탄자니아 정부가 다음 주 TF팀을 구성해 레즈비언, 게이, 양성애자, 성전환자 및 인터섹스(LGBTI)이거나 혹은 그렇게 인식되는 사람들을 추적하고 체포할 계획이라고 발표한 것에 대해, 조안 니야뉴키^{(Joan Nyanyuki)} 국제앰네스티 동아프리카 대호수 지역 국장은 다음과 같이 밝혔다.

동성애 혐오 TF팀을 구성하겠다는 계획은 대중들 사이에 혐오감만을 조장할 뿐이므로 즉시 폐지되어야 한다. 탄자니아의 LGBTI는 이러한 종류의 혐오 발언 없이도 이미 차별과 위협에 시달리며 공격당하고 있다.

“탄자니아 정부가 이미 소외당하고 있는 사람들을 대하는 방식에서 이처럼 위험한 길을 택한 것은 매우 유감스럽다. 동성애 혐오 TF팀을 구성하겠다는 계획은 대중들 사이에 혐오감만을 조장할 뿐이므로 즉시 폐지되어야 한다. 탄자니아의 LGBTI는 이러한 종류의 혐오 발언 없이도 이미 차별과 위협에 시달리며 공격당하고 있다.”

탄자니아 정부는 국민 모두를 보호하고, 이들의 인권을 차별 없이 보장해야 할 의무가 있다.

대형 온라인 숙박예약업체 에어비앤비(Airbnb), 부킹닷컴(Booking.com), 익스피디아(Expedia), 트립어드바이저(TripAdvisor) 등이 이스라엘의 팔레스타인 점령지역과 동예루살렘의 불법 정착촌에 위치한 숙박시설과 액티비티 수백 건을 등록해 팔레스타인 사람들에 대한 인권침해를 더욱 부추기고 있다고 국제앰네스티가 밝혔다. 국제앰네스티는 신규 보고서 <목적지: 점령지역(Destination:Occupation)>을 통해, 온라인 숙박예약업체들이 이스라엘 불법 정착촌으로 관광객들을 불러들이며 정착촌의 존속과 확장에 기여하고 있는 실태를 기록했다.

이스라엘 민간인들이 팔레스타인 점령지역(OPT) 내부에 정착촌을 조성하는 것은 국제인도법 위반이자 전쟁범죄에 해당한다. 그럼에도 불구하고 위 4개 업체는 정착촌 내에서 운영을 계속하고 있으며, 이러한 불법적 상황으로부터 수익을 창출하고 있다.

전쟁범죄는 관광 상품이 아니다”

이번 보고서에서 다룬 정착촌 중 하나인 크파르 아두밈은 떠오르는 관광 중심지지만, 베두인 거주지인 칸 알아마르 마을에서 불과 2km 떨어진 곳에 위치하고 있다. 칸 알아마르 마을은 최근 이스라엘군의 즉각적인 완전 철거 대상이 되었고, 이스라엘 대법원 역시 이를 승인한 상황이다. 크파르 아두밈을 비롯한 주변 이스라엘 정착촌의 확장은 해당 지역에 거주하는 베두인 사람들에 대한 인권침해를 더욱 가속시키고 있는 주요 원인이다.

시마 조시(Seema Joshi) 국제앰네스티 글로벌테마이슈 국장은 “이스라엘이 팔레스타인을 불법 점령하고 정착촌을 확장하면서 팔레스타인 사람들은 삶의 터전을 잃고, 생계가 파괴되고, 식수와 같은 기본적인 것조차 얻지 못한 채 나날이 커져가는 엄청난 고통에 시달리고 있다. 에어비앤비, 부킹닷컴, 익스피디아, 트립어드바이저 등의 업체는 공유와 상호 신뢰를 신조로 삼고 있으면서도 불법 정착촌 내에서 영업을 계속하며 이러한 인권침해를 더욱 부추기고 있다”고 말했다.

또한 “이스라엘 정부는 정착촌 내의 관광산업 성장을 빌미로 정착촌의 존속과 확장을 정당화하려 하고 있으며, 온라인 숙박예약업체들은 이러한 계획에 동조하고 있다. 숙박예약업체들은 점령지역 내 불법 정착촌에 위치한 관련 시설 및 상품 목록을 모두 게재 중단함으로써 인권을 지지해야 할 때다. 전쟁범죄는 관광 상품이 아니다”라고 밝혔다.

 

에어비앤비 정책

2018년 11월, 에어비앤비는 알 자지라와 휴먼라이츠워치의 조사 결과에 따라 서안지구 내 불법 정착촌에 위치한 모든 관광 상품 목록을 삭제하겠다고 약속했다. 그러나 동예루살렘 점령지역은 삭제 대상에 포함시키지 않았다. 동예루살렘 역시 이스라엘 점령지역으로, 해당 지역 내 정착촌의 관광 상품 100건 이상이 등록되어 있다. 국제앰네스티는 에어비앤비에 자사가 발표한 내용을 이행하고, 동 예루살렘을 포함한 모든 점령지역 내 불법 정착촌의 관광 상품 목록을 삭제할 것을 요청한다. 부킹닷컴, 익스피디아, 트립어드바이저 역시 팔레스타인 점령지역의 모든 관광 상품 목록을 삭제해야 한다.

기업과 인권에 관한 유엔 이행원칙(UN Guiding Principles on Business and Human Rights)에 따라, 기업은 세계 어디서든 국제인도법과 인권법을 존중해야 할 책임이 있다. 불법 정착촌의 관광 상품 목록을 삭제하지 않는다면, 국제앰네스티 보고서에서 다룬 4개 업체는 팔레스타인 점령지역에서의 활동과 관련해 자사의 경영 기준은 물론 이러한 의무를 위반하고 있다.

 

정착촌 사업 홍보

국제앰네스티 보고서에서 다룬 4개 업체는 모두 동예루살렘을 포함해 불법 정착촌의 관광 상품 목록을 게재하고 있다.

 

인권침해로 수익을 얻다

2018년 2월부터 10월 사이 국제앰네스티는 이스라엘 불법 정착촌 인근의 팔레스타인 마을 4곳과 동예루살렘의 실완 마을, 헤브론의 팔레스타인 거주지를 방문했다. 해당 지역은 모두 불법 정착촌 거주민들이 운영하는 인기 관광지와 가까운 곳에 위치하고 있다.

이러한 관광지들이 불법으로 전용한 팔레스타인의 천연자원임에도 불구하고 이러한 관광 활동으로 이득을 보는 사람은 불법 정착촌의 주민들과, 이들과 함께 사업을 벌이는 온라인 여행 업체들뿐

국제앰네스티 조사 결과 에어비앤비, 부킹닷컴, 익스피디아, 트립어드바이저는 불법 정착촌의 관광객 유치에 상당한 역할을 하고 있을뿐만 아니라, 게재된 시설이 이스라엘 불법 정착촌에 위치하고 있다는 사실을 지속적으로 알리지 않으며 관광객들의 오해를 불러일으키고 있는 것으로 드러났다.

실로(Shiloh) 정착촌 인근에 사는 한 팔레스타인 농부는 “여기 오는 관광객들은 세뇌당하고, 거짓말에 속고 있다. 여기가 우리 땅이라는 사실을 전혀 모른다”고 말했다. 실로 정착촌은 이스라엘 정부가 고고학 명소로 관광객을 유치하기 위해 대형 관광 안내소를 설치하고 자금을 지원하고 있는 곳이다.

실로 인근의 팔레스타인 마을 2곳은 1990년대 후반 이후로 5,500헥타르(55㎢)가 넘는 땅을 잃었다. 많은 사람들이 마을을 떠났고, 남은 주민들도 무장한 이스라엘 정착민들에게 빈번히 습격을 받고 있다고 한다. 에어비앤비, 부킹닷컴, 트립어드바이저 모두 실로에 위치한 숙박시설을 게재하고 있으나, 해당 시설이 이스라엘 정착촌 내에 위치하고 있다고 설명하고 있는 곳은 부킹닷컴이 유일하다.

최근 수년간 이스라엘 정부는 정착촌 내 관광산업 개발을 위해 막대한 금액을 투자했다. 팔레스타인 사람 소유의 토지와 주택 점거를 정당화하기 위해 특정 지역을 관광지로 지정하고, 고고학적 명소 인근에 의도적으로 정착촌을 건설하고 해당 지역에 얽힌 유대인의 역사적 관련성을 강조하는 경우도 많다.

국제앰네스티는 이번 보고서를 통해 이스라엘 정부가 불법 정착촌 주민들에게 팔레스타인 사람 소유의 토지와 천연자원을 착취하도록 허용하거나 장려하고 있으며, 에어비앤비, 부킹닷컴, 익스피디아, 트립어드바이저 등의 업체 역시 이러한 착취로 이득을 취하고 있는 실태를 강조했다.

시마 조시 국장은 “이러한 기업들은 자연보호구역 관광을 홍보하고, 순례길과 사막 사파리 방문을 장려하며, 포도원에서 와인도 시음할 수 있다고 관광객들을 유혹한다”며

“이러한 관광지들이 불법으로 전용한 팔레스타인의 천연자원임에도 불구하고 이러한 관광 활동으로 이득을 보는 사람은 불법 정착촌의 주민들과, 이들과 함께 사업을 벌이는 온라인 여행 업체들뿐”이라고 말했다.

 

전쟁범죄의 경험

크파르 아두밈의 관광 상품을 홍보함으로써 이들 업체가 얻는 수익은 단 1원조차도 모두 인권침해를 통해 얻은 것이다.

국제앰네스티는 불법 정착촌에서 관광 상품으로 홍보하는 활동과, 같은 지역에서 팔레스타인 사람들이 일상적으로 경험하고 있는 인권침해가 극명히 대조된다고 기록했다.

에어비앤비, 부킹닷컴, 익스피디아, 트립어드바이저 모두 크파르 아두밈 내, 혹은 인근에서 운영하는 휴일숙박시설과 사막 캠핑을 “경험”할 수 있는 활동 목록을 제공하고 있다. 칸 알아마르 마을의 주민 180여명은 크파르 아두밈을 비롯한 해당 지역 불법 정착촌의 불법 확장을 위해 이스라엘군에 강제 퇴거될 위기에 처해 있다. 점령지역 내에서 이처럼 주민들을 강제로 이주시키는 것은 전쟁범죄에 해당한다. 이스라엘 정부가 주민들에게 제시한 선택지는 두 가지다. 예루살렘 시립 쓰레기 매립장으로 쓰였던 아부 디스 마을 인근 지역으로 이주하거나, 제리코에서 가까운 하수처리장 인근 지역으로 이주하는 것이다.

에어비앤비와 부킹닷컴, 익스피디아가 “이스라엘 사막 캠핑”이라고 홍보하고 있는 관광 상품은 미화 235달러를 지불하면 “사막의 고요함을 만끽하고 이스라엘 사람들의 따뜻한 인심을 느낄 수 있는” 하룻밤을 보낼 수 있는 프로그램이다. 또한 트립어드바이저는 크파르 아두밈 인근에 위치한 국립공원, 박물관, 사막 투어, 성경 테마의 관광지 등을 홍보하고 있다.

시마 조시 국장은 “관광 상품으로 홍보되고 있는 캠핑 활동은 베두인 사람들이 가축을 키웠던 땅에서 진행되는 것이다. 크파르 아두밈 정착촌이 확장되면서 수많은 베두인 사람들이 생계 수단을 잃었고, 지금은 인도주의적 원조에 의지하고 있다”고 말했다.

“크파르 아두밈의 관광 상품을 홍보함으로써 이들 업체가 얻는 수익은 단 1원조차도 모두 인권침해를 통해 얻은 것이다. 설상가상으로 불법 정착촌 주민들은 관광객 유치에 베두인 문화를 이용하고 있다”고 말했다.

 

불법 정착촌 확장과 떼려야 뗄 수 없는 관계

국제앰네스티는 키르베트 수스야 마을 또한 방문했다. 수스야 불법 정착촌이 확장되면서 강제 퇴거된 팔레스타인 주민들이 임시 주거지를 만들어 생활하고 있는 곳이다. 이스라엘 정부는 키르베트 수스야 마을의 수조와 우물을 차단한 상태로, 2015년 유엔 추산에 따르면 마을 주민들은 수입의 3분의 1을 수도세로 지불해야 했다.

수스야는 고고학적 명소인 유적을 둘러싸고 건설된 마을로, 기사가 작성될 당시 에어비앤비와 트립어드바이저에서는 해당 유적과 올리브나무 숲, 와인 양조장과 포도원, 정착촌 내 대형 수영장 등을 사진과 함께 관광 명소로 소개하고 있었다.

이스라엘 정부가 수스야, 실로 등의 정착촌 내 고고학 유적을 개발하고 있는 것도 정착촌을 개발하고 확장시키려는 계획을 위한 중심적인 조치다.

시마 조시 국장은 “이러한 장소를 전 세계에 관광지로 홍보하는 것은 이스라엘 정부의 정착촌 확장 계획을 더욱 용이하게 만드는 것이다. 이 계획에 있어 글로벌 여행사들이 무엇보다 중심적인 역할을 하고 있다 .

정착촌 인근에 위치한 다른 관광지와 마찬가지로, 수스야의 고고학 유적 역시 주변 지역에 거주하는 팔레스타인 사람들에 대한 인권침해를 더욱 가속화시키고 있다. 온라인 숙박예약업체들은 이러한 지역을 홍보하면서, 어떻게든 불법 정착촌을 확장시키려는 이스라엘 정부의 불법적인 노력에 공조하고 있다”고 밝혔다.

 

규제의 필요성

불법 정착촌의 존속에 기여하고 이로부터 수익을 얻는 것은 관광산업에서만 벌어지는 일이 아니다. 전 세계 대부분의 국가들이 공식적으로는 이스라엘 정착촌을 국제법상 불법이라고 비난하고 있음에도 불구하고, 매년 이스라엘 불법 정착촌에서 생산되는 수억 파운드 가치의 상품들이 전 세계로 수출되고 있다.

국제앰네스티는 기업 차원에서 불법 정착촌과 관련된 사업을 중단하라고 요청하는 것은 물론, 정부 차원에서도 규제를 통해 이를 의무화하고 정착촌에서 생산된 공산품의 수입을 금지하는 법률을 도입할 것을 촉구한다.

정착촌 내의 상업 활동을 내버려두고 수익 창출이 계속되는 한, 정착촌을 불법이라고 비난하는 것만으로는 부족하다

현재 아일랜드 정부는 이스라엘 불법 정착촌 내에서의 공산품과 서비스 거래를 금지하는 기념비적인 법안의 승인 절차를 진행 중이다. 국제앰네스티는 다른 국가들 역시 아일랜드의 선례를 따를 것을 촉구한다.

 

각 기업의 대응

국제앰네스티는 보고서 발표에 앞서, 해당 4개 기업에게 서한을 보내고 조사 결과에 대해 답변할 기회를 제공했다. 부킹닷컴과 익스피디아는 답변을 보내왔으나, 에어비앤비와 트립어드바이저는 응답하지 않았다.

국제앰네스티는 각 업체의 답변을 자세히 검토하고, 적절한 양의 정보를 추합해 보고서에 반영했다. 각 업체의 답변은 해당 보고서의 부록에서 확인할 수 있다.

We stand for Justice, Human Rights and Freedom!

환경운동연합은 지구의벗(Friends of the earth) 한국으로 지구의벗 아시아태평양(Friends of the earth Asia-Pacific)과 함께 무고한 팔레스타인 시민의 인권과 자유를 위해 함께 팔레스타인 전쟁 중단과 인도적 지원을 촉구합니다. 환경운동연합은 11월 3일 지구의벗 아시아태평양과 세계 시민단체가 연대해 배포한 공동 성명 원본을 공유 드립니다.

As movements fighting against systems of injustice that view black, brown and indigenous peoples as disposable, to be sacrificed by racist and colonial systems of exploitation and domination, we see the struggle of the Palestinian people against occupation and apartheid as part and parcel of our collective struggle for climate, racial, economic and political justice and for a world where everyone has the right to live with dignity, free from oppression.

We are enraged and grieve equally the loss of lives of all civilians – Palestinian and Israeli – that have taken place since 7 October and call for those responsible to be held accountable for their actions.

We decry the fact that for many Northern Governments,  Palestinian lives are deemed as being of less value and worth as those of Israeli citizens. This has allowed tens of thousands of Palestinians being killed with impunity over the decades as a result of Israel’s illegal occupation of Palestine. People whose names and dreams, like those of our peoples in the global South, sacrificed to colonialism.

In the latest indiscriminate bombing of Gaza, Israel has already killed more than 5000 Palestinians including at least 2360 children, displacing over 1 million people, as it collectively punishes the Palestinian people. In just one week, between 7-12 October, Israel dropped over 6,000 bombs on the Palestinian people living under its illegal occupation, more than the US dropped in a whole year during its war on Afghanistan. Whilst Human Rights Watch has confirmed that Israel has used a banned chemical weapon – white phosphorous – in civilian areas in the Gaza Strip, causing severe burns and uncontrollable fires.

We are devastated by the  bombing of the Al-Ahli Arab Hospital in Gaza which killed 471 injured and sick Palestinians, including women, children, doctors, nurses, and those seeking refuge from the retaliatory bombardment by Israel. To date, the World Health Organisation has documented 76 attacks on healthcare workers, 26 healthcare facilities including 17 hospitals have been attacked, as well as attacks on UN schools where Palestinians are sheltering for safety.

The Occupied Palestinian Territory of Gaza is facing a “complete siege” with the purposeful targeting of civilian infrastructure such as hospitals and schools which constitute war crimes under international law. Israel is also blocking food, water, fuel and medicine to a captive population of 2.3 million Palestinians, half of whom are children, as a weapon of war.

While in the Occupied Palestinian Territory of the West Bank, Israel has imposed a total blockade. The Israeli military is attacking Palestinians protesting the genocide in the Gaza Strip with lethal military force, and is providing thousands of weapons to Israeli settlers inside the West Bank, who are attacking and killing Palestinians.

Israel has openly made genocidal statements that ‘Gaza will be reduced to rubble’ and called the Palestinians ‘human animals’. As climate justice movements we recognise the language of racism and colonialism that has been used to justify the sacrificing and killing of so many of our people across the global South.

The current war in Gaza is not an isolated event but is deeply rooted in ongoing colonization, illegal occupation, systemic injustices, and historical oppression of Palestine by an apartheid state. Israel has repeatedly disregarded the international humanitarian law and human rights principles that demand the protection of civilians, especially in conflict zones, as it escalated its genocidal attacks in Gaza.

Israel is planning a ground offensive with intent to indiscriminately kill Palestinians in north Gaza; and aims to ethnically cleanse more Palestinians in a single day than during the Nakba (Arabic for ‘catastrophe’) in 1948, when over 750,000 Palestinians were expelled from their homes – or any day since in their ongoing settler-colonial occupation of Palestine. The vast majority of Palestinians in Gaza are refugees from the Nakba.

The situation has never been more urgent. In the words of the Director of the United Nations Relief and Works Agency for Palestinian refugees (UNRWA), “Gaza is running out of life”. As vital resources run out and Gaza’s health infrastructure – already battered by Israel’s 16 year-long blockade and periodic bombardment – ‘collapse before our eyes’, Gaza’s remaining hospitals are turning into morgues.

We call for an immediate ceasefire, and for the international community to break the blockade and end the collective punishment of the Palestinian people. We must bring an end to apartheid and occupation.

We are appalled at the US and UK refusing to support the resolutions at the United Nations Security Council calling for a ceasefire to allow humanitarian aid access to the Gaza Strip. The complicity of powerful Western nations in enabling Israel to carry out these actions with impunity is a matter of grave concern. Despite the growing evidence of human rights violations, the provision of military and financial support to Israel from these nations continues unabated. The disregard for the lives of Palestinian people is inexcusable, and it is incumbent upon these nations to end their arming of Israel and prioritise human rights.

We also call out the role and bias of politicians and international media, led by northern media, fueling the islamophobic rhetoric and dehumanization of the Palestinian people as well as the role of international tech companies and platforms in allowing the rise of islamophobic and anti-semitic hate speech and fake news.

We condemn the attempt by Northern Governments – from Germany, France, to the UK, to attempt to criminalize and ban our movements from marching and calling for Justice for Palestine. The attacks on our right to protest mirror the attacks on climate protests that are taking place in countries that bear the greatest responsibility for these injustices.

We stand in immutable solidarity with the people of Gaza and all victims of brutality and demand upholding of international law and human rights principles to protect innocent civilians.

We also stand in solidarity with Palestinians and Jews who are protesting Israel’s bombardment of Gaza and advocating for peace and justice in the region. We condemn actions taken by several governments around the world to stop these protests and the arrest of peaceful demonstrators.

There can be no peace without justice and it is a moral imperative for the global community to stand in unity with the oppressed. We call on all our governments and international bodies to work together to end the war, and to bring all those responsible for war crimes to justice. We demand an end to the occupation and genocide of the Palestinian people and urge for resolution that can ensure that both Palestinians and Israelis can live with security and dignity.

 

Our Demands
In light of the ongoing violence and the appalling human rights violations in Gaza by the apartheid state of Israel, we call for the following urgent measures:

Immediate Ceasefire: We echo the calls of the United Nations Secretary General and  humanitarian and human rights organisations for an immediate ceasefire in Gaza.

End the illegal blockade: Urgent humanitarian and emergency aid must be provided to civilians in Gaza. The people of Gaza are in dire need of medical supplies, food, water, and other essential resources, which need to be restored urgently.

Stop War Crimes: Israel must be held accountable for its actions that breach international law, including attacks on hospitals, forced evacuations, and the illegal blockade on Gaza for decades.

End Impunity: All those responsible for war crimes including the State of Israel must be held to account for their actions. All civilian hostages, including the thousands of Palestinian political prisoners held without charge or trial must be released. Western powers must stop their support for Israel, including ending arms sales to Israel particularly in the context of human rights violations and stop all support and funding to Israel immediately. Political alliances should not take precedence over human lives.

End Apartheid and Occupation: We support the self-determination of the Palestinian people. We call on Israel to end its system of apartheid and for the right of return and compensation to Palestinian refugees. We call on the international community to finally uphold the UN resolutions for a safe, secure and viable State of Palestine alongside a State of Israel.

Stop Racism, Islamophobia and Anti-Semitism: We stand in solidarity with our comrades in the Jewish and Muslim communities facing an increase in racist attacks. The struggle for climate justice is a struggle for racial justice.

당사국들은 영구적 전쟁종식을 위한 후속 절차에 책임 있게 임해야
미국·이스라엘은 자신들이 벌인 전쟁의 대가를 다른 국가에 떠넘겨선 안 돼

지난 6월 17일, 미국과 이란이 긴 협상 끝에 종전 양해각서(MOU)에 서명했다. 늦었지만 다행스러운 일이다. 미국과 이스라엘의 이란 공격은 시작부터 주권국가에 대한 일방적인 침략행위였으며, 결코 정당화할 수 없는 국제법상 침략범죄이다. 핵 협상 중이던 이란을 공격하는 행위는 결과적으로 중동 지역에 수많은 피해를 초래하고 전세계를 위험에 빠뜨렸을 뿐이었다. ‘힘에 의한 평화’를 강조하던 트럼프 대통령이 이번 합의를 통해 대화와 협상이라는 외교적 해법만이 유일한 해법임을 분명히 깨달았기를 바란다.

미국과 이란은 종전 합의 MOU를 존중하고 영구적인 전쟁종식을 위한 최종 협상에 책임 있게 임해야 한다. 양국 모두 문구에 대한 해석 등을 앞세워 합의 내용을 왜곡해서는 안 된다. 우선 종전 합의 MOU에 명시되어 있는 호르무즈 해협 개방을 확실히 보장함으로써 역내 안정과 평화 회복의 계기로 삼아야 할 것이다. 더불어 어렵게 이끌어낸 합의인 만큼, 미국은 이스라엘이 레바논 공격으로 이를 훼손하지 않도록 역할을 다해야 한다.

이번 전쟁으로 인해 발생한 모든 피해와 재건에 대해서도 온전히 미국과 이스라엘이 책임져야 마땅하다. 민간 투자 기금이라는 명목하에 사실상 한국을 포함한 유럽, 일본 등 여러 민간기업에 3천억 달러의 재건 비용을 지원토록 한다는 이야기도 나오고 있다. 자신들이 벌인 전쟁의 대가를 다른 국가에 떠넘기는 일이 있어서는 안 된다. 무엇보다 국제사회는 이란 재건기금에 참여하여 미국과 이스라엘에 면죄부를 줄 것이 아니라, 미국과 이스라엘의 국제법 위반 행위에 대한 책임을 물어 다시는 이런 일이 발생하지 않도록 해야 한다. 유엔인권이사회 산하 ‘이란 이슬람공화국 독립 국제 진상조사단’이 이란 미나브 초등학교 폭격 사건에 대해 조사 중인 것과 같이 국제인도법 위반 행위와 전쟁 범죄에 대해 유엔 차원의 공식적인 조사와 후속 조치가 필요하다. 나아가 국제사회는 대화와 협상만이 국제질서와 평화 회복을 위한 궁극적 해결책임을 명확히 하고, 전세계적인 비핵화와 평화군축을 위한 논의에 진지하게 임해야 할 것이다.
