 참여연대는 7월 17일 (월) 14시, 참여연대 2층 아름드리홀에서 ‘시민이 참여하는 개헌, 어떻게 할 것인가’를 주제로 제헌절 맞이 시민사회 개헌 방안 토론회 2를 개최했습니다. 이번 토론회는 6/22 열린 ‘개헌, 어떻게 할 것인가’ 토론회에 이어, 시민사회단체 대표자들과 개헌 관련 담당자들이 모여 개헌 과정에서 시민 참여의 필요성을 촉구하고 시민 참여 방안을 모색하는 두 번째 자리였습니다. 한상희 건국대 로스쿨 교수(헌법 전공)의 사회로 진행된 이번 토론회는 발제와 함께 토론자와 시민 패널 등 참가자의 자유 토론에 중심을 두고 진행했습니다.

 이태호 참여연대 정책위원장 : 이태호 참여연대 정책위원장은 발제를 통해 개헌 논의를 국회에만 맡겨놓지 말고 시민들이 참여를 보장하기 위해 ‘헌법 개정 주권실현 국민행동’을 시작할 것을 제안했다. 국회 개헌특위가 제안한 국민참여 방안이 요식적이어서 국민들의 직접적인 참여를 이끌어 내기에는 제한적일 것으로 예측되기 때문이다. 이태호 위원장은 첫째, 각 부문과 지역에서 개헌 논의에 반드시 포함되어야 할 주권적 요구와 인권적 요구에 대한 본격적인 논의를 시작할 것을 제안했다. 둘째, 국회의 개헌 논의와 정부의 개헌논의에 대응할 전국적인 시민사회 개헌논의기구를 구성할 것을 제안했다. 셋째, 국회 및 정부의 개헌 논의를 세밀하게 모니터할 것을 제안했다. 넷째, 개헌특위가 제안한 국회 자유발언대가 아니라 정치개혁과 개헌을 위한 시민 대토론 마당을 국회에 마련할 것을 제안했다.
 하승수 비례민주주의 공동대표 : 하승수 공동대표는 시민참여 개헌을 위해 지금이라도 다음과 같은 절차를 밟는 것이 필요하다고 주장했다. 첫째, 국회의장 직속으로 개헌 공론화 추진위원회를 구성하여 국민들이 참여하는 절차를 설계하고 관리하도록 할 필요가 있다. 둘째, 추첨제로 뽑힌 시민의회 방식을 시민참여의 핵심으로 잡고, 다양한 참여방법을 활용할 것을 제안했다. 셋째, 국회 개헌특위가 자신들만의 논의를 중단하고 시민의회의 진행결과를 살펴보면서 주권자인 시민들의 의견을 경청하는데 집중할 것을 제안했다. 이러한 과정에서 시민사회는 국회가 개헌과정에 요식절차로 시민참여를 진행한다면 다시 촛불을 들어야 한다고 주장했다. 민심그대로의 선거제도 개혁과 국회 개혁, 그리고 시민이 주도하는 개헌을 요구하는 시민들의 목소리가 여의도에서 울려퍼지게 해야 한다는 것이다.

사회복지연대_

공공의료 강화를 위한 새로운 모델, 민간병원의 공공병원화

 

부산은 대표적으로 건강이 나쁜 도시이다. 서울과 비교했을 때 기대수명이 많게는 9.7세까지 차이가 났으며(2014년 기준, 서울 서초구와 부산 동구의 격차), 피할 수 있는 죽음도 16개 구군 중 강서구를 제외한 15개 구군이 서울의 모든 자치구보다 높게 나타났다(2013년 기준).

하지만 아이러니하게도 의료공급은 과잉된 대표적인 도시가 부산이기도하다. 병상수가 전국에서 1~2위를 다툴 정도로 많으며 요양병원 병상의 수는 전국에서 단연 1위를 차지하고 있다. 병원은 많은데 왜 건강이 나쁠까? 그 해답을 공공의료에서 찾기로 했다.

지난 9월 8일 건강정책학회와 부산대학교 공공보건의료정책센터 공동주최로 “의료의 공공성 확대·강화 어떻게 할 것인가? - 부산 침례병원 사태를 중심으로” 토론회가 부산일보사 소강당에서 개최되었다. 건강불평등 해소 운동을 진행하고 있는 사회복지연대는 지난 7월에 파산한 침례병원 사태를 공공의료강화의 기회로 삼기위해 ‘민간병원의 공공병원화’라는 공공병원 확대의 새로운 모델을 고민해 왔고 침례병원 파산에 따른 새로운 공공병원 설립을 위한 부산시민대책위와 함께 토론회에 참여하였다.

토론회에 참석한 부산의대 윤태호 교수의 발제에 따르면 부산은 7대 특·광역시 중 공공의료 수준이 취약하며(2015년 기준: 의료기관 수 6등, 병상 수 5등) 시민의 건강수준을 개선하기 위한 정책을 수행하는 것이 어려운 실정에 놓여있다.

 

 

때문에 공공병원의 확대가 필요한데, 의료공급과잉인 상태에서 새로운 병원을 짓는 것 방법보다는 민간병원을 공공이 인수(투자)하여 공공병원을 확충하는 방안이 효율적이며 600병상규모의 대형병원인 침례병원이 그 첫 사례로 적합하다는 발제가 이어졌다.

이후 토론에서는 성남의료원의 사례를 들어 주민들이 간절하게 원하고 자랑할 수 있는 공공병원, 민간병원이라 할지라도 민주적으로 운영될 수 있도록 주민이 이사회에 참여하는 병원 등 공공성 확대를 위한 병원의 미래상에 대한 토론과 침례병원을 공공이 인수하기 위한 현실적인 방안과 한계 등의 토론들이 이어졌다.

토론회의 좌장을 맡았던 김용익 전 의원은 민간병원의 공공병원화는 향후 공공의료를 강화하는데 필수적인 방법이며, 민간병원을 공공병원화 하는 침례병원의 사례와 주민들이 참여하고 자랑스러워할 수 있도록 올바른 공공병원 운영을 추진하는 진주의료원의 재개원의 사례를 함께 고민하며 부울경 지역의 공공의료를 강화시키기 위해 노력해야 한다고 이야기했다.

사회복지연대는 지난 2013년, 부산일보사와 공동기획한 ‘건강최악도시부산’시리즈 이후로 부산의 건강불평등 해소와 공공의료 강화를 위해 노력해왔다. 토론회를 통해 이번 침례병원사태가 오히려 기회가 될 수 도 있다는 생각이 들기도 한다. 물론 민간병원을 공공이 인수하는 것이 쉬운 길은 아니겠지만 건강최악도시부산이 건강최고도시 부산으로 거듭날 수 있도록 사회복지연대는 계속해서 활동할 것이다.

 


 

복지세상을 열어가는 시민모임_

'2017 권리로 요구하는 천안시 사회복지 정책제안 토론회'

시민 정책참여과정을 통해 모은 시미느이 목소리를 천안시 정책으로 제안

 

참여예산복지네트워크(사무국 : 복지세상을 열어가는 시민모임)는 9월 19일(화) 권리에 기반한 시민 정책참여과정으로 시민이 직접 천안시에 필요한 정책 7건을 발표하는 ‘2017 권리로 요구하는 천안시 사회복지 정책제안 토론회’를 천안축구센터에서 진행하였다.

정책제안 토론회는 아동, 청소년, 노인, 장애인, 이주민, 자활참여주민, 대학생 등 7개 영역에서 158명의 복지 당사자와 사회복지기관․단체 현장 실무자가 직접 권리워크숍과 원탁회의, 정책모니터링에 참여하며 문제점과 개선방안을 도출한 결과, 최종 7건의 정책을 천안시에 요구하는 자리이다.

 

2017년 시민 정책참여과정은 아동부터 노인, 장애인 등 총 158명이 4월 인권교육을 시작으로 각각 8번의 권리워크숍을 통해 320여가지 결핍점을 생생하게 이야기한 후, 75명이 한 자리에 모여 ‘권리원탁회의’를 통해 16가지 주제 중 ‘내 삶에서 가장 결핍된 점’에 대해 세부토의를 진행하고 우선순위 투표를 거쳤다. 이후 네트워크 기관․단체와 당사자가 함께 정책모니터링을 통해 실태와 문제점, 개선방안을 도출한 후 최종적으로 ‘저소득층 중․장년층 1인가구 고독사 예방 및 보호대책 마련’ 등 총 7건의 정책제안서를 작성하였다. 제안된 제안서는 9월 초 천안시 각 해당 부처에 정책을 전달하고 부서별로 의견서를 수렴하였다.

 

정책별 천안시 해당부서 사전 검토의견 수렴은 올해로 4년째 시행하고 있는 과정으로 사전 검토의견을 요청하기 이전보다 시민들의 삶을 더욱 살피며 책임 있게 정책을 수행하는 등 긍정적인 효과를 나타내고 있다. 그러나 부서검토 결과 7건 중 4건이 미반영과 보류 결과를 보이며, 절반이 넘게 시민의 의견이 반영되지 못하였다.

특히 저소득층 특수촬영 의료비 지원의 경우 참여예산복지네트워크에서 3년동안 제안하여 2015년 천안시장 공약사업에 포함되어 조례제정 후 시행하고 있으나, 지원되는 질환의 폭이 좁아 2016년 말 기준 18.%의 예산집행률을 보이며 실질적으로 지원이 필요한 저소득층에게 제대로 이루어지지 않고 있다. 또한 저소득층 중․장년층 1인가구 고독사의 경우 기록적인 고령화와 가파른 1인가구 증가세와 맞물리면서 전국적으로 급증하며 사회문제로 떠올랐다. 현재 고독사 관련 공식적인 정부차원의 통계는 없는 상태이며, 이와 관련있는 무연고 사망자 통계의 경우 전국 222개 지자체 중 천안시가 6위로 지난해 27명이 무연고 사망자가 발생하였다. 이에 지자체별로 중․장년층 1인가구에 대한 전수조사를 실시하고 대책을 마련하는 반면 천안시는 아직 고독사 예방을 위한 조사나 대책을 마련하지 않고 있다.

 

참여예산복지네트워크는 토론회 이후 조례개정 등을 통해 제안한 정책이 실행될 수 있도록 간담회 등을 진행할 예정이며, 사회복지예산의 양적인 확대 뿐 아니라 실질적으로 시민들이 필요로 하는 정책이 될 수 있도록 활동하고자 한다.

공동서한

국제 평화단체, 한반도⋅동북아 위기에 대한 외교적 해결 촉구

퍼그워시 회의 등 전세계 110개 평화단체, 무력사용 반대 입장 담은 서한을

미국과 북한 등 주요국가들에 전달

전 세계의 110개 평화단체들과 146인의 평화운동가들은 당면한 동북아와 한반도 위기에 대해 무력 사용을 반대하고 외교적 해결을 촉구하였습니다. 전 세계 평화와 군축을 위해 활동하는 이들은 이번 서한을 통해 지금의 위기가 오판과 우연에 의해 핵전쟁으로까지 비화된다면 전 세계는 핵참화를 피하기 어려울 것이라고 우려하며 △선제적 무력 사용 반대, △도발적인 군사연습 중단, △동북아비핵지대안 검토, △한국전쟁 종전, △6자회담 재개, △유럽연합의 외교적 협상 지원 환영, △외교적 해결 우선 등 7개 요구사항을 제시하였습니다.

 

이들은 이러한 입장을 담은 서한을 지난 9월 7일 남⋅북⋅미⋅중⋅러⋅일 등 6개국 대통령(또는 수상)과 유엔주재 대표, 유엔안보리 회원국, 안토니오 구테레스 유엔 사무총장 그리고 페데리카 모게리니 유럽연합 외교안보 고위대표에게 보냈다고 밝혔습니다. 

 

이번 공동서한에는 퍼그워시 회의(Pugwash Conference), Campaign for Nuclear Disarmament(영국), Coalition for Peace Action(미국), 원수폭금지협의회(일본), 참여연대(한국) 등 전세계 24개국에서 활동하는 평화단체들과 1976년 노벨평화상 수상자인 메어리드 코리건 매과이어(Mairead Corrigan Maguire)를 비롯한 대표적 평화운동가들이 함께 하였습니다.

▣ 공동서한 국문

 

동북아 상황의 외교적 해결을 호소합니다

 

전 세계에서 평화와 군축을 위해 활동하는 ‘어볼리션(Abolition) 2000’의 회원단체들을 대신하여 미국과 북한에 동북아가 직면하고 있는 전쟁 직전의 상황에서 한 걸음 물러나, 대신 전쟁을 막기 위한 외교적 접근법을 택하라고 촉구합니다. 

 

우리는 군사 갈등이 발발하는 것을 막고 나아가 근본적인 갈등을 해결하기 위해 즉시 협상에 나설 것을 요구합니다. 그러한 협상은 양자 간은 물론 중국, 일본, 북한, 러시아, 한국, 미국을 포함하는 새로운 6자회담 틀을 통해 이뤄져야 합니다. 

 

북한의 핵‧미사일 능력을 두고 고조되는 긴장과 군사 갈등 위협은 외교적 해법이야말로 필수적이며 최우선임을 다시금 일깨워줍니다. 전쟁 위기가 높아지고 오판과 우연, 또는 의도에 의해 핵무기가 사용될 수도 있다는 사실은 매우 끔찍한 일입니다. 

 

1950년에서 1953년까지 이어진 한국전쟁에서 목숨을 잃은 사람들의 수는 남북, 중국, 미국 등 다 합해 총 300만 명을 넘습니다. 만일 전쟁이 다시 발발한다면, 특히 핵무기가 사용된다면 사망자 수는 훨씬 더 많을 것입니다. 한반도에서 발발하는 핵전쟁은 핵 참사로 전 세계를 집어 삼킬 것이며 이는 우리 모두가 알듯이 문명의 종말을 가져올 것입니다. 

 

전쟁보다 외교적 해법을 지지하며, 우리는 다음과 같이 요구합니다.

  1. 우리는 그 어느 측의 선제적 무력 사용에도 반대합니다. 이는 역효과를 낳을 것이며 상황을 핵전쟁으로 이끌 것입니다. 
  2. 우리는 모든 측에 군국주의적 수사와 도발적인 군사 연습을 그만두기를 촉구합니다. 
  3. 우리는 중국, 일본, 북한, 러시아, 한국, 미국이 3+3 방식의 동북아 비핵지대 수립을 위한 단계적이고 포괄적인 접근법을 검토하기를 권합니다. 이는 일본과 한국에서 두 개 이상의 정당의 지지를 받고 있으며 북한 정부도 관심을 가지고 있습니다. 
  4. 우리는 중국, 일본, 북한, 러시아, 한국 그리고 미국이 또한 한국전쟁(1950-1953)을 공식적으로 끝내도록 1953년 정전협정을 전환하기 위한 가능한 옵션과 양식을 고려할 것을 권합니다. 
  5. 우리는 6자회담을 재개하라는 유엔 사무총장의 요구와, 협상을 지원하겠다는 그의 제안을 환영합니다. 
  6. 우리는 이란 핵 프로그램 협상을 성공적으로 이끌었던 것처럼 외교적 협상을 지원하겠다는 유럽연합(EU)의 제안 역시 환영합니다. 
  7. 우리는 유엔 안전보장이사회에 갈등에 대한 외교적 해결을 우선시할 것을 요구합니다. 

 

* 3+3 틀은 일본, 한국, 북한이 핵무기를 보유하거나 반입하지 않고, 중국과 러시아, 미국이 일본, 한국, 북한에 핵무기를 배치하지도, 이들을 핵무기로 공격하겠다고 위협하지도 않을 것을 요구합니다.

Appeal for a diplomatic solution in North East Asia

 

The Abolition 2000 members and affiliated networks listed below, representing peace and disarmament organisations from around the world, call on the United States and North Korea to step back from the brink of war in North East Asia, and instead adopt a diplomatic approach to prevent war. 
 
We call for the immediate commencement of negotiations to prevent a military conflict from erupting, and to resolve the underlying conflicts. Such negotiations should take place both bilaterally and through a renewed Six-Party framework involving China, Japan, North Korea, Russia, South Korea and the United States.
 
The escalating tensions and threat of military conflict over North Korea's nuclear and missile capabilities makes a diplomatic solution of vital importance and the highest priority. The increasing risk of war - and possibly even the use of nuclear weapons by miscalculation, accident, or intent - is frightening. 
 
More than three million citizens of Korea, China, USA and other countries lost their lives in the Korean War from 1950-1953. Should a war erupt again, the loss of lives could be considerably worse, especially if nuclear weapons are used. Indeed, a nuclear conflict erupting in Korea could engulf the entire world in a nuclear catastrophe that would end civilization as we know it.
 
In supporting diplomacy rather than war, we:
 

  1. Oppose any pre-emptive use of force by any of the parties, which would be counter-productive and likely lead to nuclear war;
  2. Call on all parties to refrain from militaristic rhetoric and provocative military exercises; 
  3. Encourage China, Japan, North Korea, Russia, South Korea and the United States to consider the phased and comprehensive approach for a North-East Asian Nuclear-Weapon-Free Zone with a 3+3 arrangement*, which already has cross-party support in Japan and South Korea and interest from the North Korean government;
  4. Encourage China, Japan, North Korea, Russia, South Korea and the United States to also consider options and modalities for turning the 1953 Armistice Agreement into a formal end to the 1950-1953 Korean War;
  5. Welcome the call of the UN Secretary-General for a resumption of Six-Party talks and his offer to assist in negotiations;
  6. Welcome also the offer of the European Union to assist in diplomatic negotiations, as they did successfully in the negotiations on Iran’s nuclear program;
  7. Call on the United Nations Security Council to prioritise a diplomatic solution to the conflict

 
* The 3+3 arrangement would include Japan, South Korea and North Korea agreeing not to possess or host nuclear weapons, and would require China, Russia and the USA agreeing not to deploy nuclear weapons in Japan, South Korea or North Korea, nor to attack or threaten to attack them with nuclear weapons.

강에는 녹조, 수돗물은 안전? 신뢰 구축을 위한 시민소통체계 필요

수돗물 안전하다는 정부 발표에 ‘동의한다’ 24%에 불과 시민환경연구소 백명수 부소장 “시민도 수질 정보 생산에 참여할 수 있어야”
2월 3일 국회에서 ‘상수원 녹조문제 대응을 위한 소통체계 개선 방안’이란 이름으로 토론회가 열렸다. 해마다 녹조가 창궐하는 상황에서 수돗물에 대한 신뢰를 회복할 수 있는 방안이 논의되었다. 토론회를 공동주체한 국민의당 이상돈 의원은 인사말에서 “이 자리가 봄부터 다시 시작될 녹조문제 개선의 계기가 되었으면 좋겠다.”면서 “ 강을 복원하는 근본 해결책이 아니고는 녹조를 해결할 수 없다고 본다.”고 말했다. 더불어민주당의 서형수 의원은 “오염에 대한 정확한 정보를 생산하고 유통하는 시스템이 환경정부의 출발점”이라며 투명성을 강조했다. 토론회의 기초가 된 연구 사업을 발주한 이상협 KIST 식수원녹조연구단 단장은 “‘녹색은 녹조, 녹조는 나쁘다’라는 고정관념이 생긴 것 같다.”며 토론회가 불신 해소의 출발이 되길 바란다고 말했다. 그러나 이에 대해 정의당 이정미 의원은 “고정관념이라고 표현한 시민들의 불안은 결코 괜한 것이 아니다.”라며 시민들이 녹조라떼를 눈으로 보는 현실에서 수돗물이 안전하다는 말만 되풀이 하는 것은 신뢰 회복에 도움이 되지 않음을 지적했다.   [caption id="attachment_173440" align="aligncenter" width="640"]최동진 국토환경연구소 소장. 사진: 환경운동연합 최동진 국토환경연구소 소장ⓒ환경운동연합[/caption]

최동진 국토환경연구소 소장은 첫 번째 발제자로 나서, 법제 개선 방안에 대해 발표했다. “조류경보 시스템에 국민과의 소통은 빠져 있다.”면서 조류경보를 국민들이 느끼는 위기감과 국민 눈높이에 맞추고 구체적인 행동요령들을 포함해야 한다고 제안했다. 또한 상수원 수원평가를 도입하여 수원의 등급을 매기고, 문제가 있는 부분은 훼손수계로 지정하여 특별대책과 물안전계획을 수립해야 한다고 했다. 아울러 물환경 조사평가에 관한 법률을 통폐합할 것을 제안하며 “현재 물관리 업무가 환경부, 국토부 등으로 나눠져 있고 각각 조사를 따로 하기 때문에 소통의 문제가 발생한다.”고 말했다. 최동진 소장은 마지막으로 물환경 조사 및 평가전문기관을 설치해야 한다고 주장했다. “국민이 ‘저 기관에서 말하면 믿을 수 있고, 저 기관을 통하면 궁금한 점을 해소할 수 있구나’라고 느낄 수 있는 기관이 없다.”면서 유역별로 전문적이면서 국민과 소통할 수 있는 기관이 마련돼야 하며 그 근거 법제가 필요하다고 언급했다.   [caption id="attachment_173441" align="aligncenter" width="640"]김미선 시민환경연구소 비상임연구위원. 사진: 환경운동연합 김미선 시민환경연구소 비상임연구위원ⓒ환경운동연합[/caption]
“시민들이 체감하는 위험 무시하고는 수도사업 안정적 운영 어려워” 소통도구로서 ‘물안전계획’ 제안
김미선 시민환경연구소 비상임연구위원은 취수원 노후화, 기후 변화, 상수원 환경 변화 등 수돗물 안전과 신뢰도를 위협하는 요인이 늘어남을 지적하며, WHO가 제안하는 국제적인 음용수 안전 계획인 ‘물안전계획(Water Safety Plan)’을 소개했다. 김미선 위원은 “WHO의 가이드라인에 따르면 신뢰를 훼손할 수 있는 요인도 수돗물 운영의 리스크로 파악해야 한다. 예를 들면 녹조가 빈번하지 않아도, 내지는 건강에 심각하게 해가 되지 않더라도 실제로 수돗물 운영의 리스크, 즉 소비자의 신뢰를 훼손할 수 있는 요인으로 작용하고 있다면 그것에 대한 리스크 관리를 철저히 해야한다.”고 지적했다. 아울러 물안전계획 우수 사례로 일본 동경도를 소개하며, “동경도는 수도사업자들이 물안전에 대한 소비자들의 욕구를 충족시키는 것이 의무임을 확실히 하고 있다. 또한 물소비자들의 의견을 청취하고 그 의견을 계획 수정시에 반영하는 것이 의무화되어 있다.”고 말하며 시민 의견을 묻고 반영하고 다시 묻는 과정으로서 물환경계획이 효과적일 수 있음을 보였다. 김미선 위원은 “시민들이 체감하는 위험을 무시하고는 수도사업 안정적 운영이 어렵다.”면서 물소비자의 눈높이에 맞춘 리스크 관리를 재차 강조했다.   [caption id="attachment_173442" align="aligncenter" width="640"]백명수 시민환경연구소 부소장. 사진: 환경운동연합 백명수 시민환경연구소 부소장 ⓒ환경운동연합[/caption]
“신뢰 구축을 위해서는 서로 마주보고 같은 정보를 생산해내는 것이 중요”
세 번째 발표자로 나선 백명수 시민환경연구소 부소장은 소통과 참여를 중심으로 구체적인 제안을 했다. 백명수 부소장은 수돗물에 대한 신뢰 하락의 원인을 정보의 비대칭성에서 찾았다. “정부나 전문가는 굉장히 많은 정보를 보유하고 있지만 물을 마시는 당사자는 정보의 양이 적다. 거기서 인식의 격차가 발생한다. 따라서 쌍방향 위험정보 소통체계가 필요하다.”고 백명수 부소장은 말했다. 실제로 시민환경연구소가 2014년 실행한 조사에 따르면 녹조가 발생하더라도 고도정수처리과정을 통해 마시는 데 아무 이상이 없다는 정부 발표에 대해 ‘동의한다’는 응답 비율은 24.2%에 불과했다. 백명수 부소장은 특히 환경정보 생산에 시민이 참여할 수 있는 기회가 보장되어야 함을 강조했다. “기존 법이 정보 공개를 명시하고는 있지만, 정보 및 자료 생산에 대한 시민접근권을 보장하고 있지 않다. 시민 참여를 배제하고 정부 혼자 정보를 만들고 공급해도 되는 상황”이라며, 시민이 생산과 검증에 참여하지 않은 정보로는 시민에게 신뢰를 줄 수 없음을 지적했다. 구체적으로는 시민참여를 보장하는 거버넌스를 강조하고 그 일환으로 수돗물평가위원회의 위상과 역할을 제고해야 한다고 주장했다. 또한 수돗물정보센터를 설치해서 상수원부터 수도꼭지까지 연계된 수돗물 수질 정보를 민/관 공동으로 구축하고, 부처 칸막이를 극복할 것을 강조했다. 마지막으로 환경정보 공개와 시민 참여를 주 목적으로 한 오르후스 협약 가입까지 제안했다.   [caption id="attachment_173443" align="aligncenter" width="640"]사진: 환경운동연합 ⓒ환경운동연합[/caption] 지정토론자로는 김종윤 환경부 수질관리과 과장, 전형준 단국대 분쟁해결센터 교수, 이상진 충남연구원 박사, 정득모 서울물연구원 원장, 임희자 마산창원진해환경운동연합 기획실장이 참여했다. 전형준 교수는 이날 토론의 키워드로 ‘검증’을 꼽으며, 수도사업체 내부 정보를 제공해도 시민들이 신뢰하지 않을 수 있음을 지적했다. 전형준 교수는 가능한 대안으로 수도사업체가 누구나 접근 가능한 정보로 검증을 해내거나 검증 자체를 시민들에게 맡기는 방법을 언급했다. 아울러 “건강과 안전문제에 관해서 시민들은 의사들의 말을 가장 신뢰하고, 의사들은 시민단체의 의견을 신뢰하는 편이다. 이는 시민단체가 이해관계에서 보다 자유롭다는 생각 때문”이라며, 정보 전달의 주체까지 세밀하게 고안할 필요가 있다고 말했다. 임희자 기획실장은 “소통과 공동의 정보 생산을 위한 전문 기관 설치에 동의한다.”며 “부처 칸막이를 넘어서 신뢰할 수 있는 데이터를 만들어낼 기관이 꼭 필요하다.”고 말했다. 다만, 환경부 장관이나 차관이 직접 관리하는 수계위원회를 예로 들며, 기구의 인적 구성이 시민에게 열려 있지 않은 현 상황에서는 믿고 맡길 기관을 찾기 어렵다고 말했다. 토론의 말미에서 더불어민주당 서형수 의원은 “소통체계가 어떤 목적으로 사용될 수 있는지를 다시 한 번 짚어야 한다. 수돗물이 안전하다고 전제할 것이 아니라 정보 공개와 시민 참여를 통해 수돗물 안전으로 나아가는 방향성이 중요하다.”고 말하며 수돗물 안전은 목표, 소통체계는 그것을 위한 방안임을 뚜렷이 했다. 토론을 공동주최한 환경운동연합은 녹조문제 대응과 수돗물에 대한 신뢰 회복을 위해 관련 운동을 지속해 나갈 것임을 밝혔다. 후원_배너 토론회 자료집 다운로드 [토론회자료집]상수원 녹조문제 대응을 위한 소통체계 개선 방안_1 [토론회자료집]상수원 녹조문제 대응을 위한 소통체계 개선 방안_2

이번엔 청계광장에서 함께 만나요.

이번 주 금요일(25일) 저녁 7시, 청계광장에서 여섯 번째 #돌마고 #불금파티 가 열립니다.

그동안 불금파티는 MBC와 KBS 앞에서 열었는데요, 더 많은 시민들과 함께 하기 위해 청계광장에서 불금파티를 엽니다. 제작중단 중인 마봉춘 아나운서 #허일후 님이 사회를 보고, #전인권 님과 #한영애 님이 초대손님으로 옵니다. 그리고, KBS와 MBC의 보도로 가슴이 무너져내렸던 #416가족합창단도 함께 합니다.

 

6번 째 불금파티는 공영방송 언론인들이 시민들과 함께 만나는 자리로 준비하고 있습니다.
그동안 KBS와 MBC에서 어떤 말도 안 되는 일들이 벌어졌는지 확인할 수 있습니다.

 

무엇보다 국민 모두가 성원했던  #마봉춘 과 #고봉순 을 하루라도 빨리 만나려면, 시민들의 응원이 절실합니다.
