인도네시아 바탕 석탄화력발전소 반대 요구 "자금 지원 중단해야"

63 CSOs Call on JBIC to Reject Financing for Batang Coal Plant in Indonesia

At the proposed project site of the controversial 2,000-megawatt coal-fired power plant in Batang, Central Java, Indonesia, further cases of human rights violations have been reported. Most recently, the Indonesian army has put and leveled the soil in the majority of farmlands which the landowners have not yet agreed to sell for the project.

 

On September 25, the undersigned 63 organizations from 20 countries, have submitted the urgent petition as below to call on Japan Bank for International Cooperation (JBIC) to reject financing for the project, which has been pushed through in the forcible way, neglecting the local people’s opinion and rights.

 

Despite this serious human rights violation against the local community, JBIC is still considering funding the coal plant in Batang, which will cost US$ 4 billion. Japanese companies, “J Power” Electric Power Development Co. and Itochu Corp, have already decided to invested in the project. And JBIC is currently planning to finance around US$ 1.6 billion.

 

Ongoing and strong concerns regarding a loss of livelihoods, such as farming and fishing, have been raised persistently by local communities, and the project has been unable to proceed for nearly four years. 67 landowners who own some of the proposed project site are still refusing to sell their land.

 

In the end of July, three local villagers came to Japan to submit their objection to JBIC and talked directly to the Japanese decision-makers and public about the serious human rights violations they have experienced, such as intimidation and arbitrary arrest at the hands of the army, the police and the thugs. To date, JBIC hasn't yet decided its finance for the project mainly due to the incompletion of the land acquisition. But the military has already cleared and leveled the farmland which the landowners haven't yet sold. This situation might be used by JBIC as a excuse for the completion of land acquisition. And JBIC might make a loan agreement with the project proponent on the occasion of the deadline for the financial closure of this project, or around October 6, 2015.

 

The urgent petition calls on JBIC to reject financing for the project, following its own environmental and social guidelines. JBIC must sincerely listen to the concerns and opinion of the local people, but being not complicit in those serious human rights violations against the local community the project has resulted in.

Urgent Request to Reject Japanese Public Financing

for the Proposed Batang Coal-fired Power Plant, Central Java, Indonesia

 

 

At the proposed project site of the Batang Coal-Fired Power Plant in Central Java, Indonesia, which the Japan Bank for International Cooperation (JBIC) is currently considering its finance for, the military engineer of the Indonesian army has resumed land clearing with heavy equipment since September 11, 2015. They have put and leveled the soil in the majority of farmlands which the landowners have not yet agreed to sell or to be acquired, and have also destroyed almost all the irrigation systems for their farmlands. We, the undersigned 63 organizations from 20 countries, express our strong objection against and deep regret at the forcible way with which the project has been pushed through, neglecting the local people’s opinion and rights and committing human rights violations in a highly oppressive manner, and call on JBIC not to finance for the project. 

 

Ongoing and strong concerns regarding loss of livelihoods, such as farming and fishing, and health impacts from pollution, have been raised persistently by local communities, and the project has been unable to proceed for nearly four years. During this period, community leaders opposing the project and landowners refusing to sell their land in the proposed project site have been subject to repeated human rights violations, such as intimidation, violence, and arbitrary arrest and detention at the hands of the army, the police, and other actors. Despite these human rights violations, 67 landowners who own some of the proposed project site are still refusing to sell their land. Also, an administrative court case has been filed at Semarang City, Central Java, questioning the legality of the acquisition process based on Law No. 2 of 2012 on Land Acquisition in this project, and the public hearing is still continuing. 

 

On July 29, 2015, 23 members of the local community submitted an official objection to JBIC. In the submission, the local community pointed out how the project has failed and will fail to comply with many provisions of the JBIC Guidelines for Confirmation of Environmental and Social Considerations (the Guidelines), as it has made/will make their life worse and has caused/will cause violations of human rights. JBIC have already conveyed the local community’s objections to the project proponent, according to “Summary of Procedures to Submit Objections concerning JBIC Guidelines.” And the project proponent under the Guidelines is expected to take steps to bring the project into compliance by making appropriate environmental and social considerations. 

 

For one and a half month, however, there have been no improvements on the ground. Instead, further cases of human rights violations have been reported from the local area. The intimidation to force the landowners to sell their land has been continuing by local thugs, who are supposedly hired by the pro group for the project and visited the landowners’ houses in the midnight. When President Joko Widodo came to Batang for the “kick-off construction” ceremony on August 28, 2015, the local community who are opposing the project tried to convey their opposition to the President. But high-pressure water cannons belonging to the army and police prevented them from even coming close to the ceremony venue. Further, despite not having any “consent” of the landowners and farmers, the land clearing work has commenced again by heavy equipment of the Indonesian army since September 11, 2015, who just very easily destroyed the land which used to be very fertile enough for the farmers to harvest the rice three times a year.

 

This situation raises two important questions for us: first is whether the project proponent and the Indonesian government, who have important roles to play in terms of environmental and social considerations in this project, currently have intention to implement the project with appropriate environmental and social considerations according to the Guidelines, and the second is whether they actually have capacity to implement the project with appropriate environmental and social considerations in the future. 

 

JBIC Guidelines states that “If, as a result of its environmental review, JBIC judges that appropriate environmental and social considerations are not ensured, it will encourage the project proponent, through the borrower, to undertake appropriate environmental and social considerations. If appropriate environmental and social considerations are not undertaken, there may be cases where funding is not extended.” 

 

As the deadline for the financial closure of the project is October 6, 2015, it is assumed that JBIC would is being urged to make a decision. Given the following situations, we call on JBIC to reject financing for the project, taking the outcomes of its environmental reviews into account for decisions on funding: 

 

 

(i) In the objection paper, the local community pointed out how the project has failed and will fail to comply with many provisions of JBIC Guidelines, which haven’t been improved or solved yet. 

 

(ii) Even after JBIC had already conveyed the contents of the objection paper to the project proponent, no appropriate environmental and social consideration has been made since then (to rectify matters). 

 

(iii) In light of the factors, such as the intention and the capacity of the project proponent and host government, who have important roles to play in this project, it is very uncertain whether appropriate environmental and social considerations can be ensured after JBIC makes a decision to finance the project. 

 

 

We request that the Japanese government and JBIC sincerely listen to the concerns and opinion of the local people and take a strong and resolute position to reject its finance, but being not complicit in those serious human rights violations against the local community the project has resulted in. We will wait for your response.

이홍렬 상무는 13일 YTN 내부 임원 간부회의에서 “진위 여부를 떠나 회사에 물의를 빚어 죄송하다며 사의를 표명하고 거취를 사장께 일임하겠다”고 말했고 YTN은 이홍렬 상무의 사의를 받아들여 사표를 바로 수리했다. 뉴스전문채널 YTN은 뉴스타파 보도이후 이홍렬 상무가 맡았던 인사위원장직을 해촉하고 그동안 내부 감사를 벌여왔다.

뉴스타파는 지난 3월 29일 ‘페이퍼컴퍼니와 죽음의 커넥션’ 보도를 통해 YTN 이홍렬 상무가 사기성 무역거래 피의자 이상엽씨 등에게 1억 원을 보내 상장회사인 고려포리머 제3자배정 유상증자에 차명으로 투자하고, 이 씨 등의 주가조작 시도를 사전에 알았다는 의혹을 받고 있다고 보도했다. 특히 뉴스타파는 이홍렬 상무가 이상엽 씨의 동업자였다가 지난해 11월 인도네시아 자카르타에서 의문사한 허 모 씨로부터 환치기상을 통해 4천만 원을 받았다는 의혹도 보도했다.

뉴스타파 보도이후 전국언론노동조합은 금융실명제법과 외환거래법 위반 혐의 등으로 이홍렬 상무를 서울지방검찰청에 고발했고 검찰은 이 상무에 대한 조사에 착수했다. 이와 함께 관세청은 이상엽 씨 등을 출국금지하고 이 씨의 사기성 무역 거래 전반에 대해 압수수색과 관련자 소환 조사를 벌여왔으며 조만간 수사결과를 발표할 예정이다.

이 씨 등은 브리티시 버진아일랜드에 페이퍼컴퍼니인 <오픈블루>를 세운 뒤 인도네시아로부터 석탄 수입 사업을 벌이면서 400억 원의 손실을 냈다고 허위로 꾸민 뒤, 무역 자금을 국내로 역송금해 기업인수와 주가조작에 활용한 혐의를 받고 있다.

2020년 온실가스 목표 포기, ‘후퇴금지’ 위반 해외 감축분이 총 감축분의 30% 꼼수 산업계 책임을 국민에 전가해 ‘오염자 부담원칙’ 실종 2015년 6월 30일 - 오늘 정부는 국무회의를 열어 신기후 체제에 대한 한국의 온실가스 국가기여(INDC)를 2030년 BAU 대비 -37% 즉, 5억 3천 6백만톤으로 정하고 이를 UN에 제출하기로 했다. 이 안은 기존 4가지안과 달라 보이지만 11.3% 해외감축분을 제외하면 결국 기존의 3안으로 2030년 배출전망치 대비 25.7% 에 불과하다. 해외 감축분을 총 감축분의 30%나 잡아서 사실상 우리나라의 온실가스 감축량이라고 볼 수 없다. 정부는 2020년 목표배출량을 지킬 것인지에 대해 확답을 피했으나 이 감축안은 2020년 목표를 포기한 것이다. 역시나‘후퇴금지 방지’ 합의를 위반했다. 게다가 간접배출까지 포함하면 온실가스 배출 비중의 대부분을 차지하는 산업계의 감축률을 BAU 대비 -12%로 정한 것은 산업계의 온실가스 감축 부담을 전부 국민에게 떠넘기겠다는 계획으로 ‘오염자 부담원칙’을 어겼다. 온실가스 배출 책임자들이 국민에게 떠넘기고 해외에 떠넘기는 감축안이 되어 버렸다. 정부는 마치 오늘 새로운 안을 발표한 것처럼 주장하지만 기존 3안에 해외 감축분을 넣는 꼼수를 부렸다. 이마저도 정부가 스스로 제출했다기 보다 앞서 4가지안이 국제적인 비난의 대상이 될 것 같으니 슬며시 다시 꺼내들고 온 그 과정이 개탄스럽다. 온실가스 배출 비중이 가장 높은 산업 부문은 12%의 낮은 감축률로 부담을 완화하면서 국제 탄소시장을 주요 감축수단으로 삼은 것은 잘못된 선택이다. 자국에서 온실가스 감축 노력이 일차적인 감축대상임에도 이를 게을리 하면서 탄소 상쇄와 같이 잘못된 해법으로 눈을 돌린 것이다. 원전과 석탄 탄소포집저장과 같은 위험하고 비싼 온실가스 감축 수단도 역시 기후변화 대책에서 당장 제외돼야 한다. [caption id="attachment_151036" align="alignright" width="400"]에너지시민회의, 한국환경회의 단체들이 6월 3일 정부의 후퇴한 2030년 온실가스 감축목표안을 비판하는 기자회견을 가졌다. 사진=환경운동연합 에너지시민회의, 한국환경회의 단체들이 6월 3일 정부의 후퇴한 2030년 온실가스 감축목표안을 비판하는 기자회견을 가졌다. 사진=이지언/환경운동연합[/caption] 온실가스 감축을 위해서는 온실가스 배출 정점을 예상하고 산업계를 비롯한 전사회적인 변화를 끌어내야한다. 감축이 시작되면 시간이 갈수록 가속도가 붙게 되어 2020년 목표량을 달성할 때보다 2030년 목표량을 달성할 때의 감축 증가율은 더 높아지게 될 것이다. 그런데 정부는 이런 상황을 염두에 두지 않고 2020년 목표량과 거의 비슷한 2030년 목표량을 제시하여 근근히 체면치례나 하겠다는 것이다. 박근혜 대통령이 이 안을 들고 국제사회에 나가 ‘자발적인 국가기여’라고 말할 수 있겠는가. 지구적 기후변화 문제에 있어 한국이 선진국 수준의 책임을 가진다고 인정하면서도(2012년 기준, 이산화탄소 배출 7위(연료 연소), 온실가스 누적 배출량 16위, 1인당 배출량 OECD 6위), 온실가스 감축에 대해선 개발도상국의 지위를 유지하겠다는 이 감축안은 세계에 내어놓기 부끄러운 안이다. 잘못된 감축안의 시작은 온실가스 배출량 전망부터다. 배출 전망치는 현실에는 없는 허상인데 산업계와 정부는 이를 부여잡고 있다. GDP가 성장해도 이미 온실가스 배출량은 줄어들고 있다. 그런데도 다시 올해를 기점으로 온실가스가 대폭 늘어나 2030년에 8억 5100만톤으로 늘어날 것이라고 예상하는 것은 허상이다. 오히려 2009년 온실가스 감축 목표를 제시하고 이후 감축 로드맵까지 마련해서 각종 정책을 시행했으면 배출전망치는 그에 맞게 수정 제시되어야 했다. 그런데 2009년 당시 배출 전망치보다 지금이 더 높게 나왔다는 것은 정부가 지난 6년 동안 온실가스 감축 노력을 전혀 기울이지 않았거나 정책 시행과정에서 심각한 오류가 있었다는 것이다. 이에 대한 평가가 먼저이지 허상에 지나지 않은 배출전망치만 높게 잡는다고 문제가 해결되지 않는다. 배출전망치 기준부터 절대기준으로 바꿔야 정부가 에너지다소비 산업계에 끌려다니는 현상황을 개선시킬 수 있을 것이다. 온실가스 감축은 전지구적인 사안이다. 에너지기본계획, 전력수급기본계획에서처럼 숫자로 장난칠 수 있는 것이 아니다. 정부가 제시한 2030년 온실가스 배출전망치(BAU)에 대한 국제적인 검증작업이 진행되면 정부의 전망치 부풀리기가 만천하에 드러날 것이다. 온실가스 감축 계획의 현실적인 감축 수단은 ‘자연감축량’이라고 볼 수 있을 만큼 온실가스 증가율은 정체되고 있다. 에너지다소비 산업계의 말만 믿고 그대로 반영한 온실가스 배출 전망치를 세계가 믿지 못하는 이유다. 에너지다소비 산업이 앞으로 우리경제의 먹거리가 될 수 없다는 점은 자명하다. 부가가치생산율도 고용창출률도 바닥이다. 지금처럼 온실가스 감축에 소극적인 자세를 취하다가 유럽 등지에서 새로운 온실가스 무역장벽이라고 만들게 되는 날이면 우리 경제는 공멸에 이르고 말 것이다. 에너지다소비 산업 중심의 산업구조의 체질을 개선하고 새로운 산업을 일으켜 세우는 것이 국민의 녹을 먹는 정부 관료들의 과제이다. 강력한 온실가스 감축 목표는 한국사회 경제를 긍정적이고 미래지향적으로 바꾸는 기본적인 수단이 될 수 있다. 이렇게 꼼수나 부리는 온실가스 감축계획이 아니라 미래한국의 청사진을 그리고 국제사회에 떳떳한 진정한 온실가스 감축 기여계획이 제시되어야 한다. 환경운동연합 ※ 문의 : 양이원영 처장(010-4288-8402, [email protected]), 이지언 에너지기후팀장(010-9963-9818, [email protected])

  지구의 벗 환경운동연합과 국제환경단체 마이티(Mighty)는 한국계 대기업 코린도(Korindo)의 인도네시아 팜유 플랜테이션에서 발생한 산림파괴 현장을 폭로하고, 이를 막기 위해 지난 1년간 전 세계 시민사회가 이룬 성과를 조명하는 새로운 영상을 공개합니다. 지난해 ‘불타는 낙원(Burning Paradise)’ 보고서가 출시되고, 세계 언론이 이를 대대적으로 보도하자 코린도의 거래처들은 ‘산림파괴 금지정책(No Deforestation Policy; 산림파괴·이탄지파괴·주민착취 없는 팜유생산)’위반을 이유로 코린도와 거래중단을 선언했습니다.  세계적인 팜유 취급 업체인 윌마(Wilmar), 무심마스(Musim Mas), 에이디엠(ADM), 아이오아이(IOI) 및 펄프·제지 대기업인 에이프릴(APRIL) 등이 대표적으로 거래를 중단했으며, 캘로그(Kellogg 's), 네슬레(Nestle), 유니레버(Unilever) 등 전 세계 주요 브랜드 업체들은 그들의 공급망에서 코린도를 제외했습니다. 코린도에 풍력타워를 구매하고 있는 지멘스(Siemens), 가메사(Gamesa), 이베드롤라(Iberdrola), 노르덱스(Nordex) 등 세계적인 풍력발전 기업들도 코린도에 산림파괴 행위를 중단할 것을 요구했습니다. 또한, 지속가능한 산림경영 인증기관인 국제 산림관리협의회(Forest Stewardship Council ,  FSC)는 지난 5월 마이티가 제출한 코린도의 산림파괴 행위 고발 진정을 받아들여 해당 사안을 조사하고 있다고 발표했습니다. 결국, 주요 거래처 및 여러 이해관계자로부터 압력을 받은 코린도는 지난해 12월, 자사의 팜유 농장 부지 전체에 신규부지 개발중단 모라토리엄을 선언하고 생태보전평가(sustainability assessments)를 이행하겠다고 약속했습니다. 현재 코린도의 팜유 농장부지에는 뉴욕시 면적(75,000 ha)에 달하는 숲이 파괴되지 않은 채 남아있습니다. 그러나 코린도는 여전히 세계 시장에서 요구하는 산림파괴 금지정책 채택을 거부하고 있습니다. 그뿐만 아니라 올해 2월에는 모라토리엄 위반 사실이 밝혀져 국제적으로 지탄을 받고 있습니다. 코린도는 자사 신규 개발 예정지에서 진행한 생태보전평가가 업계의 질적 검토 패널(quality review panel)로 부터 승인을 받을 때까지 모라토리엄을 유지하기로 동의했지만, 결국 이를 위반하고 추가로 산림을 정리한 것입니다. 파푸아는 ‘인도네시아 최후의 열대낙원’이라 불리는 곳으로 광대한 산림을 보유하고 있습니다. 그러나 코린도는 숲과 그곳에 살고 있는 생명체를 무자비하게 밀어버리고 단일 작물을 재배하는 대규모 기업형 농업으로 전환하는데 선두주자로 나서고 있습니다. 불과 최근까지도 파푸아 지역은 고립된 지리적 특성과 시민사회 및 언론의 접근 제한으로 인해 그곳에서 일어나는 일에 대해 파악조차 하기 어려웠습니다. 우리는 전 세계 많은 시민이 이번 영상을 통해 파푸아에서 일어나는 참혹한 산림파괴 실상을 직접 확인하고, 이를 저지하는 행동에 적극적으로 동참해 주기를 바랍니다. 이 영상을 여러 사람들에게 공유하고 청원페이지에 서명해주세요. 함께, 인도네시아 최후의 열대림을 지킬 수 있습니다.   DonationBanner-640x180

봄 기운이 물씬 느껴지는 요즘, 하지만 미세먼지라는 불청객 때문에 마냥 유쾌하진 않습니다. 중국에서 불어오는 미세먼지로 걱정이 많은 분들도 있습니다. 수천 킬로미터 떨어진 곳에서 만들어지는 미세먼지를 걱정한다면, 우리 가까이에서 미세먼지를 내뿜는 오염원은 더 큰 문제일 것입니다. 특히, 미세먼지를 엄청나게 내뿜는 석탄 화력발전소 말이죠!

'미세먼지와 온실가스의 주범'으로 알려진 석탄발전소가 여전히 계속 늘어난다는 사실 아시나요? 특히 석탄발전소에서 배출되는 미세먼지로 해마다 1천명 이상이 조기사망한다는 무서운 연구 결과가 발표되기도 했습니다. 남의 일이 아닙니다. 충남지역의 화력발전소에서 배출되는 미세먼지가 수도권 미세먼지에 3분의 1까지 영향을 주는 것으로 나타났습니다.

이제 우리가 함께 "석탄 그만!"을 외칠 때입니다. 세계 각국은 대기 개선과 기후변화 대응을 위해서 석탄발전소를 퇴출하고 있는 추세입니다. 그럼에도 국내에서 석탄발전소는 여전히 증설되고 있습니다. 지난해 정부의 '미세먼지 특별 대책' 발표 이후에도 말이죠! 특히 충남 당진은 이미 10기의 석탄발전소가 가동되며 심각한 건강피해를 주고 있습니다. 그럼에도, 당진에 2기의 석탄발전소를 더 짓겠다고 합니다. 바로 '당진에코파워'라는 이름으로 시민의 눈과 귀를 가리면서 말이죠.

우리나라 금융 산업을 이야기할 때 항상 비교대상이 되는 나라가 있습니다. ‘우간다’입니다. GDP 기준 경제 규모가 55배나 차이가 나고, 국제 순위도 한국 16위, 우간다 101위로 비교가 되지 않는 나라입니다.

하지만 세계경제포럼 WEF의 2016년 발표에 따르면, ‘금융 성숙도’ 평가에서 한국은 138개국 중 80위, 우간다는 77위를 차지했습니다. ‘은행건전성’ 부분에서는 더욱 차이가 벌어져 한국은 102위, 우간다는 77위로 나타났습니다.

이렇게 몇년째 엎치락 뒤치락 하위권 경쟁을 하다 보니 ‘한국 금융은 우간다 수준’이라는 말이 절로 나온 것입니다. 금융계에서는 볼멘 소리가 나옵니다. WEF 발표가 자국 기업인 대상 설문조사를 토대로 나온 결과이기 때문에 국가간 비교 지표로 사용하긴 힘들다는 것입니다.

문제는 관료-금융계 연결고리…피해는 금융소비자에게로

‘우간다’ 만큼이나 우리 금융계를 따라다니는 부정적인 수식어가 있습니다. 바로 ‘관치’입니다. 특히 군사정권 시절에 뿌리를 둔 공직자 ‘낙하산’ 관행은 금융 발전을 가로막는 결정적 요인라는 것이 전문가들의 중론입니다.

전문성과 자격이 결여된 고위 공직자들이 논공행상이나 예우라는 명목으로 금융계의 요직을 차지하는 일이 비일비재합니다. 정작 일선에서 뛰는 실무자들은 실력과 경험을 갖춰도 이른바 ‘빽’없이는 인사에서 배제됩니다. 금융소비자 보호와 수익성 개선 등 시급히 해결해야할 과제가 산적해 있지만, 금융계의 요직은 산업 발전보다 보신에 신경쓰는 사람들 중심으로 돌아갑니다.

이 관행의 피해는 일반 금융소비자들에게 돌아오기 일쑤입니다. 카드사태, 키코사태, 저축은행사태 등 수많은 피해자를 낳았던 대형금융사고 뒤에는 어김없이 금융권의 요직을 차지한 재취업 공직자들이 있었습니다. 금융회사 오너가 어떤 전횡을 저질러도 이를 제지할 능력도, 의지도 없었던 것입니다.

최근 불거진 은행들의 ‘이자놀이’ 논란도 결국 금융가의 무능이 빚은 촌극입니다. 시중은행들의 수익률은 만성적으로 낮습니다. 수익성 지표인 총자산순이익률(ROA)을 기준으로 볼 때, 국내은행의 수익률(ROA 0.1~0.7%)은 해외 주요 은행(ROA 1.0~1.5%)들의 절반 수준에 그칩니다.

실정이 이렇다보니 은행들은 손쉽게 수익을 올릴 수 있는 예대마진(예금금리와 대출금리의 차이)에 집중합니다. 고객이 맡긴 돈에는 더 적은 이자를 주고, 고객에게 빌려주는 돈에는 더 높은 이자를 받는 것입니다. 지난달 금감원이 발표한 예금은행들의 예대마진은 2.27%p로 역대 최고수준이었습니다. 특히 이들 은행이 노린 대상은 내집마련자금 등이 시급한 가계 금융소비자였습니다. 지난해 말 기준 저축성수신 금리는 큰폭으로 하락(1.56%→1.48%)한 것에 반해, 주택담보대출 금리는 크게 올랐습니다(3.13%→3.28%).

‘금융계로 간 공직자들’ 전수조사…재취업공직자 5명 중 1명은 금융계행

뉴스타파는 지난 10년간 금융계로 간 공직자들을 전수조사했습니다. 정보공개청구를 통해 입수한 2008년부터 올 상반기까지 정부공직자윤리위원회가 허가한 재취업 공무원 3221명의 현황을 분석해 금융계 재취업 공직자들을 추려냈습니다.

분석 결과, 금융계에 재취업한 공직자의 수는 총 627명이었습니다. 전체 재취업 공직자 5명 가운데 1명 꼴입니다. 공직자 재취업 심사가 강화되면서 한동안 금융계 재취업 공직자가 매년 줄어드는 추세였지만 2014년부터는 다시 늘어나고 있습니다.

금융계에 가장 많은 공직자를 보내는 기관은 어디일까요. 금융위원회나 금융감독원같은 유관기관을 떠올리기 쉽지만, 실제 금융계에 더 많이 재취업하는 곳은 권력기관들이었습니다. 청와대와 감사원, 4대 권력기관(검찰, 경찰, 국정원, 국세청) 출신의 금융계 인사들은 모두 263명으로 전체의 43.6%나 됐습니다. 금융당국을 비롯 각종 금융 관련 기관 출신은 34.3%로 오히려 더 적었습니다.

개별기관 출신으로는 경찰이 전체의 21.2%(128명)로 가장 많았습니다. 대부분 보험사에 조사담당직원으로 옮겨간 일선 경찰이지만, 총경급 이상(경무관, 치안경감)의 고위직 경찰도 포함됐습니다. 권력 기관 가운데는 경찰에 이어 감사원(42명), 국세청(40명), 청와대 대통령실(24명), 검찰청(17명), 국정원(12명) 순으로 나타났습니다.

금융계 유관기관 가운데는 금융위원회와 금융감독원 출신이 압도적으로 많았습니다(123명). ‘모피아’라 불리는 기획재정부 출신(26명)이 뒤를 이었고, 금융권 최고의 엘리트 집단으로 불리는 한국은행 출신(22명)도 민간 금융사로 자리를 옮겼습니다.

제재 많은 보험-투자업계에 재취업 집중…’관치’ 울타리 안에 숨은 금융

이렇게 금융계에 재취업한 공직자들은 주로 어떤 회사를 찾게 될까요. 분석 결과, 이들이 가장 많이 찾는 곳은 보험회사와 투자(자문)회사로 나타났습니다. 보험회사 재취업 공직자가 218명, 투자회사 재취업 공직자가 132명으로 둘을 합치면 전체 금융계 재취업 공직자의 절반 이상(58.1%)입니다.

특히 이 두 분야에는 3급 이상, 임원급 이상의 고위 공직자들이 주로 찾는 곳입니다. 금융계에 재취업한 고위공직자의 절반(48.8%)은 이 두 분야에서 종사하고 있습니다.

문제는 이 두 분야에서 가장 많은 부실과 금융사고가 일어나고 있다는 것입니다. 뉴스타파가 지난 8년간 공시된 금감원 제재들을 분석해 본 결과, 전체의 42%에 이를 정도로 이 두 분야에 제재가 집중돼 왔습니다. (※관련기사 : 금융의 자격③ – 당신의 돈은 안전합니까?) 금융사들로서는 여러 기관의 고위공직자를 영입함으로써 당국의 감시와 제재를 피해갈 방패막을 마련하게 되는 셈입니다.

금융사 간에 보이지 않는 영입 경쟁이 벌어지는 것도 이 때문입니다. 분석 결과, 가장 많은 공직자를 그룹 금융계열사로 데려온 곳은 KB그룹으로 나타났습니다. 지난 10년간 48명을 계열사로 영입했습니다. 2위는 쟁쟁한 금융전문그룹사들을 제치고 42명의 인사를 영입한 삼성이 차지했습니다. 특히 삼성은 전직 관세청장, 공정거래위원회 부위원장 등 관계 기관 수장급 인사들을 영입했습니다.

금융그룹 가운데는 KB그룹에 이어 우리(37명), 하나(32명), 신한(21명) 순으로 나타났고, 재벌그룹 가운데는 삼성에 이어 한화(29명), 현대해상(29명), 롯데(21명) 순인 것으로 나타났습니다.
