I. 경제·산업동향

최근 우리경제는 코로나19의 영향으로 생산과 내수가 위축되고 고용상황이 크게 악화되고 있다. 2월 중 전산업생산, 소매판매, 설비투자 증가율이 모두 큰 폭으로 감소하는 등 코로나19 영향으로 경제활동이 위축되고 있다. 3월 고용시장은 코로나19의 충격이 서비스업을 중심으로 가시화되며 취업자 수가 큰 폭으로 감소 전환되었다. 3월 소비자 물가는 전월(1.1%)보다 소폭 낮은 전년동월대비 1.0% 상승하였다. 3월 금융시장은 코로나19로 인한 시장불안심리가 확산되면서 주가와 금리가 하락하고 원/달러 환율이 상승하였다. 3월 국제 에너지 및 원자재 가격지수는 코로나19 확산세로 세계 수요가 급감하는 가운데 재고가 빠른 속도로 증가하면서 큰 폭으로 하락되었다.

 

. 경제·산업현안

<전액공급방식 유동성 지원제도 도입의 기대효과>

한국은행은 단기금융시장을 안정시킬 목적으로 4월부터 3개월 간 전액공급방식 유동성지원제도를 도입·시행하고 있다. 동 제도는 금융시장 신용경색 완화, 통화정책의 유효성 유지뿐만 아니라 부수적으로 공공기관의 자금조달여건 개선과 증권사 재무구조 개선 유도의 효과도 기대된다.

<코로나19 확산 이후 카드사용을 통한 소비지출 동향>

코로나19 확산 이후 카드승인내역을 통해 소비위축 정도를 살펴본 결과, 코로나19가 본격적으로 확산되기 시작한 3월의 카드 승인금액이 66.5조원으로 전년동월대비 4.3% 감소하였다. 업종별 도소매업과 보건업 및 사회복지서비스업을 제외한 업종에서, 지역별로는 서울과 전남 지역을 제외한 지역에서 카드승인액이 감소하였다.

<코로나19 확산 전후 미세먼지 현황 및 개선요인 검토>

코로나19의 영향이 본격화한 3월의 미세먼지 개선효과가 뚜렷하여, 월별 미세먼지 발생 요인에 대해 검토한 결과, 코로나19에 따른 국내외 생산활동 위축, 기상상황, 정책효과 등 복합적인 요인에 의한 것으로 추정된다.

 

. 경제·산업이슈

<재정조기집행의 경제적 효과 분석>

정부는 2004년 이후 불확실성 완화, 민간의 소비와 투자의 촉진, 예산 불용의 최소화 등을 목표로 조기재정집행을 실시하고 있다. 그러나 하반기 경기충격에 대한 재정 대응력 약화, 사업추진 준비의 미흡 등으로 경제적 효과의 감소에 대한 우려도 상존하고 있다. 이에 본 분석에서는 주요국을 대상으로 한 패널분석과 거시모형을 통한 정책시뮬레이션을 통해 경제적 효과를 추정해 보았다. 패널분석의 결과, 재정조기집행이 국내총생산의 재정지출 탄력성에 긍정적 영향을 미칠 수 있으나 그 영향의 크기는 제한적인 것으로 나타났다. 거시계량모형을 통해 추정한 재정조기집행의 경제적 순효과도 긍정적이나 약 3%의 불용률을 감안할 때 그 효과는 제한적일 것으로 보인다. 따라서 조기재정집행이 소기의 성과를 달성하기 위해서는 사업계획의 내실화, 집행효율성의 제고 등이 필요해 보인다.

<가계 소득 및 자산분포의 국제 비교>

지속가능성장에 대한 고민과 함께 포용적 성장에 대한 관심이 높아지면서 사회경제적 불평등에 대한 논의가 활발해지고 있다. 특히 Piketty(2014)에 따르면 자본수익률이 경제성장률을 지속적으로 상회함에 따라 자본(자산) 축적이 빨라져, 가계자산 격차에 따른 가계경제수준의 격차 또한 심화될 수 있다는 우려가 대두되었다. 본 고에서 실제 데이터를 분석한 결과, OECD 국가의 가계자산분포 분석을 보더라도 한국을 비롯한 모든 OECD 국가에서 자산은 소득보다 상위집단에 집중된 정도가 훨씬 심하게 나타난다. 가계의 경제수준은 가계의 일반적인 소득과 더불어 가계가 보유한 자산으로 부터 발생하는 부의 효과(wealth effect)로 인해 격차가 심화될 수 있다는 관점에서 볼 때, 가계소득에 초점이 맞춰진 현재의 재분배정책으로는 가계경제의 불평등을 해소하기에 한계가 있다. 소득 외에 자산이 가지는 부의 효과(wealth effect)를 함께 고려한 가계경제 불평등 해소 전략이 필요하다.

지금까지 우리사회에서 주로 비정규직에 대한 관심이 높았던 반면 정규직이 어떤 의미로 사용되는지에 대해서는 관심이 부족했습니다. 그 결과로 정부의 공식적 의미와 현실적인 사람들의 인식 간에 차이가 생겼고 이것이 ‘정규직화’ 정책 관련 갈등의 원인 중 하나로 작용했습니다.

본 연구는 정규직이라는 용어와 개념의 불명확함으로 인해 우리 사회에 혼란과 갈등이 발생하고 있다는 점을 밝히기 위한 목적으로 수행됐습니다. 정규직 및 비정규직 용어의 연원 및 의미, 공식 통계의 문제, 모호한 정의에 따른 혼란 등을 짚어본 뒤 2020년 3월 한국리서치에 의뢰해서 실시한 정규직에 대한 인식조사 결과를 분석했습니다.

□ 우정사업본부가 수행하는 우정사업의 3대 영역인 우편, 예금, 보험 중에서 우편사업의 경영수지 적자가 문제임
◦ 우편사업의 주요 수입원인 일반통상 우편물 이용량이 급감하 고 택배 시장의 경쟁이 심화되어 우편사업 수익이 정체되고 있는 반면, 인건비・운영비 등은 매년 증가하고 있음
◦ 그 결과 우편사업 경영수지가 2011년부터 2019년까지 연속 적자이며 적자액도 439억 원에서 1,115억 원으로 확대됨
□ 이러한 상황에서 우정사업본부가 추진 중인 적자 개선 대책은 우편 사업의 공익적 기능을 약화시킬 우려가 있음
◦ 공무원 감축과 우체국 통폐합 같은 비용절감형 대응은 우편서 비스의 보편성・안정성을 약화시키고, 전국적인 물류망을 기 반으로 하는 우체국의 공익적 역할 수행 능력을 위축시킴
□ 따라서 우편사업의 경영 효율성과 공익성을 균형적으로 달성하는 근본적인 대안 모색이 필요함
◦ 우편사업의 경영수지 적자 보전을 위해 우체국예금사업의 이익금 활용을 확대하는 방안을 검토해 볼 수 있음
◦ 우편사업 수행에 부족한 재원은 일반회계로부터의 전입을 통 해 확보하는 방안을 고려해 볼 수 있음
◦ 공익성 실현에 필요한 적정 규모의 우체국 유지를 위해 국가・ 지자체의 적극적인 비용 부담 방안을 고려해 볼 수 있음

□ 조손가정에 대한 정부 지원 정책이 미흡할 뿐 아니라, 복지 서비스 를 적절하게 연계시키는 조치가 이루어지지 않고 있음
◦ 고연령 조부모와 저연령 손자녀로 구성된 조손가정의 경우 정보 습득 및 온라인 복지 서비스 신청 등이 용이하지 않을 수 있음
□ 미국은 친족 양육 가정을 위한 네비게이터 프로그램을 운영하여 조손가정의 복지 서비스 연계를 활성화하고 있음
◦ 친족 아동을 돌보고 있는 양육자에 대한 추가 지원 정책의 일 환으로 조손가정 등에 네비게이터(안내자)를 지원하여 조손 가정에 필요한 복지 서비스 등을 안내・연계하며 향후 필요 서비스에 대한 욕구 등을 파악하고 있음

■ 환경오염 비용 대비 조세부담의 중립화
○ 분석 결과에 따르면 자동차의 분류 및 용도를 불문하고 휘발유 자동차 대비 타 유종 자동차의 대기오염 환경비용 대비 조세부담이 낮으며 따라서 조세부담을 중립화시킬 필요성이 존재
- 한 예로 승용자동차의 경우 대기환경 오염비용 대비 휘발유 > LPG > 경유의 순으로 조세를 부담
- 이는 경유 > LPG > 휘발유 순으로 자동차세(소유분)의 강화가 필요하다는 것을 의미하며 승합 및 화물자동차에서도 유사한 조치가 요구
· 현행 유종별 유류세율 설정 방식은 대기환경 오염물질을 상대적으로 많이 배출하는 경유자동차에 가장 친화적인 구조
- 즉 휘발유 대비 타 유종 자동차의 자동차세 강화를 통한 조세부담의 중립화가 요구되며,
유종별 자동차 조세부담의 중립화를 통한 외부효과의 내부화가 가능
