최근 미세먼지에 대한 시민들의 걱정과 우려는 그 어느때 보다도 심각하다. 세계보건기구(WHO)에서도 미세먼지를 1군 발암물질로 분류하기 시작했는데, 미세먼지는 그 크기에 따라 PM10과 PM2.5로 구분한다. 그렇다면 인천의 대기 수준은 어떨까? 이에 대한 인천보건환경연구원의 조사결과는 우리의 한가닥 기대를 포기하게 한다. 2015년 기준 인천의 경우 대기중 PM10의 농도는 53(㎍/㎥), PM2.5의 경우는 29(㎍/㎥)다. 우리나라 환경기준이 PM10은 50, PM2.5는 25 라는 것을 고려하면 인천은 모두 기준치를 넘어섰다. 7대 광역시와 비교해 봐도 서울시 보다도 더 나쁜 밑바닥 상태다. 게다가 다른 국가의 도시와 비교해 보면 2-3배이상 심각하다. PM10의 경우 도쿄는 21, 파리는 26, 런던은 18으로, 글로벌 녹색도시를 지향하는 인천시의 구호가 무색해진다.

문제는 이런 수치가 인천시민의 건강에 심각하고 나쁜 영향을 줄 가능성이 높다는 것이다. 이에 대해서는 또 다른 무서운 통계가 공개되어 있다. 놀라지 마시라, 최근 인천시가 2020 미세먼지 저감 종합대책안을 발표하면서 인용한 OECD의 연구보고서에 따르면, 2010년 기준을 볼 때 대기오염으로 100만명당 359명이 사망하였고, 이런 추세로 가면 2060년에 이르면 1,109명이 사망할 것으로 예상하고 있다. 이 통계치를 인천에 적용해보자. 인천의 인구가 300만명이라고 계산하면 2010년에는 1,077명이 사망하였고, 2060년에 이르면 인천사람 중 매년 3,000여명이 미세먼지로 사망할 가능성이 있다. 참고로 인천지방경찰청에서 밝힌 2010년 기준 인천에서 교통사고로 인한 사망자는 220명이다. 미세먼지로 인한 사망자가 5배 정도 많다. 이건 공포영화가 아니다.

그중 최근 논란이 되고 있는 것이 인천시가 중앙정부로부터 관리권을 이양받을 경인고속도로 문제다. 제1경인고속도로는 약 50년간 인천항과 서울을 잇는 산업화의 동맥이었다. 하지만 인천의 입장에서 보면 도시를 동서로 분리시키는 도로였고, 이 도로를 다니는 대형 덤프트럭 등 자동차들로 인해 미세먼지와 소음에 시달렸다. 관리권이 이양된다는 소식에 당장 지역을 분리시켜놓은 방음벽을 철거해 달라고 주변 민원이 제기되고 있고, 주변 땅값까지 들썩거린다는 소문이다. 하지만 계속 도로로 이용되는 한 소음과 미세먼지 문제는 근본적으로 해결할 수 없고 방음벽문제는 동전의 양면이다. 인천시민의 품으로 돌아온다는 경인고속도로가 시민의 삶의 질을 높이는 귀중한 자산이 되어야지 또 다른 환경오염 발생지가 되어서는 안된다. 이제는 인천항과 제2, 제3 경인고속도로가 연결되어 있고, 제2외곽순환도로도 건설중이다. 최근에는 인천지하철 2호선도 개통되었다. 더 이상 도심을 관통하는 경인고속도로의 도로기능은 득보다 실이 많다.

이에 비해 인천의 녹지는 수많은 개발로 인해 기아상태다. 인천에 S자 녹지축이라고 불리는 계양산으로부터 원적산, 문학산, 연수구 청량산에 이르는 녹지는 인천의 허파다. 하지만 경인고속도로는 그 중간을 50여년간 끊어놓았다. 만약 경인고속도로를 모두 녹지로 한다면 어떻게 될까? 남북의 S자 녹지축과 동서의 경인고속도로부지 녹지와 합쳐지면 새롭게 인천의 X가 녹지축이 만들어 진다. 두개의 허파가 만들어지는 것이다. 꿈을 꾸어보자. 한사람이 꾸는 꿈은 그냥 허망한 꿈으로 남지만 많은 사람들이 함께 꾸는 꿈은 현실이 된다. 그 꿈을 모두 함께 꾸기를 기대해 본다.
