서울환경운동연합(이하 서울환경연합)은 지난 12월 22일(목) 오후 1시 30분 광화문 광장 이순신 동상 앞에서 ‘1급 발암물질, 고농도 미세먼지 <비상저감조치> 추가대책 마련 촉구 기자회견을 가졌습니다.

이번 기자회견은 미세먼지가 급증하는 겨울철을 맞아 지난 12월 1일 정부가 내놓은 고농도 미세먼지시 ‘비상저감조치’ 시행에 대한 추가대책을 촉구하기 위해 마련되었습니다.

정부는 지난 12월 1일, 비상저감조치의 주요 내용으로 △미세먼지 고농도시기 3대 현장 특별단속 연2회 정례화 △수도권 지역 비상저감조치 시범사업 시행(‘17~’18) △주요 시설별(어린이집, 학교, 가정 등) 계층별(어린이, 학생, 어르신 등) 구체화된 대응요령 제시를 내놓았습니다. 그러나 정부의 비상저감조치는 미세먼지 발생의 주요 발생원인 ‘석탄화력발전소’와 ‘노후 경유차 및 교통수요관리’ 대책이 부실하여 실질적인 미세먼지의 저감대책으로는 매우 부족합니다.

이에 서울환경연합은 다음과 같은 추가대책 마련을 촉구합니다.

석탄화력발전소 가동중단하고, LNG 등 신재생에너지 발전소로 가동해야

먼저 겨울철에 고농도 미세먼지가 급증하는 데는 난방에 따른 석탄화력발전소 가동이 원인입니다. 때문에 고농도시에 미세먼지를 실질적으로 줄이고 시민건강을 지키기 위해서는 무엇보다 정부가 미세먼지 배출원으로 지목했던 석탄화력발전소 가동을 잠정적으로 중단하고 LNG 등 신재생에너지 발전소를 우선 가동해야 합니다. 그리고 석탄화력발전소가 밀집돼있는 충남권역에 대한 특별대책이 필요합니다.

사후약방 처방이 아닌 ‘미세먼지 저감정책’을 먼저 만들어야

또한 미세먼지 고농도시 불법연료, 건설공사장 비산먼지, 불법소각 등을 특별단속으로 막을 수 있을지 의문입니다. 어느 특정한 기간에만 단속을 통해 미세먼지의 저감을 꾀하는 것은 본질은 외면한 채 곁가지만 신경쓰는 것과 같습니다. 이를 막기 위해서는 단속을 통한 처벌과 동시에 자발적으로 미세먼지를 저감하는 동기유발이 필요하며 일상적으로 미세먼지 배출량을 줄일 수 있는 저감정책을 먼저 내놓아야 합니다.

지난 5일 대중교통전용지구 서포터즈 오리엔테이션이 환경센터에서 있었습니다.

각 대학에서 다양한 전공을 공부하고 있는 대학생 18명이 모여서 서울시의 대중교통전용지구 홍보를 위해서 두 달간 활동할 예정입니다.

대중교통전용지구는 서울시의 교통문제를 해결하고 온실가스를 줄일 수 있는 유효한 정책수단으로 서울시에서는 2014년 1월에 신촌 연세로에서 처음 시행되었습니다.  전국적으로는 대구 동성로가 2009년에 국내에서  최초로 시행되었고 올해 부산 동천로가 대중교통전용지구로 지정되어 운영되고 있습니다.

이번에 모집된 대중교통전용지구 서포터즈는 신촌대중교통전용지구 이용만족도 조사, 서울시 차없는날 행사 참여, 인터뷰, 강연회 참여 등의 활동을 할 예정입니다.
