As movements fighting against systems of injustice that view black, brown and indigenous peoples as disposable, to be sacrificed by racist and colonial systems of exploitation and domination, we see the struggle of the Palestinian people against occupation and apartheid as part and parcel of our collective struggle for climate, racial, economic and political justice and for a world where everyone has the right to live with dignity, free from oppression.
We are enraged and grieve equally the loss of lives of all civilians – Palestinian and Israeli – that have taken place since 7 October and call for those responsible to be held accountable for their actions.
We decry the fact that for many Northern Governments, Palestinian lives are deemed as being of less value and worth as those of Israeli citizens. This has allowed tens of thousands of Palestinians being killed with impunity over the decades as a result of Israel’s illegal occupation of Palestine. People whose names and dreams, like those of our peoples in the global South, sacrificed to colonialism.
In the latest indiscriminate bombing of Gaza, Israel has already killed more than 5000 Palestinians including at least 2360 children, displacing over 1 million people, as it collectively punishes the Palestinian people. In just one week, between 7-12 October, Israel dropped over 6,000 bombs on the Palestinian people living under its illegal occupation, more than the US dropped in a whole year during its war on Afghanistan. Whilst Human Rights Watch has confirmed that Israel has used a banned chemical weapon – white phosphorous – in civilian areas in the Gaza Strip, causing severe burns and uncontrollable fires.
We are devastated by the bombing of the Al-Ahli Arab Hospital in Gaza which killed 471 injured and sick Palestinians, including women, children, doctors, nurses, and those seeking refuge from the retaliatory bombardment by Israel. To date, the World Health Organisation has documented 76 attacks on healthcare workers, 26 healthcare facilities including 17 hospitals have been attacked, as well as attacks on UN schools where Palestinians are sheltering for safety.
The Occupied Palestinian Territory of Gaza is facing a “complete siege” with the purposeful targeting of civilian infrastructure such as hospitals and schools which constitute war crimes under international law. Israel is also blocking food, water, fuel and medicine to a captive population of 2.3 million Palestinians, half of whom are children, as a weapon of war.
While in the Occupied Palestinian Territory of the West Bank, Israel has imposed a total blockade. The Israeli military is attacking Palestinians protesting the genocide in the Gaza Strip with lethal military force, and is providing thousands of weapons to Israeli settlers inside the West Bank, who are attacking and killing Palestinians.
Israel has openly made genocidal statements that ‘Gaza will be reduced to rubble’ and called the Palestinians ‘human animals’. As climate justice movements we recognise the language of racism and colonialism that has been used to justify the sacrificing and killing of so many of our people across the global South.
The current war in Gaza is not an isolated event but is deeply rooted in ongoing colonization, illegal occupation, systemic injustices, and historical oppression of Palestine by an apartheid state. Israel has repeatedly disregarded the international humanitarian law and human rights principles that demand the protection of civilians, especially in conflict zones, as it escalated its genocidal attacks in Gaza.
Israel is planning a ground offensive with intent to indiscriminately kill Palestinians in north Gaza; and aims to ethnically cleanse more Palestinians in a single day than during the Nakba (Arabic for ‘catastrophe’) in 1948, when over 750,000 Palestinians were expelled from their homes – or any day since in their ongoing settler-colonial occupation of Palestine. The vast majority of Palestinians in Gaza are refugees from the Nakba.
The situation has never been more urgent. In the words of the Director of the United Nations Relief and Works Agency for Palestinian refugees (UNRWA), “Gaza is running out of life”. As vital resources run out and Gaza’s health infrastructure – already battered by Israel’s 16 year-long blockade and periodic bombardment – ‘collapse before our eyes’, Gaza’s remaining hospitals are turning into morgues.
We call for an immediate ceasefire, and for the international community to break the blockade and end the collective punishment of the Palestinian people. We must bring an end to apartheid and occupation.
We are appalled at the US and UK refusing to support the resolutions at the United Nations Security Council calling for a ceasefire to allow humanitarian aid access to the Gaza Strip. The complicity of powerful Western nations in enabling Israel to carry out these actions with impunity is a matter of grave concern. Despite the growing evidence of human rights violations, the provision of military and financial support to Israel from these nations continues unabated. The disregard for the lives of Palestinian people is inexcusable, and it is incumbent upon these nations to end their arming of Israel and prioritise human rights.
We also call out the role and bias of politicians and international media, led by northern media, fueling the islamophobic rhetoric and dehumanization of the Palestinian people as well as the role of international tech companies and platforms in allowing the rise of islamophobic and anti-semitic hate speech and fake news.
We condemn the attempt by Northern Governments – from Germany, France, to the UK, to attempt to criminalize and ban our movements from marching and calling for Justice for Palestine. The attacks on our right to protest mirror the attacks on climate protests that are taking place in countries that bear the greatest responsibility for these injustices.
We stand in immutable solidarity with the people of Gaza and all victims of brutality and demand upholding of international law and human rights principles to protect innocent civilians.
We also stand in solidarity with Palestinians and Jews who are protesting Israel’s bombardment of Gaza and advocating for peace and justice in the region. We condemn actions taken by several governments around the world to stop these protests and the arrest of peaceful demonstrators.
There can be no peace without justice and it is a moral imperative for the global community to stand in unity with the oppressed. We call on all our governments and international bodies to work together to end the war, and to bring all those responsible for war crimes to justice. We demand an end to the occupation and genocide of the Palestinian people and urge for resolution that can ensure that both Palestinians and Israelis can live with security and dignity.
Our Demands
In light of the ongoing violence and the appalling human rights violations in Gaza by the apartheid state of Israel, we call for the following urgent measures:
Immediate Ceasefire: We echo the calls of the United Nations Secretary General and humanitarian and human rights organisations for an immediate ceasefire in Gaza.
End the illegal blockade: Urgent humanitarian and emergency aid must be provided to civilians in Gaza. The people of Gaza are in dire need of medical supplies, food, water, and other essential resources, which need to be restored urgently.
Stop War Crimes: Israel must be held accountable for its actions that breach international law, including attacks on hospitals, forced evacuations, and the illegal blockade on Gaza for decades.
End Impunity: All those responsible for war crimes including the State of Israel must be held to account for their actions. All civilian hostages, including the thousands of Palestinian political prisoners held without charge or trial must be released. Western powers must stop their support for Israel, including ending arms sales to Israel particularly in the context of human rights violations and stop all support and funding to Israel immediately. Political alliances should not take precedence over human lives.
End Apartheid and Occupation: We support the self-determination of the Palestinian people. We call on Israel to end its system of apartheid and for the right of return and compensation to Palestinian refugees. We call on the international community to finally uphold the UN resolutions for a safe, secure and viable State of Palestine alongside a State of Israel.
Stop Racism, Islamophobia and Anti-Semitism: We stand in solidarity with our comrades in the Jewish and Muslim communities facing an increase in racist attacks. The struggle for climate justice is a struggle for racial justice.

한국환경회의, 정의당 국회의원 이은주, 정의당, 강원연석회의는 오늘 국회의원회관 제7간담회실에서 <강원특별자치도 출범에 앞서, 강원특별자치법 무엇이 문제인가>토론회를 개최했다. 한국환경회의는 “지난 25일 하루가 채 되지 않는 시간에 행정안전위원회 소위원회, 전체회의, 법제사법위원회, 본회의를 통과한 ’강원특별자치도 설치 등에 관한 특별법 전부개정안(강원특별자치법)’이 가진 환경 파괴적 위험성에 대한 충분한 논의를 위해 토론회를 마련했다”고 밝혔다.
강원특별자치법은 농지, 국방, 산림, 환경을 4대 규제로 규정하고 이에 대한 개선과 권한 이양을 주요 내용으로 삼고 있다. 강원특별자치도법은 이 중 환경영향평가 등의 특례, 산지관리법 등 적용의 특례 등 정부의 주요 권한을 도지사와 도의회에 이양하고 있어 강원도의 환경과 산림을 지켜왔던 최소한의 빗장이 푸는 법률이라며 환경단체의 지탄을 받고 있다. 지난 4월 25일 대한민국 시장·군수·구청장협의회가 강원특별자치도법의 조속 통과를 촉구하는 기자회견을 열기도 했다.

그동안 점박이물범이 주로 나타났다고 해주신 스팟을 쌍안경과 스코프로 들여다보니 생각보다 모든 것이 점처럼 작게만 보였다. 물범이 어디서 놀고 있을지- 모래톱을 따라 열심히 관찰했다. 바다에 둥둥 떠 있는 부표들이 꼭 물범인 것만 같아 들뜬 마음으로 지켜보다 실망하길 여러 번. 짧고 뾰족한 점박이물범의 주둥이로 추정되는 실루엣이 수면 위로 오르락 내리락하는 것이 보였다. 한번 눈에 보이기 시작하니 계속해서 보였다. 오래도록 수면 위로 빼꼼 머리를 내밀어 보이기도 하고, 때로는 꼬리를 보이며 풀쩍 물속으로 들어가기도 했다. 얼굴을 제대로 보고 싶었지만 쌍안경과 스코프로는 역부족이었다. 다행히 김솔 활동가의 인내심 있는 드론 조종 덕분에 비교적 가까이서 물범을 포착할 수 있었는데, 긴 설명 필요 없이 사진을 보기 바란다.

가로림만에는 점박이물범도 있고, 잘피도 있고
생물다양성 풍부한 가로림만에는 점박이물범을 비롯해 여러 해양보호생물들이 살고 있는데, 그 중 하나가 바로 ‘잘피’다. 바닷속에서 해양생물들의 안식처가 되어주기도 하고, 탄소까지 흡수하는 해초인 잘피를 만나 반가운 마음에 사진도 찍어보았다. 이외에도 게, 바지락, 골뱅이, 꼬시래기 등 갯벌 생물들을 한참을 관찰하다 문득 멀리 내다본 갯벌은 정말 아름다웠다. 광활한 면적의 가로림만 갯벌에는 자연이 펼쳐놓은 무늬가 멋지게 새겨져 있었다.

마무리는 해변플로깅으로
얼마간 점박이물범과 갯벌의 매력에 흠뻑 빠져있었더니 서서히 물이 들어오기 시작했다. 더 가까이서, 더 잘 보고 싶다는 아쉬움을 뒤로 한 채 장비들을 챙겨 갯벌을 빠져나왔다. 즐거운 모니터링의 끝에는 함께 해변쓰레기 줍는 시간을 가졌다. 해양보호구역으로서 주민들의 자발적인 관리가 이루어지는 곳임에도 불구하고 해변가 깊이 자리한 쓰레기가 꽤 있었다. 전부 다 치울 수는 없었지만 모두의 바쁜 손길로 어느 정도 쓰레기를 모으자, 분류작업을 통해 종류별로 파악하고 무게를 기록했다. 여느 해변과 마찬가지로 잘게 부서진 스티로폼이 압도적으로 많았고 미끼나 그물 등의 어업쓰레기, 노끈, 페트병, 유리병, 비닐 등등이 뒤를 이었다.

이번 현장 답사를 통해 글과 사진으로만 접했던 점박이물범을 멀리서나마 보고, 가로림만의 갯벌 생태를 직접 관찰하고, 해변 정화 활동까지 할 수 있었다. 물범을 사랑하고 가로림만을 아껴주는 많은 분들과 함께하며, 더 넓은 바다와 더 많은 해양생물들이 사랑받기를 기원할 수 있었다. 환경운동연합은 앞으로도 수많은 해양생물들의 서식지를 보호하고 생태계가 균형을 이룰 수 있도록, 2030년까지 30%의 해양보호구역 지정·확대를 향해 나아가겠다.

1년 내내 햇살이 따뜻하고 신선한 먹거리가 넘치며, 아름다운 바다가 둘러싸고 있어 ‘천상의 섬’이라고도 불리우는 하와이. 오늘 소개할 곳은 하와이 문화의 신화에서 영감을 받아 탄생한 특별한 곳입니다. 그 이름에마저 지구의 어머니와 하늘의 아버지를 상징하는 단어들이 담겨져 있죠.
먼저 ㅍㅍㅎ- ‘파파하’는 ‘지구의 무게를 지탱하는 바위’라는 의미입니다. 하와이 신화에서는 ‘지구의 어머니’로서 존재하는 여신을 지칭한다고 합니다. 이어지는 ㄴㅁㅋㅇㅋㅇ- ‘노모쿠아키아’는 ‘하늘의 아버지’를 의미하는 단어로, 신화 속에서 하늘과 별들의 아버지인 신을 뜻한다고 하네요.
이토록 상징적인 이름이 부여된 곳은 바로 ‘파파하노모쿠아키아 해양보호구역’ 입니다.

‘파파하노모쿠아키아’
지구상 최대의 해양보호구역으로, 우리나라 면적의 무려 약 15배인 150만㎢ 규모의 해양국립기념물입니다. 그 이름도 남다르게 길죠. 태평양 한가운데 위치한 ‘하와이’. 그중에서도 북서쪽 섬들을 둘러싸고 있는 파파하노모쿠아키아 지역은 살아가고 있는 해양생물들만 7천여 종이 넘는, 생물다양성이 풍부한 곳입니다.
어떻게 이렇게 큰 규모의 해양보호구역이 지정될 수 있었을까요?

1900년대 초, 바닷새들이 번식할 수 있도록 하와이 북서쪽의 작은 구역을 보호하고 있었습니다. 이 구역을 조지 부시 대통령 때 크게 넓히며 ‘파파하노모쿠아키아 해양국립기념물’로 지정했고, 이는 미국에서 가장 큰 해양보호구역이 되었습니다. 이후 오바마 정부 때 기존 면적의 4배로 확대하며, 지구상 최대의 보호구역이 되었죠. 미국의 MPA 비율이 3%에서 13%로 증가했다고 하니 엄청난 결실이라고 할 수 있겠습니다. 멸종위기종 고래와 바다거북 등 7000여 종의 해양 동물까지 보호할 수 있게 된 건 물론이구요.

No Fishing Zone
해양보호구역으로 지정되어도 여전히 조업활동이 가능한, 우리나라의 말뿐인 해양보호구역과 달리 파파하노모쿠아키아는 ‘No Fishing Zone’입니다. 하와이 원주민들이 전통적인 방식으로 하는 어업을 제외하고는 모든 상업적인 어획이 금지되었는데요.
처음에 어업협회에서는 어획량이 줄어들 것을 우려해 반대했습니다. 우리나라에서도 해양보호구역으로 지정하는 과정에서 가장 큰 과제가 되는 것은 어민분들의 반대이니까요. 물론 어민분들의 반대도 충분히 이해가 됩니다. 늘상 어업 활동을 해오던 곳에서 더이상 물고기를 잡지 말라고 하니, 어획량이 줄어 생계에도 영향을 미치진 않을까-걱정이 될 수 있죠.

하지만 해양보호구역이 가져오는 멋진 효과로 ‘넘침 효과’(Spillover Effect)라는 것이 있습니다.
해양보호구역으로 지정해 어업활동과 개발 등을 멈추면 자연스레 해양생물들이 번성하게 되고, 번성한 생물들은 보호구역 밖으로도 넘쳐나 오히려 이전보다도 더 풍요로운 바다가 되는 것이죠 . 인간의 활동을 최소화하면 해양생태계는 복원되기 때문입니다.
바닷속은 눈에 보이지 않기에 당장 더 넓은 곳에서 더 많이, 더 빠르게 잡아들이는 것은 사실은 바닷속 자원을 끝도 없이 파먹고 있는 것과 같습니다. 이미 식용어류의 50% 이상이 감소한 것만 봐도 그렇죠. 하지만 해양보호구역을 통해 보존이 필요한 곳을 확실하게 보호하고, 충분히 번성할 수 있도록 기다린다면 ‘넘침 효과’를 통해 훨씬 더 생명력 가득한 바다가 될 것임은 분명합니다.

그리고 그 효과는 파파하노모쿠아키아 해양보호구역을 통해 더욱 확실하게 느낄 수 있습니다.
파파하노모쿠아키아는 세계에서 가장 큰 어업 금지구역이지만, 아이러니하게도 그 주변 해역에서는 참치와 같은 대형 어종들의 상업적 어획량이 증가했습니다. 사이언스지에서 2022년 발표한 논문에 따르면 파파하노모쿠아키아 해양보호구역 내 산호처럼 이동성이 미미한 해양생물들은 물론이거니와, 보호구역의 경계를 자유로이 넘나드는 이주성 물고기들의 어획량 또한 주변 지역에서 크게 늘었습니다. 특히나 상업적으로 중요한 참치의 어획량이 12%~54%까지 증가하여, 보호구역이 그 주변의 상업 어업에 경제적 이익을 가져다준다는 것을 확실히 입증한 셈이죠.
왜 이런 멋진 바다는 다 외국이야?
라고 무심코 생각했던 적이 있었습니다. 정말 이런 멋진 바다는 외국에만 있을까요? 우리나라에도 짙은 에메랄드 청록빛의 남해, 생명력 가득한 갯벌이 펼쳐진 서해, 푸르고 시원한 동해까지 무려 삼면이 아름다운 바다에 둘러싸여 있습니다. 하지만 오랜 상업적 어업 활동과 무분별하게 쌓여가는 바다 쓰레기, 마땅히 보호되어야 할 지역마저 개발이 이루어지며 불과 수십년만에 해양 생태계는 너무나도 무너졌고, 주민들은 어릴 적 살던 그 바다가 아니라고 말하고 있습니다.
전 세계 공해의 30%를 2030년까지 해양보호구역으로 지정해 지켜내자고 합의가 된 지금, 우리나라에도 보호해야 할 곳이 많습니다. 파파하노모쿠아키아처럼 상업 어업을 비롯한 사람의 간섭은 최소화하고, 그동안 바다가 우리에게 그러했듯이 인내심을 가지고 보호해야만 합니다. 이렇게 멋진 바다를 우리나라에서 볼 수 있어 좋다고, 이렇게 잘 지켜지고 있어서 다행이라고 말할 수 있는 날을 바라게 되는데요. 오늘의 파파하모노쿠아키아 글을 통해 여러분도 우리와 바다 모두에게 정말로 이로운 방향은 무엇인지- 한 번쯤 생각해보시는 기회가 되길 바랍니다!
정부의 자연 복원에 대한 전반적인 정책이 후퇴하고 있다. 환경단체에서 본 정부의 정책은 육상뿐 아니라 바다에서도 동일하게 진행되고 있어 매우 우려스러운 상황이다. 정부의 정책과는 반대로 국제사회는 2022년 생물다양성 협약을통해 글로벌 생물다양성 프레임워크(GBF)를 결의했다. 세계적 흐름이 생물다양성을 보전해야 한다는 흐름으로 정책을 결정하고 있는데 현재 우리 정부의 흐름은 생태계와 생물 그리고 다양성이 배제된 개발만 존재하고 있다. GBF를 통해 바다에서 눈여겨볼 부분은 2번, 3번, 18번 목표로 ▲훼손 생태계의 30%를 복원하는 것 ▲보호지역을 30% 이상 확대하는 것 ▲생물다양성의 유해보조금을 식별해 연간 5천억 불 이상을 삭감하는 것이다.
바다에서 훼손된 생태계를 복원한다면 얼마나 될까?
훼손된 바다를 가장 수치로 나타내기 쉬운 곳은 갯벌이다. 1987년 3,203㎢이었던 갯벌 면적은 2018년 기준 2,482㎢로 30년간 721㎢가 사라졌다. 721㎢는 72,100헥타르로 신안을 제외한 단일 보호구역으로 가장 면적이 넓은 가로림만 해양생물 보호구역의 7배가 넘는 수준이고 축구장 10만 980개의 넓이다. 바다 갯벌을 기준으로 찾을 수 있는 데이터의 수준이 1987년을 기준으로 하고 있어 더 오래된 데이터가 있다면, 훼손된 갯벌의 면적은 더 넓어질 것이다.
바다에서 진행된 인간 활동으로 파괴된 생태계는 추정조차 할 수 없다. 한 예로 41종의 허가어업 중 연안자망과 근해자망의 그물 허가량의 길이는 17만 킬로미터다. 지구가 약 4만 킬로미터의 둘레로 추정되기 때문에 지구를 4바퀴 감을 수 있는 양이다. 하지만 어구 관리 시스템의 부재로 어선에서 사용하는 어구량은 허가정수대비 2배에서 5배까지 더 사용하는 것으로 추정한다. 수치로 환산하기 좋은 자망 어업을 예로 들었지만, 39개의 허가어업이 있고 양식어업은 고려치 않은 수치라는 걸 생각해야 한다. 바다에서 사용하는 부표는 5,500만 개씩 사용하는데 유실되거나 폐기에 대한 데이터조차 존재하지 않는다.
‘21년 수산업법 전부개정안으로 어구관리에 대한 법적 근거가 마련됐다고 하지만, 이제야 법적 효력이 생기며 어구 관리에 대한 준비단계에 들어가고 있다. 수십 년간 사용하면서 유실되거나 고의로 폐기한 그물이 우리 바다에 한가득이다. 당연히 어업이라는 인간 활동으로 바다 생태계는 파괴됐지만, 그 추정조차 가늠하기 힘든 상황이다.
유럽은 자연복원법을 통해 생태계의 20%를 복원하는 걸 제도로 결의했다. 우리나라가 GBF 목표인 30%의 복원을 목표로 한다면 사라진 갯벌의 30%인 216제곱킬로미터(축구경기장 30,294개)를 복원해야한다. 유럽과 같이 20%만 고려한다 해도 144제곱킬로미터(축구경기장 20,196개)를 목표로 삼아야 한다.
이런 목표를 현실로 만들기 위해선 유럽과 같이 우리도 자연복원법을 제정해 법적 근거와 제도를 통한 실행 의지를 세울 필요가 있다.
보호지역 30%를 확보하는 것
GBF에서 세계가 주목하는 다른 한 가지는 육⋅해양 생태계의 30%를 보호구역으로 확장하는 것이다. 생물다양성을 보전할 수 있는 가장 좋은 방법은 생태계를 보전하는 일이다. 생태계를 보전하기 위해선 인간 간섭을 최소화하거나 배제해야 한다. 법적인 보호구역 지정을 통한 인간 행위와 간섭을 배제하는 일이다. 하지만 8월 22일까지 IUCN에 등록된 우리나라 해양보호구역의 면적은 전체 관할수역 대비 2.46%에 불과하다. IUCN에서 표기된 우리나라 관할 수역은 한국과 일본 사이의 한일 중간수역이나 한국과 중국 사이의 한중 잠정수역에 대한 보수적 판단으로 우리 정부가 말하는 관할수역의 면적보다 모수가 20% 이상 적다. IUCN에 등록된 2.46%의 해양보호구역은 실제 모수가 더 큰 관할수역 면적을 대입하면 수치는 낮아질 수밖에 없다. 해양보호구역의 면적도 좁지만 인간 행위 제한에 대한 법적 근거가 없는 상황도 문제다. 미국의 해양대기청(NOAA)는 해양보호구역의 면적을 수치로 나타낼 때 행위 제한이 실제로 이뤄지고 있는 지역의 수치를 따로 나타낸다. NOAA는 인간의 행위 제한이 되지 않는 해양보호구역은 형식상 이름만 갖춘 지역(Paper park)으로 분류하고 있다. NOAA의 기준으로 우리나라 해양보호구역을 비교한다면 극히 일부를 제외하고는 모든 해양보호구역이 문서상으로만 존재하는 보호구역으로 봐도 무방하다. 법적 구역이라도 지역 주민이 해안 쓰레기를 줍기 위해 지원되는 폐기물처리 비용, 보호구역 주변에 건설되는 건물이 결국은 지어지겠지만 일반 건물보다 조금 더 많은 문서를 지출하게 하는 법적 절차 외에는 어업도, 주변 토지의 이용도 모두 가능하다.
우리나라 관할수역 대비 30%의 해양보호구역을 지정하면 장기적으로 해양생물의 다양성이 보장되면서 어업과 같은 인간 행위가 더 장기적으로 지속될 수 있다. 재자연화의 결과가 결국 인간 삶으로 돌아오게 될 것이다. 이런 결과는 실제로 영국의 라임베이 해양보호구역, 미국의 파파하노모쿠아키아 해양보호구역을 통해 입증됐다. 학자들은 법적 지정 후 영국 바다와 태평양에 직접적인 해양생물 개체수 증가에 영향을 줬다고 연구 결과를 발표했다. 파파하노모쿠아키아 해양보호구역은 세계에서 가장 큰 어업금지 구역으로 2006년에 지정됐다. 2016년 오바마 대통령 정부에 의해 그 규모를 넓힌 해양보호구역은 스페인 영토 세 배에 달했다. 2022년 10월 20일 사이언스지에 게재된 파파하노모쿠아키아와 관련된 논문에는 어업금지 해양보호구역의 넘침효과(Spillover effect)를 통해 태평양 황다랑어의 개체수가 54% 증가하고 눈다랑어 개체수가 12%가 증가하는 데 영향을 끼쳤다고 밝혔다. 비단 다랑어류뿐 아니라 모든 어종 개체수의 8%가 증가함을 입증했다.
유해수산보조금의 철폐
지난 2023년 6월 27일 세계무역기구는 중국이 세계무역기구가 결의한 유해수산보조금 철폐를 중국이 수용했다고 공식 발표했다. 중국이 오랜 시간 동안 세계무역기구에서 결의한 유해수산보조금 철폐 정책에 동의한 것이다. 그리고 일주일 뒤 일본이 중국에 이어 유해수산보조금 철폐 결의를 공식적으로 수용했다.
유해수산보조금은 공해와 연근해 그리고 타국의 수역에서 진행하는 조업행위에 지원되는데 정부가 어업에 지원하는 보조금을 말하고 이 중 해양생태계에 영향을 주는 보조금을 통칭한다. 국제 시민사회와 학자가 20여 년 전 해양 생물 개체수를 저감하는 유해수산보조금 문제를 인지했고, 세계무역기구에 유해수산보조금에 문제를 다뤄 달라고 요구가 지금의 논의를 끌어내고 있다. 다른 시각으로 본다면 유해수산보조금에 대한 문제가 제기되고도 20년간 해결책 없이 계속 논의만 진행되고 있다는 얘기기도 하다. 세계무역기구는 작년 6월 12일 제네바에서 유해수산보조금 문제에 대해 부분적으로 유해수산보조금을 지급하지 말자는 협상을 진행했다. 협상 내용은 유류비와 다른 보조금이 빠진 불법⋅비보고⋅비규제(IUU) 어업과 남획에만 한정한 유해수산보조금이라 세계무역기구에서 규정하는 보조금에 대한 정의를 규정하자는 의견이 나올 것으로 예상한다. 다른 협정과 마찬가지로 유해수산보조금에 대한 결의가 세계무역기구 협정에 포함된다고 하더라도 시행까진 상당한 시간이 걸릴 것이다. 협정의 내용을 국내법으로 가져오는 절차와 유해수산보조금 지급에 해당하는 불법⋅비보고⋅비규제(IUU) 어업과 남획 대상을 규정하고 인과관계를 찾는 데 상당한 시간이 소요될 것이기 때문이다. 세계무역기구는 2025년 2월 모든 보조금 금지에 대한 협상을 재개한다.
현재 우리나라는 세계무역기구 유해수산보조금 철폐 결의에 대한 아무런 입장을 내고 있지않다. 하지만 우리나라는 세계 유해수산보조금 지급국 상위 15개국 안에 이름을 올렸다. 정확히는 상위 15개 유해수산보조급 지급국 중 우리나라는 중국, 일본에 이어 세 번째 국가다. 캐나다 브리티시 컬럼비아 대학교 발표에 따르면 우리나라 유해수산보조금 총액은 14.996억 달러로 한화 약 2조가 넘는 금액을 유해수산보조금으로 지급하고 있다. 이 중 배타적경제수역을 포함하는 관할수역 내에서 사용된 유해수산보조금은 13억2천 달러로 전체 금액의 88%에 달한다. 브리티시 컬럼비아 대학교(UBC)는 세계 유해수산보조금의 20%에서 37%가 공해나 관할수역 외곽지역에서의 어업에 지원된다고 밝히고 있고 이런 유해수산보조금이 세계적으로 해양생태계에 악영향을 끼치고 있다.
바다에서 해양생물이 회유하는 동안 국경의 간섭을 받지 않지만, 이동하는 해양생물을 목적으로 어선이 따라가며 포획할 때 생기는 생태적 영향은 결국 모든 국가의 연근해 관할수역 생물까지 영향을 끼치게 될 것이다.
유해수산보조금에 대한 철폐를 국제사회가 동의하는 건 시간문제로 보인다. 이미 미국, 유럽연합, 중국, 일본 등의 국가가 유해수산보조금 철폐 결의를 수용했기 때문이다.
국제적 흐름에 맞춰가기위해선 재자연화를 위한 국가적 노력이 필요하다. 또, 국회의 노력 역시 매우 절실하다. 장기적 안목으로 생태계를 보전해 생물다양성을 지키는 방법이 인류와 생태계를 공존시키는 최선의 방법으로 자리 잡을 것이다. 국제사회의 일원으로 자연복원에 대한 법과 제도가 마련되지 않는다면, 우리나라는 세계적 흐름에서 벗어난 국가로 낙인찍힐 것이다

제주도, 나는 어디까지 알고 있었나?
'이건 진짜 기후재난이다. 이게 바로 재난급 폭우다.' 라는 생각이 들 정도의 비를 맞으며 도착한 강정 해군기지 앞. 코로나로 인해 4년만에 재개되어 인원이 줄긴 했지만 많은 사람들이 행진에 참여하기 위해 저마다 무거운 짐을 지고 왔습니다. 민군복합형관광미항을 표방한 미군 해군기지를 비판하는 목소리를 높이고, 가는 길마다 평화가 가득하기를 바란다는 인사 발언으로 시작된 2023 제주생명평화대행진.
처음인데다 배경은 잘 몰랐지만 '생명'과 '평화'를 말하는 대행진에 2박3일간 참여하고 왔습니다. 강정마을 해군기지부터 시작해, 제2공항으로 고통받는 성산을 지나 제주시까지 ‘평화’를 외치며 3일간 50여km를 걸었는데요.
그렇게 걷고 또 걸었던 제주에서의 3일은, 제가 그동안 알고 있던 제주와 제주의 이야기는 참 작은 일부였다는 것을 알게 된 시간이었습니다.

해군기지로 인해 강정마을에는 미국의 핵잠수함이 드나들며 평화가 위협받고 있었고, 제2공항은 성산 주민들이 반대하고 있음에도 강행되고 있었습니다. 개발과 보존을 둘러싼 찬성과 반대 속에 주민들은 갈등이 심화되어 공동체가 전과 같지 않음은 물론, 난개발과 과잉관광으로 제주의 자연과 생태계가 위험에 처해 있었는데요. 보호생물들은 그들의 존재가 환경영향평가서에 '보호종 없음'이란 말로 지워진 채, 구럼비와 샘물, 해안, 연산호군락지 등 서식지 파괴와 함께 무참히 사라졌고, 지나는 마을마다 아픔이 깃들지 않은 곳이 없었습니다. 코로나가 잠잠해지며 많은 관광객들이 찾는 속에 겉보기엔 활기를 띠는 듯하지만, 끝없는 개발 욕심에 제주도민분들의 삶과 자연 생태계는 메말라가고 있었죠.

목을 축이며 더위를 피하는 속에 제주도의 역사적 아픔(4.3)에 대한 공부를 하는 시간도 가졌습니다. 또 여러 단체와 사람들이 모였던 만큼 다양한 이슈를 접할 수 있었는데요. '해군기지 폐쇄하라! 제2공항 중단하라! 후쿠시마 오염수 방류 중단하라!' 를 소리 높여 외치기도 하고, 차별 받는 존재들에 대한 이야기가 담긴 노래를 들으며 행진을 계속했습니다. 그것이 차별인지도 모른 채 지내왔구나 싶기도 해 생각에 잠겨 걷기도, 앞으로 더 많은 나날들을 기후/생태계 위기 속에 살아가며 부딪혀야 할 학생들의 씩씩하고 즐거운 발걸음을 보며 마음으로 응원을 보내기도 했죠.

이번 대행진을 위해 정말 많은 분들이 노고해주셨는데요. 참가자들의 안전을 위해 그 누구보다 많이 걷고 뛰셨던 제주환경운동연합의 활동가님들, 그리고 행진을 준비해오신 모든 스태프 분들 덕분에 고된 일정이었지만 모두가 무사히 완수할 수 있었습니다. 학생으로서 참가해오다가 올해는 안전팀 요원으로서 열정적으로 활약해주신 분도 계셨구요. 매년 (제2공항과 해군기지 문제가 해결되어) 이번 행진이 마지막이기를 바라며 준비하신다면서도, 너무나도 밝고 즐겁게 곳곳에서 든든히 계셔주셨던 모든 분들에게 지금도 큰 감사의 마음이 듭니다. 함께 사진을 남기거나 연락처를 주고받진 못했어도, 마음에 새긴 분들도 많습니다.

대행진을 다녀오며
행진 기간 동안 제가 혼자 있을 때면, 어느샌가 곁에 다가와 함께 걸어주시고 챙겨주시던 선생님이 계셨습니다. 지방에서 대안학교 선생님으로 계신 그 분은, 제주도의 대안학교인 볍씨 학교 학생들이 행진에 참여한다고 해 전날 미리 오셔서 같이 지내기도 하시고, 일정 내내 매일 아침 볍씨 학생들의 아침 달리기와 밤에는 하루 나눔을 함께 하셨는데요.
인디언 달리기를 하는 아이들을 따라 헉헉대며 두 바퀴를 애써 뛰시다가, 세 바퀴부터는 도저히 힘들어 잰 걸음으로 쫓아만 가셨다고 해요. 행진을 마치고는 피곤한 몸으로 3시간 가까이 학생들의 하루 나눔을 들어주셨구요. 학생들은 그런 선생님이 너무 고마웠다며 서로 이야기했다고 합니다.
얼음물을 나눠마시며 선생님은 저에게 이렇게 말씀해주셨어요. ‘저 어린 애들도 태도가 중요한 걸 아는 거지.’
속도를 똑같이 맞추지는 못해도, 달리지 못한다면 걸어서라도 함께하고자 노력하는 태도. 그렇게라도 그 마음 높이를 맞추려 열심히 애쓰는 진심. 뚝딱거리는 몸일지라도 행진곡에 맞춰 배운 율동을 함께 추려고 하는 부끄러운 몸짓. 그 진심어린 태도가 강정마을에도, 성산에도, 곳곳에서 차별받고 고통받는 사람들에게도 필요하다는 생각이 들었습니다. 환경운동에서도 마찬가지구요.
공항과 생태, 해군기지와 평화, 개발과 보존. 양립하기 힘든 단어들 틈에 고통받는 존재들과 환경을 지키기 위해 환경운동연합 생태 보전/해양 보전 활동가로서 나아가겠습니다. 그 누구라도 ‘태도’는 마음으로 느낄 수 있다는 것을 기억하면서요.
대행진은 끝났지만
제주도의 평화와 자연을 지키기 위한 투쟁은 계속되듯, 지금 육해상에서는 계속해서 무분별한 개발과 환경파괴를 막기 위한 활동이 지속되고 있습니다. 설악산 오색케이블카 사업, 지리산 산악열차 건설, 국가물관리기본계획 변경 등 생태 이슈들이 쏟아지고 있는 요즘이지만 '그럴수록, 그럼에도 불구하고 ' 환경운동연합은 곧장 문제에 맞서 시민들, 생명들과 함께하기 위한 발걸음을 멈추지 않겠습니다.
생물다양성 보전을 위한 전국 지자체 탄소흡수원 총량제 촉구 기자회견Ⓒ환경운동연합[/caption]
환경운동연합 등 전국 21개의 시민환경단체는 10월 13일 오후 1시 광화문 이순신 동상 앞에서 생물다양성 보전을 위한 전국 지자체 탄소 총량제 촉구 기자회견을 열었다.
기자회견에 참여한 경기환경연합 김현정 처장은 경기도는 탄소중립 실현을 위한 재생에너지의 확대와 탄소흡수원 총량제 도입을 추진하고 있다고 밝혔다. 하지만 김 처장은 재생에너지 확대와 도시침수, 홍수, 열쾌적성분석등 기후재난의 적응을 위한 과학적 공간 정보사업인 경기RE100플랫폼이 매우 시급함에도 불구하고 170억 원의 관련예산이 경기도의회의 추경심사에서 전액 삭감된 것에 대해서 심각한 우려를 표명했다.

맹지연 환경운동연합 자연생태전문위원은 기후재난과 생물다양성의 위기에 대응하는 방식으로 경기도의 탄소흡수원총량제는 재생에너지 확대정책과 함께 반드시 전국의 지자체가 추진해야 된다고 강조했다. 산림, 습지, 농지, 해초군락지 등은 탄소를 흡수 및 저장하는 가장 경제적이고 과학적으로 검증된 방식임에도, 이를 고려하지 않는 무분별한 개발은 밑장빼기이자 그린워싱이라고 소리를 높였다. 맹 위원은 탄소 저장 능력을 훼손하고, 생태계서비스를 감소시키는 모든 개발행위는 이에 상응하는 댓가를 지불하는 것이 정의로운 전환이라고 강조했다.
이날 참가자들은 경기도의회가 11월 7일 추경예산심의에서는 경기RE100플랫폼 예산이 이미 확보된만큼 반드시 통과시켜야 한다고 소리를 높였다. 또한, 탄소흡수원총량제는 경기도 만이 아니라 전국의 지자체들도 적극 나서야 한다고 강조했다. 이는 올 12월에 있을 전지구적으로 파리협정이행 및 장기목표 달성 가능성을 평가하는 GST(파리협정 목표달성을 위한 글로벌 이행점검)회의뿐만 아니라 2030년까지 30% 이상의 육⋅해양 보호구역과 훼손지의 복원 등 생물다양성 복원과 보전을 위한 전략(쿤밍-몬트리올 생물다양성 프레임워크)을 수립해야 하는 정부에게도 매우 긍적적인 영향을 미칠 것이라 입을 모았다.
