중앙정부 위주의 지방재정 투자심사제도 지자체 자율·책임성 보장 방향으로 고쳐야

지방재정 투자사업 의사결정 과정에서 중앙정부 역할이 확대되는 추세

‘지방재정 투자심사제도’는 지방자치단체가 투자사업의 예산안을 편성하기 이전에 사업의 필요성과 타당성을 심사하는 제도이다. 「지방재정법」에는 지방재정의 건전하고 투명한 운용과 자율성을 보장하기 위하여 지방투자사업 추진 여부에 대한 의사결정 권한을 지방자치단체장에게 위임하고, 지방자치단체장은 관련 법령의 정해진 절차에 따라 투자심사 제도를 운영하도록 하고 있다. 
그러나 최근에는 일부 지방자치단체의 무리한 투자를 사유로 투자심사 과정 전반을 중앙정부가 직접 통제하는 방식으로 제도가 변화하고 있다. 예를 들어 국비가 전혀 지원되지 않는 사업까지 중앙 의뢰심사 대상에 포함하는 등 중앙정부의 직접 심사 비율을 확대하고, 일정 자격을 갖춘 기관이 수행하던 타당성조사를 중앙정부 산하의 기관을 단독으로 지정하여 수행하게 하는 등 신규 지방투자사업 각각을 직접 통제하는 방식으로 중앙정부의 역할을 확대하고 있다.

중앙정부의 역할 확대는 ‘자치분권·재정분권 강화’ 시대적 흐름에 역행

지방자치단체의 투자심사 과정에서의 중앙정부 역할 확대는 자치단체의 자율성과 책임성을 약화하고 투자 효과를 반감시키는 등의 문제를 초래한다. 현재와 같이 중앙정부가 지방정부의 개별 사업을 직접 평가하고 심사하는 제도 운영 방식은 지방정부의 사업관리 역량을 지원할 수 있다는 측면에서는 장점이 있을 수 있다. 그러나 단기적으로는 자치단체의 사업관리 역량을 강화할 기회를 차단하고 각종 심의와 조사 등의 사전절차를 중복으로 수행하도록 하여 사업을 지연시키며, 투자의 효율성이나 효과를 반감시킬 우려가 있다. 또한, 장기적으로는 투자에 대한 책임을 분산할 수 있는 수단으로 악용될 수 있어 자치단체의 책임성을 약화하는 동시에 중앙정부 의존성을 더욱 심화하여 ‘자치분권·재정분권 강화’라는 시대적 흐름에 역행하는 결과를 초래할 우려가 있다.

‘지자체 자율성·책임성 강화하는 방향으로’ 투자심사체계 개선안 검토

중앙정부 위주의 지방투자사업 심사제도 개선안을 마련하기 위하여 서울시를 중심으로 투자심사제도의 두 축인 투자심사와 「지방재정법」 타당성조사 절차 각각의 운영 현황과 실적 등을 분석하고 특징을 검토하였다. 또한, 분석 결과를 바탕으로 행정관리 측면, 법·제도 측면, 투자 효율성 측면의 세 가지 분야로 구분하여 각 제도의 문제점을 도출하였다. 이때 관련 법령의 검토 및 해석, 서울시의 투자심사 및 타당성조사 사례 분석, 전문가 설문조사 등을 수행하여 의견을 뒷받침하였다. 마지막으로 향후 지방자치단체의 자율성과 책임성을 높이고 재정투자사업의 효율화를 도모할 수 있도록 지방투자사업 심사제도의 개선 방향을 모색한 후, 구체적인 개선방안을 함께 검토하였다.

 연구목적
 국제공항은 국력의 상징이며, 한 나라의 정치적, 경제적, 기술적 수준을 나타내는 하나의 지표로 평가되고 있음.
WEF( 세계경제포럼)에서는 매년 103개 국가경쟁력 관련 지표를 국가별로 발표하고 있는 데. 이 중 공항 관련 지표는 기본환경 인프라 분야의 ‘항공 서비스’, ‘공항 연결 정도’로 우리나라는 2019년 103개국 중 각각 16위와 19위를 차지함.
공항 관련 지표가 국가의 경쟁력을 측정하는데 하나의 지표로 활용될 만큼 글로벌 사회에 서 공항의 중요성 및 역할은 매우 크다 할 수 있음.
 우리나라 인천국제공항의 경우 2019년 세계 허브 공항 순위 11위로 국제여객수 송량 세계 5위, 화물수송량 세계 3위로 상위권에 해당함.
또한, 2019년 우리나라 전체 공항 여객수의 57.0%(7,086만명), 화물의 88.0%(376만톤)를 수용하였으며, 이는 점차 증가하고 있는 추세에 있음.
 이에 따라 공항이 소재하고 있는 지방자치단체에는 다양한 재정수요가 발생하고 있으며, 여객 및 화물 운송에 대한 수요가 증가하고 있는 상황에서 공항 소재 지 방자치단체의 재정부담은 증가할 것으로 예상됨.
 이에 본 연구에서는 인천광역시를 중심으로 공항 소재 지방자치단체에서 발생하 는 재정수요의 규모를 파악하고, 이에 대응하기 위한 재원조달 방안을 모색하고 자 함.

 정책제언
1) 특정 장소에 대한 레저세 도입
 출국납부금은 외국의 사례 및 기금부담금운용평가단의 평가 결과에 따르면 조세 로 전환하는 것이 타당함.
물론, 외국에서는 우리나라의 출국납부금 성격의 부담금을 출국세로 부과・징수하고 있으 며, 부담금 평가에서는 국세인 개별소비세로 전환을 권고하고 있음.
그러나 공항은 한 번 입지하면 타 지방자치단체로 이전하기 어려운 점이 존재하고, 공항 이라는 시설을 이용하는 이용객에게 항공이라는 공공서비스를 제공하고 있기 때문에 지 방세의 원칙 중, 지역정착성과 응익성에 부합하고, 공항을 유치하기 위한 해당 지방자치 단체의 특별한 노력의 결과이기 때문에 국세보다는 지방세가 적합한 면이 분명히 존재함.
 선행연구에 의하면, 현재 개별소비세가 부과되는 골프장, 경마장, 카지노 등과 같 은 특정 장소에 대한 개별소비세의 지방세화를 통하여 열악한 지방자치단체의 재 정여건을 개선할 필요가 있음.

또한, 현행 레저세가 갖는 한계, 즉 현재는 사행산업에만 부과하고 있어 레저세의 과세대 상 확대에 한계를 극복하기 위해서도 국세인 특정 장소에 대한 개별소비세를 특정 장소에 대한 레저세로 이양함으로써 향후 점진적으로 과세대상을 확대해 나갈 필요성이 존재함.
 따라서 현재의 출국납부금을 공항이 위치한 지방자치단체의 공항 관련 재정수요 에 대응하는 재원으로 활용할 수 있도록 ‘(가칭)특정 장소에 대한 레저세’로 전 환・도입할 것을 제안함.

 특정 장소에 대한 레저세의 도입으로 인한 지방세수는 현재의 출국납부금의 규모 인 약 3,000억원 이상이 될 것으로 예측됨.
인천광역시의 공항 관련 재정수요가 2020년도 기준 약 1,700억원임을 감안할 때 출국납 부금의 레저세로의 전환으로 인하여 발생하는 지방세수는 적지 않은 규모이므로, 공항 관 련 재정수요에 대응하기에 충분할 것으로 판단됨.

2) 컨테이너에 대한 특정시설분 지역자원시설세 과세대상 확대
 현재의 컨테이너에 대한 지역자원시설세(이하, 컨테이너세)를 선박 및 항공 화물 에 대한 특정자원분 지역자원시설세(이하, 톤세)로 확대할 것을 제안함.

현행 컨테이너세는 컨테이너 부두가 보유한 지방자치단체만 부과・징수할 수 있어 선박 화물의 종류 및 선박화물과 항공화물 간의 조세형평에 어긋나는 점이 존재하고 지방세 원 칙에도 보편성의 원칙 등에서 부합하지 않는 면이 존재함.
따라서 컨테이너세의 과세대상을 항만 및 공항을 이용하는 화물에 대한 지방세로 확대하 여 상대적으로 조세형평 및 지방세 원칙에 부합하는 톤세를 도입할 것을 제안함.
 톤세의 과세주체 및 과세대상 세율은 다음과 같이 설정함.

납세지는 항만 및 공항 소재지의 지방자치단체로 현재 지역자원시설세는 광역자치단체의세목이므로 항만 및 공항 소재지의 광역자치단체가 됨.
과세대상은 부두 및 공항을 이용하는 화물임.
납세의무자는 부두 및 공항을 이용하여 화물을 입항・출항시키는 자로 지방자치단체가 제 공하는 도로라는 공공재를 이용하여 혜택을 받는 자가 됨.
세율은 선박화물 및 항공화물 모두 톤당 일정 금액(외국의 톤세를 감안할 경우 400원 내 외)으로 설정함.
 톤세의 세수효과는 연간 6,000억원을 초과할 것으로 추정됨.
톤세수 규모는 항만의 물동량 및 공항의 화물처리 실적을 기준으로 추정할 경우 2018년 도 기준 약 6,500억원, 2019년도 기준 6,600억원에 달할 것임. 이는
2018년도 기준 지역자원시설세 총세수 163억원의 40배 이상이 되며, 부산광역시에 서 2006년도에 징수한 컨테이너세 923억원의 7배에 달하는 규모임.
 지역자원시설세 특정시설분 톤세의 도입으로 항만 및 공항 소재지 지방자치단체 의 자주재원 확충에 기여할 것임.
톤세로 인한 자주재원 증가는 해당 지자체의 물류 관련 교통인프라 확충 및 기능개선에 기여할 것이며, 이는 궁극적으로 국가경쟁력에 제고에 기여할 것임.
또한, 톤세의 도입이 갖는 의미로 지방자치단체의 자주재원 및 과세자주권 확보를 위한 지방세의 한 유형을 보여주는 좋은 예가 된다는 점도 간과할 수 없을 것임.

201912EU 집행위원회는 ‘2050년 탄소중립을 목표로 에너지, 산업 및 순환경제, 건축, 수송, 친환경 농식품, 생물다양성 관련 정책을 제시한 유럽 그린딜을 발표하였고, 한국정부도 20207월 디지털 뉴딜, 안전망 강화와 함께 그린뉴딜을 핵심축으로 하는 한국판 뉴딜을 발표하였음.

- 유럽 그린딜과 한국 그린뉴딜은 새로운 성장전략으로서 환경정책이라는 점에서 유사성이 있지만 세부 정책이나 장기적인 로드맵은 차이가 있음.

- [공정전환] 녹색전환 과정에서 소외되는 지역이나 사회구성원을 지원함으로써 모든 이해당사자의 참여와 정책지원을 유도해야 하고, 이를 위해 한국판 뉴딜의 또 다른 축인 안전망 강화분야에 공정전환 관련 목표를 포함시키는 방안을 고려할 수 있음.

2020년 지방자치단체 생산성 대상(생산성지수, 우수사례) 결과 발표 -

 

우리나라에서 살기 좋은 지역은 어디일까? 행정안전부(장관 진영) 928() ‘2020년 지방자치단체 생산성 대상결과를 발표하고 살기 좋은 지방자치단체 28곳을 선정했다고 밝혔다.

생산성 평가 결과는 생산성 지수, 생산성 우수사례(4개 분야: 중심 포용사회, 환경안전, 역량있는 시민공동체, 상생경제) 두 개 부분으로 나뉘어 선정됐다.

행안부는 지방자치단체 경쟁력 강화를 위해 지난 2011년부터 기초 지방자치단체(··)의 종합적인 내부 행정역량을 평가하는 지방자치단체 생산성을 평가하고 있다.

생산성이란 지역이 지닌 인적·물적·사회적 자본역량을 효과적으로 활용하여 주민 삶의 질향상시키고 지역의 지속가능한 성장유도하는 것을 의미한다.

올해 생산성지수는 전국 226개 시군구 가운데 170개 자치단체가 자율응모했으며, 생산성 우수사례는 173개 지자체가 419건의 우수사례를 제출했다.
