이에 따라 폭스바겐은 앞으로 ‘임의설정’조작을 시인하지 않은 리콜계획서로 인해 향후 민•형사상 소송에서 소비자피해보상 등 책임을 지지 않겠다고 계속 버틸 수 있도록 용인하였고, 문제차량 12만 5,522대로 인한 대기오염의 엄청난 인적·물적 피해에 대하여 폭스바겐이 아무런 책임을 지지않게 되어 고스란히 국민들의 몫으로 남게 되었습니다.

• 환경부는 폭스바겐이 분명하게 ‘임의설정’조작을 인정하지 않을 시에 즉시 ‘차량교체명령’을 내리는 강력한 조치로 잘못을 바로 잡아야 한다.
• 폭스바겐은 불법조작으로 발생한 사회적 비용에 대하여 미국에서처럼 자발적으로 부담하는 자세를 보여야 하며, 그에 따른 책임을 다해야 한다.
