서민주거 안정을 위해 활동하고 있는 주거시민단체들은 오늘(11/15) 오전 11시 청와대 앞 분수대에서 기자회견을 열어 정부가 11월 중 발표예정인 ‘주거복지 로드맵’에 전월세상한제, 전월세 계약갱신제도, 후분양제의 조건 없는 즉각적인 도입을 촉구하였습니다. 기자회견에 참석한 세입자들과 주거시민단체 활동가들은 김현미 장관과 국토부가 서민주거안정 정책을 도입하는데 소극적인 모습을 보이는 것에 대해 강한 우려와 규탄의 발언을 이어갔으며, 문재인 대통령과 청와대가 서민주거 안정이라는 정책공약 이행을 위해 결단할 것을 요구하였습니다. 아울러 기자회견 직후에는 서울세입자협회 박동수 대표가 같은 자리에서 전월세상한제와 계약갱신제도 도입을 촉구하는 1인 시위를 1시간 가량 진행하였습니다.

문재인 정부 출범 이후 여러 차례 부동산 가격 안정을 위한 대책을 발표했지만 주택시장 침체를 우려한 나머지 근본적인 대책을 내놓지 못하면서 주거취약계층과 서민·세입자들의 고통이 계속되고 있습니다. 이에 서민주거 안정을 위해 활동하고 있는 주거시민단체들은 국토부 장관 면담, 기자회견 등을 통해 문재인 정부의 주거복지 로드맵에 △주거 취약계층을 위한 주거복지 확대 △공공임대주택 정책의 개혁 △세입자보호 대책 도입 △주택분양제도 개선 등을 포함할 것을 요구하는 활동을 이어왔습니다. 그러나 9월에 발표된 예정이던 주거복지로드맵이 부처간 조율 문제로 11월까지 연기된 것으로 알려지고, 언론을 통해 나오고 있는 로드맵의 내용을 보면 당초 시민사회가 요구했던 내용 중 상당부분이 제외되거나 축소될 것으로 보입니다.

특히 문재인 대통령이 후보시절 단계적 도입을 공약했던 전월세상한제와 계약갱신제도는 주거복지로드맵에서 아예 빠지거나 시기를 특정하지 않은 채 언급수준으로 그칠 것이라는 전망이 이어지고 있습니다. 청와대와 국토부는 전월세상한제와 계약갱신제도의 방향성에 대해서는 공감한다면서도 관련 통계 구축, 주택임대사업자 등록 유도, 인센티브 도입 등이 선행되어야 한다며 소극적인 태도를 보이고 있습니다. 그러나 임대차 등록을 선행하고 이후에 전월세상한제와 계약갱신제도 도입을 검토하겠다는 계획은 갖은 조세저항과 등록회피를 위한 편법 등에 부딪혀 실현될 가능성이 높지 않은 반면, 그 사이 세입자들을 불확실한 전월세 시장에 보호장치 없이 노출 시켜 가중된 주거불안으로 내몰게 될 가능성이 높습니다. 오히려 임대차등록제를 세입자보호대책의 선결과제로 볼 것이 아니라 두 정책을 동시에 병행함으로써 서로 보완적으로 작동하도록 해야합니다.

내 집 마련을 원하는 세입자들에게는 턱 없이 높은 주택가격이 걸림돌입니다. 우리나라는 선분양제 국가로 철저한 공급자 위주의 주택시장을 형성하고 있다보니 집을 구매할 때 수억원에 달하는 가격을 지불해야 함에도 제대로 된 집을 보지 못한 채 모델하우스나 홍보물의 제한된 정보만으로 주택 구입을 결정해야 합니다. 이로 인해 가격거품, 부실시공, 입주지연, 가격하락 등 각종 피해가 수년째 반복되고 있습니다. 정부는 공공에 한해 후분양제 도입을 위한 로드맵을 준비하고 민간은 인센티브를 통해 유도하겠다는 입장이지만 이것만으로는 선분양제의 문제점을 결코 해결할 수 없습니다. 공공부문은 즉시 후분양제를 시행하고, 민간부문 역시 적극적인 도입계획을 밝히고 관련 법안 개정을 위한 강력한 의지를 표명해야 합니다.

문재인 대통령이 주창하는 소득주도성장론을 위해서는 소득의 확대도 중요하지만 그에 못지 않게 서민주거 부담 완화와 주거취약계층·세입자에 대한 보호·지원 정책이 절실합니다. 아무리 소득이 늘어난다고 해도 전월세상한제, 계약갱신제도, 후분양제 등의 정책 도입 없이는 임대인과 건설업체들의 배만 불릴 뿐입니다. 폭등하는 전월세 부담, 2년마다 이사 걱정에 시달리는 서민·세입자들의 주거 안정을 위한 정책 도입에는 그 어떤 조건도 있을 수 없습니다. 이번 주거복지로드맵에 반드시 전월세상한제, 계약갱신제도, 후분양제의 조건 없는 즉각적인 도입이 명시되어야 할 것입니다. 서민주거안정을 위한 문재인 대통령과 청와대, 국토부의 결단을 촉구합니다. 끝.

문재인 대통령은 후분양제·전월세상한제·계약갱신제도 도입을 결단하라

문재인 대통령 취임이후 6개월이 지났지만 서민들의 주거불안은 여전하다. 6.19대책, 8.2대책 등을 통해 ‘투기로 돈버는 시대는 끝났다’고 이야기 하고 있으나, 주택시장 침체를 우려한 나머지 근본대책을 내놓지 못하면서 탄핵 이후 불과 7개월만에 강남 주요 아파트값은 한 채당 1억 5천만원이나 상승했다. 세입자들의 주거불안도 마찬가지이다. 전월세값은 여전히 오르고 있고, 청년들은 비싼 주거비 마련에 신음하고 있다. 문재인정부가 적폐청산을 기치로 하고 있지만 부동산에 대한 적폐는 여전한 것이다.

주거복지로드맵도 수차례 발표가 미뤄지고 있고, 후분양제, 전월세상한제와 계약갱신청구권 등 그간 시민사회에서 줄기차게 요구했던 주거안정책들도 제대로 추진될 수 있을지 회의적이다. 특히 후분양제는 지난 국감장에서 국토부장관이 수차례 공공아파트 우선 도입을 공개선언했음에도 불구하고 한달 넘게 아무런 진전이 없다.

이에 주거안정을 기대했던 시민들은 청와대가 주거안정에 대한 진정성이 있는 건지, 토건세력과 부동산부자, 관료 등의 저항에 후퇴한 건지 우려하고 있다. 민생 안정의 가장 기본이 되는 주거 안정 대책을 관료들에게 정책을 맡겨두어서는 안 된다. 촛발이 탄생시킨 문재인 대통령이 의지를 가지고 직접 챙길 것을 강력히 촉구한다.

첫째, 서울시가 십년전부터 시행해온 후분양제, LH 등 공공은 즉각 시행하고, 민간도 의무화해야 한다.

500원짜리 볼펜도 만져보고, 써보고 구매하듯이 아파트도 다 짓고 판매하는 후분양제는 소비자 보호, 투기 근절, 부실시공 방지 등을 위해 당연히 시행됐어야 하는 정책이다. 하지만 참여정부에서 대통령이 결단하고 국무회의에서 의결됐던 후분양제 로드맵조차도 이명박 정부에서 폐지됐다. 10년전에는 80% 완공 후 분양했던 서울시도 박원순 시장 이후에는 60% 완공 후 분양으로 후퇴됐다. 건설업계는 물론 일부 언론조차 후분양제의 필요성을 인정하지만 건설사의 자금난 등을 고려해야 한다며 제도적 보완, 단계별 도입 등으로 후분양 도입을 반대하고 있다.

그러나 9만건의 하자가 발생한 부영아파트, 철근을 빼먹은 청라의 아파트, 과거보다 심해진 층간소음 등 부실시공과 선분양 투기조장에 의한 소비자 피해를 건설업계의 이해관계에 밀려 더 이상 방치해서는 안된다. 지난 국감장에서 김현미 국토부 장관도 이점을 분명히 인식하고 공공아파트 후분양 도입을 공식화한 만큼 LH등 공공아파트는 지금 당장 후분양제를 이행해야 한다. 청와대는 과거 후분양제 로드맵의 폐지가 누구의 결정으로 이루어졌는지 밝혀내어 다시는 소비자를 위한 민생정책이 후퇴되지 않도록 해야 한다.

국회도 소비자 보호를 위해 공공 뿐 아니라 민간아파트까지 후분양을 의무화하도록 후분양제 법안통과에 적극 나서야 한다. 정동영 의원, 윤영일 의원 등이 후분양제 법안을 발의했지만 수개월이 지난 지금까지 해당 상임위에조차 상정하지도 않아 올해 법 통과여부가 매우 불투명한 상황이다. 국회의 진정성있는 적극적인 노력을 촉구한다.

둘째, 세입자의 주거권 보호를 위한 전월세상한제·계약갱신제도를 도입하라

문재인 대통령은 후보 시절 공약으로 ‘전월세 인상률 상한제와 임대차 계약갱신 청구권의 단계적 도입’을 약속했다. 국정기획자문위원회도 지난 7월 임대차계약갱신청구권 등의 단계적 제도화 추진을 세부과제로 제시한바 있다. 그러나 청와대와 국토부는 방향성에 대해서는 공감한다면서도 관련 통계 구축, 주택임대사업자 등록 유도, 인센티브 도입 등이 선행되어야 한다며 소극적인 태도를 보이고 있다.

폭등하는 전월세 부담, 2년마다 이사 걱정에 시달리는 서민·세입자들의 주거 안정을 위한 정책 도입에 그 어떤 조건도 있을 수 없다. 이미 전월세상한제법은 2012년 첫 법안이 발의된 이후 5년이 넘도록 사회에서 논쟁되며 보완됐다. 이번 주거복지로드맵에 반드시 전월세상한제, 계약갱신제도의 조건없는 즉각 도입이 명시되어 내집마련을 하지 못하는 서민 세입자들의 주거불안을 해소해줘야 한다.

문재인 정부는 단순히 주택정책 한두개를 새로 도입하는 것이 아니라 수십년간 지속된 잘못된 부동산 적폐를 청산하고 패러다임을 바꿔야 한다. 헌법이 보장한 주거권조차 보장받지 못하는 사회를 개혁하는 것이야 말로 적폐청산이고, 주거문제의 적폐를 해소하지 못하면 문재인 정부의 적폐 청산은 미완성에 그칠 수 밖에 없다. 더 이상 관료에게 끌려다녀서는 안된다. 청와대의 결단을 재차 촉구한다.

"신곡보 철거하고 한강에서 강수욕 즐기자” 지난 8월 12일 서울시청광장 바닥분수 앞이 분주했다. 서울환경운동연합과 환경운동연합은 "신곡보 철거하고 한강에서 강수욕을 즐기자" 라는 주제로 퍼포먼스를 진행했다. 휴가철을 맞아 먼 곳을 찾기보다 가까운 거리, 일상적인 생활공간인 도시에서 자연을 느끼며 맘껏 쉴 수 있는 새로운 휴가문화가 필요한데 기인한 것이다. 서울시가 추진하는 여름한강축제인 ‘한강 몽땅 프로젝트’는 시민들이 답답한 도심에서 벗어나 한강변에서 여름휴가를 즐길 수 있는 좋은 사례이지만, 한강 물길을 가로막고 있는 신곡보가 철거된다면 이제는 바다가 아니라 한강에서 은빛 모래 백사장을 밟으며 강수욕을 즐길 수 있게 된다. 환경운동연합은 국토교통부가 시민들을 위해 그리고 자연을 위해 신곡보 철거에 적극적으로 나서줄 것을 염원한다.

서민 주거 안정에 역행하는 ‘뉴스테이법’

서민은 안중에 없는 국회 국토위, 부동산3법에 임대주택법까지 처리
국회 서민주거복지특위 재구성 확정해 세입자 대책부터 마련해야
박근혜 정부가 공약했던 14만호 공공임대주택 공급이 우선

전국 125개 주거·시민·사회·노동단체로 구성된 서민주거안정 연석회의는 민간 건설기업을 임대주택사업으로 끌어들여, 온갖 특혜와 규제완화는 물론 국고로 일정 수익 보전까지 보장하는 ‘뉴스테이법’을 통과시킨 국회를 규탄한다. 이는 명백히 서민들의 주거 불안정을 심화시키는 처사며, 나아가 기존 공공임대주택 사업을 축소·철회하겠다는 것과 다름없다. 국회는 당장 국회 서민주거복지특위를 재구성해, 세입자 보호 대책을 마련하여 이토록 잘못된 정책을 바로잡아야 한다.

2015년7월14일, 국회 국토교통위원회는 전체회의에서 기업형 임대주택 활성화를 위한 이른바 ‘뉴스테이법’인 임대주택법 전부개정안을 통과시켰다. 박근혜 대통령이 7월1일 청와대 핵심개혁과제 점검회의 주제에서 기업형 임대주택 활성화의 필요성을 직접 언급하자마자, 반년 째 계류 중이던 법안이 슬그머니 7월6일 법안심사소위를 거쳐 전체회의까지 통과됐다.

임대주택법 전부개정안의 주요 내용은 다음과 같다. 현행 임대주택법을 민간임대주택 특별법과 공공주택 특별법으로 분리하고, 기업형 임대사업자에게 각종 규제를 완화하는 동시에, 파격적인 택지·금융·세제 지원과 세후 5% 수익률까지 보장해준다. 이에 맞춰, 국토부가 중산층의 주거 불안을 해소하겠다며 발표한 수도권 첫 ‘뉴스테이’의 “저렴한 임대료”는 서울 신당동 기준(전용면적 59㎡) 보증금 1억원, 월100만원이다. 정부 기준의 ‘중산층’ 개념은 보편적 인식과 차원이 다른 것이 분명하다.

박근혜 정부는 2017년까지 행복주택 14만호를 공급하겠다는 공약을 내걸었으나, 2014년 사업 승인지구는 3만호에도 못 미쳐 목표치의 약 18%에 불과한 실정이다. 이 와중에 정부·여당이 공공임대주택 사업에 활용될 기금과 택지 등을 민간 임대사업자에게 몰아주는 ‘뉴스테이법’을 밀어붙였다. 지속적으로 축소되어 온 공공임대주택 사업으로부터 이제 완전히 손을 떼겠다는 의지를 천명한 셈이다. ‘뉴스테이법’에 의하면 민간 임대사업자에게 국가·지자체와 지방공사의 택지를 우선적으로 공급하고, 리츠(REITs) 방식을 통해 촉진 지구를 지정할 수 있는 권한까지 준다. 임대인의 담보권 설정 권한을 크게 완화하여, 세입자의 보증금이 보호받지 못할 위험성이 커졌다. 이처럼 공공성이 결여된 정책을 정부가 직접 추진하고, 국회마저 이를 승인하는 참담한 현실이 벌어지고 있다.

새누리당과 새정치민주연합은 지나치게 높은 보증금과 대출이자에 시달리는 대다수 서민들의 주거 안정을 위한 정책 마련을 약속했다. 그러나 계약갱신청구권·전월세상한제·표준임대료 등의 제도를 논의하기 위해 구성했던 국회 서민주거복지특별위원회는 소리소문 없이 6월을 끝으로 해산됐다. 특위가 활동 종료 직전 6개월 기간 연장안을 냈고, 여야 원내수석부대표까지 이에 합의했으나 7월 중순이 되도록 아무 것도 이루어지지 않았다. 국회 국토위는 서민주거복지특위 내의 실질적인 대책 합의를 전제 하에 ‘뉴스테이법’을 통과시켰다고 밝혔으나, 정작 특위 재구성을 위한 논의는 수면 위로 드러난 적도 없다.

대다수 서민들의 주거 문제는 날이 갈수록 심각해지고 있다. 극심한 고통에 시달리는 세입자들은 더 이상 울분을 토로할 곳도 없다. 정부·여당이 총공세로 나서 반세입자·반서민 정책을 추진하는 데도, 야당은 오히려 이에 동조하는 추세다. 공공임대주택 확충이야 말로 전월세 난에 시달리는 서민들이 기댈 수 있는 최후의 보루와도 같은 정책이다. 이마저도 가로막는 기업형 임대주택 ‘뉴스테이’ 정책을 추진한다면, 서민들의 주거권이 무너지는 것은 불 보듯 뻔하다. 정치권은 ‘뉴스테이법’의 심각성을 깨닫고, 국회 서민주거복지특위를 당장 재구성해 세입자 보호 대책을 시급히 마련해야 한다. 끝.

공공의료 강화를 위한 새로운 모델, 민간병원의 공공병원화

부산은 대표적으로 건강이 나쁜 도시이다. 서울과 비교했을 때 기대수명이 많게는 9.7세까지 차이가 났으며(2014년 기준, 서울 서초구와 부산 동구의 격차), 피할 수 있는 죽음도 16개 구군 중 강서구를 제외한 15개 구군이 서울의 모든 자치구보다 높게 나타났다(2013년 기준).

하지만 아이러니하게도 의료공급은 과잉된 대표적인 도시가 부산이기도하다. 병상수가 전국에서 1~2위를 다툴 정도로 많으며 요양병원 병상의 수는 전국에서 단연 1위를 차지하고 있다. 병원은 많은데 왜 건강이 나쁠까? 그 해답을 공공의료에서 찾기로 했다.

지난 9월 8일 건강정책학회와 부산대학교 공공보건의료정책센터 공동주최로 “의료의 공공성 확대·강화 어떻게 할 것인가? - 부산 침례병원 사태를 중심으로” 토론회가 부산일보사 소강당에서 개최되었다. 건강불평등 해소 운동을 진행하고 있는 사회복지연대는 지난 7월에 파산한 침례병원 사태를 공공의료강화의 기회로 삼기위해 ‘민간병원의 공공병원화’라는 공공병원 확대의 새로운 모델을 고민해 왔고 침례병원 파산에 따른 새로운 공공병원 설립을 위한 부산시민대책위와 함께 토론회에 참여하였다.

토론회에 참석한 부산의대 윤태호 교수의 발제에 따르면 부산은 7대 특·광역시 중 공공의료 수준이 취약하며(2015년 기준: 의료기관 수 6등, 병상 수 5등) 시민의 건강수준을 개선하기 위한 정책을 수행하는 것이 어려운 실정에 놓여있다.

때문에 공공병원의 확대가 필요한데, 의료공급과잉인 상태에서 새로운 병원을 짓는 것 방법보다는 민간병원을 공공이 인수(투자)하여 공공병원을 확충하는 방안이 효율적이며 600병상규모의 대형병원인 침례병원이 그 첫 사례로 적합하다는 발제가 이어졌다.

이후 토론에서는 성남의료원의 사례를 들어 주민들이 간절하게 원하고 자랑할 수 있는 공공병원, 민간병원이라 할지라도 민주적으로 운영될 수 있도록 주민이 이사회에 참여하는 병원 등 공공성 확대를 위한 병원의 미래상에 대한 토론과 침례병원을 공공이 인수하기 위한 현실적인 방안과 한계 등의 토론들이 이어졌다.

토론회의 좌장을 맡았던 김용익 전 의원은 민간병원의 공공병원화는 향후 공공의료를 강화하는데 필수적인 방법이며, 민간병원을 공공병원화 하는 침례병원의 사례와 주민들이 참여하고 자랑스러워할 수 있도록 올바른 공공병원 운영을 추진하는 진주의료원의 재개원의 사례를 함께 고민하며 부울경 지역의 공공의료를 강화시키기 위해 노력해야 한다고 이야기했다.

사회복지연대는 지난 2013년, 부산일보사와 공동기획한 ‘건강최악도시부산’시리즈 이후로 부산의 건강불평등 해소와 공공의료 강화를 위해 노력해왔다. 토론회를 통해 이번 침례병원사태가 오히려 기회가 될 수 도 있다는 생각이 들기도 한다. 물론 민간병원을 공공이 인수하는 것이 쉬운 길은 아니겠지만 건강최악도시부산이 건강최고도시 부산으로 거듭날 수 있도록 사회복지연대는 계속해서 활동할 것이다.

'2017 권리로 요구하는 천안시 사회복지 정책제안 토론회'

시민 정책참여과정을 통해 모은 시미느이 목소리를 천안시 정책으로 제안

참여예산복지네트워크(사무국 : 복지세상을 열어가는 시민모임)는 9월 19일(화) 권리에 기반한 시민 정책참여과정으로 시민이 직접 천안시에 필요한 정책 7건을 발표하는 ‘2017 권리로 요구하는 천안시 사회복지 정책제안 토론회’를 천안축구센터에서 진행하였다.

정책제안 토론회는 아동, 청소년, 노인, 장애인, 이주민, 자활참여주민, 대학생 등 7개 영역에서 158명의 복지 당사자와 사회복지기관․단체 현장 실무자가 직접 권리워크숍과 원탁회의, 정책모니터링에 참여하며 문제점과 개선방안을 도출한 결과, 최종 7건의 정책을 천안시에 요구하는 자리이다.

2017년 시민 정책참여과정은 아동부터 노인, 장애인 등 총 158명이 4월 인권교육을 시작으로 각각 8번의 권리워크숍을 통해 320여가지 결핍점을 생생하게 이야기한 후, 75명이 한 자리에 모여 ‘권리원탁회의’를 통해 16가지 주제 중 ‘내 삶에서 가장 결핍된 점’에 대해 세부토의를 진행하고 우선순위 투표를 거쳤다. 이후 네트워크 기관․단체와 당사자가 함께 정책모니터링을 통해 실태와 문제점, 개선방안을 도출한 후 최종적으로 ‘저소득층 중․장년층 1인가구 고독사 예방 및 보호대책 마련’ 등 총 7건의 정책제안서를 작성하였다. 제안된 제안서는 9월 초 천안시 각 해당 부처에 정책을 전달하고 부서별로 의견서를 수렴하였다.

정책별 천안시 해당부서 사전 검토의견 수렴은 올해로 4년째 시행하고 있는 과정으로 사전 검토의견을 요청하기 이전보다 시민들의 삶을 더욱 살피며 책임 있게 정책을 수행하는 등 긍정적인 효과를 나타내고 있다. 그러나 부서검토 결과 7건 중 4건이 미반영과 보류 결과를 보이며, 절반이 넘게 시민의 의견이 반영되지 못하였다.

특히 저소득층 특수촬영 의료비 지원의 경우 참여예산복지네트워크에서 3년동안 제안하여 2015년 천안시장 공약사업에 포함되어 조례제정 후 시행하고 있으나, 지원되는 질환의 폭이 좁아 2016년 말 기준 18.%의 예산집행률을 보이며 실질적으로 지원이 필요한 저소득층에게 제대로 이루어지지 않고 있다. 또한 저소득층 중․장년층 1인가구 고독사의 경우 기록적인 고령화와 가파른 1인가구 증가세와 맞물리면서 전국적으로 급증하며 사회문제로 떠올랐다. 현재 고독사 관련 공식적인 정부차원의 통계는 없는 상태이며, 이와 관련있는 무연고 사망자 통계의 경우 전국 222개 지자체 중 천안시가 6위로 지난해 27명이 무연고 사망자가 발생하였다. 이에 지자체별로 중․장년층 1인가구에 대한 전수조사를 실시하고 대책을 마련하는 반면 천안시는 아직 고독사 예방을 위한 조사나 대책을 마련하지 않고 있다.

참여예산복지네트워크는 토론회 이후 조례개정 등을 통해 제안한 정책이 실행될 수 있도록 간담회 등을 진행할 예정이며, 사회복지예산의 양적인 확대 뿐 아니라 실질적으로 시민들이 필요로 하는 정책이 될 수 있도록 활동하고자 한다.

국제 평화단체, 한반도⋅동북아 위기에 대한 외교적 해결 촉구

퍼그워시 회의 등 전세계 110개 평화단체, 무력사용 반대 입장 담은 서한을

미국과 북한 등 주요국가들에 전달

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.

이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다.

이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

▣ 공동서한 국문

동북아 상황의 외교적 해결을 호소합니다

전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다.

우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다.

북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다.

1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다.

전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.

우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다.

우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다.

우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다.

우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다.

우리는 6자회담을 재개하라는 유엔 사무총장의 요구와, 협상을 지원하겠다는 그의 제안을 환영합니다.

우리는 이란 핵 프로그램 협상을 성공적으로 이끌었던 것처럼 외교적 협상을 지원하겠다는 유럽연합(EU)의 제안 역시 환영합니다.

우리는 유엔 안전보장이사회에 갈등에 대한 외교적 해결을 우선시할 것을 요구합니다.

Appeal for a diplomatic solution in North East Asia

The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war.

We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.

The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening.

More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.

In supporting diplomacy rather than war, we:

Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;

Call on all parties to refrain from militaristic rhetoric and provocative military exercises;

Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;

Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;

Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;

Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;

Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict

* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.
