인권위 위원장 및 위원을 내정, 임명, 해임하는 과정은 공정하고 투명해야 한다. 그래야만 진정한 독립성을 갖추기 위한 모든 필수 조건을 갖출 수 있다. 국가인권기구의 위원장 및 위원은 인권영역에서 필요한 지식과 경험을 갖추어야 하며, 정부와 독립적으로 임명되어야 한다.

인권위 위원장 및 위원을 내정, 임명, 해임하는 독립적인 과정은 ‘국가인권기구 지위에 관한 원칙’(‘파리원칙’으로 알려져 있으며 1992년 유엔인권위원회 및 총회의 승인을 받음)에 부합하도록 명시되고 이행되어야 한다. ‘국가인권기구 지위에 관한 원칙’은 국가인권기구가 정당성을 인정받고 역량과 불편부당성, 진정한 독립성을 가장 강력하게 보장받도록 하기 위해 갖추어야 할 최소한의 기준이다.

Amnesty International is concerned about the method of selection and appointment of the next chairperson of the National Human Rights Commission of Korea (NHRCK). The decision is currently being finalized without broad consultation with civil society groups and other relevant stakeholders, which could undermine its competence, impartiality and independence, all necessary attributes if the Commission is to effectively carry out its work.

National human rights institutions can play a key role in the protection and promotion of human rights. To fulfil this role it is vital that they are independent, fully empowered and enjoy the trust and confidence of civil society, particularly the local human rights community. Independence, and to be seen as independent, is a key attribute underpinning the legitimacy, credibility and effectiveness of the NHRCK.

The NHRCK was established in 2001 as an independent body under the National Human Rights Commission Act.

The selection, appointment, and removal procedures of the members of the National Human Rights Commission should be fair and transparent, so as to afford all necessary guarantees of genuine independence. Members of the national human rights institution should have adequate knowledge and expertise in the field of human rights and be appointed independently of the government.

The nomination process for selection of members should involve as far as possible a broad spectrum of representatives of civil society, including human rights defenders, NGOs, opposition politicians, trade unionists, social workers and journalists. It is crucial that the public perceives the Commission’s members as being free from bias, and from expectations of further career advancement.

In addition, the senior leadership of the Commission is particularly important as it sets the tone for the activities of the institution as a whole. It is of primary importance that the highest calibre candidates, with proven expertise of practical human rights work, be appointed. Chairpersons of national human rights institutions should have, and should be known to have, knowledge and experience in human rights issues to ensure that victims of human rights violations turn to them with confidence.

The current selection process for the Chairperson has been non-transparent but it appears the decision has been made solely by the President without broad stakeholder consultation.
The independent procedures of selection, appointment, removal and terms of tenure of the NHRCK members should be clearly specified and done through a transparent process in line with the “United Nations Principles relating to the Status of National Institutions” (adopted by the UN Commission on Human Rights in 1992, and later the UN General Assembly, known as “the Paris Principles”), which are the minimum standards that a national human rights institution must meet if it is to be considered legitimate, so as to afford the strongest possible guarantees of competence, impartiality and genuine independence.

인천지속가능발전협의회와 인천환경운동연합 물, 바다위원회 위원들과 함께 해양쓰레기를

수거하여 분류하는 활동이며, 이 활동을 통하여 해양쓰레기 예방및 정책의 기초자료를

확보하는 것입니다.

해양쓰레기 모니터링 하는 앞날 강한 바람과 폭우에 방산대교 아래 소래갯벌에 있던 쓰레기들이

바람에 날려간듯 합니다.

시흥환경운동연합은 해양쓰레기 모니터링 활동을 꾸준히 해왔던지라

 김문진 사무국장이 함께 나와서 쓰레기 수거 및 분류조사표 작성에 대한것을

교육해 주었습니다.

    

저울을 미쳐 준비하지 못해 이번 모니터링에는 무게를 측정하지 못했지만,

해양쓰레기 모니터링은 수거하는 것보다 분류하여 표에 작성하는 것이

지난 11일(화) 조선일보는 서울대학교 원자핵공학과 황일순 교수의 연구 결과와 국립환경과학원 공부주 박사의 “배출가스 중 응축성 미세먼지 특성 연구” 논문을 인용하여, LNG 발전이 석탄보다 더 많은 초미세먼지를 배출하기 때문에 탈석탄, 탈원전 정책 확대에 신중해야 한다는 내용의 기사를 보도했다.  (조선일보 “LNG발전, 석탄보다 초미세먼지 더 많이 배출”) 그 동안 LNG 발전이 석탄화력발전 보다 상대적으로 친환경적이라는 일반적인 상식과 정반대되는 주장이다. 기존의 다수 주장이나 사실을 반박하기 위해서는 객관적으로 평가된 논문 등의 주장을 뒷받침 할 수 있는 근거자료가 있어야 한다. 그런데, LNG발전이 석탄발전 보다 초미세먼지를 더 배출한다고 주장하기에는 근거가 부실하다. 서울대학교 원자핵공학과 황일순 교수의 연구 결과가 근거라고 하는데, 그 연구결과라는 것이 무엇인지 알 수 없다. 아마 연구결과라는 것이 국내외 논문이나 자료를 바탕으로 황교수의 주장을 정리한 것으로 추측된다. 황일순 교수는 연구결과의 정체가 무엇인지 공개적으로 밝혀야 한다. 또, 조선일보는 국립환경과학원 공부주 박사의 “배출가스 중 응축성 미세먼지 특성 연구” 논문을 인용해 ‘응축성 초미세먼지 먼지’는 LNG를 태우면 석탄보다 2.5배 많이 발생한다고 보도했다. 위 논문에서 LNG와 석탄화력(Power plant)는 서로 다른 조건에 진행된 실험이다. LNG연소는 실험용 pilot scale 보일러에서 수행하였고, 방지시설 후단에서 측정할 경우 시료의 양이 적어 시험방법의 정확도 판단이 어려울 수 있으므로 방지시설 전단의 측정소에서 측정하였고, Field scale 측정은 Power plant(석탄발전) 실제 발전소에서 제어장치를 다 거친 다음 최종 굴뚝에서 나온 것을 측정한 것이어서, 두 결과를 비교한다는 것은 의미가 없는 것이다. 특히 석탄화력발전소는 탈질설비, 전기집진기, 배연탈황장치를 가동한 것인데 반해, LNG 연소는 연소 후 바로 온도를 낮추어 측정한 것이어서 응축성분이 많을 수 밖에 없다. 또한 pilot scale이면 아무리 연소조건을 좋게하려고 노력해도, 상업용 발전소보다는 연소 조건이 좋을 수 없어 오염물질이 많이 생길 가능성이 높다. 조선일보와 서울대학교 황일순 교수가 비교한 pilot scale  LNG와 Field scale Power plant(석탄발전)를 비교하는 것은 전문적인 요리사가 좋은 재료로 만든 요리를 초등학생이 양념 없이 만든 요리와 비교하는 것과 같다. 이 기사는 언론사 기자가 논문을 제대로 읽지 않았거나 그 차이를 이해하지 못한 것이다. 그런데,  과학전문기자가 기본적인 사실 확인도 하지 않은 채 기사를 쓴 것이 과연 실수였을까 하는 의문이 든다. 기사 중간에 뜬금없이 등장하는  '원전은 우라늄 핵분열에서 나오는 열로 전기를 만드므로 초미세먼지가 나오지 않는다.' 는 원전 홍보 기사와 기존 상식을 깨는 주장을 하면서 대기나 환경 전문가도 아닌 원자핵공학과 교수의 연구결과(?)를 인용했다는 점 쉽게 이해되지 않는다. 더구나 서울대 황일순 교수는 문재인 정부의 탈원전 정책을 공개적으로 강하게 비판하고 있는 학자이다. 조선일보가 정말 하고 싶었던 말은 LNG발전의 문제점이 아니라 문재인 정부의 탈원전 정책을 비판하고 싶었던 것은 아닐까? ※ 배출가스_중_응축성미세먼지_특성_연구
