경실련 등 RLA 수상단체 및 수상자 공동 핵무기 철폐 UN 탄원서 제출
지속 가능한 미래를 보장하기 위해 세계 미래 협의회 (World Future Council, WFC) 회원들과 대안 노벨상 (바른생활상: Right Livelihood Awards, RLA) 수상자들은 핵무기 폐기를 촉구했습니다. 1월 19일 발표 된 공동성명에서 58명의 WFC 회원들과 RLA 수상자들은 지속 가능한 미래를 보장하기 위해 정부가 핵 위험 감소 및 군축에 대한 조치를 취할 것을 촉구하였습니다.
해당 성명은, 1월 20일 조셉 바이든 미국 대통령의 취임식과 1월 22일 핵무기 금지 조약의 발효를 위한 UN 최초 성명인 제 1호 결의안의 75 주년에 맞춰 발표됐습니다. 지난 1946년 1월 24일에 채택 된 UN 총회 결의안 제1호에서 “핵무기 및 기타 대량 살상 무기 제거”라는 전 지구적인 목표를 설정한 바 있습니다.

Joint statement by World Future Council members and Right Livelihood Laureates on the occasions of the Entry-into-Force of the Treaty on the Prohibition of Nuclear Weapons and the 75th anniversary of UN Resolution 1 (1)
We, Right Livelihood Laureates and members of the World Future Council, express deep concern about the existential threat to humanity and the planet from the 14,000 nuclear weapons possessed by nine nuclear-armed States, many of them poised for use at a moment’s notice by decision of unstable leaders or through use by accident, miscalculation or crisis escalation.
The production, deployment, testing, use and threat to use nuclear weapons violate the Right to Life and other international law, threaten current and future generations, provoke international conflicts and consume resources required to address the COVID-19 pandemic and climate change, and to achieve the Sustainable Development Goals.
The very first resolution of the United Nations General Assembly, UN Res 1 (1) which was adopted by consensus on January 24, 1946, established the UN goal of the elimination of nuclear weapons and other weapons of mass destruction. It is time to fulfil that goal.
On January 22, 2021, the Treaty on the Prohibition of Nuclear Weapons (TPNW) will enter into force making it illegal for States Parties to develop, test, produce, manufacture, acquire, possess, deploy, use or threaten to use nuclear weapons or to assist or encourage such acts. The treaty is an important measure by the 51 non-nuclear countries who have ratified, and others who may subsequently join, to advance the abolition of nuclear weapons through national nuclear prohibition measures and international promotion.
We encourage all ratifying states to adopt comprehensive implementing measures, to include the prohibition of the threat, use, production, testing, transit and financing of nuclear weapons within their territorial jurisdiction. In particular, the prohibition of nuclear weapons transit and financing, including public investments in the nuclear weapons industry, would impact considerably on the nuclear arms race and on the policies and practices of the nuclear-armed states.
In addition, we encourage the ratifying states to establish ministerial positions, public advisory committees and disarmament education funds to facilitate public education and effective policy to further advance the objective of a nuclear-weapon-free world, as has already been done, for example, in New Zealand.
The nuclear armed and allied states have said that they will not join the Treaty. As such, they will not be bound by it. However, they cannot escape their individual and collective obligations to achieve nuclear disarmament. They agreed to this in UNGA Resolution 1 (1). Most of them also agreed to this in joining the Non-Proliferation Treaty, Article VI of which requires them to achieve nuclear disarmament. In addition, they are bound by customary international law prohibiting the threat or use of nuclear weapons as affirmed by the International Court of Justice in 1996 and the UN Human Rights Committee in 2018.
The Entry-into-Force of the TPNW on January 22, and the 75th anniversary of UNGA Resolution 1 (1) on January 24, 2021, provide opportune occasions for non-nuclear governments and civil society to remind the nuclear armed and allied states of the illegality of the threat or use of nuclear weapons and of their nuclear disarmament obligations, and call on them to implement these immediately.
The nuclear armed and allied states claim that they require nuclear deterrence for their security. However, they have a legal obligation under the UN Charter (Article 2) to achieve security without reliance on the threat or use of force in their international relations. In addition, the UN and many regional bodies and treaty organisations, provide mechanisms for achieving security and resolving conflicts through common security approaches including diplomacy, negotiation, mediation, arbitration and adjudication – instead of through militarism and war.
And, if we have learned anything from the climate crisis, unprecedented biodiversity loss and the COVID-19 pandemic, it is that militarism and weapons, including nuclear weapons, are useless in addressing the key human security issues of today and tomorrow.
The 1972 Biological and Toxin Weapons Convention (BTWC), with 183 States Parties, has abolished biological weapons, and the 1993 Chemical Weapons Convention (CWC), with 193 States Parties, has abolished chemical weapons. It is now time to abolish the third class of weapons of mass destruction, nuclear weapons.

As movements fighting against systems of injustice that view black, brown and indigenous peoples as disposable, to be sacrificed by racist and colonial systems of exploitation and domination, we see the struggle of the Palestinian people against occupation and apartheid as part and parcel of our collective struggle for climate, racial, economic and political justice and for a world where everyone has the right to live with dignity, free from oppression.
We are enraged and grieve equally the loss of lives of all civilians – Palestinian and Israeli – that have taken place since 7 October and call for those responsible to be held accountable for their actions.
We decry the fact that for many Northern Governments, Palestinian lives are deemed as being of less value and worth as those of Israeli citizens. This has allowed tens of thousands of Palestinians being killed with impunity over the decades as a result of Israel’s illegal occupation of Palestine. People whose names and dreams, like those of our peoples in the global South, sacrificed to colonialism.
In the latest indiscriminate bombing of Gaza, Israel has already killed more than 5000 Palestinians including at least 2360 children, displacing over 1 million people, as it collectively punishes the Palestinian people. In just one week, between 7-12 October, Israel dropped over 6,000 bombs on the Palestinian people living under its illegal occupation, more than the US dropped in a whole year during its war on Afghanistan. Whilst Human Rights Watch has confirmed that Israel has used a banned chemical weapon – white phosphorous – in civilian areas in the Gaza Strip, causing severe burns and uncontrollable fires.
We are devastated by the bombing of the Al-Ahli Arab Hospital in Gaza which killed 471 injured and sick Palestinians, including women, children, doctors, nurses, and those seeking refuge from the retaliatory bombardment by Israel. To date, the World Health Organisation has documented 76 attacks on healthcare workers, 26 healthcare facilities including 17 hospitals have been attacked, as well as attacks on UN schools where Palestinians are sheltering for safety.
The Occupied Palestinian Territory of Gaza is facing a “complete siege” with the purposeful targeting of civilian infrastructure such as hospitals and schools which constitute war crimes under international law. Israel is also blocking food, water, fuel and medicine to a captive population of 2.3 million Palestinians, half of whom are children, as a weapon of war.
While in the Occupied Palestinian Territory of the West Bank, Israel has imposed a total blockade. The Israeli military is attacking Palestinians protesting the genocide in the Gaza Strip with lethal military force, and is providing thousands of weapons to Israeli settlers inside the West Bank, who are attacking and killing Palestinians.
Israel has openly made genocidal statements that ‘Gaza will be reduced to rubble’ and called the Palestinians ‘human animals’. As climate justice movements we recognise the language of racism and colonialism that has been used to justify the sacrificing and killing of so many of our people across the global South.
The current war in Gaza is not an isolated event but is deeply rooted in ongoing colonization, illegal occupation, systemic injustices, and historical oppression of Palestine by an apartheid state. Israel has repeatedly disregarded the international humanitarian law and human rights principles that demand the protection of civilians, especially in conflict zones, as it escalated its genocidal attacks in Gaza.
Israel is planning a ground offensive with intent to indiscriminately kill Palestinians in north Gaza; and aims to ethnically cleanse more Palestinians in a single day than during the Nakba (Arabic for ‘catastrophe’) in 1948, when over 750,000 Palestinians were expelled from their homes – or any day since in their ongoing settler-colonial occupation of Palestine. The vast majority of Palestinians in Gaza are refugees from the Nakba.
The situation has never been more urgent. In the words of the Director of the United Nations Relief and Works Agency for Palestinian refugees (UNRWA), “Gaza is running out of life”. As vital resources run out and Gaza’s health infrastructure – already battered by Israel’s 16 year-long blockade and periodic bombardment – ‘collapse before our eyes’, Gaza’s remaining hospitals are turning into morgues.
We call for an immediate ceasefire, and for the international community to break the blockade and end the collective punishment of the Palestinian people. We must bring an end to apartheid and occupation.
We are appalled at the US and UK refusing to support the resolutions at the United Nations Security Council calling for a ceasefire to allow humanitarian aid access to the Gaza Strip. The complicity of powerful Western nations in enabling Israel to carry out these actions with impunity is a matter of grave concern. Despite the growing evidence of human rights violations, the provision of military and financial support to Israel from these nations continues unabated. The disregard for the lives of Palestinian people is inexcusable, and it is incumbent upon these nations to end their arming of Israel and prioritise human rights.
We also call out the role and bias of politicians and international media, led by northern media, fueling the islamophobic rhetoric and dehumanization of the Palestinian people as well as the role of international tech companies and platforms in allowing the rise of islamophobic and anti-semitic hate speech and fake news.
We condemn the attempt by Northern Governments – from Germany, France, to the UK, to attempt to criminalize and ban our movements from marching and calling for Justice for Palestine. The attacks on our right to protest mirror the attacks on climate protests that are taking place in countries that bear the greatest responsibility for these injustices.
We stand in immutable solidarity with the people of Gaza and all victims of brutality and demand upholding of international law and human rights principles to protect innocent civilians.
We also stand in solidarity with Palestinians and Jews who are protesting Israel’s bombardment of Gaza and advocating for peace and justice in the region. We condemn actions taken by several governments around the world to stop these protests and the arrest of peaceful demonstrators.
There can be no peace without justice and it is a moral imperative for the global community to stand in unity with the oppressed. We call on all our governments and international bodies to work together to end the war, and to bring all those responsible for war crimes to justice. We demand an end to the occupation and genocide of the Palestinian people and urge for resolution that can ensure that both Palestinians and Israelis can live with security and dignity.
Our Demands
In light of the ongoing violence and the appalling human rights violations in Gaza by the apartheid state of Israel, we call for the following urgent measures:
Immediate Ceasefire: We echo the calls of the United Nations Secretary General and humanitarian and human rights organisations for an immediate ceasefire in Gaza.
End the illegal blockade: Urgent humanitarian and emergency aid must be provided to civilians in Gaza. The people of Gaza are in dire need of medical supplies, food, water, and other essential resources, which need to be restored urgently.
Stop War Crimes: Israel must be held accountable for its actions that breach international law, including attacks on hospitals, forced evacuations, and the illegal blockade on Gaza for decades.
End Impunity: All those responsible for war crimes including the State of Israel must be held to account for their actions. All civilian hostages, including the thousands of Palestinian political prisoners held without charge or trial must be released. Western powers must stop their support for Israel, including ending arms sales to Israel particularly in the context of human rights violations and stop all support and funding to Israel immediately. Political alliances should not take precedence over human lives.
End Apartheid and Occupation: We support the self-determination of the Palestinian people. We call on Israel to end its system of apartheid and for the right of return and compensation to Palestinian refugees. We call on the international community to finally uphold the UN resolutions for a safe, secure and viable State of Palestine alongside a State of Israel.
Stop Racism, Islamophobia and Anti-Semitism: We stand in solidarity with our comrades in the Jewish and Muslim communities facing an increase in racist attacks. The struggle for climate justice is a struggle for racial justice.

홍콩의 시민들과 함께하는 한국 시민사회단체 기자회견문
홍콩 정부는 무차별적인 폭력 진압 중단하고 집회 시위의 자유 보장하라

중국 건국 70주년 국경절인 지난 10월 1일, 홍콩에서는 비극적인 일이 발생했다. 국가폭력에 의해 희생된 사람들을 기리는 ‘애도의 날’ 행사가 있었던 이날, 시위 참여자인 중등학교 5학년 남학생이 경찰의 실탄에 맞은 것이다. 공개된 영상에 따르면 홍콩 경찰은 시위대와 대치하던 중 매우 가까운 거리에서 실탄을 발사했고, 총에 맞은 학생은 탄환 적출 수술을 받는 중상을 입었다. 이날 경찰은 이 지역 외에도 곳곳에서 실탄 경고 사격을 했던 것으로 알려졌다.
이에 대해 홍콩 경찰은 실탄 발포 사실은 인정했지만 공식적인 사과는 하지 않고 있다. 오히려 시위대를 ‘폭도’로 규정하고 “당시 경찰관들은 시위대에게 포위돼 공격을 받는 상황 속에 생명의 위협을 느꼈다”고 강변한 것으로 알려지고 있다. 이번 사건은 그동안 꾸준히 비판 받아 온 홍콩 경찰의 무차별적인 폭력 진압, 과잉 대응을 여실히 보여주는 충격적인 사건이다. 심장에서 불과 3cm 벗어난 가슴을 정면 가격한 홍콩 경찰의 실탄 발사는 그 어떠한 말로도 정당화될 수 없는 공격적인 행위였다.
우리는 홍콩 경찰의 폭력적인 진압에 대해 심각하게 우려하며, 경찰이 즉시 사과하고 이 사건을 조사할 것을 촉구한다. 더불어 시위에 대한 폭력 진압을 중단하고, 홍콩 시민들의 의사 표현의 자유와 집회 시위의 자유를 보장할 것을 촉구한다.
홍콩 행정장관이 송환법 공식 철회를 밝혔지만, 홍콩 시민들은 송환법 공식 철회, 경찰의 강경 진압에 관한 독립적 조사, 시위대 ‘폭도’ 규정 철회, 체포된 시위대의 조건 없는 석방 및 불기소, 행정장관 직선제 실시의 5대 요구가 모두 수용될 때까지 시위를 이어가겠다는 입장이다. 시위대의 규모가 줄긴 했지만 홍콩의 미래와 민주주의를 위한 시위에 여전히 많은 시민들이 적극 동참하고 있다. 이런 가운데 홍콩 경찰의 과도한 폭력 진압과 집회·행진 금지로 홍콩 시민들의 의사표현의 자유와 집회 시위의 자유는 심각하게 탄압받고 있다. 100만 명이 모인 지난 6월 9일 시위 이후 현재까지 경찰에 체포된 시위 참가자 수는 1천 명을 훌쩍 넘어섰고, 지난 10월 1일 시위에서만 66명이 부상을 입고 180여 명이 체포된 것으로 알려졌다. 그동안 홍콩 경찰은 시위대를 향해 진압봉을 휘두르고 최루탄을 쏘는 등 무차별적으로 진압했고, 물대포 발사, 특공대 투입에 이어 실탄 경고 사격까지 과도하게 대응한 바 있다. 시위가 격화되는 것은 경찰의 이러한 과잉 대응 때문이다.
더이상 홍콩 시민들의 분노에 폭력으로 답해서는 안 된다. 홍콩과 중국 정부는 송환법 철회 이후에도 민주주의와 인권을 향한 시민들의 요구가 이어지는 이유를 직시하고, 자발적으로 거리로 나오는 시민들의 목소리에 귀 기울여야 한다. 이 과정에서 체포된 시위대에 대한 조건없는 석방과 불기소, 경찰의 강경 진압에 대한 독립적인 조사 뿐만 아니라 집회에 참여한 시민들에게 벌어지고 있는 ‘백색 테러’에 대해서도 정부 차원의 신속한 대응이 필요하다. 그 과정에서 기본권인 의사 표현의 자유와 집회 시위의 자유는 무엇보다 우선적으로 보장되어야 한다. 한국의 시민사회단체들은 이번에 부상 당한 학생을 비롯하여 모든 부상자의 빠른 쾌유를 빌며, 민주주의와 인권을 향한 홍콩 시민들의 저항에 다시 한 번 연대의 뜻을 전한다.

미국의 전쟁 행위 규탄과 한국군 파병 반대 한국시민사회단체 공동 기자회견
No War on IRAN!
미국 트럼프 정부가 절대 용납할 수 없는 ‘전쟁 행위’를 저질렀다. 지난 1월 3일(현지시간) 이라크 바그다드 공항에서 이란 혁명수비대 산하의 고드스 특수부대 사령관 가셈 솔레이마니를 드론 공격으로 표적 살해한 것이다. 이에 대해 ‘가혹한 보복’을 공언했던 이란은 지난 8일(현지시간) 이라크 내 미군기지 2곳에 지대지 미사일 십여 발을 발사하며 보복 공격을 감행했다. 이후 이란 외무부 장관이 상황 악화나 전쟁을 원하는 것은 아니라고 밝히고, 트럼프 대통령 역시 군사력 사용은 원치 않는다고 발표하며 최악으로 치닫던 상황을 조금이나마 완화한 것은 그나마 다행이다.
미국의 솔레이마니 사령관 등 암살은 명백한 국제법 위반이자 이라크 주권을 침해한 전쟁 행위(act of war)다. 미국 정부는 솔레이마니 사령관이 이라크와 레바논, 시리아의 미국 시설들을 겨냥한 공격을 모의했다고 주장한다. 그러나 미국 정부는 구체적인 증거를 전혀 제시하지 못하고 있으며, 이라크 정부 역시 미국의 주장을 전면 부인하고 있다. 자국이 먼저 공격을 당했거나 유엔 안보리의 승인이 있는 경우를 제외하고는 타국에 대한 군사 공격을 금지한 유엔 헌장을 비롯한 국제법 위반이라는 비판이 쏟아지고 있는 이유다. 더구나 제3국에서, 이라크 정부에 통보도 없이 군사작전을 진행하여 주권 국가의 고위 인사를 살해한 것은 그 어떤 이유에서도 정당화될 수 없다. 이라크 외교부 역시 “미국의 공격은 이라크 주권과 이라크 내 미군 주둔의 조건을 심각하게 위배했다”는 취지의 서한을 유엔 안전보장이사회에 보냈다고 밝혔다.
우리는 이번 사태의 책임이 명백히 미국에 있다는 점을 강조한다. 또한 미국과 이란 사이의 갈등이 발생한 원인은 미국의 일방적인 이란 핵 합의(포괄적 공동계획, Joint Comprehensive Plan of Action) 파기였다는 점도 상기한다. 후보 시절부터 이란 핵 합의를 문제 삼았던 트럼프 대통령은 국제원자력기구(IAEA)와 유럽연합(EU) 등 국제기구들이 이란이 합의를 성실히 이행해왔다는 점을 수차례 검증을 통해 확인했음에도 이란이 몰래 핵무기를 제조한다고 비난하며 2018년 일방적으로 협정을 탈퇴하고 제재를 복원했다. 미국과 이란이 오랜 적대관계를 극복하고 유엔 안보리의 지지를 받으며 어렵게 만들어 낸 핵 합의를 휴지조각 취급한 것은 어떠한 말로도 정당화될 수 없다. 미국은 새로운 제재를 말할 것이 아니라, 책임을 인정하고 이란 핵 합의 복원을 위해 노력해야 할 것이다.
전쟁은 답이 될 수 없다. 군사행동으로는 갈등이나 문제를 해결할 수 없다. 전 세계는 ‘테러와의 전쟁’이라는 이름으로 시작된 2001년 아프가니스탄 전쟁, 2003년 이라크 전쟁, 그 이후 IS의 등장으로 이어져 온 지난 시간을 잊지 않고 있다. 전쟁이 초래한 끔찍한 결과로 인해 고통 받아온 사람들을 똑똑히 기억하고 있다. 어떤 전쟁에도 승자는 없었다. 폭력의 악순환 속에서 군수산업체들은 큰 돈을 벌고, 정치인들은 정치적 이익을 도모해왔다. 무고한 민간인들은 죽거나 다치거나 난민이 되었다. 지금 전 세계 시민들은 같은 실수를 반복할 수는 없다고 호소하고 있다. 앞으로도 미국과 이란은 어떠한 추가적인 군사행동도 해서는 안 된다.
이런 가운데 지난 1월 7일 해리 해리스 주한 미국 대사가 한국이 중동에 병력을 보내길 희망한다며 공개적으로 한국 정부를 압박한 것은 매우 부적절한 행위다. 그동안 한국은 미국의 호르무즈 파병 요청에 호르무즈 호위 연합 지휘통제부로의 연락장교 파견, 청해부대 작전 범위 확대 등의 방안을 검토해왔다. 한국 정부는 이러한 검토를 즉각 중단하고 미국의 파병 요구를 반드시 거절해야 한다. 미국의 전쟁 행위로 군사적 갈등이 격화된 상황에서 미국 편에 서서 군사행동에 동참할 그 어떤 명분도 없다. 한국 정부가 아무리 ‘자국민 보호’ 등의 이유를 대더라도, 이란을 비롯한 전 세계는 그렇게 생각하지 않을 것이며 파병 지역에서 한국군이 상대해야 할 대상은 이란이 될 것이다. 나아가 한반도 평화를 위한 국제사회의 건설적인 역할을 요청해온 한국이 다른 갈등 지역에서 군사적 개입에 나서는 것은 결코 옳지 않다.
어느 때보다 평화를 위한 목소리가 절실한 시간이다. 우리는 평화를 원하는 전 세계 시민과 연대하여 또 다른 전쟁은 안 된다고 외칠 것이다.
