7년 전 잘못된 정책 결정 과정에 대한 정보 공개 못할 이유 없어

한미일 군사협력 차원의 일본과의 협정은 폐기해야

 

지난 1/17(목) 대법원은 참여연대가 외교부 장관을 상대로 제기한 한일군사정보보호협정(GSOMIA, 이하 ‘협정’) 정보 비공개 취소 소송에 대한 상고를 기각했다. 정보가 공개될 경우 국가의 중대한 이익을 현저히 해칠 우려가 있고, 업무의 공정한 수행에 현저한 지장을 초래한다는 이유였다. 그러나 해당 소송은 2012년 이명박 정부가 밀실에서 추진하다가 반대 여론에 부딪혀 무산되었던 협정의 추진 경위와 내용을 밝히기 위한 것으로, 7년 전 정부의 잘못된 정책 결정 과정에 대한 정보를 지금 공개하지 못할 이유가 전혀 없다. 실제로 지난 2014년 1심 재판부는 외교부의 정보 비공개 처분이 타당성이 없다며 참여연대가 청구한 정보를 공개하라고 판결하기도 했다. 중대한 외교 사안에 대한 시민의 알 권리를 침해하고, 국방·외교 분야의 비민주성과 불투명성을 바로잡을 계기를 져버린 대법원의 이번 판결에 깊은 유감을 표한다. 

 

지난 2012년 참여연대는 협정이 국무회의에서 졸속 통과된 직후 한일·한미 정부 간에 주고받은 협정 추진에 대한 공문과 회의록, 한일 군사협력에 대한 회담들의 기록, 한국 정부가 협정 체결을 검토한 보고서 등을 정보공개 청구했으나 당시 외교통상부는 ‘국가안전보장’ 등을 이유로 비공개했다. 그러나 참여연대는 협정이 군사비밀 그 자체에 대한 것이 아니라 군사비밀을 어떻게 공유하고 보호할지에 대한 것이고, 협정 체결이 비밀리에 처리된 과정을 볼 때 체결 과정의 합리성과 타당성을 면밀하게 검토해야 할 공익적 필요성이 존재한다고 판단하여 2013년 9월 26일 정보 비공개 취소 소송을 제기했다. 

 

이후 2014년 1심 재판부는 외교부의 비공개 문서를 직접 검증한 결과 한일 정상 간 회의록을 제외한 다른 문서들은 공개된다 하더라도 “국가의 중대한 이익을 현저히 해할 우려가 있다고 보기 어렵고 공정한 업무수행에 지장을 초래한다고 볼 수 없어” 비공개 대상 정보에 해당하지 않는다고 판단했다. ▷공개 정보가 군사비밀의 내용을 직접적으로 담고 있지 않은 점 ▷협정 체결 경위와 내용을 국민에게 공개해야 할 객관적 필요성이 크다는 점 ▷최종 합의된 협정문이 이미 공개되었고 더 이상의 서명 절차가 진행되고 있지 않은 점 ▷의사결정 또는 내부검토과정에 있는 것은 아니라는 점 등을 들어 참여연대 주장이 타당하다고 인정한 것이다. 특히 1심 재판부는 “이 사건 협정이 비공개 국무회의에서 즉석 안건으로 상정되어 처리된 과정, 그 과정에서 공청회 등 여론 수렴 과정이 없었던 점, 대한민국과 일본의 역사적 특수성, 대한민국과 미국, 일본 간의 관계 등을 함께 고려하면 이 사건 협정의 추진 배경에 미국의 압력이 있었는지 여부, 밀실협상 및 졸속처리 등 관련 의혹을 파악하기 위해 이 사건 협정이 체결된 경위와 내용을 국민에게 공개해야 할 객관적인 필요성이 커 보이는 점”에 주목했다. 그러나 2심, 3심 재판부는 이러한 원심을 뒤집어버렸다. 

 

한일군사정보보호협정은 한국이 일본과 맺은 최초의 군사 분야 협정으로, 2012년 반대에 부딪혀 무산되었다가 2016년 국정농단으로 혼란스럽던 시기 갑자기 다시 강행되었다. 협정 체결은 사실상 미일 MD에 편입하기 위한 수순이며 일본의 군사대국화를 뒷받침하는 것이라는 강한 반대를 무시한 채 박근혜 정부는 국회 동의도, 사회적 공론화 과정도 없이 협정 체결을 강행했다. 해당 협정은 대표적인 박근혜 정부 적폐였으나, 문재인 정부는 매년 협정을 연장하여 지금까지 유지하고 있다. 상황이 이렇게 된 것은 이명박 정부의 밀실 추진 경위를 밝히지도, 책임자를 처벌하지도 못한 탓이 크다. 당시 외교부는 참여연대가 청구한 정보 일체를 비공개하여 일본 정부와 어떤 논의들이 오갔고 어떤 과정을 통해 협정이 추진된 것인지, 특히 해당 협정이 반드시 필요한 것인지에 대해 논의할 기회 자체를 봉쇄했다. 그리고 사법부는 외교부의 부당한 정보 비공개를 바로잡을 기회조차 막아버렸다. 

 

한일군사정보보호협정은 한미일 군사협력을 통해 지역 동맹을 추진하려는 흐름 속에 있는 것으로 <판문점 선언> 시대에 명백히 역행하는 것이다. 문재인 정부가 한미일 군사동맹에 반대하며 한반도 평화체제가 동북아 다자평화안보협력체제로 발전해나가야 한다고 강조해왔다는 점에서 해당 협정은 이러한 한반도의 미래 비전에 전혀 부합하지 않는다. 최근 일본 초계기의 근접 비행 논란 등은 한일 군사협력이나 협정의 실효성에 강한 의문을 던져주고 있다. 그렇지 않아도 폐쇄적인 국방·외교 분야의 비밀주의에 다시 한번 손들어준 이번 대법원의 판결을 누구도 납득하지 못할 것이다. 이명박, 박근혜 정부의 협정 체결 과정의 진상은 반드시 규명되어야 하고, 더이상 연장할 명분이 없는 협정은 이제 종료해야 한다. 끝.

공공의료 강화를 위한 새로운 모델, 민간병원의 공공병원화

 

부산은 대표적으로 건강이 나쁜 도시이다. 서울과 비교했을 때 기대수명이 많게는 9.7세까지 차이가 났으며(2014년 기준, 서울 서초구와 부산 동구의 격차), 피할 수 있는 죽음도 16개 구군 중 강서구를 제외한 15개 구군이 서울의 모든 자치구보다 높게 나타났다(2013년 기준).

하지만 아이러니하게도 의료공급은 과잉된 대표적인 도시가 부산이기도하다. 병상수가 전국에서 1~2위를 다툴 정도로 많으며 요양병원 병상의 수는 전국에서 단연 1위를 차지하고 있다. 병원은 많은데 왜 건강이 나쁠까? 그 해답을 공공의료에서 찾기로 했다.

지난 9월 8일 건강정책학회와 부산대학교 공공보건의료정책센터 공동주최로 “의료의 공공성 확대·강화 어떻게 할 것인가? - 부산 침례병원 사태를 중심으로” 토론회가 부산일보사 소강당에서 개최되었다. 건강불평등 해소 운동을 진행하고 있는 사회복지연대는 지난 7월에 파산한 침례병원 사태를 공공의료강화의 기회로 삼기위해 ‘민간병원의 공공병원화’라는 공공병원 확대의 새로운 모델을 고민해 왔고 침례병원 파산에 따른 새로운 공공병원 설립을 위한 부산시민대책위와 함께 토론회에 참여하였다.

토론회에 참석한 부산의대 윤태호 교수의 발제에 따르면 부산은 7대 특·광역시 중 공공의료 수준이 취약하며(2015년 기준: 의료기관 수 6등, 병상 수 5등) 시민의 건강수준을 개선하기 위한 정책을 수행하는 것이 어려운 실정에 놓여있다.

 

 

때문에 공공병원의 확대가 필요한데, 의료공급과잉인 상태에서 새로운 병원을 짓는 것 방법보다는 민간병원을 공공이 인수(투자)하여 공공병원을 확충하는 방안이 효율적이며 600병상규모의 대형병원인 침례병원이 그 첫 사례로 적합하다는 발제가 이어졌다.

이후 토론에서는 성남의료원의 사례를 들어 주민들이 간절하게 원하고 자랑할 수 있는 공공병원, 민간병원이라 할지라도 민주적으로 운영될 수 있도록 주민이 이사회에 참여하는 병원 등 공공성 확대를 위한 병원의 미래상에 대한 토론과 침례병원을 공공이 인수하기 위한 현실적인 방안과 한계 등의 토론들이 이어졌다.

토론회의 좌장을 맡았던 김용익 전 의원은 민간병원의 공공병원화는 향후 공공의료를 강화하는데 필수적인 방법이며, 민간병원을 공공병원화 하는 침례병원의 사례와 주민들이 참여하고 자랑스러워할 수 있도록 올바른 공공병원 운영을 추진하는 진주의료원의 재개원의 사례를 함께 고민하며 부울경 지역의 공공의료를 강화시키기 위해 노력해야 한다고 이야기했다.

사회복지연대는 지난 2013년, 부산일보사와 공동기획한 ‘건강최악도시부산’시리즈 이후로 부산의 건강불평등 해소와 공공의료 강화를 위해 노력해왔다. 토론회를 통해 이번 침례병원사태가 오히려 기회가 될 수 도 있다는 생각이 들기도 한다. 물론 민간병원을 공공이 인수하는 것이 쉬운 길은 아니겠지만 건강최악도시부산이 건강최고도시 부산으로 거듭날 수 있도록 사회복지연대는 계속해서 활동할 것이다.

'2017 권리로 요구하는 천안시 사회복지 정책제안 토론회'

시민 정책참여과정을 통해 모은 시미느이 목소리를 천안시 정책으로 제안

 

참여예산복지네트워크(사무국 : 복지세상을 열어가는 시민모임)는 9월 19일(화) 권리에 기반한 시민 정책참여과정으로 시민이 직접 천안시에 필요한 정책 7건을 발표하는 ‘2017 권리로 요구하는 천안시 사회복지 정책제안 토론회’를 천안축구센터에서 진행하였다.

정책제안 토론회는 아동, 청소년, 노인, 장애인, 이주민, 자활참여주민, 대학생 등 7개 영역에서 158명의 복지 당사자와 사회복지기관․단체 현장 실무자가 직접 권리워크숍과 원탁회의, 정책모니터링에 참여하며 문제점과 개선방안을 도출한 결과, 최종 7건의 정책을 천안시에 요구하는 자리이다.

 

2017년 시민 정책참여과정은 아동부터 노인, 장애인 등 총 158명이 4월 인권교육을 시작으로 각각 8번의 권리워크숍을 통해 320여가지 결핍점을 생생하게 이야기한 후, 75명이 한 자리에 모여 ‘권리원탁회의’를 통해 16가지 주제 중 ‘내 삶에서 가장 결핍된 점’에 대해 세부토의를 진행하고 우선순위 투표를 거쳤다. 이후 네트워크 기관․단체와 당사자가 함께 정책모니터링을 통해 실태와 문제점, 개선방안을 도출한 후 최종적으로 ‘저소득층 중․장년층 1인가구 고독사 예방 및 보호대책 마련’ 등 총 7건의 정책제안서를 작성하였다. 제안된 제안서는 9월 초 천안시 각 해당 부처에 정책을 전달하고 부서별로 의견서를 수렴하였다.

 

정책별 천안시 해당부서 사전 검토의견 수렴은 올해로 4년째 시행하고 있는 과정으로 사전 검토의견을 요청하기 이전보다 시민들의 삶을 더욱 살피며 책임 있게 정책을 수행하는 등 긍정적인 효과를 나타내고 있다. 그러나 부서검토 결과 7건 중 4건이 미반영과 보류 결과를 보이며, 절반이 넘게 시민의 의견이 반영되지 못하였다.

특히 저소득층 특수촬영 의료비 지원의 경우 참여예산복지네트워크에서 3년동안 제안하여 2015년 천안시장 공약사업에 포함되어 조례제정 후 시행하고 있으나, 지원되는 질환의 폭이 좁아 2016년 말 기준 18.%의 예산집행률을 보이며 실질적으로 지원이 필요한 저소득층에게 제대로 이루어지지 않고 있다. 또한 저소득층 중․장년층 1인가구 고독사의 경우 기록적인 고령화와 가파른 1인가구 증가세와 맞물리면서 전국적으로 급증하며 사회문제로 떠올랐다. 현재 고독사 관련 공식적인 정부차원의 통계는 없는 상태이며, 이와 관련있는 무연고 사망자 통계의 경우 전국 222개 지자체 중 천안시가 6위로 지난해 27명이 무연고 사망자가 발생하였다. 이에 지자체별로 중․장년층 1인가구에 대한 전수조사를 실시하고 대책을 마련하는 반면 천안시는 아직 고독사 예방을 위한 조사나 대책을 마련하지 않고 있다.

 

참여예산복지네트워크는 토론회 이후 조례개정 등을 통해 제안한 정책이 실행될 수 있도록 간담회 등을 진행할 예정이며, 사회복지예산의 양적인 확대 뿐 아니라 실질적으로 시민들이 필요로 하는 정책이 될 수 있도록 활동하고자 한다.

국회에서 여·야간 특수활동비 개선 여부를 두고 대립이 계속되고 있다. 이 대립이 얼마나 첨예한지 국회가 처리해야 할 업무들이 산재해 있고, 당장 며칠 뒤부터는 국정감사가 예정되어 있음에도 불구하고 현재 국회는 그 업무마저 정지되었을 정도다. 특수활동비는 지금처럼 정치영역에서 논쟁 되기 훨씬 이전부터 시민사회영역에서 지속적으로 투명성에 대한 요구가 이어져 왔다. 잘 알려졌다시피 특수활동비의 규모는 지속적으로 증가했으며 또한 최근에는 특수활동비와 관련된 고위공직자들의 부정사용 의혹과 비리가 연달아 발견되어 왔기 때문이다.

특수활동비가 뭐길래 


특수활동비 개선을 두고 여당인 새누리당은 특수활동비 공개와 개선에 반대하고 있다. 그 명분은 국가정보원, 경찰, 검찰, 감사원, 국회, 헌법재판소 등 정보기관과 수사기관, 헌법기관에 편성되는 특수활동비가 세세하게 공개되고 그로 인해 사용이 제한될 경우에는 국가안보가 취약해진다는 것이다. 또한 행정 및 의정 효율성을 위해 고위 공직자들이 드러나지 않게 행하는 고도의 정치 행위가 위축될 수 있다는 것이다.


반면 야당은 그간 공직자들의 특수활동비 유용 의혹으로 특수활동비 사용의 문제점이 드러난 만큼 전면 점검이 필요하다는 입장이다. 특히 공공기관 전체 약 8800억 원의 특수활동비 예산 중 절반이 넘는 약 4700억 원을 지출하고 있는 국가정보원의 특수활동비가 적절하게 쓰이는지 검증이 필요하다는 것이다.


단순하게 생각하면 특수활동비에 관한 입장 차이 같지만, 이 문제는 사실 그리 쉽게 판단할 수 있는 문제가 아니다. 그 이유는 이 논쟁이 안보와 행정 및 의정 효율성이 알 권리와 충돌하고 있는 문제이기 때문이다. 이 문제가 결국, 가치의 문제라고 할 때 이들 가치의 본질에 대한 이야기를 짧게나마 해보고자 한다. 논의가 혼탁할 때는 결국, 본질을 확인하는 것이 최소한 명확함을 보장할 수 있기 때문이다.



안보와 효율성 VS 알 권리?


우선 국가안보는 국가 안전보장(安全保障, national security)을 줄인 흔히 쓰이는 개념이다. 국가가 외부의 위협과 불안에 대해 안녕이 보장되고 대응이 준비된 상태를 말한다. 근대국민국가가 들어서고 국경이 존재한 이래, 모든 국가들에 외부의 위협은 항시적인 것이었다. 결국, 안보는 달성 가능한 완료상태나 객관적 도달지점이 아닌 항시적으로 지속되는 정부의 행위이며 주관적인 상태이다. 따라서 국가안보의 범위나 행위 또한 역사적으로, 시기적으로, 또 주변 환경에 따라 달라질 수밖에 없다. 냉전이 해체되면서 전 세계, 특히 북미와 서유럽에 위치한 선진국들의 안보 조건은 완전히 변했다. 하지만 한반도는 여전히 냉전이 진행 중으로 한국은 북한과 대치하고 있다. 이 두 국가 각각의 북쪽과 남쪽 국경은 휴전선이다. 또한 한국의 산업기밀을 외국(특히 중국)으로 빼돌리는 산업스파이들의 활동 또한 지속적인 안보문제로 대두된다. 이에 대한 정보를 수집하고 정부가 적절한 대응이 가능하도록 하는 정보기관인 국가정보원의 활동은 두말할 나위 없이 중요하며 이런 중요한 기능을 가능하게 하기 위해 증빙 없는 예산의 지출도 가능하다. 단, 조건은 이런 안보활동이 정치적 중립성을 확고한 원칙으로 두고 내국민을 대상으로 하지 않으며 국민들이 정보기관을 신뢰하는 한에서 그렇다.


다음으로 고도의 정치 행위라고 두루뭉술하게 표현되고 있는 행정 및 의정의 효율성(效率性, efficiency)이란 것은 경제적 개념이다. 최소한의 투입으로 최대의 산출과 효과를 얻는지에 대한 것이다. 이 말은 곧잘 생산성(生產性, productivity), 경제성(經濟性, economic efficiency)과 같은 말로 사용되기도 한다. 경찰과 검찰, 감사원 같은 치안과 수사의 기능을 수행하는 공직자의 경우 성공적으로 목적을 달성하기 위해 수사과정에 긴급하게 필요한 지출을 증빙하지 않도록 하는데, 이런 증빙이 필요할 경우 증빙 절차에 따른 행정력과 시간이 등이 소모된다는 것이다. 또한 관련 정보가 공개될 경우에는 결과에 부정적인 영향을 줄 수 있다는 것이다. 국회의원의 경우 특수활동비가 국회의장, 부의장, 교섭단체장, 각 상임위장을 맡는 의원들에게 지급된다. 이들에게 지급되는 특수활동비의 명목은 분명 의정활동의 효율성일 것이다. 국회 내의 치열하고 분분한 쟁점들을 원활하게 조율하고 협상을 진행하고 국회 외부의 자원으로부터 지원을 이끌어내는 등의 일을 정해진 회기와 멀게는 임기 내에 수행해야 하기 때문이다. 따라서 경찰부터 국회의원에 이르는 공직자들에게는 이런 효율성이 중요하다. 단, 조건은 이런 특수활동비가 공직자들의 당연한 특권으로 머물거나 개인적인 편의, 유흥, 또는 어떤 형태의 경제적 이득으로 유용되지 않는 한에서 그렇다.


반면 앞서 설명한 가치들과 대립하고 있는 알 권리(right to know)는 (정치적)표현의 자유와 상보 관계를 이루는 인권 개념이다. 알 권리가 표현의 자유와 상보 관계를 이루는 인권 개념인 까닭은 시민으로서 개인이 정부의 정보에 대한 접근이 금지된다면 자유로운 옹호와 반대, 비판, 대안제시 등의 의견개진과 함께 넓게는 이런 정치적인 결단에 따른 결사 또한 금지되는 것과 마찬가지이기 때문이다. 알 권리의 측면에서 바라보면 특수활동비는 국가구성원 각 개인에게 권력을 위임받은 정부와 국회가 안보와 효율성을 담보하기 위함이라는 합의에 의해 알 권리라는 보편적 인권을 제한하고 있는 것이다. 물론 이런 인권을 제한하는 것의 정당성이란 것은 앞서 이야기한 가치에 달라붙어 있는 조건들을 충족하는 것에 있다.



특수활동비, 알 권리를 요구하자


하지만 이런 안보와 효율성이 용인되는 조건으로서 정당성들은 일찍이 무너졌다는 걸 국민 모두 알고 있다. 국가정보원은 2012년 대선개입과 해킹 프로그램을 통한 내국인 사찰의혹을 어떤 방식으로든 해명하지 못해 신뢰가 바닥으로 떨어졌다. 지난 2011년 김준규 검찰총장은 검찰 간부들에게 나름의 보너스를 지급했고, 올해 홍준표 경남도지사, 신계륜 의원 등 공직자들의 특수활동비 유용 정황이 드러나면서 특수활동비가 공직자 개인에게 부여되는 당연한 특권 정도로 인식되고 있다는 걸 스스로 드러냈다. 상황이 이쯤 되면 최소한 특수활동비 제도 정비를 위해 일시적으로라도 특수활동비에 대한 우리의 알 권리를 다시 요구할 필요가 있지 않을까?

국제 평화단체, 한반도⋅동북아 위기에 대한 외교적 해결 촉구

퍼그워시 회의 등 전세계 110개 평화단체, 무력사용 반대 입장 담은 서한을

미국과 북한 등 주요국가들에 전달

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.

 

이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다. 

 

이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

▣ 공동서한 국문

 

동북아 상황의 외교적 해결을 호소합니다

 

전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다. 

 

우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다. 

 

북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다. 

 

1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다. 

 

전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.

  1. 우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다. 
  2. 우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다. 
  3. 우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다. 
  4. 우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다. 
  5. 우리는 6자회담을 재개하라는 유엔 사무총장의 요구와, 협상을 지원하겠다는 그의 제안을 환영합니다. 
  6. 우리는 이란 핵 프로그램 협상을 성공적으로 이끌었던 것처럼 외교적 협상을 지원하겠다는 유럽연합(EU)의 제안 역시 환영합니다. 
  7. 우리는 유엔 안전보장이사회에 갈등에 대한 외교적 해결을 우선시할 것을 요구합니다. 

 

* 3+3 틀은 일본, 한국, 북한이 핵무기를 보유하거나 반입하지 않고, 중국과 러시아, 미국이 일본, 한국, 북한에 핵무기를 배치하지도, 이들을 핵무기로 공격하겠다고 위협하지도 않을 것을 요구합니다.

Appeal for a diplomatic solution in North East Asia

 

The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war. 
 
We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.
 
The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening. 
 
More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.
 
In supporting diplomacy rather than war, we:
 

  1. Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;
  2. Call on all parties to refrain from militaristic rhetoric and provocative military exercises; 
  3. Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;
  4. Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;
  5. Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;
  6. Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;
  7. Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict

 
* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.

세상을 밝히자

 

망가진 공영방송 KBS,MBC를 국민의 품으로

매주 금요일마다 국민과 함께하는 불금파뤼~~

이번엔 청계광장에서 함께 만나요.

이번 주 금요일(25일) 저녁 7시, 청계광장에서 여섯 번째 #돌마고 #불금파티 가 열립니다.

그동안 불금파티는 MBC와 KBS 앞에서 열었는데요, 더 많은 시민들과 함께 하기 위해 청계광장에서 불금파티를 엽니다. 제작중단 중인 마봉춘 아나운서 #허일후 님이 사회를 보고, #전인권 님과 #한영애 님이 초대손님으로 옵니다. 그리고, KBS와 MBC의 보도로 가슴이 무너져내렸던 #416가족합창단도 함께 합니다.

 

6번 째 불금파티는 공영방송 언론인들이 시민들과 함께 만나는 자리로 준비하고 있습니다.
그동안 KBS와 MBC에서 어떤 말도 안 되는 일들이 벌어졌는지 확인할 수 있습니다.

 

무엇보다 국민 모두가 성원했던  #마봉춘 과 #고봉순 을 하루라도 빨리 만나려면, 시민들의 응원이 절실합니다.

MBC와 KBS가 국민의 품으로 돌아올 수 있도록  많은 분들이 함께 해 주시기를 부탁합니다.
