○ 2019년 3월 26일 「액화석유가스의 안전관리 및 사업법」제28조가 폐지되어 일반인들도
LPG 차량을 자유롭게 구매·소유할 수 있게 됨
- LPG 차량은 타 화석연료 차량에 비해 발생시키는 초미세먼지가 적어 미세먼지 저감 정책의
일환으로 LPG 차량 소유를 장려하기 위한 규제완화 조치임
· 리터당 PM2.5 초미세먼지 발생 환경비용 (연료별 차량): 휘발유 –64원, 경유 -19,148원, LPG -0원
- <표 1>에서 제시된 바와 같이 과거 LPG 차량 소유는 부탄의 안정적인 공급과 안전관리를
위하여 특정인을 대상으로 소유와 사용을 규제하였으나, 시간이 지남에 따라 그 사용
범위를 점점 확대시켜 왔음

 

■ LPG 차량 규제완화 효과 실효성
○ LPG 차량에 대한 주행세 부과를 논하기 이전에 LPG 차량 소유에 대한 규제완화가 LPG 차량
판매로 이어졌는지에 대한 사실 판단이 필요함
○ 자동차 등록대수 및 신차대수에 대한 통계분석에서 규제완화 이후 LPG 차량의 등록대수가
0.3%가 증가하였으며, LPG 신차대수 기준으로 30%로 증가하였다고 나타남
- 본 분석(<표 4> 참조)은 2015년 1월~2019년 9월까지 월별 데이터를 이용한 회귀분석의
결과로 도출된 것임
- 규제 완화 이후 효과를 측정할 수 있는 데이터 기간이 짧은 한계가 있으나, 단기적으로 LPG
차량 증가가 통계적으로 유의미한 효과를 가지고 있음

 

■ LPG 차량 주행세 부과에 대한 장기적 전망
○ LPG 차량의 경제성으로 인해 LPG 차량 점유율이 지속적으로 증가할 수 있으나, 향후 자동차
시장에서 일어나는 시장 변화를 모니터링하여 정책적 판단을 하는 것이 요구됨
○ LPG 에너지 사용이 점차 감소하는 추세에 있으므로, 향후 감소 추세가 유지된다면 LPG
차량에 대한 주행세 부과가 <표 5>에 나타난 세수를 하회할 가능성도 존재함
- 장기적으로 보면 수송 에너지별 소비량 추이를 보면, 2010년 이후 휘발유 평균 소비량은
1.58% 상승, 경유 3.11% 상승, 전기 3.88% 상승, 신재생 8.47% 상승이나 LPG만이 4.43%
감소하고 있음
○ 새롭게 부흥하고 있는 전기차 및 친환경에너지 자동차 시장의 변화도 LPG 차량 보유에 영향을
미칠 것으로 예상되며, 향후 LPG 차량 충전소 확산 여부도 눈여겨보아야 할 부분이라고
사료됨

대형 국책사업의 종합사업관리 문제점과 대응 방안 3

정부 주도의 대규모 건설사업들은 대부분 다수의 단일사업들(projects)이 복합적으로 구성
된 종합사업(Program)인 경우가 많은 반면, 종합사업관리 체계를 적용하기 위한 법적인
근거가 부족하여 대규모 건설사업의 기획과 관리에 어려움을 겪는 경우가 많음.
- 대규모 예산이 투입되는 사업이지만 사업관리 기능 부족으로 초기 계획에 실패하고 최적의 조건으로
사업을 수행하지 못함으로써 예산 낭비뿐만 아니라 사업수행으로 기대한 사회·경제적 효과를 상실함.
- 단일사업에 대응하는 「건설기술진흥법」상의 건설사업관리와 달리 종합사업관리는 복합적인 다수의 사업
이 혼재된 사업에 대응하는 체계이지만 법적인 근거가 없어 발주청이 이를 활용하지 못하고 있음.
- 대규모 건설사업의 원활한 기획과 관리가 이루어지지 않을 경우, 해당 사업이 지연되고 적절한 발주가
이루어지지 않아 국내 건설시장에도 악영향을 끼침.

 

단일 건설사업을 대상으로 하는 건설사업관리와 다수의 복합사업으로 구성된 종합사업관
리는 기능적인 면에서는 유사한 면이 있으나, 사업관리 대상이 다르기 때문에 본질적으로
다른 업무임.
- 건설사업관리는 특정 단일사업의 계획과 실행을 관리하는 업무로서 계약자를 직접적으로 관리하지만,
종합사업관리는 다수의 복합사업을 계획하고 관리하는 업무로서 상위의 관리 활동이기 때문에, 단위사
업의 성패보다 전체 사업의 성패에 초점을 맞춘 활동을 하는 것임.
- 건설사업관리는 실행에 해당하는 시공 단계에 초점을 맞추는 반면, 종합사업관리는 전체 사업의 방향성
과 원활한 수행을 가능하게 하는 기획과 계획 단계에 더 초점을 맞추고 있음.
- 종합사업관리는 각 단위사업의 진행 상황을 종합적으로 분석하고 단위사업 간의 이해충돌 등을 조정· 관리하는 역할을 수행함.

 

기존의 국책 대형 사업에도 종합사업관리가 적용된 사례들이 있지만, 제도적인 뒷받침이 없어 적용상에 많은 애로사항이 있었음.
- 사업의 원활한 추진을 위해서는 종합사업에 대한 전문적인 사업관리 역량이 필요하지만, 정부의 발주
조직은 주로 공무원으로 구성되어 그 전문성을 보완할 필요가 있음.
- 대형 국책사업의 목적을 원활하게 달성하고 효과적으로 수행하기 위해서뿐만 아니라, 사업수행을 원활
하게 함으로써 발생하는 건설 물량과 국가경제 관점의 이익을 위해서도 종합사업관리의 도입이 필요함.
- 정부가 수행하는 대다수의 대규모 사업들은 복수의 사업들로 구성된 종합사업임에도 불구하고, 그 전문
역량을 확보하기 위한 제도적 뒷받침이 없어 이에 대한 보완이 필요함.

 

단일사업과 구분되는 종합사업에 대한 이해도를 높이고, 종합사업관리를 법제화함으로써 대형 국책사업에서 이를 도입해 효과적으로 사업을 수행할 수 있는 기반을 마련해야 함.
- 종합사업과 종합사업관리에 대한 개념을 「건설산업기본법」상에 도입하고, 그 세부적인 사항들에 대해서
는 「건설기술진흥법」에서 다룸으로써 최소한의 발주 근거를 마련해야 함.
- 종합사업관리는 사업의 특성을 고려해서 그 적용 방법을 결정해야 하므로, 그 적용 방법과 관련해서는
법적으로 정하는 것보다는 해당 사업에 대한 분석을 통한 전문적인 종합사업관리 전략하에서 실행하는
방향으로 가는 것이 적절함.

주택 공시가격은 정부가 매년 주택의 적정가격에 대해 평가하여 발표하는 것으로
주택분 보유세(종합부동산세 및 재산세)의 과세표준으로 활용되어 세수에 직접적 영향
- ‘적정가격’ 이란 통상적인 시장에서 정상적인 거래가 이루어지는 경우 성립될 가능성이 가장
높다고 인정되는 가격1)

 

2020년 공동주택 공시가격은 정부의 공시가격 시세반영비율* 차등 인상 등으로 시세
9억원 이상의 고가주택을 중심으로 상승
- 시세상승률은 저가주택에 비해 고가주택에서 높은 상승세
- 「2020년
부동산 가격공시 추진방안」(’19.12.17)에 따르면, 정부는 2020년 고가 공동주택
중심의 시세반영비율 인상폭을 확대
•정부는 고가주택이 중저가 주택에 비해 시세반영비율이 낮은 현상을 역전시키는 정책 추진
•(9억원 미만) ’19년 68.4% → ’20년 68.1%, (9억원 이상) ’19년 67.1% → ’20년 72.2%
* 시세반영비율 = 공시가격/시세 × 100(%)

 

공시가격 제도는 본래의 취지에 맞추어 운영할 필요
- 정부는 공시가격의 시세반영비율이 낮고 가격대별 불균형이 존재한다는 문제의식 하에
시세반영비율 차등 인상

통계청은 6.18.(목) 「2019 한국의 사회지표」를 발표했다.

- (인구) ▲ 2019년 합계 출산율은 0.92명으로 전년에 이어 2년 연속 1명 미만을 기록함 ▲ 총인구는 5,171만 명이며, ‘28년에 5,194만 명으로 정점을 찍은 후 감소할 것으로 전망됨.

- (가구·가족) 2018년 가구당 평균 가구원 수는 2000년 대비 0.68명 감소한 2.44명임.

- (건강) 2018년 우리나라 국민의 기대수명은 82.7년, 건강수명은 64.4년임.

- (교육·훈련) 2019년 초등학교 교원 1인당 학생 수는 14.6명으로 2000년 대비 절반 수준으로 감소함.

- (노동·여가) 2019년 취업자의 주 평균 취업시간은 임금·비입금 근로자 모두 전년 대비 감소함.

- (소득·소비·자산) 2019년 가구 평균 순자산액은 전년 대비 2.7% 증가한 3억 5,281만 원임.

- (주거) 2019년 최저 주거기준을 충족하지 못하는 가구 비중은 5.3%임.

 사회보장정책 분석 (국회예산정책처) 보고서 다운로드

 

 

 

정부는 2019년에 2차 사회보장기본계획(2019~2023)을 통하여 고용교육, 소득, 건강, 사회서비스 등 4개 핵심 분야에 12대 중점 추진과제를 제시하고, 5년 간 332.1조원의 재정투자를 계획하는 등 사회보장제도의 보완과 강화를 추진하고 있다.

본 보고서는 이러한 상황을 고려하여 우리 정부가 추진하고 있는 사회보장정책의 현황과 그 개선방향을 살펴보고자 하였다. 재정적 지속가능성, 대상의 포괄성, 전달체계의 효율성 및 사업의 효과성 등을 기준으로 하여 소득보장, 고용, 사회서비스, 건강, 주거 및 교육 등 각 분야에서 추진되고 있는 사회보장사업과 사회보장제도 전반의 주요 쟁점을 검토하였다.

분석 결과, 우리나라의 사회보장 정책 및 사업에 대하여 다음과 같은 시사점을 확인할 수 있었다. 우리나라의 사회보장지출은 정부 총지출의 증가를 상회하는 수준으로 증가하고 있으며 OECD의 다른 국가와 비교하더라도 그 증가추세가 빠른 편인데, 향후에도 고령화 및 사회보장제도의 성숙 등에 따라 그 증가세가 지속될 것으로 예상되므로, 사회보장지출 증가에 대응하여 재원 마련과 관련한 사회적 합의를 이끌어 낼 필요가 있다. 사회보험의 경우 전반적으로 재정상황이 악화되어 국가재정에 부담을 지우고 있으나 그 재정전망은 사회보험별로 실시되고 있어 사회보험 전체의 재정상황에 대한 통합적인 진단 및 대응이 어려우므로, 재정 현황 및 전망에 대한 통합적 관리를 모색할 필요가 있다. 또한, 사회보험에서는 미가입, 적용제외, 보험료 장기체납, 보험사고 은폐미보고 등에 따라 사각지대가 발생하고 있으므로, 가입대상 확대, 보험료 지원, 은폐 및 미보고에 대한 적발률 제고 등 각 제도별로 적절한 대응방안의 마련이 필요하다. 나아가 최근 사회보장이 확대되면서 부정수급, 부당청구 등이 증가할 소지가 있는데, 기초생활보장, 노인장기요양 등에서 실제 적발사례가 증가하는 추세에 있으므로, 서비스 제공기관 관리감독 체계의 개선, 철저한 수급자 관리 등에 노력할 필요가 있다. 한편, 분야별로는 생계급여 장기수급자에 대한 지원 대책 마련(소득보장 분야), 노동시장의 구조 변화에 대응한 장기적인 일자리 정책(고용 분야), 요양병원과 장기요양시설의 효율적 역할분담(사회서비스 분야), 의료비 지출 증가속도 관리(건강 분야), 주거복지의 실질 혜택규모에 대한 형평성 제고(주거 분야), 교육영역별 재정 배분과 교육 수요 변화의 부합 여부에 대한 검토(교육 분야) 등이 향후 사회보장정책의 운용과 관련하여 고려할 사항으로 확인되었다.
