역시 현장이지 말입니다 세계기후운동에 동참하기위해 필리핀 정부 기후변화담당관 자리에서 물러나 활동가의 삶을 시작한 에브사노라는 분이 있습니다. 안정된 미래가 보장된 공무원 생활을 그만두고 활동가의 삶을 선택하게 된 이유는 공고하고 경직적인 정부시스템 안에서 역동하는 현장을 바꾸는데 한계를 느꼈기 때문일 것입니다. 안에서 보는 현장과 직접 체험한 현장은 온도차가 있겠지요. 그렇다면 우리는 현장을 잘 알고 있는가 하는 의문이 들었습니다. 환경연합이 기후여정을 시작하게 된 이유도 바로 그것! 그래서 2015년부터 기후여정을 시작하게 되었습니다. 2016년 제 1기후여정의 시작 환경연합 회원, 에코 생협 조합원, 자칭 평범한 학생, 가족, 기자로 구성된 2016년 20명의 기후 여정단이 여정의 첫 테이프를 끊었습니다. 아이들이 많은데 과연 잘 따라와줄까 힘들어하지는 않을까.. 우리가 중요하다고 느끼는 기후변화 현안들이 일반 시민의 눈으로 봤을 때 인정이 안되면 어떡하지? 사실 살짝 걱정도 되는 출발이었습니다. 첫 행선지는 해안이 아름다운 도시 당진이었습니다. photoⓒ환경운동연합 생태보전팀 김현경[/caption] 당진 내 발전소의 한축을 이루고 있는 현대제철소의 건립 당시(2005) 슬로건이 뭐였는지 아시나요? 놀랍게도 “친환경제철소”였습니다. 그러나 10년이 지난 지금 가곡리 주민들은 현대제철소에서 나오는 각종 오염물질들로 인해 고통받고 있었습니다. 애초 인근지역에 산업단지로 지정된 부지가 있었음에도 무분별하게 진행된 공장 확장으로 인해 가곡1리 마을은 현대제철에 ㄷ자로 감싸여진 섬과 같은 마을로 전락하고 말았습니다. 국가정책사업과 지역경제 활성화라는 명분하에 주민들의 생활터전을 조용히 지속적으로 잠식해가고 있었던것이지요. 하루종일 매일매일 가동되는 공장안에 둘러싸인 마을에서의 삶... ... 상상이 되시나요? 거센 바람! 강추위에도 불구하고 기후 여정단은 꿋꿋하게 설명을 들었습니다.
물론 어린이여정단원들은 추위에도 아랑곳없이 신나게 뛰어놀았지요~ photoⓒ환경운동연합 시민참여팀[/caption] 당진화력발전소 홍보관 위 전망대에서 당진환경운동연합 사무국장의 설명을 들었습니다. 지역에서 활동하는 국장님의 설명에서 활동가 이전에 지역주민으로써의 애환 또한 느껴졌습니다. 사진 왼쪽에 보이는 창고는 새로 지어졌으나 가동은 하고 있지 않은 9,10호 발전소를 위한 석탄창고입니다. 석탄창고 뒤에는 1~8호기 가동을 위해 쓰이는 석탄을 위한 저탄장이 위치해 있다고 합니다. 놀랍게도 별도의 창고시설없이 쌓여있으며 앞으로도 별도 창고를 건설할 계획은 없다고 하더군요. 바람이 많이 불어 전망대는 참으로 추웠습니다. 저탄장의 석탄가루들은 이 바람에 과연 가만히 머물러 줄까요? photoⓒ환경운동연합 생태보전팀 김현경[/caption] 뭉게뭉게 피어오르는 굴뚝 위 연기구름. 이 연기구름은 과거 산업 강국, 발전하고 있는 대한민국의 상징이기도 했습니다. 그러나 시대와 기술의 발달로 인해 다양한 재생, 대체 에너지원이 출연한 21세기에 과연 저 연기가 의미하는 것이 계속되는 발전일까 아니면 석탄화력발전의 마지막 포효일까 궁금해집니다. 이후 여정은 당진 왜목마을 해안이었습니다. 맛있어 보이는 먹거리도 팔고 해안도 아름다운 관광지인 왜목마을 해변.. 그대로 두어도 좋을 이곳에 또! 석탄화력발전소가 세워질지도 모릅니다. 무려 ‘에코’라는 이름을 가지고 말입니다. 하지만 우리는 알아버렸죠. 현대제철소의 슬로건도 ‘친환경제철소 ’였다는 것을 말입니다. SK 당진에코파워 석탄발전소 예정지 Ⓒ환경운동연합 시민참여팀[/caption] 이렇게 멋진 바닷가에 석탄화력 발전소가 세워진다하니... 과연 무엇을 위한 무엇의 ‘에코’ 인지 궁금해집니다. 환경운동연합 에너지기후팀에 의하면 당진에서는 4,000MW의 석탄발전소가 가동 중인데, 2,040MW가 추가 건설되고 있는 중이라고 합니다. 이곳에 SK가스의 당진에코파워까지 건설될 경우 총 7,200MW에 달하는 세계 최대 석탄발전소 단지가 되는셈이지요. . 이같은 상황 온실가스 감축과 기후변화 대응에 총력을 기울이겠다며 환경오염 저감사업에 24억 5천 만원을 투입했다는 라고한 당진시의 입장과 사뭇 다른 듯 합니다. (충청매일20151216) 석탄발전소는 초미세먼지외 다량의 오염물질 배출로 치명적인 건강피해를 일으키는 ‘조용한 살인자’라는 사실! 잊지마세요~! 1일차 마지막 여정은 해미읍성 인근 농경지에서의 흑두루미 탐조였습니다. 여기서 작은 에피소드 하나. 천수만 흑두루미 안내를 해주시기로 한 김신환 수의사님께서 약속시간에 좀 늦으셨습니다. 마을의 소의 출산을 돕던 김신환 수의사님! 생각지도 못한 난산인지라 예상치도 못하게 일정이 조금 밀렸지요. 하지만 생태감수성을 기반으로 한 기후여정단이기에 다들 이해를 해주셨습니다.^^;; 난산 끝에 사내송아지가 태어났다고해요. 넓다란 지평선이 인상적이었던 해미읍성 인근의 논 경작지. 이곳에서는 월동을 마치고 이동을 준비중일... 흑두루미를 만날 수 있었습니다. 사진에는 보이지 않지만 4마리로 구성된 흑두루미 가족이 평화롭게 쉬고 있었습니다.
곧이어 나타난 고라니의 질주로 평화는 금방 끝나버렸지만요.
photoⓒ환경운동연합 시민참여팀[/caption] 원래 바다였던 땅을 매립해 만들어진 천수만, 천수만은 매립 전 일본에서 제발 막지 말아달라고 요청했었고, 매립이후에는 트는 비용 전부는 대겠다고 할 정도로 어족자원이 풍부한 허파와 같은 지역이었다고 합니다. 생명의 보고였었던 천수만... 아이러니하게도 1995년 매립 후 농경지로 사용하게 되면서 철새도래지로써의 명성을 날리게 됩니다. 그러나 기계식 경작방식의 도입과 농경지 위 거대 머쉬멜로우라 불리는 곤포사일리지로 포장기법으로 인해 낙곡률이 1%도 되지 않자 철새들이 등을 돌렸다고 합니다. 그래서 김신환 수의사님께서는 모금을 통해서 꾸준히 철새 먹이 나누기 프로그램을 진행하신다고해요. photoⓒ환경운동연합 생태보전팀 김현경[/caption] 환경연합에서는 이 일정을 위해 쌍안경을 챙겨왔습니다~! 아마 탐조시간이 어린이 여정단 반응이 제일 핫 했던거 같습니다. 어린이 여정단들은 처음에는 쌍안경의 초점을 맞추지 못해 우왕좌왕하다 이내 사용법을 익혀 쌍안경에서 눈을 떼지않는 집중력을 보여주었습니다. 해질녘의 고요한 농경지라서 그랬을까요? 눈앞에서 질주하는 고라니와 도시에서는 볼 수 없던 흑두루미의 비행을 목격해서 그런걸까요... 마음한켠이 경건해짐을 느낄 수 있었습니다.. 기후여정 둘째날이자 마지막날. 아침일찍 다시 탐조활동을 마친 후 원래 예정에는 없었지만... 김신환 수의사님의 강력 추천으로 개심사를 방문했습니다. 이런즉석 기행이야말로 바로 현지의 묘미아닐런지요. 거대하지는 않지만 아담하고 고즈넉한 분위기를 지닌 개심사는 의자왕 14년에 창건된 유구한 역사를 지닌 절이었습니다. 사람들이 많지 않아 꽤 조용한 분위기에서 절 자체를 즐길 수 있는 따뜻한 시간이었습니다. 다소 갑작스러운 일정이었지만 우리의 만능 호프 춘 처장님의 연락을 통해 개심사 다도 선생님에게 절 안내를 받을 수 있었습니다~!

Ⓒ환경운동연합 미디어팀 김은숙[/caption] 절곳곳에 자연스레 휘어져있는 대들보들이 인상적입니다. 이유가 궁금하지요? 사찰의 건립을 위한 살생을 원치않았기에 나무를 베지 않고 홍수때 물에 떠내려온 나무 등을 사용했다고 합니다. 이런 대들보 하나에도 깃들어있는 세심한 생명에 대한 배려에 잔잔한 감동을 느낄 수 있었답니다. [caption id="attachment_157963" align="aligncenter" width="576"]

Ⓒ환경운동연합 시민참여팀[/caption] 사진에는 담지 못했지만... 매끄러운 가지를 지닌 커다란 백일홍 나무, 백일홍 나무에 옹기종기 모여있다는 소쩍새들.. 아직 꽃봉우리 피지 못한 청벗나무...그리고 밤에 종종 나타난다는 반딧불이... 더 보고싶은 마음 한가득 남겨두고 일정을 마무리 지었습니다. 이렇게 아쉬운 마음 남겨놓고 와야 다시 찾아가 볼 수 있겠지요? 어쩌면 생경할 수 있을 기후변화 그중에서도 지역 현안문제에 관심을 갖고 참여해주신 회원님들과 에코생협 조합원님. 그리고 지루해할까 어려워할까 마음졸였으나 너무나도 즐겁게 신나게 따라와 준 아이들. 함께해주셔서 정말 감사했습니다. 우리의 현안과 우리의 고민의 지점에 함께해주셔서 다시한번 감사했습니다. [자원순환] 전국 환경운동연합, 1회용컵 보증금제 전국시행 철회 환경부 규탄 공동행동 진행

오늘 9월 21일 환경운동연합은 전국 지역 연합과 함께 세종정부청사에서 환경부의 1회용컵 보증금제 전국 시행 철회를 규탄하는 공동 행동을 진행했다. 전국에서 동시다발로 이뤄진 공동 행동은 오전 11시 세종정부청사 환경부 앞(환경운동연합, 세종환경운동연합, 청주충북환경운동연합, 전북환경운동연합)에서 연이어 자원순환 정책을 후퇴시키는 환경부를 규탄하고 1회용컵 보증금제 전국 시행을 촉구하는 것으로 막을 열었다. 이와 함께 서울 세종문화회관(서울환경연합), 인천광역시 인천시청(인천환경운동연합), 전라남도 목포시 목포역(목포환경운동연합), 경기도 의정부시청(경기북부환경운동연합), 부산광역시 부산시청(부산환경운동연합), 대구광역시 동대구역(대구환경운동연합), 제주특별자치도 제주시청(제주환경운동연합), 경상남도 창녕군 낙동강유역환경청(마산창원진해환경운동연합), 경상남도 진주시 경상국립대학교 칠암캠퍼스(진주환경운동연합)에서 1회용컵 보증금제 전국 시행을 요구하는 피켓팅과 1인 시위 등의 형태로 진행되었다.

첫 발언을 한 세종환경운동연합의 박창재 사무처장은 시민들의 플라스틱에 대한 문제 의식 수준을 반도 쫓아가지 못하는 환경부가 실망스럽다고 말하며 “환경운동연합은 시민들과의 모니터링을 통해 환경부가 책임있게 역할을 수행할 것을 요구할 예정”이라고 말했다. 이어 청주충북환경운동연합의 박종순 정책국장은 “쓰레기 자체를 발생시키지 않는 것이 쓰레기 문제 해결의 핵심이라는 것은 상식”이라고 지적하며 이 상식을 토대로 문제 해결에 앞장서야 하는 단위는 환경부라는 것을 지적하였다. 또한, “이미 시행되었어야 할 계획들마저 후퇴시킨다는 것은 환경부 스스로가 환경부의 존재 책임을 부정하고 있는 행태”라고 강조하였다. 마지막으로 전주환경운동연합의 소해진 활동가는 “규제는 우리가 행동함에 있어 무엇인가를 인지할 수 있는 중요한 장치”라고 말하며 “1회용컵 보증금제도 사회 전반에 걸쳐 1회용품 남용을 금지하는 문화를 형성하고 더 나아가 폐기물 감축으로 이어질 수 있는 방안”이라고 발언하며 1회용컵 보증금제의 조속한 전국 시행을 촉구하였다.

지난 12일, 환경부가 1회용컵 보증금제 전국 시행을 포기했다. 환경부는 12일 언론을 통해 보도된 내용(환경부, 일회용컵 보증금제 지자체 자율에 맡긴다...전국 시행 철회 등)에 대해 “지자체 여건에 맞게 자율적으로 시행하는 내용의 「자원재활용법」 개정안 발의에 맞추어 지자체·이해관계자 의견수렴 등을 통해 추진방향을 마련하겠다”라고 발표했다. 이는 사실상 전국 시행을 포기하겠다는 뜻과 같다. 국정 과제에 1회용컵 보증금제 전국 시행이 포함된 사실과 3년 내 전국 시행하겠다고 국민과 약속한 것도 잊은 듯한 행보이다. 환경부가 자원순환 관련 정책을 후퇴시킨 것은 이번이 처음이 아니다. 지난 해 11월 24일 시행되었어야 할 1회용품 사용 금지 제도도 1년간의 계도기간을 두며 사실상 유예하였다. 작년 11월 24일 시행 예정이었던 위 정책은 환경부가 시행일을 불과 한 달도 채 앞두지 않은 11월 1일에 돌연 “지자체 여건에 따라 일부 단속 또는 계도기간 부여의 자율권을 주겠다”라고 말하며 1년 간의 계도기간을 두겠다고 발표했다. 이는 1회용컵 보증금제 전국 시행을 포기한 이유와 완전히 같은 맥락이다. 이대로라면 11월 24일 시행 예정인 1회용품 사용 금지 정책도 위태롭다. 계도기간을 약 두 달 앞두고 있는 지금, 환경부가 제대로 된 정책 시행 방안을 마련하였을지, 예정대로 시행할 것인지 심히 우려스럽다. 지자체에 떠넘기는 것은 플라스틱 문제 해결에 아무런 도움이 되지 않는다. 환경운동연합 등이 1회용컵 보증금제를 시범 운영 중인 제주도에서 1회용컵 보증금제 시행 대상 사업장 135곳을 조사한 결과, “보증금을 붙이지 않는다”라거나 “과태료를 부과하면 그때 하겠다”라고 말하며 보증금(300원)을 부과하지 않는 매장이 67곳으로 절반에 달했다. 이는 정부의 제대로 된 규제 없이는 제도 안착을 기대할 수 없다는 것을 보여준다. 환경운동연합은 지자체에 떠넘기며 책임을 방기하고 무능함을 드러내는 환경부를 규탄한다. 환경운동연합은 환경부에 1회용컵 보증금제를 즉각 전국 시행할 것과 1회용 플라스틱 사용 규제 정책 원안대로 이행할 것을 요구한다. 환경운동연합은 하반기에 시민참여 캠페인, 정책 모니터링 등 다양한 캠페인을 진행해 1회용컵 보증금제 전국 시행을 요구할 것이다.

채식에 대한 나의 첫 기억은 "잡식인 인간이 육류를 섭취하는 것이 그렇게 '나쁜 것'일까?"라는 질문에서 시작한다. 다른 가축에 비해 더 교감한다, 덜 교감한다를 두고 한국의 개고기를 먹는 문화를 야만적으로 보기까지 하는 세계적인 시선도 나는 우습게 느껴졌다. 오히려 공장식 도축에 극도로 반대하는 나였기에 육류를 소비하는 것 자체가 문제라기보다는 '고기를 위해' 키우고 팔아대는, 상품 가치가 없는 동물들을 처분하고 특정 부위가 커지는 호르몬제를 맞추며 몇십 년의 삶은 애초에 존재하지 않았던 것처럼 몇 달 안에 처분하는 모든 시스템은 눈살을 찌푸리게 했다. 고기로서만 존재하여 모든 것이 부정당하는 사육환경과 그들의 삶은, 온갖 고기와 내장을 '맛있게' 소비하는 나에게도 정말 처참하게만 보였다. 그러나 '갈비탕을 먹어야 힘이 나지', '몸보신해야겠네!', '이런 건 먹어 줘야 해!'하는, 어렸을 때 몸에 좋다고 한 번쯤 개고기를 속아 먹어본 적 있는 전형적인 가정에서 자라난 사람으로서 단순히 눈살을 찌푸리게 하는 도축시스템을 아는 것은 당시 나의 육식 소비에 직접적인 영향을 주지 않았다. '와 그런데 고기는 왜 이렇게 맛있는 거야'라는 웃기고 슬픈 생각이 종종 머릿속에 드는 정도였달까? 그래서 항상 꿈꿨다. 나는 언젠가 내 농장에서 자급자족용 야채/채소를 기르고 오리 몇 마리와 닭 몇 마리, 토끼를 기르며 가끔 자연스럽게 낳는 알을 먹고 경사가 있는 날은 토끼를 먹으며 살 것이라는 꿈이 있었다. 잡식성 동물로 태어난 인간이 자연스럽고 편안한 삶을 사는 동물을 가끔은 잡아먹어도 된다고 생각했다. 말도 안 되는 환경에서 죽을 날을 기다리는 소들을 생각할 때 강아지를 식용하는 게 어떻게 더 비인간적인지 이해되지 않았다. 당시 나만의 기준은, 개를 패 죽이는 게 아니라면 쇠고기나 개고기나 소비하는 사람에게 같은 도덕적 잣대를 들이밀 수 있다고 생각했다. 즉 개를 식용하기 위해 도축할 때 지나치게 비인도적인 방법을 선택하는 것이 아니라면 쇠고기나 돼지고기 많은 사람이 소비하는 '그 육식'과 같은 카테고리라고 생각했다. 그리하여 성인이 된 나는 오롯이 나의 선택으로 개고기 식당을 찾았다. '그렇게 맛있나?' 와 '정말로 때려죽일까?'의 질문을 가지고 식당에 들어섰다. 먼저 뜨거운 탕으로 나온 고기는 오리고기와 닭고기가 다른 것처럼 먹어왔던 고기와 조금 다른 식감을 가지고 있었다. 딱히 '맛있다!'라는 느낌보다는 색달랐던 식감이 기억에 남는다. 후식으로 잣이 들어간 어떤 차를 내려 주셨다. '사장님 혹시 개고기를 위해 강아지를 때려죽이나요?' 질문에, 사장님은 '아가씨 그런 건 묻는 게 아니야.'라고 말했다. 순간 섬광처럼 느꼈던 놀람과 울컥했던 기분을 기억한다. 그 이후 개고기는 소비하지 않았다. 지금 생각해 보면 이 경험은 아마 내가 채식주의자가 되기까지의 긴 여정 중 하나였던 것 같다. 육식을 부정하는 사람들을 볼 때면 '오 신념이 굉장하군'이라는 마음과 '저 사람들의 신념에 정말로 오류가 없는 것일까'라는 궁금증이 있었다. 어른이 되면서, 성장 과정에서 좋다고 교육받은 많은 것들이 '진짜일까?'라는 생각을 품게 된다, 좋다고 옳다고 하는 많은 것들을 의심하게 되고 자신이 속해 있는 사회의 신념이나 문화적 배경에 저항하기도 하며 학습하고 수용하기도 한다. 이런 끊임없는 과정에서 교훈을 얻으며 '자신'의 삶을 만들고 가꾸는 방법을 터득한다. 인생을 꿈으로 채우고 꿈을 현실로 만들라는 말처럼 내가 꿈꾸며 구축한 나의 세상과 내가 마주하고 있는 현실의 세상의 갭/괴리는 변화를 통해 현실이 되기도 하고 꿈으로 남기도 한다. 내가 채식을 접하며, 채식주의자들을 보며 느꼈던 것들, 궁금했던 것들은 사실 내 안에서 궁금했던 많은 것들, 해결되지 않았던 많은 것들과 닮았었다. '먹으라고 있는 건데 그렇게까지 해야 하나?'부터 '내가 이렇게 하는 게 효과가 있겠어?', '내가 한다고 뭐가 바뀌나'라는 크고 작은 질문들, 일단 내 자신이 바뀐다는 것을 보지 못했던 시절의 나는, '내 세상'에서 자신의 변화에 가치를 두지 못했던 그때의 모습을 자주 보여주는가 싶다. 그리고 그런 나의 태도는 당시 채식주의자를 거의 이상적이고 범접할 수 없는 존재들로 바라보게 했던 것 같다. 지금 나는 '내가 잡식성으로 태어나 먹어 온 건데'보다 '내가 정말 필요에 의해 고기를 먹는 건가?' 질문에 대해 확신을 가진다. 내가 자라온 방식을 의심 없이 신봉하기보단 탐구하고 소통하고 질문하며 나의 삶을 천천히 내가 원하는 크고 작은 실천들로 채울 수 있었다. 같은 육식이 다르게 판단되는 게 부당하다던 생각은, '육식을 어떻게 하면 정당화할 수 있을까?'로 발전했고 '필요에 의해 육식 하고 있었나?'라는 좀 더 근본적인 질문으로, 현재 채식을 하는 나에겐 역사로 남았다. 1년의 페스코 생활을 마치고 채식을 한 지 5개월이 넘어간다. 1년 페스코 생활을 하며 어렵게 느껴졌던 식단은 완전한 채식을 하면서 오히려 수월해졌다. 내가 조심해야 했던 주위의 많은 것들은, 점점 주위에서의 나를 향한 배려와 관심으로 바뀌었다. 내가 오늘 행동하면 그것은 이미 변화다. 내가 의심하는 모든 것들과 더 알고자 하는 그 마음 그 모든 것이 변화의 시작이다. 야유가 있든 존경이 따르든 주목 받든 나는 내가 선택한 삶의 지침을 받아들이고 그에 따른 '낯선' 선택을 유지한다. 그리고 나를 변화시키고 나의 주변을 변화시킨다. 내가 그 변화의 시작이며 그 변화 자체이기에.

0.7 아주 낮은 출생률의 숫자. 사회 곳곳에서 인구 감소의 파고를 감당하지 못할 거라는 요란스럽고 시끄러운 예측들은 20대 가임기 여성에게 종종 “애를 낳아야지”라는 말로 돌아가고는 하는데. 덕분에 여성의 출산, 혹은 인구재생산 책무에 대해 자주 논할 기회가 생긴다. 그리고 ‘임신-출산-육아’라는 삶의 한 주기에 대한 다양한 논의들은 모체로써 끔찍하게 착취당하는 여성 동물들의 이야기까지 자주 확장되곤 한다. 오늘은 내가 닭알과 소젖까지 먹지 않는 비건이 된 이유 세 가지를 나눠보려고 한다.

1. 젖소라는 품종은 없다. 임신한 소만 있다. 여성 소[1] 는 남성 소의 정액이 담긴 주사기를 인간의 팔로 여성 소의 질에 넣어 인공수정을 통해 임신한다. 인간과 비슷하게 임신 이후, 9개월의 임신기간을 갖는다. 임신 이후에 나오는 ‘소젖’은 당연히 송아지가 먹을 모유다. 여성 소는 송아지를 낳은 후 10개월간 착유 당하는데, 이는 송아지가 먹는 양의 10배다. 당연히 송아지는 이 모유를 먹을 수 없다. 고로 여성 소는 우리가 건강한 이미지로 소비하는 우유 한 잔을 만들기 위해 인간에게 강제 임신(이것을 인간사회에서는 성폭력이라고 한다.)당하고, 9개월간 임신 후 10개월간 착유 당한다.

2. 평생 알만 낳는 여성 닭 여성 닭은 산란계와 육계라는 이름으로 나뉘는데, 산란계는 에너지소비를 최소화하기 위해 창문이 없는 A4정도 크기의 케이지에서 평생 알만 낳는다. 그들의 습성은 억압당하는데, 스트레스로 인해 다른 닭을 쪼는 것을 방지하기 위해 마취 없이 부리는 절단 당한다. 평생 알만 낳는 닭은 골다공증에 걸려 뼈가 부러지기 쉬운데, 이는 닭의 사망률의 35%를 차지한다. 이러한 비인도적인 밀집 사육은 조류 인플루엔자 감염에 취약하게 만들고, 이 바이러스에 감염되면 주변 동물, 사람에게 전염될 수 있다는 이유로 산채로 땅에 묻힌다. 그리고 이중 남성 병아리는 알을 낳지 못하기에 태어나자마자 통째로 분쇄기에 갈려 죽는다.

3. 끊임없는 출산으로 탈장 되는 여성 개 여성 개는 보통 유행에 따라 ‘품종’ 개들이 모견이 되어, 발정제와 자궁수축제를 맞고 임신과 출산을 수없이 겪는다. 번식장에 가면 자궁과 질이 탈장되는 개들을 무수히 많이 볼 수 있다. 이렇게 태어난 강아지들은 펫샵에 전시되어 판매되는데, 팔리지 않는 경우 강아지는 다시 번식견, 모견이 된다.

이 여성 동물들에게 강제되는 임신과 출산은 ‘착취’라는 말로 표현되곤 하지만, 내가 보기엔 이것은 성폭력에 가까운 행위들이다. 임신과 출산이 가능한 20대 여성으로서 그래서 더 열심히 소젖과 달앍을 먹지 않는다. 비건이 되고서 지인들에게 꼭 듣는 질문, “계란과 우유도 안 먹어?”라는 질문에 앞으로는 이 글을 보여줘야겠다. 보는 독자 중 여성이라면, 혹은 누구나 이 글이 불편했다면 오늘만큼은 소젖과 닭알을 먹지 않는 시도를 해보는 걸 제안한다. 화이팅!

[논평] 국가관할권 이원지역의 생물다양성 협약 서명 환영한다

국가관할권 이원지역의 생물다양성 협약 서명 환영한다.

○ 정부는 지난 1일 보도자료를 통해 국가관할권 이원지역의 해양생물다양성(이하 ‘BBNJ’) 보전 및 지속가능 이용을 위한 협정에 서명했다고 밝혔다. BBNJ는 올 6월 19일 유엔에서 공식 채택되었고, 우리나라는 이번 서명으로 83번째 참여국이 되었다. 환경운동연합은 정부의 BBNJ 협정 서명을 환영하면서 정부가 생물다양성 보전이라는 국제적 흐름과 함께 공해·심해저 보호에 적극적인 입장으로 참여하길 기대한다. 동시에 정부는 2030년까지 30%의 국내 해양보호구역 확대라는 중요한 과업이 있다는 걸 잊어선 안된다. ○ 정부는 BBNJ 협약 서명을 통해 해양생태계의 보전에 함께하겠다고 약속했다. 그동안 바다의 약 64%를 차지하는 공해는 어느 나라의 소유도 아닌 동시에 책임의 주체도 없어 환경·생태적 파괴만이 행해져왔다. 지난 20년간 논의된 BBNJ 협약은 무분별하게 이용되어온 공해의 해양환경 및 생물다양성 보호를 목적으로 국제사회가 최초로 결의한 다자간협약이다. BBNJ 협약은 지난 6월 19일 유엔에서 채택되고 9월 20일 협약 서명과 함께 68개국이 서명했다. 우리 정부는 협약이 채택된 뒤에도 서명을 미뤄왔지만 환경단체의 촉구를 통해 결국 BBNJ 협약에 서명했다. 협약의 서명은 앞으로 정부가 국제사회와 함께 해양환경을 보전하겠다고 약속 한 것으로 이해할 수 있다. ○ 환경운동연합은 한국 정부가 국제무대에서 공해상 30% 이상의 해양보호구역을 지정하고 관리하는데 앞장설 것을 요구한다. 앞으로 BBNJ 협약의 구체적 이행 방안 마련 과정에서 우리 정부는 적극적으로 자세로 동참해야 할 것이다. 정부는 이번 협약의 주요 내용인 △해양보호구역 지정 △환경영향평가 △해양 유전자원 이익공유에 있어 해양 환경 보전 이행 차원에서 어떤 흔들림도 없어야 할 것이다. ○ 환경운동연합은 정부의 BBNJ 협약 서명을 환영하면서 정부가 서명한 본 협정을 책임감 있게 이행함으로 해양생물다양성 보전의 약속을 지키길 바란다. 국제 사회는 생물다양성을 보전하기 위해 육해상 보호구역을 확대하고, 생태계 회복을 위해 힘쓰는 추세다. 특히 바다는 남획과 혼획, 서식지 파괴와 해양폐기물 오염 그리고 기후 위기로 인한 바다 산성화 등 다양한 인간의 간섭으로 전례없이 파괴되고 있다. 망가져가는 해양 생태계를 회복하고 생물다양성을 보전하기 위해서는 법과 제도를 통한 인간 활동 제한은 불가피한 선택 중 하나다. ○ 환경운동연합은 정부가 공해상의 해양생물다양성 보전뿐 아니라 2030년까지 국내 해양보호구역을 30%까지 확대 및 지정할 것을 요구한다. 또한 해양보호구역의 생물다양성을 효과적으로 보전하기 위해서 시민사회와 함께 보호구역 관리 방안을 함께 모색할 것을 제안한다. 그동안 우리는 바다를 무한하고도 무자비하게 개발하고 이용하면서 그 책임은 외면했다. 이번 BBNJ 협약이 자원의 지속가능한 ‘이용’이 아닌 해양생태계의 ‘보호와 보전’에 초점이 맞춰질 수 있도록 환경운동연합은 지속적인 모니터링과 정책 제안을 이어갈 것이다.

환경운동연합은 지구의벗(Friends of the earth) 한국으로 지구의벗 아시아태평양(Friends of the earth Asia-Pacific)과 함께 무고한 팔레스타인 시민의 인권과 자유를 위해 함께 팔레스타인 전쟁 중단과 인도적 지원을 촉구합니다. 환경운동연합은 11월 3일 지구의벗 아시아태평양과 세계 시민단체가 연대해 배포한 공동 성명 원본을 공유 드립니다.

As movements fighting against systems of injustice that view black, brown and indigenous peoples as disposable, to be sacrificed by racist and colonial systems of exploitation and domination, we see the struggle of the Palestinian people against occupation and apartheid as part and parcel of our collective struggle for climate, racial, economic and political justice and for a world where everyone has the right to live with dignity, free from oppression.

We are enraged and grieve equally the loss of lives of all civilians – Palestinian and Israeli – that have taken place since 7 October and call for those responsible to be held accountable for their actions.

We decry the fact that for many Northern Governments, Palestinian lives are deemed as being of less value and worth as those of Israeli citizens. This has allowed tens of thousands of Palestinians being killed with impunity over the decades as a result of Israel’s illegal occupation of Palestine. People whose names and dreams, like those of our peoples in the global South, sacrificed to colonialism.

In the latest indiscriminate bombing of Gaza, Israel has already killed more than 5000 Palestinians including at least 2360 children, displacing over 1 million people, as it collectively punishes the Palestinian people. In just one week, between 7-12 October, Israel dropped over 6,000 bombs on the Palestinian people living under its illegal occupation, more than the US dropped in a whole year during its war on Afghanistan. Whilst Human Rights Watch has confirmed that Israel has used a banned chemical weapon – white phosphorous – in civilian areas in the Gaza Strip, causing severe burns and uncontrollable fires.

We are devastated by the bombing of the Al-Ahli Arab Hospital in Gaza which killed 471 injured and sick Palestinians, including women, children, doctors, nurses, and those seeking refuge from the retaliatory bombardment by Israel. To date, the World Health Organisation has documented 76 attacks on healthcare workers, 26 healthcare facilities including 17 hospitals have been attacked, as well as attacks on UN schools where Palestinians are sheltering for safety.

The Occupied Palestinian Territory of Gaza is facing a “complete siege” with the purposeful targeting of civilian infrastructure such as hospitals and schools which constitute war crimes under international law. Israel is also blocking food, water, fuel and medicine to a captive population of 2.3 million Palestinians, half of whom are children, as a weapon of war.

While in the Occupied Palestinian Territory of the West Bank, Israel has imposed a total blockade. The Israeli military is attacking Palestinians protesting the genocide in the Gaza Strip with lethal military force, and is providing thousands of weapons to Israeli settlers inside the West Bank, who are attacking and killing Palestinians.

Israel has openly made genocidal statements that ‘Gaza will be reduced to rubble’ and called the Palestinians ‘human animals’. As climate justice movements we recognise the language of racism and colonialism that has been used to justify the sacrificing and killing of so many of our people across the global South.

The current war in Gaza is not an isolated event but is deeply rooted in ongoing colonization, illegal occupation, systemic injustices, and historical oppression of Palestine by an apartheid state. Israel has repeatedly disregarded the international humanitarian law and human rights principles that demand the protection of civilians, especially in conflict zones, as it escalated its genocidal attacks in Gaza.

Israel is planning a ground offensive with intent to indiscriminately kill Palestinians in north Gaza; and aims to ethnically cleanse more Palestinians in a single day than during the Nakba (Arabic for ‘catastrophe’) in 1948, when over 750,000 Palestinians were expelled from their homes – or any day since in their ongoing settler-colonial occupation of Palestine. The vast majority of Palestinians in Gaza are refugees from the Nakba.

The situation has never been more urgent. In the words of the Director of the United Nations Relief and Works Agency for Palestinian refugees (UNRWA), “Gaza is running out of life”. As vital resources run out and Gaza’s health infrastructure – already battered by Israel’s 16 year-long blockade and periodic bombardment – ‘collapse before our eyes’, Gaza’s remaining hospitals are turning into morgues.

We call for an immediate ceasefire, and for the international community to break the blockade and end the collective punishment of the Palestinian people. We must bring an end to apartheid and occupation.

We are appalled at the US and UK refusing to support the resolutions at the United Nations Security Council calling for a ceasefire to allow humanitarian aid access to the Gaza Strip. The complicity of powerful Western nations in enabling Israel to carry out these actions with impunity is a matter of grave concern. Despite the growing evidence of human rights violations, the provision of military and financial support to Israel from these nations continues unabated. The disregard for the lives of Palestinian people is inexcusable, and it is incumbent upon these nations to end their arming of Israel and prioritise human rights.

We also call out the role and bias of politicians and international media, led by northern media, fueling the islamophobic rhetoric and dehumanization of the Palestinian people as well as the role of international tech companies and platforms in allowing the rise of islamophobic and anti-semitic hate speech and fake news.

We condemn the attempt by Northern Governments – from Germany, France, to the UK, to attempt to criminalize and ban our movements from marching and calling for Justice for Palestine. The attacks on our right to protest mirror the attacks on climate protests that are taking place in countries that bear the greatest responsibility for these injustices.

We stand in immutable solidarity with the people of Gaza and all victims of brutality and demand upholding of international law and human rights principles to protect innocent civilians.

We also stand in solidarity with Palestinians and Jews who are protesting Israel’s bombardment of Gaza and advocating for peace and justice in the region. We condemn actions taken by several governments around the world to stop these protests and the arrest of peaceful demonstrators.

There can be no peace without justice and it is a moral imperative for the global community to stand in unity with the oppressed. We call on all our governments and international bodies to work together to end the war, and to bring all those responsible for war crimes to justice. We demand an end to the occupation and genocide of the Palestinian people and urge for resolution that can ensure that both Palestinians and Israelis can live with security and dignity.

Our Demands
In light of the ongoing violence and the appalling human rights violations in Gaza by the apartheid state of Israel, we call for the following urgent measures:

Immediate Ceasefire: We echo the calls of the United Nations Secretary General and humanitarian and human rights organisations for an immediate ceasefire in Gaza.

End the illegal blockade: Urgent humanitarian and emergency aid must be provided to civilians in Gaza. The people of Gaza are in dire need of medical supplies, food, water, and other essential resources, which need to be restored urgently.

Stop War Crimes: Israel must be held accountable for its actions that breach international law, including attacks on hospitals, forced evacuations, and the illegal blockade on Gaza for decades.

End Impunity: All those responsible for war crimes including the State of Israel must be held to account for their actions. All civilian hostages, including the thousands of Palestinian political prisoners held without charge or trial must be released. Western powers must stop their support for Israel, including ending arms sales to Israel particularly in the context of human rights violations and stop all support and funding to Israel immediately. Political alliances should not take precedence over human lives.

End Apartheid and Occupation: We support the self-determination of the Palestinian people. We call on Israel to end its system of apartheid and for the right of return and compensation to Palestinian refugees. We call on the international community to finally uphold the UN resolutions for a safe, secure and viable State of Palestine alongside a State of Israel.

Stop Racism, Islamophobia and Anti-Semitism: We stand in solidarity with our comrades in the Jewish and Muslim communities facing an increase in racist attacks. The struggle for climate justice is a struggle for racial justice.
