63 CSOs Call on JBIC to Reject Financing for Batang Coal Plant in Indonesia

At the proposed project site of the controversial 2,000-megawatt coal-fired power plant in Batang, Central Java, Indonesia, further cases of human rights violations have been reported. Most recently, the Indonesian army has put and leveled the soil in the majority of farmlands which the landowners have not yet agreed to sell for the project.

 

On September 25, the undersigned 63 organizations from 20 countries, have submitted the urgent petition as below to call on Japan Bank for International Cooperation (JBIC) to reject financing for the project, which has been pushed through in the forcible way, neglecting the local people’s opinion and rights.

 

Despite this serious human rights violation against the local community, JBIC is still considering funding the coal plant in Batang, which will cost US$ 4 billion. Japanese companies, “J Power” Electric Power Development Co. and Itochu Corp, have already decided to invested in the project. And JBIC is currently planning to finance around US$ 1.6 billion.

 

Ongoing and strong concerns regarding a loss of livelihoods, such as farming and fishing, have been raised persistently by local communities, and the project has been unable to proceed for nearly four years. 67 landowners who own some of the proposed project site are still refusing to sell their land.

 

In the end of July, three local villagers came to Japan to submit their objection to JBIC and talked directly to the Japanese decision-makers and public about the serious human rights violations they have experienced, such as intimidation and arbitrary arrest at the hands of the army, the police and the thugs. To date, JBIC hasn't yet decided its finance for the project mainly due to the incompletion of the land acquisition. But the military has already cleared and leveled the farmland which the landowners haven't yet sold. This situation might be used by JBIC as a excuse for the completion of land acquisition. And JBIC might make a loan agreement with the project proponent on the occasion of the deadline for the financial closure of this project, or around October 6, 2015.

 

The urgent petition calls on JBIC to reject financing for the project, following its own environmental and social guidelines. JBIC must sincerely listen to the concerns and opinion of the local people, but being not complicit in those serious human rights violations against the local community the project has resulted in.

Urgent Request to Reject Japanese Public Financing

for the Proposed Batang Coal-fired Power Plant, Central Java, Indonesia

 

 

At the proposed project site of the Batang Coal-Fired Power Plant in Central Java, Indonesia, which the Japan Bank for International Cooperation (JBIC) is currently considering its finance for, the military engineer of the Indonesian army has resumed land clearing with heavy equipment since September 11, 2015. They have put and leveled the soil in the majority of farmlands which the landowners have not yet agreed to sell or to be acquired, and have also destroyed almost all the irrigation systems for their farmlands. We, the undersigned 63 organizations from 20 countries, express our strong objection against and deep regret at the forcible way with which the project has been pushed through, neglecting the local people’s opinion and rights and committing human rights violations in a highly oppressive manner, and call on JBIC not to finance for the project. 

 

Ongoing and strong concerns regarding loss of livelihoods, such as farming and fishing, and health impacts from pollution, have been raised persistently by local communities, and the project has been unable to proceed for nearly four years. During this period, community leaders opposing the project and landowners refusing to sell their land in the proposed project site have been subject to repeated human rights violations, such as intimidation, violence, and arbitrary arrest and detention at the hands of the army, the police, and other actors. Despite these human rights violations, 67 landowners who own some of the proposed project site are still refusing to sell their land. Also, an administrative court case has been filed at Semarang City, Central Java, questioning the legality of the acquisition process based on Law No. 2 of 2012 on Land Acquisition in this project, and the public hearing is still continuing. 

 

On July 29, 2015, 23 members of the local community submitted an official objection to JBIC. In the submission, the local community pointed out how the project has failed and will fail to comply with many provisions of the JBIC Guidelines for Confirmation of Environmental and Social Considerations (the Guidelines), as it has made/will make their life worse and has caused/will cause violations of human rights. JBIC have already conveyed the local community’s objections to the project proponent, according to “Summary of Procedures to Submit Objections concerning JBIC Guidelines.” And the project proponent under the Guidelines is expected to take steps to bring the project into compliance by making appropriate environmental and social considerations. 

 

For one and a half month, however, there have been no improvements on the ground. Instead, further cases of human rights violations have been reported from the local area. The intimidation to force the landowners to sell their land has been continuing by local thugs, who are supposedly hired by the pro group for the project and visited the landowners’ houses in the midnight. When President Joko Widodo came to Batang for the “kick-off construction” ceremony on August 28, 2015, the local community who are opposing the project tried to convey their opposition to the President. But high-pressure water cannons belonging to the army and police prevented them from even coming close to the ceremony venue. Further, despite not having any “consent” of the landowners and farmers, the land clearing work has commenced again by heavy equipment of the Indonesian army since September 11, 2015, who just very easily destroyed the land which used to be very fertile enough for the farmers to harvest the rice three times a year.

 

This situation raises two important questions for us: first is whether the project proponent and the Indonesian government, who have important roles to play in terms of environmental and social considerations in this project, currently have intention to implement the project with appropriate environmental and social considerations according to the Guidelines, and the second is whether they actually have capacity to implement the project with appropriate environmental and social considerations in the future. 

 

JBIC Guidelines states that “If, as a result of its environmental review, JBIC judges that appropriate environmental and social considerations are not ensured, it will encourage the project proponent, through the borrower, to undertake appropriate environmental and social considerations. If appropriate environmental and social considerations are not undertaken, there may be cases where funding is not extended.” 

 

As the deadline for the financial closure of the project is October 6, 2015, it is assumed that JBIC would is being urged to make a decision. Given the following situations, we call on JBIC to reject financing for the project, taking the outcomes of its environmental reviews into account for decisions on funding: 

 

 

(i) In the objection paper, the local community pointed out how the project has failed and will fail to comply with many provisions of JBIC Guidelines, which haven’t been improved or solved yet. 

 

(ii) Even after JBIC had already conveyed the contents of the objection paper to the project proponent, no appropriate environmental and social consideration has been made since then (to rectify matters). 

 

(iii) In light of the factors, such as the intention and the capacity of the project proponent and host government, who have important roles to play in this project, it is very uncertain whether appropriate environmental and social considerations can be ensured after JBIC makes a decision to finance the project. 

 

 

We request that the Japanese government and JBIC sincerely listen to the concerns and opinion of the local people and take a strong and resolute position to reject its finance, but being not complicit in those serious human rights violations against the local community the project has resulted in. We will wait for your response.

올해 폭염으로 이미 350여명 사망

기후변화 가난한 지역일수록 심각

 

전국적으로 때 이른 폭염주의보가 내려진 가운데, 다른 나라에서도 심각한 폭염으로 이미 수많은 사상자가 발생하고 있다.

 

20일, 파키스탄에서는 수은주가 51도까지 치솟으면서 정부는 의료시설과 시체 안치소에 대한 대비를 서두르고 있다. 지난 4월 온도가 이미 43도를 기록하면서 350여 명이 사망했다. 지난해 파키스탄 카라치 지역에서는 하루 동안의 폭염으로만 1,500여 명이 사망했다.

 

 

<알자지라>는 폭염 피해가 임박해지자 파키스탄에서는 대규모 사망자를 대비해 무덤을 파기 시작했다고 전했다. 인도에서도 이미 폭염으로 160명이 희생됐다고 전했다. 아직 본격적인 여름이 시작되지 않았다는 사실을 염두에 두면, 사상자는 크게 늘어날 것이라고 예측했다.

 

기후변화는 가난한 지역일수록 더 심각한 피해를 남기고 있다. 이번주 스리랑카에서는 홍수로 20만 가구가 집을 잃었고 방글라데시에서는 사이클론이 수백명이 거주하는 지역을 강타했다.

올해 초 미얀마에서 박해를 피하기 위해 난민이 된 로힝야족 성인 남녀와 어린이들이 몸값을 지불하지 못한 경우 인신매매업자들에게 살해되거나 심한 폭행을 당했고, 참혹하고 비인도적인 환경에 갇혀 있었다고 국제앰네스티가 21일 발표한 신규 보고서를 통해 밝혔다.

보고서 <죽음의 여정: 동남아시아의 난민과 인신매매 위기(영문)>는 로힝야족 난민 100명 이상과 나눈 인터뷰 내용을 바탕으로 하고 있다. 미얀마와 방글라데시에서 안다만 해를 건너 인도네시아에 도착한 이들 난민 중 다수가 어린이였으며, 대부분이 인신매매 피해자였다.

우기가 끝나고 이미 “항해기”가 시작된 가운데, 수천여 명 이상이 또다시 뱃길에 오를 것으로 예상된다. 국제앰네스티는 동남아시아 지역 국가에 난민 위기 대책을 시급히 마련할 것을 촉구한다.

안나 시어(Anna Shea) 국제앰네스티 난민 조사관은 “벵골 만과 안다만 해상에서 배 안에 갇힌 로힝야족 난민들이 매일같이 당하는 신체적 폭행은 말로 표현하기조차 끔찍한 수준이다. 이들은 미얀마는 탈출했지만, 또 다른 악몽과 맞바꾼 것에 불과했다. 어린이들조차 이러한 폭행의 예외는 아니었다”며 “충격적인 점은 인터뷰를 나눈 난민들이 그 중 그나마 해안에 상륙할 수 있었던 ‘운이 좋은’ 경우였으며, 그렇지 못한 수많은 다른 사람들은 바다에서 익사하거나 인신매매를 통해 강제 노역 현장으로 보내졌다는 사실이다. 각국 정부는 이와 같은 인도적 비극이 되풀이되지 않도록 더욱 철저히 대비해야 한다”고 말했다.

2015년 5월, 태국 정부가 인신매매 타도에 나서자 인신매매 업자들이 사람들을 바다 위에 버려두고 떠나면서 수천 명의 난민과 이주민들이 식량과 물, 치료가 절실히 필요한 상태로 수 주 동안 해상에 좌초되는 끔찍한 사건이 벌어졌다.

유엔은 2015년 1월과 6월 사이 최소 370명 이상이 숨진 것으로 추정하고 있으나, 국제앰네스티는 실제 사망자 수가 이보다 훨씬 많을 것으로 보고 있다. 국제앰네스티와 인터뷰를 나눈 목격자들은 난민과 이주민을 가득 실은 채 비슷한 상황에 처했던 배가 수십 척 더 있었다고 증언했지만, 유엔 관계자에 따르면 인도네시아와 말레이시아에 상륙한 배는 다섯 척에 불과했다. 수백, 혹은 수천 명은 여전히 행방을 알 수 없는 상태로, 바다를 건너던 도중 사망했거나 강제노역 현장으로 보내졌을 가능성이 있다.

돈을 노린 폭행과 살인

다수의 로힝야족 사람들은 선원들이 몸값을 지불하지 못한 사람을 살해하는 모습을 목격한 적 있다고 말했다. 인신매매 업자에게 사살되기도 했고, 바다에 던져져 익사하도록 방치되기도 했다. 식량과 물이 부족해서, 또는 질병으로 사망하는 사람들도 있었다.

난민들은 아주 큰 배 안에서 수 개월 동안 갇혀 지내며, 인신매매 업자들이 가족에게 연락해 몸값을 요구하면서 심하게 폭행했다고 증언했다. 한 15세 난민 소녀는 선원들이 방글라데시에 있는 아버지에게 전화를 걸고, 그녀를 폭행하면서 비명소리를 들려준 후, 몸값으로 미화 1,700달러를 지불하게 했다고 말했다.

사실상 모든 로힝야족 성인 남녀와 어린이들이 본인이 구타를 당한 적이 있거나, 다른 사람들이 심각한 신체적 폭행을 당하는 것을 목격한 적이 있다고 증언했다. 사람들은 식량을 구걸하거나, 움직이거나, 화장실 사용을 요청했다는 이유만으로 철봉이나 플라스틱 곤봉으로 몇 시간에 걸쳐 구타를 당했으며, 대부분 그로 인해 장기적인 신체적, 정신적 상처가 남았다.

이러한 폭행은 주로 놀랍게도 규칙적이고 조직적인 방법으로 이루어졌다. 15세 로힝야족 소년은 “아침에는 3번, 오후에는 3번, 밤에는 9번을 때렸다”고 말했다.

본국에서의 박해

로힝야족이 이처럼 절박하게 떠나려 하는 것은 미얀마에서 수십 년 동안 계속되고 있는 로힝야족에 대한 박해와 차별 때문이다. 미얀마는 사실상 로힝야족의 국적을 법적으로 인정하지 않고 있다. 가장 최근에는 2012년에도 벌어진 로힝야족에 대한 폭력적인 탄압으로 인해 수만 명이 좁은 수용소에 몰려 절박한 환경 속에서 살아갈 수밖에 없게 되었다.

미얀마 또는 방글라데시의 인신매매 업자에게 납치되었다는 사람들이 있는 반면, 싼 값에 말레이시아로 가는 안전한 경로를 알려주겠다는 말에 속은 사람들도 있었다. 업자들이 강제노역으로 팔아 넘길 대상을 찾기 위해 흔하게 사용하는 수법이다.

안나 시어 조사관은 “로힝야족이 처한 현 상황이 너무나 절박하기 때문에 난민 위기의 근본적인 원인이 해결되지 않는 한 이들은 계속해서 목숨을 걸고 바다를 건너려 할 것이다. 미얀마 정부는 즉시 로힝야족에 대한 박해를 중단해야 할 것”이라고 말했다.

참혹한 환경

로힝야족 난민들은 바다를 건너는 동안 비인도적이고 굴욕적인 환경에 갇혀 지내야 한다. 좁은 배에 지나치게 많은 난민을 태운 탓에 사람들은 극도로 비좁은 공간에서, 때로는 수 개월 동안을 앉은 채로 보낼 수밖에 없다. 인도네시아 아체 만에서 난민 구조 작업을 도왔던 한 지역 주민은 악취가 너무나 심해 구조대가 배에 탈 수 없을 정도였다고 전했다.

식량과 물도 턱없이 부족해, 하루에 배급 받는 식량은 보통 쌀 한 컵에 불과했다. 인도네시아에 상륙한 로힝야족 대부분이 극도로 쇠약한 상태였고, 오랜 시간 비좁은 공간에 앉아 있었던 탓에 걷기가 힘들었으며, 탈수와 영양실조, 기관지염, 독감에 시달리고 있었다.

인도네시아의 환경

2015년 5월, 인도네시아, 말레이시아, 태국은 난민을 가득 태운 배가 상륙하지 못하도록 돌려보내고, 수만 명의 절박한 난민들이 배에서 내리지 못하게 했다. 이에 대해 국제적인 비난이 잇따르자 인도네시아와 말레이시아는 결국 2016년 5월까지 다른 국가들도 난민을 수용한다는 조건하에 다수의 난민을 받아들이기로 합의했다.

인도네시아는 아체 지역에 수백여 명의 취약한 난민들이 정착할 수 있도록 자원을 투자하고, 지역 시민사회 및 국제기구와 공조해 난민들의 기본생활요건을 충족시킬 수 있도록 노력하고 있는 점에 대해서는 인정받아야 할 것이다. 그러나 정부가 2016년 5월 이후에도 난민 거주를 허용할 것인지에 대해 확인한 바가 없는 만큼, 장기적인 해결 방안에 대해서는 여전히 심각한 문제가 남아 있다.

권고사항

안나 시어 조사관은 “인신매매를 타도하기 위한 동남아시아 지역 국가간의 공조협력 없이는 이 지역에서 가장 취약하고 절박한 상태에 놓인 사람들은 또다시 중대한 인권침해행위의 피해자가 될 것”이라며 “각국 정부는 인신매매업자들이 지난 2015년 5월과 같이 사람의 생명이나 인권을 위험에 빠뜨리지 못하도록 대책 마련에 나서야 하고, 또한 해상 수색구조작전 시행을 위해 신속히 행동해야 한다”고 말했다.

국제앰네스티는 동남아시아 지역 국가들에게, 또 다른 해상의 인권 재앙이 벌어질 때까지 기다리지 말고 지금 바로 행동에 나설 것을 촉구한다.

Deadly journeys: The refugee and trafficking crisis in Southeast Asia is based on interviews with more than 100 Rohingya refugees – mainly victims of human trafficking, and many of them children – who reached Indonesia after fleeing Myanmar or Bangladesh across the Andaman Sea.

With the monsoon over and a new “sailing season” already underway, thousands more could be taking to boats. Amnesty International is urging regional governments to urgently step up their response to the crisis.

“The daily physical abuse faced by Rohingya who were trapped on boats in the Bay of Bengal and Andaman Sea is almost too horrific to put into words. They had escaped Myanmar, but had only traded one nightmare for another. Even children were not spared these abuses,” said Anna Shea, Refugee Researcher at Amnesty International.

“The shocking truth is that those we spoke to are the ‘lucky’ ones who made it to shore – countless others perished at sea or were trafficked into forced labour situations. Governments must do more to prevent this human tragedy from recurring.”

The harrowing events that unfolded in May 2015 – triggered by Thailand’s crackdown on human trafficking, and the traffickers’ subsequent abandonment of people at sea – left thousands of refugees and migrants stranded for weeks in desperate need of food, water and medical care.

While the UN estimates that at least 370 people lost their lives between January and June 2015, Amnesty International believes the true figure to be much higher. Eyewitnesses who spoke to Amnesty International saw dozens of large boats full of refugees and migrants in similar circumstances, but only five boats landed in Indonesia and Malaysia according to UN sources. Hundreds – if not thousands – of people remain unaccounted for, and may have died during their journeys or been sold for forced labour.

Deaths and beatings for money

Many Rohingya said that they had seen crew members kill people when their families failed to pay ransoms. Some people were shot by the traffickers on the boats while others were thrown overboard and left to drown. Others died because of lack of food and water or disease.

Refugees described how they were kept for months on very large boats and severely beaten while traffickers contacted their family members, demanding a ransom. One 15-year-old Rohingya girl said the crew called her father in Bangladesh, made him listen to her cries while they beat her, and told him to pay them about USD 1,700.

Virtually every Rohingya woman, man and child said they had either been beaten themselves or seen others suffer serious physical abuse. People were beaten with metal or plastic batons – sometimes for several hours – simply for begging for food, moving or asking to use the toilet. Many have been left with long-term physical or psychological scars from the violence.

Beatings were often carried out in a chillingly routine and systematic way. One 15-year old Rohingya boy said: “In the morning you were hit three times. In the afternoon you were hit three times. At night you were hit nine times.”

Persecuted at home

The Rohingyas’ desperation stems from decades of persecution and discrimination in Myanmar, where they are effectively denied citizenship under national law. Waves of violence against the Rohingya, most recently erupting in 2012, have forced tens of thousands into overcrowded camps where they live in desperate conditions.

Some people said that they had been abducted by traffickers in Myanmar or Bangladesh, whereas others had been promised a safe passage to Malaysia for a nominal fee – a tactic commonly used by traffickers looking to coerce people into forced labour.

“The Rohingya are so desperate that they will continue to risk their lives at sea until the root causes of this crisis are addressed – the Myanmar government must immediately end its persecution of the Rohingya,” said Anna Shea.

Hellish conditions

The Rohingya were kept in inhuman and degrading conditions during their journeys. Boats were severely overcrowded, with people forced to sit in extremely cramped positions, sometimes for months on end. A local man who helped rescue people off the coast of Aceh in Indonesia said that the stench was so bad that rescuers could not board.

Food and water was severely lacking and rations usually consisted of a small cup of rice per day. Many of the Rohingya who reached Indonesia were emaciated, had difficulty walking after being cramped for so long, and suffered from dehydration, malnourishment, bronchitis, and flu.

Conditions in Indonesia

In May 2015, Indonesia, Malaysia and Thailand initially pushed overcrowded vessels back from their shores and prevented thousands of desperate passengers from disembarking. Following international criticism, Indonesia and Malaysia eventually agreed to admit a number of asylum-seekers, on the condition that another country accept them by May 2016.

Indonesia should be recognized for devoting resources to housing hundreds of vulnerable people in its Aceh province, and working to fulfill their basic needs in cooperation with local civil society and international agencies. But there are serious unanswered questions about a long-term solution, as the government has not clarified whether the refugees can stay beyond May 2016.

Recommendations

“Without cooperation between governments to combat human trafficking, grave human rights abuses will again be perpetrated against some of Southeast Asia’s most vulnerable and desperate people,” said Anna Shea.

“Governments must ensure that initiatives against traffickers do not put people’s lives or human rights at risk, which is what happened in May 2015. They must also act quickly to implement maritime search and rescue operations.”

Amnesty International is urging Southeast Asian states to act now, and not wait for another human rights disaster at sea.

689161_20150527141941_941_0001 지난해 12월 유엔 기후변화협약에서 체결된 ‘파리협정’을 두고 전 세계 언론은 ‘화석연료 시대의 종언’이라는 헤드라인으로 소식을 전했다. 심각한 기후변화를 막기 위해선 산업혁명을 이끌었던 화석연료 의존에서 긴급히 벗어나야 한다는 것을 윤리적이고 법적인 새로운 규범으로서 채택했기 때문이다. 국제 조약이라는 차원을 넘어 파리협정이 우리 삶에 어떤 의미를 갖는지는 이제부터 곱씹어야 할 문제지만, 값싼 화석연료에 취해있던 시대와 결별해야 하는 ‘신 기후체제’가 본격화됐다는 강력한 신호로 작용했다는 것은 분명해 보인다. 신호는 중요하다. 특히 에너지 문제와 같이 예측 불확실성이 높고 경제적으로 민감한 영역의 경우 더 그렇다. 게다가 ‘석유 한 방울 안 나오는’ 한국처럼 화석연료 대부분을 해외 수입에 의존한다면 더 말할 것도 없다. 안보라는 측면에서도, 우선 떠올려야 하는 항목은 이제 국방비 대신 에너지와 식량이어야 할지도 모른다. 신호탄이 울렸는데, 우리는 뛸 준비가 되었을까. 같은 신호를 들었지만, 반응의 온도차는 존재한다. 가령, 얼마 전 다보스 세계경제포럼(WEF)에서 세계 주요 기업의 경영자들을 대상으로 경제 활동을 위협하는 요인을 조사했는데, 기후변화나 환경위기는 여전히 낮은 순위로 나타났다. 그 대신, 경영인들이 꼽은 최대의 우려 요인은 ‘과잉규제’였고, 정치적 불확실성, 사이버 공격 등도 그 뒤를 따랐다. 규제완화는 한국뿐 아니라 세계 업계들이 공통적으로 보내고 싶은 1순위 신호라는 것이다. 얼마 전 한 정부 관계자로부터 ‘기후변화’라는 표현이 곧 ‘규제’를 연상시키기 때문에 정부 내에서는 이 단어를 기피하는 분위기라는 말을 들었다. 기후변화 대응이 불가피한 흐름이 된 가운데 기업에 부담이 가중진다면, 반대급부로서 새로운 규제완화가 필요하다는 논리가 기승을 부리고 있다. “에너지규제 다 푼다.” 최근 정부가 발표한 ‘에너지 신산업’에 대한 언론이 보도한 제목이다. 한전이 독점하던 전력 거래를 개인과 민간 사업자에게도 개방해 새로운 에너지 시장을 만들겠다는 것이다. 정부 설명대로 소규모 태양광을 설치한 개인이 남는 전기를 이웃에게 판매할 수 있는 등 재생에너지 확대를 위한 긍정적인 내용을 포함하고 있다. 화석연료와 핵발전 중심의 기존 전력 시스템이 재생에너지와 에너지 효율기술에 본격적으로 문턱을 낮추겠다는 신호는 좋다. 하지만 재생에너지에 유리한 시장을 만들겠다는 신호만으로는 큰 파장을 기대할 수 없다. 현재 재생에너지의 정책 목표나 지원제도가 너무나 의욕적이지 않기 때문이다. 게다가 재생에너지가 획기적으로 성장하기 위해선 석탄을 비롯한 화력발전과 핵발전 비중의 축소, 전기요금 정상화 등을 통한 전력 수요관리가 전제돼야 하지만, 이런 핵심적인 부분에 대해서 정부가 전향적인 변화를 선택하기를 주저하고 있다. 우리에게 정말 필요한 것은 에너지 효율화와 재생에너지를 획기적으로 활성화겠다는 명확한 신호다. ‘에너지 신산업’이란 정도의 정책 신호로는 역부족이다. 기후변화의 시계는 이 수준의 대응 속도로 행동하는 것을 기다려주지 않을 것이다. 세계 재생에너지 전환을 이끌었던 헤르만 셰어의 말대로 “모자란 것은 재생에너지가 아니다. 빠듯한 것은 시간이다.” 이 글은 <레디앙>에서도 볼 수 있습니다.

뉴스타파는 지난달 29일 ‘조세도피처로 간 한국인들의 자살?’ 사건을 보도하면서 그 이면에 깔린 검은 커넥션을 파헤쳤다.

뉴스타파 보도 이후 서부발전은 직원 비리의혹에 대해 발 빠르게 대처했다. 감사팀은 청렴의무 및 품위 유지 위반 혐의에 대해 감찰에 착수했다. 곽명문 사회공헌팀장은 보도 하루 만에 무보직 발령이 나 업무에서 배제됐다.

뉴스전문채널 YTN도 크게 술렁였다. YTN 기자들은 이홍렬 상무의 비리 의혹 때문에 회사의 명예가 크게 실추됐다며 해명을 요구하고 피켓시위에 나섰다. 하지만 서부발전의 발 빠른 대처와는 달리 YTN의 대처는 판이하게 달랐다.

뉴스타파에 우편물이 배달됐다. 보낸 사람은 이홍렬. 이홍렬 상무는 뉴스타파의 보도가 사실과 다르다며 기사에서 자신의 얼굴과 실명을 삭제하지 않을 경우 법적인 절차를 진행하겠다고 통보해왔다. 그러나 무엇이 사실과 다른지에 대해서는 아무런 언급도 없었다.

취재진은 이 상무에게 수차례 전화를 걸었지만 받지 않았다. 문자를 보내도 답변이 오지 않았다.

도대체 무엇을 잘못 보도했다는 걸까. 뉴스타파는 이 상무에게 2가지 의혹을 제기했다. 우선 불법 환치기상을 통해 이상엽 씨로부터 2014년 12월 3천만 원, 2015년 9월 1천만 원 등 모두 4천만 원이라는 거액을 송금 받은 의혹.

뉴스타파는 환전상 진광순 씨가 돈을 입금한 이 상무의 기업은행 계좌까지 언급하면서 이상엽 씨로부터 돈을 받은 이유를 물었다. 당초 이 상무는 뉴스타파와의 전화 인터뷰에서 돈을 받은 기억이 전혀 없고, 돈을 받을 이유도 없다고 관련 사실을 완강히 부인했다.

하지만 뉴스타파 보도가 나간 뒤 이 상무는 갑자기 말을 바꿨다. 이 상무는 YTN 사내 게시판에 올린 입장문을 통해 ‘개인적으로 알고 지내던 이상엽 씨한테서 돈을 빌려 쓴 뒤 다 갚았을 뿐’이라고 주장했다. 얼마를 받았는지 구체적인 액수를 언급하지는 않았지만 일단 돈을 받은 사실은 시인한 셈이다.

두 번째 의혹은 3자 배정 유상증자 참여와 관련된 위법성이다. 뉴스타파는 이 상무가 3자 배정 유상 증자에 남의 이름으로 참여한 것이 차명 투자에 따른 금융실명법 위반이며, 고려포리머 주식을 놓고 조직적인 주가조작에 가담한 것은 아닌지 물었다.

이에 대해 이홍렬 상무가 YTN 구성원들에게 한 해명은 황당하기 짝이 없다. 3자 배정 유상증자에 참여한 사실은 쏙 빼고 자신은 CB(Convertible Bond), 즉 전환사채에 투자했다고 말을 바꾼 것이다.

이 상무는 이전 뉴스타파 취재진과의 통화에서는 시종일관 3자 배정 유상증자에 참여해 투자했다고 말했다. 그것도 자신의 이름이 아니라 차명으로 투자한 사실을 명확하게 밝혔다.

이 상무가 빚을 내면서까지 고려포리머 주식에 과감하게 투자할 수 있었던 것은 은밀한 내부 정보를 미리 알았기 때문이다. 게다가 이홍렬 상무가 고려포리머에 투자한 지난 2015년 1월, 증권가에는 고려포리머의 주가 급등에 YTN 관계자의 지원이 있다는 소문이 나돌기도 했다.

당시 YTN 내부에서도 이 같은 소문에 대한 정보 보고가 있었던 사실이 확인됐다.

YTN 사 측은 이홍렬 상무의 비리 의혹에 대해 별다른 조치를 취하지 않고 있다. 조준희 사장은 물론 김광석 감사까지 이 상무의 의혹에 대해 입을 다물었다. 이 같은 회사 분위기에 힘을 얻기라도 한 듯 이 상무의 발걸음은 여전히 당당했다.

전국언론노조는 이홍렬 상무의 비리 의혹에 대해 조만간 검찰에 고발할 방침이다.

지난 8월 첫째 주 한주 간 일본 나구리현에서 지구의벗 아시아태평양(이하 아태지역) 총회가 열렸습니다. 세계 3대 환경단체 중 하나인 지구의벗(Friends of the Earth)은 전세계 75개국의 풀뿌리단체 및 시민사회단체의 연합체로, 우리 공동의 집 지구에서 발생하는 다양한 환경 문제의 해결을 위해 노력합니다. 지구의벗은 총 4개(아시아태평양, 유럽, 아프리카, 라틴아메리카&북미) 지역권별로 연간 총회를 개최하며, 전세계 멤버가 모이는 전체총회는 2년마다 개최합니다. 이번 아태지역 총회에서는 다가오는 11월 인도네시아에서 열리는 전체총회에 앞서, 아태지역 차원의 전략을 세우고 중요한 안건들을 논의했습니다. 아시아 지역 곳곳에서 발생하는 환경문제와 대응방안을 함께 고민할 수 있던 소중한 시간이었습니다. 한국의 청년 환경운동가 경험한 지구의벗 아태지역 회의 이야기를 공유합니다.   IMG_0945   총회 하루 전, 도쿄 히비야 컨벤션 홀에서 기후변화 심포지엄이 열렸다. 아시아 13개국의 환경운동가들이 기후변화의 실상과 경험을 공유하고, 국가별 기후변화 관련 정책을 소개하며, 기후정의를 촉구하는 시간을 가졌다. 여러 강연 중 '기후정의(Climate Justice)' 문제를 다룬 지구의벗 영국 활동가 아사드 레먼(Asad Rehman)의 강연을 짧게 소개하고자 한다.   KakaoTalk_20160811_234523504   아사드 레먼은 기후변화 문제의 핵심은 ‘불평등(unjust)’에 있다고 지적했다. “기후변화는 기술적 문제가 아니라, 정치적이고 도덕적인 문제입니다. 기후변화는 가장 책임이 작은 사람들에게 가장 많은 영향을 끼칩니다.” “세계는 불평등합니다. 불평등의 문제를 다루지 않는다면 기후변화 문제는 해결 할 수 없습니다.”   Livning in an unjust world!   기후변화로 일상에 영향을 받는 사람들은 물론, 자연재해로 파괴된 고향을 떠날 수밖에 사람들은 어떠한 법적 보호도 받지 못한다. 이러한 불평등의 문제는 어떻게 해야 해결할 수 있을까?   “시민들의 힘을 키워야 합니다. 기후변화는 더 이상 북극곰만의 문제가 아닙니다. 사람들의 삶에 실질적으로 영향을 주고있는 문제입니다.” “우리는 에너지와 음식을 생산하고, 소비하는 방식을 바꿔야합니다. 삼림파괴를 중단해야합니다. 기후변화로 피해 입은 사람들에게 정의를 돌려주어야 합니다.” “우리의 요구를 미래를 위한 비전에 적극적으로 반영시켜야 합니다.”   시민들의 힘이 기후변화 문제를 해결할 수 있다고 언급한 그는 2018년에 열리게 될 제 24차 기후변화협약 당사국총회(COP24)의 중요성에 대해 강조했다. 아시아에서 열리게 될 COP24에서는 지구온도 상승을 1.5도로 제한해야하고, 기후변화로 영향 받은 사람들과 기후난민을 위한 논의가 적극적으로 진행되어야 한다는 것이다. 기후정의. 우리들의 손에 달려있다.   KakaoTalk_20160811_234939716   심포지엄 다음날 아침, 우리는 도쿄에서 약 2시간 정도 떨어진 나구리현으로 지하철을 타고 이동했다. 사방에 빽빽히 들어선 나무들이 인상적이었는데, 2차 세계대전 이후 진행된 산림녹화사업 때문이라고 한다. ‘시다(Ceder)’라는 단일 종으로 재배된 나무플랜테이션을 바라보며, 지구의벗 활동가들은 “플랜테이션은 숲이 아니다.”라며 안타까운 마음을 내비췄다. 다행히도 이 지역은 주민들이 시다 외에 다른 다양한 종으로 이루어진 숲을 조성하기 위해 노력 중에 있고, 관리도 잘 되고 있다고 한다. 첫째 날은 국가별로 지난 1년간의 활동을 공유하는 시간을 가졌다. 기후변화는 대부분의 국가들이 공동으로 겪고 있는 문제였고, 그 외에 석탄화력발전소, 원자력발전소, 토지수탈(land grabbing), 산림파괴, 채굴, 식수문제 등이 거론되었다. 또한 선진국과 다국적기업의 국경을 초월한 환경파괴, 인권침해 문제에 대해서도 심도 있게 논의 하였다. 이 대목에서 부끄럽고 미안한 마음을 감출 수 없었는데, 한국 기업이 아시아지역 개발도상국의 석탄화력발전소 건설사업에 열을 올리고 있고, 한국수출입은행은 이에 대한 공적투자에 앞장서고 있기 때문이다. 한국기업의 석탄화력발전소 건설로 인한 환경파괴와 지역주민들의 건강피해 문제는 OECD 국가들 중에서도 가장 심각하다.   IMG_2047   얼마 뒤, 한국의 가습기살균제 참사 이야기가 나왔다. 영국에 본사를 둔 다국적기업 옥시 레킷벤키저가 제조한 가습기살균제에 독성물질이 있었고, 이에 많은 피해자가 발생했다는 사실을 설명하자 많은 활동가들이 분노를 금하지 못했다. 회의에 참석한 활동가들은 각국의 언어로 작성한 “옥시아웃”, “4050명의 피해자를 잊지 않겠습니다.” 피켓과 함께 가습기살균제 참사 진상규명 및 해결을 촉구하는 행동을 전개하며 연대를 표했다.   IMG_7146   다음 이틀간은 지구의벗 4개 중점 프로그램에 대한 논의가 이어졌다. 4개 중점 프로그램은 기후정의(Climate justice & Energy), 경제정의(Economic justice and resisting neoliberalism), 식량주권(Food Sovereignty), 삼림보호&생물다양성(Forests and Biodiversity)으로 이루어져 있다. 우리는 아시아 지역에서 집중해야할 우선순위를 정하고, 지역을 관통하는 사안에 대해 공동대응전략을 기획했다. 다음으로, 앞으로 2년간 지구의벗 활동 및 운영을 이끌어갈 아태지역의 임원들을 선출 했다. 지구의벗 중앙집행위원회(ExCom)의 아태지역 대표로 한국 1인(환경운동연합 김춘이 운영처장)과 스리랑카 1인, 총 2명이 선출되었다. 아태지역 중앙집행위원회(Majelis) 멤버에는 네팔, 스리랑카, 파푸아뉴기니, 필리핀, 호주에서 각 1인 씩, 총 5명이 선출 되었다. 이외, 4개 프로그램별 운영위원회가 선출되었다.  이렇게 3일에 걸친 회의는 성공적으로 마무리 되었다.   IMG_2123 KakaoTalk_20160811_234942014   모든 회의를 마치고 우리는 도쿄로 돌아와 수상관저와 국회의사당 앞에서 열리는 반핵집회에 참가했다. 2011년 후쿠시마 핵발전소 참사 이후, 일본 시민들은 아베 정부에 핵발전소 운영과 증설 및 수출을 중단할 것을 요구하는 집회를 금요일마다 열고 있다. 지구의벗 활동가들은 일본시민들의 반핵 운동에 지지를 보내며 연대발언을 하였다. 환경운동연합 김춘이 사무처장은 “우리는 일본시민들의 반핵 행동을 강력히 응원한다. 한국에도 여러분같이 핵 없는 사회를 위해 노력하는 많은 사람들이 있다. 앞으로 일본과 한국 시민들 간에 활발한 협력이 이루어지길 바란다.”라고 언급했다. 시위에 참가한 일본시민들은 우리의 연대에 고맙다며 고개숙여 인사했다. 하지만 우리는 알고있다.  '우리'의 문제이기에 고마울 것도 없다고. 환경문제는 특정 지역에만 국한되지 않기에 우리는 지역과 국경을 넘어 연대해야 한다고. 또 다른 후쿠시마, 제2의 옥시를 막기 위해서는 일본과 영국이 아닌 한국에서의 역할이 분명히 존재한다. 내가 있는 자리에서 내딛는 한 발, 그것이 곧 국제연대의 시작일지 모르겠다.
