 영향력 있는 인사와 단체 역시 이에 동의한 바 있다. 이제는 행동에 나서야 할 때다. 현행 체제는 우연히 만들어진 것이 아니라, 의도적인 정책 결정의 산물이다. 지도자들이 대다수가 아닌 1%의 목소리에만 귀 기울였다는 결과다. 이제는 바뀌어야 한다.

국제사회가 지속 가능한 개발목표(Sustainable Development Goals, 아젠다 2030)를 채택하고, 경제 발전에 대한 논의와 함께 파리 기후변화협정(Climate Change Accord in Paris)을 통해 모든 국가가 기후변화에 맞서 함께 노력하는 데 동의하면서 이 모든 것이 실현될 수 있게 되었다.

우리는 투쟁 없이는 이미 했던 약속은 물론, 산적한 과제도 실현될 수 없다는 것을 알고있다. 따라서 우리는 불평등과 맞서기 위한 국제적 연대를 출범하기 위해 오늘 이 자리에 모였다.

우리는 경제, 정치, 사회, 문화계를 막론하고 불평등의 근본적인 원인을 해결하기 위해 함께 노력할 것이다. 정부를 압박해 탈세를 막고 진보적인 조세 및 지출 정책을 마련함으로써 국민이 건강권과 교육권 등 필수적인 공공서비스를 누릴 수 있도록 정부의 의무를 다하게 할 것이다. 노동자의 결사권과 단체교섭권을 지지하고, 빈부 격차를 줄이도록 노력할 것이다. 여성의 불평등한 가사노동 분담량을 재분배하고, 정부의 탄압과 근본주의 대두로 인한 여성폭력 문제를 해결하고자 노력할 것이다. 보편적인 사회보장제도를 지지할 것이다. 토지개혁 실현을 위해 투쟁할 것이다. 전 세계적으로 투쟁을 무산시키고, 인권침해를 저지르고, 불평등을 심화한 기업들의 부당한 권력과 관행에 맞서 함께 노력할 것이다. 기후정의 실현을 위해 함께 노력할 것이다. 인류와 지구를 보호하려는 노력을 저해하는 화석연료기업 등의 기업권력에 맞설 것이다. 모든 국가가 역할을 다하고 바닥으로의 경쟁(race to the bottom)을 피하도록 국제적 협력을 함께 지지할 것이다.

세계화 실패로 불평등과 갈등, 부패와 탄압만 남았다. 세계는 공익을 우선하는 새로운 경제모델 수립을 통해 근본적으로 변화해야 할 때다. 전례 없는 규모의 변화가 필요하다. 세계인들은 이러한 변화를 요구하고 만들어가는 핵심이 되어야 한다. 대중의 힘을 원동력으로 한 활동만이 정부와 노동조합, 시민사회, 기업을 하나로 모아 공익을 위해 협력할 수 있도록 돌파구를 마련할 수 있다.

우리는 모든 사람의 인권이 존중되고, 보호받고, 실현되는, 지금보다 더 나은 세상을 꿈꾸기를 선택했다. 다수의 이익을 우선하는 더 나은 세상을 만들만한 재능과 기술, 총명함이 인류에게는 있다고 믿는다. 또한, 언젠가 이를 위해 함께 맞서 싸울 때가 오리라 믿는다.

Civil society leaders issue statement to step up the fight on inequality

The world faces an inequality crisis that is spiralling out of control. Across the world we are seeing the gap between the richest and the rest reach extremes not seen in a century.

Struggles for a better world are all threatened by the inequality crisis. Workers across the world are seeing their wages and conditions eroded as inequality increases. The rights of women are systematically worse in situations of greater economic inequality. The vast majority of the world’s richest people are men; those in the most precarious and poorly paid work are women. Young people are facing a crisis of unemployment. Other groups such as migrants, ethnic minorities, LGBTQI people, people with disability and indigenous people continue to be pushed to the margins, suffering systematic discrimination. The struggle to realise the human rights of the majority are continually undercut in the face of such disparities of wealth and power.

Extreme inequality is also frequently linked to rising restrictions on civic space and democratic rights as political and economic elites collude to protect their interests. The right to peaceful protest and the ability of citizens to challenge the prevailing economic discourse is being curtailed almost everywhere, for elites know that extreme inequality and participatory democracy cannot co-exist for long.

Even the future of our planet is dependent on ending this great divide, with the carbon consumption of the 1% as much as 175 times that of the poorest.

Our current economic system is not working at many levels. Dominated by an over-confidence in the benefits of the market, it helps only a small elite, and is failing the majority, and failing the planet. There is widespread agreement that we are living through an inequality crisis. On this the IMF, the Pope and many other influential voices are agreed. The time has come to do something about it. The current system did not come about by accident. It is the result of deliberate policy choices. It is the result of our leaders listening to the 1% instead of to the majority. This has to change.

This is all happening at the time when the international community has agreed a new set of Sustainable Development Goals (Agenda 2030), and has come together to discuss financing development and crucially the Climate Change Accord in Paris where every country agreed to work together to combat climate change.

We know that existing commitments, and much more beyond that must be done, will not be realised without a fight. That is why today we are coming together as the beginnings of a global alliance to fight inequality.

We will work together with others to tackle the root causes of inequality, whether they be economic, political, social or cultural. We will press governments to meet their obligations to ensure people can enjoy their rights to health, education and other essential public services through tackling tax dodging and ensuring progressive tax and spend policies. We will support workers’ rights to freedom of association and collective bargaining, and narrow the gap between rich and poor. We will fight for the redistribution of women’s unequal share of unpaid care work, and the tackling of violence against women brought on by state repression and rising fundamentalism. We will advocate for universal social protection floors. We will fight for land reform. We will work together to challenge the disproportionate power and practices of the corporate sector that is undermining so many struggles, contributing to human rights violations and increasing inequality across the globe. We will work together with others to secure climate justice. We will take on the power of corporations, including fossil fuel companies who are undermining efforts which respond to science and protect people and planet. We will together champion international cooperation so every country plays its part and we avoid a race to the bottom.

The current face of failed globalisation is rising inequality, conflict, corruption and oppression. The world needs fundamental change through a new economic model that puts the interests of people first. We need change on a scale never seen before. People across the world must be at the heart of demanding and driving this change. Only such a people powered movement can build a breakthrough that unites governments, trade unions, civil society and companies who share a commitment to the common good.

We choose to imagine a better world than this, where everyone’s human rights are respected, protected and fulfilled. We believe humanity has the talent, technology, and brilliance to build that better world, where the interests of the majority are put first. And we believe the time has come to fight for it together.

사우디아라비아의 양심수, 라이프 바다위(Raif Badawi)를 기억하시나요?


사우디아라비아 법원은 2014년 5월, 온라인상에 공개 토론 웹사이트를 만들고 “이슬람교를 모욕”했다는 혐의로 라이브 바다위에 징역 10년형과 태형 1천대, 벌금 약 3억 원, 10년간 여행금지, 미디어에 의견개진 금지 등의 판결을 내렸습니다.작년 1월, 제다 광장에서 채찍질형 중 최초 50번이 공개적으로 집행되었는데, 남은 형의 집행은 처음에는 건강상의 이유로, 이후로는 알 수 없는 이유로 계속해서 연기되고 있습니다.

그가 오늘(1월 13일), 감옥에서 생일을 맞았습니다.

현재 캐나다에 망명 중인 라이프 바다위의 아내 엔사프 하이다(Ensaf Haidar)와 세 자녀가 국제앰네스티에 그의 근황을 전했습니다.

불행하게도 현재 라이프의 상태는 좋지 않습니다.
사기가 저하되어 있고, 건강은 악화되었으며, 석방에 대한 희망도 잃고 있습니다.
라이프가 힘과 용기를 찾기 위해 우리가 함께 해야 합니다.
