5년 전 발사르 알 아사드(Bashar al-Assad) 정부는 2011년 3월 15일에 시작한 대규모 시위를 난폭하게 진압했다. 그러한 폭력적인 대응은 최악의 무력 충돌을 일으켰다.

Syria after the ‘Arab Spring’: Eight key facts

Five years ago, Bashar al-Assad’s government brutally suppressed mass protests which began on 15 March 2011. The violent response sparked the region’s most severe armed conflict.

1. More than 250,000 people have been killed, according to the UN. War crimes and crimes against humanity are rife.

2. Since then, more than 11 million people have been forced from their homes, including around 7 million people within Syria and more than 4 million who are now refugees abroad, mostly in Turkey, Lebanon and Jordan. Tens of thousands of refugees from Syria have also fled to Europe, often risking their lives in the process.

3. Government forces have repeatedly shelled and bombed civilian areas using indiscriminate weapons, including barrel bombs. They’ve also bombed hospitals, targeted medical workers and mounted long-running sieges of opposition-held areas, depriving people of food, medicines and other necessities. According to Physicians for Human Rights, 112 medical facilities were attacked in 2015 alone, the majority by government forces.

4. According to the Syrian Network for Human Rights, approximately 65,000 people have been arrested by government security forces and are now missing in a network of unofficial detention centres. Others have been jailed for helping people forced from their homes by the fighting, or for speaking out about the situation in Syria. Lawyers, doctors and journalists have been locked up just for doing their jobs.

5. Intelligence agencies and other government forces continue to use torture on a massive scale. Thousands have died in custody since 2011 due to torture and other factors, including lack of food and medical access.

6. The armed group calling itself the Islamic State (IS) has shelled civilian areas and killed scores of civilians and prisoners. The group has abducted, tortured and executed journalists, peaceful activists and other perceived opponents. IS also besieges civilian areas, which means people struggle to get food, medical supplies and other necessities.

7. Other armed groups including Jabhat al-Nusra have also attacked civilian areas, abducted suspected opponents and killed captives.

8. Russian air strikes in support of the al-Assad government have killed hundreds of civilians and struck medical facilities.

Ukraine: Homophobic violence mars gay pride rally in Kyiv

Despite efforts by police today, Ukrainian authorities should have done more in advance to prevent violent attacks against gay Pride marchers several of whom were injured today, Amnesty International said.

Lack of coordination with the event organisers and the failure to put an evacuation plan in place meant that, despite the presence of at least 1,500 police and national guard soldiers, about 10 protesters were injured when they were attacked by homophobic protesters. At least five police were also injured, one seriously.

“The homophobic violence which soiled the streets of Kyiv today was ugly and action should have been taken in advance to try and prevent it. Instead of responding to violent threats by taking steps to ensure marchers would be safe, the police only took the decision to provide protection to the march yesterday. Had more time been spent planning and coordinating, some of these injuries might have been avoided,” said Denis Krivosheev, Amnesty International’s deputy director for Europe and Central Asia.
“It is vital that the authorities investigate and prosecute those responsible for the violence and ensure that they do more to protect members of the LGBTI community from attack in the future.”

In 2012 and 2014 Pride marches in Kyiv were cancelled at the last moment after the police told the organizing committee that they could not ensure the safety of participants following threats. This year there were again threats from the radical right-wing groups, Svoboda and Pravyi Sektor. Police held meetings with event organisers to try and dissuade them from holding the event but eventually agreed to protect the march, at a meeting on Friday 5 June.

For safety reasons the route of the march was kept secret until the last moment and the march set off at 10am with more than 250 marchers. They came under sustained attack soon after setting off. Although the police took action to protect marchers, arresting at least 28 counter-protesters, there were incidents where not enough was done. One witness described to Amnesty International how a cordon of police did nothing to protect international observers who were being chased by a violent mob.

“It is very sad that an event intended as a celebration of equality, diversity and the rights of freedom of expression and assembly should attract this kind of violent homophobia and that the authorities efforts to protect them fell short,” said Denis Krivosheev.
“Nevertheless, the fact that the march went ahead as planned means that Ukraine has passed an important test of tolerance. It was not a test that was passed smoothly or without pain and it is clear that the country still has a long way to travel along the road to a more tolerant society.”

President Petro Poroshenko backed the activists’ constitutional right to march and Amnesty International members sent some 20,000 signatures urging the authorities to protect the march.

Ukraine has repeatedly failed to protect the rights to freedom of expression and peaceful assembly of LGBTI people in the past.
In 2012, a Pride march planned for 20 May was cancelled by the organizers because they had received threats of violence from various individuals and groups, and because the Kyiv police failed to guarantee the safety of the demonstrators, telling them “people would get hurt”.
Another Pride march planned for 5 July 2014 was also cancelled after the police told the organizing committee, at short notice, that they could not ensure the safety of participants in the face of expected counter-demonstrations.

The first LGBTI Pride in Ukraine was held in 2013, attracting 100 participants and 500 counter-protesters. The march was held on the outskirts of the city, after a court order banning the marchers from the city centre. The march coincided with Kyiv Day celebrations, and the municipality in the capital had applied – unsuccessfully – for a ban on all demonstrations not linked to the official celebrations.

Saudi Arabia: Fears grow that three young activists could soon be executed

There are rising fears about the impending executions of Ali Mohammed Baqir al-Nimr and two other young Shi’a activists in Saudi Arabia who were arrested as juveniles after participating in anti-government rallies, Amnesty International said today after learning that they had been moved to solitary confinement.

The organization has been able to confirm that Ali al-Nimr, Dawood Hussein al-Marhoon and Abdullah Hasan al-Zaher were moved to solitary confinement in al-Ha’ir prison in Riyadh on 5 October. They were arrested at different times in 2012, when they were all under the age of 18, and sentenced to death in 2014. All three death sentences were upheld by Saudi Arabia’s appeal court and the Supreme Court earlier this year.

Pro-government media reports that Ali al-Nimr could face crucifixion after his beheading have sparked a global outcry. On 14 October, his mother appealed to US President Barack Obama to step in to save her son.

“The death penalty is a cruel, inhuman and degrading punishment and there is no convincing evidence that it is a particular deterrent against crime. Its use to punish someone for a crime they allegedly committed when they were under 18 years old is a flagrant violation of international law,” said James Lynch, Deputy Director of the Middle East and North Africa Programme at Amnesty International.

“The fact that all three state that they were tortured and denied access to a lawyer during their interrogations raises further grave concerns about the legal proceedings in their cases. It is abundantly clear that they have had nothing that resembles a fair trial.”

Ali al-Nimr was arrested in February 2012, when he was 17 years old, and held in a juvenile rehabilitation centre and then an adult prison. He was sentenced to death in May 2014 by the Specialized Criminal Court (SCC) in Jeddah, a security and counter-terrorism court, for 12 offences that included taking part in anti-government protests, attacking security forces, possessing a machine-gun and carrying out an armed robbery. Ali al-Nimr has said that his “confessions” were extracted under torture but the court has refused to order an investigation into his allegations.

Dawood Hussein al-Marhoon and Abdullah Hasan al-Zaher were arrested on 22 May and 3 March 2012, when they were aged 17 and 16 respectively. They were sentenced to death by the SCC in Riyadh in October 2014 on similar charges, which included taking part in anti-government protests, carrying out an armed robbery, and “participating in killing of police officers by making and using Molotov cocktails to attack them.” They too claimed to have been tortured and forced to “confess”.

“Saudi Arabia’s record when it comes to sentencing people to death after deeply flawed legal proceedings is utterly shameful. The death penalty is often arbitrarily applied after blatantly unfair trials,” said James Lynch.

“This is compounded in this case by imposing death sentences on juvenile offenders, which is an egregious violation of international law. It is absolutely outrageous that the court dismissed all three activists’ allegations of torture to make them ‘confess’ and simply sentenced them to death.”

The UN Convention on the Rights of the Child, which is legally binding on Saudi Arabia, makes clear that no death sentences may be imposed for offences committed by individuals under the age of 18.

Saudi Arabia is one of the most prolific executioners in the world. The kingdom has executed 137 people so far this year, compared to 90 in the whole of 2014. Death sentences are often imposed after unfair trials, with juvenile offenders and people with mental disabilities not spared, Amnesty International documented in a recent report.

Ali al-Nimr is the nephew of Sheikh Nimr Baqir al-Nimr, a prominent Shi’a cleric from eastern Saudi Arabia who was sentenced to death in October 2014. Tensions between the Saudi Arabian authorities and the country’s Shi’a Muslim minority have increased since 2011 when, inspired in part by popular protests across the Middle East and North Africa, some citizens in the predominantly Shi’a Eastern Province stepped up calls for reforms.

Background

Since 2012, the Saudi Arabian authorities have been persecuting human rights defenders and dissidents with complete impunity, using both the courts and extrajudicial means such as the imposition of arbitrary travel bans.

In February 2014, the authorities put into force a new counter-terror law that has since then been used against human rights defenders and activists to sentence them to long prison terms and even to death.

Most trials of these activists have taken place at the SCC, whose jurisdiction is vague and proceedings shrouded in secrecy.

In addition to the above Shi’a activists, the SCC had also sentenced human rights defender and lawyer Waleed Abu al-Khair under the new counter-terror law. It also recently sentenced Abdulrahman al-Hamed, one of the founding members of the independent human rights organizations, the Saudi Civil and Political Rights Association (ACPRA), to nine years in prison on 13 October.

남수단 내전 중 수천 명의 여성들과 일부 남성들이 출신 민족을 이유로 성폭행을 당했고, 그로 인한 정신적인 고통과 낙인에 시달리고 있지만 달리 도움을 청할 곳도 없는 상태에 놓여 있다. 국제앰네스티는 24일 이와 관련된 신규 보고서를 발표했다.

국제앰네스티는 지난 24일 발표한 신규 보고서 <“침묵하지 말라”: 정의와 보상 요구에 나선 남수단 성폭력 생존자들>에서 2013년 12월 내전 발발 이후 국가 전역에서 수천 명을 대상으로 한 심각한 성폭력 실태를 공개했다. 이 보고서는 국제앰네스티와 10명의 남수단 인권옹호자들의 공동 조사 프로젝트를 통해 작성된 것이다. 조사에 참여한 인권옹호자 10인의 신원은 남수단 정부의 보복 가능성을 우려해 공개하지 않았다.

성폭력에는 살바 키르(Salva Kiir) 대통령이 지휘하는 정부군 딩카족과, 이에 맞서는 리에크 마차르(Riek Machar) 전 부통령을 중심으로 한 반군 누에르족 반군 및 각각의 동맹 무장단체 등 분쟁 양측 모두가 가담했다.

“이는 사전에 계획된 대규모 성폭력이다. 여성들은 집단 강간을 당했고, 그 과정에서 막대기로 성적 폭행을 당하거나 칼로 신체를 훼손당했다.”

강간은 용납할 수 없는 행위이며, 이로 인해 피해자들은 삶이 송두리째 바뀌었다.

“생존자 중에는 남편과 시집으로부터 손가락질을 받으며, 지역사회에서도 낙인 찍힌 채 살아가는 경우도 많다”고 무소니 완에키(Muthoni Wanyeki) 국제앰네스티 동아프리카 및 아프리카 뿔·대호수 지역 국장이 말했다.

성폭력 후 잔인한 신체손상과 살해까지 자행

국제앰네스티 조사관은 남수단 중부 에콰토리아, 종레이, 나일강 상류, 유니티 등 4개 주의 도시 및 마을과 우간다 북부의 난민 수용소 3곳을 다니며 16명의 남성을 포함, 성폭력 피해자 168명과 인터뷰를 했다.

가해자들이 강간 후에 피해 여성을 살해하는 경우도 있었다. 피해 여성이 저항하려 하자 가해자들이 피해자의 질을 칼로 훼손하기도 했다. 이 사건의 피해자는 상처 때문에 4일 후 목숨을 잃었다.

민간인 남성 역시 공격 대상이었다. 강간하거나, 거세했고 바늘로 고환을 찌르는 경우도 있었다. 특히 소름끼치는 사례로, 4명의 정부군 병사들이 젊은 남성의 항문에 풀을 꽂고 불을 붙인 후, 피해자가 불에 타 죽어가는 모습을 지켜보기도 했다.

생존자 가틀루오크(Gatluok)는 2015년 5월, 정부군이 유니티 주의 한 마을을 습격했을 때 미처 탈출하지 못했다. 그는 당시의 경험을 다음과 같이 전했다. “나는 눈이 보이지 않았기 때문에 다른 청년들처럼 도망칠 수가 없었고, 결국 붙잡혔습니다. 그들은 내게 강간을 당할 건지, 죽을 건지 선택하라고 했어요. 나는 죽고 싶지 않다고 했고, 그들은 나를 강간하기로 했습니다.”

“이러한 공격은 피해자들에게 공포와 굴욕, 수치를 주려는 목적인 것으로 보인다. 일부의 경우 정치적 경쟁 집단의 남성들이 생식하지 못하게 하려는 의도였던 것으로 추정된다”고 무소니 완예키 국장은 말했다.

끝나지 않는 고통 – 외상후 스트레스 장애

국제앰네스티와 인터뷰를 한 여성들 중 한 명은 현재 HIV 양성 판정을 받았다. 누관 질환과 변실금으로 고통받는 피해자들도 있었다. 일부 남성들은 생식 불능 상태였다.

다수의 피해자들이 악몽과 기억 상실, 집중력 저하에 시달렸으며, 보복 또는 자살을 생각한 적이 있다고 밝혔다. 모두 외상후 스트레스 장애로 나타나는 증상이다.

# 19세 여성 조쿠두(Jokudu)는 2016년 12월, 예이 마을 근처에서 5명의 정부군 병사에게 잔혹하게 강간 당했다. 현재 조쿠두는 소변을 조절할 수 없는 상태이며, 빈번히 하혈을 하고 있다.

# 24세의 은야바케(Nyabake)는 2016년 7월 주바의 한 검문소에서 정부군 병사들에게 집단 강간을 당했다. 그녀는 악몽 때문에 세 시간 이상 잠을 자는 것이 불가능하다고 한다. 언제나 그 병사들이 다시 돌아올 것 같은 기분이 든다고 말했다.

# 수케지(Sukeji)는 2016년 8월 두 아이가 보는 앞에서 3명 정부군 병사 에게 집단 강간을 당했다. “떠올리고 싶지 않은 기억이지만 갑자기 생각이 날 때마다 울어요. 아이들도 그 일을 기억하고 있는지 궁금할 때도 있어요. 아이들이 자라면 엄마를 어떻게 생각할까요?”

# 2016년 7월, 주바에서 정부군 병사들에게 집단 강간을 당한 은야가이(Nyagai)는 사건 이후 신앙을 잃어버렸다. 그녀는 그 후로 교회에 가지 않았고, 더 이상 기도를 하지도 않는다고 했다. “강간을 당한 그 날, 내 안에 사탄이 들어왔어요.”

# 제이콥(Jacob)은 2016년 7월, 자신이 보는 앞에서 아내가 수단인민해방운동 반군 병사들에게 강간당하는 것을 목격한 후 자살을 생각하고 있다고 말했다.

남수단 정부는 성폭력에 무관용 정책으로 임하겠다는 분명한 메시지를 전해야 한다.

“남수단 정부는 이처럼 급속히 확대되고 있는 성폭력을 막기 위해 신중한 조치를 취해야 한다. 우선 이러한 성폭력에 무관용 정책으로 임하겠다는 분명한 메시지를 전하고, 즉시 해당 사건을 독립적이고 효과적으로 조사할 것을 지시해 가해자들이 공정한 재판을 통해 처벌받을 수 있도록 해야 한다”고 무소니 완예키 국장은 말했다.

“또한 군이 성폭행에 가담했다는 의혹이 독립적으로 확인되거나 해소될 때까지 용의자들을 군에서 제명하는 등의 방법을 통해 성폭력 범죄를 막아야 한다. 피해자들은 반드시 정당한 대우와 의학적 치료, 배상을 받아야 한다. 반군 역시 군 내부에서 성폭력을 금지하고, 병사들의 행실을 감독할 강력한 메커니즘을 시행하고, 국제법에 따라 병사들을 대상으로 진행되는 모든 조사와 기소 과정에 협조해야 한다”고 밝혔다.

민족을 겨냥한 성폭력, 정치적 희생자가 된 피해자들

피해자 대부분은 출신민족 때문에 성폭력의 표적이 됐다. 남수단에서 출신 민족은 정부군 또는 반군에 대한 정치적 충성도와 관련이 있다.

국제앰네스티 조사 결과 딩카족 남성이 누에르족 여성을, 누에르족 남성이 딩카족 여성을 공격한 경우가 대부분이었다. 그러나 유니티 주에서 친정부적 성향의 누에르족 남성이 친반군적 성향이라고 추정되는 누에르족 여성들을 강간한 사건과 같은 사례도 있었다. 또 다른 사례로 정부군이 비누에르족 집단의 여성들을 표적으로 삼아 공격하기도 했다.

그들[정부군 병사들]은 내게 누에르족으로 태어나게 만든 신을 원망하라고 했어요.

-은야차(Nyachah), 강간 생존자

36세 은야차(Nyachah)는 수도 주바에서 정부군 병사 7명에게 강간을 당했다. 그녀를 공격한 병사들은 대통령 경호원 유니폼을 입고 있었으며, 딩카족 언어를 사용했다.

2013년 12월, 정부군 병사 5명에게 강간을 당한 은야루이트(Nyaluit)는 이렇게 말했다. “그들은 내가 누에르족 여자였기 때문에 나를 강간했어요. 보르에서 벌어진 사건에 대해서도 이야기했죠. 딩카족 여자들이 리에크 마차르의 누에르족 사람들에게 강간당하고 목숨을 잃었다고요.”

딩카족 출신인 제임스(James)는 누에르족 반군 병사 9명이 집으로 들이닥쳐 그의 아내를 돌아가며 강간한 후 살해하는 모습을 강제로 지켜봐야 했다. “딩카족과 누에르족이 싸우고 있는 거 몰라? 주바에서 얼마나 많은 누에르족 사람들이 딩카족에게 살해당했는지 모르냐고!” 병사들은 제임스에게 그렇게 말했다고 한다.

미국의 태국 대사가 태국 왕족의 명예를 훼손했다는 혐의로 경찰 조사를 받게 된 가운데, 태국 정부는 표현의 자유를 범죄화하는 데 불경죄를 이용하지 말아야 한다고 국제앰네스티가 9일 밝혔다.

글린 데이비스 대사는 지난달 태국에서 왕실을 모독했다는 이유로 유죄가 선고된 사람들을 장기간의 징역형에 처하는 것에 대해 우려를 표하는 발언을 했다가 불경죄로 기소되었다. 오드리 고크란(Audery Gaughran) 국제앰네스티 조사 상임국장은 “태국 정부가 불경죄를 무자비하게 적용하면서, 표현의 자유를 평화적으로 행사한 이유만으로 수십 명이 수감되었으며 일부는 항소권도 인정되지 않는 군사재판을 받아야 했다”며 “정당한 우려를 제기했다는 이유만으로 불경죄로 기소될 수 있다는 사실은 현재 태국 정부의 표현의 자유에 대한 억압이 터무니없는 수준에까지 이르렀음을 보여주는 점”이라고 밝혔다.

태국의 불경죄는 구성요건 요소에 대한 아무런 기준이 없음에도 누구나 이를 근거로 신고하는 것이 가능하다. 경찰 보고서에 따르면 경찰은 접수된 신고를 반드시 조사해야 할 의무가 있으며, 이에 따르지 않는 경찰관 역시 불경죄를 저지른 것으로 간주될 수 있다. 태국 형법은 국왕과 왕비, 왕위계승자 또는 섭정에 대해 “명예를 훼손하거나, 모욕하거나, 위협한” 자는 누구든 최소 3년에서 최대 15년까지의 징역형에 처할 수 있다고 명시하고 있다. 불경죄로 유죄가 선고된 수감자들은 국가 안보상 중대한 범죄를 저지른 것과 마찬가지의 대우를 받았다. 국가 안보 관련 범죄자들을 대상으로 하는 임시 군사 구금 시설에서 적절한 안전 조치도 없이 구금되어 있던 용의자 2명이 올해 10월과 11월 사망하기도 했다.

지난달 새로 부임한 글린 데이비스 주 태국 미국대사는 2015년 11월 25일 태국 외신기자클럽에서 이야기를 나누던 중 태국의 불경죄 적용에 대해 우려를 제기했다. 오드리 고크란 상임국장은 “데이비스 대사에 대한 기소가 받아들여졌다는 사실부터 태국의 표현의 자유 실태가 충격적인 수준임을 보여주는 것이다. 태국 국민들은 이처럼 모호하게 규정된 법에 따라 어떠한 악의 없는 행위로도 ‘범죄’로 기소되어 수 년간 감옥살이를 해야 할 수도 있다”며 “명예훼손은 형사처벌의 대상이 되어서는 안 된다. 태국 정부는 표현의 자유에 대한 국제적 의무에 따라 해당 법을 폐지하거나 수정해야 하고, 표현의 자유를 평화적으로 행사한 것만으로 처벌받은 사람들에 대한 모든 혐의를 취소하고 석방해야 한다”고 말했다.

태국은 2014년 5월 쿠데타를 통해 군부가 집권하게 된 이후, 전례 없는 수의 사람들을 불경죄로 기소하거나 유죄를 선고하고 있다. 왕가를 대신해 불경죄로 고소할 수 있게 하는 조항은 개인적, 정치적인 목적으로 악용될 소지가 있으며, 표현의 자유에 대한 사적 감시 및 억압으로도 이어지고 있다. 불경죄 관련 재판 과정은 비밀리에 진행되며, 한 반정부 활동가는 이에 대해 “반대 세력을 공격하기에 편리한 방법”이라고 표현하기도 했다.

Thailand: US Ambassador probe highlights ‘absurd’ restrictions on freedom of expression

Thailand must stop using the lèse majesté law to criminalize freedom of expression, Amnesty International said today as the US Ambassador to the country faced a police investigation for alleged defamation of members of the Thai royal family.

Glyn Davies has been accused of alleged lèse majesté offences over comments he made last month expressing concern at the lengthy jail sentences handed down to those convicted of breaking Thailand’s royal defamation law.

“The authorities’ vicious application of the lèse majesté law has left dozens of individuals in jail for the peaceful exercise of their rights, with some facing military trials without the right of appeal,” said Audrey Gaughran, Amnesty International’s Senior Director of Research.

“The fact that allegations of lèse majesté can be made for raising legitimate concerns highlight the current absurd extremes of Thailand’s restrictions on freedom of expression.”

Anyone can file a lèse majesté complaint in Thailand even though there are no public guidelines on what constitutes an offence. The police report that they are obliged to investigate each complaint, and any police officer who fails to act upon a complaint may themselves be deemed to be breaking the lèse majesté law.

Thailand’s Penal Code states that whoever “defames, insults or threatens” the King, the Queen, the Heir apparent or the Regent” is liable to be punished with a minimum of three years’ and maximum of 15 years’ imprisonment.

Prisoners convicted of lèse majesté are treated as though they have committed serious security offences. Two lèse majesté suspects died in October and November this year in a temporary military detention centre for national security cases, where they were held without proper detention safeguards.

Glyn Davies, who took up the post of US Ambassador last month, raised concerns about Thailand’s application of the lèse majesté law during a talk at the Foreign Correspondents’ Club of Thailand on 25 November 2015.

“The fact that the case against Glyn Davies has even entered the criminal justice system shows the shocking state of freedom of expression in Thailand, where citizens can face prosecution and many years in prison for any manner of innocuous ‘offences’ under this vaguely defined law,” said Audrey Gaughran.

“Defamation must not be the subject of criminal laws. The Thai authorities should repeal or amend this law to meet their international obligations on freedom of expression, and drop all charges against and release those individuals penalized for their peaceful exercise of this right.”

Since Thailand’s military government took power in a coup d’etat in May 2014, an unprecedented number of people have been charged and convicted under the lèse majesté law.

The provision for others to file complaints on behalf of the King and his family provides opportunities for the law to be misused for personal or political purposes and has also led to vigilante style policing and suppression of freedom of expression.

Trials of lèse majesté offenders have been shrouded in secrecy, with one anti-government activist describing the law to Amnesty International as “a convenient way to attack your opponents”.

임현수 목사

국제앰네스티는 북한에 억류되어 있던 임현수 목사가 긴급한 치료를 위해 석방된 것을 환영한다. 캐나다 시민이자 인도주의 활동을 한 그는 북한에 2년 6개월 동안 억류돼 있었다. 임 목사는 “체제 전복 음모” 혐의로 구속됐고 거의 일년 동안 억류된 후, 지난 2015년 12월 노동교화 15년형을 선고받았다.

캐나다 정부는 임 목사가 캐나다에 있는 가족들의 품으로 곧 돌아갈 것이라고 확인했다. 북한 조선중앙통신은 임 목사를 “인도주의적 견지에서 병보석”으로 석방했다고 밝혔다. 임 목사는 영양실조, 고혈압, 관절염 등 다수의 질병에 시달렸으며 석방 전 적절하지 않은 약 복욕의 부작용으로 위장 질환까지 앓았다.

국제 시민사회와 세계 각국 정부는 임 목사가 석방되어 캐나다로 돌아갈 수 있도록 북한을 압박했다. 임 목사의 석방은 한반도 내 군사적 긴장이 고조된 가운데, 북한에 억류되어 있던 미국인 대학생 오토 웜비어가 중태에 빠져 미국으로 송환된 이후 이뤄진 것이다.

국제앰네스티는 북한 정부가 다음과 같은 내용을 보장할 것을 촉구한다.

  • 공정한 재판에 관한 국제기준에 준거하는 형사범죄로 기소하지 않았을 경우, 현재 억류 중인 외국인 및 모든 구금자들을 석방할 것
  • 구금자에게 고문, 강제노역 또는 부당대우를 가하지 않을 것
  • 즉각적으로 구금자들에게 충분한 영양과 필요시 모든 치료를 받을 수 있도록 보장할 것
