신곡수중보 즉시 철거나 수문 개방해야, 서울·고양·김포시민 10명 중 7명

○ 서울환경운동연합(이하 서울환경연합)은 지난 6월 5일 서울, 고양, 김포 시민 1,066명을 대상으로 진행한 ‘신곡수중보 설문조사’ 결과를 공개한다.

○ 조사결과에 따르면, 서울·고양·김포 시민 1,066명 중 747명에 해당하는 70%가 신곡수중보를 즉시 철거(8.5%)하거나, 수문 개방 후에 방안을 마련해야 한다(61.5%)는 의견을 나타냈다. 반면, 신곡수중보를 그대로 둬야 한다고 답한 시민들(15%, 160명)은 서울의 14.8%, 고양의 13.5%, 김포의 17.4%인 것으로 드러났다.

○ 신곡수중보를 그대로 둬야한다고 답한 160명에게 그 이유를 물으니, 재해예방(47.5%), 경관 유지(16.9%), 북한군 침투방지(13.8%) 순으로 답했다.

○ 또한, 신곡수중보 수문을 개방한다면 녹조 예방에 도움이 된다고 답한 시민은 74%에 달해(크게 도움 29.5%, 어느 정도 도움 44.5%), 수질 개선을 위한 수문 개방에 대한 기대가 높았다.

○ 그리고, “녹조 발생을 방지하거나 경감하기 위하여 필요할 때” 신곡수중보 수문을 개방하도록 ‘수중보 관리 규정’을 개정하는 것에 대해서는, 찬성 69.8%, 반대 14.4%, 모름 15.8%로 답해, 녹조가 발생할 때 신곡수중보 수문을 열어 적극적으로 대처할 것을 주문하는 여론이 높았다.

○ 신곡수중보를 철거할 때 가장 역점을 두어할 부분에 대해선, 자연성 회복( 40.6%)이 시설 보완 (25.6%)보다 높아, 시민들은 한강의 자연성 회복에 기대가 높은 것으로 나타났다.

○ 조사 결과를 종합하면, 녹조 예방을 위해 신곡수중보 수문을 일단 열어 수질 개선에 대한 효과성을 검증할 뿐 아니라, 녹조를 방지하거나 경감하기 위해 신곡수중보 수문을 열도록 신곡수중보 관리 규정을 개정하도록 하는 것이 필요하다. 또한, 수문개방을 통한 검증과 연구 결과에 따라 신곡수중보를 철거한다면 자연성 회복에 가장 역점을 둬야한다는 것이 시민들의 요구이자 눈높이다.

○ 이번 조사는 서울환경연합이 전문여론조사기관 ㈜이너텍시스템즈에 의뢰해 ARS설문조사시스템에 의한 전화조사 RDD방식(표본오차 95% 신뢰수준에서 ±3.0%포인트)으로 서울(526명), 고양(310명), 김포(230명) 시민 유효표본 1,066명을 대상으로 이뤄졌다.
