대기환경보전법 일부개정안 통과

국민의 생명과 건강 위해 불법·조작 제작차의 규제 강화

 

○ 폭스바겐 사태 등 재발방지를 위한 ‘대기환경보전법 일부개정안’이 12월 8일 국회 본회의를 통과했다.

 

○ 서울환경운동연합(이하 서울환경연합)은 배출가스불법조작을 인정하지 않고 소비자들에게 아무런 보상대책을 마련치 않는 폭스바겐을 상대로 거짓과 불법을 규탄하고 조속한 대책마련을 촉구해왔다.

 

○ 폭스바겐은 그간 배출가스저감장치 불법조작과 인증서류 위조로 총319억원의 과징금을 부과 받았다. 이는 전체매출액인 2조 2천 8백원에 비하면 너무나 적어 불법행위를 제재하는 데 실효성이 낮다고 지적됐다. 또한 기존 대기환경보전법에서 소비자 권익보호를 위한 조치는 ‘부품 및 자동차의 교체’로 제한하고 있어 문제로 지적됐다.

 

○ 기존 대기환경보전법 상 과징금 체계를 보면 불법행위를 한 제작차의 한 차종당 100억원의 한도를 두어 매출액의 100분의 3에 해당하는 금액을 과징금으로 부과하고 있다. 그러나 개정된 법률은 100억원에서 500억원으로, 매출액의 100분의 3에서 100분의 5로 상향조정하게 되어 과징금이 높아졌다. 또한 ‘교체, 환불, 재매입’을 명시하여 소비자들의 권익도 높였다.

 

○ 서울환경연합은 이번 개정한 법률안에 대해 환영하며 국민의 생명과 건강을 위해 앞으로도 국회가 제 역할을 해주길 거듭 촉구한다.

생물의 특징을 살려 색감을 잘 이용하여 그리는 친구 등 다양한 친구들의

생물 그림이었습니다.

다음 모임에는 조를 짜서 생태지도를 완성하려 합니다.

우리가 모니터링 한 반디논 에서 살고 있는 생물을 그리는 것.

9월에는 둘째주 토요일에 소래습지생태공원에서 생물다양성 조사를

하는 프로그램에 참여할 계획입니다.

서울 한복판에 위치한 위안부 소녀상 곁에 남자아이가 피켓을 들고 섰다. 눌러 쓴 모자 아래 ‘일본산 수입금지! 아이들의 미래가 위험하다’란 피켓 글이 아이의 가슴팍을 가린다. 아이와 나란히 선 엄마도 포대기에 아기를 안고 ‘국민안전 위협하는 방사능 고철 수입금지!’라 적힌 피켓을 들고 있다. 곧이어 엄마와 아이가 함께 다음과 같이 외쳤다.

“규탄한다! 규탄한다! 규탄한다!”

아이와 엄마가 거리에 섰다. 일본 정부가 우리나라의 일본산 수입금지 조치를 세계무역기구(WTO)에 제소하겠다고 밝히자 시민사회환경단체가 반발하고 나섰다.

22일 서울시 종로구 주한일본대사관에서 환경운동연합과 시민방사능감시센터, 차일드세이브 등 10개 단체는 기자회견을 열고 “일본은 WTO 제소 추진을 중단하라”고 목소리를 높였다.

앞서 지난 21일 우리 정부는 관계부처 합동 보도자료를 통해 “현재 국제적 규범에 따라 검토 절차를 진행하는 과정에서 일본이 WTO에 양자 협의를 요청한 것에 유감을 표시한다”며 일본 정부의 WTO 제소 소식을 발표했다.

이날 기자회견에 나선 시민사회환경단체는 “후쿠시마 원전사고 이후 일본산 수산물에서 방사성물질이 빈번하게 검출돼 한국 국민들은 방사능 공포에 떨고 있다”며 “한국 국민들의 건강과 안전을 지키고자 취한 최소한의 조치를 일본이 WTO를 활용해 항의하는 것은 있을 수 없는 일”이라고 비판했다.

또한, “일본은 사고현장에서 발생한 방사성오염수를 해양으로 무단 방출하면서도 주변국들에게 한마디 사고조차 없다”며 “이러한 일본 정부의 태도에 우려를 넘어 분노를 느낀다”고 주장했다.

아울러 “일본에서 여전히 농수산물과 각종식품 등에서 방사성물질이 검출되고 있다”며 “이런 상황에서 일본이 WTO를 활용해 한국의 국민들의 건강과 안전을 지키고자 취한 최소한의 조치를 항의하는 것은 예의가 아니다”라고 말했다.

끝으로 이들은 “한국과 일본의 관계회복 문제를 양국의 국민들 건강과 안전을 위협하는 조치를 취해 풀어나가는 것은 올마른 방법이 아니다”며 “일본산 수산물 수입금제 해제 요구를 강력히 규탄하며, 일본은 후쿠시마 방사능오염문제부터 제대로 해결하라”고 촉구했다.
