2016년 4월 15일 - 건설 계획된 석탄화력발전소가 고효율 기술을 갖추더라도 국제사회가 합의한 지구온난화 억제 목표를 달성하는 데는 크게 역부족인 것으로 나타났다. 오는 4월 22일 신 기후체제 합의를 담은 파리협정에 대한 고위급 서명식이 예정된 가운데, 지구 온도상승을 1.5~2도 아래로 억제하겠다는 협정 목표를 달성하기 위해 석탄화력발전소 축소가 불가피하다는 지적이다.
한국, 일본, 독일을 비롯한 정부와 발전회사는 고효율 석탄화력발전소를 기후변화 대응 수단으로 제시해왔다. 고효율 석탄화력발전은 초임계, 초초임계, 석탄가스화복합발전(IGCC) 등 기술을 포괄한다. 하지만 아무리 효율을 높이더라도 석탄화력발전소 확대는 위험한 기후변화로 이어질 수밖에 없다는 것이 에너지·환경 전문 컨설팅 회사 에코피스(Ecofys)의 보고서 ‘2도 시나리오에 상반되는 고효율 석탄화력 기술’의 결론이다.[1]
유엔 ‘기후변화에 관한 정부간 협의체’에 따르면, 지구온난화 2도 억제목표 달성을 위해서는 세계 전력 부문의 온실가스 배출량은 급격히 하락해 2050년에 거의 ‘0’ 수준이 돼야 한다. 전 세계적으로 현재 건설 계획 중인 총 1,400 GW 석탄화력발전소에 모두 고효율 기술을 도입하더라도, 배출량 목표 달성은 요원하다.
이지언 환경운동연합 에너지기후팀장은 “한국 정부는 2030년 온실가스 감축 목표를 발표하며 탄소포집‧저장(Carbon Capture & Storage)을 주요 온실가스 감축수단 중 하나로 포함시켰다. 효용성이 낮은 기술 개발에 막대한 예산을 낭비할 것이 아니라, 정부와 국회는 계획 중인 석탄화력발전소의 중단과 장기적 축소 정책을 채택해 기후변화 대응의 진정한 의지를 보여줘야 한다”고 말하며 아울러 “고효율 석탄화력발전에 ‘친환경’이란 수식어로 홍보하던 잘못된 관행도 앞장서서 바로 잡을 것”이라고 강조했다.[2]
정부가 승인한 전력수급기본계획에 따라 현재 충남 당진‧보령‧태안, 강원 삼척‧강릉, 경남 고성에서 총 20기의 석탄화력발전소가 건설 중이거나 계획 단계에 있다. 이번 에코피스 보고서는 ‘기후변화에 관한 정부간 협의체’와 ‘국제에너지기구’의 시나리오를 각각 평가해 분석했다.

Samsung C&T said its trading arm will also gradually exit from all coal-related businesses once its existing contracts terminate, while seeking to expand its business into LNG and renewables. The company will completely withdraw from the Gangneung project after selling all of its 29% stake, which it can do it three years after commercial operations begin in end-2023.
“It is quite disappointing that the company’s not giving up on its ongoing projects, including Vung Ang 2,” Lee Jieon, a climate and energy coordinator at Korea Federation of Environmental Movements, said by phone. “Still, it is worth noting that the pledge came from a major construction company in South Korea, which may set an example for other non-financial firms in the country.”
