인도네시아: 아체 분쟁 피해자들의 ‘잃어버린 10년’

인도네시아 정부는 아체 분쟁 당시의 수만여 명에 이르는 피해자들과 가족들에게 소중한 사람들의 생사도 알 수 없는 상태로 정당한 대우와 진실규명, 충분한 보상 없이 방치하고 있다고 국제앰네스티가 아체 분쟁 종식 10주년을 맞아 밝혔다.

2015년 8월 15일은 아체 분쟁의 종식을 알린 평화협정이 체결된 지 10년째를 맞이하는 날이다. 그러나 역대 정부가 약속한 것에도 불구하고 과거사 문제에 거의 관심을 보이지 않는 동안, 당시의 피해자들은 여전히 스스로 살아갈 수밖에 없도록 방치되고 있다.

조세프 베네딕트(Josef Benedict) 국제앰네스티 동남아시아 캠페인국장은 “아체 분쟁의 수많은 피해자들에게 지난 세월은 잃어버린 10년과 같았다. 무력 분쟁은 끝이 났지만 인도네시아 정부는 수만여 명에 이르는 피해자와 그 가족들에게 진실과 정의, 충분한 보상을 제공해야 할 의무를 거의 전혀 이행하지 않고 있다”며 “분쟁 종식 10년을 맞아 이러한 문제를 해결하기 위한 진심 어린 노력을 기울여야 한다. 인도네시아 정부는 언제까지나 못 본 체하며 책임을 회피할 수 없다. 아체 분쟁으로 인한 고통을 더욱 연장시키기만 할 뿐”이라고 말했다.

인도네시아 정부군과 아체 주의 분리독립을 지지하는 자유아체운동(GAM) 간에 수십 년 동안 계속된 무력분쟁으로 민간인을 포함해 10,000명에서 30,000명이 목숨을 잃었다.

그러다 2005년 유럽연합(EU)과 동남아시아국가연합(ASEAN)의 감독하에 평화협정이 체결되었고, 분쟁 중 자행된 범죄에 대해서도 해결할 것을 약속했다. 그러나 국제앰네스티는 13일 7개 시민단체와 공동으로 발표한 공개서한을 통해, 아체 주민들은 지금도 정부가 이러한 약속을 이행하기만을 기다리고 있다고 지적했다.

진실을 인정하는 것

정부와 인도네시아 국가인권위원회(Komnas HAM)의 주도로 당시 인권침해행위에 대한 주요 조사가 일부 이루어지기는 했지만, 단편적인 수준에 불과했을 뿐 실종자들의 생사와 행방을 비롯해 사건 경위에 대한 포괄적인 기록을 작성하지는 못했다. 국가적 수준에서 진상규명위원회를 마련하고자 하는 시도는 정치적 의지 부족으로 교착 상태에 빠졌다.

2013년 12월, 아체 주 의회는 지역 수준의 진상규명 및 조정위원회를 설립한다는 내용의 조례를 채택하며 긍정적인 행보를 보였지만, 그로부터 1년 6개월이 지난 지금까지 아무런 진전도 이루어지지 않았다.

피해자와 가족들에 대한 정당한 대우

인도네시아 정부군과 지원부대가 민간인을 노려 공격한 경우 중 많은 수가 반인도적 범죄에 해당할 수 있다는 점과, 분쟁 양측이 저지른 인권침해행위가 전쟁범죄에 해당한다는 점에 대해 이미 강력한 증거가 존재하지만 극히 일부 범죄만이 조사되었을 뿐 독립적인 민간 법원에서 재판을 받은 사람은 아무도 없었다.

국제법상 범죄를 인정하지 않는 인도네시아 형법과 같이 결함 있는 사법제도로 인해 재판을 받을 수 있는 피해자는 거의 없었다. 지난 2000년 설립된 인권재판소는 제한적인 권한만을 지녀, 이곳에서 아체 분쟁 당시의 범죄로 기소된 사람은 아무도 없었을뿐더러 이곳에서 기소된 피고인들은 모두 무죄로 풀려나거나 유죄가 선고되더라도 결국 항소심에서 판결이 번복되었다.

충분하고 실질적인 보상

일부 피해자들에게는 보상을 지급하려는 노력이 있었지만, 결국 진전되지 못한 채 필요한 만큼 충분한 포괄적 보상 프로그램을 마련하는 데는 실패하고 말았다. 정부가 지원하는 보상 및 재건 프로그램인 아체재건기구(Ache Reintegration Agency)는 인권침해 피해자들을 대상으로 한 것이 아니었으며, 분쟁 중 성폭력 피해를 당한 수많은 여성들에게는 아무런 도움도 되지 않았다.

국제앰네스티는 2013년 발표한 보고서 <과거를 마주할 때>를 통해 현재 아체 주민들이 처해 있는 참담한 상황을 집중 조명했다.

아체 피해자 대표는 국제앰네스티에 “정부가 왜 아직도 우리가 인권침해 피해자라는 사실을 인정하지 않는지 알고 싶다”며 “우리가 싸우는 것은 정부에 반대해서가 아니라, 우리가 겪은 일을 정부가 기억하게 하기 위해서이다. 그들은 잊을 권리가 없다”고 전했다.

권고사항

조세프 베네딕트 국장은 “이제는 아체에서 벌어진 일을 직시하는 데 더 이상 시간을 허비할 수 없다. 정부는 분쟁 당시 심각한 인권침해가 자행되었음을 인정해야 하며, 정의 구현과 진실 규명, 보상을 위한 첫걸음으로 즉시 국제기준에 따라 진상규명위원회를 설립해야 할 것”이라며 “지금까지도 ‘사라진’ 소중한 사람들에게 무슨 일이 벌어졌는지도 모르는 채 살아가기 위해 몸부림치는 가족들이 있는 한편, 정작 책임자들은 활보하고 다니고 있다. 이러한 상황은 분노를 낳고, 이것이 미래에 다시 폭력으로 돌아올 수 있다”고 말했다.

국제앰네스티는 또한 EU와 ASEAN 국가에 평화협정 내용을 충실히 이행하도록 감독하지 못한 책임을 다할 것을 촉구한다.

A ‘lost decade’ for victims of Indonesia’s Aceh conflict

Indonesia is still failing tens of thousands affected by the devastating Aceh conflict, leaving family members and victims in the dark about the fate of loved ones and without justice, truth and full reparation Amnesty International said ahead of the 10-year anniversary of the conflict’s end.

Saturday 15 August 2015 marks a decade since the peace agreement that signalled the end of the Aceh conflict. But despite promises by successive Indonesian governments, victims are still left to fend for themselves while authorities show little interest in addressing past crimes.

“This has been a lost decade for far too many people affected by the Aceh conflict. Even if the violence has ended, Indonesian authorities have almost completely failed in their duty to provide truth, justice and full reparation to tens of thousands of victims and their family members,” said Josef Benedict, Amnesty International’s Campaigns Director for South East Asia.

“The 10-year anniversary of the conflict’s end must become the start of a genuine effort to address these issues. Indonesian authorities cannot continue to bury their heads in the sand and shirk responsibility – it is only prolonging the suffering in Aceh.”

Between 10,000 and 30,000 people, including many civilians, were killed during the decades-long Aceh conflict between Indonesian government forces and the pro-independence Free Aceh Movement (Gerakan Aceh Merdeka, GAM).

The peace agreement in 2005, monitored by the EU and Association of South East Asian Nations (ASEAN), included commitments to address crimes committed during the conflict. But in an open letter with seven other organizations today, Amnesty International outlines how the people of Aceh are still waiting for the government to make good on these promises.

Acknowledging the truth

Although there have been some important initiatives by the authorities and the National Human Rights Commission (Komnas HAM) to investigate human rights abuses committed, these have been piecemeal at best and failed to establish a comprehensive record of what happened, including the fate and whereabouts of those disappeared. Attempts to establish a truth commission on the national level have stalled due a lack of political will.

In December 2013, the Acehnese local parliament took the positive step of passing a bylaw to establish a local Truth and Reconciliation Commission – but a year and a half later, no progress has been made in implementing it.

Justice for victims and their families

There is overwhelming evidence that many of the violations directed against civilians by Indonesian security forces and their auxiliaries may amount to crimes against humanity and that human rights violations and abuses committed by both sides of the conflict amount to war crimes. Despite this, only a handful of the crimes have been investigated and no one has been prosecuted before independent civilian courts.

A flawed legal framework means few victims have access to the courts, while Indonesia’s Criminal Code does not recognize crimes under international law. The Human Rights Courts that have existed since 2000 have a limited mandate, and all prosecutions before them – none of them for crimes committed in Aceh – have resulted in either acquittals or convictions that were overturned on appeal.

Full and effective reparation

There have been efforts to compensate some victims, but these have not gone far enough and fall short of the comprehensive reparations programme that is needed. The Aceh Reintegration Agency, a government-sponsored compensation and reintegration programme, was not designed to address the harm suffered by victims of human rights abuses, and did nothing to help the many women targeted by sexual violence during the conflict.

In a 2013 report, Time to face the past, Amnesty International highlighted the devastating consequences the current situation has for communities in Aceh.

“[We] want to know why until now the government has not acknowledged that we suffered human rights abuses,” an Aceh victims’ representative told Amnesty International. “We are still fighting, not against the government, but for the government to remember what happened to us. They do not have the right to forget.”

Recommendations

“There is no time to lose in facing up to what happened in Aceh. Authorities must acknowledge that serious human rights violations and abuses were committed during the conflict, and as a first step towards justice, truth and reparation establish immediately a truth commission in line with international standards,” said Josef Benedict.

“Today, family members still do not know what has happened to ‘disappeared’ loved ones and are struggling to get by, while those responsible walk free. The situation is breeding resentment that could sow the seeds of a future return to violence.”

Amnesty International also calls on EU and ASEAN states to take responsibility for their failures to ensure full implementation of the peace agreement.

63 CSOs Call on JBIC to Reject Financing for Batang Coal Plant in Indonesia

At the proposed project site of the controversial 2,000-megawatt coal-fired power plant in Batang, Central Java, Indonesia, further cases of human rights violations have been reported. Most recently, the Indonesian army has put and leveled the soil in the majority of farmlands which the landowners have not yet agreed to sell for the project.

 

On September 25, the undersigned 63 organizations from 20 countries, have submitted the urgent petition as below to call on Japan Bank for International Cooperation (JBIC) to reject financing for the project, which has been pushed through in the forcible way, neglecting the local people’s opinion and rights.

 

Despite this serious human rights violation against the local community, JBIC is still considering funding the coal plant in Batang, which will cost US$ 4 billion. Japanese companies, “J Power” Electric Power Development Co. and Itochu Corp, have already decided to invested in the project. And JBIC is currently planning to finance around US$ 1.6 billion.

 

Ongoing and strong concerns regarding a loss of livelihoods, such as farming and fishing, have been raised persistently by local communities, and the project has been unable to proceed for nearly four years. 67 landowners who own some of the proposed project site are still refusing to sell their land.

 

In the end of July, three local villagers came to Japan to submit their objection to JBIC and talked directly to the Japanese decision-makers and public about the serious human rights violations they have experienced, such as intimidation and arbitrary arrest at the hands of the army, the police and the thugs. To date, JBIC hasn't yet decided its finance for the project mainly due to the incompletion of the land acquisition. But the military has already cleared and leveled the farmland which the landowners haven't yet sold. This situation might be used by JBIC as a excuse for the completion of land acquisition. And JBIC might make a loan agreement with the project proponent on the occasion of the deadline for the financial closure of this project, or around October 6, 2015.

 

The urgent petition calls on JBIC to reject financing for the project, following its own environmental and social guidelines. JBIC must sincerely listen to the concerns and opinion of the local people, but being not complicit in those serious human rights violations against the local community the project has resulted in.

Urgent Request to Reject Japanese Public Financing

for the Proposed Batang Coal-fired Power Plant, Central Java, Indonesia

 

 

At the proposed project site of the Batang Coal-Fired Power Plant in Central Java, Indonesia, which the Japan Bank for International Cooperation (JBIC) is currently considering its finance for, the military engineer of the Indonesian army has resumed land clearing with heavy equipment since September 11, 2015. They have put and leveled the soil in the majority of farmlands which the landowners have not yet agreed to sell or to be acquired, and have also destroyed almost all the irrigation systems for their farmlands. We, the undersigned 63 organizations from 20 countries, express our strong objection against and deep regret at the forcible way with which the project has been pushed through, neglecting the local people’s opinion and rights and committing human rights violations in a highly oppressive manner, and call on JBIC not to finance for the project. 

 

Ongoing and strong concerns regarding loss of livelihoods, such as farming and fishing, and health impacts from pollution, have been raised persistently by local communities, and the project has been unable to proceed for nearly four years. During this period, community leaders opposing the project and landowners refusing to sell their land in the proposed project site have been subject to repeated human rights violations, such as intimidation, violence, and arbitrary arrest and detention at the hands of the army, the police, and other actors. Despite these human rights violations, 67 landowners who own some of the proposed project site are still refusing to sell their land. Also, an administrative court case has been filed at Semarang City, Central Java, questioning the legality of the acquisition process based on Law No. 2 of 2012 on Land Acquisition in this project, and the public hearing is still continuing. 

 

On July 29, 2015, 23 members of the local community submitted an official objection to JBIC. In the submission, the local community pointed out how the project has failed and will fail to comply with many provisions of the JBIC Guidelines for Confirmation of Environmental and Social Considerations (the Guidelines), as it has made/will make their life worse and has caused/will cause violations of human rights. JBIC have already conveyed the local community’s objections to the project proponent, according to “Summary of Procedures to Submit Objections concerning JBIC Guidelines.” And the project proponent under the Guidelines is expected to take steps to bring the project into compliance by making appropriate environmental and social considerations. 

 

For one and a half month, however, there have been no improvements on the ground. Instead, further cases of human rights violations have been reported from the local area. The intimidation to force the landowners to sell their land has been continuing by local thugs, who are supposedly hired by the pro group for the project and visited the landowners’ houses in the midnight. When President Joko Widodo came to Batang for the “kick-off construction” ceremony on August 28, 2015, the local community who are opposing the project tried to convey their opposition to the President. But high-pressure water cannons belonging to the army and police prevented them from even coming close to the ceremony venue. Further, despite not having any “consent” of the landowners and farmers, the land clearing work has commenced again by heavy equipment of the Indonesian army since September 11, 2015, who just very easily destroyed the land which used to be very fertile enough for the farmers to harvest the rice three times a year.

 

This situation raises two important questions for us: first is whether the project proponent and the Indonesian government, who have important roles to play in terms of environmental and social considerations in this project, currently have intention to implement the project with appropriate environmental and social considerations according to the Guidelines, and the second is whether they actually have capacity to implement the project with appropriate environmental and social considerations in the future. 

 

JBIC Guidelines states that “If, as a result of its environmental review, JBIC judges that appropriate environmental and social considerations are not ensured, it will encourage the project proponent, through the borrower, to undertake appropriate environmental and social considerations. If appropriate environmental and social considerations are not undertaken, there may be cases where funding is not extended.” 

 

As the deadline for the financial closure of the project is October 6, 2015, it is assumed that JBIC would is being urged to make a decision. Given the following situations, we call on JBIC to reject financing for the project, taking the outcomes of its environmental reviews into account for decisions on funding: 

 

 

(i) In the objection paper, the local community pointed out how the project has failed and will fail to comply with many provisions of JBIC Guidelines, which haven’t been improved or solved yet. 

 

(ii) Even after JBIC had already conveyed the contents of the objection paper to the project proponent, no appropriate environmental and social consideration has been made since then (to rectify matters). 

 

(iii) In light of the factors, such as the intention and the capacity of the project proponent and host government, who have important roles to play in this project, it is very uncertain whether appropriate environmental and social considerations can be ensured after JBIC makes a decision to finance the project. 

 

 

We request that the Japanese government and JBIC sincerely listen to the concerns and opinion of the local people and take a strong and resolute position to reject its finance, but being not complicit in those serious human rights violations against the local community the project has resulted in. We will wait for your response.

2014년 4월, 보코하람은 치복 공립 여자중학교의 학생 276명을 납치했다. 그로부터 1년 후, 남녀와 어린이 수천 명이 탈출하거나 구조되었다.

납치는 보코하람의 공격에서 꾸준히 나타나는 유형으로, 2015년 4월 14일 국제앰네스티는 보코하람에 의한 납치 38건에 대해 상세히 기록한 종합 보고서 <보코하람: 우리의 직업은 총을 쏘고, 학살하고, 죽이는 것>을 발표했다.

지난 1월 8일은 나이지리아 치복에서 여학생 276명이 납치되는 끔찍한 사건이 발생한 지 천 일째 되는 날이었다.

  • 나이지리아 정부는 소녀들을 포함해 모든 집단 납치 피해자들이 석방될 수 있도록 노력을 배가해야 한다.
  • 또한 무장단체 보코하람은 납치된 학생들의 고통을 끝내고, 즉시 이들과 함께 현재 억류하고 있는 모든 민간인을 석방해야 한다.

이 끔찍한 기념일은 치복 여학생들의 비극적인 실종 뿐만 아니라, 전국의 보코하람 은신처에 억류되어 있는 사람들과 어린이들을 상기시키는 계기가 되었다. 전쟁범죄에 해당하는 민간인 납치와 공격은 중단되어야 한다.

마크미드 카마라(Makmid Kamara) 국제앰네스티 나이지리아지부 국장대행은 “나이지리아 정부는 여전히 보코하람에 억류되어 있는 치복 여학생 195명을 되찾기 위해 엄청난 노력을 기울이고 있지만, 그에 비해 크게 알려지지 않은 집단 납치 사건의 피해자들에게는 그만한 수준의 석방 노력이 이루어지지 않는 점에 대해 우려를 표한다”고 말했다.

국제앰네스티의 보고에 따르면 보코하람에 의해 벌어진 대규모 납치 사건은 2014년 이후 최소 41건 이상이다. 고의적인 민간인 살해, 강간, 주택 파괴, 성지와 시장 및 민간 건물 폭격 등 보코하람이 저지른 공격 중 다수가 전쟁범죄에 해당하며, 이에 대한 책임자는 반드시 사형을 제외한 공정 재판을 받아 정의를 실현해야 한다.

Bring Back Our Girls(우리 아이들을 돌려주세요) 캠페인 활동가들의 결의와 의지로 치복 납치 여학생들이 처한 곤경은 세계적인 의제가 되고, 전원 석방을 끈질기게 요구함으로써 정부에 대한 압박을 늦추지 않았다. 이들의 끈기는 나이지리아에서 평화적인 시위와 집회를 벌일 시민 공간이 급격히 줄어들고 있는 시기이기에 더욱 주목할 만하다.

배경

보코하람은 2009년부터 나이지리아 동북부에서 거의 매일같이 살해와 폭격, 납치, 약탈을 일삼으며 민간인에게 폭력적인 활동을 벌이고 있다. 도시와 마을은 약탈당하고, 학교, 교회, 모스크 및 공공 건물은 공격을 받고 파괴되었다. 보코하람은 자신들이 점령한 지역에 갇힌 민간인들을 잔혹하게 학대하고 있으며, 건강, 교육 및 공공 서비스 제공을 모두 가로막았다.

국제앰네스티 조사에 따르면 보코하람은 전쟁범죄와 반인도적 범죄를 아무런 처벌 없이 저지르고 있다.

" 산업통상자원부에 따르면 탈취·향균·방향제 등 국내 향기제품 시장 규모는 2조5000억원으로 매년 10%에 가까운 성장세를 보이고 있다. 실제로 모바일 쇼핑업체 티몬은 올 들어 8월까지 디퓨저 매출이 지난해 같은 기간보다 120% 증가했다고 밝혔다. 같은 기간 향초 매출도 123% 늘었다. 지난해에도 디퓨저와 향초 매출은 전년 대비 각각 503%, 82% 증가했다."

제품마다 내세운  다양한 "향”에 해당하는 ‘Fragrance(향료)’의 성분이 표시하지 않은 이유는 무엇일까요? 그리고 표시하지 않아도 되는 것일까요?   유럽연합(EU)의 경우 ‘리모넨’, ‘시트로’ 등 26종의 향 성분에 대하여 향 알러젠(알레르기 유발물질) 으로 분류해 제품의 라벨에 성분 표기를 하도록 규제하고 있으며, 일부 향에 대한 사용 금지나 함량 제한을 논의하고 있습니다. 하지만 국내의 경우 강제할 수 있는 규정이 없어 구체적인 향성분을 표기하는 대신 주로 ‘향료’로만 표기돼 있습니다. 최근에 환경부는 ‘위해우려제품 지정 및 안전 표시기준’ 개정을 통해 향료 성분에 대한 안전 기준을 마련했지만 여전히 부족한 상황입니다. 제품으로는 섬유유연제에만 국한되어 있으며, 피부 자극성이 있는 리모넨 성분만 0.2% 이하로 함량을 제한하고 있습니다. 더욱이 향 성분이 가장 많이 포함할 것 같은 화장품의 경우 전성분 표시를 시행하고 있지만, 향성분에 대한 별도 규정이 없어 ‘향료’로 표기해도 제재할 수 없는 상황입니다   [caption id="attachment_174219" align="aligncenter" width="567"]스크린샷 2017-02-22 오후 6.12.12 출처 : 노동환경건강연구소 ‘향 알러젠 실태파악 보고서' 캡쳐[/caption] 지난해 노동환경건강연구소에서 발표한 ‘향 알러젠 실태파악 보고서’에 따르면 시중에 판매 중인 바디워시, 샴푸, 린스, 섬유세제 및 섬유유연제 등 55개 제품 가운데 45개(82%)에서 향 알러젠 성분이 100ppm을 초과한 것으로 밝혀졌습니다. 제품당 1종에서 최대 15종 향 알러젠 성분이 검출되었으며, 제품 평균 8종의 향 알러젠이 사용되는 것으로 확인됐습니다. 특히 린스, 샴푸 등 피부에 사용하는 개인위생용품이 세탁용품보다 더 많은 향료 성분을 사용하고 있는 것으로 파악되었습니다. 전문가들은 호흡기나 알레르기 질환이 가장 우려되는 어린이, 노약자 등 취약계층에게는 더 치명적일 수 있어 신중한 사용이 필요하다고 조언합니다. 향성분은 일상생활의 다양한 화학제품에서 사용하다 보니 다양하게 노출될 수 있고, 노출 농도도 증가할 것으로 보입니다. 규제를 통해 화학제품의 향성분으로 인한 피해를 줄이려는 조치도 필요하지만, 시민들 스스로 향에 대한 경각심을 가질 필요가 있으며, 향 제품에 대한 소비자의 인식 변화도 필요합니다.

‘석탄 그만’ 국제공동행동의 날, 25일 당진에서 개최

KFEM-BF05 KFEM-BF04 KFEM-BF03 KFEM-BF02 KFEM-BF01 KFEM-BF06 KFEM-BF07 2017년 3월 25일 - 1천 명의 시민들이 충남 당진에서 ‘브레이크 프리(Break Free) 석탄 그만! 국제공동행동의 날’ 행사를 열고 미세먼지와 온실가스 감축을 위해 신규 석탄발전소 계획을 폐지할 것을 요구했다. 참가자들은 당진에코파워를 포함한 신규 석탄발전소 계획의 철회와 재생에너지 확대를 촉구하며 평화 집회와 행진을 벌였다. 깨끗한 공기와 적극적 기후변화 대응에 대한 시민들의 요구가 높아지면서 신규 석탄발전소 계획에 대한 정부의 강행 의지에 제동이 걸릴지 주목된다. 이번 달 화석연료를 거부하고 재생가능에너지 확대를 요구하는 전 세계 시민들의 공동행동 캠페인 “브레이크 프리(Break Free)”가 40개국에서 진행되는 가운데, 한국에서는 25일 당진에서 ‘세계 최대 석탄발전소 그만’이라는 주제로 이번 대회가 열렸다. 당진시송전선로석탄화력저지범시민대책위원회, 환경운동연합, 그린피스, GEYK, 350.org 공동주최로 열린 이날 대회에는 전국 각지와 해외에서 1천명의 시민이 참가했다. 행사에 참가한 서연주씨(경기도)는 "시민들이 특히 환경분야에 대해서는 의견을 낼 기회가 적다"면서, "기후 변화 문제는 개인, 도시 혹은 국가에 국한된 문제가 아니며, 우리 모두에게 중요한 일"이라며, 9개월 된 딸과 함께 행진에 참여한 의의를 밝혔다. 행진에 참가한 마이클 시글러(캐나다)씨도 "세상을 변화시키는 것은 강자 한 명이 아니라 다수의 ‘시민’이었다. 우리가 함께 모여 한 목소리를 내고, 이런 개개인의 힘이 합쳐지면, 석탄 사용을 줄이는 문제만이 아니라 기후 문제의 해결도 머지않아 가능하다고 생각한다.”고 밝혔다. 당진문예의전당에서 2시부터 열린 이날 행사에서 참가자들은 당진 지역에 추진 중인 신규 석탄발전소 계획의 중단을 한목소리로 요구했다. 김현기 당진시송전선로석탄화력저지범시민대책위원회 상임대표는 “당진에코파워 석탄발전소 건설 백지화는 다수 시민의 요구다. 정부가 시민의 건강과 안전을 최우선한다면 신규 석탄발전소 계획을 즉각 철회해야 한다”고 말했다. 국내에서 전체 59기의 석탄발전소가 가동되는 가운데 절반인 29기가 충남 지역에 밀집해 있다. 당진에서 가동 중인 10기의 당진화력발전소는 6,040메가와트(MW)로 세계 최대 규모다. 대규모 석탄발전소 가동에 따른 유해 대기오염물질의 다량 배출로 인해 심각한 건강 피해가 나타나는 가운데 ‘당진에코파워’ 석탄발전소 2기의 추가 건설계획이 산업통상자원부의 최종 승인 여부를 앞두고 있다. 박재묵 환경운동연합 대표와 영상 메시지를 보낸 그린피스 국제사무총장 제니퍼 모건은 신규 석탄발전소 건설계획의 취소와 재생가능에너지 확대를 위한 공동 노력의 필요성을 강조했다. 기후변화청년단체(GEYK) 참가자들은 천안에서부터 당진까지 자전거로 이동하며 청년 세대로서 깨끗하고 안전한 미래를 요구하는 메시지를 전달했다. 김홍장 당진시장, 어기구 국회의원, 제종길 안산시장(에너지정책 전환을 위한 지방정부협의회 대표) 등이 발언자로 나서 신규 석탄발전소 계획을 철회할 것을 촉구했다. 삼척 지역의 신규 석탄발전소인 포스파워 석탄발전소와 관련해 곽창록 삼척석탄화력발전소건설반대범시민연대 상임대표는 공정률이 낮고 계획 중인 석탄발전소 계획의 전면 철회를 요구했다. 참가자들은 당진문예의전당에서 ‘석탄 그만’이라고 적힌 초대형 현수막과 함께 퍼포먼스를 벌였고, 오후 3시부터 당진 시내 약 1킬로미터 구간에서 평화 도보 행진을 이어갔다.
