- 국토해양부, 영산강 친수지구 확대 지정 변경절차 진행. 하천기본계획에 12월내로 반영할 계획

- 영산강의 생태환경은 악화되고 있는데, 친수지구 지정은 오히려 영산강을 망가뜨리는 일

- 영산강 둔치에 축구장, 야구장 등 각종 친수시설도입을 멈추고 생태축 단절이 되지 않도록 복원 관리하는 것이 우선되도록 해야 한다.

○ 국토해양부는 영산강 하천구역 지구지정 변경 안을 하천기본계획에 반영하기 위한 절차를 진행 중이다.

○ 하천법은 하천구역 안에서 하천환경 등의 보전 또는 복원이나 하천공간의 활용 등을 위하여 필요한 경우에는 보전지구·복원지구 및 친수지구를 지정할 수 있도록 하고 있다. 국토해양부는 2013년부터 기존 보전, 복원, 친수 3개로 구분하던 것을 특별보전, 일반보전, 완전보전, 복원, 근린친수, 친수거점으로 세분하여 관리하는 방침으로 변경하는 하천구역 지구지정 변경절차를 진행해 왔다. 체계적인 관리를 위해 지구지정을 세분화한다고 하지만, 정작 지구지정 변경 내용을 보면, 보전이나 복원지구가 친수지로 변경된 내용만 늘었다. 영산강에서도 2013년에 친수지구가 확대된 지구지정 변경이 있었고, 올해 12월내로 영산강 지구지정 변경 건을 반영한 하천기본계획을 변경하여 고시할 예정이다.

○ 올해의 영산강 하천구역 지구지정 변경(안) 내용을 보면, 각 지자체로부터 총 16건의 지구지정 조정이 건의되었고, 이중 9개의 지구를 일반보전지구에서 근린친수지구로 전체 및 일부 변경하겠다는 안을 최종 확정하였다.

둔치와 같은 하천구역에 친수시설 도입을 적극 허용하는 현재의 지구지정 변경 안에 대한 문제점과 요구를 다음과 같이 밝힌다.

1. 최근 영산강 하천구역 지구지정 안은 하천기본계획 취지에 어긋난다.

체계적이고 지속가능한 하천관리, 무분별한 개발을 막기 위한 취지로 하천기본계획을 수립하고 있다. 현재 친수지구를 추가 지정하는 변경(안)을 반영하기 위한 하천기본계획 변경 절차는 본래의 취지에도 어긋난다.

2013년 10월에 영산강 9개의 보전지구가 친수지구로 지정되었다(좌안 6,450m, 우안 4,200m). 그리고 3년이 지난 지금 추가로 친수지구를 확장하기 위한 지구지정계획이 수립되고 있다. 국토해양부는 지구지정을 세분화하면서 친수구역 면적이 줄어들었다고 주장한다. 하지만 친수시설을 도입할 수 있는 친수지구는 오히려 늘어났기 때문에 생태계 단절로 하천 기능이 파괴될 우려가 크다.

2. 특별보전지역에 자전거 길을 비롯하여 하천구역 내에 운동장 등을 설치할 수 있도록 하는 것은 적절하지 않다.

영산강 하천구역 지구지정(안)의 관리방향을 살펴보면 도입 가능 시설로 자전거 길이 포함되어 있다. 특별보전지역은 상수원 보호구역, 생태계보전구역, 습지보호구역 등 보전가치가 특별히 높은 곳이다. 근린친수지역에 설치할 수 있는 자전거 길을 특별보전지역에도 설치할 수 있도록 하는 것은 적절하지 않다.

또한, 친수지구에 야외극장, 휴게음식점까지 가능하도록 하고 있어, 말 그대로의 친수 기능과 무관한 시설을 과잉으로 허용하고 있다. 이들은 통수에 장애를 주고 하천 수질에도 악영향을 줄 수 밖에 없다. 하천부지 밖에 설치하도록 해야 한다.

3. 영산강은 하천둔치에 많은 야구장, 축구장 등 친수시설이 이미 설치되어 있다. 체육시설 도입을 허용하기 위한 친수지구 추가 지정 계획은 철회되어야 한다.

- 12월에 있을 중앙하천관리위원회의 심의를 통해 영산강 지구지정(안)이 하천기본계획에 반영된다면 친수지구로 지정된 곳에 체육시설이 도입되어 영산강의 생태환경이 더 심각하게 파괴될 것이다. 특히 광주의 영산강 하천둔치에는 첨단 종합운동장, 북구 종합운동장을 비롯한 많은 야구장, 축구장이 들어와 있다. 일반보전지구에서 근린친수지구로 계획된 북구 첨단대교 좌안의 지구지정은 철회되어야 한다. 영산강 북구구역에는 첨단 종합운동장, 북구 종합운동장 등의 체육시설이 과잉으로 도입되어 있다. 하천부지 내로 운동장과 같은 체육시설이 들어서서는 안 된다. 광산구 호가정 주변인 영산강 우안과 남구의 영산강 좌안의 친수지구 지정도 철회되어야 한다. 이외에도 친수지구로 지정된 모든 계획은 취소되어야 한다. 이미 하천둔치의 친수공간이 포화상태이기 때문에 추가로 체육시설을 도입하기 위한 친수지구 확대는 멈춰야 한다.

○ 이미 4대강 사업 결과로 공원 등 하천구역에서의 친수시설이 과잉 조성되어 있어 문제가 되고 있다. 4대강사업 이후에도 각 지자체로부터 하천둔치 이용과 개발 요구가 빈번해졌고, 이로 인해 하천 둔치에 각종 운동장 등 체육시설과 광장, 산책로 등 친수시설이 경쟁적으로 도입되었다.

○ 영산강은 승촌보와 죽산보에 물길이 가로막혀 수질과 강바닥의 심각한 오염이 이어지고 있다. 영산강은 비점오염원 부하가 높다. 생태기능을 회복시켜야 할 영산강에 지구지정에 있어서 기초체육시설 등의 친수시설 도입은 문제가 크다. 친수지구 확대가 아니라 생태축 단절이 되지 않도록 복원 관리하는 것이 우선되어야 한다.

광주환경운동연합 광주전남녹색연합 영산강살리기운동본부 목포환경운동연합

지난 4월 7일 세계적인 물류운송 업체인 DHL 코리아 임직원과 가족 약 80여명이 작년에 이어 올해에도 망원한강공원에서 서울환경운동연합이 진행하는 한강 숲 조성 캠페인에 참여를 하였습니다.

올해에는 수수꽃다리  약 140주와 갯버들 약 300주를 작년에 심은 장소에서 이어 식재를 하였습니다.

DHL 코리아는 작년에도 임직원과 가족 약 50여명이 참여하여 수수꽃다리 200주와 갯버들 50주를 식재하여 현재 아주 잘 성장을 하고 있습니다.

특히 독일에 본사를 둔 DHL은 2050년까지 탄소배출 0%를 선언하면서 기후보호에 앞장서고 있고 올해부터 매년 전세계 지사에서 100만그루를 심는 프로그램을 시작하고 있습니다.

또한 망원 한강공원에 꽃내음이 가득하길 기원하며 올해 6월에도 임직원 약 100명이 참여하여 나무를 심겠다는 계획을 알리기도 했습니다.
