Bioenergy a risk to equitable clean energy transition

- Bioenergy production is linked to deforestation, air pollution, land grabbing, and human rights violations ;
- Industrial-scale bioenergy increases greenhouse gas emissions, harms biodiversity, and reverses the original intent of renewable energy policies.
- risks in bioenergy supply chain must be considered in the renewable energy policy reform

Solutions for Our Climate, Korea Federation of Environmental Movements and Advocates for Public Interest Law held an online seminar on "Understanding Bioenergy Trade and Supply Chain Risk in Asia" on the 24th to shed light on environmental and social problems arising from the production and consumption of bioenergy feedstock. Members from the civil society based in Indonesia, Vietnam, the United States, and Europe attended the event to share their experiences and implications of each country.

Biomass and palm oil-based biofuels production is expanding, supported by governments around the world who are keen to promote renewable energy. However, bioenergy has a negative impact on climate, ecosystem, and local livelihood. Above all, industrial-scale bioenergy counters the main purpose of the renewable energy policy by increasing greenhouse gas and air pollution and threatening the ecosystem biodiversity.

The EU's renewable energy policy is also deeply dependent on bioenergy. Biomass, which accounts for up to 37% of the EU's renewable energy causes deforestation in Europe and North America. In 2016–2018, deforestation across Europe increased by 49% and biomass losses increased by 60%. In particular, imports of wood pellets from the U.S. and Canada are increasing, and they are sourced from ecologically significant forests with endangered species habitats.

"The only way to stop the massive climate, environmental and social damage caused by bioenergy is to exclude them from renewable energy and other 'green' policies," said Almuth Ernsting, a researcher at Biofuel Watch, who presented the European case.

Korea is also seeing a surge in bioenergy use with various institutional support. From 2014 to 2017, Bioenergy ranked first in the amount of renewable energy supply certificates (REC) among renewable energy support, and it still ranked second in 2018-19. In particular, biomass development has grown more than 61 times over the past six years. Meanwhile, palm oil-based bio-heavy oil production nearly tripled between 2014 and 2019.

"Though it is desirable to phase out fossil fuel and expand renewable energy to achieve the 2050 Net-zero target, shifting that volume to bioenergy is problematic. Burning biomass in large-scale power plants has no advantage in climate and environment even if biomass residues are used," said Kim Soojin, a senior researcher at Solutions for Our Climate. “In addition, the carbon footprint of imported palm oil-based fuels such as biodiesel and bio-heavy oil is even larger, but the government continues to give RECs to encourage the use of biofuels."

[caption id="attachment_212865" align="aligncenter" width="640"](c) PUSAKA[/caption]

Korea's bioenergy highly depends on imported feedstock. More than 90% of wood pellets are imported from Vietnam and more than 60% of palm Kernel Shell(PKS) bio-SRF and palm based biofuels are from Malaysia and Indonesia. Palm oil, the main raw material for biofuels, has long been criticized by civil society at home and abroad due to its massive environmental damage and human rights violations in the production process.

"To meet other countries' renewable energy target, Indonesia's rainforest is being destroyed, endangered plants and animals are disappearing," said Kurniawan Sabah, director of Indonesia's civic group Indies. "Korea and other palm oil importers should consider how it affects the environment and communities of the country of origin in the process of producing renewable energy materials and reflect them in their renewable energy policies."

"The Korean government should stop providing public financial support to companies involved in forest destruction and human rights violations in the process of bioenergy production," said Shin Young Chung, a lawyer at the Advocates for Public Interest Law, who has been raising issues in palm oil industry for years. “It is also necessary to establish a system to monitor supply chains to prevent imports of palm oil produced by environmental damage and human rights violations while increasing the rate of biodiesel mixed obligations."

The organizers of this event (Solutions for Our Climate, Korea Federation of Environmental Movements, and Advocates for Public Interest Law), issued a civil society statement on bioenergy that included demands for policy reform to consider risks of bioenergy supply chain in Korea. The full text of the statement can be found below.

Korean NGOs Statement on Bioenergy

As civil society members, we are participating in the meeting on “Understanding Bioenergy Trade and Supply Chain Risks” by delivering our key messages on biomass energy and palm oil-based biofuels.

Globally, bioenergy production and consumption are on the sharp rise due to renewable energy policy support. Governments around the world are incentivizing biomass-to-power and palm oil-based biofuels to meet their renewable energy and fuel targets.

However, bioenergy developments have been criticized due to sustainability concerns on the environment, climate and local people. The increase in production and consumption of bioenergy pushes the demand for feedstock imports and exports. Bioenergy production is linked to deforestation, local air pollution, land grabbing, and human rights abuse. Industrial scale bioenergy reverses the original goal of renewable energy policy by increasing greenhouse gas emissions and threatening our ecosystem biodiversity.

Despite the sustainability risks of its supply chain, bioenergy is still regarded as green energy because of its ability to replace oil and coal in existing facilities. Carbon neutrality of bioenergy is a myth and replacing fossil fuels with bioenergy often does not help our societies to decarbonize.

Together, we demand:

  • ✔︎For forest-centered bioenergy: Governments and corporations to end deforestation for production of bioenergy and to protect biodiversity.
  • ✔︎For people-centered bioenergy: Governments and corporations to end exploitative and abusive practices in the biomass and biofuels supply chain, and to respect the rights of local communities, peasants, women, indigenous peoples and smallholders.
  • ✔︎For climate-centered bioenergy: Governments to end financial supports for industrial scale biomass and biofuels to tackle climate crisis.
  • ✔︎For sustainability-centered bioenergy: Governments to revoke the unjust policies for unsustainable bioenergy and to strengthen sustainability requirements for biomass and biofuels and enforce the adoption of international norms for bioenergy investment.
  • ✔︎For governance-centered bioenergy: Governments to stop relying on bioenergy to meet their carbon neutrality goals, and to actively engage civil society organizations throughout energy transition planning processes.

<국문번역본>

HAYDEN COOPER, NATIONAL AFFAIRS CORRESPONDENT: This is the work of one of the biggest palm-oil companies operating in Indonesia. Known as Korindo, this multinational is carving a path through Indonesia's last remaining rainforests. DEBORAH LAPIDUS, CAMPAIGN DIRECTOR, MIGHTY: It's a vast area. I mean, if you look at the photos and videos from our investigation, the destruction goes off all the way to the horizon. HAYDEN COOPER: Here in West Papua, Korindo has torn down the forest the size of a major city. The US environment group Mighty, chaired by former Congressman Henry Waxman, has been tracking the company's palm-oil expansion. DEBORAH LAPIDUS: They've already cleared over 50,000 hectares of forest in this area, 30,000 of which was just in the last two years, as other companies were racing to clean up their supply chains. So when we surveyed the industry, Korindo really stood out for its terrible track record and for being the company that was most threatening Indonesia's remaining forests. HAYDEN COOPER: Korindo's actions across Indonesia have led to serious deforestation, threatening the habitat of the country's critically endangered orangutans. Their massive operation spans palm oil, plywood and paper, and their products are shipped around the world. EXTRACT FROM A PROMOTIONAL VIDEO FROM KORINDO: We know the value of forests, and create new drive and energy through trees... HAYDEN COOPER: While Korindo's PR effort boasts of sustainable practices and respect for workers, villagers in West Papua tell us a different story of destruction by the company and its subsidiaries. ELISABETH NDIWAEN (translated): Before, my relatives lived in safety. Peacefully and quietly. They had no shortage of food. But now that the company has come into the area, the jungle has been cleared. It began in 2009. HAYDEN COOPER: Many Papuans are employed by multinationals like Korindo, but some maintain they're simply being used. PASKALIS YAMU (translated): We, the employees, do not feel that the wages given to us are reasonable or fair. MARKUS NDIWAEN (translated): Every day, I ask for help at their office. I don't want to be like a beggar. I'm embarrassed. I have my self-esteem. I'm angry about that. Why do I have to come and ask like a beggar? HAYDEN COOPER: The treatment of workers and the environment by palm-oil companies in Indonesia is under more scrutiny than ever. Last year, 7.30 revealed this illegal clearance of land by a palm-oil supplier of Wilma International, the foreign owner of CSR Sugar and Goodman Fielder, the maker of many popular Australian food products. Korindo, too, has been feeling the pressure, and it has responded, announcing in the new year a moratorium on new palm-oil clearance in Indonesia. But within weeks, the moratorium was broken. 7.30 can reveal the company has continued clearing land. DEBORAH LAPIDUS: Yeah, I mean, honestly, I don't think you can blindly trust any company, which is why it's really important to have independent verification of commitments that are made and full transparency and Korindo has been a very opaque company. They're not public. So there's been almost no reporting about their company or their operations. Korindo is using a assessor that we deem untrustworthy, so we are really asking Korindo to submit the assessments that are done to a quality review panel. HAYDEN COOPER: Korindo declined our request for an interview, but said its palm-oil operations are "committed to operating in a sustainable manner" and that it "protects human rights for all of its 20,000 Indonesian employees." In parts of Indonesia, this is what's at stake - the critically endangered Sumatran and Bornean orangutans. JENNY GRAY, CEO, ZOOS VICTORIA: In order to create cheap palm oil, you have to destroy rainforest. So first, what you do is you mow down the existing rainforest. Then you burn it and then you plant palm-oil plantations. When we do that, we destroy some of the things that are amazing about the planet. And so, that is why it's so important that we look at sustainable production of palm oil. HAYDEN COOPER: Now numbered just in their thousands, orangutans are severely threatened by the clearance of their natural habitat for palm-oil plantations. At Melbourne Zoo, Dr Jenny Gray has been leading the push for better awareness of the threat. JENNY GRAY: How would we answer to our children in 20 years' time to say, "We could have solved the case for the orangutans, but instead we bought cheap food"? That's not right. HAYDEN COOPER: In Australia, palm oil - present in roughly half the products in a supermarket - is not clearly labelled. Often, it's simply called "vegetable oil". Only one state, Victoria, has agreed to stricter labelling laws. Despite years of pressure, a committee of state and federal governments is still examining the issue. JENNY GRAY: We are hoping what they're going to do is ask the communities of Australia and New Zealand because we know that the everyday people out there who buy foodstuff want to know whether or not there's palm oil in their food. HAYDEN COOPER: Food manufacturers have been fighting the stricter labelling move for years, and still are. GARY DAWSON, CEO, AUSTRALIAN FOOD AND GROCERY COUNCIL: The message to Australian policymakers is, "Beware of gesture politics." You know, a labelling change might make them feel good but, ultimately, it's meaningless in terms of that real issue of ending the land degradation and protecting habitats, because the labelling change alone won't make any difference. HAYDEN COOPER: Ultimately, palm oil traders are being driven by their bottom line - images like these are bad for business, so the push for sustainable palm oil is slowly succeeding. DEBORAH LAPIDUS: It's a huge liability. Consumers don't want to be eating food or putting on make-up that led to the extinction of orangutans. GARY DAWSON: It's not an easy thing to shift a supply chain or to make that change to a supply chain. But it is happening. And, over time, that's what will really make the difference. HAYDEN COOPER: But the question is - will success come soon enough? JENNY GRAY: There is plenty of land that is already degraded. There is plenty of land within rainforest climates where we can plant palm oil and do it in a responsible manner and a sustainable manner for the future. And that's what we are asking for - it's not a ban on palm oil. What we're asking for is the sustainable production of palm oil in ways that doesn't minimise the number of orangutans left.

Korintiga Hutani, PT. Aspex Kumbong, PT. Korindo Abadi Asike, and PT.
