남아있는 산림 겨우 7,781ha, 올해 안에 모두 사라질 가능성 높아

  인도네시아 열대림 파괴로 국제적인 비판을 받고 있는 포스코대우의 팜유 플랜테이션(이하 PT BIA) 사업부지에서 가장 최근까지 빠른 속도로 산림이 정리되었음을 포착한 새로운 위성영상이 공개되었다. PT BIA가 위치한 인도네시아 파푸아는 광범위한 천연 열대림을 보유하고 있어 그 뛰어난 생태적 가치로 정평이 난 곳이다. 위성영상을 토대로 제작된 지도에 따르면 포스코대우는 2017년 10월 19일 현재 총 27,239ha의 숲을 파괴했다. 이는 서울시 면적의 약 절반에 달하는 거대한 규모로, 이 중 대부분이 사람의 손이 한 번도 닿은 적 없는 천연 열대림이라 문제가 되고 있다. 위의 위성지도는 PT BIA의 플랜테이션 ‘블록 1’과 ‘블록 2’에 정리된 산림과 남아있는 산림을 색상별로 나타낸다. ‘블록 1’은 이미 완전히 정리되어 총 6,775.85ha의 숲이 사라졌다. ‘블록 2’의 경우 2017년 2월 21일부터 같은 해 8월 19일까지 총 4,203ha가 파괴되었으며 이는 주황색으로 구분되어 있다. 노란색으로 표시된 부분은 2017년 2월 21일 이전에 정리된 곳으로 총 16,031ha에 달한다. 가장 최근인 2017년 8월 21일부터 10월 19일까지는 230ha가 빠른 속도로 정리됐다.즉 포스코 대우는 총 27,239ha의 열대림을 파괴한 것이다.

녹색으로 표시된 부분은 PT BIA의 사업부지에 아직 파괴되지 않고 남아있는 약 7,781ha의 산림을 의미한다. 포스코대우의 빠른 산림정리 속도를 고려했을 때, 2017년 안에 사업부지 내 남아있는 산림이 모두 파괴 될 가능성이 크다. 실제로 위성지도에 나타난 뚜렷한 윤곽선을 통해 숲이 우거진 지역에 새롭게 도로가 조성되었음을 확인할 수 있고, 이는 포스코대우의 추가 산림 정리가 임박했음을 암시한다.

포스코대우는 PT BIA에서 발생한 심각한 산림파괴 문제 때문에 세계적으로 영향력 있는 투자자를 잃고, 주요 팜유 업체들의 공급망에서 제외되는 등 난감한 상황에 처해있다. 국제사회의 여러 이해관계자가 포스코대우의 행보를 주시하며 변화를 요구하고 있으나 포스코대우는 현재까지 ‘신규 부지 개발중단 모라토리엄’ 선언을 거부한 채 침묵을 지키고 있다. 환경운동연합을 비롯한 국내외 시민사회는 포스코대우에 신규 산림파괴 즉각 중단 및 팜유 생산과정에서 발생한 환경·사회적 피해를 해결할 것을 촉구하고 있다.

NGOs from Korea and Indonesia file OECD complaint against POSCO International for causing palm oil abuses and National Pension Service and the Export-Import Bank of Korea for financing the abuses

 

Seoul, December 12, 2019 – Today Korean Transnational Corporations Watch (KTNC Watch), Yayasan Pusaka (Indonesia), WALHI Papua (Indonesia), and SKP KAMe (Indonesia), filed a complaint at Korea’s National Contact Point (NCP) for the OECD (Organization for Economic Cooperation and Development) against POSCO International and two Korean public financial institutions, the Korean National Pension Service (NPS) and the Export-Import Bank of Korea (KEXIM).

 

The complaint concerns POSCO International, the controlling owner, and the NPS and KEXIM, the financers of POSCO International. The complaint is related to the adverse impacts caused by the operation of the palm oil company PT. Bio Inti Agrindo (PT. BIA), a subsidiary of POSCO International in Papua, Indonesia. The adverse impacts include large-scale deforestation of tropical rainforest and loss of biodiversity; failure to implement Free, Prior and Informed Consent (FPIC) with the customary owners of the land in the process of developing the plantation; and violation of local residents’ right to water by degrading the Bian River water quality.

 

The complaint is supported by evidence of misconduct by PT. BIA, which is owned by POSCO International. POSCO International has not addressed the deforestation carried out by PT. BIA or put in place policies to prevent further deforestation. Allegations were repeatedly made in regard to violation of the right to Free, Prior and Informed Consent (FPIC), but POSCO International failed to provide a proper remedy to stakeholders. Due to the degradation of the water quality of the Bian River, local residents can no longer use the water from the river for their daily activities or drinking. However, no measures were taken to ensure that the right to water of the local residents is protected.

 

Under the OECD Guidelines for Multinational Enterprises (the Guidelines hereinafter), corporations have a duty to respect human rights and address adverse impacts when they occur. Corporations should avoid causing the adverse impacts and should provide remedies when the adverse impacts occur. However, measures taken by POSCO International serve as neither remedies for the harms occurred nor due diligence policies to prevent or mitigate further adverse impacts.

 

Meanwhile, the Guidelines require the corporations to seek to prevent or mitigate adverse human rights impacts directly linked to financial services by a business relationship. NPS, as an institutional shareholder of POSCO International, should engage with the investee companies damaging shareholder value, but NPS has failed to meaningfully engage with POSCO International despite its awareness on the adverse impacts. KEXIM also failed to review the reasonably foreseeable risk in the palm oil industry when it decided to provide the loans to POSCO International’s subsidiary in Papua.

 

The Norwegian Government Pension Fund and the Dutch pension fund ABP have divested from POSCO International on the grounds of deforestation, and the Korean media has covered the relevant issues in relation to PT. BIA’s operation. Despite this the NPS continues to hold a more than five percent share in POSCO International, and KEXIM has provided loans for PT. BIA’s operations.

 

Y.L. Franky, the Director of Yayasan Pusaka stated, “The palm oil industry creates many difficulties for the indigenous people of Papua. The forest they have depended on is disappearing and social conflicts due to land disputes are on the increase.” Pastor Anselmus Amo, the Director of SKP KAMe reiterated that the local residents have suffered since PT. BIA began operating the plantation and further explained, “Daily life has been made particularly difficult for local residents by the now polluted river water. However, local residents do not know where to go to raise these issues.” Shin Young Chung, KTNC Watch lawyer also pointed out, “Well-known pension funds have withdrawn their investments, and public financial institutions in Korea should also adopt policies to consider environmental and social impacts of the business.” She hopes the NCP will make a decision that will bring actual change to the behaviour of POSCO International and the financers.

 

The complainants request that the Korean NCP facilitate dialogue to persuade POSCO International to acknowledge the deforestation they have caused and provide the remediation. They also call on POSCO International to adopt and publish a comprehensive group-wide cross-commodity No Deforestation, No Peat, and No Exploitation (NDPE) policy to prevent further damages. It is also requested that POSCO International implement FPIC in their operation and ensure the right to water of the local communities relying on the Bian River.

 

They also request that the NPS engage with POSCO International to use their leverage and consider deforestation and infringement of the rights of indigenous people in their policies for socially responsible investment. The complainants request KEXIM to adopt policies for reviewing environmental and social risks in developing natural resources overseas and refrain from providing further loans to support PT. BIA’s operations that are causing adverse impacts.

 

Various other NGOs, such as WALHI Kalimantan Tengah (Friends of the Earth Indonesia), Milieudefensie (Friends of the Earth Netherlands), Friends of the Earth Melbourne, Friends of Earth U.S. support the filing of this complaint against POSCO International, NPS and KEXIM by KTNC Watch, Yayasan Pusaka, SKP KAMe and WALHI Papua.

산림파괴 유산 갚기 위해 첫발 뗀 포스코인터내셔널,

기후 비상사태에 책임 있게 대응하는 글로벌 선진 기업으로의 전환을 기대한다

국내 최대 무역회사인 포스코인터내셔널이 지난 1일 산림파괴금지(NDPE) 정책을 발표했다. NDPE(No Deforestation, No Peat, No Exploitation; 산림파괴·이탄지파괴·주민 착취 없는 팜유 생산)정책에는 열대우림 보호, 지역 토착민 공동체의 권리 보장, 기업이 자행한 산림벌채에 대한 보상 조치가 포함된다. 팜유 업계가 채택하는 현존하는 자발적인 환경·사회정책 중 가장 높은 수준에 속한다. 포스코인터내셔널은 인도네시아 파푸아섬에서 팜유 플랜테이션 PT BIA을 운영하며 열대림 파괴와 선주민 인권침해 등에 연루돼 국제적으로 문제가 된 바 있다.

환경운동연합을 포함한 국내외 환경·사회단체들은 포스코인터내셔널의 열대림 파괴를 막고 현지 선주민 인권침해, 수질오염 등의 문제를 해결하기 위해 3년 이상 캠페인을 펼쳐왔다. NDPE 정책 채택은 주요 요구 사항이었다. 업계와 투자기관은 시민사회의 목소리를 반영해 NDPE 정책에 입각해 기업 활동을 하지 않는 포스코인터내셜과 거래관계를 종료하거나 투자를 철회했다. 2015년 노르웨이정부연기금(GPFG)의 투자 철회, 2017년 20개가 넘는 글로벌 팜유 생산·유통기업의 포스코인터내셔널 거래 대상 제외, 2018년 네덜란드공적연금(ABP)의 투자 철회가 대표적인 예다.

세계에서 세 번째로 큰 열대우림과 풍부한 생물다양성을 보유하고 있는 파푸아는 기후위기 시대에 인류가 전력을 다해 지켜야 하는 마지막 보루임이 자명하다. 포스코인터내셔널은 NDPE 정책에서 고보존 가치구역(HCV), 고탄소 저장지역(HCSA), 이탄지 등에 신규 개발을 금지하고, 산림 벌채한 면적에 상응하는 산림을 보호하겠다고 발표했다. 국제 환경단체 마이티어스가 인도네시아 환경산림부의 자료를 바탕으로 공개한 지도에 따르면 PT BIA가 개발을 시작하기 전인 2011년에는 19,000 ha 이상의 원시림이 농장 부지를 덮고 있었다. 그러나 PT BIA는 2018년까지 27,000 ha에 달하는 숲을 파괴했고 이는 농장 개발이 80% 가까이 끝났음을 의미한다. 이곳에 남아있는 온전한 산림은 약 7,000 ha에 지나지 않는다.

환경운동연합 국제연대 담당 김혜린 활동가는 “포스코인터내셔널이 산림 보존 계획을 밝힌 것은 매우 고무적이지만 여전히 지역사회에서는 파괴된 숲으로 인해 생계위협, 수질오염 등의 문제를 호소하고 있다. 포스코인터내셔널은 지역사회가 제기한 고통에 귀 기울여 분쟁 해결에 우선적으로 나서야 한다.”고 밝혔다.

환경운동연합이 참여하고 있는 기업과인권네트워크는 인도네시아 현지 단체인 PUSAKA, SKP-KAMe 등과 함께 지난해 12월 산림파괴, 선주민들의 사전인지동의(FPIC) 및 물에 대한 권리 위반에 대해 OECD 국내연락사무소(NCP)에 진정을 제기한 바 있다. 진정을 맡은 공익법센터 어필의 정신영 변호사는 “포스코인터내셔널이 발표한 NDPE 정책에는 이해관계자들과의 적극적인 소통이 포함되어 있다. NCP 절차를 통한 대화에 적극적으로 참여하는 것은 NDPE 정책이 실제로 이행되는 첫걸음이 될 것이다”라고 밝혔다.

우리는 이미 너무 많은 숲과 생명을 인간의 탐욕으로 인해 허무하게 잃었다. 더 이상 이윤이 생태계 절멸에 앞설 수 없음을 기억해야 한다. 포스코인터네셔널은 그들이 밝혔듯이 ‘기업시민’으로서 작금의 지구가열 위기사태에 대해 지구 공동체에 책임을 다해야 한다. 환경운동연합은 포스코인터내셔널의 NDPE 정책이 문서에만 머물지 않고 직접 행동으로 이어질 때까지 국내외 시민사회들과 함께 계속해서 활동할 것이다.

2019년 여름 아마존 밀림에서 발생한 화재는 기후변화 때문만은 아니었습니다. 목축업자들이 목초지를 개발하기 위해 일으킨 방화라는 것이 대체적인 판단입니다.

아마존 우림을 목초지로 만드는 방식은 몇 가지 과정을 거치게 되는데, 먼저 숲 속에서 토지의 위치를 확인한 뒤 이곳을 불법 점유해 벌목을 하고 선주민들을 내쫓습니다. 이후 개간을 위해 불을 지르고 목초를 심어 가축을 들여오게 됩니다. 이러한 과정에서 피해를 입는 선주민들이 지구의벗 브라질 등 환경단체에게 그들의 피해사실을 알리고 불법 목축업자들에 대한 기소을 요구합니다.

한때 숲이 존재했던 잿더미 위에 발은 얹은 빠예(샤먼) 이사카 후니 쿠인(Isaka Huni Kuin). "그들은 숲 속에 있는 치료제를 알지 못한다. 그들은 그 것이 쓸모없다고, 단지 숲일 뿐이라고 생각하지만, 전혀 그렇지 않다. 불이 숲을 사라지게 만들면 내가 가진 풍요로운 지식은 그것으로 끝이 난다. 이 모든 불이 나를 매우 슬프게 한다."

2019년 8월 22일, 단 몇 시간만에 화염은 5헥타르의 숲을 불태웠는데, 이는 후앙 카루 유시부 문화원(Cultural Center of the Huwã Karu Yuxibu) 전체 면적의 50%에 해당됩니다.

올해 팔순에 들어선 빠예 이사카가 그의 가족과 함께 점심을 먹는 중 아내가 나뭇잎이 타는 소리를 들었습니다. 그들을 불을 끄기위해 마테체(날이 넓고 무거운 칼)을 휘두르며 달려갔지만 실패하고 말았습니다. 이후 소방관들의 도움을 받고서야 그들은 집을 구할 수 있었습니다. 하지만 파파야, 바나나 그리고 다른 여러 식물이 심어진 과수원은 모두 불에 삼켜졌습니다. 아르마딜로, 거북이, 원숭이들고 큰 피해를 입었습니다.

2019년 1월 부터 8월까지 아마조니아 국립우주연구원(INPE)이 확인한 화재는 4만 5256건 이나 됩니다. 화재의 20%는 국립공원, 보호지역, 발파라이소와 같은 토착지역과 공공의 숲에서 발생했습니다.

아푸린족은 1991년부터 발파라이소 원주민 영토의 분리를 요구해왔습니다. 원주민들은 7가족 46명이 살고 있는 이 지역을 확인하고 분계하기 위한 연구가 완료되기를 몇 년 동안 기다려왔습니다. 절차가 막 시작될 무렵, 아푸린족은 5만 7천 헥타르의 땅을 요구했습니다. 그러나 해당 지역이 사법심사를 받고 있는 중이었음에도 불구하고, 그들의 땅은 침략당했고 숲은 벌채되어 밭과 소목장으로 바뀌었습니다. 결국 그들은 분계를 요청한 땅을 절반으로 줄였습니다.

원주민인 안토니오 호세는 "우리는 농장주들과 협정을 맺었다. 밭은 그들의 것이고 숲은 우리의 것이다. 하지만 그들은 계속해서 숲을 침략했다"고 이야기합니다.

브라질 지리통계 연구소(IBGE)에 따르면, 아마조나스주의 가장 큰 소 목장 두 곳에서 51만 마리의 소가 길러지고 있습니다. 이는 아마조나스 가축의 38%에 해당하며, 거주자 1인당 6.4마리의 소유를 소유한 것과 같습니다.

이 소들의 목적지는 프리잠/아그로팜(Frizma/Agropam) 육류 가공공장입니다. 2013년 아마존 보존 및 지속가능한 개발 연구소(IDESAM)에 따르면, 해당 도축장은 아마존 주 전체 육류 가공의 31%를 담당하고 있습니다. 이 공장이 있는 아마조니아 천연림에서 농업의 경계가 확장되는 지역에는 가축을 기를 수 없는 372개의 구역이 있습니다. 이 곳들은 목장주가 사전 승인없이 지역 삼림을 벌채했거나 그들의 사유재산에 요구된 법적 비용을 내지 않았을 때 조성됩니다. 그러나 2015년 연방검찰청 환경검사 보고서에 따르면, 소의 목축은 아마존 지역에서 이뤄지는 삼림벌채의 80%를 차지하고 있습니다. 브라질 2억 1500만 마리의 소 중 약 40%가 아마존에서 사육되고 있는 것입니다.

이렇게 가축을 기를 수 없는 지역이 많은데도 육류가공공장은 성업 중입니다. 이 것은 법적으로 인사된 소목장들에 대한 서류가 거짓으로 작성되었기 때문입니다. 이 동물들은 상업화가 금지되지 않은 목정에서 사육된 것으로 등록되어 있습니다. 그러나 이와 같은 불법에 대해 어떤 조치도 조치도 취해지지 않고 있습니다. 왜냐면 이 공장의 대주주가 해당 지역에 9개의 목장을 소유하고 있는 호세 로페스(Jose Lopes)이기 때문입니다.

호세 로페스는 10만 마리가 넘는 소를 소유하고 있는 목축업자입니다. 지역에서 '소들의 왕'이라 불리는 그는 선거운동과 공적자금의 회계 담당자였고, 강한 영향력을 바탕으로 그의 육류 제국을 성장시켰습니다. 그는 지역 상원의원과 주지사 선거운동에 참여했고, 그 기간 동안 프리잠/아그로팜 공장에 부동산을 투자했습니다.

안토니오 호세는 "우리나 지나쳐 온 아푸린족의 가축, 울타리, 문들이 바로 이 호세 로페스의 두 자녀들의 소유다. 그는 나의 할아버지로부터 물려받은 재산을 자신의 것으로 등록했다. 우리는 오랜 세월 동안 이 곳에서 살아왔지만 아무도 우리를 인정하지 않았다. 우리는 땅 한조각도 팔지 않았고, 목장이나 소를 원하지도 않는다. 우리는 그저 우리의 아이들과 손자들에게 이 땅에 대한 권리를 물려주고자 한다. 우리의 문화, 권리 그리고 생활방식을 존중해주길 바랄 뿐이다"고 말합니다.

2013년 호세 로페스는 아마존 천연림 955헥타르를 훼손시킨 환경범죄로 300만릴 이상의 벌금을 부과받았고 최근 연방 경찰 기관에 체포되었습니다. 2018년에는 연방검찰청으로부터 또 다른 21명의 용의자들과 함께 환경 범죄에 연루된 혐의로 기소되었습니다. 그들은 연합 토지를 침범해 삼림벌채를 명령하고, 군경 요원들에게 벌채 기계와 벌채된 지역 보호를 요청한 계약을 작성한 혐의를 받고 있습니다. 그 이후로도 호세 로페스는 여러번 체포되었지만 여전히 소를 기르고 판매할 모든 권리를 유지하고 있습니다.

프리잠/아그로팜이 가공한 소고기의 상당수는 중국, 일본, 미국 등으로 팔려갑니다. 안토니오 호세는 "이곳 아마조나스 주에서는 식용 수소를 먹지 않고 암소만 먹는다. 어린 수소들, 양질의 고기들은 모두 수출된다. 여기 아마조나스 주에서 수많은 편견을 일으키는 이 소들은 정작 아마조나스 사람들의 소비를 위한 것이 아니다. 이것은 모두 삼림 벌채에 자원을 공급하는 외국인들의 몫일뿐이다."고 항의했습니다.

이러한 일들은 비단 아푸린족에게만 일어나는 일이 아닙니다. 아마조니아와 브라질 전역에 걸쳐 거주하는 원주민들과 그들의 영토에 대한 계획적인 공격이라고 할 수 있습니다. 이 공격의 주체들은 매우 명확합니다. 그들은 땅을 침범해 벌목과 채취를 하며, 소를 사육하고 심지어 채굴을 하는 등 최전방에서 활동하는 사람들입니다.

그리고 이러한 범죄에 자금을 대는 배후들도 이 문제의 책임에서 자유로울 수 없습니다. 유럽국가들은 최근 화재 기간 동안 아마조니아를 보호하기 위한 움직임을 보였지만, 여전히 대육 전반에서는 이 벌목된 지역에서 생산되는 육류와 목재를 수입하고 있습니다. 2018년 한 브라질 언론의 취재에 따르면, 덴마크의 주요 소매점에서는 그들이 판매하고 있는 브라질산 목재의 원산지 조차 모르고 있었습니다.

한국기업은 열대우림 파괴자라는 오명을 언제쯤 씻을 것인가

BBC, 코린도 팜유 농장의 고의 방화 정황 재조명
기후위기 시대 환경과 인권을 존중하는 기업의 사회적 책무 엄중히 받아들여야

 

국내 언론에서는 “오지의 개척자”로 알려진 한국계 기업 코린도가 지난 12일 자사의 팜유 플랜테이션 부지에서 발생한 열대우림 파괴, 토착민 권리 침해 등의 문제로 영국 공영방송 BBC에 보도되어 화제가 되었다. BBC가 영국 골드스미스 대학 연구기관 ‘포렌식 아키텍쳐’와 국제환경단체 그린피스와 함께 분석한 자료에 따르면 코린도의 인도네시아 팜유 사업장 중 한 곳인 PT. 동인 프라바와에서 발생한 화재는 고의적이라고 밝혔다. 이들은 사업장에서 불이 난 패턴, 방향, 속도가 사업장 개간할 당시의 그것과 일치한다며 이는 “고의로 화재를 일으켰다는 증거”라고 말했다. BBC가 인터뷰한 지역 주민 역시 코린도 인부가 목재를 쌓아 불을 지피는 것을 목격했다고 증언했다. 이번 BBC 보도는 2016년 국내외 환경단체가 발표한 보고서 ‘불타는 낙원(국문 요약본 보기)’과 상당 부분 궤를 같이한다. 코린도는 BBC에서 방영한 모든 의혹을 부정하는 성명을 발표했다.

코린도는 지속가능한 산림경영 인증기관을 자부하는 ‘국제산림관리협의회’(이하 FSC)의 회원이다. FSC 인증을 받은 기업의 제품은 친환경 제품으로 시장에 소개되고, 소비된다. 국내에서는 수입 목재의 합법성을 판단하는 서류 중 하나로 FSC에 의해 발급된 서류를 요구한다. 2017년 국제 환경단체 마이티어스는 FSC에 코린도의 산림파괴 행위에 대해 조사를 요구하는 진정을 제출했다. FSC는 2년간의 긴 조사 끝에 코린도 그룹이 3만 ha에 달하는 천연림을 파괴했으며 이는 FSC 정책을 위반한 것이라고 발표했다. 하지만 코린도의 방화 의혹에 대해서는 증거가 없다고 결론 내렸다. BBC 취재에 따르면 코린도는 FSC 조사에 대해 법적 대응을 하겠다며 압박했고, 결국 FSC는 최종 결과보고서를 발표하지 못하고 있다. 이에 국제 환경단체는 FSC에 최종 결과 보고서를 투명하게 공개하고, 화재 관련 의혹을 재조사할 것을 요구하고 있다.

한편 공익법센터 어필과 환경운동연합은 지난 8월 <마지막 사냥>이라는 보고서를 발표해 코린도의 사업장에서 발생한 환경인권옹호자에 대한 탄압을 공개한 바 있다. 코린도가 선주민들의 사전인지동의(FPIC)를 준수하지 않고 숲을 파괴하는 것에 반대 활동을 하는 지역주민은 자신의 이름과 사진이 인쇄된 유인물이 코린도의 사업장 경비 초소에 붙어있는 것을 발견했고, 인도네시아 경찰이 SNS에 그를 붉은 원으로 표시한 사진을 배포한 일도 있었다. 2020년 5월에는 코린도의 사업장 중 하나인 PT. TSE에서 바나나 농장 훼손 문제로 항의를 하러 갔던 토착민이 출동한 경찰에 폭행당해 사망에 이르는 사건이 있었다. 이에 인도네시아와 국제시민사회는 코린도 사업장에서 발생한 일련의 환경인권옹호자에 대한 탄압 및 사망사건에 대해 규탄하며 유엔에 진정서를 제출해 철저한 진상규명과 재발 방지 및 기업활동 개선을 촉구하는 서한을 발송했다.

코린도는 국제 시민사회에서 비난 여론이 일 때마다 한국기업이 아니라고 주장한다. 그러나 오지를 개척한 자랑스러운 한상 기업 코린도의 성공 신화는 국내 여러 비지니스 매체에서 쉽게 확인할 수 있으며 산림청과의 각별한 관계는 현재까지 이어지고 있다. 산림청은 지난 2016년 국정감사에서 국내 기업의 해외산림자원개발 실적에 인도네시아 기업인 코린도의 조림 실적을 포함해 성과를 부풀린다는 지적을 받은 바 있다. 당시 산림청은 “코린도 기업의 모태가 국내 기업인 동화 기업이기 때문에 실적에 포함 시켰다”라고 밝혔다. 산림청은 현재까지도 코린도를 한상기업으로 분류해 그들의 조림 실적을 한국 기업의 해외 조림 현황에 포함 시키고 있다. 그뿐만 아니라 올해 처음으로 열린 임업인의 날에는 코린도 고문에 산업포장을 수여하기도 했다. 이외에도 코린도와 한국 정제계의 관계는 수도 없이 많이 찾아볼 수 있다. 코린도는 그들의 복잡한 정체성을 떠나서라도 기후위기 시대를 함께 살아가는 지구 공동체 일원으로서 환경과 인권을 존중하는 시대 정신에 입각한 기업의 사회적 책임에 부응해야 한다. 지구의 허파인 열대우림을 파괴하고 토착민을 탄압한다는 오명을 씻고 새로운 경영철학을 필두로 한 쇄신을 많은 이들이 기다리고 있다.

Election of the 13th Executive of the Korea Federation for Environmental Movements and Key 2021 Resolutions

  • National delegates adopted a resolution calling for a great change to an ecological society

The Federation of Environmental Movements held an online delegates conference on Saturday, February 27th. 270 of the 379 registered delegates participated, electing the 13th executive who will lead the environmental movement coalition for the next three years. In addition, it adopted a resolution on key projects in 2021 and called for a major transformation of South Korea into an ecological society to overcome the climate crisis.

The new executive committee is: Kim Soo-dong, Kim Ho-cheol, Park Mi-kyung, Lee Cheol-soo, and Hong Jong-ho.

  • Kim Soo-dong is the executive of the Andong branch of KFEM and a field activist, who has led the movement to close and relocate the Youngpoong smelter, and is active in converting industrial facilities to more eco-friendly sites.
  • Kim Ho-cheol served as the chairperson of Lawyers for a Democratic Society and is currently chairperson of the Environmental Law Center. He is a leader in the field of environmental law and played a major role in lawsuits against the Saemangeum seawall and the life extension of Unit 1 at Wolseong nuclear power plant.
  • Park Mi-kyung is currently co-chair of the Gwangju Environmental Movement Association, and has been consolidating the capabilities of regional organizations across the country through long-standing field activities such as the Pollution Deportation Movement Association and the Environmental Movement Association.
  • Lee Cheol-soo, who has been reappointed for his 12th term, is a renowned printmaker who works to protect the environment, peace, and life through printmaking, and recently participated in the campaign against the construction of Jeju 2nd Airport.
  • Hong Jong-ho, who is a graduate of the Graduate School of Environmental Studies at Seoul National University, is an expert who connects field work and theory, and has played an important role in Korean society on land development, the climate crisis, and energy conversion.

President Kim Choony, has since 1995 been an activist dealing with environmental issues at home and abroad, and has been fighting to make KFEM a leading voice in civil society, an activist organization, and an organization based on solidarity and cooperation. She has played a leading role in opposing Taiwanese nuclear waste exports to North Korea, opposing the Saemangeum seawall, fighting the four major project, advocating for protection of Korea’s wetlands and the DMZ area, and promoting sustainable development goals.

Vice-President Lee Young-woong, who is also the secretary of Jeju KFEM, has been trying to capture the voices of residents whenever Jeju issues arise, such as the Songaksan development project on Jeju Island, the Jeju Naval Base, and the Jeju 2nd Airport construction.

Byun Young-cheol , who has been fighting on behalf of asbestos victims, and Lee Tae-il, secretary general of Ecopeace Asia, were elected as business auditors, while certified public accountant Park Sang-cheol is the new accounting auditor.

KFEM delegates decided that “Climate Crisis, Beyond Coal to Renewable Energy” and “2050 Plastic Free” as key projects for 2021. Delegates also adopted a resolution calling for a major transformation of South Korea into an ecological society to overcome the climate crisis.

“Climate Crisis, Beyond Coal to Renewable Energy” calls for a nationwide campaign to establish a 2030 coal-free roadmap, policy alternatives to expand renewable energy, and an associated online media campaign.

“2050 Plastic Free” was prepared as part of a strategy to achieve 2050 carbon neutrality. The goal is to gain effective reduction targets from the government and businesses and monitor their implementation. To this end, it plans to run an online campaign that citizens can easily participate in, including the Zero Plastic Challenge.

Delegates chastised the South Korean government, stating that although the government declared 2050 carbon neutrality last year and implemented a Green New Deal to overcome the COVID-19 crisis, it has been lukewarm in its push for an early exit from coal power plants. In addition, the government was criticized for legislating to allow an airport on Gadeok Island, and failing to achieve the fundamental change that will be required to avoid a bigger crisis in the future.

Awars were given to excellent branches, activists, and members.

  • Geoje KFEM in Tongyeong, which has carried out coastal waste purification activities with residents, received the Excellent Region Award.
  • Activists Kang Yun-hee (Jeju KFEM) and Moon Ji-hyeon (Jeonbuk KFEM) received the Outstanding Activist Awards
  • Park Hyeon-soo (Cheongju, Chungbuk), So Sam-young (Cheonan, Asan) and Hong Ki-hyuk (Gwangju) members each received the Excellent Member Award.
  • A special award was awarded to the late Choi Jae-suk, executive director of Eco-Saving Cooperatives.
  • A plaque of merit was awarded to executive committee members Kwon Tae-seon and Jang Jae-yeon, auditor Ji Ki-ryong, and secretary-general Choi Jun-ho, whose terms ended.

The Transformation to a Sustainable Ecological Society that can Tackle the Climate Crisis

The COVID-19 pandemic has brought crisis and change to the economy and society at large. The roots of the pandemic lie in the destruction of ecological systems. If things do not change, we are heading for a sixth major extinction event brought on by an increasingly severe climate crisis.

The South Korean government’s 2050 carbon neutrality pledge and Green New Deal, stand in contrast to the governments support for new airport construction, the construction of seven new coal power plants, and the slow speed that older coal plants are being closed. What is needed a new focus

As Covid-19 has demanded social distancing of people, we also need social distancing for nature, with the expansion of nature reserves. At present only 11.6% of the land, and 1.4% of the sea is so protected.  This buffer zone needs to be expanded.

The linear plastic economy of mass production, consumption and disposal needs to be transformed. It is also necessary that we pursue global environmental justice, by monitoring the movement of waste between countries.

In order to end environmental destruction and human rights violations caused by large-scale development projects abroad, stronger government regulation is required. Such regulation must take into account the rights of local and indigenous peoples.

Many people talk about the seriousness of the climate crisis, but change remains slow. COVID-19 may be overcome through vaccines, but there is no such readily available solution for the climate crisis. Together with those who will be most immediately affected by the climate change, and the youth who will bear the greatest burden, we will take action to fight this crisis.

In order to overcome the climate crisis, we are determined to forge a path to a sustainable ecological society. In 2021, the Korea Federation for Environmental Movements pledges to:

Expel coal power plants and accelerate the conversion to renewable energy.

Stop large-scale construction projects, including new airports.

Pursue a plastic free society.

Expand protected areas as a climate crisis buffer zone.

Join forces to solve the problem of large-scale overseas development projects that destroy the environment.
