투표율에 따라 국회의원이 선출되면, 각 정당별로 표를 많이 얻어야 합니다. 개인의 인기도로만 의원수가 확보되기 어려워요. 그렇게 되면 각 정당마다 이른바 집안단속을하게 되죠. 4년 내내 지지율관리하느라 유권자 눈치 보게 되죠.”</p> <p> </p> <p>행사를 마치고 가까이 음식점으로 옮겨 뒤풀이 시간을 가졌습니다. <div class="xe_content"><h1>세상 끝으로<br /> 떠나는 여행</h1> <p> </p> <p> </p> <p>2019년도 어느새 석 달이 지났다. 이대로 가다가는 올해도 금세 지나가지 싶어 어디라도 다녀와야겠다는 생각이 가득하지만, 특별히 가고 싶은 곳보다 그저 떠나고 싶은 마음이 크니 막상 떠오르는 곳이 마땅치 않아 더욱 서럽다. 그래, 돌아오는 여행으로는 이제 성이 차지 않는다. 영원히 돌아오지 않을 세상 끝으로의 여행을 꿈꿔보자. 이렇든 저렇든 꿈만 꿀 게 분명하다면, 꿈이라도 크게 가지는 게 낫지 않겠는가. 그러다 보면 문득 그곳에 서 있는 나를 만날 때가 분명 올 것이다. </p> <p> </p> <p><span style="color:#2980b9;"><strong>한 장의 사진에서 시작된 긴 여행</strong></span></p> <p> </p> <blockquote> <p><a href="https://www.flickr.com/gp/pspd1994/TE860n&quot; title="월간참여사회 2019년 4월호 (통권 264호)" rel="nofollow"><img alt="월간참여사회 2019년 4월호 (통권 264호)" height="320" src="https://farm8.staticflickr.com/7923/46561323605_a17f9e185b_n.jpg&quot; width="232" /></a></p> <p><strong>긴 여행의 도중</strong> / 호시노 미치오 / 엘리</p> <p>모든 것이 어지러운 속도로 사라지고 전설이 되어간다. 그러나 문득 생각해보면 수천 년 전과 변함없이 카리부 떼는 지금도 알래스카 북극권의 들판을 여행하고 있다. 그것은 경이로운 일이었다.</p> </blockquote> <p> </p> <p>대학에 갓 입학한 스무 살, 헌책방을 거닐다 우연히 만난 알래스카 사진집, 그중에서도 눈길을 사로잡은 작은 마을의 항공사진, 어쩔 수 없는 마음을 담아 마을 촌장에게 편지를 보내는데, 이듬해에 운명처럼 답장이 도착해 그곳으로 떠나게 된 사람. 그리고 평생을 알래스카에서 보내다 알래스카의 자연에 묻힌 작가 호시노 미치오의 이야기다. </p> <p> </p> <p>마찬가지로 대학 시절에 그의 책 『알래스카, 바람 같은 이야기』를 만났고, 그의 글과 사진을 꾸준히 찾아 읽으며 머리와 가슴에 알래스카를 가득 품었으나, 아직 그곳으로 떠날 준비조차 하지 못한 나에게, 다시금 찾아온 그의 유고집 『긴 여행의 도중』은 지금이라도 당장 떠나라고, 알래스카는 그러기에 충분한 곳이라고 소리치는 듯하다. </p> <p> </p> <p>호시노 미치오와 함께 일주일 남짓 짧은 휴가를 알래스카에서 보낸 친구는 이렇게 말했다. “일이 바빴지만 알래스카에 오길 정말 잘했어. 왜냐고? 내가 도쿄에서 정신없이 흘러가는 나날을 보낼 때에도 알래스카의 바다에서는 고래가 솟구쳐 오르고 있을지도 모르잖아. 그 사실을 알게 된 것만으로도 정말 좋아.” 당연히 아직 이 느낌을 마주하지 못했지만, “그 사실을 알 수 있다면, 아니 마음 한구석에서라도 상상할 수 있다면 어쩐지 살아가는 힘이 될 것 같은 기분이 든다.”</p> <p> </p> <p><span style="color:#2980b9;"><strong>빛이 없는 곳에서 볼 수 있는 것들</strong></span></p> <p> </p> <blockquote> <p><a href="https://www.flickr.com/gp/pspd1994/3347A4&quot; title="월간참여사회 2019년 4월호 (통권 264호)" rel="nofollow"><img alt="월간참여사회 2019년 4월호 (통권 264호)" height="320" src="https://farm8.staticflickr.com/7906/46753243964_0b94c4bd0e_n.jpg&quot; width="226" /></a></p> <p><strong>극야행 - 불안과 두려움의 끝까지</strong> / 가쿠하타 유스케 / 마티 </p> <p>빛이 없으니 안정의 근간이 되는 공간을 파악할 수 없게 된다. 산을 볼 수 없으니 내가 어디 있는지 구체적으로 알 수 없고, 어디 있는지 모르니 가까운 미래에 내가 잘못된 곳에 있을지 집에 돌아가 있을지 예측할 수 없다. 당장 몇 시간 뒤에 살아 있는 나를 상상할 수 없는 것이다. 공간감을 잃은 나는 다가올 시간마저 내 것으로 만들지 못한 채 부유하고 흔들린다. 어둠은 인간에게서 미래를 빼앗는다.</p> </blockquote> <p> </p> <p>북극권에서는 백야와 극야를 만날 수 있다. 해가 지지 않는 백야는 여행자의 낭만처럼 여겨지지만, 해가 뜨지 않는, 그러니까 어둠으로 가득한 극야는 상상조차 쉽지 않다. 일본의 탐험가 가쿠하타 유스케 역시 그곳을 상상할 수 없었고, 궁금증으로 가득한 여정에 올라야만 했다. “태양이 없는 길고 긴 밤이라니, 대체 어떤 세계일까? 그렇게 긴 어둠 속을 몇 달이고 여행하면 미쳐버리지 않을까? 극야가 끝나고 떠오르는 최초의 태양을 마주할 때 어떤 기분일까?” </p> <p> </p> <p>매일 아침 떠오르는 태양에 감사하기보다는 어제와 별다르지 않은 고단한 하루가 또 시작되었구나, 하며 하늘조차 올려다보지 않는 보통 사람들에게는 일상과 거리가 먼 극단의 이야기일지 모르겠으나 그렇기에 더욱 이 책을 집어 들었는지도 모르겠다. </p> <p> </p> <p>저자 역시 극야 속에서 새삼 빛의 의미를 깨닫는다. 빛은 “공간과 시간을 관장하고 인간의 존립 기반을 안정시키”며, “인간에게 미래를 내다볼 안정감과 힘을 주”기에, “사람들은 이를 희망이라 부른다.”고. 극야에서 벗어나 첫 태양을 만났을 때, 그는 “넋을 잃고 아이처럼 중얼거렸다. 멋있다, 크다, 따뜻하다.” 날것의 태양 앞에서 다른 말은 필요하지, 아니 할 수 없었던 게 아닐까 싶다. 그것으로 충분한 말들.</p> <p> </p> <p><span style="color:#2980b9;"><strong>아무 소리도 없는 곳에서 만난 자기만의 침묵</strong></span></p> <p> </p> <blockquote> <p><a href="https://www.flickr.com/gp/pspd1994/477zj9&quot; title="월간참여사회 2019년 4월호 (통권 264호)" rel="nofollow"><img alt="월간참여사회 2019년 4월호 (통권 264호)" height="320" src="https://farm8.staticflickr.com/7901/46561322925_0a9428b7c8_n.jpg&quot; width="263" /></a></p> <p><strong>자기만의 침묵 - 소음의 시대와 조용한 행복</strong> / 엘링 카게 / 민음사</p> <p>당신 자신이 경험한 것보다 더 많은 것을 당신에게 말해 줄 수 있는 책은 없다. 그러니 심호흡을 크게 해 보라. 침묵을 이해하는 일, 세상을 차단하면 어떤 즐거움을 얻을 수 있는지 이해하는 일에는 많은 것이 필요하지 않다.</p> </blockquote> <p> </p> <p>노르웨이의 탐험가 엘링 카게는 세상에서 가장 조용한 곳, 남극을 홀로 걸어서 다녀왔다. “내가 만들어 내는 소리 외에 인간의 소음이라곤 전혀 없”는 그곳에서 비로소 침묵을 듣고 느낄 수 있었다고 한다. 일상의 세계는 소음으로 가득하다. 너무 많은 소음이 뒤섞여 그것이 소음인지조차 알아차리기 어렵고, 그 소음을 뚫고 나의 소리를 전하려 서로 목소리를 키우니 점점 서로의 이야기를 들을 수 없는 지경에 이르고 만다. 이럴 때면 나는 ‘차단’이라는 단어를 떠올리게 된다. </p> <p> </p> <p>“세상을 차단한다는 것은 당신을 둘러싼 주변 환경에 등을 돌린다는 뜻이 아니다. 오히려 그 반대이다. 항로를 벗어나지 않고 당신의 인생을 사랑하려고 애쓰면서 좀 더 뚜렷하게 세상을 보는 방법이다.” </p> <p> </p> <p>침묵은 텅 빈 ‘허전함’이 아니라 꽉 찬 ‘풍요로움’이다. 또한 침묵은 소리에만 한정되지 않는다. 빛을 뿜는 화면과 이미지에서 한순간도 벗어나기 어려운 오늘날, 시각적 침묵 또한 상상해볼 법하다. 그런 곳을 찾아 떠나기에는 현실이 너무 무겁다고? 공감한다. 그렇지만 “침묵은 어느 곳에서나 발견할 수” 있고, “당신이 할 일은 그저 덜어내는 일뿐이다. 당신은 당신만의 남극점을 발견해야” 하고, 발견할 수 있다. 왜냐면 침묵은 온전히 자기만의 것이기 때문이다.  </p> <p> </p> <hr /><p>글. <strong>박태근</strong> 알라딘 인문MD</p> <p>온라인 책방 알라딘에서 인문, 사회, 역사, 과학 분야를 맡습니다. 편집자란 언제나 다른 가능성을 상상하는 사람이라 믿으며, 언젠가 ‘편집자를 위한 실험실’을 짓고 책과 출판을 연구하는 꿈을 품고 삽니다.</p> <p> </p></div>

<div class="xe_content"><h1>독일 통일의 혼란을 줄인 비결, '이것' 덕분이었다</h1> <h2>[한반도 평화 프로세스와 대북제재 연속기고 ②] 대북 보건의료 지원 적극적으로 나서야</h2> <p style="text-align:right;"> </p> <p style="text-align:right;">신영전 한양의대 예방의학교실 교수</p> <p> </p> <p><span style="color:#95a5a6;">지난 2월, 제2차 하노이 북미 정상회담이 합의 없이 종료되었습니다. 정부는 4월 11일 한미 정상회담을 앞두고 이번 정상회담을 통해 하노이 북미 정상회담 이후 교착 상태에 빠진 북미 간 비핵화 협상 동력을 되살리겠다고 발표했습니다. 이 과정에서 '대북 제재'에 대한 설왕설래가 이어지고 있습니다. 참여연대 평화군축센터에서는 한반도 평화 프로세스를 추동하기 위해 대북 제재를 어떻게 바라보고 다뤄야 할지에 대해 다양한 필자의 칼럼을 연속 기고합니다. - 기자말</span></p> <p> </p> <p><img alt="" src="http://ojsfile.ohmynews.com/STD_IMG_FILE/2019/0108/IE002442681_STD.jpg&…; style="width:800px;height:553px;" /></p> <p><span style="color:#e74c3c;"><span style="font-size:12px;">▲ 타미플루 정부는 북측에 독감 치료제인 타미플루를 20만명 분을 지원하려고 했다. ⓒ 한국로슈</span></span></p> <p> </p> <p> </p> <p>지난 2018년 4월 27일 판문점선언과 9월 19일 평양선언이 이루어지자 한반도의 평화를 염원하던 많은 보건의료인들 역시 큰 기대를 가졌다. 평양선언 중에 보건의료 부문 내용은 "남과 북은 전염성 질병의 유입 및 확산 방지를 위한 긴급조치를 비롯한 방역 및 보건·의료 분야의 협력을 강화하기로 한다"는 것이었다. 이어 이 선언에 기반을 둔 남북 보건의료 협력 분과회담(11.7)과 실무회의(12.12)가 개성에서 열렸다. </p> <p> </p> <p>실무 회의에서는 남북 인플루엔자 정보를 상호교환하고 이후 인플루엔자 약인 타미플루 20만 명분을 북으로 보내는 작업이 이루어졌다. 보건의료 교류와 협력의 내용이 감염병, 그것도 인플루엔자에 국한되는 것이 다소 실망스러웠으나, 이것이 첫걸음이고 차차 교류의 폭과 깊이가 넓어지겠거니 했다.</p> <p> </p> <p>그러나 신규 구매가 아니라 유효기간이 남은 비축분을 보내는 것이었음에도 불구하고 남쪽의 일부 사람들은 왜 국산을 안 보내고 스위스제 '타미플루'를 보내냐고 딴지를 걸었다. 또 '유엔사가 약을 실어 나를 트럭의 방북을 허용하지 않아 전달이 늦어지고 있다'는 후속 기사가 나오더니, 결국 북쪽의 답변이 없다는 이유로 사업이 중단 됐다.</p> <p> </p> <p>판문점선언 이후 최초 보건의료 부문 교류 협력이 이렇게 어이없이 멈춘 것이다. 항간에서는 약을 실은 트럭 이동을 문제 삼은 유엔사가 하노이 북미회담을 앞두고 북한에 대한 압박을 높이기 위한 미국의 입장에 부응한 것은 아니냐는 이야기가 흘러나왔다. </p> <p> </p> <h3>장면 둘, 대북 결핵·말라리아약 지원 사업의 갑작스런 중단  </h3> <p>스위스 제네바에 위치한 국제단체 '에이즈, 결핵, 말라리아 퇴치를 위한 글로벌펀드'(The Global Fund to Fight AIDS, Tuberculosis and Malaria, 아래 글로벌펀드)는 2018년 2월 갑자기 지난 7년간 1억300만달러(약 1500억 원)를 들여 북쪽 결핵과 말라리아 사업을 지원하던 활동을 중단하겠다고 선언했다. 중단 이유로 사업의 투명성을 들었지만, 그간 글로벌펀드는 자체적으로 높은 평가인 H1(말라리아 사업), H2(결핵 사업)를 받았다고 자랑해 오던 터였다. </p> <p> </p> <p>갑작스러운 결핵약 중단 결정은 결핵 환자들에게 청천벽력 같은 소식이다. 뿐만 아니라 결핵 치료의 중단은 결핵약의 내성 문제까지도 야기한다는 점에서 실로 심각한 일이다. 북한 보건성 부상 김형훈은 즉각 이러한 조치에 대해 항의했다. 국제사회에서는 갑작스러운 글로벌펀드의 사업 중단 결정이 북한에 대한 경제제재를 강화하고 있는 미국의 입김 때문 아니냐는 이야기도 나왔다. 이후 글로벌펀드는 6개월씩 두 차례나 중단 결정 시한을 연장하고 있으나, 언제 중단될 지 예측하기 어려운 상황이다.</p> <p> </p> <h3>대북 경제제재와 보건의료 부문 인도적 지원</h3> <p>대북 경제제재로 인한 보건의료 부문 인도적 지원의 어려움은 인플루엔자 약, 결핵 약만의 문제가 아니다. 경제제재는 인도적 지원을 금지하지 않고 있음에도 불구하고 실제로는 심각한 어려움을 야기하고 있다.</p> <p> </p> <p>실례로 대북제재 결의 2375호 내용을 보면, 북한 사람들에 대한 복지와 존엄을 강조하고 있으며, 북한 주민의 반 이상이 식량과 의료 지원 부족에 시달리고 있다는 유엔 인도지원조정실(OCHA) 조사 결과를 재차 언급하고 있다. 이 결의안에서도 북한 주민들을 위한 식량 원조, 인도적 지원, 경제적 활동 등에 부정적인 영향을 주어서는 안 됨을 재차 확인하고 있다.</p> <p> </p> <p>그러나 현실은 그렇지 못하다. 많은 이들이 인도적 사업에 대한 기금 지원을 중단하고 있다. 북한으로 물건을 실어 나를 배를 구하지 못해 예전엔 며칠이면 운반하던 것이 6개월이나 걸리기도 한다. 은행 거래가 금지되어 인도주의 단체 활동가들은 위험을 무릅쓰고 현금 주머니를 몸에 차고 제3국을 경유해 움직인다. 그 과정에서 1만 달러 이상을 가지고 들어가지 못하는 중국의 외환법 위반으로 구금되어 고초를 당하기도 한다.</p> <p> </p> <p>신용카드 사용이나 은행을 통한 대금결제도 하지 못해 시급히 필요한 물건을 구하지 못하는 경우도 허다하고, 국경 검색 강화로 인도적 물자 반입도 차단되는 경우가 비일비재하다고 한다. 또한 오랫동안 대북 인도적 지원 활동을 해오던 한 미국인은 사실상 방북이 금지되어 지속적으로 지원해야 하는 약품 등이 끊길 위기에 있다고 어려움을 호소하고 있다.</p> <p> </p> <p><img alt="" src="http://ojsfile.ohmynews.com/STD_IMG_FILE/2019/0411/IE002482309_STD.jpg&…; style="width:800px;height:545px;" /></p> <p><span style="color:#e74c3c;"><span style="font-size:12px;">▲ 김정은, 노동당 제7기 제4차 전원회의 주재 김정은 북한 노동당 위원장이 지난 10일 당 중앙위원회 본부청사에서 열린 당 제7기 제4차 전원회의를 주재했다고 조선중앙통신이 11일 보도했다. ⓒ 연합뉴스</span></span></p> <p> </p> <h3>경제제재와 '괜찮아 담합'을 넘어서</h3> <p>경제제재는 인도적 지원의 어려움을 야기하는 것 뿐만 아니라, 다른 문제도 발생하게 만든다. 이른바 '괜찮아 담합'이다. 미국으로 대변되는 경제제재 주체들은 경제제재로 인한 인도적 지원의 어려움이나 북한 내 식량부족, 연료 부족으로 인한 문제가 부각되는 것을 애써 외면하고 적극적으로 보도하려고 하지 않는다.</p> <p> </p> <p>이는 북한 역시 마찬가지다. 경제제재에도 불구하고 "우리는 끄떡없다"는 모습을 보이려 애쓴다. 이른바 '괜찮아 담합'이다. 문제는 이러한 '담합'은 진실을 왜곡하여 실제 현실, 특히 북한 주민의 긴박한 인도주의적 문제들을 은폐하고 적절한 판단을 어렵게 한다는 것이다. </p> <p> </p> <p>실제로 지난 4월 6일 유엔은 북한 내 식량 사정이 매우 어렵다면서 주민 380만 명에 대한 긴급 인도적 지원을 해야 한다고 밝혔다. 이를 위해 1억2000만 달러가 필요하다는 것이다. 데이비드 비즐리 세계식량계획(WFP) 사무총장도 영국 <가디언> 신문과의 인터뷰에서 북한 주민 10명 중 4명이 영양 결핍 상태에 있다며 미국 등 서방국들에 식량 지원을 호소했다.</p> <p> </p> <h3>보건의료 부문 인도적 지원이 한반도 평화의 길을 열어야</h3> <p>한반도와 세계의 평화, 그리고 각 나라의 평화는 중요하다. 그러나 어떠한 이유로도 어린이와 노약자를 굶주리게 하고 아픈 환자를 치료받지 못하게 하는 상황을 정당화해선 안 된다. 더욱이 인도적 지원의 제공 여부가 자국의 이해를 위한 정치적 무기로 활용돼선 안 된다. </p> <p> </p> <p>작금의 위기를 풀 수 있는 열쇠는 '인도주의'와 '실용적 접근'이다. 다시 말해, 비핵화와 체제 위협 등의 정치 문제로 인해 경제제재가 이루어지더라도 인도주의적 원칙을 훼손해서는 안 된다는 것이며, 정치적 문제 역시 상호 이해에 기반한 '실용적 접근'을 통해 풀어가야 한다는 것이다. </p> <p> </p> <p>이러한 인도주의적, 실용적 교류의 핵심이 될 수 있는 것이 바로 보건의료 분야이다. 독일 통일 과정만 보더라도 동서독 간 제일 먼저 이루어진 것이 보건의료협정이었고, 통일 과정의 혼란을 최소화할 수 있었던 것도 보건복지 분야의 선제적 조치들 덕분이었다. </p> <p> </p> <p>평화로운 한반도가 하루아침에 만들어지진 않을 것이다. 하지만 현재의 평화국면이 실질적인 남북 주민들의 삶의 질 개선으로 이어지지 않는다면, 이것은 다시 한반도의 평화를 깨는 원인으로 작용할 수 있다. 또한 남북한 평화와 번영 선언은 구체적인 실천 속에서만 힘을 발휘할 수 있다. </p> <p> </p> <p>이 과정에서 보건의료 부문은 (1) 가장 안정적인 통로, (2) 공동의 이익을 위해 서로 협력해야만 하는 영역, (3) 먼저 길을 내는 역할, (4) 번영으로 가는 두 가지 철로, 즉 '경제'와 '사회안전망'의 한 축으로써의 역할을 수행해야 할 것이다.</p> <p> </p> <p>특별히, 추가로 강조하고 싶은 건 남북관계에 경제적 이윤만이 앞서서는 안 된다는 점이다. 경제교류가 야기할 문제들을 사전, 사후에 막을 수 있는 사회안전망 구축이 함께 가야 한다. 또한 뜨거운 열정도 중요하지만, 그 열정이 차가운 이성과 '함께' 달리도록 해야 한다. 그래서 지금 우리에게는 '경제와 사회정책', '열정과 이성'이 함께 달리는 '두 개의 레일 전략'(two rail strategy)이 필요하다. </p> <p> </p> <p>과도한 경제제재 하에서 보건의료 분야가 해야 할 일은 첫째, 인도주의적 원칙에 어긋나는 경제제재 조치에 대한 문제 제기를 전 세계 인권 옹호 집단들과 함께 더욱 적극적으로 전개해 나가는 것이다. 둘째, 남북 정부 간, 전문가 간 긴밀한 협조 관계를 지금보다 훨씬 정교하고 적극적으로 구축해야 한다. 이 부분에서는 북한 당국의 책임도 중요하다. </p> <p> </p> <p>현재 남북한 보건 협력이 필요한 인도주의적 보건사업인 (1) 어린이 영양식, (2) 예방접종, (3) 결핵, 말라리아 등 중요 감염병에 약제와 검사장비,  (4) 산모와 영유아를 위한 분만시설, 장비, (5) 혈액의 안정적 공급을 위한 장비 등에 대해서는 보다 적극적인 추진 의지와 구체적 활동이 필요하다.</p> <p> </p> <p>특히 현재뿐만 아니라 향후에도 지속적인 문제를 야기할 수 있는 결핵 등 감염병 문제에 대처하기 위해 개성지역에 감염병원과 검역 시설들을 설치 운영할 필요가 있다. 이러한 협상과정에서 보건복지부와 인도주의적 민간단체들이 보다 적극적인 역할을 수행할 수 있도록 연락사무소에 전문 인력들을 상호 배치하는 등, 새로운 교류협력의 거버넌스를 구축해야 할 것이다. </p> <p> </p> <p> </p> <p>이번 한반도 평화 국면은 다시 오기 힘든 기회의 시기이다. 또한 정치적 '경제제재'로 인해 인도주의가 힘을 잃는 위기의 시기이기도 하다. 보건의료 부문을 비롯한 남북한 모든 부문에서 지혜와 열정을 모아 기회를 활용하고 위기를 극복함으로써, 작게는 한반도, 넓게는 인류의 평화와 건강에 기여해야 할 것이다.  </p> <p> </p> <p><a href="http://www.ohmynews.com/NWS_Web/view/at_pg.aspx?CNTN_CD=A0002527611&quot; The governments of the United States and South Korea will conduct a large-scale ROK-US Combined Military Exercise, Freedom Shield (FS), beginning March 13. According to the media, during this period, the ROK-US Combined Forces Command will practice scenarios such as beheading the North Korean leadership, ousting commanders, and stabilization operations in North Korea, and will also intensively conduct a large-scale field exercise named Warrior Shield (WS). US Strategic assets including strategic bombers are expected to be part of the exercise, and the ROK-US-Japan Ballistic Missile Defence drill has also been announced for later this month.

In response, on 7 March 2023, the held a press conference in front of the Yongsan Presidential Office and issued a joint statement. Military tensions on the Korean Peninsula are very high and are heading towards power-to-power confrontation without any measures to prevent a conflict. It is imperative that the ROK-US Combined Military Exercises are immediately suspended before they lead to a larger crisis. Suspending the ROK-US Combined Military Exercises could be a decisive step in reopening the door to dialogue and diplomacy between the two Koreas and the US and DPRK.

The joint statement was proposed by the <Korea Peace Appeal Campaign>, <Korea Peace Now Grassroots Network>, <Peace Treaty Now> and was endorsed by 745 South Korean organizations and 99 US and international civil society organizations. The statement was also delivered to the Office of the South Korean President and the US Embassy in Seoul.

Call to Resolve the Threat of War on the Korean Peninsula
and Suspend ROK-US Combined Military Exercises 

As people who act for peace in South Korea, the US, and worldwide, we are deeply concerned about the elevating military tension on the Korean Peninsula. We must suspend all military actions, including ROK-US Combined Military Exercises.

Despite the opening toward peace through the Inter-Korean and DPRK-US Summits in 2018, the once-discontinued ROK-US Combined Military Exercises resumed in just a year, and the relationship between the two Koreas and the DPRK-US has progressively deteriorated. Last year, North Korea withdrew its four-year commitment to suspend nuclear tests and ICBM test launches because of the US hostile policy and military threats.

The situation is getting worse after the inauguration of the Yoon Suk-yeol government. Both the US and South Korea announced plans to expand the scale of ROK-US Combined Military Exercises and enhance the Extended Deterrence Strategy, and for the first time in 5 years, military exercises with aircraft carriers and strategic bombers have resumed on the Korean Peninsula. North Korea has also declared corresponding military operations and started military exercises. Although it was in the open sea, North and South Korea exchanged missile launches close to their rivals’ sea border, causing tensions to ratchet up even further. At that time, a failed missile launch from South Korea crashed in Gangneung, leaving the residents in the dark for hours, terrified. Moreover, North and South Korea have crossed the Military Demarcation Line by deploying unmanned aerial vehicles. At the 70th anniversary of the Korean War Armistice, the reality is that the armistice itself is at stake.

ROK and US authorities are claiming that the ROK-US Combined Military Exercises are annual defense drills, but the truth is different. It appears that the drills are based on operation plans that reportedly include pre-emptive strikes and decapitation measures against North Korea, large-scale deployment of US troops and strategic assets assuming an all-out war, etc. Over the last several decades, air force bombers like B-1B, B-2, and B-52 which are nuclear-capable, nuclear-powered aircraft carriers, nuclear-powered submarines, large-scale deployments of US-ROK troops, etc. were mobilized. Due to their size and character, the ROK-US Combined Military Exercises have intensified the military and political tension on the Korean Peninsula.

The ROK and US governments have given notice that they would carry out the most extensive field exercises in March by mobilizing the largest number of troops and strategic assets ever, and have already started several ROK-US Combined Military Exercises since January. ROK-US-Japan Military Cooperation has also developed to the level of a military alliance. North Korea is also taking military action, including missile drills, warning that “We will respond at all times and take strong overwhelming actions”.

The situation is rapidly moving toward great power confrontation with no countermeasures to prevent conflict. Large-scale military action mobilized with real weapons only increases the risk of accidental clashes. We know well how a show of force has led to war in the case of several countries. It is only a matter of time before an unprecedented military crisis or war transpires.

War exercises that heighten the threat of war on the Korean Peninsula must stop. We must acknowledge that isolation, military pressure, and sanctions have not accomplished peace and denuclearization in Korea but only brought about resistance from North Korea, and we must lay down our hostility.

Today, the entire world, including the Korean Peninsula, is facing complex crises such as climate, infectious disease, food, and economic crises. We cannot solve these crises unless we cooperate and stop blocization and military confrontations. In particular, the reality is that there is no information or controls on the carbon emitted during large-scale military training and war preparations, such as deploying strategic bombers. Military drills threaten the Earth and human beings, and they must stop.

We must end the Korean war that has afflicted all members of the Korean Peninsula for over 70 years, and redirect the cost of destructive weapons to solving inequality and the climate crisis. It is time to end hostility and confrontation and strive for a peaceful and sustainable world through reconciliation and cooperation.

The suspension of the ROK-US combined military exercises will play a decisive role in re-establishing the forum for dialogue and diplomacy between the two Koreas and between the DPRK and the US. We call on the ROK and US governments to choose wisely.
