유엔이 사상 처음으로 신임 사무총장 선출 과정을 공개한 가운데, 차기 사무총장은 국제사회가 난민 원조에 임하는 태도를 다시 점검하고, 잔혹행위를 끝내고 무력분쟁에 휘말린 민간인을 보호하기 위해 가능한 모든 행동에 나서야 할 것이라고 국제앰네스티가 밝혔다.
국제앰네스티와 6개 인권단체는 유엔 평화유지군의 인권침해와 시리아, 이라크, 예멘, 남수단 등 주요 분쟁지역에서의 인권 보호 실패로 손상된 유엔의 인권 신뢰도를 회복하기 위해 차기 사무총장이 반드시 따라야 할 여덟 가지 우선순위를 제시했다.
선거 과정 공개의 일환으로 반기문 사무총장의 후임이 될 후보자들은 4월 12일부터 14일까지 열리는 유엔 총회에서 각자의 비전을 설명하고 질문에 답할 예정이다.
살릴 셰티(Salil Shetty) 국제앰네스티 사무총장은 “세계는 인권침해를 저지르는 국가에 맞서 일어설 강력한 유엔 사무총장이 필요하다. 유엔의 모든 활동에 인권을 가장 중시하지 않는다면 그 사명을 다하는 것은 불가능하다”며 “유엔을 이끌어 갈 후보자들은 지금부터 인권을 지지하고 나서야 하며, 이에 대한 반발을 두려워해서는 안 된다. 인권에 대한 헌신을 배척하려는 회원국이 있다면 이는 유엔 헌장을 위반할 뿐만 아니라 유엔의 미래까지 위태롭게 하는 것”이라고 말했다.
국제앰네스티와 파트너 단체들은 차기 유엔 사무총장에게 다음의 여덟 가지 사안을 최우선적으로 다룰 것을 촉구한다.
- 난민과 이주민 문제에 새로운 해법을 제시하라.
분쟁과 인권침해로 인해 오늘날 피난민의 수는 2차 세계대전 이래 역대 최대 수준에 이르렀다. 유엔 사무총장은 난민협약에 따라 지속적인 국가간 협력과 공평한 재정착 책임 분담을 바탕으로 난민 문제에 대한 새로운 접근법을 모색하기 위해 꾸준히 노력해야 한다. 또한 가장 먼저 국제 이주를 관리하는 현행 제도를 폭넓게 검토하고, 여기에 인권을 접목시켜야 한다.- 대규모 잔혹 범죄를 방지하고 종식시켜라.
유엔 사무총장은 유엔 헌장이 부여하는 권한으로 분쟁 중 고의적으로 민간인을 공격하는 등의 국제인권법 및 인도법 침해행위를 방지하고 종식시켜야 한다.- 시민사회를 보호하라.
시민사회는 비판세력과 시위에 대한 국가의 탄압을 막기 위해 반드시 필요한 방벽이다. 유엔 사무총장은 시민사회, 특히 인권옹호자와 언론인들을 위해 헌신할 뜻을 분명히 보여야 한다.
- 소외된 사람들의 인권을 지켜라.
인권을 존중하지 않는 태도와 차별로 인해 전세계의 가난과 불평등이 더욱 극심해졌다. 신임 사무총장은 소외된 사람들의 인권을 지키고 모든 차별을 종식시키기 위해 노력해야 한다.
- 성평등을 보장하라.
유엔 사무총장은 여성인권과 성평등을 증진하기 위해 여성, 평화, 안보 어젠다와 베이징선언 및 행동강령 등의 주요 국제규약을 적용하는 등 주어진 권한 내에서 가능한 모든 행동에 나서야 한다.
- 불처벌 문화를 타파하라.
신임 사무총장은 국제법상 범죄행위가 처벌받지 않는 관행을 타파하기 위해 최선을 다해야 한다. 국제형사재판소를 비롯한 국제법원은 법정에서 필요한 모든 정치적, 재정적 지원을 받을 수 있어야 한다.
- 사형을 폐지하라.
전 세계적으로 사형 폐지를 향해 상당한 진전이 이뤄졌다. 사무총장은 임기 내 사형 폐지라는 목표를 달성하기 위해 가능한 모든 행동에 나서야 한다.
- 인권에 대한 유엔의 영향력을 강화하라.
세계 평화와 안보, 발전의 수호와 더불어 인권은 유엔을 지탱하는 또 하나의 기반이다. 신임 사무총장은 인권에 충분한 관심과 자원을 투자해야 한다. 전세계 모든 사람의 인권을 더욱 존중하고, 누구도 소외되지 않도록 강력하고 혁신적인 조치를 취해야 한다. 또한 질 높은 인사결정과 관계자들의 책임성 강화를 통해 유엔의 청렴도를 유지해야 한다.

Next UN Secretary General must stand up for human rights
The next United Nations (UN) Secretary General must overhaul the global approach to aiding refugees and must do everything possible to end atrocities and protect civilians in armed conflicts, said Amnesty International as the process of selecting the leader of the world body is opened to the public for the first time.
Amnesty International and six other human rights organizations have listed eight priorities the next Secretary General must pursue to restore the UN’s credibility on human rights damaged by peacekeeper abuse and failure to protect human rights in major crises like Syria, Iraq, Yemen and South Sudan.
In an effort to open up the selection process, candidates to succeed UN Secretary General Ban Ki-moon will outline their vision and field questions at the UN General Assembly from 12-14 April.
“The world needs a strong UN Secretary General who will stand up to states that commit human rights violations. The UN simply cannot fulfil its mandate without putting human rights at the heart of everything it does,” said Salil Shetty, Secretary General of Amnesty International.
“Candidates to lead the United Nations have to stand up for human rights, starting now. They should not fear a backlash for doing so. Member states that seek to penalize a commitment to human rights would be violating the UN Charter and jeopardizing the future of the UN itself,” said Salil Shetty.
Amnesty International and partners are calling on the next UN Secretary General to address eight priority issues:
- Deliver a new deal for refugees and migrants.As a result of conflict and human rights abuses, the number of people forced from their homes today is higher than at any point since the Second World War. In support of the Refugee Convention, the Secretary General should work assiduously towards a new global approach to refugees, based on sustained international co-operation and an equitable sharing of responsibilities for resettlement. They must spearhead a broad review of existing structures for managing international migration, integrating human rights within them.
- Prevent and end mass atrocity crimes.The Secretary General should use the powers awarded under the UN Charter to help prevent and end major violations of international human rights and humanitarian law, such as the deliberate targeting of civilians in conflicts.
- Defend civil society.Civil society is a vital bulwark against state crackdowns on dissent and protest. The Secretary General must display a clear commitment to civil society, in particular human rights defenders and journalists.
- Champion the rights of marginalized people.Discrimination, and the failure to respect human rights, have deepened poverty and inequality across the world. The new Secretary General must champion the rights of marginalized people and seek to end all forms of discrimination.
- Ensure gender equality.The Secretary General must do everything within her or his power to advance women’s rights and gender equality, helping to implement key commitments such as the Women, Peace and Security agenda and the Beijing Declaration and Platform for Action.
- Combat impunity.The new leader of the United Nations must be committed to fighting impunity for crimes under international law. They must ensure that the International Criminal Court and other internationalized tribunals receive the political and financial support they need.
- End the death penalty.Significant progress has been made towards abolishing the death penalty worldwide. The Secretary General must do everything possible to achieve the goal of total abolition within their term in office.
- Strengthen the impact of the United Nations on human rights. Human rights form the third pillar of the UN, along with the maintenance of international peace, and security and development. The new Secretary General must ensure that human rights are given sufficient prominence and resources. They must take bold and transformative steps to improve the respect for human rights worldwide, leaving no-one behind. They must also safeguard the integrity of the organization through making high-quality appointments and ensuring accountability of UN personnel.
