국제앰네스티는 23일, 베트남 정부는 평화적인 시위대에 대한 탄압을 중단하고 모든 양심수를 석방해야 한다고 말했다.
버락 오바마 미국 대통령이 사흘간의 일정으로 베트남을 방문한 가운데, 베트남 정부는 평화적 활동가 6명을 체포하고, 수십여 명 이상에게 박해와 괴롭힘을 가하는 등 표현의 자유와 평화적인 집회의 자유를 더욱 강력히 탄압하고 있다.
라펜디 자민(Rafendi Djamin) 국제앰네스티 동남아시아-태평양 국장은 “미국 대통령의 방문으로 전세계의 이목이 집중되고 있음에도 베트남 정부는 부끄럽게도 평소와 다름 없는 억압을 계속하고 있다”고 말했다.
최근 며칠 사이 체포된 평화적 활동가로는 낸시 응우엔, 응우엔 비엣둥, 팜 도안 짱, 부 후이 호앙, 응우엔 녹 누 퀀, 응우엔 바 빈 등 6명이다.
쿠마르(T.Kumar) 국제앰네스티 지국장은 “오바마 대통령은 떠나기 전에 베트남 정부에 모든 양심수 석방하고 평화적 시위 보장을 약속하라고 촉구해야 한다”며 “인권은 안보와 무역에 양보할 수 있는 가치가 아니다”라고 말했다.
체포된 사람들 외에도 수십 명의 활동가들이 소셜미디어를 통해 정복 및 사복 경찰이 감시하고 있어 집 밖으로 나가지 못하고 있다고 호소했다.
이외에도 국제앰네스티는 베트남 각지에서 감시와 박해의 대상이 된 활동가들을 만날 수 있었다. 지난 주에는 다수의 활동가들이 물리적 공격을 당하는 일이 있었는데, 아직까지 용의자를 검거했다는 소식은 들을 수 없었다.
베트남 정부의 탄압은 영국 언론 BBC 기자들을 통제하고, 페이스북(Facebook), 인스타그램(Instagram) 등의 소셜미디어 접속을 차단하는 등의 방식으로 이루어지고 있다.
라펜디 자민 국장은 “베트남 정부는 기자가 자신의 소임을 다하고, 사람들이 자기 의견을 자유롭게 표현할 수 있도록 해야 한다”고 말했다.
배경
지난달 베트남 해안 지역에서 물고기가 떼죽음을 당했다. 생태계 재난으로 발생한 피해에 정부가 제대로 대응하지 못한 것을 비판하는 시위가 벌어지자, 베트남 정부는 이에 대해 전국적으로 탄압에 나섰다.
최근 연이어 체포된 활동가들 중에 지난 주 체포된 미국 시민권자 낸시 응우엔은 시위에 참여하기 위해 2016년 5월 17일 베트남에 입국했다. 그는 이틀 뒤 소셜미디어에 자신이 묵은 호텔 밖에 보안 요원 20명이 있다고 알렸다.
그 뒤로 낸시의 소식은 끊겼고, 현재 그녀의 생사나 행방에 대해서도 전혀 알 수 없는 상태다.
응우엔 비엣둥은 고향인 응에안 성에서 호치민 시티를 방문했다가 5월 20일 체포되었다. 그는 5월 23일 응에안으로 돌아간 뒤에야 풀려날 수 있었다.
비엣둥은 하노이에서 평화적인 시위에 참여했다는 이유로 징역 1년을 선고받고 2016년 4월인 최근에야 석방됐다.
기자인 팜 도안 짱과 블로거 부 후이 황은 5월 23일 아침 하노이에서 체포됐다. 체포된 경위는 불분명하다.
5월 23일 아침에는 나 짱에서 응우엔 녹 누 퀀과 응우엔 바 빈이 체포되었다. 응우엔 바 빈은 이른 새벽 ‘물고기는 왜 죽었나?’ 라고 적힌 플랜카드를 들고 근처 해변을 방문했다가 사복 차림의 남성들로부터 물리적 공격을 당했다.
응우엔 녹 누 퀀은 바 빈을 돕기 위해 해변을 찾았다가 함께 공격을 받았다. 두 사람 모두 현지 시각 오전 8시에 체포되어 오후 4시까지 구금됐다.
이 날 이들을 공격한 사람들 중 체포된 사람은 아무도 없었다. 응우엔 녹 누 퀀은 5월 15일에도 호치민에서 벌어진 시위에 참여하려다 구금되었는데, 일주일 만에 두 번째 체포된 것이다.
Viet Nam: Shameful wave of arrests of activists as Obama visits
Vietnamese authorities must end their crackdown on peaceful protesters and release all prisoners of conscience, Amnesty International said today.
As Viet Nam hosts US President Barack Obama on a three-day visit, the authorities have pressed ahead with their assault on the freedoms of expression and peaceful assembly by arresting six peaceful activists and orchestrating a campaign of intimidation and harassment against dozens more.
“Even as it faces the glare of global attention with the US President’s visit, the Vietnamese authorities, shamefully, are carrying out their repressive business as usual,” said Rafendi Djamin, Amnesty International’s Director for South East Asia and the Pacific.
The six peaceful activists who have been arrested in recent days are: Nancy Nguyễn, Nguyễn Viết Dũng, Phạm Đoan Trang, Vũ Huy Hoàng, Nguyễn Ngọc Như Quỳnh, and Nguyễn Bá Vinh.
“Before leaving Vietnam, President Obama must insist on the release of all prisoners of conscience and a commitment that peaceful protests will be allowed,” said T. Kumar, International Advocacy Director for Amnesty International. “Human rights cannot be sacrificed for security and trade deals.”
In addition to the arrests, dozens of activists have complained on social media that they are being prevented from leaving their homes by uniformed and plain-clothes police stationed outside.
Amnesty International has spoken to several activists in different cities around the country who are subjected surveillance and intimidation. Several activists have been physically attacked in the last week and Amnesty International is unaware of the arrests of any alleged perpetrators.
The authorities’ crackdown has included the banning of BBC journalists, and the blocking of social media sites including Facebook and Instagram.
“Vietnamese authorities must allow journalists do their job and individuals to express themselves freely,” said Rafendi Djamin.
Background
Over the past month, Vietnamese authorities have mounted a countrywide crackdown on protests against the government’s failure to address the fallout from an ecological disaster that has devastated fish stocks in the coastal provinces.
Among those who have been swept up by the most recent wave of arrests which took place in the last week is Nancy Nguyễn, a US citizen, who arrived in the country on 17 May 2016 to join the protests. Two days later, she reported on social media that 20 security officials were outside her hotel.
Nancy Nguyễn has not been heard from since and her current fate and whereabouts remain unknown.
Nguyễn Viết Dũng was arrested on 20 May in Hồ Chí Minh City, having travelled there from his home town in Nghệ An province. He was released on 23 May after being flown back to Nghệ An.
He was only recently released in April 2016, after a one-year jail term for participating in a peaceful protest in Hanoi.
Journalist Phạm Đoan Trang and blogger Vũ Huy Hoàng were arrested in Hanoi on the morning of 23 May. The details of their arrests are unclear.
On the morning of 23 May, Nguyễn Ngọc Như Quỳnh and Nguyễn Bá Vinh were arrested in Nha Trang. Nguyễn Bá Vinh had travelled to a local beach in the early morning with a banner which read “Why have the fish died?”
He was physically attacked by a group of men in plain clothes. Nguyễn Ngọc Như Quỳnh went to the beach to help him and was also attacked. The two were arrested at around 8am local time and detained until 4pm.
None of the men involved in attacking them were arrested. This is second time in a week that Nguyễn Ngọc Như Quỳnh has been arrested. On 15 May, she was detained in Hồ Chí Minh City while attempting to join demonstrations in the city.
