5일 대만에서 6명의 사형이 집행된 것은 정의실현과는 관계없는 퇴보적인 결정이라고 국제앰네스티가 밝혔다. 5일 저녁 대만의 4개 교도소에서 남성 6명이 총살형에 처해졌다. 모두 살인으로 사형을 선고받은 사람들이었다.

이들에 대한 사형집행은 지난주 타이페이에서 8세 소녀가 끔찍하게 살해된 사건으로 대중의 분노가 극에 달한 가운데 이루어진 것이었다.

윌리엄 니(William Nee) 국제앰네스티 조사관은 “죄 없는 여학생에게 벌어진 끔찍한 살인 사건에 분노하는 것은 매우 당연한 일이며 이처럼 극악무도한 범죄를 저지른 범인은 반드시 마땅한 처벌을 받아야 하지만, 사형이 그 답이 될 순 없다”며 “사형을 집행하기로 결정한 것은 분노한 대중을 달램으로써 좋은 점수를 얻으려는 정부의 정치적 계산이 엿보인다. 정부는 이날의 결정으로 정치적 리더십의 부재를 증명했다”고 말했다.

총살형에 처해진 6명의 남성은 타이페이 교도소의 청친언, 왕슈팡, 차오 티엔서우와 타이난 교도소의 왕춘친, 가오슝 교도소의 왕유렁, 타이중 교도소의 황추왕 등이다.

대만에서의 사형집행은 모두 비밀리에 진행되고 있으며, 사형수의 가족과 변호인들에게 사전에 고지하는 경우는 거의 없다.

지난 2014년, 대만은 5명에 대해 사형을 집행하고 1명에 대해 새로 사형을 선고했으며, 모두 살인으로 유죄가 선고된 사람들이었다.

대만은 2014년 사형을 집행한 단 22개국 중 하나로, 41개국이었던 20년 전 기록과 비교되는 수치다. 현재 총 140개국이 법적 또는 실질적 사형폐지국이다.

윌리엄 니 조사관은 “이번 사형집행 결정은 사형폐지를 장기적인 목표로 본다던 대만 정부의 발표와 완전히 상반되는 조치다. 정부는 정치적 도구로 사형집행을 이용하는 것을 중단하고, 사형폐지를 위한 첫걸음으로써 공식적으로 사형집행 유예를 선포해야 한다” 고 말했다.

사형이 다른 처벌에 비해 더욱 효과적이라는 설득력 있는 증거는 존재하지 않는다. 사형과 살인 발생률간의 상관관계에 대해 유엔이 포괄적인 연구를 진행한 결과, 사형이 종신형에 비해 범죄 억지력이 더욱 강하다는 과학적인 증거는 찾을 수 없었다.

국제앰네스티는 범죄의 성질 또는 정황, 개인의 유, 무죄 여부와 그 외 특성, 국가의 사형집행 방법에 관계없이 모든 경우에 대해 사형에 반대한다. 사형은 세계인권선언에 명시된 생명권을 침해하는 것이며, 극도로 잔인하고 비인도적이며 굴욕적인 처벌이다.

Taiwan: Six executed in politically motivated decision

The execution of six people in Taiwan today is a regressive decision that does not deliver justice, Amnesty International said.

The six men were executed by firing squad at four different prisons in Taiwan earlier this evening. All had been convicted of murder.

The executions were carried out amidst public outrage following the abhorrent murder of an eight year old girl in Taipei last week.

“The public outrage at the horrific murder of an innocent schoolgirl is totally understandable and the perpetrators of such heinous crimes must face justice, but the death penalty is never the answer,” said William Nee, researcher at Amnesty International.

“The decision to carry out the executions reeks of political calculations by a government attempting to gain points by quelling public anger. The government has today demonstrated a failure of political leadership.”

The six men executed by firing squad were: Cheng Chin-wen, Wang Hsiu-fang, and Tsao Tien-shou at a prison in Taipei; Wang Chun-chin at a prison in Tainan; Wang Yu-lung at a prison in Kaohsiung; and Huang Chu-wang in Taichung.

Executions in Taiwan are shrouded in secrecy, with the families and lawyers of those executed rarely informed in advance.

In 2014, Taiwan carried out five executions and imposed one new death sentence, all involving people convicted of murder.

Taiwan was one of only 22 countries to carry out executions in 2014, compared to 41 countries 20 years ago. A total of 140 states have now abolished the death penalty in law or practice.

“The executions fly in the face of the government’s stated long term goal to abolish the death penalty. The government must cease using executions as a political tool and should establish an official moratorium on executions as a first step towards abolition.”

There is no convincing evidence that the death penalty prevents crime more effectively than other punishments. A comprehensive study carried out by the United Nations on the relationship between the death penalty and homicide rates concluded that research has failed to provide scientific proof that executions have a greater deterrent effect than life imprisonment.

Amnesty International opposes the death penalty in all cases without exception, regardless of the nature or circumstances of the crime; guilt, innocence or other characteristics of the individual; or the method used by the state to carry out the execution. The death penalty violates the right to life as proclaimed in the Universal Declaration of Human Rights. It is the ultimate cruel, inhuman and degrading punishment.

○ 대만은 대만 입법원에서 2025년까지 원전제로를 결정했습니다. 98% 공정률인 제 4핵발전소를 가동 중단시킨 후의 일입니다. 현재는 대만 행정원 산하에 에너지와 탄소 감축 사무실 위원회가 구성되어 대만의 에너지전환의 구체적인 계획을 마련하는 중입니다.

○ 대만의 탈핵과 에너지전환 결정은 순탄치 않았습니다. 1999년 건설을 시작한 대만 제 4핵발전소가 2000년 정권 교체 후 건설 중단되었다가 2001년 다시 건설이 재개되었습니다. 그리고 후쿠시마 원전사고 이후 결국 다시 건설 중단되기에 이른 것입니다.

2014년 3월 저녁 7시, 국제앰네스티 말레이시아 사무실로 한 통의 전화가 왔다.

가족이 72시간 후에 사형당한다는 내용이었다!

사형수는 나이지리아 국적의 오사리아키(Osariakhi Ernest Obayangbon)였다. 그는 18년 전에 저지른 범죄로 유죄를 선고받았고 2007년 항소심이 있기 전에 정신분열을 호소해 치료를 받고 있었다.

그와 공범이라고 지목된 사람은 재심에서 혐의가 뒤집어졌는데, 판단을 하기 힘든 상태인 오사리아키는 항소심에서 관용을 호소하지도 못했다.

국제법에서는 정신적인 건강 문제를 겪는 사람에게 사형 집행을 하는 것은 금지한다.


오사리아키가 공정한 재판을 받았는지도 심각하게 의심됐다. 2013년, 말레이시아에서 사형선고를 받은 사람의 50% 이상이 외국인이었다. 그 중 많은 사람들의 범죄가 국제법상 “가장 심각한 범죄”에는 전혀 해당하지 않는 범죄였다.

국제앰네스티는 즉각 긴급행동에 나섰다. 72시간의 행동으로 사형집행은 시행되기 직전에 중단됐다. 사형집행 당일, 그는 이미 집행실로 가는 중이었고 집행 준비가 한창일 때 중단하라는 지시가 있던 것이다. 그로부터 3년 후, 말레이시아 왕이 오사리아키를 사형에서 종신형으로 감형하며, 그는 마침내 사형을 피하게 됐다.

2014년 저희 형이 사형선고를 받았을 때 무작정 국제앰네스티에 찾아가 울었던 기억이 납니다. 시간조차 우리 편이 아니었음에도 여러분은 포기하지 않았어요. 저와 만난 후에 전담팀이 꾸려졌고, 런던에 있는 헤이즐과 말레이시아의 팀이 함께 나서 형을 구해줬어요. 여러분은 저희 형만 구한 것이 아닙니다. 그가 사형당하면 의미를 잃고 산산이 조각나버릴 우리 가족 모두를 살린 것입니다.

여러분은 사형제 폐지를 위해 계속 싸웠습니다. 형이 사형에서 종신형으로 감형된 오늘 이 순간을 축하할 수 있는 것도 바로 그 노력의 결과입니다.

프랑스 정부에 온라인과 오프라인상 국민의 활동을 감시할 수 있도록 광범위한 권한을 부여하는 신규 감시법이 프랑스 최고 헌법기관인 헌법위원회에서 3개 조항을 제외하고 합헌 판결을 받음에 따라 수 일 내로 발효될 예정이라고 국제앰네스티가 24일 밝혔다.

프랑스 정부는 올해 초 파리 테러 이후, 국제인권단체는 물론 시민단체와 법조계, IT업계, 노동조합, 의회의 거센 반대에도 불구하고 ‘정보법’의 통과를 서둘렀다.

가우리 판 굴릭(Gauri van Gulik) 국제앰네스티 유럽-중앙아시아 부국장은 “어젯밤 감시법의 합헌 판결로 프랑스 인권에 막대한 타격을 주게 될 법의 마지막 장애물이 사라지게 됐다. 이 법이 허용하고 있는 감시 수단은 지나칠 정도로 과한 수준이다. 머지않아 프랑스 국민 상당수가 불분명한 사유로, 사전 법적 승인 없이 정부의 감시하에 놓이게 될 수 있다”며 “미국과 영국의 집단 감시 활동이 세계적으로 규탄받고 있는 반면, 프랑스는 정부에 국민의 통신 기록을 마음대로 가로채거나 열람할 수 있는 권한을 부여함으로써 미국, 영국의 수순을 따르기를 원하는 것처럼 보인다”고 밝혔다.

이번 감시법의 합헌 판결이 나오기 불과 2일 전, 프랑스의 조약의무 이행 내용을 검토한 유엔 인권위원회는 이 법이 프랑스 정부에 “지나치게 큰 감시 권한”을 허용하고 있다고 비판했다. 그러나 이러한 유엔의 입장과는 정반대로 프랑스 헌법위원회는 판사가 아닌 총리가 감시 활동을 승인할 수 있게 된다는 점을 기각하지 않음은 물론, 이 법에 명시된 감시 허용 목적의 합법성에 대해서도 지적하지 않았다.

현재 감시법의 주요 문제점은 다음과 같다.

  • “외교정책적 주요 이익”, 프랑스의 “경제, 산업, 과학적 이익”의 보호, “집단 폭력”, “조직범죄”의 예방 등과 같은 막연하고 불확실한 목표를 위해 공격적인 감시수단을 사용하도록 총리가 승인할 수 있다.
  • 휴대폰 통화를 감청하거나, (대테러 목적일 경우) 수백만 인터넷 사용자들의 개인정보를 수집 및 분석하는 블랙박스를 인터넷 서비스 공급자들에게 설치하는 등 집단감시 도구를 사용할 수 있다.
  • 독립적인 관리감독이 이루어지지 않는다. 총리는 사전에 판사의 승인 대신, 새롭게 설립되는 “국립정보기술통제위원회”의 의견을 묻기만 하면 되고, 위원회의 의견에 강제성은 전혀 없다.
  • 자신이 불법 사찰을 당하고 있는지 알아내거나, 이러한 감시활동으로 인한 인권침해를 폭로하는 것이 매우 어렵거나 불가능하게 된다.

헌법위원회가 기각한 조항은 이번 감시법에서 가장 과도한 부분으로, ‘해외로 송출되거나 해외에서 수신되는’ 통신의 감청을 허용하는 등의 국제통신 감시에 관한 내용이다. 국제앰네스티는 이 조항에 사실상 모든 인터넷 통신이 포함될 수 있다고 경고한 바 있다. 또한 ‘긴급한 위협’일 경우 아무런 허가 없이, 심지어는 총리의 승인이 없어도 정보기관이 감시활동을 벌일 수 있도록 허용하는 조항도 역시 기각되었다.

쥬느비에브 가리고(Genevieve Garrigos) 국제앰네스티 프랑스지부 사무국장은 “이 법은 국제인권법이 보장하는 사생활과 언론의 자유를 명백히 침해하고 있다. 프랑스 정부 또는 기업의 활동을 조사하는 사람, 심지어 시위를 주최한 사람까지도 극도로 공격적인 감시활동의 대상이 될 수 있다. 블랙박스를 비롯한 집단감시 도구로 프랑스 국민을 넘어 세계인들의 인터넷 통신활동은 프랑스 정부의 손아귀 아래 들어가게 될 것”이라고 밝혔다.

France: New surveillance law a major blow to human rights

Extensive powers allowing French authorities to monitor people online and offline will come into force in a matter of days after the country’s highest constitutional authority endorsed all but three sections of a new surveillance law, Amnesty International said today.

The French government rushed the Intelligence Bill through parliament in the wake of the Paris attacks earlier this year, turning a deaf ear to strong opposition from rights groups, judges, tech companies, trade unions, lawyers and parliamentarians, as well as criticism from international human rights bodies.

“Last night’s decision clears the last hurdle for a law that will deal a major blow to human rights in France. The surveillance measures authorized by this law are wildly out of proportion. Large swathes of France’s population could soon find themselves under surveillance on obscure grounds and without prior judicial approval,” said Gauri van Gulik, Amnesty International’s Deputy Director for Europe and Central Asia.

“The US and UK security agencies’ mass surveillance was denounced globally, yet French authorities appear to want to mimic their American and British counterparts in allowing the authorities to intercept and access people’s communications at will.”

The decision comes only two days after the UN Human Rights Committee, tasked with reviewing France’s compliance with its treaty obligations, criticized the law giving the French government “excessively large surveillance powers”. Contrary to what the UN argued, the Constitutional Council did not strike down the fact that the Prime Minister, not a judge, can authorize surveillance, nor did it rule against the lawfulness of the goals for which surveillance is allowed as listed in the law.

The key problems with the law as it stands include:

  • It allows the Prime Minister to authorize intrusive surveillance measures for broad and undefined goals such as “major foreign policy interests”, protecting of France’s “economic, industrial and scientific interests” and prevention of “collective violence” and “organised delinquency”.
  • It allows the use of mass surveillance tools that capture mobile phone calls and black boxes (for the purposes of counterterrorism) in internet service providers that collect and analyse the personal data of millions of internet users.
  • Lack of independent oversight: instead of getting a judge’s approval, the Prime Minister would only need to seek the views of a new body, the “National Committee of Intelligence Techniques Control”, without any need to abide by them.
  • It will be very difficult, if not impossible, for people to find out whether they are being unlawfully spied on, or for whistle-blowers to expose abuse of surveillance powers.

The Constitutional Council struck down one of the most excessive sections of the law, dealing with surveillance of international communications that would have allowed the interception of communications “sent or received” abroad. Amnesty International had warned that this could have included virtually all internet communications. It also struck down a section that would have allowed intelligence agencies, to carry out surveillance without any authorization, even from the prime minister in case of “urgent threats”.

“This law is in flagrant violation of the international human rights to privacy and free speech. Someone investigating the actions of the French government or French companies or even organizing a protest, could be subjected to extremely intrusive forms of surveillance. Mass surveillance tools, including black boxes, would put the internet communications of the entire population and beyond within reach of the French authorities,” said Geneviève Garrigos, head of Amnesty International France.

아일랜드 국민의 낙태 관련 의견을 묻는 여론조사에서 대다수가 차기 정부는 낙태 수술에 대한 접근성을 먼저 확대해야 한다는 입장을 보였다고 국제앰네스티가 밝혔다. 레드 씨 리서치마케팅(RED C Research and Marketing)이 아일랜드에서 진행한 여론조사 결과 응답자의 상당수(63%)가 아일랜드의 낙태 수술 접근성 확대를 위해 정치인들이 리더십을 발휘하고 사전 대책을 강구해야 한다고 답했다.

아일랜드 총선 실시를 앞두고 진행된 이번 여론조사에서 압도적 다수가 낙태 수술에 대한 접근성이 확대되고(87%), 낙태가 비범죄화되기를 바란다(72%)고 응답했다. ‘잘 모르겠다’ 및 중립적인 답변을 제외하면 응답자 중 69%가 이러한 낙태 관련 사안이 차기 정부에서 먼저 해결되길 바란다고 답한 것이다. 흥미로운 점은 지역과 사회경제적 집단을 막론하고 전체적으로 진보적인 입장을 보였다는 점이다. 응답자 80%가 향후 아일랜드의 낙태금지법을 개정한다면 여성의 건강을 가장 우선해야 한다고 답했는데, 농업 종사자(90%)와 서부 코노트, 북부 얼스터 지역(85%)에서 특히 매우 강력한 지지를 받았다. 드물게 예외적인 경우를 제외하면 응답자의 성별은 이러한 입장에 큰 영향을 끼치지 않았다.

또한, 아일랜드 헌법이 국내에서의 낙태 수술을 금지하면서도 해외에서 수술을 받는 것은 허용하고 있는 것에 대해 응답자 상당수(66%)가 “위선적”이라고 답했다. 여성이 낙태를 하기 위해 해외로 가야 한다는 것은 해외로 갈 여유가 없거나 장거리 여행이 불가능한 사람들을 부당하게 차별하는 것이라고 답한 사람은 77%였다. 아일랜드의 낙태금지법이 “잔인하고 비인도적”이라고 답한 사람은 55%로, 이 중 ‘잘 모르겠다’와 중립적인 답변을 제외하면 68%로 상승한다.

콤 오고만(Colm O’Gorman) 국제앰네스티 아일랜드지부 이사장은 “이번 여론조사는 낙태 문제에 대해 아일랜드 국민이 정치인들보다 훨씬 앞서 있음을 재차 드러내고 있다. 응답자 4명 중 3명(73%)이 낙태를 금지하는 아일랜드 헌법 수정 8조의 존폐를 국민이 결정할 수 있도록 국민투표를 해야 한다고 답했다. 우리가 진행한 대부분의 여론조사 결과 아일랜드 전역에서 낙태 접근성 확대에 상당한 지지를 보내고 있는 것으로 나타났는데, 일례로 낙태의 비범죄화를 지지하는 비율은 전국 평균 71%에 비해 먼스터 지역이 75%로 가장 높았다”고 말했다.

콤 오고만 이사장은 “낙태금지법 개정에 반대하는 사람들의 노력에도 불구하고, 응답자 80%가 국제인권법에 따라 여성에게는 특정한 경우 낙태를 할 권리가 있음을 알고 있다고 답했다. 이는 2015년 실시한 여론조사에 비해 10% 증가한 것이다. 차기 아일랜드 정부는 국민 대다수가 여성인권을 존중하길 바란다는 사실을 무시할 수 없을 것이다. 아일랜드에서의 낙태 수술 접근성 확대가 가장 먼저 지체 없이 이루어져야 할 것”이라며 “이번 여론조사를 통해, 찬반 논란이 있을 것이라는 일부의 예상과는 달리 아일랜드 국민은 낙태 접근성 증가에 대해 분명하고 견고한 지지를 보내고 있다. 아일랜드의 엄격한 낙태금지법을 개정해야 할 필요가 시급하다고 전 국민, 전 지역적으로 명백히 광범위한 합의가 이뤄진 것이다. 이제는 새롭게 선출된 의원들이 이러한 현실을 인식하고, 낙태 문제에 대해 사회의 찬반양론이 극명할 것이라는 근거 없는 믿음에서 벗어나 여성 인권을 존중하는 법을 만들어야 할 때”라고 말했다.

낙태에 관한 입장을 결정하는 데 가장 신뢰할 수 있는 정보 제공자가 누구냐는 질문에 응답자들은 의료 전문가(69%)와 낙태 경험이 있는 여성(82%)을 꼽았고, 정치인(7%)과 언론 보도(14%), 낙태 반대주의자 단체(16%), 성직자(16%)는 가장 적은 신뢰를 받았다. 응답자 52%가 투표 의사를 결정할 수 있을 만큼 헌법 수정 8조에 대해 충분히 알지 못한다고 생각하고, 언론에서 관련 정보를 더 많이 제공하길 바란다고 답했다. 이러한 의견은 특히 수도 더블린 이외의 지역에서 나타났다. 또한, 다수의 지역에서 낙태에 대한 인식이 상당히 부족한 수준임이 드러나기도 했다. 일례로 응답자 중 산모의 생명이 위험하지 않은 상태로 낙태 수술을 받을 경우 14년의 징역형까지 처할 수 있는 형사범죄라는 사실을 알고 있다고 답한 사람은 14%에 불과했다. 어떤 경우에도 낙태를 반대한다고 답한 5%의 응답자 중 징역 14년형이라는 처벌 조항을 모르는 사람은 77%에 달했다.

종교의 역할

Irish public want expanded access to abortion to be a political priority for incoming government

People in Ireland have made clear that the incoming government must make expanding access to abortion a priority, Amnesty International said today as it published the results of an opinion poll on attitudes to abortion in Ireland. The poll, carried out by RED C Research and Marketing, shows that a considerable majority of people in Ireland (63%) believe that Irish politicians should show leadership and deal proactively with widening access to abortion in Ireland.

The poll, part of which was run in the final days of the general election campaign, found that the overwhelming majority of people in Ireland want access to abortion expanded (87%) and abortion decriminalised (72%). When ‘don’t knows’ and those who were neutral were excluded, 69% want this to be one of the incoming government’s priorities. Interestingly, on many questions, there were progressive views on abortion across all regions and socio-economic groups. 80% of respondents believe that women’s health must be the priority in any reform of Ireland’s abortion law. This view was most strongly supported among farmers (90%) and people in Connaught/Ulster (85%). With rare exceptions, gender does not play a significant role in people’s opinion.

Furthermore, a large majority (66%) consider it “hypocritical” that the Constitution bans abortion here but allows women to travel abroad for one. 72% believe that the fact that women must travel for abortions unfairly discriminates against those who cannot afford to or are unable to travel. 55% described Ireland’s abortion laws as “cruel and inhumane”, rising to 68% when the ‘don’t knows’ and those who are neutral are excluded.

“This poll demonstrates yet again, that on the issue of abortion, Ireland’s people are way ahead of their political leaders. Almost three-quarters of respondents (73%) believe the government should hold a referendum to allow people an opportunity to vote on whether or not to remove the Eighth Amendment. In most instances, our polling found substantial support for expanding access to abortion across all parts of Ireland – for instance, support for decriminalising abortion is highest in Munster (75% compared to national average of 71%),” said Colm O’Gorman, Executive Director of Amnesty International Ireland.

“Despite the dishonest efforts of many opposed to reform, the poll found that 80% of people are aware that women have a right to access abortion in certain circumstances under international human rights law. This is an increase of 10% on polling we ran in 2015.The incoming government cannot ignore the fact that the vast majority of Irish people want women’s human rights to be respected. It must prioritise the expansion of access to abortion in Ireland without delay.

“This poll reveals that, far from this being a divisive issue as some suggest, people in Ireland are clear and solid in their support of increased access to abortion. There is an evidently broad consensus on the urgent need to reform Ireland’s restrictive abortion laws. This is true across all demographics and regions. It is time for our newly elected legislators to recognise this reality, move beyond the myth of a divided society on this issue and legislate to respect rights of women and girls,” said Colm O’Gorman.

Public awareness and trust

Respondents were asked whom they trust as a source of information when deciding their position on abortion. The most trusted sources of information were medical professionals (69%) and women who have had abortions (62%). The least trusted were politicians (7%), media outlets (14%), anti-abortion groups (16%) and church leaders (16%). 52% of respondents feel they do not know enough about the Eighth Amendment to know how they would vote and would like the media to give more information on it. This view is particularly pronounced outside of Dublin. The poll also found a substantial lack of awareness in several areas. For instance, only 14% of respondents were aware that having an abortion when the woman’s life is not in danger is a criminal offence which carries a potential 14 year prison sentence. Of the 5% of people who are opposed to abortion in all circumstances, 77% are not aware that this 14 year criminal penalty exists.

“Given the failure of successive Irish governments to implement meaningful reform of Ireland’s abortion law, it is perhaps unsurprising then that our poll found that just 7% of respondents trust politicians to inform them on this issue. On a separate question as to whether we should trust women when they say they need an abortion regardless of the circumstances, 68% of respondents agreed we should. It is time for an Irish government to start trusting Irish women to make decisions about their reproductive lives,” said Colm O’Gorman.

“The poll found that 87% of respondents are in favour of expanding access to abortion in Ireland. Of these, only 7% want expanded access limited to fatal foetal abnormalities. A very substantial 80% want access at least in cases where a woman’s life or health is at risk or where the pregnancy is as a result of rape or incest, including 38% of these in favour of access as women choose. Only 5% of people are opposed to abortion in all circumstances. Interestingly, just 1% of respondents declined to answer or had no opinion suggesting that the Irish public has strong views on the issue,” said Richard Colwell, Managing Director of Red C Research and Marketing.

Role of religion

Contrary to what might have been assumed, people’s religion does not significantly impact on their views on abortion. In fact, 82% of those who consider themselves religious agreed that their religious views should not be imposed on others. Only one in five people (20%) who consider themselves to be religious say that they have “very conflicted” views on abortion because of their religion. Strikingly, 13% of those opposed to abortion in all circumstances shared this view. 28% of those who favour some expansion to abortion access agreed that they hide it because of their perception of how people who share their religion would feel about them.
