[공청회] 제10차 한미 방위비분담 특별협정 국회 공청회 진술자료
최근 문재인 대통령과 안보 보좌진들의 사드 배치에 대한 입장과 행보는 매우 걱정스럽다. 문제를 너무 안이하고 단편적으로 파악하고 접근하는 것으로 보여진다.
국방부의 보고과정에서 4대 발사대의 한국내 반입을 고의로 누락한 사건을 대통령에 대한 심각한 항명사건으로 판단하고 철저하고 신속한 조사를 명했을 때만 해도 상당수의 국민들은 사드 배치의 전반적인 조사를 통하여 국민들의 마음을 속 시원하게 해줄 중대한 조치가 나오기를 내심 기대하였다.

그러나 국방 예산권을 쥐고 있다는 미국의 일개 상원의원의 청와대 면담 이후 전반적인 흐름이 변하면서 조사의 범위를 보고누락의 과정과 환경영향 평가라는 실무적인 주제로 제한하면서 결국 시간을 끌어 국민의 여론을 잠재우며 사드 배치에 대한 정당성을 부여하려는 것이 아닌지 의심을 품게 한다.
문재인정부, 사드 배치 근본적 해법 모색해야
발사대 4대의 반입에 대한 보고누락과 배치에 대한 환경영향은 당연히 실무적 과정으로 조사되고 평가되어야 한다.
그러나 사드 문제는 실무적 절차와 내용을 넘어서 핵심적인 문제로 미국의 중국과 북한을 향한 미사일 방어체계에 한국을 일방적으로 편입시키고 있는지 여부와 앞으로 전개되는 미일 합체적 군사동맹체계에 한국이 하위적 동반자로서 종속되고 있는지 과정을 살펴보면서 문재인 정부는 자주국방과 주권외교라는 관점에서 당당한 정치적 판단을 내려야 한다.
필요하다면 국민적인 동의를 구해야 하는 등, 매우 중차대한 국가적이며 역사적인 아젠다로 다루어야만 한다.
내용의 격이 다른 이야기이지만, 최근 미국의 트럼프 대통령은 불과 몇 개월 전에 전임 오바마 대통령이 파리기후협약에 가입을 결정하고 이를 시행하기 위한 집행기구를 돕기 위해 승인한 수 조원의 지원 약속을 일방적으로 파기했다.
미국의 일부 산업계의 이해를 해치고 자신의 정치적 판단과 다르다는 이유를 설명으로 내세웠다.
촛불시민혁명의 덕분으로 출범한 문재인 정부가 사드의 배치를 결정하는 과정에서 발생했을 매국적 행위와 부패혐의 그리고 불법적이며 자주국가에게 치욕을 안긴 일련의 배치의 과정에 대해 주권적 조치로서 이를 낱낱이 밝히지 못한다면, 트럼프 정부만도 못한 치졸한 허수아비 정권으로 전락하면서, 문재인 후보를 믿고 선택한 국민들을 크게 실망시키는 것이다.
트럼프가 파리기후협약을 일방적으로 파기한 것을 구실로, 문재인 정부는 과거정권이 잘못 내린 결정은 파기시킬 수 있어야 한다.
지난번 칼럼(‘누가 사드 배치를 원하는가‘)에서 밝힌 내용에 이어서 지난 몇 년간 벌어졌던 벌어졌던 참으로 희한한 사건들을 다시 한번 되돌아 본다.
박근혜정부의 어이없는 사드 배치 결정
첫 번째는 박근혜 정권의 사드 배치 결정의 과정에 관한 것이다.
박근혜 정권은 2016년 중반까지만 해도 사드 배치에 대하여 미국에서 검토를 요청받은 바도 없고 미국과 협의한 바도 없고 더욱이 이를 결정한 사실이 없다고 반복하여 공언하여 왔다.
이는 참여정부와 이명박 정권 시절에도 미국이 한국정부에 줄기차게 MD의 참여를 강요하여온 사실에 부합한 것으로, MD의 참여는 동아시아 정세에 심대한 영향을 주는 일대의 사건이기에 양대 정권에서는 온갖 이유와 핑계를 대면서 미루어 온 사안이기도 했다.
그런데 갑자기 7월에 들어오면서 MD의 편입을 상징하는 사드 배치를 기습적으로 발표한다. 더구나 사드 배치를 발표하면서도 이는 결코 미국의 MD에 편입하는 것이 아니라는 너무나 가증스런 거짓말을 뻔뻔하게 해댄다.

최종건 연세대 교수는 사드를 배치하면서 MD에 편입되지 않는다고 강변하는 것은 마치 최신형 갤럭시 S8을 구입하면서 온라인과 연결되지 않는다는 식의 상식 이하의 발언이라고 일축한다.
앞선 칼럼에서도 암시하였듯이, 사실상 한국의 미국 MD 편입은 박근혜 정권이 2014년에 전작권의 무기연기를 요청하면서 이미 양해각서라는 형식으로 가서명하여 이루어졌고, MD 프로그램의 첨병 역할을 하는 사드 배치의 최적지가 제작사인 록히드 마틴사에 의해 바로 현재의 성주 지역로 선정되였다는 소문이 항간에 돌기 시작하였다.
성주지역이 최적지인 까닭은 이미 두 군데 X-band 레이더가 설치된 일본 본토 및 오키나와 지역과 삼각법을 형성하는 가장 이상적인 지역이라는 설명까지 붙어 다닌다.
일본, 북핵 핑계로 군사대국화
두 번째는 일본 아베 정권하에서 벌어지는 해괴한 사건들이다.
지난 5월27일자 파이낸스타임즈의 고정 칼럼인 ‘노트북’의 필자는 한 일본여성을 만난 경험을 적고 있다.
일본 사회의 오피니언 그룹에 속하는 그 일본여성은 항상 방사선에 대비하는 알약을 가지고 다닌다는 고백을 했을 때, 이를 황당하다고 생각한 필자는 당연히 몇 년 전에 발생한 비극적인 사건인 후쿠시마 핵발전소 사태 때문일 것이라고 판단했다. 그러나 놀랍게도 일본 여성의 답변은 북한의 핵공격을 대비하여 상비하고 다닌다고 설명했다는 것이다.
최근 일본을 다녀온 사람들이라면 일본의 분위기를 느꼈을 것이다. 북한이 핵실험을 했다는 정보가 입수되면 신간센의 운행을 중단하고, 방송으로 거리의 시민들에게 방공호로 대피하라는 훈련 방송이 나가고, 각 가정마다 대피장소를 마련하도록 강권하고 있으며, 당연히 대부분 시민들은 핵공격에 대비한 비상식량을 구비하고 있다는 것이다.

과연 아베 정권은 정말로 북한이 일본을 선제적으로 핵공격을 한다고 판단하고 있는 것일까?
필자의 대답은 이러하다. 간교한 아베는 북핵 실험을 구실로 전 일본인들에게 전쟁의 위험을 과장하고 이러한 분위기를 이용하여 평화헌법을 개정하여 소위 정상국가라는 미명하에 군사대국을 꾀하고 있는 것이다.
최근 들어서는 일본의 비판적인 지식인들과 언론의 입을 봉쇄하기 위하여 마치 과거 ‘치안유지법’을 연상하게 하는 ‘공모죄’ 법안을 발의하여 의회의 심의과정을 진행하고 있다.
미일합체적 군사동맹을 수치로 느껴오던 일본사회가 중국이 굴기하면서, 아베 정권 이후로는 적극적으로 미일동맹을 강화하고 오히려 주도해 나가고 있는 형국이다. MD 체계의 핵심인 요격미사일을 미국의 지원 하에 일본이 주도적으로 개발해 나가고 있으며 레이저 광선을 이용하는 가공할 미래의 무기를 구상하고 있다 한다.
아베 정권이 온 일본국민들을 공포에 몰아 놓으면서까지 실시하고 있는 것은 북한의 핵공격에 대한 대비가 아니라, 미국과 연합하여 북한에 대해 선제공격을 준비하는 과정이고, 선제 공격후 예상되는 북한의 보복공격에 대한 예비훈련인 셈이다.
더 나가서는 중국의 군사대국화를 봉쇄하면서 옛 대동아 공영권의 추억을 되살리려 하는지도 모른다.
중국, 사드를 자국 위협용으로 파악
세 번째는 중국의 대응과 한국에 대한 경제적 보복조치에 관한 것이다.
중국이 경제대국을 넘어서 군사대국화하고 국제정치에서도 미국을 압도하는 지경에 이르기 전에, 미국이 중국에게 상당한 군사적 실력행사를 할 것으로 중국지도부는 항상 긴장하고 있다.
중국 군사전문가들은 인구가 거주하고 있지 않은 남중국해의 어느 지점에서 미국과 국지전적인 군사대결이 이루어 질 수 있다고 예측하는 가운데, 당연히 북한의 핵무장이 가장 위험한 이슈의 하나로 등장하고 있는 셈이다.
이러한 맥락 속에서 한반도에 사드가 배치된다는 것은 우선 북한에 대한 미국의 선제공격의 가능성을 의미하는 것이고, 무엇보다 사드와 함께 배치되는 X-band의 기능이 중국의 군사전략을 탐색하고 무력화하기 위한 선발적 조치라고 파악한다.
중국은 핵전략에 관한 한, 그 동안 매우 절제하는 방어적 방식을 취하여 왔다. 미국이 핵탄두를 7000여 기 이상 보유하고 있는데 반하여, 300대 수준으로 제한하여 상대방 공격에 대한 효과적인 보복 공격력을 보유함으로써 전쟁을 억제하는데 주력해 왔다고 볼 수 있다.
특히 동풍 3호라고 불리는 중거리 탄도미사일은 2-3000 KM 안에 있는 목표물을 정확히 타격할 수 있는 능력을 가진 것으로 평가되면서 중국에 접근하는 미군의 주요 군사능력을 무력화시킬 수 있다고 여겨왔다.

그러나 최근 미일합체적 군사력의 증강에 이어 한국내 사드 배치는 명백히 중국의 봉쇄를 목표로 하고 있다고 판단하면서 이를 매우 심각하게 받아들이고 있는 것이다.
한 예로 중국은 북한핵에 대해서 ‘강고한 반대’라는 용어를 사용하는 반면에, 한국의 사드 배치에 대해서 한층 강한 표현인 ‘심각한 불만과 강고한 반대’라는 용어를 사용해 왔다. 더구나 최고 지도자인 시진핑 주석까지 나서서 여러 번 사드 배치에 대한 우려와 반대의 입장을 표명해 왔음에도 불구하고 한국정부가 사드 배치를 주도적으로 수용한 점에 대해 매우 분노하였으리라 쉽게 예측할 수 있다.
물론 최근 중국의 한국에 대한 경제적 제재는 대국답지 못하고 상황을 해결하는데 도움은커녕, 한국내 반중 감정까지 야기하면서 사태를 더욱 어렵게 만들고 있다.
그러나 중국 지도부는 경제보복조치를 통해서 한국정부에게 사드 문제를 얼마나 심각하게 판단하고 있는지 강력한 메시지를 전달했다고 본다.
문재인 정부 출범 이후 경제제재의 수위는 상당한 수준으로 조정될 것으로 보이지만, 근본적으로 사드를 철수하지 않는 한, 중국정부의 한국기업에 대한 불이익조치는 계속될 수 밖에 없다.
또 중국 인민들에게는 한국이 적성협력국이라는 이미지를 지니게 함으로써 한국상품의 중국시장 접근에 큰 한계로 작동할 것임이 분명하다.
한편 중국은 제한적 방어개념의 핵전략에서 공세적 주도개념으로 전환하여 미국 본토를 직접 타격할 수 있는 동풍 4호를 실전배치하고 향후 수천기 이상의 핵탄두를 보유할 가능성이 높아지면서 동아시아의 핵전쟁 위험성이 급격히 높아지게 되었다.
사드배치, 국내 절차 따라야
마지막으로 박근혜가 탄핵되어 권력이 공백인 상태에서는 동아시아 군사전략의 일대 변화를 가져오는 사드 배치를 더 이상 진행해서는 안되는 사안이었다.
수구적 세력의 일부에서 사드 배치는 기존의 한미상호방위조약에 준하여 미군이 배치를 결정하면 한국 정부는 이를 수용하고 지원하는 것이 당연하다고 주장한다. 철저하게 잘못된 주장이고 매우 자해적 발상이다.
우선 상호방위조약에 준한다 하더라도 국내법상의 절차와 과정을 당당하게 거쳐야 한다. 대통령이 공석인 가운데 긴박한 유사 상황도 아닌데도 불구하고 절차와 과정을 무시하고 배치를 강행한 것은 도저히 용납할 수 없는 매국적 범죄행위에 해당한다.
더욱이 중요한 것은 위에서 누누이 설명하였듯이, 사드 배치는 단순히 군사기술적인 사안이 아니라, 동아시아의 군사전략적 균형에 심대한 변화를 가져오면서 지정학적 조건에 일대의 위기를 촉발할 수 있는 사안인 만큼, 상호방위조약의 범위를 넘어서서 국가주권적 행위가 개입되어야 만 한다.
반드시 새로운 정부가 들어서서 주권적 통치적 판단이 이루어 질 때까지 진행을 당연히 보류했어야만 했다.
그럼에도 불구하고 원래의 일정이었던 2017년말 배치계획을 앞당기어 마치 도둑고양이가 생선을 훔치는 듯 지난 3월 한미군사 훈련과정 중 일방적으로 한국 땅에 반입을 시킨 후, 차기 정권이 혹시나 무효화시킬지 염려한 나머지 선거를 불과 며칠 앞둔 4월말에 군사작전을 실시하듯 성주에 배치를 감행하였다. 이 당시 성주군민들을 적군처럼 상대했다.

미국내 의회 보수파와 펜타곤 그리고 로마시대의 총독부를 자처하는 미태평양 사령부의 의도는 명백하다.
첫 째는 한국은 군사적으로 미국의 속국이라는 메시지이다. 두 번째는 새로 등장하는 개혁정부를 미국의 입맛대로 길들이겠다는 신호인 셈이다. 세 번째는 미국과 핵심동맹인 일본의 이익을 위해서는 한국은 희생시킬 수 있다는 천명이다.
새로운 한미관계 정립해야
이제 새로이 들어 선 문재인 정부가 사드 배치를 둘러 싼 현안에 대해서 취해야 하는 방향은 분명하다. 단순히 절차와 과정의 문제를 넘어서서 핵심과 본질에 다가서야 한다.
우선, 사드 배치를 결정한 배경을 철저히 파헤쳐야 한다. 만의 하나, 미국과 맺은 MD 편입의 가서명이 근거라면, 새로운 정부에게 인수 인계되지 않은 가서명은 무효 임을 선언하고 자주국방의 기초위에서 새로운 협상을 시작해야 한다.
한반도는 역사적으로 지정학적으로 미국의 MD에 편입해서는 절대로 아니 되며 반드시 자주적인 미사일 방어체계(KAMD)로 나가야 한다. 이 과정에서 MD에 비밀히 가서명을 추진한 모든 인사들을 밝혀내고 처단해야 한다.
대통령이 탄핵되어 대행인 체제에서 국가의 운명을 결정하는 중차대한 사안을 일방적으로 진행한 경위를 밝히고 이를 추진한 행위자들을 밝혀내야 한다.
더 나가서 이를 기화로 50년이 넘은 미군지위협정( SOFA)에 대한 재협상을 시작해야 하며, 전작권을 시급히 반환 받아 자주국방, 주권외교의 위상을 분명히 해야 한다. 한미동맹의 기초를 분명히 하되, 서로의 이해가 명백히 충돌하는 한미일 군사동맹은 재고되어야 한다.
사드 배치에 관한 문재인 정부의 입장이 주권국가로서 분명하고 단호할 때만이 한미관계가 새롭게 정립되면서 양국 모두에게 진정한 우방과 동맹으로서 굳건한 협력이 이루어 질 수 있으며, 이러한 한미협력 관계 속에서만이 서로의 역할을 분담해 가면서 북핵 문제를 풀어갈 수 있을 뿐만 아니라 한반도 더 나아가서 동아시아의 평화와 번영이 가능해 진다.
한국은 이제 50년 전의 나라가 아니다. 세계인들이 우러러 보는 촛불혁명의 이름으로 미국의 잘못을 지적하고 함께 인류의 미래를 열어갈 선도국가들의 깃발이다.

사회복지연대_
공공의료 강화를 위한 새로운 모델, 민간병원의 공공병원화
부산은 대표적으로 건강이 나쁜 도시이다. 서울과 비교했을 때 기대수명이 많게는 9.7세까지 차이가 났으며(2014년 기준, 서울 서초구와 부산 동구의 격차), 피할 수 있는 죽음도 16개 구군 중 강서구를 제외한 15개 구군이 서울의 모든 자치구보다 높게 나타났다(2013년 기준).
하지만 아이러니하게도 의료공급은 과잉된 대표적인 도시가 부산이기도하다. 병상수가 전국에서 1~2위를 다툴 정도로 많으며 요양병원 병상의 수는 전국에서 단연 1위를 차지하고 있다. 병원은 많은데 왜 건강이 나쁠까? 그 해답을 공공의료에서 찾기로 했다.

지난 9월 8일 건강정책학회와 부산대학교 공공보건의료정책센터 공동주최로 “의료의 공공성 확대·강화 어떻게 할 것인가? - 부산 침례병원 사태를 중심으로” 토론회가 부산일보사 소강당에서 개최되었다. 건강불평등 해소 운동을 진행하고 있는 사회복지연대는 지난 7월에 파산한 침례병원 사태를 공공의료강화의 기회로 삼기위해 ‘민간병원의 공공병원화’라는 공공병원 확대의 새로운 모델을 고민해 왔고 침례병원 파산에 따른 새로운 공공병원 설립을 위한 부산시민대책위와 함께 토론회에 참여하였다.
토론회에 참석한 부산의대 윤태호 교수의 발제에 따르면 부산은 7대 특·광역시 중 공공의료 수준이 취약하며(2015년 기준: 의료기관 수 6등, 병상 수 5등) 시민의 건강수준을 개선하기 위한 정책을 수행하는 것이 어려운 실정에 놓여있다.

때문에 공공병원의 확대가 필요한데, 의료공급과잉인 상태에서 새로운 병원을 짓는 것 방법보다는 민간병원을 공공이 인수(투자)하여 공공병원을 확충하는 방안이 효율적이며 600병상규모의 대형병원인 침례병원이 그 첫 사례로 적합하다는 발제가 이어졌다.
이후 토론에서는 성남의료원의 사례를 들어 주민들이 간절하게 원하고 자랑할 수 있는 공공병원, 민간병원이라 할지라도 민주적으로 운영될 수 있도록 주민이 이사회에 참여하는 병원 등 공공성 확대를 위한 병원의 미래상에 대한 토론과 침례병원을 공공이 인수하기 위한 현실적인 방안과 한계 등의 토론들이 이어졌다.
토론회의 좌장을 맡았던 김용익 전 의원은 민간병원의 공공병원화는 향후 공공의료를 강화하는데 필수적인 방법이며, 민간병원을 공공병원화 하는 침례병원의 사례와 주민들이 참여하고 자랑스러워할 수 있도록 올바른 공공병원 운영을 추진하는 진주의료원의 재개원의 사례를 함께 고민하며 부울경 지역의 공공의료를 강화시키기 위해 노력해야 한다고 이야기했다.
사회복지연대는 지난 2013년, 부산일보사와 공동기획한 ‘건강최악도시부산’시리즈 이후로 부산의 건강불평등 해소와 공공의료 강화를 위해 노력해왔다. 토론회를 통해 이번 침례병원사태가 오히려 기회가 될 수 도 있다는 생각이 들기도 한다. 물론 민간병원을 공공이 인수하는 것이 쉬운 길은 아니겠지만 건강최악도시부산이 건강최고도시 부산으로 거듭날 수 있도록 사회복지연대는 계속해서 활동할 것이다.

'2017 권리로 요구하는 천안시 사회복지 정책제안 토론회'
시민 정책참여과정을 통해 모은 시미느이 목소리를 천안시 정책으로 제안
참여예산복지네트워크(사무국 : 복지세상을 열어가는 시민모임)는 9월 19일(화) 권리에 기반한 시민 정책참여과정으로 시민이 직접 천안시에 필요한 정책 7건을 발표하는 ‘2017 권리로 요구하는 천안시 사회복지 정책제안 토론회’를 천안축구센터에서 진행하였다.
정책제안 토론회는 아동, 청소년, 노인, 장애인, 이주민, 자활참여주민, 대학생 등 7개 영역에서 158명의 복지 당사자와 사회복지기관․단체 현장 실무자가 직접 권리워크숍과 원탁회의, 정책모니터링에 참여하며 문제점과 개선방안을 도출한 결과, 최종 7건의 정책을 천안시에 요구하는 자리이다.
2017년 시민 정책참여과정은 아동부터 노인, 장애인 등 총 158명이 4월 인권교육을 시작으로 각각 8번의 권리워크숍을 통해 320여가지 결핍점을 생생하게 이야기한 후, 75명이 한 자리에 모여 ‘권리원탁회의’를 통해 16가지 주제 중 ‘내 삶에서 가장 결핍된 점’에 대해 세부토의를 진행하고 우선순위 투표를 거쳤다. 이후 네트워크 기관․단체와 당사자가 함께 정책모니터링을 통해 실태와 문제점, 개선방안을 도출한 후 최종적으로 ‘저소득층 중․장년층 1인가구 고독사 예방 및 보호대책 마련’ 등 총 7건의 정책제안서를 작성하였다. 제안된 제안서는 9월 초 천안시 각 해당 부처에 정책을 전달하고 부서별로 의견서를 수렴하였다.
정책별 천안시 해당부서 사전 검토의견 수렴은 올해로 4년째 시행하고 있는 과정으로 사전 검토의견을 요청하기 이전보다 시민들의 삶을 더욱 살피며 책임 있게 정책을 수행하는 등 긍정적인 효과를 나타내고 있다. 그러나 부서검토 결과 7건 중 4건이 미반영과 보류 결과를 보이며, 절반이 넘게 시민의 의견이 반영되지 못하였다.
특히 저소득층 특수촬영 의료비 지원의 경우 참여예산복지네트워크에서 3년동안 제안하여 2015년 천안시장 공약사업에 포함되어 조례제정 후 시행하고 있으나, 지원되는 질환의 폭이 좁아 2016년 말 기준 18.%의 예산집행률을 보이며 실질적으로 지원이 필요한 저소득층에게 제대로 이루어지지 않고 있다. 또한 저소득층 중․장년층 1인가구 고독사의 경우 기록적인 고령화와 가파른 1인가구 증가세와 맞물리면서 전국적으로 급증하며 사회문제로 떠올랐다. 현재 고독사 관련 공식적인 정부차원의 통계는 없는 상태이며, 이와 관련있는 무연고 사망자 통계의 경우 전국 222개 지자체 중 천안시가 6위로 지난해 27명이 무연고 사망자가 발생하였다. 이에 지자체별로 중․장년층 1인가구에 대한 전수조사를 실시하고 대책을 마련하는 반면 천안시는 아직 고독사 예방을 위한 조사나 대책을 마련하지 않고 있다.
참여예산복지네트워크는 토론회 이후 조례개정 등을 통해 제안한 정책이 실행될 수 있도록 간담회 등을 진행할 예정이며, 사회복지예산의 양적인 확대 뿐 아니라 실질적으로 시민들이 필요로 하는 정책이 될 수 있도록 활동하고자 한다.
국제 평화단체, 한반도⋅동북아 위기에 대한 외교적 해결 촉구

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.
이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다.
이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

▣ 공동서한 국문
동북아 상황의 외교적 해결을 호소합니다
전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다.
우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다.
북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다.
1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다.
전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.
- 우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다.
- 우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다.
- 우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다.
- 우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다.

Appeal for a diplomatic solution in North East Asia
The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war.
We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.
The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening.
More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.
In supporting diplomacy rather than war, we:
- Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;
- Call on all parties to refrain from militaristic rhetoric and provocative military exercises;
- Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;
- Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;
- Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;
- Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;
- Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict
* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.

매주 금요일마다 국민과 함께하는 불금파뤼~~
이번엔 청계광장에서 함께 만나요.
이번 주 금요일(25일) 저녁 7시, 청계광장에서 여섯 번째 #돌마고 #불금파티 가 열립니다.
그동안 불금파티는 MBC와 KBS 앞에서 열었는데요, 더 많은 시민들과 함께 하기 위해 청계광장에서 불금파티를 엽니다. 제작중단 중인 마봉춘 아나운서 #허일후 님이 사회를 보고, #전인권 님과 #한영애 님이 초대손님으로 옵니다. 그리고, KBS와 MBC의 보도로 가슴이 무너져내렸던 #416가족합창단도 함께 합니다.
6번 째 불금파티는 공영방송 언론인들이 시민들과 함께 만나는 자리로 준비하고 있습니다.
그동안 KBS와 MBC에서 어떤 말도 안 되는 일들이 벌어졌는지 확인할 수 있습니다.
무엇보다 국민 모두가 성원했던 #마봉춘 과 #고봉순 을 하루라도 빨리 만나려면, 시민들의 응원이 절실합니다.
MBC와 KBS가 국민의 품으로 돌아올 수 있도록 많은 분들이 함께 해 주시기를 부탁합니다.
