'지자체 사회복지지출 증가, 이대로 둘 것인가?' 경기연구원. 2016.6.

중앙과 지방의 사회복지 지출이 모두 증가하는 가운데, 지방정부의 사회복지 지출의 연평균 증가율은 13.4%로 중앙정부(8.7%)에 비해 상대적으로 급격하게 증가하고 있다.

 

이것의 주요 원인이 바로 지방자치단체의 사회복지사업 및 지출구조에 있는 것으로 나타났다.

 

중앙정부의 사회복지분야 국고보조사업의 재정부담률은 감소하고 있고(`06년 70.9% -> `14년 61.8%), 증가하는 신규복지사업으로 인해 지방의 매칭 부담이 지속적으로 커지고 있으며(2014년의 경우 기초노령연금, 장애인연금, 영유아보육사업 추진으로 총 6조 3,900만원의 지방대응비 부담이 있었음), 국고보조사업의 지방이양이 증가함에도 분권교부세의 증가가 미미하여 지방재정부담이 제도 도입 이전 50% 수준에서 70.5%까지 증가한 문제가 주요한 원인으로 보고서는 분석하고 있다.

 

특히 이번 보고서는 현재 인구가 정체되거나 줄고있으며 인구구조의 고령화로 인해 젊은 세대의 복지행정수요가 감소하고 있는 지방 시군보다 젊은 인구 유입이 활발하고 출생률이 높은 대도시를 갖고 있는 수도권 지자체의 재정부담이 앞으로 더욱 커질 것을 보여주고 있어, 앞으로 지방재정 개편과 관련해서 강한 시사점을 주고 있다.

정부 지방재정 개편안에 대한 문제점 분석
수원·성남시와 행자부에서도 참석해 토론 


 참여연대 조세재정개혁센터(소장 정세은 충남대학교 교수)와 박광온 국회의원(경기 수원정, 기획재정위원회) 박주민 국회의원(서울 은평갑, 안전행정위원회)은 오늘(6/16) 오전 10시 국회 의원회관 제3세미나실에서『정부의 지방재정 개편안 무엇이 문제인가?』긴급좌담회를 개최했습니다.

 

 오늘 열린 좌담회는 정부가 지난 4월 22일 발표한 시 ‧ 군 조정교부금 배분 방식 변경과 법인지방소득세 공동세 전환에 대한 문제점을 분석하고 대안을 마련하고자 준비되었습니다. 본격적인 토론에 앞서 공동주최한 박주민 의원의 사회로 진행된 행사에서 공동주최한 박광온 의원, 축사를 한 변재인 더불어 민주당 정책위 의장, 김진표 의원들이 정부의 지방재정 개편안에 대한 견해를 제시했습니다.

 

 정세은 참여연대 조세재정개혁센터 소장(충남대학교 교수)이 좌장을 맡아  진행된 토론에서는 정창수 나라살림연구소 소장이 ‘지방재정 개편안 평가와 지방재정 조정제도 개혁 방안’발제를 통해 시대변화를 반영하는 지방재정 구조 재편 필요하다고 밝히고, 이번 정부의 개편안으로 재정이 축소될 6개 지자체의 1인당 예산이 타 지자체 보다 오히려 적어 이번 개편안으로 1인당 세수입 기준으로 재정 열위가 되는 모순이 존재하는 등 현재의 지방재정현황에 관해 설명했습니다. 또, 일본·독일·스위스 사례 등을 포함하여 구체적인 대안을 제시하며 지방재정 개편이 필요하지만 현재의 중앙정부의 일방적 개편이 지방자치를 훼손시키므로 보편적 증세를 비롯한 재정마련 방안을 가지고 논의가 시작되어야 한다고 밝혔습니다. 

 

 이어진 토론에서는 유태현 남서울대학교 교수(기초자치단체 간 재정력 격차의 적정 해소방안), 조수진 참여연대 조세재정개혁센터 실행위원, 변호사 (4.22 지방재정개편안의 법적 문제점) 정정순 행정자치부 지방재정세제실장 (정부안의 추진 배경 및 경과 등), 염태영 수원시장 (정부 지방재정 개편의 문제점과 대안) 박재양 성남시 행정기획국장 (재정확충 방안 없는 지방재정 개혁은 허구)의 토론이 이어졌습니다.
