  그런데 청주시는 이마트의 유통시설용지 분양 계약에 대해 ‘우리가 직접 분양하지 않아서 몰랐다’는 변명으로 일관하고 있다. 산업단지 조성과 투자 유치, 일자리 창출, 유통 정책에 이르기까지 청주테크노폴리스 개발과 직간접적으로 연관된 청주시 조직은 어림잡아 10여 개 팀에 이른다. 청주시가 시민들의 혈세로 20%를 출자하고 주식회사 청주테크노폴리스를 만들어 이 사업에 참여한 것은, 해당 개발행위가 그만큼 청주시에 중요하고 공공성을 담보할 수 있으리라고 기대하기 때문이다.
