[caption id="attachment_172711" align="aligncenter" width="640"] ⓒ환경운동연합[/caption] 조윤선과 김기춘이 블랙리스트 작성으로 구속되었지만, 이들이 탄압하고 왜곡한 문화예술, 체육계의 현실은 아직 풀어야 할 숙제다. 이들의 '내사'를 받은 독립영화 배급사 <시네마 달>은 존폐의 위기에 처했다. 그럼에도 <시네마 달> 김일권 대표는 '촛불이 있는 곳에 카메라가 함께 할 것'이라고 의지를 밝혔다. 광장은 풍성해지고 있다. 다산콜센터 상담 노동자가 여성노동자의 현실을 이야기하고, 월성원전 인근 송전탑 아래 사는 주민이 노후원전 폐쇄와 탈핵을 호소했다. 사드배치에 반대하는 성주 주민, 대기업의 횡포로 하루하루 더 어려워지고 있는 중소상인의 목소리가 퍼졌다. 민주주의의 광장이 된 광화문은 우리가 있는 모든 곳을 광화문으로 만들어 갈 것이다. 다음 주말은 설날이다. 13차까지 달려온 범국민행동은 광장에서 모이기를 한주 쉬어가지만, 명절을 맞아 만나는 가족, 친지, 이웃들과 박근혜 즉각 퇴진과 더불어 더 나은 사회를 만들어가자고 이야기하자. 명절을 즐거운 마음으로 맞이할 수 없는 세월호 유가족들을 비롯한 이웃들을 기억하고 연대하자. 군의 촛불 무력 진압 모의,
국정조사를 통한 진상규명과 관련자 엄벌하라

군이 촛불혁명 무력 진압을 모의한 것이 드러났다. 당시 수도방위사령관 구홍모 중장(현 육군참모차장)은 사령부 회의를 주재하며 무력 진압을 구체적으로 논의했으며, 합참 수뇌부는 특전사 투입까지 논의했다고 한다. 추운 겨울 박근혜 전 대통령의 국정농단에 맞서 길거리에 나선 시민들을 총칼로 짓밟으려 했다는 사실에 경악을 금할 수 없다. 이는 군부독재에 항거했던 광주 시민들을 무자비하게 학살한 5.18을 떠올리게 하는 일로 상상만으로도 끔찍하다. <경실련>은 국회의 국정조사를 통해 명명백백한 진상 규명과 모의에 가담한 군 수뇌부를 엄벌할 것을 강력히 촉구하며 다음과 같이 주장한다.

첫째, 군의 무력 진압 모의 진상을 밝히고, 관련자를 엄벌하라

군의 무력 진압 모의는 대한민국을 군부독재 시절로 되돌리려는 극악무도한 짓이다. 군은 시민들이 피와 땀으로 지켜낸 민주주의를 총칼로 짓밟으려 했다. 군부독재 당시 군의 폭압에 의한 국민들의 상처가 여전하다. 그럼에도 군은 과거 사건에 대해 진실을 밝히고, 속죄하기는커녕 극악무도한 행태를 반복하려했다는 점에서 용서받을 수 없다.

당시 한민구 전 국방부 장관이 위수령 폐지를 반대하고, 합참 법무실의 폐지 의견을 무시하고 존치 의견으로 검토하도록 지시했다는 사실은 청와대와의 교감을 의심케 하는 대목이다. 때문에 청와대와 군이 친위쿠테타를 기획한 것이 아니냐는 의혹이 일고 있는 것이다. 이에 이번 군의 무력진압 진상 모의에 대해 명백하게 진상을 밝혀야만 한다. 더불어 모의에 가담하고 지위했다는 의혹을 받고 있는 한민구 전 국방부장관, 구홍모 육군참모차장을 비롯한 군 수뇌부들의 진상이 드러날 경우 엄벌해야 할 것이다. 내란을 모의했다고 의혹을 받고 있는 당시 구홍모 중장이 현재 육군참모차장을 맡고 있다는 것은 도저히 납득할 수 없다. 내란을 일으키려한 세력들을 엄벌하지 않는다면 이러한 사태가 재발될 수 있음을 우리는 과거 사례를 통해 이미 수차례 경험한바 있다. 이번 사건의 관련 당사자인 국방부가 진상조사에 나설 것이 아니라 국회의 국정조사를 통해 진상규명에 적극 나서야 한다.

둘째, 군의 정치 개입 여지를 제공하는 위수령을 폐지하라

위수령은 1970년 박정희 대통령이 군부독재정권 유지를 위해 근거도 없이 제정한 초헌법적인 시행령이다. 국회의 동의 없이 대통령의 명령만으로 군 병력을 치안 유지에 동원할 수 있다는 것이다. 때문에 위수령은 군의 정치 개입의 빌미를 제공할 수밖에 없다. 이에 군의 정치 개입 여지를 제공하는 위수령은 반드시 폐지해야 한다. 이를 통해 군이 정치에 개입하려는 못된 습성을 버리고, 환골탈퇴 할 수 있도록 군을 근본적으로 개혁해야 한다.

군에 대한 문민통제는 아주 중요하다. 문민통제가 이뤄지지 않는다면 시민들의 피와 땀으로 지켜낸 민주주의를 하루아침에 잃어버릴 수 있음을 명심해야 한다. 이번 사건은 군에 대한 문민통제를 훼손하는 엄중한 사안이다. 군에 대한 전반을 살펴보고, 국민의 주권, 국익, 안보를 수호하는 본연의 임무에 충실한 군으로 거듭나는 계기로 삼아야 할 것이다. 이번 사건에 대해 명백하게 진상을 밝히고, 이에 관련된 군 수뇌부를 엄벌할 것을 강력히 촉구한다.
