요 약 
□ 사회복지시설의민간위탁은 사회서비스 제공의 근간을 이루는 운 영방식으로 자리매김하고 있지만 민간위탁 과정이 불투명하고 수 탁자 선정 기준이나 배점이 타당하지 않으며, 지도·감독 및 성과평가 등 운영과정상의 문제가 지속적으로 제기되어 왔음
□ 사회복지시설의 민간위탁 근거법령인 「사회복지사업법 시행규칙」, 「사회복지시설 관리안내」, 지자체 조례 등을 보완하여야 할 것임
◦ 근거법령은 민간위탁의 절차 및 운영 등에 관한 구체성이 결 여되어 있음
◦ 지자체 조례는 사회서비스의 특수성을 고려하지 못하고 있을 뿐만 아니라, 상위법령을 위반하는 사례가 발생하고 있음
□ 수탁자 선정에서의 투명성 및 공정성을 제고하는 방안으로 수탁자 선정기준 및 배점 등의 공개, 선정위원회 위원장을 외부위원으로 호선, 선정위원의 공무원 위원 수 제한 의무화, 선정위원 자격을 조례에 구체적으로 명시, 선정위원회 심의내용 공개 등을 검토하여야 할 것임
□ 한편, 민간위탁 운영법인의 서비스 질 강화를 위하여 시설장의 자 격기준 강화, 선정위원회 심의내용의 협약서 반영, 재계약하는 기 존 법인의 적정성 검토, 사회복지시설의 적정한 지도·점검 등에 대한 사항도 고려하여야 할 것임

1. 감사배경 및 목적
정부는 부동산(토지, 주택)의 적정한 가격을 형성하고 각종 조세와 부담금 부과 등의 형평성을 도모하기 위해 「부동산 가격공시에 관한 법률」에 따라 매년 1. 1. 을 기준으로 부동산의 적정가격1)을 공시하는 가격공시제도를 운영하고 있다.
부동산 공시가격은 1989년 도입2)된 이래 부동산 보유세 및 건강보험료 부 과 기준, 기초생활보장급여 대상 선정, 감정평가 등 60여 개 분야에서 활용하는 기준으로 조세와 부담금의 산정기준이 될 뿐만 아니라, 기초생활보장 등 다양한
복지제도의 수급자격 유무를 판단하는 기준으로 활용되어 국민 생활에 막대한 영 향을 미치고 있다.
그러나 부동산 공시가격이 실제 시세와 차이를 보이고, 부동산의 유형별․ 지역별로 공시가격의 불균형이 존재하며, 고가주택의 저평가 논란이 과세 형평 성에 대한 문제로 이어지는 등 공시가격은 물론 부동산 가격공시제도 전반에 대한
국민의 신뢰가 계속 저하되고 있는 실정이다.
더욱이 최근 부동산 시장의 과열 및 각종 부동산 대책에 따른 공시가격 상 승으로 국민의 관심이 증가하고 있으나 부동산 가격공시제도에 대한 감사는 2005년 주택가격 공시제도 도입 이후 장기간 이루어지지 않았다.
이에 감사원은 부동산 공시가격 산정의 기초가 되는 표준부동산의 선정, 공시가격 평가․산정의 적정성, 공시가격의 판단기준이 되는 자료의 정확성 등에 대한 점검을 실시하여, 현 공시제도의 문제점에 대한 개선방안을 마련하기 위해
2019년 연간 감사계획에 이를 반영하였다.

- GTX-A·B·C 노선 완공 시 시청역행 기준 4,366㎢(36.1%), 삼성역행 기준 3,243㎢(26.8%) 접근 개선
GTX 정차역을 중심으로 거주인구수와 종사자수 분포 변화를 조사하여 정차역별 특성을 고려한 교통정책 방향 제안
- (반경 1~3㎞ 이내 종사자수가 높은 정차역) 삼성역, 여의도역, 신도림역 등은 정차역과 직장까지를 연결하는 접근서비스 개선에 집중
- (반경 1㎞ 이내 거주인구수가 높은 정차역) 망우역, 연신내역 등은 정차역 개통 이후 지가 변화로 인한 주거이동 등의 변화에 대비한 정책 마련
GTX-A 노선 개통 후 정차역 주변 지역의 지가상승에 따른 거주지 이전 가능성과 통행행태 변화를 파악하기 위한 조사를 수행
- 경기지역 거주자들의 출근통행시간과 비용이 약 1.5배 이상 높은 것으로 나타났으며, 월세 세입자가 전세 세입자보다 주거비와 교통비 변동에 민감한 것으로 분석

금번 한국의 성공적인 코로나 확산 방지와는 달리 전세계적으로는 감염병 확산이 심화되고 있으며 이로 인해 국가 의료체계에 혼선을 겪는 국가 또한 증가하고 있다 특히 사전방역에 실패한 일본의 경우 대규모 확진자 발생으로
인해 응급실로 환자가 집중되면서 소위 붕괴 수준 의 의료체계 대혼란 사태를 겪고 있다
이에 코로나 이후에 팬데믹 수준의 글로벌 전염병 재유행시 국내 사전방역 실패 상황에 대비하는 차원에서 국내 의료기관 운영 현황 및 개선방안을 살펴보고자 하는 것이 본고의 목적이다
보건복지부는 의료법을 통해 민간 및 공공병원을 의료기관으로 지정하고 수가 인정 및 지원금 지원을 통해 전염병 확산 방지 및 응급의료와 같은 공공 의료를 제공하도록 하고 있으며 의료기관의 다수는 민간병원이다
이러한 민간병원 중심적인 의료서비스의 가장 큰 문제는 응급의료가 민간의 시장논리에 영향을 받는다는 것이다 다시 말해 응급의료는 고위험 저수익 분야로 응급의료서비스 질적 개선을 위한 민간병원의 자발적인 투자 및 노력을 기대하기 어렵다
이에 민간 의료기관 중심인 현행 공공의료를 공공병원 중심으로 단계적으로 확대하는 것이 바람직하다 다만 현행 국내 공공의료는 심각한 적자 누적 상황 으로 시설 노후화와 의료서비스 품질 저하 문제가 장기화되고 있는 바 공공 의료 시스템 전반에 대한 사전 개선이 요구된다
단 공공의료 확대시 정부 부처 및 지자체의 예산 집행 방식만으로는 효과적 으로 사업을 추진할 수 없는 바 등 민간 투자사업 활성화를 통한 재원 조달이 도움이 될 것으로 보인다

○ 자동차 제조사 및 그 계열사들은 종업원들을 대상으로 하는 차량을 할인하여 판매하는 사내
할인프로그램(이하 종업원 할인판매 프로그램)을 두고 있음
○ 종업원 할인판매 프로그램에 따르게 되면 종업원이 할인하여 취득하게 되는 차량의 가격이
낮게 인식되기 때문에 취득세 과세표준으로 산정되는 가격 역시 낮게 인식되어 과세가
이루어지게 됨
- 신고가격이 시가표준액보다 낮은 경우라고 하더라도 「지방세법」 제10조 제5항 및 같은
법 시행령 제18조 제3항에 따라서 법인장부에 따라 객관적 입증증거로 입증된 가격으로
인정받아 취득세 과세표준이 됨
- 한편, 취득세 과세표준에서 배제되는 거래가격으로는 법인세법상 부당행위계산부인에
따른 가격이 해당되나, 현재 종업원을 대상으로 하는 사내 차량 할인판매 프로그램 거래는
법인세법상의 부당행위계산부인으로 보지 않고 있음
○ 따라서 종업원 할인판매 프로그램 거래에서의 취득가격을 조정하기 위해서는 중고자동차
거래에 대해서 법인장부를 객관적 입증근거로 인정하지 않고자 시행령을 개정한 사례와
같이 일정의 제도적 변화가 요구됨
- 중고자동차 거래에 대해서 법인장부상 가격을 근거로 낮은 가격이 취득세 과세표준으로
인정되는 제도적 흠결을 보완하고자, 「지방세법 시행령」 제18조 제3항 제2호 단서
개정을 통하여 중고자동차 거래에 대해서는 시가표준액으로 취득세 과세표준을 결정하는
규정을 두게 되었음
- 종업원 할인판매 프로그램 거래의 경우에는 불특정한 다수인인 일반 소비자를 대상으로
하는 할인판매에서의 가격, 그리고 사내 할인판매 프로그램에서의 차량 성격들도 일부
고려하여야 함
- 따라서 중고자동차 거래에서 일괄적으로 법인장부상 가격을 객관적 입증근거에 따른
가격으로 보지 않는 것과 다르게 좀 더 복잡한 제도 변화를 가져올 수 있으므로 이에 대한
검토가 필요함
○ 한편, 종업원 할인판매 프로그램에 따른 거래로 일반 소비자들을 대상으로 하는 할인판매
프로그램 차량 가격 간의 차액이 일종의 부가급여(附加給與, Fringe Benefit)로 인식될
수도 있는 바, 장기적인 개선방향을 검토하는 측면에서 소득과세 체계에서의 개선방향을
살펴보고자 함

많은 학자들은 코로나19 팬데믹이 일시적 변화가 아닌 영구적 영향을 미칠 역사적 전환점이 될 것으로 예측한다. 사회와 경제의 많은 측면에서 ‘뉴 노 멀’이 형성될 것이란 얘기다. 세계화의 후퇴, 국가(정부) 힘의 확대, 교육과 의료 등의 디지털 전환, SNS 활성화, 재택근무 확산, 기후변화 위기 대응, 공중보건과 생명공학 투자 확대, 재정 및 금융정책의 변화 등이 거론된다.
‘사회적 거리두기’는 역설적으로 근접성과 친밀함의 지혜를 발견하게 하고 연대와 공감을 강조하는 분위기를 만들고 있다. 무엇보다 성장 강박에서벗어나 안전·건강·행복을 우선시하는 흐름이 뉴 노멀의 핵심이 되었다.
더불어 인공지능 중심의 초지능 사회와 초연결 사회로 특징되는 4차 산업 혁명이 진행됨에 따라 패러다임 전환이 이루어지고 있다. 인구구조의 변화, 저성장 및 불평등의 확대도 패러다임 전환에 압박을 가하는 전환시대를 맞 고 있다.
불확실성 시대에 시대정신을 반영한 국가비전으로서 “모두가 행복한 행복국 가”를 제안한다. 국가는 ‘행복한 가정’이 되어야 한다. ‘행복한 가정’에서는 모든 구성원이 동등하고, 서로 배려하며, 서로 협력하면서 함께 일한다.

자원개발 기본계획은 5년마다 수립하는 10년 단위의 계획이자, 국내 자원의 합리적 개발을 위한 중장기 종합 계획*으로서,

––코로나19의 전 세계적 확산으로 상당한 경제적 충격이 예상됨에 따라 우리나라를 포함한 각국은 종합적인 긴급지원
대책을 내놓고 있음. 이와 관련하여, 일차적 우선순위는 피해 사업장과 점포가 직원을 해고하거나 휴·폐업하지 않도록
고용유지보조금을 지급하고 손실을 부분적으로 보전하는 것과, 코로나19로 인해 실직, 휴·폐업한 피용자와 자영자에게
재기하기까지의 소득을 지원하는 것에 두어야 함.
––또한 감염병예방법, 사회재난 구호 관련 규정, 긴급복지지원법 상의 긴급지원 간 우선순위, 중복수급 가능 여부 등을
정리하고, 전달체계도 보강되어야 함. 재난이나 위기 상황에서 보건의료적·경제적·심리적 지원에 대한 정보에 쉽게 접근할
수 있도록 재난 관리 및 지원 통합 포털을 개설하는 방안도 검토할 필요가 있음.
––특히 외환위기와 금융위기를 전후로 자살이 크게 증가한 점을 감안하여 심리적 방역체계를 신속하게 정비하고 경제적
지원과의 연계를 강화해야 할 것임.

□(소득) 소득은 535만 8천원으로 전년동분기대비 3.7% 증가
○ 근로소득(1.8%),사업소득(2.2%), 이전소득(4.7%) 등 증가

□(지출) 가계지출은 394만 5천원으로 전년동분기대비 4.9% 감소
○ 소비지출은 287만 8천원으로 6.0% 감소, 비소비지출은 106만 7천원으로 1.7% 감소
- 식료품.비주류음료(10.5%) 증가, 의류.신발(-28.0%), 오락.문화(-25.6%), 교육(-26.3%) 등 감소

□(가계수지) 처분가능소득은 429만 1천원으로 전년동분기대비 5.1% 증가, 흑자액은 141만 3천원으로 38.4% 증가

코로나19 이후 농업‧농촌이 중요하다는 인식 커져
• 전체 응답자 중 코로나19 이후 국민경제에서 농업이 차지하는 중요성이 높아졌다고 응답한 비중은 67.6%, 농업·농촌의
공익적 기능의 중요성이 높아졌다고 응답한 비중은 69.5%, 식량안보가 중요해졌다고 응답한 비중은 74.9%였음.

도시민의 귀농‧귀촌 의향이 증가하고 농축산물 안전성에 민감해져
• 코로나19 이후 귀농‧귀촌 의향이 증가했다는 응답 비중(20.3%)이 감소했다는 응답 비중(8.2%)보다 높은 것으로
조사되었으며, 코로나19 이후 농축산물 안전성을 ‘더 고려한다’는 응답 비중이 48.6%로 높게 나타났음.

수입산 농축산물에 비해 국산 농축산물 구매량이 증가하고 외식 횟수가 크게 줄어들어
• 코로나19 이후 국산 농축산물 구매량이 증가했다고 응답한 비중은 27.1%로 감소했다고 응답한 비중(14.1%)보다 높았던 반면, 수입산 농축산물 구매량이 증가했다고 응답한 비중은 7%로 감소했다고 응답한 비중(32.1%)보다 낮았음.

• 코로나19 이후 외식 횟수가 감소했다고 응답한 인원은 전체의 79.5%로 매우 높았고, 이들은 외식 횟수(석달 평균)가 평균 63.6% 감소했다고 답했음.
코로나19 이후 도시민들은 친환경 농산물 구매량을 늘린 반면 화훼류 구매량은 줄였다고 응답했고, 코로나19가 진정
혹은 종식되는 경우 연간 농촌관광 횟수를 전년에 비해 늘릴 예정으로 나타나
• 코로나19 이후 친환경 농산물 구매량이 증가했다고 응답한 비중은 21.2%로 감소했다고 응답한 비중(8.1%)보다 높았던 반면 꽃(절화) 구매량은 감소했다고 응답한 비중은 33.2%로 증가했다고 응답한 비중(6.0%)보다 높았음.
• 코로나19가 진정 혹은 종식되는 경우 본인의 연간 농촌관광 횟수가 증가할 것이라고 답변한 비중(44.5%)이 감소할 것이라고 답변한 비중(12.9%)보다 높았음.

통계청 통계개발원(SRI, 전영일 원장)은 데이터기반 정책 활용과 통계생산방법 혁신에 필요한 연구결과(정책경제인구사회통계 분야)2019년 연구보고서 대국민 소통 활성화를 위해 실시간 온라인으로 발간한다.

 

이번2019년 연구보고서행정자료 연계활용 관련 연구 4, 데이터기반 정책 활용 연구 6, 국가통계의 정확성과 신뢰도를 향상시키기 위한 조사방법론 연구 9, 선도적이고 혁신적인 통계방법론 연구 3편 등 22편이 수록되어 있다.

 

2019년에는 공공데이터의 개발, 빅데이터의 대중화, 응답 부담 감소를 위한 행정자료 적극 활용 등 다양한 자료를 활용한 국가통계 생산 및 활용방법에 대한 연구를 선도적으로 진행하였다.

 

주택임대차정보시스템 자료를 활용한 집세 물가지수 작성방안 연구에서는 향후 임대차 신고 의무제가 도입될 경우, 주택임대차정보시스템 행정자료를 활용하여 소비자물가지수 중 집세물가지수를 대체할 수 있는지 연구하였다.

 

개인사업자(기업)의 부채와 채무불이행 특성분석에서는 민관 협력으로 개발 중인 개인사업자(기업) 부채 빅데이터와 통계기업등록부 연계자료를 분석한 결과, 기존 표본조사로는 파악할 수 없는 개인사업자(기업)의 인구ㆍ사회학적 특성, 사업자 특성, 가계부채 등을 고려한 금융활동 분석이 가능함을 확인하였다.
