국내 인구의 대다수가 살고 있는 서울의 미세먼지 현황과  미세먼지를 줄이기 위한 서울의 노력을 알아보는 미세먼지 시민강좌가 서울연구원의 최유진 연구위원의 강의로 진행되었습니다.

서울시는 세계주요 도시들에 비해 미세먼지 농도가 높습니다. 이에 서울시는 대기오염을 줄이기 위해 노력들을 기울여 왔고,. 그동안의 노력으로 직접 배출되는 미세먼지를 포함한 1차 대기오염물질을 개선에 효과를 보았습니다. 하지만 대기 중의 화학반응으로 생산되는 일부 미세먼지와 대기오염물질은 단순한 배출량 저감으로 농도개선 효과를 장담할수 없는 상황으로 해결을 위한 노력이 필요합니다.

이에 서울시는 초미세먼지 원인에 대한 연구를 진행했습니다.  서울시 초미세먼지의 주요 성분은 질산염과 황산염, 암모늄등의 이온성분이 53%이고, 원소탄소, 유기물질의 탄소성분이 36%, 그리고 금속성분이 2%정도를 차지하고 있습니다. 여기서 2차 생산물질은 대부분 이온성분인 반면 1차 배출은 원소, 탄소 성분이 주를 이루었습니다. 이런 미세먼지의 주요성분은  미세먼지의 배출원을 추측할 수 있는 자료가 됩니다.

여기에 기존에 문제가 되었던 배출량의 산정자료를 개선하였습니다. 개선한  항목등은 경유차의 NOX와 휘발유와 LPG차량의 초미세먼지 배출량과 이륜차 초미세먼지 배출량을 포함하였습니다. 도로재비산먼지와 타어어 및 브레이크마모의 배출량 또한 산정하였습니다.  위의 내용들과 주거용시설의 비산업연소, 국내 비도로 부문별 미산정 배출원을 반영한  서울시의 초미세먼지 배출량은 비산먼지(37.5%), 도로이동오염원(22.0%), 비도로오염원(18.6%)이 높은 비중을 차지했습니다.

이번 조사를 통해 서울시는 미세먼지를 자연재난으로 규정하고 다양한 정책을 계획하고 진행하고 있습니다.  미세먼지에 취약한 민감군을 위한 초미세먼지 주의보도 신규도입하고, 마스크와 공기청정기를 보급할 계획입니다. 또한 서울시장이 발령할 수 있는 서울형 비상조감조치를 시행하고 있습니다. 서울형 비상저감조치에는 시민참여형 차량2부제의 시행과 대중교통이용요금 무료 등 시민들의 참여를 통해 고농도 미세먼지 발생시 미세먼지로부터 시민들을 보호할 계획입니다. 또한 한양도성의 녹색교통진흥지역의 지정과 친환경 건설기계의 사용을 단계적으로 의무화를 통해 서울시의 미세먼지를 줄이기 위한 노력도 진행하고 있습니다. 이밖에도 친환경 보일러의 보급, 미세먼지 대응을 위한 연구에 대한 투자, 동북아 환경외교의 강화, 정부와 지자체간의 협력강화등을 진행하고 있습니다.

이처럼 서울시는 다양한 정책을 통해 미세먼지를 줄이는 노력을 진행하고 있습니다. 이런 정책들이 바로 효과를 보이지는 않을 것입니다. 또한 정책이 원래의 방향과는 다르게 운영될지도 모릅니다. 하지만 시민들이 관심과 참여로 함께 정책을 올바른 방향으로 이끌어 간다면, 과정과 결과 모두 만족할 수 있는 성과를 보일수 있지 않을까 기대해 봅니다.
