[caption id="attachment_175927" align="aligncenter" width="640"] ⓒ환경운동연합[/caption] 석탄화력발전소는 환경부가 발표한 대기오염물질 다량배출사업장 560곳 중 대기오염물질 배출량의 1위부터 5위까지를 차지하고 있으며, 16년 4월 감사원의 보고에 따르면 충남권의 석탄화력발전소가 수도권 대기질에 미치는 영향은 초미세먼지 기준으로 최대 28%에 달하는 것으로 확인됐다. 현재 정부의 석탄화력발전소에 대한 정책은 30년 이상 된 노후 석탄화력발전소 10곳의 수명이 끝나는 시점에 폐쇄하는 것과 기존에 운영 중인 석탄화력발전소의 성능개선 및 신규 석탄화력발전소의 배출기준을 강화하는 것이다. 하지만 여기에 더해 석탄화력발전소가 배출하는 미세먼지를 근본적으로 줄이기 위해서는 신규 석탄화력발전소의 건설을 중단해야 한다. 정부 정책의 문제는 미세먼지 특별대책 뿐만이 아니다. 정부의 고농도 미세먼지 비상저감 조치는 연일 고농도 미세먼지가 발생함에도 발령기준이 너무 높아 발령되지 못하고 있다. 현재 정부의 고농도 미세먼지 비상조치의 발령기준으로는 1년에 1번이나 2번 정도 시행될 뿐이다. 이마저도 발령된다 해도 수도권에 한정되어 있다. 미세먼지로 인한 피해는 수도권만의 문제가 아닌 전국적인 문제인데도 정부는 수도권에 한정된 정책을 시행하고 있는 것이다. 여기에 국내 주요 미세먼지 배출원인 석탄화력발전소와 자동차에 대한 근본적인 정책이 빠져있다. 정부 고농도 미세먼지 비상저감 조치의 하나인 차량 2부제의 경우만 보아도 공공기관 소유의 차량과 공공기관에 출입하는 공무원의 차량만이 적용대상이고, 일반 시민들은 자발적인 참여를 권유하는 것이 전부다. [caption id="attachment_175926" align="aligncenter" width="640"] ⓒ서울환경운동연합[/caption] 실효성 있는 고농도 미세먼지 비상저감 조치를 위해서는, 적용범위를 수도권만이 아니라 전국적으로 확대해야한다. 또한 공공기관 차량2부제가 아닌 전면적인 차량2부제의 시행이 필요하다. 그리고 고농도 미세먼지 발생시 석탄화력발전소의 운영을 중단하고, LNG발전소 등의 친환경 발전소의 우선 발전을 통한 가동률 조정으로 미세먼지 배출을 줄여야 하며 영유아, 어린이, 임산부, 노인 등 민감군의 건강을 지킬 수 있는 미세먼지 대책이 마련되어야 한다. 국내 대기환경기준은 세계보건기구 (WHO)의 권고기준에 미세먼지는 2배, 초미세먼지는 2.5배 낮을 정도로 정부의 미세먼지 인식은 낮다. 시민들이 정부에 요구하는 것은 건강과 안전을 최우선으로 하는 미세먼지 정책을 세우는 것이다. 이제는 무늬만 특별한 대책이 아닌 시민건강을 지킬 수 있는 보통대책을 마련해야 한다.
