Election of the 13th Executive of the Korea Federation for Environmental Movements and Key 2021 Resolutions

 

  • New Executive Committee: Kim Soo-dong, Kim Ho-cheol, Park Mi-kyung, Lee Cheol-soo, and Hong Jong-ho
  • New Secretary-General: Kim Choony
  • Vice-President: Lee Young-woong
  • The key projects in 2021 are climate crisis response and plastic free project
  • National delegates adopted a resolution calling for a great change to an ecological society

The Federation of Environmental Movements held an online delegates conference on Saturday, February 27th. 270 of the 379 registered delegates participated, electing the 13th executive who will lead the environmental movement coalition for the next three years. In addition, it adopted a resolution on key projects in 2021 and called for a major transformation of South Korea into an ecological society to overcome the climate crisis.

The new executive committee is: Kim Soo-dong, Kim Ho-cheol, Park Mi-kyung, Lee Cheol-soo, and Hong Jong-ho.

  • Kim Soo-dong is the executive of the Andong branch of KFEM and a field activist, who has led the movement to close and relocate the Youngpoong smelter, and is active in converting industrial facilities to more eco-friendly sites.
  • Kim Ho-cheol served as the chairperson of Lawyers for a Democratic Society and is currently chairperson of the Environmental Law Center. He is a leader in the field of environmental law and played a major role in lawsuits against the Saemangeum seawall and the life extension of Unit 1 at Wolseong nuclear power plant.
  • Park Mi-kyung is currently co-chair of the Gwangju Environmental Movement Association, and has been consolidating the capabilities of regional organizations across the country through long-standing field activities such as the Pollution Deportation Movement Association and the Environmental Movement Association.
  • Lee Cheol-soo, who has been reappointed for his 12th term, is a renowned printmaker who works to protect the environment, peace, and life through printmaking, and recently participated in the campaign against the construction of Jeju 2nd Airport.
  • Hong Jong-ho, who is a graduate of the Graduate School of Environmental Studies at Seoul National University, is an expert who connects field work and theory, and has played an important role in Korean society on land development, the climate crisis, and energy conversion.

President Kim Choony, has since 1995 been an activist dealing with environmental issues at home and abroad, and has been fighting to make KFEM a leading voice in civil society, an activist organization, and an organization based on solidarity and cooperation. She has played a leading role in opposing Taiwanese nuclear waste exports to North Korea, opposing the Saemangeum seawall, fighting the four major project, advocating for protection of Korea’s wetlands and the DMZ area, and promoting sustainable development goals.

Vice-President Lee Young-woong, who is also the secretary of Jeju KFEM, has been trying to capture the voices of residents whenever Jeju issues arise, such as the Songaksan development project on Jeju Island, the Jeju Naval Base, and the Jeju 2nd Airport construction.

Byun Young-cheol , who has been fighting on behalf of asbestos victims, and Lee Tae-il, secretary general of Ecopeace Asia, were elected as business auditors, while certified public accountant Park Sang-cheol is the new accounting auditor.

KFEM delegates decided that “Climate Crisis, Beyond Coal to Renewable Energy” and “2050 Plastic Free” as key projects for 2021. Delegates also adopted a resolution calling for a major transformation of South Korea into an ecological society to overcome the climate crisis.

“Climate Crisis, Beyond Coal to Renewable Energy” calls for a nationwide campaign to establish a 2030 coal-free roadmap, policy alternatives to expand renewable energy, and an associated online media campaign.

“2050 Plastic Free” was prepared as part of a strategy to achieve 2050 carbon neutrality. The goal is to gain effective reduction targets from the government and businesses and monitor their implementation. To this end, it plans to run an online campaign that citizens can easily participate in, including the Zero Plastic Challenge.

Delegates chastised the South Korean government, stating that although the government declared 2050 carbon neutrality last year and implemented a Green New Deal to overcome the COVID-19 crisis, it has been lukewarm in its push for an early exit from coal power plants. In addition, the government was criticized for legislating to allow an airport on Gadeok Island, and failing to achieve the fundamental change that will be required to avoid a bigger crisis in the future.

Awars were given to excellent branches, activists, and members.

  • Geoje KFEM in Tongyeong, which has carried out coastal waste purification activities with residents, received the Excellent Region Award.
  • Activists Kang Yun-hee (Jeju KFEM) and Moon Ji-hyeon (Jeonbuk KFEM) received the Outstanding Activist Awards
  • Park Hyeon-soo (Cheongju, Chungbuk), So Sam-young (Cheonan, Asan) and Hong Ki-hyuk (Gwangju) members each received the Excellent Member Award.
  • A special award was awarded to the late Choi Jae-suk, executive director of Eco-Saving Cooperatives.
  • A plaque of merit was awarded to executive committee members Kwon Tae-seon and Jang Jae-yeon, auditor Ji Ki-ryong, and secretary-general Choi Jun-ho, whose terms ended.

The Transformation to a Sustainable Ecological Society that can Tackle the Climate Crisis

The COVID-19 pandemic has brought crisis and change to the economy and society at large. The roots of the pandemic lie in the destruction of ecological systems. If things do not change, we are heading for a sixth major extinction event brought on by an increasingly severe climate crisis.

The South Korean government’s 2050 carbon neutrality pledge and Green New Deal, stand in contrast to the governments support for new airport construction, the construction of seven new coal power plants, and the slow speed that older coal plants are being closed. What is needed a new focus

As Covid-19 has demanded social distancing of people, we also need social distancing for nature, with the expansion of nature reserves. At present only 11.6% of the land, and 1.4% of the sea is so protected.  This buffer zone needs to be expanded.

The linear plastic economy of mass production, consumption and disposal needs to be transformed. It is also necessary that we pursue global environmental justice, by monitoring the movement of waste between countries.

In order to end environmental destruction and human rights violations caused by large-scale development projects abroad, stronger government regulation is required. Such regulation must take into account the rights of local and indigenous peoples.

Many people talk about the seriousness of the climate crisis, but change remains slow. COVID-19 may be overcome through vaccines, but there is no such readily available solution for the climate crisis. Together with those who will be most immediately affected by the climate change, and the youth who will bear the greatest burden, we will take action to fight this crisis.

In order to overcome the climate crisis, we are determined to forge a path to a sustainable ecological society. In 2021, the Korea Federation for Environmental Movements pledges to:

Expel coal power plants and accelerate the conversion to renewable energy.

Stop large-scale construction projects, including new airports.

Pursue a plastic free society.

Expand protected areas as a climate crisis buffer zone.

Join forces to solve the problem of large-scale overseas development projects that destroy the environment.

삼성SDS, 인도네시아 열대우림 파괴 기업 코린도와 비즈니스 관계 중단 선언  

- 세계 시장과 언론, 시민사회로부터 지탄받는 코린도, 입지 점점 좁아져
  국제환경단체 마이티어스(Mighty Earth)와 국제소비자단체 섬오브어스(SumOfus)는 지난 12일 ‘삼성 SDS가 한국계 인도네시아 대기업인 코린도(Korindo)와 합작회사 및 여타 다른 사업을 추진할 계획이 없음을 알려왔다’고 밝혔다. 삼성 SDS는 지난 6월 자사 홈페이지를 통해 ‘삼성 SDS는 코린도 그룹과 글로벌 통합물류 운영에서 전략적 협약식을 체결하고 향후 합작회사(joint venture)로 발전시킬 계획이 있다’고 보도한 바 있다. (사진 왼쪽부터)삼성SDS SL사업부장 김형태 부사장, 인도네시아 코린도 그룹 박인철 부회장 /사진제공=삼성SDS[/caption] 삼성SDS의 이번 발표는 마이티어스와 섬오브어스가 삼성에 코린도 그룹과 업무협약을 중단할 것을 촉구하는 집중 온라인 캠페인을 펼친 뒤에 이루어졌다는 점에서 매우 의미 있는 선언으로 받아들여진다. 지난 7월 섬오브어스는 청원 페이지를 개설해 15,000명의 삼성 고객을 포함, 73,000여 명이 넘는 시민들의 지지서명을 받았으며 마이티어스는 같은 달 31일 한국을 방문해 삼성의 CSR팀 임원들에게 이를 직접 전달했다. 최근 국제산림보호 단체인 레인포레스트 레스큐(Rainforest Rescue)도 청원 페이지를 개설하면서, 서명은 188,500건 이상으로 늘었다. 지난 8월, 마이티어스와 섬오브어스는 삼성의 ‘갤럭시 노트 8’ 출시일(23일)에 맞춰 일주일간 집중 행동을 펼쳤다. 2,000명이 넘는 삼성 고객들이 삼성 기기로 삼성에 메일을 보내고, 1만 명이 넘는 사람들이 온라인 액션을 취했으며, 약 100만여 명의 사람들이 삼성이 열대우림 파괴에 연루되어있음을 알리는 광고를 접했다. 결국 삼성 SDS 는 8월 31일 마이티어스에 서한을 보내 "삼성 SDS는 양 사 간의 사업을 개발할 계획이 없다"고 밝히며 코린도와의 사업추진계획을 공식 철회하기에 이르렀다. 마이티어스의 데보라 래피더스(Deborah Lapidus) 국장은 “삼성SDS가 인도네시아 열대우림 파괴로 악명 높은 기업인 코린도와 비즈니스 관계를 끊기로 결정한 것에 대하여 환영한다”고 밝혔다. 그는 “코린도는 자신들의 산림파괴 행위로 인해 팜유 뿐 만아니라 여러 사업 분야에서 위험에 처해있다”면서 “코린도가 사업적인 측면에서도 더 이상 산림파괴가 용납되지 않는 현실을 받아들이길 바란다”고 지적하고 코린도가 지속가능한 방식으로 사업 방침을 수립하고 이행할 것을 촉구했다. 코린도는 인도네시아 파푸아와 북말루쿠 지역에서 팜유 플랜테이션을 운영하며 저지른 대규모 산림파괴로 인해 세계 시장과 언론, 시민사회로부터 대대적인 압박에 직면해있다. 지난 해 ‘불타는 낙원(Burning Paradise)’ 보고서가 출시된 후 세계 주요 팜유업체들은 코린도와 거래를 중단했고, 지속가능한 산림경영 인증기관인 국제산림협의회(Forest Stewardship CounCil, FSC)는 코린도의 산림파괴 사안에 대해 조사를 착수했다고 밝혔다. 국제사회에서 요구하는 기준을 준수하며 좋은 기업으로 성장할지, 의미 있는 변화를 이루지 못한 채 ‘열대우림 파괴자’로 낙인찍혀 국제사회에서 멀어질 것인지는 전적으로 코린도의 선택에 달려있다.

[호주 국영 ABC 방송 시사프로그램 - 7.30] 코린도, 신규부지 개발중단 선언 어기다

지난 17일 호주 공영 ABC 방송의 시사프로그램 <7.30>은 한국계 기업 코린도의 인도네시아 산림파괴 문제와 신규부지 개발중단(모라토리엄)을 위반한 사실을 집중 조명했습니다.

Known as Korindo, this multinational is carving a path through Indonesia's last remaining rainforests. DEBORAH LAPIDUS, CAMPAIGN DIRECTOR, MIGHTY: It's a vast area. I mean, if you look at the photos and videos from our investigation, the destruction goes off all the way to the horizon. HAYDEN COOPER: Here in West Papua, Korindo has torn down the forest the size of a major city. The US environment group Mighty, chaired by former Congressman Henry Waxman, has been tracking the company's palm-oil expansion. DEBORAH LAPIDUS: They've already cleared over 50,000 hectares of forest in this area, 30,000 of which was just in the last two years, as other companies were racing to clean up their supply chains. So when we surveyed the industry, Korindo really stood out for its terrible track record and for being the company that was most threatening Indonesia's remaining forests. HAYDEN COOPER: Korindo's actions across Indonesia have led to serious deforestation, threatening the habitat of the country's critically endangered orangutans. Their massive operation spans palm oil, plywood and paper, and their products are shipped around the world. EXTRACT FROM A PROMOTIONAL VIDEO FROM KORINDO: We know the value of forests, and create new drive and energy through trees... HAYDEN COOPER: While Korindo's PR effort boasts of sustainable practices and respect for workers, villagers in West Papua tell us a different story of destruction by the company and its subsidiaries. ELISABETH NDIWAEN (translated): Before, my relatives lived in safety. Peacefully and quietly. They had no shortage of food. But now that the company has come into the area, the jungle has been cleared. It began in 2009. HAYDEN COOPER: Many Papuans are employed by multinationals like Korindo, but some maintain they're simply being used. PASKALIS YAMU (translated): We, the employees, do not feel that the wages given to us are reasonable or fair. MARKUS NDIWAEN (translated): Every day, I ask for help at their office. I don't want to be like a beggar. I'm embarrassed. I have my self-esteem. I'm angry about that. Why do I have to come and ask like a beggar? HAYDEN COOPER: The treatment of workers and the environment by palm-oil companies in Indonesia is under more scrutiny than ever. Last year, 7.30 revealed this illegal clearance of land by a palm-oil supplier of Wilma International, the foreign owner of CSR Sugar and Goodman Fielder, the maker of many popular Australian food products. Korindo, too, has been feeling the pressure, and it has responded, announcing in the new year a moratorium on new palm-oil clearance in Indonesia. But within weeks, the moratorium was broken. 7.30 can reveal the company has continued clearing land. DEBORAH LAPIDUS: Yeah, I mean, honestly, I don't think you can blindly trust any company, which is why it's really important to have independent verification of commitments that are made and full transparency and Korindo has been a very opaque company. They're not public. So there's been almost no reporting about their company or their operations. Korindo is using a assessor that we deem untrustworthy, so we are really asking Korindo to submit the assessments that are done to a quality review panel. HAYDEN COOPER: Korindo declined our request for an interview, but said its palm-oil operations are "committed to operating in a sustainable manner" and that it "protects human rights for all of its 20,000 Indonesian employees." In parts of Indonesia, this is what's at stake - the critically endangered Sumatran and Bornean orangutans. JENNY GRAY, CEO, ZOOS VICTORIA: In order to create cheap palm oil, you have to destroy rainforest. So first, what you do is you mow down the existing rainforest. Then you burn it and then you plant palm-oil plantations. When we do that, we destroy some of the things that are amazing about the planet. And so, that is why it's so important that we look at sustainable production of palm oil. HAYDEN COOPER: Now numbered just in their thousands, orangutans are severely threatened by the clearance of their natural habitat for palm-oil plantations. At Melbourne Zoo, Dr Jenny Gray has been leading the push for better awareness of the threat. JENNY GRAY: How would we answer to our children in 20 years' time to say, "We could have solved the case for the orangutans, but instead we bought cheap food"? That's not right. HAYDEN COOPER: In Australia, palm oil - present in roughly half the products in a supermarket - is not clearly labelled. Often, it's simply called "vegetable oil". Only one state, Victoria, has agreed to stricter labelling laws. Despite years of pressure, a committee of state and federal governments is still examining the issue. JENNY GRAY: We are hoping what they're going to do is ask the communities of Australia and New Zealand because we know that the everyday people out there who buy foodstuff want to know whether or not there's palm oil in their food. HAYDEN COOPER: Food manufacturers have been fighting the stricter labelling move for years, and still are. GARY DAWSON, CEO, AUSTRALIAN FOOD AND GROCERY COUNCIL: The message to Australian policymakers is, "Beware of gesture politics." You know, a labelling change might make them feel good but, ultimately, it's meaningless in terms of that real issue of ending the land degradation and protecting habitats, because the labelling change alone won't make any difference. HAYDEN COOPER: Ultimately, palm oil traders are being driven by their bottom line - images like these are bad for business, so the push for sustainable palm oil is slowly succeeding. DEBORAH LAPIDUS: It's a huge liability. Consumers don't want to be eating food or putting on make-up that led to the extinction of orangutans. GARY DAWSON: It's not an easy thing to shift a supply chain or to make that change to a supply chain. But it is happening. And, over time, that's what will really make the difference. HAYDEN COOPER: But the question is - will success come soon enough? JENNY GRAY: There is plenty of land that is already degraded. There is plenty of land within rainforest climates where we can plant palm oil and do it in a responsible manner and a sustainable manner for the future. And that's what we are asking for - it's not a ban on palm oil. What we're asking for is the sustainable production of palm oil in ways that doesn't minimise the number of orangutans left.

지난해 9월 환경운동연합과 국제 캠페인 단체 마이티(Mighty) 등은 '불타는 낙원(Burning Paradise)' 보고서 발표를 통해 한국계 기업 코린도의 인도네시아 열대우림 파괴 실상을 고발했습니다. 본 보고서는 코린도가 약 50,000ha의 인도네시아 산림파괴와 900여 건의 불법적인 화재에 책임이 있음을 적시했습니다. 한국, 인도네시아, 미국의 시민단체는 지구상에서 마지막 남은 열대우림을 지키기 위해 국제 캠페인을 진행했고 결국 지난해 12월, 코린도는 자회사의 팜유농장 전체에 생태 보존평가를 마칠 때 까지 신규부지 개발을 중단하겠다는 모라토리엄을 선언했습니다. 그러나 환경운동연합은 지난 22일 보도자료에서 코린도가 생태 보존평가 절차를 마치지 않은 상태에서 신규부지를 개발한 사실을 밝혔습니다. 위성영상을 통해 코린도가 무려 2,400ha의 산림을 정리하기 위한 플랜테이션 블록 조성 작업이 끝났음을 확인했습니다. 환경운동연합은 국내외 연대단체와 함께 앞으로도 인도네시아의 마지막 남은 열대우림을 보전하기 위한 활동을 이어갈 것입니다.

린도 기업의 인도네시아 산림파괴 행위 국제 산림협의회(FSC)에 진정

무분별한 열대림 파괴로 지속가능한 산림경영 인증 박탈 위기

지난 15일 국제환경단체 마이티 어스(Mighty Earth)가 지속가능한 산림경영 인증기관인 국제 산림관리협의회(이하 FSC)에 코린도의 산림파괴 행위를 고발하는 진정을 제출했다. 이는 한국계 기업 코린도의 팜유 회사가 인도네시아 파푸아와 북말루쿠 지역에서 30,000ha의 열대우림을 파괴한 데 책임이 있음을 입증하는 확실한 증거를 제시했다. FSC정책에 따르면 기업이 사업 진행하는 지난 5년간 10,000hr 이상의 숲을 정리하는 것이 금지된다. 이 정책은 FSC인증을 받은 업체가 ‘FSC의 명성을 훼손’하는 ‘산림 관련 용납할 수 없는 활동’을 막기 위해 입안된 정책이다. 또한 1 차림과 같이 보호 가치가 높은 산림(High Conservation Value Forests)으로 분류되는 지역을 정리하는 것을 금지한다. 그러나 코린도의 팜유 회사들은 2013년 이후에만 최소 11,700ha에 달하는 1 차림 숲을 정리했다. 뿐만 아니라 지역주민들의 법적·관습적 권리를 보호해야 한다는 원칙 또한 위반했다. 마이티 어스의 데보라 래피더스(Deborah Lapidus) 국장은 "코린도는 FSC인증 보유에 따른 명성을 얻는 데 실패했고, 인증서가 코린도의 지속가능성을 보장해준다고 믿고 있던 목제품 고객들의 신뢰마저 저버렸다.”라고 지적했다. 또한 “우리는 FSC에 코린도의 정책위반 사항을 철저히 조사하고, 코린도가 인증 기준을 엄격히 지킬 때까지 인증을 취소할 것을 촉구한다.”라고 밝혔다. 이 결과 인도네시아에 있는 코린도의 네 개의 임산물 회사(PT. Korintiga Hutani, PT. Aspex Kumbong, PT. Korindo Abadi Asike, and PT. Korindo Ariabima Sari)가 FSC인증을 취소당할 위기에 있다. 이는 FSC인증 제품을 찾는 구매자들이 코린도와 목재 거래를 중단할 가능성이 있음을 시사한다. 코린도의 펄프 용재(pulpwood) 구매자 중에는 일본 기업인 오지 홀딩스와 마루베니 상사가 있다. 일본 시민단체는 FSC인증을 받은 목재만 2020년 도쿄 올림픽 건설사업에 사용할 것을 촉구하고 있다. 만약 FSC가 코린도의 위반 사항을 인정하고 FSC인증을 취소한다면 코린도는 일본 기업과의 거래에 있어 어려움을 겪을 것이다. 환경운동연합 김춘이 사무처장은 “사람 손길이 닿지 않은 1 차림을 광범위하게 훼손시키고, 선주민의 권리를 무시한 개발은 예외 없이 각종 국제 인증 체계에서 제외 대상일 수밖에 없다”라며 “코린도가 비난받는 기업이 아닌 지속가능성을 담보하는 환영받는 기업으로 거듭나기 위해서는 보호 가치가 높은 산림파괴를 중단하고 지역주민들의 법적·관습적 권리 보호에 앞장서야 한다.”라고 목소리를 높였다.

해양수산부와 원양업계는 원양산업발전법의 개악을 중단하라

 
✓ 해수부는 원양업계의 압력에 굴복해 원양산업발전법을 개악하려는 시도를 중단하라.
✓ 해수부는 원양산업발전법 제도개선 논의에 시민단체 참여시켜 원점에서 재논의하라.
✓ 국가보조금을 독식한 대형 원양기업들은 불법 조업 근절 노력에 동참하라.
  오늘날의 수산업은 전 세계 어장의 80%를 남획‧고갈해버리는 등 인류의 미래 식량 확보와 바다 생태계를 위협하고 있다. 이제 지속가능한 수산업과 해양환경 보호는 선택이 아닌 필수임에도 불구하고, 한국의 수산업 특히 원양산업의 불법 조업은 감시의 사각지대에 머물러 있다. 2010년대부터 불거진 한국 원양선박들의 불법 조업 문제는 2013년 결국 유럽연합으로부터 불법어업국가로 지정받을 위기에까지 이르렀다. 국제적으로 망신을 당할 상황에 놓이자 다급해진 해양수산부(이하 해수부)는 원양선박 규제조항을 강화하는 원양산업발전법(이하 원산법)을 2015년 1월까지 3차례에 걸쳐 개정했다. 선박 모니터링과 규제, 벌칙 강화 등이 내용의 핵심이다. 그 결과, 한국은 2년 만에 예비불법어업국 오명을 가까스로 벗었다. 그러나 올해 들어 관련 업계가 규제 완화 요구를 해오자 해수부는 그동안 불법 조업 문제를 지속해서 제기해 온 시민단체들을 배제하고, 원양업계와 원산법 개정안 민관합동 TF를 구성해 규제완화를 추진하고 있다. 이에 우리 시민사회 단체들은 우려를 표명하며 아래 사항을 요구한다.  
1. 불법 조업과 인권침해를 방조하는 원산법 개악을 당장 중단하라
해수부는 지난 11월 22일~24일 2박 3일간 ‘원산법 전부개정 민관 TF회의’를 개최했다. 참석자 13명 중 해수부 관계자 5명을 제외한 8명 중 7명이 원양업계 인사로 꾸려졌다. 이 회의에서 논의한 ‘원산법 전부 개정(안)’은 업계가 요구했던 벌칙 조항 완화에 충실히 부응하고 있다. 먼저, 현 원산법 하에서는 형사처벌을 부과하는 중대한 위반사항에 대해 개정(안)은 행정처분인 ‘과징금’을 부과하도록 함으로써 징역형과 같은 형사처벌 가능한 위반 행위를 대폭 하는 내용을 담고 있다. 또한, 현 원산법 형사처벌 최고 수위-<5년 이하의 징역 혹은 5억 원 이상 10억 원 이하 중 높은 금액>-를 개정(안)에서는 <5년 이하의 징역 또는 5천만 원 이하의 벌금>으로 벌금 수위를 현격하게 췄다. 더욱 문제는 중대한 위반사항에 대해 <5억 원 이상 10억 원 이하 중 높은 금액>을 형사처벌이 아닌 ‘과징금’으로 부과하도록 했기 때문에 국제사회와 합의했던 벌칙 수준이 완화된 것이 아니라는 해수부의 눈 가리고 아웅 하는 식의 규제 완화 전략이다. 인권 보호 측면에서도 개정(안)은 퇴보했다. 해수부는 2012년, 사조오양 75호 사건을 비롯한 한국 원양어선에서의 외국인 선원들에 대한 인권침해를 둘러싸고 고조된 국내외의 비판을 무마하기 위해 “선원에 대한 인권 침해를 한 경우에는 원양어업허가를 취소할 수 있도록 원양산업법을 개정 추진”하겠다고 약속했고 현 원산법 제 13조의 제 3항(외국인 선원의 근로보호)을 신설하였다. 해수부는 계속되는 외국인 선원들에 대한 인권 침해에 대응하기 위해 위 조항을 보다 구체적으로 이행할 방안을 모색해야 함에도 불구하고, 개정(안)에서는 위 조항 이행을 담보할 수 있는 모든 수단을 제거하여 훈시조항으로 만들고 철저히 무력화시키려고 하고 있다. 이러한 벌칙 조항의 완화와 근로보호 규정의 형해화는 불법 조업과 외국인어선원 인권침해에 대한 억지력을 상실하게 하고, 결국 불법행위를 양산하거나 방조하는 결과로 이어져 국제사회에서 한국의 위상을 또 한 번 추락시킬 것이다. 해수부는 업계의 요구에 굴복해 벌칙 조항을 완화하는 개악을 당장 중단하고, 불법 조업자를 적극적으로 억지할 방안에 대해 논의해야 할 것이다.  
2. 원산법 개정안 민관합동 TF에 시민단체를 참여시켜 원점에서 재논의하라.
현재 원산법의 내용은 불법 조업에 단호히 대처하기 위해 정부가 국제사회와 합의 하에 정했다. 그러나 원양업계의 규제 완화 압박에 해수부는 지난 7월 ‘원산법 추가개정을 위한 민관합동 TF’를 꾸렸고 여기에 불법 조업 문제를 제기하던 국내외 시민사회단체는 완전히 배제되었다. 이에, 지난 9월 25일 환경운동연합과 시민환경연구소 등 4개의 시민단체가 해수부에 원산법 개정 TF의 공식 참여를 요청했으나, 해수부는 NGO는 “직접적인 이해당사자가 아니라는 이유로 업계의 반대”가 있기 때문에 포함 불가라는 입장을 표명하였다. 규제 완화를 요구하는 원양업계만 참여시킨 원산법 추가개정은 밀실에서 협의된 개정(안)에서 보듯이,불법 조업 벌칙조항을교묘하게 완화하는 등 국제사회와 합의 내용을 변질시킬 것이 명약관화하다. 해수부는 모든 시민이 해양수산환경의 직접적인 이해당사자라는 기본원칙을 주지하고 업계와 밀실협의한 개정(안)을 전면 폐기해야하며, 민관합동 TF에 시민사회단체를 포함해 원점에서 재논의해야할 것이다.  
3. 원양업계는 해수부 압박을 중단하고 불법 조업 근절과 선원 인권 보호 노력에 동참하라.
한국 원양업계는 불법 조업은 물론 심각한 선원 인권침해로 국제 사회에서 크게 논란이 된 바 있다. 원양업계는 이에 대해 자성하고 강도 높은 쇄신을 추진해야 한다. 그럼에도 불구하고, 정부에 무리하게 규제 완화를 요구하는 것은 결국 원양업계들이 불법 조업 의도를 포기하지 않겠다는 것으로 보일 수 있다. 특히, 원양산업 전체국가보조금의 80% (6411 억 원)를 독식한 것으로 언론에 발표된 바 있는[1] 동원산업, 사조그룹, 신라교역, 한성기업, 동원수산, 인성실업 등 6대 원양 대기업들은 해수부에 대한 규제 완화 압박을 중단하고 납세자인 시민들의 목소리에 더욱 귀를 기울여야 마땅하다. 근시안적인 규제 완화를 제창할 것이 아니다. 다른 산업들에 발맞추어 경영 투명성을 강화하고 불법 조업 근절과 선원 인권 보호 노력에 적극적으로 동참해야 할 것이다.
