We Oppose THAAD System Deployment in South Korea

 

(Seoul, 16 February 2016) After North Korea conducted its 4th nuclear test and launched a long-range rocket, the governments of South Korea and the US officially announced plans to deploy the Terminal High Altitude Area Defense (THAAD) system in South Korea. We are gravely concerned about the negative impact of this planned deployment in South Korea, and strongly urge both governments to avoid deploying this weapon as it will escalate tension on the Korean Peninsula and in Northeast Asia, and create further problems related to the North Korean nuclear issue. 


The problems we foresee include:

 

1. Escalation of Military Tension in Northeast Asia 
We note with concern that deployment of THAAD in South Korea will make this nation officially part of the Northeast Asia Missile Defense system, led by the US and Japan. This will inevitably escalate military tension between the US-South Korea-Japan and North Korea-China-Russia and the nuclear arms race in the region.

 

The US and South Korean governments continue to argue that deployment of the THAAD system in South Korea is a response to the existence of North Korean nuclear weapons and missiles. However, THAAD is not an effective tool to defend against North Korean ballistic missiles targeting South Korea, due to its short range and low peak altitude.

 

Both governments also insist that China has no need to worry as THAAD radars can be fixed towards North Korea and deployed in terminal mode with low detectable range. However, a multitude of experts contend that it is easy to change terminal mode to forward-based mode, putting most Chinese territory under detectable range, regardless of THAAD’s location in South Korea. 

 

We believe the main purpose of THAAD in South Korea will be to use the AN/TPY2 radar to identify and trace in the early stages any mid- to long-range ballistic missile from China or North Korea heading to the US mainland or US army bases in Japan or Guam. Based on information provided by the South Korean government to the US and Japan, the rate of interception by the US Missile Defense strategy will increase. 

 

2. More Difficulty in Resolving Nuclear Issues on the Korean Peninsula 
We emphasize that deployment of the THAAD system in South Korea will make it more difficult to resolve nuclear issues on the peninsula, especially due to the strong opposition from China. China has been managing North Korea’s brinkmanship diplomacy through coordination of the Six-Party Talks and support for or even pressure on North Korea. Deployment of THAAD in South Korea will remove the motivation for China to play an active role in continuing to manage North Korea’s nuclear activity or play a constructive role in reopening the 6-party talks. In addition, rather than resolving the North Korean nuclear issue, deploying THAAD in South Korea will justify to North Korea the importance of developing the quality and increasing the numbers of its nuclear weapons to overwhelm the missile defense system. 

 

Fundamentally, the North Korean nuclear crisis is the result of hostile relations between North Korea and the US. These hostile relations on the Korean peninsula can be resolved through dialogue and negotiations between the relevant stakeholders, including North Korea and the US.  /END/

여섯번에 걸친 대선 후보 토론회. 언론들은 토론회가 끝날 때마다 대선 후보들의 발언을 요리조리 따져 사실을 확인했다. 하지만 그 다음 토론회에서도 후보들은 거짓을 사실인 양 그대로 주장했다. 뉴스타파는 토론회에서 되풀이된 후보들의 거짓 발언을 모아보았다.

강성 귀족 노조 때문에 기업이 해외로 나가고 있다.

홍준표 후보 (4월 13일, 23일, 25일 토론회)

▶ 홍준표 후보가 인용했던 대한상공회의소 자료를 보면 강성 노조 문제를 해결해야 국내 투자가 활성화된다는 말이 없다. 국내 투자를 활성화 하기 위해서는 ▲규제 완화 ▲역차별 해소 ▲U턴 기업 지원 ▲기업가정신 고취 등 4가지를 꼽고 있다. 구체적 세부 사안으로 보면, 투자 효과가 큰 서비스산업에 대한 진입 규제를 완화하는 등 기업 규제 수준을 대폭 낮추어야 한다고 주장했다. 또 외국인 투자자에 비해 한국인 국내 투자가 역차별받고 있다며 국내 기업에 대한 혜택 제공을 강조했다.

또 한국수출입은행이 지난해 12월에 낸 ‘2015년 해외직접투자 경영분석’을 보면, 해외 투자목적을 설문조사한 결과 ‘현지시장 진출’이 목적이라는 법인 수가 46.4%로 가장 많았고 수출촉진 23.3%, 저임금 활용이 13.6% 순이었다. 노조에 대한 언급은 아예 설문에 들어있지 않았다.

한미 국방장관 회의 같은 상황변화가 있어서 사드입장이 바뀌었다. 5차 핵실험도 상황변화다.

안철수 후보(4월 13일, 25일 토론회)

▶ 안철수 후보가 상황이 바뀌었다고 언급한 지난해 10월 20일 한미 국방장관은 연례 안보협의회이다. 그러나 당시 성명에 사드에 관해 새로운 내용은 없었다. 주한미군의 사드를 한반도에 배치하는 약속을 ‘재확인’하는 수준에 불과했다. 지난해 7월 8일 한미 양국이 공동발표한 대로 사드 배치를 지체없이 진행하기로 다시 한번 확인한 것이다.

또 지난해 7월 8일 류제승 국방정책실장과 토마스 밴달 주한미군사령부 참모장이 공동 기자회견을 열어 사드 배치를 결정한 이후 한미 양국간에 사드에 관해서는 어떤 중대한 변화가 없었다. 그동안 변화가 있었다면 사드 배치 지역이 성주 성산포대에서 성주 롯데골프장으로 바뀐 것, 지난해 9월 북한이 5차 핵실험을 실시한 것, 그리고 사드배치에 대한 찬성여론이 처음보다 높아진 것 밖에 없다. 그러나 안철수 후보는 5차 핵실험 이후인 지난해 11월13일 매일경제와의 인터뷰에서 사드 배치 반대 입장을 밝히기도 했다.

OECD 공공부문 고용 통계에서 한국은 공기업이 빠져있어서 낮게 나온 것이다.

안철수 후보 ( 4월 25일, 28일 토론회)

▶ OECD의 공공부문 고용 통계는 국제노동기구(ILO)에서 수집한 데이터를 기반으로 만들어진다. OECD에서 말하는 공공부문 고용은 일반정부와 공기업을 모두 합한 개념으로 일반정부에는 중앙정부와 지방정부, 사회보장기금 그리고 정부 당국에 의해 통제되는 각종 기관과 비영리기관이 포함되고 공기업에는 정부가 소유하거나 통제하는 기업들이 모두 포함된다. 따라서 OECD의 공공부문 통계는 공무원뿐만 아니라 공기업에 고용된 직원까지 포함해 나라별로 같은 기준으로 작성된 것이 맞다.

당시 우리나라는 ILO에 제출한 고용통계가 없었기 때문에 행정자치부가 OECD가 요구한 기준에 맞추어 각 부처에서 자료를 취합해 제출했다. 여기엔 기획재정부가 관리하는 공기업과 지방정부가 관리하는 지방공기업이 모두 포함돼 있다. 한국만 다른 기준으로 작성된 통계가 아니다.

일심회 사건에 문재인 사람이 많아서 비서실장 때 국정원에 압력 넣었다.

홍준표 후보 (4월23일, 25일 토론회)

▶ 2006년 11월 1일 버시바우 당시 주한 미국대사는 ‘김승규 사퇴를 둘러싼 의혹들’이란 이 글에서 “일부 비판론자(some critics)들은 노 대통령이 10월 25일(미국 현지시각) 청와대 내부회의에서 김 원장의 사퇴를 요구했다고 말한다”고 적었다. 이 글에서 언급된 일부 비판론자들이란 당시 야당인 한나라당이었다.

또 김승규 전 원장은 위키리크스 문서가 공개된 직후 한 신문과의 인터뷰에서 “당시 청와대 일부 참모들은 간첩 수사를 하면 북한을 자극해 화해 무드를 깰 수 있다고 우려했다”면서 노 전 대통령이 이런 참모들의 영향을 받았을 수 있음을 시사했다. 그러나 김 전 원장은 대통령이 일심회 사건 수사에 압력을 가한 적은 없다고 밝혔다.

김 전 원장은 2012년 5월 한 언론과의 인터뷰에서도 “수사 도중 청와대로부터 ‘수사를 그만했으면 좋겠다’는 언질이 많이 왔다, 청와대 참모 대부분이 반대했다”고 폭로했다. 그러나 청와대 참모가 누구인지에 대해서는 “문 전 실장은 아니다. 그분은 합리적인 데다, 법률가(변호사)이다. 어떻게 수사를 반대할 수 있겠나”고 밝혔다.

시기적으로도 김승규 전 국정원장이 사퇴한 시점은 2006년 10월로 문재인 후보가 청와대 민정수석에서 사퇴한 2006년 5월 이후다. 문 후보는 2007년 3월 대통령 비서실장으로 복귀했다.

우리 국방백서에 북한이 주적으로 돼 있다.

유승민 후보(4월 19일), 홍준표 후보 (5월 2일 토론회)

▶ ‘주적’개념은 1994년 3월 판문점에서 열린 제8차 실무접촉에서 북측 박영수 대표의 서울 불바다 발언을 계기로 등장했다. 당시 박 대표는 “서울이 여기서 멀지 않다. 전쟁이 일어나면 서울이 불바다가 되고 만다”는 공격적인 발언을 한 것을 계기로 국방백서에서 처음 사용됐다. 이양호 전 국방장관 시절 발간한 ‘1995년 국방백서’는 “북한을 주적으로 상정하면서…”라는 문구를 넣어 ‘주적’이란 용어가 처음 등장했다. 이후 2004년 참여정부 당시 윤광웅 국방장관 재임 때 발행한 ‘2004 국방백서’에서 주적 용어가 삭제됐다.

정부가 2016년에 발간한 국방백서 제2절1항 국방목표에는 북한이 아닌 ‘북한 정권과 북한군은 우리의 적’이라고 기술하고 있다.

존경하는 국민 여러분!
사드 배치 철회를 위한 성주투쟁은 아직도 계속되고 있습니다. 소나기가 내려도 비바람이 불어도 성주 촛불은 꺼지지 않았습니다. 추석 연휴에도 촛불은 타올랐습니다. 93일 동안 하루도 빠짐없이 성주 군민들은 촛불을 밝혔습니다. 

 

일부 언론에서는 국방부가 사드 배치 최적지를 성산포대에서 초전 롯데골프장으로 바꾼 후 성주 투쟁은 이제 끝났다고 보도했습니다. 김천 투쟁은 불붙고 성주 투쟁은 불이 꺼졌다고 했습니다. 사드라는 전쟁 귀신이 아직도 성주 땅을 떠돌고 있는데, 어찌 투쟁을 멈출 수 있겠습니까? 성주 군민들은 사드가 미국으로 돌아가는 그 날까지 투쟁을 멈추지 않을 것입니다. 

 

평화를 염원하는 국민 여러분!
사드 배치 철회 투쟁은 한반도 평화를 위한 길이며, 동북아 평화를 위한 길이며, 세계 평화를 위한 길임을 알기에 성주 군민들은 그 길을 자랑스럽게 갈 것입니다.

Joint Statement of 102 Peace Activists

Now Is the Time for Dialogue on Denuclearization and Not Military Action That Will Escalate the Crisis on the Korean Peninsula

 

 

We, undersigned peace-loving people around the world, are deeply concerned about the current escalating tension in Northeast Asia and urge governments to have peaceful dialogues among each other rather than taking military actions.


The state of affairs on the Korean Peninsula is more volatile than ever, now that President Park has been impeached and new government is to be constituted through an early presidential election in South Korea. The Trump administration, in the meantime, is fueling the escalating tension even further with messages that it will not rule out a preemptive strike on North Korea, and that it will redeploy strategic nuclear warheads to South Korea if necessary. The situation is further destabilized by the Trump administration’s decision to send an aircraft carrier to waters near the Korean Peninsula. The latest military stance and strategy of Washington, however, completely overlooks the desire of Koreans for peace. The Kim Jong-un government in Pyongyang meanwhile has warned of another upcoming nuclear test it intends to conduct, poised as it is to show off its growing nuclear capabilities. An existing crisis is already escalating in Northeast Asia over the Terminal High Altitude Area Defense (THAAD) system that the South Korean and U.S. governments have decided to deploy in South Korea. All these acts of military bravado, taking hostage the lives and peace of Koreans, must cease now. It is time for policymakers to be responsible and return to dialogue and negotiations and stop fueling the growing tensions.


Therefore, we exhort the US administration and political leaders of North and South Korea. 

 

Withdraw the decision to deploy the THAAD system, part of the U.S.-South Korea-Japan Missile Defense system, in South Korea.
The South Korean and U.S. governments have decided heavy-handedly, without the consent of the Korean legislatures and despite strong public objections, to deploy the THAAD system to Seongju, South Korea. The two governments claim that such a decision is necessary to protect South Koreans against possible nuclear strikes by North Korea, but the claim is backed by little realistic evidence. South Korea is too close to North Korea for THAAD to be effective. The North only needs low-altitude missiles, to hit and destroy the South in a matter of a few minutes, and these missiles could not be intercepted by THAAD. Moreover, the THAAD system has never been proven effective in actual battle. The deployment of THAAD by the U.S. Army in South Korea represents the South Korea-U.S.-Japan alliance against China and effectively symbolizes South Korea siding with the Americans over the Chinese. The presence of such an openly hostile missile defense system gravely disrupts the prospects for peace in Northeast Asia. Beijing and Moscow have already warned that they would take “corresponding measures” in response to the deployment, with the Chinese government and businesses now engaged in unofficial but retaliatory economic sanctions against South Korea. The growing instability and arms race in Northeast Asia will only undermine international efforts for a peaceful resolution of the nuclear crisis on the Korean peninsula.

 

What we need now is to resume dialogue towards denuclearization of the Korean Peninsula and a genuine end to the Korean War.

Pyongyang must desist from further testing of its missiles and nuclear capabilities. We cannot support the development of weapons that directly contradict international efforts for nuclear disarmament and that hold the lives and safety of innocent people hostage. It is critical to resume dialogue and negotiations to root out the nuclear threats to the entire region and to achieve the much-needed transition from the Armistice’s ceasefire to a peace regime on the Korean Peninsula. In doing so, we ought to admit the failure of the past sanction- and neglect-centered policies that insisted, unrealistically, that the government in Pyongyang either renounce its nuclear program prior to negotiations or collapse. With the end of nuclear diplomacy, the Kim government did nothing but augment its nuclear and missile capabilities, complicating the situation still further. We realize that countless military drills and the acquisition of cutting-edge weapon systems no longer guarantee peace and security. The perpetual political tension and military hostility can end only through dialogue and negotiation. Honest talks hold the only wise solution to the current predicament.


The Korean Peninsula can no longer afford to exist as a powder keg waiting to be ignited by the chronic military tensions and the constant arms race. This is among the first and foremost place where international efforts to tackle the nuclear problem and overcome the old Cold War legacy should begin. We need to start making serious efforts for peace, not only for the two Koreas, but also for Northeast Asia and the world at large. We urge the Trump administration, the Kim government, and the newly elected President of South Korea to listen to the desire of people worldwide for peace and resist the temptation to ratchet up military tensions on the Korean Peninsula for political gain.

황교안 대통령 권한대행이 23일 신년기자회견에서 “국가적 위기를 극복하기 위해 국민적인 대통합이 중요하다”면서 이렇게 말했습니다.

최근 일련의 사태로 인해 국론이 분열되고 사회 갈등이 확대되고 있으며 심지어 서로를 반목·질시하고 적대시하는 현상까지 일어나고 있습니다.

우리가 성숙한 민주주의 사회로 한층 더 발전하기 위해서는 입장 차에 따른 극단적 대립이나 이분법적 사고는 지양되어야 한다고 생각합니다.

대통령의 직무가 정지돼 있는 현 상황이 정상적인 상황은 아닐 것입니다. 하지만 ‘국론이 분열되고 사회 갈등이 확대’되고 있어 큰 문제인 것처럼 말하는 황 권한대행의 발언에는 고개를 갸우뚱하게 됩니다.

마치 중요한 국가적 또는 사회적 현안을 놓고, 여러 상충하는 여러 의견이 우열을 가릴 수 없을 정도로 팽팽해 나라가 무척 혼란스러운 상황인 것처럼 들립니다.

과연 그런지 주요 이슈에 대한 국회 대통령 탄핵 이전과 이후의 여론조사 결과를 비교해봤습니다.

정부가 일방적으로 추진해 물의를 빚은 여러 정책 가운데 대표적인 논쟁거리였던 국정 역사교과서 문제와 한일간의 위안부 합의문제에 대한 여론조사 결과입니다.

국회의 대통령 탄핵 후 “국정교과서 사용에 반대한다”는 여론과 “위안부합의를 파기해야 한다”는 여론이 그 반대 의견보다 2배 이상 높아져 격차가 더 벌어졌습니다.

사드 배치의 경우엔 아직도 찬반 여론이 팽팽합니다. 하지만 탄핵 전보다 탄핵 후에 사드 반대 의견이 높아졌다는 것을 알 수 있습니다. 경향신문이 한국리서치와 함께 실시한 신년여론조사에서는 ‘사드 배치는 철회’(26.5%)’와 ‘다음 정부에서 논의(37.5%)’ 등 철회·재검토 여론이 64.0%에 이르는 것으로 나타나기도 했습니다.

가장 뜨거운 이슈인 탄핵에 대한 찬반여론도 가장 최근(2017.1.18)에 나온 한국일보-한국리서치 여론조사 결과를 보면 탄핵 찬성의견이 10명 가운데 8명 꼴로 여전히 압도적으로 나옵니다. 탄핵 찬반 여론조사 결과를 보면 ‘대한민국이 이렇게 국론이 통일된 적이 있었던가’라는 말이 나올 정도입니다.

황교안 권한대행이 국회의 대통령 탄핵안 가결 후 대국민담화(2016.12.9)에서 했던 말은 지금과 달랐습니다.

저는 최근 국민 여러분께서 평화적 집회 등으로 민주적 의사표시를 하시는 모습에서 성숙한 대한민국의 미래를 볼 수 있었습니다. 정부는 국민 여러분의 목소리를 경청하여 최대한 국정에 반영토록 하겠습니다.

황교안 권한대행이 대한민국의 미래를 보았다던, 그래서 최대한 국정에 반영하겠다던 촛불현장의 목소리가 지금은 황 권한대행에게는 국론분열과 사회 갈등으로만 보이는 것은 아닌지 모르겠습니다.

문화계 인사를 블랙리스트에 올려 국민을 편가르기 하고, 분열시키려 했던 정부의 총책임자로서 국민 앞에 진정한 사과가 먼저 있어야 하는 것 아닐까요?

지난 4/26(수) 사드 장비 반입 당시, 운전석에 앉아있던 미군은 경찰에 고립된 채 격렬하게 항의하는 소성리 주민들을 바라보며 웃으면서 유유히 들어가는 모습이 소성리 종합상황실에서 촬영한 영상에 포착되었다.

이에 4/28(금) 오전 11시, 소성리 마을회관 앞에서 소성리 주민들과 사드저지평화회의(사드배치철회 성주투쟁위원회, 사드배치반대 김천시민대책위원회, 원불교 성주성지수호비상대책위원회, 사드한국배치저지전국행동, 사드배치반대대구경북대책위원회, 사드배치저지부산울산경남대책위(가))는 기자회견을 개최하고 주한미군사령관의 공식 사과와 사드 장비 즉각 철거를 요구했다. 

 

기자회견 참가자들은 "사드 반입을 기습 강행한 것도 모자라 주민과 종교인, 지킴이들이 사드 반입을 중단하라고 절규하는 모습을 보며 미군이 웃으면서 지나간 것은 도저히 용서할 수 없는 일"이며 "최소한의 인간에 대한 예의도 없는 행동"이라고 규탄했다. 이에 "웃으면서 지나간 당사자들과 빈센트 브룩스 주한미군사령관은 마을에 내려와 주민들 앞에서 공식 사과하라"고 요구했다. 이석주 소성리 이장을 비롯한 주민들은 "이 마을은 주민들의 것이다. 앞으로 사드 배치 공사 관련 차량은 물론 미군 차량도 이 마을로 들어갈 수 없다"고 밝혔다. 4/26(수) 당시 장비 반입에 항의하다 경찰에 연행되었던 김천 시민대책위 박희주 공동위원장은 "그날 경찰은 가슴을 쥐어뜯고 우는 주민들을 폭력적으로 진압하고 연행했다. 그런 경찰은 대한민국 경찰이 아니라 미국 경찰이다"라고 강력하게 비판했다. 더불어 참가자들은 "주민도, 국회도, 사회적 합의도, 모든 절차도 싸그리 무시하고 야밤에 기습적으로 들어온 불법 사드는 당장 이 마을을 떠나라"고 요구했다. 

 

기자회견 참가자들은 "웃으면서 지나간 미군들과 주한미군사령관이 공식 사과할 때까지 미군은 절대 들어갈 수 없다. 이 시간부로 사드 배치 관련 공사 차량은 물론 미군 차량도 막을 것이다"라고 밝히고 마을회관 앞과 김천 월명리에서 사드 배치 부지로 들어가는 길목에서 차량 통행을 막기 시작했다.

사드 장비는 즉각 마을을 떠나라 

 

그들은 우리의 모습을 핸드폰으로 촬영하며 웃고 있었다. 4/26(수) 새벽 사드 장비 반입 강행 당시, 운전석에서 웃으면서 유유히 지나가는 미군들의 모습이 상황실 카메라에 포착되었다. 

 

도저히 용서할 수 없는 일이다. 그 순간 주민과 종교인, 지킴이들은 사드 반입을 중단하라며 절규하고 있었다. 소성리 할머니들은 경찰 방패를 붙들고 들어가지 말라며 통곡하고 있었다. 항의하는 사람들을 경찰이 폭력적으로 밀어내면서 주민과 종교인들이 실신해 쓰러지고, 다수의 부상자가 병원에 실려가는 상황이었다. 그 모습을 보면서 웃었다는 것은 최소한의 인간에 대한 예의도 없는 행동이다.

 

군인이 민간인의 고통을 바라보며 웃는다는 것이 있을 수 있는 일인가. 도대체 무엇이 인간을 그렇게 잔인하게 만들 수 있는가. 그 순간의 웃음은 그 자리에 있던 사람들의 존재를 철저히 부정하는 행위였다. 주민들은 이루 말할 수 없는 모욕감을 느꼈으며, 앞으로 저런 인간들을 계속 마주해야할지도 모른다는 생각에 참담할 뿐이다.

 

이에 우리는 다음과 같이 요구한다. 

 

웃으면서 지나간 당사자들과 총 책임자인 빈센트 브룩스 주한미군사령관은 마을에 내려와 주민들 앞에서 공식 사과하라. 그 전까지 어떤 미군 차량도 사드 부지로 들어갈 수 없음을 똑똑히 밝혀둔다. 

 

국유재산인 국방부 부지를 미군에게 무상으로 공여한 것은 「국유재산특례제한법」위반으로 불법이며, 명백한 주권 침해다. 주권자인 우리는 부지 공여도, 미군이 자유롭게 드나드는 것도 용납할 수 없다. 국방부는 주민 의견 수렴 과정을 거쳐야 하는 「국방·군사시설사업법」과 「환경영향평가법」 등 국내법을 전혀 따르지 않았고 주민들에게 호언장담했던 환경영향평가를 졸속으로 진행하고 있는 것도 모자라, 기지 설계와 환경영향평가도 끝나지 않았는데 사드 장비를 반입했다. 

 

주민도, 국회도, 사회적 합의도, 모든 절차도 싸그리 무시하고 야밤에 기습적으로 들어온 불법 사드는 당장 이 마을을 떠나라. 국방부는 환경영향평가와 무관하다느니, 야전 배치라느니 하는 궁색한 변명으로 국민을 우롱하지 말라. 모든 절차가 처음부터 끝까지 불법, 탈법이라는 건 이미 온 세상이 다 알고 있다.

 

이 마을은 주민들의 것이다. 그러나 이 지경이 될 때까지 단 한 번도 소성리 주민들의 의견을 묻지 않았다. 묻지 않았지만 주민들의 답은 명확하다. 이 마을에, 그리고 한국 어디에도 전쟁 무기에 내줄 땅은 없다. 평화를 지키는 무기는 없기 때문이다. 미군은 당장 사과하고 즉각 사드는 나가라.
