통계청은 3.11.(수) 「2020년 2월 고용동향」을 발표하였다.

- 15~64세 고용률(OECD비교기준)은 66.3%로 전년동월대비 0.5%p 상승했고, 청년층(15~29세) 고용률은 42.9%로 전년동월과 동일함.

- 실업률은 4.1%로 전년동월대비 0.6%p 하락했고, 청년층(15~29세) 실업률도 9.0%로 전년동월대비 0.5%p 하락함.

- 취업자는 2,683만 8천명으로 전년동월대비 49만 2천명 증가함.

통게청의 <2019년 출생·사망통계 잠정 결과>에 따르면, 2019년 출생아 수는 30만 3천명, 합계출산율은 0.92명으로 통계 작성 이래 최저치를 기록했다. 우리나라의 저출산·고령화 속도는 세계에서 가장 빠른 수준. 생산연령인구 감소와 절대인구감소는 피할 수 없는 현실이자 미래다. 인구감소에 대한 적응력 강화와 합계출산율 추가하락 억제를 위한 현실적 정책 모색이 필요하다. 세대별 고용정책이나 국내외 인력자원 확보와 같은 적응력 강화 정책, 노동 생산성 향상을 위한 산업구조 개편 등을 적극적으로 추진하고, 결혼·출산에 장애가 되는 제도적 문제를 개선하고 사회 경제적 인프라를 조성해야 한다.

부는 지난 35 2020도 제1회 추가경정예산안을 국회에 제출하였습니다. 최근 코로나19로 인하여 국민 불안이 심화되고, 민간 경제활동이 급속히 위축되는 등 민생경제여건 전반의 어려움이 확대되는 상황에서 그 파급영향을 최소화하고 국민피해를 조기에 회복시키기 위하여 제출된 것입니다.

 

이번 추가경정예산안은 국세수입 감액경정 3.2조원과 세출확대 8.5조원 등 총 11.7조원 규모입니다. 정부는 코로나19 및 경기침체 등으로 국세수입 결손이 예상됨에 따라 국세수입 감액경정 통해 이를 보전하였습니다. 아울러, 감염병 방역체계 고도화에 2.3조원, 소상공인기업 회복 지원에 2.4조원, 민생고용안정 지원을 위해 3.0조원, 침체된 지역경제권을 살리기 위하여 0.8조원을 추가적으로 지출할 계획입니다.

 

한편, 추가경정예산안의 재원은 한은잉여금 0.7조원, 기금여유자금 등 0.7조원, 국채발행 10.3조원으로 이루어지는 만큼 재정건전성 악화는 불가피해 보입니다. 국가채무는 815.5조원으로 GDP대비 40%를 넘어서며, 관리재정수지 또한 2020년 본예산에 비하여 10.5조원 악화될 것으로 전망됩니다. 한정된 재원 속에서 재정의 건전성과효율성을 높이기 위한 방안을 강구할 필요가 있을 것입니다.

 

국회예산정책처는 추가경정예산안에 대한 심도 있는 국회 심사를 지원하기 위하여 2020년도 제1회 추가경정예산안 분석을 발간하였습니다. 본 보고서는 총 2으로 구성됩니다. 1장에서는 추경의 편성 요건재원 및 재정건전성국세수입 감액경정 규모경제적 효과 등에 대한 총괄적인 분석을 담고 있으며, 2장에서는 총 8개 부처에 편성된 42개 개별사업들에 대하여 사업의 시급성과 연내 집행가능성, 효과성, 예산규모의 적정성 등을 심층 분석하였습니다.

1인 가구의 증가와 정책대응 (산업연구원)

 

 

우리는 주위에서 흔히 혼자 사는 사람들을 본다. 배우자를 사별한 노인, 20~30대 청년층뿐 아니라 40~50대 장년층도 만혼과 비혼 그리고 이혼 등으로 혼자 사는 사람이 많다. 이러한 경향은 통계로도 확인이 가능하다. 1인 가구의 구성비는 2000년 기준 15.5%에서 2019년에는 약 2배 수준인 29.6%로 빠르게 증가하였다. 그 결과, 2015년부터는 1인 가구가 2인 가구를 제치고 제1의 가구 형태가 되었다. OECD 주요 선진국의 경험(핀란드 41.0%, 독일 37.3%, 일본 34.4%, OECD 30.7%, 2015년 기준)을 보면, 1인 가구는 향후에도 계속 증가할 것으로 예상된다. 그러나 그동안 정부정책은 3~4인 가구(부부+자녀) 중심으로 짜여 있고, 저출산 정책에 집중하는 과정에서 1인 가구에 대해서는 관심을 덜 둔 것이 사실이다. 

 

1인 가구의 연령대별 규모를 보면, 전체 598만 가구(장래가구추계, 2019년 기준) 중 청년층(20~30대)이 208만 가구, 중장년층(40~50대)이189만 가구, 노년층(60대 이상)이 201만 가구를 차지한다. 성별로 보면(인구총조사, 2018년 기준), 남성이 290만 가구, 여성이 294만 가구로서 비슷한 숫자이다. 1인 가구 비중증가에 대한 기여도를 분석을 해보면, 노년층은 고령화로 인한 인구증가가 주요 원인이나 청장년층은 인구 외적 요인(만혼, 비혼, 이혼 등)에 기인하는 바가 크다. 

1인 가구의 소득(연간 2,116만원)은 전체 가구 평균(5,828만원)의 절반에도 미치지 못하지만 가구원수를 조정한 균등화 처분가능소득은 1인 가구가 30~40대에서는 다인 가구보다 오히려 높은 특징을 보이고 있다. 1인 가구는 44.5%가 무직가구이다. 

1인 가구의 증가는 대부분 선진국에서 나타나는 일반적인 현상이다. 국가별 정책은 혼자 사는 1인 가구의 특성을 반영한 
① 주거정책(싱글 룸, 코 하우징, 60세 이상 보호주택[공동라운지, 세탁실, 사회적 유대 유지 프로그램] 등), 
② 돌봄 정책(간병, 간호지원, 가정도우미 제도 등), 
③ 사회적 관계형성 지원(공공
기관, 노인관련 기관, 협회 등이 협업하여 1인 가
구의 사회적 관계형성 지원 등), 
④ 안전정책(여성 전용택시, 자원봉사자가 노인·장애인에게 정기적 전화, 방문 등) 

등으로 유형화할 수 있을 것이다. 특이한 것은 미국은 과세상의 차별을 제한하기 위하여 미혼 독신자가 동일한 과세소득이 있는 기혼 부부에 대한 세액의 120%를 초과하지 못하도록 한 규정이다

- 어린이(23.5% ), 사업용차량(15.4% ), 음주운전(14.7% ) 등 사망사고 크게 감소 -

- 7년 연속 감소세 유지, 최근 2년간 크게 감소(연평균 10.5%) -

 

2019년도 교통사고 사망자는 3,349으로, 전년 대비 11.4% 감소하였으며, ‘02(10.8%) 이후 첫 두 자릿수 감소율(11.4%)을 보인 것으로 집계되었다.

 

국토교통부(장관 김현미) 찰청(청장 민갑룡)2019년도 교통사고 사망자는 전년 대비 11.4%(‘183,781), 2년전 대비 20%(‘174,185) 감소하는 등 최근 2년간 높은 감소세를 보였다고 밝혔다.

특히, 전년에 비해 어린이(8, 23.5%), 사업용차량(115, 15.4%), 음주운전(51, 14.7%) 보행자(185, 12.4%) 등 사망사고가 감소한 것으로 나타났으며,

 

2019년 발생 사고건수는 229,600건으로 2018(217,148)과 비교하여 5.7%(12,452) 증가, 부상자는 341,712명으로 2018(323,037)과 비교하여 5.8%(18,675) 증가하였다.

 * 경제활력 제고와 민생안정 도모를 위하여 국고보조금은 지속적으로 증가 (2018년 67조 원, 정부지출의 15% 이상)하고 있으나 그와 동시에 부정수급과 효과성 논란 등에 관한 문제 제기도 계속되고 있다.
- 이에 각 부처는 보조사업에 대한 자체 점검을 실시하고는 있으나 부정수급액을 시정하는 데 그치고 있을 뿐, 은밀화․지능화되고 있는 범죄행위를 적발하여 엄벌하고 재발을 방지하는 조치는 미흡한 실정이다.
- 따라서 국고보조금의 지원ㆍ집행 과정에서 발생할 수 있는 공직자의 이권 개입ㆍ구조적 비리 등을 적발함으로써 정부재정지원의 건전성과 공직기강을 확립하고자 2019년도 연간 감사계획에 반영하고 이번 감사를 실시하게 되었다.

○2019년 남북한 인구의 평균수명(출생시점의 기대수명)은 10년 이상 차이가 있으며, 북한의 영아사망률3은 13.0으로 남한 2.0의 6.5배임

남북한 보건의료 수준의 현격한 차이는 민족공동체 회복과정에서 그리고 통일이후 사회통합과정에서 큰 부담이 될 것임
○대북제재가 엄격하게 시행되고 있는 현 상황에서도 이행 가능한 인도적인 차원의 보건의료 협력을 통해 실마리를 찾아볼 필요가 있음
• 신종 코로나바이러스(COVID-19) 감염증의 세계적 확산을 계기로 남북이 보건·환경 공동체임을 재인식하여 남북관계에 접근할 필요성이 제기되고 있음
○2020년 2월 17일 유니세프는 북한을 비롯한 동아시아 국가들이 신종 코로나바이러스 예방 관련 물품 지원을 요청하였다고 밝힘
○단기적으로는 마스크ㆍ손소독제, 의료진을 위한 보호용품(보호복과 장갑, 보안경 등), 진단 키트의 지원을 고려해 볼 수 있음
○ 중·장기적으로 남북 보건의료 협력 관련 법률 제정을 추진할 필요가 있음

지원하는 방안과 

 

- 소상공인이 임의가입 방식으로 가입할 수 있는 고용보험의 경우에는 소상공인의 고용 보험 가입을 촉진하기 위한 방안을 고려할 수 있다.

 

* 프랑스 사례를 참고할 수 있는데, 프랑스는 「자신의 직업적 미래를 선택한 자유를 위한 법률」7)을 제정하여 2018년 10월부터 노동자의 고용보험 기여금을 없앴을 뿐만 아니라, 2019년 1월부터는 자영업자 실업급여의 재원을 조세만으로 충당하도록 하였 다. 이에 따라 프랑스의 노동자와 자영업자는 고용보험료를 납부하지 않아도 고용보험의 혜택을 받을 수 있게 되었다.

 

우리나라도 국가재정 상황 을 고려하여 점진적으로 노동자뿐만 아니라 소상공인을 포함한 자영업자의 고용보험료 부담을 줄이고, 장기적으로는 면제하는 방향으로 나아갈 필요가 있다.

 

* 국가가 기준선의 복지를 보장하고 기업은 세금만 제대로 내는 것이 좋을 시스템일수 있다고 생각됨
