■ 소개

‘내-일상상프로젝트’는 2016년부터 2018년까지 총 3년에 걸쳐 진행되는 청소년 진로탐색 지원사업으로, 청소년이 주도적으로 일, 노동, 직업, 진로를 고민하고 지역의 필요와 자신의 재능을 연결하여 새로운 일을 발굴하는 창직활동입니다.

청소년들이 꿈과 끼를 찾는 진로교육을 위해서는 학교, 교사, 지역단체, 청소년지도자, 행정 등 다양한 관계자 그리고 청소년이 긴밀한 협업 관계를 맺고 단계적이면서도 장기적인 시스템 속에서 움직여야 합니다. 이때 청소년은 지역 내외에서 다양한 경험과 기회를 만나고, 역동적으로 소질과 적성을 개발하여 성숙한 진로탐색을 할 수 있습니다.

이에 <내-일상상프로젝트>는 아름다운재단 버버리기금 지원을 통해 비수도권 지역 청소년들과 함께 진행하고 있습니다.

청소년들은 <내-일상상프로젝트>의 총 4단계 단위활동에 참여하며 지역사회 내외에서 자신의 진로를 탐색하고 다양한 경험을 할 수 있습니다.

‘내-일상상프로젝트’는 2016년 전라북도 전주시, 완주군, 순창군에서 실행되었으며, 2017년에는 전라북도 전주시를 중심으로 농‧산촌 지역인 장수군과 진안군에서 희망제작소, 전주YMCA, 장수YMCA, 진안 마을학교가 협력을 맺고 위의 네 단계 사업을 수행하였습니다.

2017년, ‘내-일상상프로젝트’는 활동의 가치와 성과를 더 많은 지역과 사람들에게 알리기 위해 ‘내-일상상프로젝트’ 2차년도 실행과정과 실무 내용 및 프로젝트 사례를 담은 가이드북을 발간하였습니다.

가이드북은 단계별 활동 내용을 상세히 소개하고 있으며. 교육단체 및 학교, 청소년수련관 등 청소년 관련 기관이 독자적으로 ‘내-일상상프로젝트’를 실행할 수 있도록 주요 실행Tip과 참고자료를 함께 수록하고 있습니다.

2018년에도 ‘내-일상상프로젝트’는 다양한 지역사회와 함께 청소년이 주체적으로 진로를 탐색하고 자신의 삶을 설계할 수 있도록 지원하고, 더 다양한 지역으로 이러한 활동이 확산할 수 있도록 함께할 것입니다.

최근 한국원자력연구원의 사용후핵연료 관련 실험의 안전성 문제에 대한 우려의 목소리가 확산되고 있다. 그도 그럴 것이 한국원자력연구원에는 하나로 원자로에서 발생한 사용후핵연료 514다발과 지난 1987년부터 2013년까지 총21회에 걸쳐 국내 원자력발전소로부터 운반해 온 사용후핵연료 1,699봉을 보관 중이다. 여기에 최근 논란이 되고 있는 파이로프로세싱 실험을 위한 사용후핵연료가 별도로 보관될 예정이다.

 사용후핵연료는 여전히 높은 수준의 열에너지와 방사능이 남아 있어 가까이에서 노출되면 생명을 잃을 정도로 위험한 물질이다. 이렇게 위험천만한 물질을 한국원자력연구원은 그동안 21회나 타 원자력발전소에서 운반해와서 사용후핵연료를 직접 사용하는 각종 실험을 지역과 아무런 소통 없이 진행해왔다. 뒤늦게 이러한 사실을 안 대전시민의 입장에선 참으로 경악할 일이다.

 더욱 문제인 것은 추가로 사용후핵연료를 재처리하는 기술인 파이로프로세싱과 소듐냉각고속로 실험까지 진행 중이라는 것이다. 두 실험 모두 전 세계적으로 안전성이 검증되지 않았으며 파이로프로세싱과 소듐냉각고속로 실험은 연구자들 사이에서도 비판의견이 많고 논란이 되는 기술이다. 우리는 대전시민의 안전을 최우선에 놓고 검토된 결정들이었는지 묻지 않을 수 없다.

 대전 시민들이 한국원자력연구원 내 사용후핵연료가 안전하게 운반, 관리, 보관되고 있는지 궁금해 하고 우려하고 있는 것은 너무도 당연한 일이다. 한국원자력연구원에서 진행 중인 사용후핵연료 관련 실험들은 대전시민의 건강과 생명에 직결된 문제이다. 우리는 인구 200만이 살고 있는 대전도심 한복판에서 각종 사용후핵연료를 사용한 실험이 객관적이고 신뢰할 수 있는 안전검증 과정도 없이 일방적으로 진행되는 것에 강력히 항의한다.

 이에 우리는 한국원자력연구원에서 사용후핵연료를 사용하는 조사후시험시설을 중심으로 사용후핵연료의 반입부터 실험 과정 및 실험실 안전, 사고 발생 시 대처, 시험 후 시료에 대한 개량 및 관리 방안 등 조사후시험 시설 전반에 대한 대전시민이 신뢰할 수 있는 안전성 검증을 진행할 것을 원자력안전위원회에 요구하는 바이다.

 한국원자력연구원 내 조사후실험시설은 1980년대 후반부터 만들어져서 이미 노후된 상태로 안전성에 대한 우려가 더욱 크다. 우리는 한국원자력연구원 혹은 원자력안전위원회에서 일방적으로 진행하는 안전점검만을 신뢰할 수 없다. 한국원자력연구원에서 진행 중인 사용후핵연료 관련 모두 과정에 대해서 객관적 신뢰성을 높일 수 있도록 지역이 추천하는 전문가, 시민, 시민단체 등이 함께 참여하는 제3자 검증을 통한 안전성 평가가 반드시 필요한 상황이다. 이를 시작으로 더 이상 사용후핵연료 관련 실험들이 무방비 상태에서 추진되지 못하도록 제대로 된 안전감시 시스템 구축에 원자력안전위원회와 정치권에서 적극적으로 나설 것을 강력이 요구한다.
