노후원전 고리 2호기, 수명연장 아닌 폐쇄 절차 돌입하라!

1983년부터 가동이 시작된 고리 2호기가 2023년 4월 8일 자로 수명이 만료될 예정이다. 그러나 수명 만료 2년을 앞두고도 여전히 한수원은 본격적인 폐쇄 절차에 들어가지 않고 있다. 오히려 한수원은 작년 11월, ‘고리 2호기 수명연장 신청 기한 연장 요청서’를 원자력안전위원회(이하 ‘원안위’)로 제출하였다. 하지만 한수원은 실질적인 신청 기한인 어제(2021.4.8.)까지 수명연장을 신청하지 않았다. 따라서 한수원은 노후원전 수명연장이 아닌, 폐쇄 절차를 조속히 밟아야 한다.

한수원은 작년 월성 1호기 감사원 감사 결과에 따라 경제성 평가 지침을 개발해야 한다는 이유로 수명연장 신청 기한 연장을 신청한 것으로 보인다. 그러나 한수원이 고리 2호기 수명연장을 신청하기 위해서는 원안위에 ‘주기적안전성평가(이하 ‘PSR’)’를 제출해야 한다. 그리고 한수원은 제출 기한인 어제(2021.4.8.)까지 PSR을 제출하지 못했다.

한수원은 이러한 핑계를 대며 고리 2호기 수명연장의 가능성을 열어두려 하고 있다. 그러나 이는 정부가 에너지전환로드맵(2017.10.24.)을 통해 결정한 ‘노후원전 수명연장 금지’ 정책에 반하는 것이다. 이러한 정책은 제3차 에너지기본계획과 8, 9차 전력수급기본계획에도 반영된 내용이다. 그러나 사업자가 수명연장을 신청할 수 없도록 하는 법적 제도가 마련되지 않은 현재의 상황을 틈타 한수원은 언제든지 수명연장을 시도할 수 있다.

고리 1호기와 월성 1호기 폐쇄의 과정에서 수명연장 시도는 불필요한 소모적 논쟁만 불러일으켰을 뿐이었다. 특히, 경제성만으로 월성 1호기 폐쇄 결정을 평가한 감사원 감사는 많은 논란을 낳았다. 하지만 원전 가동은 안전성을 최우선으로 고려해야 하며, 지역 수용성과 핵폐기물 처리 비용 등을 종합적으로 평가해야 한다. 또, 월성 1호기의 경우 안전성 평가도 제대로 하지 않고 수명연장을 위한 설비교체 등을 무리하게 진행하여 예산만 낭비했다. 따라서 더 이상 노후원전 수명연장 시도로 인한 사회적 비용이 발생해서는 안 된다.

2023년 고리 2호기를 시작으로, 2029년까지 10기 원전의 수명이 만료될 예정이다. 그러나 지금까지 원전을 폐쇄할 때마다 한수원은 잦은 꼼수와 핑계로 수명연장을 시도해왔다. 앞으로는 한수원이 이러한 수명연장 시도를 할 수 없도록, 정부는 하루빨리 ‘노후원전 수명연장 금지’의 내용을 담은 법 제도를 마련해야 한다. 한수원 또한 경제성이 아닌 안전성을 최우선으로 고려하여 조속히 폐쇄 절차에 돌입하여야 한다.

We Condemn the Japanese Government’s Decision to Release Fukushima Radioactive Wastewater into the Sea

- The sea is not a dumping ground

- What right does Japan have to unilaterally pollute the sea?

- Withdraw the decision to release radioactive wastewater into the sea

On April 13, the Japanese government officially announced its decision to discharge contaminated wastewater from Fukushima No. 1 nuclear power plant into the Pacific Ocean. In the decade since the Fukushima nuclear accident, the issue of radioactive wastewater discharge has been strongly opposed not only in Japan, but also by neighboring countries including South Korea.

The Japanese government insists that through staggered releases and dilution the contaminated water will be harmless to humans. However, even if diluted the total amount of radioactive material thrown into the sea remains unchanged. If the radioactive wastewater is discharged, it will be a irrevocable disaster not only for marine ecosystem but for the human.

On April 12, a joint Korean-Japanese committee for 10^th anniversary of Fukushima nuclear disaster delivered an international petition to the Japanese government. The petition was signed by 64,600 people from 86 countries. Calls have grown internationally for the continued long-term storage through building additional storage tanks etc., rather than ocean discharge.

Today, the Japanese government made a choice that should not have been made. Anti-Nuke Citizen Action Committee defines the Japanese government's decision as nuclear terrorism, and will take all measures to prevent the discharge of radioactive wastewater into the oceans in the future.

『후쿠시마 원전 오염수 방류 규탄 통영대회 규탄결의문』

4월 13일, 일본 정부는 후쿠시마 방사능 오염수 약 125만 톤을 약 30년 동안 바다에 방류하기로 결정했다. 그동안 우리나라 어업인들과 시민사회는 물론 국제사회도 해양 방류에 강력히 반대해 왔다. 이를 무시하고 결국 ‘공멸의 길’인 방사능 오염수 해양 방류를 결정한 일본 정부를 강력하게 규탄한다.일본 정부는 방사능 오염수 해양 방류 결정 즉각 철회하라!

일본 정부는 방사능 오염수 해양 방류라는 절대 해서는 안 될 선택을 하고 말았다. 바다는 핵 쓰레기통이 아니다. 바다는 국경이 없다. 국경이 없는 바다의 주인은 조류와 물고기 그리고 모든 사람들이다. 일본 정부는 무슨 권리로 인류공동의 자산인 바다를 핵 쓰레기로 더럽히겠다는 것인가?

일본은 물론 미국과 국제원자력기구 등 친원전 집단은 다핵종 제거설비로 농도를 조절해서 방류하면 문제가 없다고 강변하고 있다. 방사성 물질을 물로 희석해 기준치 미만으로 방류한다 해도 바다에 들어오는 방사성 물질의 총량은 변함이 없다.

일본 정부는 방사능 오염수를 다핵종 제거 설비로 정화하고 있다고 하지만 현재 탱크 속 오염수의 70%에는 세슘과 스트론튬, 요오드 등 인체에 치명적인 방사성 물질이 기준치 이상 포함돼 있다. 제거가 불가능한 삼중수소(트리튬)등 수많은 물질이 바다로 유입되면 암 발생, DNA 손상, 생식기능 저해 등 인류의 건강에 치명적 영향을 줄 것이다.

방사능 오염수가 방류된 바다에서 잡은 수산물을 누가 마음 놓고 먹겠는가?

2011년 3월 후쿠시마 원전 사고 이후 우리나라 수산업계의 매출은 절반이상 줄었다. 수산업을 기반으로 하는 통영지역경제는 더욱 심각한 타격을 받을 수밖에 없다.

일본 정부는 돈이 가장 적게 든다는 이유로 ‘해양 방류’를 결정했다. 이는 도쿄올림픽과 선거를 앞두고 ‘원전이 문제없다’고 여론을 호도하기 위한 꼼수다. 해양방류가 아니라 저장탱크 증설, 고체화, 오염수 장기 보관 등 다른 대안이 있다. 오직 돈과 일본 국내외 정치를 위한 놀음에 우리나라가 고스란히 피해를 입게 된다.

우리 어업인들은 이번 일본 정부의 오염수 방류를 바다에 대한 핵 테러로 받아들이고 있다. 오늘 통영지역 어업인들과 통영시, 시의회, 시민사회단체들이 분노하며 한목소리로 규탄대회를 여는 이유다.

이곳 통영 이순신공원은 400여 년 전 일본 침략에 맞서 조선의 백성을 구하고자 한산대첩이 일어난 곳이다. 우리 어업인들과 통영시민들은 평화와 공존을 위한 제2의 한산대첩을 벌인다는 필사즉생의 각오로 이 자리에 섰다.

이에, 수산1번지 통영의 어업인들과 시민사회, 통영시는 일본의 원전 오염수 해양방류 결정을 강력히 규탄하며 다음과 같이 결의한다.

하나. 일본 정부는 통영 어업인들의 생존과 인류의 생명을 위협하는 원전 오염수 해양방출 결정을 즉각 철회하라.

하나. 한국 정부는 일본의 원전 오염수 방류를 막기 위해 도교올림픽 불참, 국제해양법재판소 제소 등 모든 노력을 다하라.

우리 통영의 어업인들과 시민들과 지방정부는 국제적 연대를 통하여 해양 환경과 인류 건강을 지켜나갈 것을 다짐한다.

The Japanese government must immediately call off its decision to discharge radioactive water into the ocean!

On April 13, the Japanese govenment decided to discharge 1,250 thousand tons of radioactivewater from the Fukushima nuclear power plant into the ocean over a period of 30 years. Until today, the international society as well as fishermen and the civil society in Korea have strongly opposed ocean discharge. We strongly denounce the Japanese government for ignoring the voice of the international society and ultimately approving ocean discharge of radioactive water choosing “the way to codestruction”.

The Japanese government made an unacceptable decision to discharge radioactive water into the ocean. The ocean is not a garbage can for nuclear waste. The ocean does not have borders. The ocean commonly belongs to birds, fish, and people all around the world. Who grants the Japanese government the right to contaminate the ocean with nuclear waste when the ocean is a common asset of all humanity?

The United States and the International Atomic Energy Agency (IAEA) as well as Japan that are friendly to nuclear power plants have been firmly defending their position arguing that radioactive water will not pose any threat if discharged after being diluted using the Advanced Liquid Processing System (ALPS) to lower radioactivity concentration. However, even if radioactive substances are diluted with water and discharged into the ocean at an acceptable concentration level, it will not make any difference to the total amount of radioactive substances flowing into the ocean.

The Japanese government argues that it is purifying the radioactive water of its nuclear power plant using the Advanced Liquid Processing System (ALPS). However, 70 percent of the radioactive water contains radioactive substances such as cesium, strontium, and iodine above a level fatal to the human body. If a number of unremovable radioactive substances including tritium flows into the ocean, it will pose a fatal threat to the human health causing cancer and damage to DNA and generative functions.

Who on earth would feel safe to eat fish and fisheries products caught in the ocean where radioactive water has been discharged?

After the Fukushima nuclear disaster took place in March 2011, sales of the Korean fishing industry decreased by more than half. It is inevitable that the regional economy of Tongyeong which heavily depends on fishing will be seriously affected if radioactive water is discharged into the ocean.

The Japanese government approved “ocean discharge” just because it is the cheapest way to handle radioactive water. This is a sneaky trick to mislead public opinion into believing “radioactive water is safe” just before Tokyo Olympics and the election. Instead of ocean discharge, Japan could take alternative approaches such as storage tank expansion, solidification or long-term storage of contaminated water. Just for money and Japan’s scheme for politics at home and abroad, Korea would get seriously damaged.

Our fishermen take the Japanese government’s decision of ocean discharge as a “nuclear attack”. This is why fishermen, Tongyeong Municipal Government, Tongyeong City Council, and non-government organizations in Tongyeong are furiously raising voice together in this protest.

Yi Sunsin Park, where we are standing right now, was a battle field where the Great Naval Battle of Hansan took place around 400 years ago to protect citizens of Joseon against the Japanese invasion. Our fishermen and citizens from Tongyeong are here today with a firm determination to lead the second Great Battle of Hansan to ensure peace and coexistence.

In this regard, Fishermen, civil society and municipal government in Tongyeong City make resolutions as follows, strongly denouncing Japan’s decision to discharge radioactive water from its nuclear power plant into the ocean:

The Japanese government must immediately call off its decision to discharge radioactive water from its nuclear power plant, as it threatens the livelihoods of fishermen in Tongyeong and lives of humanity.

The Korean government must make all possible efforts including refusing to participate in Tokyo Olympics and filing a case in the International Tribunal for the Law of the Sea, in order to deter Japan from discharging radioactive water into the ocean.

We, the fishermen, citizens, and the local government of Tongyeong, affirm our commitment to protect the marine environment and human health through international coalition.

태평양은 지구상에서 가장 크고 깊습니다. 태평양의 크기는 지구상의 대륙을 다 합친것보다도 큽니다. 태평양의 이름은 평화롭다라는 말에서 기원했습니다. 이러한 평화로운 바다에 일본정부는 130만톤 가량의 방사능 오염수를 방출하려 합니다. 그런데 불행하게도 이 계획은 미국정부와 IAEA가 협조하고 있습니다. 이는 태평양 생명체들과 사람들에게 더할 나위 없는 재앙입니다. 태평양에서 빼놓을 수 없는 또 하나는 수산업입니다. 2018년 통계에 의하면 전체 수산업은 어획량은 58.2%에 달합니다. 수십만의 사람들의 생계가 태평양에 달려있습니다.

오늘 우리는 일본 정부의 방사능 오염수 방류 계획에 반대하고자 이 자리에 모였습니다. 일본정부는 바다생물과 사람들 특히 어민의 이야기를 무시해서는 안 됩니다. 일본 정부는 방사능 오염수 방류라는 재앙을 중단해야 합니다. 왜냐햐면 태평양의 평화를 위협하기 때문입니다.

The Pacific is the largest and deepest ocean on Earth. Its size is greater than all the landmass on Earth. Its very name derives from the words pacify or peaceful, to represent the calmness of its waters. To this peaceful ocean, the Japanese government plans to release 1.25 million tons of treated wastewater contaminated by the Fukushima Daiichi Nuclear Power Plant. This plan is supported by the US government and the IAEA. This is a man-made disaster, threatening numerous marine species and human being that the ocean supports.

One of the most important elements affected is the Pacific Fisheries, which accounted for 58.2% of global marine catch in 2018. Numerous people rely on this ocean for their livelihoods.

Today we came here to convey our strong opposition to the Japanese government. The Japanese government should not ignore marine creatures and the voices of people, in particular fisherfolk. Such a man-made disaster should not be allowed to threaten this ocean of peace.

지난 6월 26일 사용후핵연료 관리정책 재검토위원회(이하 재검토위) 정정화 위원장이 사퇴했다. 정정화 위원장의 사퇴는 이번 재검토위원회가 숙의성, 대표성, 공정성, 수용성을 담보하지 못한 채 파행을 거듭해왔음을 스스로 자인한 셈이 되었다.

  그러나 재공론화 주관부처인 산업부는 위원장 사퇴라는 치명적인 사태에도 불구하고 잘못된 재공론화에 대한 진단과 반성, 사과는 커녕 곧바로 반박 보도자료를 발표했다. 그리고 위원장 사퇴 5일 만에 화상으로 임시회의를 열고 새로운 위원장을 선출하여 이미 실패한 공론화를 계획대로 강행하겠다고 밝혔다.

  산업부가 이렇게 밀실에서 독단적인 공론화를 밀어붙이는 것은 월성핵발전소 안 핵폐기물 저장고인 맥스터를 적기에 지어 핵발전이 중단되지 않게 하겠다는 목적 달성에만 눈이 멀었기 때문이다. 경주 월성 핵발전소의 핵연료폐기물을 보관하는 수조의 포화가 임박한 것을 해결하기 위해 공론화를 수단으로 삼고 있는 것이다. 일부 언론에서 핵발전소 3기의 가동중지가 전력생산에 심각한 영향을 미칠 것처럼 호들갑을 떨고 있지만 전체 전력량의 1.7%에 불과하다. 충분한 공론화가 되지 않는다면 오히려 월성핵발전소 가동을 중지시켜야 한다.

100만년 이상 완전히 격리 보관해야 하는 고준위핵폐기물, 핵쓰레기 문제는 몇 년 안에 결정할 수 없고, 결정해서도 안될 중차대한 사안이다. 속도전이 아니라 지역주민들과 머리를 맞대고 대화와 협력의 과정을 절대적으로 필요한 사안이다. 핀란드의 경우 핵폐기장 건설 논의에 20여년이 걸렸다.

하지만 지금 우리 국민은 고준위핵폐기물 중장기 관리정책에 대한 공론화가 무엇인지, 어떻게, 어디서 진행되는지조차 모른다. 국회의원조차도 공론화 사실을 모르고 있을 정도다.

1차 종합토론회가 열리는 오늘도 산업부는 마치 007 작전 수행하듯 공론화 장소를 숨기고, 심지어 바꿔가며 졸속과 일방적 처리로 일관해 스스로 이 공론화가 정당하지 못함을 보여주고 있다. 무엇을 숨기려는 것이고, 누가 두렵기 때문인가?

우리는 주장한다.

정부는 훼손된 공론화를 바로 세워 제대로 된 숙의를 거쳐라. 민주주의를 역행하는 이 공론화를 당장 중단하라. 지금의 공론화는 국민 공론화가 아니라 국가 폭력이다.

당장 재검토위원회 활동 또한 중단·해산할 것을 강력히 촉구한다. 또한 핵산업 진흥 부처인 산자부 주관이 아닌 투명하고, 독립적인 전담기구를 구성하여 원점부터 공론화를 다시 시작할 것을 거듭 촉구한다.

고준위핵폐기물, 핵쓰레기 문제의 출발은 정부가 핵발전을 멈추고 탈핵 정책을 강하게 추진하겠다는 의지를 밝히는 것부터 시작이다.

정부는 핵발전을 멈춰 더 이상 핵폐기물이 발생하지 않도록 해야 한다. 또 모든 시민들에게 지금 쌓여있는 1만 5천여톤의 핵폐기물 존재와 핵발전이 계속되면서 대책없이 쌓여갈 핵폐기물의 실상을 정확하게 알리는 것부터 시작하라!

핵산업계와 정치권, 언론의 눈치를 보며 산자부가 이 막장 공론화를 강행하도록 내버려 둔다면 문재인 정부는 박근혜 정부의 공론화보다 못한 과오를 남기게 될 것이다. 전국의 시민사회를 비롯해 대전 시민사회 또한 산업부 주도의 졸속적인 재공론화 결과를 결코 인정하지 않을 것이다.

․ 정부는 실패한 재공론화 중단하고, 사용후핵연료재 검토위원회를 즉각 해산하라!

․ 산업자원통상부 장관은 재공론화 졸속 추진의 책임을 지고 공개 사과하라!

․ 산업자원통상부 고준위핵폐기물 관리정책을 공론화할 자격 없다. 문재인 정부는 독립적인 전담기구 구성하여 원점부터 제대론 된 공론화를 다시 시작하라!

․ 정부는 모든 정보를 공개하고 제대로 된 탈핵정책을 추진하라!

․ 고준위핵폐기물 답 없다, 핵폐기장 짓기를 멈추고 핵 재처리실험 폐기하라!
