5대강유역보전실천협의회 발족

전국 주요 강 유역의 민간단체들이 결집한 5대강유역보전실천협의회(이하 5대강유역협의회)가 발족했습니다. 금강유역환경회의, 섬진강유역환경협의회, 영산강살리기네트워크, 한강유역네트워크 등 100여 개 단체는 9월 25일(월) 오후2시 참여연대 아름드리홀에서 5대강유역보전실천협의회 창립총회를 열고, 공식 출범을 알렸습니다.

5대강유역협의회는 이날 김정욱 상임대표(한강유역네트워크 상임대표)와 김재승(금강유역환경회의 공동의장)·박정수(섬진강유역환경협의회 상임대표)·김광훈 (영산강살리기네트워크 대표) 공동대표를 선출했습니다. 또 각 유역에서 추천을 받아 12명의 운영위원과 공동운영위원장을 선출하고, 이세걸 한강유역네트워크 운영위원장이 사무총장을 맡기로 했습니다.

5대강유역협의회는 창립선언문과 ‘4대강민관합동 평가 및 재자연화 위원회 구성’과 ‘물관리일원화’ 등을 촉구하는 특별결의문을 발표하고, 환경부 장관 면담 등 본격적인 활동에 들어갔습니다.

우리는 오늘 새 시대의 첫 걸음을 내딛는다. 한 번도 가보지 못한 길 그러나 기필코 가야할 길이기에 결연한 마음으로 이 자리에 섰다. 오늘 우리 강은 막히고 끊어져 있다. 그리하여 강에 깃들어 사는 뭇생명은 신음하고 있다.

물은 생명이다. 강이 살아야 사람이 산다. 유역에 사는 사람이 유역의 물 문제를 가장 잘 안다. 어디가 막혀 있는지, 어떻게 소통해야 할지 가장 잘 아는 이는 유역에 사는 사람이다. 유역 자치의 실현은 유역에 뿌리내려 살아가는 모든 이의 염원이다.

우리는 끊임없이 소통과 협력을 추구해왔다. 정부가 4대강특별법이라는 결실을 낸 것은 유역의 민간단체들의 헌신적인 노력에 힘입은 바 크다. 그러나 그 후 20년 가까이 유역에 살면서도 유역에 대한 권리를 보장받지 못한 채 소외되고, 외면 받아 왔다.

급기야 4대강 사업으로 우리 강이 찢기고 끊어지는 지경을 보았다. 4대강 사업의 폐해는 고스란히 유역의 몫이 되고 말았다. 신음하는 강을 볼 때마다 우리 가슴도 찢어진다. 녹조로 물든 강을 생명의 푸른 강으로 되살리기까지 우리는 막힌 것을 허물고, 고인 것을 흐르게 할 것이다.

바야흐로 통합물관리 시대를 앞두고 있다. 물 문제는 행정이나 전문적인 기술로만 풀 수 없다. 유역과 벗하며 한평생 살아온 지혜가 어우러져야 하기에, 강의 소리에 귀 기울이며 살아온 유역의 목소리를 들어야 한다.

서울환경연합은 5월 2일 서울, 경기, 인천 등 수도권 시·도민 1,130명을 대상으로 ‘미세먼지 인식 설문조사를 진행하였습니다.

국민 2명 중 1명이 호흡기 질환 등 미세먼지로 인한 건강 피해를 입은 적이 있다고 응답한 반면 마스크 착용은 그 절반인 4명 중 1명인 것으로 드러났습니다. 미세먼지를 피하기 위해 가장 많이 하는 행동은 외출 및 야외활동 자제 38.1%(431명)로 나타났습니다. 공기가 좋은 곳으로 이사를 갔다는 응답도 1.6%(18명)에 달해 시민들이 미세먼지로 인한 건강 위협을 느끼고 있다는 것을 보여주었습니다.

미세먼지를 발생시키는 원인에 대해서는 중국 등 주변국 영향 44.9%(507명), 경유차 등 자동차 배출가스 33.7%(381명)라고 응답하였습니다. 시민들은 평상시와 고농도 시 미세먼지의 중국 영향에 대해 30~50% 정도로 인식하고 있었습니다. 가장 필요한 대책으로 중국 등의 국가와 공동연구를 통한 대기오염 상호영향의 과학적 규명 28%(316명), 미세먼지 관리기준강화 21.2%(239명), 경유차 등 자동차 교통수요관리 정책강화 14.8%(167명) 순으로 나타났습니다. 시민들은 평상시와 고농도 시 미세먼지의 중국 영향에 대해 30~50% 정도로 인식하고 있다는 응답이 가장 높았습니다.
