[보도자료] 입학금 개선 3자 협의체에서 입학금을 즉시 전면 폐지해야

사립대총장협의회(이하 사총협)과 교육부 간에 실비 수준으로 입학금 인하를 단계적 추진하는 데에 합의하는 듯 하더니 사총협이 등록금 인상을 요구하여 결렬된 바 있다. 그후 다시 교육부는 대학-학생-정부 간 3자간 입학금제도 개선 협의체를 통하여 입학금 폐지를 논의하겠다고 하며 오늘(11/2) 오전 10시 30분에 회의를 앞두고 있다. 입학금 폐지를 촉구하는 기자회견 주최 단위 일동은 이번 협의체에서 결정되어야 할 것은 ‘입학금 즉시 전면 폐지’임을 밝힌다. 입학금의 불분명한 산정근거와 집행내역을 돌아보더라도 즉시 폐지되어야 하며 지난 대선에서도 확인된 국민적 합의이기도 하다. 사립대는 쌓여가는 적립금을 보더라도 입학금 폐지 불가를 주장해서는 안될 것이다. 정부와 국회에도 입학금 폐지 실현을 촉구한다.

지난 대선에서 주요 대선후보가 대학 입학금 폐지를 공약 하는 등 입학금 폐지에 대한 사회적 합의가 확인되었고, 국공립대가 입학금을 폐지하여 사립대 입학금 폐지 여부에 대한 관심이 높아졌다. 입학금의 산정근거와 집행 내역이 불분명하고, 이미 매우 높은 수준의 등록금을 받고 있으면서 다시 고액의 입학금을 받아야하는 이유가 없기 때문에 입학금을 폐지해야 한다는 여론이 고조되었기 때문이다.

그런데 사총협과 교육부 간에 그동안 진행됐던 협상 내용을 보면 매우 실망스럽다. 교육부가 10월 27일 발행한 해명자료에 의하면 입학 실비용을 20% 이내 인정하고 5년간 단계적으로 감축하는 것으로 의견을 모으던 중에 사총협 측이 2018년에 등록금 1.5% 인상을 요구하여 결렬된 것으로 보인다. 2017.10.27. <사립대 측 입학금 폐지, 교육부 일방적 지침에 따른 합의였다”보도 관련> 교육부 설명자료 이후 교육부는 사회적 합의를 도출하고자 학생까지 포함시킨 3자 협의체를 구성하겠다며 오늘 첫 회의를 앞두고 있다. 이번 협의체에서 입학금 즉시 전면 폐지를 결정하기를 기대한다.

우선 사총협은 학생들과 국민들의 목소리에 귀기울여야 한다. 그동안 학생들의 등록금 이외에 법정부담금 같은 사학 재단의 의무이행조차 게을리해왔던 사립대학 총장들이 입학금을 폐지하는 대신 수업료를 올려달라고 요구하는 것은 조삼모사이자 적반하장이다. 우리가 입학금 폐지를 요구하는 것은 등록금 부담을 줄이기 위해서이다. 세계 최고 수준의 등록금을 감당하느라 학생들과 부모님들은 힘겨움을 벗어날 길이 없고 결국 빚을 지는 이외의 방법을 찾을 수가 없다. 교육의 기회균등은 고액 등록금 앞에서는 설 자리가 없다.

입학금은 전면 폐지되어야 한다. 우선 교육부의 실태조사 2017.10.11. <사립대 입학금 실태조사 결과 발표> 교육부 보도자료.는 각 학교가 제출한 자료를 취합한 것일뿐 제출된 자료의 검증이 없었기 때문에 진실성이 떨어진다. 2015년 한신대는 정보공개청구 답변에서 전체 입학금의 0.4%만 입학식과 학생증 발급 등 입학 사무 실비에 지출했다고 밝혔다. 교육부의 실태조사에 의하더라도 행사비(5.0%)와 인쇄출판비(0.9%)만 입학사무 실비로 볼 수 있고, 그 외에는 일반 경비를 당겨쓴 것이다. 따라서 사총협과 교육부가 주장하는 20%이내 인정은 받아들일 수 없다.

그리고 이미 매우 높은 수준의 등록금을 받고 있다. 이렇게 많은 등록금 수입에도 불구하고 고액의 입학금을 또 받을 이유는 없다.

입학금은 즉시 폐지되어야 한다. 작년 10월에는 약 1만 명의 학생들이 입학금 반환청구 소송을 제기했고 지난 대선에 주요 후보가 모두 대학 입학금 폐지를 공약으로 내세우면서 입학금 폐지가 국민적 합의에 도달했음을 확인할 수 있었다. 또 신입생들은 입학금 말고도 등록금, 교재비, 기숙사 또는 자취방 등등 추가 비용들이 매우 높은 수준이다. 입학금을 즉시 폐지하여 내년 신입생부터 입학금 부담부터 완화하는 조치를 취해야 할 것이다.

정부는 입학금이 즉시 전면 폐지될 수 있도록 행정적 노력을 해야 한다. 또 국회는 현재 계류중인 다수의 입학금 폐지 법안을 조속히 통과시켜서 입학금이 폐지될 수 있는 제도적 뒷받침을 해야 할 것이다. 끝

2016 대학등록금, 안녕들 하십니까?

또다시 등록금의 계절입니다. 설 연휴를 앞뒀지만, 많은 대학생들의 마음은 편치 않다고 합니다. 여전히 아르바이트만으로는 감당할 수 없는 비싼 등록금 때문입니다.

등록금 관련해서 어제도 엄마랑 얘기를 했었는데 ‘어떻게 할 거냐’라고 했을 때 ‘대출받아야지’… 아르바이트로 등록금에 보태는 건 어림도 없어요. 3개월 동안 일해서 등록금에 보탤 수 있으면 좋겠지만 애초에 등록금의 새 발의 피도 안돼요.

박근혜 대통령은 대선 후보 당시 ‘반값등록금’ 공약을 내걸어 대학생들의 표심을 샀습니다. 그리고 집권 3년 차인 지난해 12월, 교육부는 지하철과 시내 버스, KTX, 영화관 등에 ‘반값등록금’ 공약이 실현됐다는 광고를 게재했습니다. 그렇다면 정말 ‘반값등록금’ 공약은 실현됐을까요?

박근혜 정부는 현재 ‘소득연계형 반값등록금’ 정책을 시행하고 있습니다. 쉽게 말해 학부모의 재산과 소득 수준에 따라 차등적으로 국가 장학금을 지급해 등록금을 낮춘다는 것입니다. 장학금 지급은 한해 70여만 원에서 최대 480만 원까지로, 모든 학생들이 조건없이 ‘반값 등록금’ 혜택을 보는 것은 아닙니다.

더욱이 박근혜 대통령은 후보 시절, 저소득층인 1분위 2분위에 속한 학생의 경우 전액 지원을 약속했지만 이마저 지켜지 못했습니다. 현재 정부에서 지급하는 국가장학금은 소득분위 1,2분위인 경우는 480만 원, 3분위는 360만원 입니다. 2014년 사립대학교 한해 평균 등록금이 733만 가량인 점을 비춰볼때, 1~3분위에 속해야만 ‘반값등록금’ 혜택을 받는다고 할 수 있습니다. 이런 1~3분위에 해당되는 대학생들은 전체 대학생 320여만 명 중 18%에 불과합니다. 대학생 5명 가운데 1명만이 ‘반값등록금’ 을 선별적으로 지원받은 셈입니다.

한 증권사에서 발간한 ‘2016 대한민국 증산층 보고서’를 볼까요. 가령 평균 2억 상당의 주택과 중형차를 소유하고, 월 소득이 375만 원의 가정의 학생이 경우, 정부계산대로 하면 소득 7분위에 해당합니다. 소득 7분위는 한해 67만원 정도를 지원 받는 데 그칩니다. 한 해 내야 하는 등록금의 10% 수준으로 이들 학생에게 ‘반값등록금’은 다른 나라 이야기를 하고 있다고 느낌을 받을 수밖에 없습니다. 체감도가 그렇다는 이야깁니다.

하지만 정부의 설명은 다릅니다. 교육부는 2011년 기준 등록금 총액 14조원의 절반인 15년 7조 원 규모의 액수를 지원하기에 평균적으로 50%를 경감했다고 주장합니다. 이를 두고 ‘반값등록금’을 실현했다고 하는 것입니다. 학생들 모두의 등록금을 반으로 낮추진 않았지만 총액의 셈법으로 절반으로 줄였기 때문에 ‘반값등록금’이 실현됐다는 것입니다.

우리나라 대학의 80%를 차지하는 사립대학의 한해 평균 등록금 액수는 733만 원 가량으로, OECD 국가 중 미국에 이어 두번째 높습니다. 등록금은 세계 최고 수준으로 높지만, 취업률은 최저 수준입니다. 상당수 학생들은 졸업과 동시에 대출 빚더미에 앉을 수밖에 없는 악순환이 되풀이되고 있습니다. 이런 상황에 “반값등록금이 실현됐다”는 정부의 홍보 광고, 여러분은 어떻게 생각하시나요? 논란은 계속될 수밖에 없습니다.

공공의료 강화를 위한 새로운 모델, 민간병원의 공공병원화

부산은 대표적으로 건강이 나쁜 도시이다. 서울과 비교했을 때 기대수명이 많게는 9.7세까지 차이가 났으며(2014년 기준, 서울 서초구와 부산 동구의 격차), 피할 수 있는 죽음도 16개 구군 중 강서구를 제외한 15개 구군이 서울의 모든 자치구보다 높게 나타났다(2013년 기준).

하지만 아이러니하게도 의료공급은 과잉된 대표적인 도시가 부산이기도하다. 병상수가 전국에서 1~2위를 다툴 정도로 많으며 요양병원 병상의 수는 전국에서 단연 1위를 차지하고 있다. 병원은 많은데 왜 건강이 나쁠까? 그 해답을 공공의료에서 찾기로 했다.

지난 9월 8일 건강정책학회와 부산대학교 공공보건의료정책센터 공동주최로 “의료의 공공성 확대·강화 어떻게 할 것인가? - 부산 침례병원 사태를 중심으로” 토론회가 부산일보사 소강당에서 개최되었다. 건강불평등 해소 운동을 진행하고 있는 사회복지연대는 지난 7월에 파산한 침례병원 사태를 공공의료강화의 기회로 삼기위해 ‘민간병원의 공공병원화’라는 공공병원 확대의 새로운 모델을 고민해 왔고 침례병원 파산에 따른 새로운 공공병원 설립을 위한 부산시민대책위와 함께 토론회에 참여하였다.

토론회에 참석한 부산의대 윤태호 교수의 발제에 따르면 부산은 7대 특·광역시 중 공공의료 수준이 취약하며(2015년 기준: 의료기관 수 6등, 병상 수 5등) 시민의 건강수준을 개선하기 위한 정책을 수행하는 것이 어려운 실정에 놓여있다.

때문에 공공병원의 확대가 필요한데, 의료공급과잉인 상태에서 새로운 병원을 짓는 것 방법보다는 민간병원을 공공이 인수(투자)하여 공공병원을 확충하는 방안이 효율적이며 600병상규모의 대형병원인 침례병원이 그 첫 사례로 적합하다는 발제가 이어졌다.

이후 토론에서는 성남의료원의 사례를 들어 주민들이 간절하게 원하고 자랑할 수 있는 공공병원, 민간병원이라 할지라도 민주적으로 운영될 수 있도록 주민이 이사회에 참여하는 병원 등 공공성 확대를 위한 병원의 미래상에 대한 토론과 침례병원을 공공이 인수하기 위한 현실적인 방안과 한계 등의 토론들이 이어졌다.

토론회의 좌장을 맡았던 김용익 전 의원은 민간병원의 공공병원화는 향후 공공의료를 강화하는데 필수적인 방법이며, 민간병원을 공공병원화 하는 침례병원의 사례와 주민들이 참여하고 자랑스러워할 수 있도록 올바른 공공병원 운영을 추진하는 진주의료원의 재개원의 사례를 함께 고민하며 부울경 지역의 공공의료를 강화시키기 위해 노력해야 한다고 이야기했다.

사회복지연대는 지난 2013년, 부산일보사와 공동기획한 ‘건강최악도시부산’시리즈 이후로 부산의 건강불평등 해소와 공공의료 강화를 위해 노력해왔다. 토론회를 통해 이번 침례병원사태가 오히려 기회가 될 수 도 있다는 생각이 들기도 한다. 물론 민간병원을 공공이 인수하는 것이 쉬운 길은 아니겠지만 건강최악도시부산이 건강최고도시 부산으로 거듭날 수 있도록 사회복지연대는 계속해서 활동할 것이다.

'2017 권리로 요구하는 천안시 사회복지 정책제안 토론회'

시민 정책참여과정을 통해 모은 시미느이 목소리를 천안시 정책으로 제안

참여예산복지네트워크(사무국 : 복지세상을 열어가는 시민모임)는 9월 19일(화) 권리에 기반한 시민 정책참여과정으로 시민이 직접 천안시에 필요한 정책 7건을 발표하는 ‘2017 권리로 요구하는 천안시 사회복지 정책제안 토론회’를 천안축구센터에서 진행하였다.

정책제안 토론회는 아동, 청소년, 노인, 장애인, 이주민, 자활참여주민, 대학생 등 7개 영역에서 158명의 복지 당사자와 사회복지기관․단체 현장 실무자가 직접 권리워크숍과 원탁회의, 정책모니터링에 참여하며 문제점과 개선방안을 도출한 결과, 최종 7건의 정책을 천안시에 요구하는 자리이다.

2017년 시민 정책참여과정은 아동부터 노인, 장애인 등 총 158명이 4월 인권교육을 시작으로 각각 8번의 권리워크숍을 통해 320여가지 결핍점을 생생하게 이야기한 후, 75명이 한 자리에 모여 ‘권리원탁회의’를 통해 16가지 주제 중 ‘내 삶에서 가장 결핍된 점’에 대해 세부토의를 진행하고 우선순위 투표를 거쳤다. 이후 네트워크 기관․단체와 당사자가 함께 정책모니터링을 통해 실태와 문제점, 개선방안을 도출한 후 최종적으로 ‘저소득층 중․장년층 1인가구 고독사 예방 및 보호대책 마련’ 등 총 7건의 정책제안서를 작성하였다. 제안된 제안서는 9월 초 천안시 각 해당 부처에 정책을 전달하고 부서별로 의견서를 수렴하였다.

정책별 천안시 해당부서 사전 검토의견 수렴은 올해로 4년째 시행하고 있는 과정으로 사전 검토의견을 요청하기 이전보다 시민들의 삶을 더욱 살피며 책임 있게 정책을 수행하는 등 긍정적인 효과를 나타내고 있다. 그러나 부서검토 결과 7건 중 4건이 미반영과 보류 결과를 보이며, 절반이 넘게 시민의 의견이 반영되지 못하였다.

특히 저소득층 특수촬영 의료비 지원의 경우 참여예산복지네트워크에서 3년동안 제안하여 2015년 천안시장 공약사업에 포함되어 조례제정 후 시행하고 있으나, 지원되는 질환의 폭이 좁아 2016년 말 기준 18.%의 예산집행률을 보이며 실질적으로 지원이 필요한 저소득층에게 제대로 이루어지지 않고 있다. 또한 저소득층 중․장년층 1인가구 고독사의 경우 기록적인 고령화와 가파른 1인가구 증가세와 맞물리면서 전국적으로 급증하며 사회문제로 떠올랐다. 현재 고독사 관련 공식적인 정부차원의 통계는 없는 상태이며, 이와 관련있는 무연고 사망자 통계의 경우 전국 222개 지자체 중 천안시가 6위로 지난해 27명이 무연고 사망자가 발생하였다. 이에 지자체별로 중․장년층 1인가구에 대한 전수조사를 실시하고 대책을 마련하는 반면 천안시는 아직 고독사 예방을 위한 조사나 대책을 마련하지 않고 있다.

참여예산복지네트워크는 토론회 이후 조례개정 등을 통해 제안한 정책이 실행될 수 있도록 간담회 등을 진행할 예정이며, 사회복지예산의 양적인 확대 뿐 아니라 실질적으로 시민들이 필요로 하는 정책이 될 수 있도록 활동하고자 한다.

1. 현재 각 대학마다 설치되는 등록금심의위(이하 등심위)에서 2016년 등록금 책정을 심의하고 있다. 올해 등록금은 인상·동결이 아니라 인하되어야 할 것이다. 학교측은 학생과 학부모의 의견을 충분히 반영하여 학교 예산 수립을 해야 할 것이며, 학생측은 성실히 등심위에 참가하여 등록금 인하를 달성해야 할 것이다. 교육부는 적극적인 행정지도로 등록금 인하 달성해야 할 것이다.

3. 등심위에 참가하는 학생측 대표는 이른바‘거수기’의 오명을 벗고 철저한 예산 분석과 날카로운 협상으로 등록금 인하를 이끌어내야 할 것이다. 이미 등록금 협상은 시작되었다. 서울과학기술대학교 일반대학원은 등록금을 1.4% 안팎으로 인하했고, 금강대학교는 입학금을 30.1% 인하했다. 반면에 포항공과대학교는 등록금 1.5% 인상했다. 등록금심의위원회를 통해서 등록금이 인하될 수도, 인상될 수도 있는 것이다. 등심위 학생대표는 등록금 걱정으로 밤잠 못 주무시는 부모님과 학자금 대출 때문에 시름하는 학생들의 등록금인하 염원을 모른 척 해서는 안 될 것이다.

4. 교육부는 등록금 인상하려는 대학에 강력한 경고를 주고 적극적인 행정조치를 취해야 할 것이다. 교육부가 등록금 인상하는 대학에 프라임·코어사업 등 재정지원 사업에 불이익을 주고 국장학금2 유형 지급 제한 등의 제한을 가하겠다고 공언했으니, 이를 적극 이행해야 할 것이다. 작년 황우여 교육부장관이 등록금을 인상하려는 이화여대에 방문했던 것 이상의 적극적인 조치를 취해서 등록금 인상 저지는 물론 등록금 인하를 이끌어내야 할 것이다.

5. 반값등록금 국민본부와 참여연대 민생희망본부는 지속적인 대학 등록금 인하와 국가 보장 확대를 통해서 진정한 반값등록금이 실현되고 나아가 등록금 걱정 없는 사회될 수 있도록 앞으로도 적극적인 노력을 취할 것이다.

국제 평화단체, 한반도⋅동북아 위기에 대한 외교적 해결 촉구

퍼그워시 회의 등 전세계 110개 평화단체, 무력사용 반대 입장 담은 서한을

미국과 북한 등 주요국가들에 전달

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.

이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다.

이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

▣ 공동서한 국문

동북아 상황의 외교적 해결을 호소합니다

전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다.

우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다.

북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다.

1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다.

전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.

우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다.

우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다.

우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다.

우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다.

우리는 6자회담을 재개하라는 유엔 사무총장의 요구와, 협상을 지원하겠다는 그의 제안을 환영합니다.

우리는 이란 핵 프로그램 협상을 성공적으로 이끌었던 것처럼 외교적 협상을 지원하겠다는 유럽연합(EU)의 제안 역시 환영합니다.

우리는 유엔 안전보장이사회에 갈등에 대한 외교적 해결을 우선시할 것을 요구합니다.

Appeal for a diplomatic solution in North East Asia

The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war.

We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.

The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening.

More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.

In supporting diplomacy rather than war, we:

Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;

Call on all parties to refrain from militaristic rhetoric and provocative military exercises;

Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;

Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;

Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;

Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;

Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict

* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.
