요 약
□ ‘과수(果樹)의 구제역’으로 불리는 과수화상병(果樹火傷病)은 치
료제가 없어 매몰방제가 최선인 세균병으로, 2015년 이후 충남・
북, 경기지역 사과, 배 농가에서 매년 재발하고 있음
◦ 정부의 조기 예방 방제조치에도 불구하고 과수화상병이 올해
도 기 발생지역을 중심으로 빠르게 확산하고 있어 ‘코로나19’
대응과 소비 위축으로 어려워진 과수산업계의 피해로 이어지
고 있음
□ 이에 본 보고서는 과수화상병의 재발 현황과 방제 및 관리체계의
문제점과 한계를 살펴보고, 과수화상병 확산 저지와 과수산업 피
해 최소화를 위한 과제를 제시함
◦ 과수화상병 방제 및 관리체계의 문제점으로는 공적방제 차원의
매몰기준이 엄격히 적용되지 못한 점, 예방방제의 효과가 낮은
점, 연구・개발 기반이 부족한 점, 식물방역 총괄조직 부재, 관계
부처 간, 민관 간 협업체계가 구축되지 못한 점 등을 들 수 있음
◦ 과수산업의 피해 최소화를 위한 장단기 과제로 매몰‧방제기준
의 일관성 확보, 역학조사결과에 기반한 예방적 방제체계 구축,
방제기술 연구 개발 기반 마련, 총괄 및 식물방제전담기관 마
련, 발생지역 및 미발생지역의 피해 최소화 방안 마련, 손실보
상금 기준 현실화, 대체작물 등 발생지역 과수산업 지원을 위한
지방자치단체와 과수산업계의 거버넌스 구축 등을 제안함

서울시, 산업·특정개발진흥지구 제도 정비로 사업추진 가속화, 지구·전용 지원 확대 필요

2010년부터 지정된 산업·특정개발진흥지구의 성과 진단이 필요한 시점

서울시는 특정 지역에 밀집한 서울형 전략산업과 첨단산업을 활성화할 목적으로‘산업 및 특정개발진흥지구’(이하 진흥지구) 제도를 운영하고 있다. 진흥지구 제도는 서울의 대표적 산업클러스터 정책으로, 산업활성화 지원(프로그램 지원, 융자지원, 세제 감면)과 도시계획 인센티브 지원(건폐율, 용적률, 높이제한 완화)이라는 두 종류의 정책 지원이 결합된 강력한 지원 제도이다.

진흥지구는 2010년 상반기에 선정되기 시작하여 2020년 1월 서울시내 총 12개의 진흥지구가 선정되어 있다. 12개 진흥지구 중 6개 지구가 중앙정부 이관 또는 사업 보류 중이다. 현재 종로 귀금속지구, 성수 IT지구, 마포 디자인출판지구, 동대문 한방지구, 중랑 패션봉제지구, 중구 인쇄지구 등 6개 진흥지구에서 사업이 순차적으로 진행되고 있다.

진흥지구 제도는 지난 십여 년 동안 여러 정책 조정을 거쳤다. ‘산업 및 특정개발진흥지구 지정·운영계획’(2007. 11)에서 처음 구체화되었고, 이후 ‘산업뉴타운 프로젝트’ (2009년)를 거쳐 지역개발 정책 위주에서 민간 산업공동체 중심의 산업활성화를 강조한 ‘산업 및 특정개발진흥지구 활성화 추진계획’(2012. 8) 등으로 몇 번의 정책 조정을 거쳤다. 진흥지구가 처음 선정된 후 10년이 지난 지금, 진흥지구의 실제 상황 진단이 필요한 시점이다.

진흥지구, 앵커시설 조성·운영 활성화…나머지 사업은 자치구별로 달라

진흥지구 운영 실태는 지구 지정 고시 이후 진흥계획 수립, 지구단위계획 수립, 앵커시설 개관 등으로 살펴볼 수 있다.

먼저 권장업종 활성화를 목적으로 자치구가 수립하는 진흥계획을 살펴보면, 6개 진흥지구 중 5개 지구에 진흥계획이 수립되어 있었다. 진흥계획 수립 소요기간은 초기 3년에서 약 1년으로 단축되어 사업 추진 속도가 빨라졌지만, 이미 계획기간이 완료된 후에도 후속계획의 수립은 이루어지지 않고 있었다.

둘째, 지구단위계획 수립과 적용 현황을 살펴보면, 6개 지구 중에서 종로 귀금속과 마포 디자인출판만 지구단위계획을 수립한 실정이다. 마포 지구는 권장업종 시설 대상 도시계획 완화 조치와 함께 본래 목적에 사용될 수 있도록 건물주와 상호협약 준수와 모니터링 체계를 구비하고 있었다. 현재 마포 지구는 용적률 완화 1건으로 산업공간을 498.64㎡ 확보할 예정이며, 부설주차장을 완화해 공공 임대공간(임대료 시세 60%, 61.94㎡)을 확보한 상태다.

650곳 공원으로 새단장 실효부지는 난개발 가능성 낮아

 

정부, 지자체, 시민이 힘을 모아 사라질 위기에 처한 서울시 면적 절반(310) 규모의 공원 부지를 지켜냈다.

 

ㅇ 오는 71일이면 20년간 조성되지 않은 공원이 자동 실효될 예정인 가운데, 실효 대상 368(`18.1월 기준) 84% 310의 부지가 공원으로 조성되거나, 공원 기능유지하게 됐다.

 

이는 정부와 지자체, 시민 등 다양한 주체공원조성보전을 위해 노력한 결과다.

 

ㅇ 실효가 도래한 368를 최대한 공원으로 조성하기 위해 정부는 지난 ‘184’195, 두 차례 대책을 통해 반드시 공원으로 조성해야할 공원 부지를 선별(우선관리지역)하고, 지자체에 대한 재정지원을 최초로 시작했다(지방채 이자지원).

 

-도시재생, 지역개발사업 등 국고사업과 연계한 공원 조성 방안을 추진하는 한편, LH 토지은행에서는 지자체를 대신해 부지를 매입하는 등 적극적인 지원에 나섰다.

 

지자체지방채를 발행하고 ‘18년 선별한 우선관리지역보다 많은 공원 조성사업에 나서는 한편, 지역주민·환경단체 등과 민관 거버넌스를 구성해 다양한 의견을 수렴하고 협력하는데 앞장섰다.

 

확정된 공원사업이 완료되면 전국 650곳의 공원이 새롭게 조성되고, 1인당 공원면적은 30%(현재 10.1㎡ → 13.0) 증가할 것으로 예상되며, 공원 조성유지를 합쳐 총 1,500만 그루의 나무 조성효과연간 558미세먼지 흡수효과를 가져올 것으로 기대된다.

재정활동의 성과관리체계 평가

 

 

우리나라의 세입여건은 성장잠재력 약화와 경제활력 둔화 등으로 인해 녹록치 않은 반면, 인구구조의 변화 등에 따라 세출소요는 지속적으로 증가할 것으로 전망되고 있다. 이에 정부는 2019년에 발표한 국가재정운용계획에서 혁신적 포용국가를 위한 재정혁신 방향을 제시하였다. 재정혁신은 지출혁신세입기반 확충재정리의 혁신성 제고 등으로 추진되며, 지출혁신은 기획재정부 주관의 재정사업심층평가와 핵심사업평가를 중심으로 시행되고 있다. , 정부는 사업평가를 통해 지출혁신을 추진하고 있는 것이다.

그러나 사업평가의 시행만으로는 지출혁신을 달성하기 어려우며, 평가결과가 계획평가환류로 순환되는 성과관리체계에 반영될 때 사업평가의 실효성을 확보할 수 있다. 이와 같은 배경 하에 국가재정법은 중앙행정기관에서 재정활동의 성과관리체계를 구축하도록 규정하고 있으므로, 국회예산정책처는 예산당국 주도로 이루어지는 사업평가 중심의 지출혁신에 대한 개선방향을 모색하기 위해 중앙행정기관을 대상으로 재정활동의 성과관리체계구축 현황을 평가하였다.

평가결과에 따르면, 현행 재정활동의 성과관리체계는 전체 예산이 아닌 재정사업으로 한정되어, 예산총액 대비 24.5%에 대해서만 평가 및 성과관리가 이루어지고 있. 또한 재정활동의 성과관리체계가 재정사업과 정책사업으로 구분되어 개별적로 구축됨에 따라, 성과관리의 비효율이 발생하고 있다. 이를 개선하기 위해서는 인건비와 기본경비 등으로 추진되는 정책사업들을 재정활동의 성과관리체계에 포함시키고, 정부업무평가 기본법에서 규정한 바에 따라 통합적 성과관리체계 구축을 위한 노력이 필요한 것으로 나타났다.
