수거하여 분류하는 활동이며, 이 활동을 통하여 해양쓰레기 예방및 정책의 기초자료를
확보하는 것입니다.
해양쓰레기 모니터링 하는 앞날 강한 바람과 폭우에 방산대교 아래 소래갯벌에 있던 쓰레기들이
바람에 날려간듯 합니다.
시흥환경운동연합은 해양쓰레기 모니터링 활동을 꾸준히 해왔던지라
김문진 사무국장이 함께 나와서 쓰레기 수거 및 분류조사표 작성에 대한것을
교육해 주었습니다.
저울을 미쳐 준비하지 못해 이번 모니터링에는 무게를 측정하지 못했지만,
해양쓰레기 모니터링은 수거하는 것보다 분류하여 표에 작성하는 것이
더욱 시간이 많이 든다는 것을 알게 되었습니다.
해양쓰레기를 분류하면서,
외국기인으로는 중국 플라스틱 음식포장이 하나 있었습니다.

5월 14일, 일요일에 진행된 평촌에서 살아남기 5월은 “도구”를 주제로 하였습니다.
평촌에서 사용되는 다양한 도구들에 대해 주민들의 도움으로 설명을 들었습니다.
호미, 괭이, 쇠스랑 등 농사의 발달과 도구의 발달이 함께 시간이 지나면서 이루어졌다는 것도 배우며, 호미의 종류가 용도에 따라 여러가지라는 것이 놀라웠습니다.
마을을 돌며 농사에 사용되는 다양한 도구들의 쓰임새와 모양을 보고 배우며, 농사도구 빙고게임으로 마무리. 이후 점심에는 요리에 사용되는 도구를 직접 다루었습니다. 양파를 비롯한 요리재료를 썰고 다듬으면서 직접 어린이들이 계획한 요리를 하고 함께 먹는 즐거움은 함께 하지 않으면 경험할 수 없죠.
오후에는 밧줄 놀이터에서 신나는 밧줄놀이와 버려지는 옷으로 직접 밧줄을 만들어보고, 밧줄을 이용해 놀이도구로 만들기도 했습니다.
산들 산들 부는 바람과 초록이 만들어낸 마을의 풍경속에서 어린이들이 참 잘 어울렸어요.
다음번에는 불을 주제로 평촌에서 살아남기가 진행됩니다.

5월 12일(금) 인천환경운동연합은 가좌천 정화활동을 하면서 가좌천 주변 인천환경공단 가좌사업소, 현대제철 사회공헌 봉사원들과 함께
가좌천 정화활동을 하였습니다.
인천환경운동연합 회원, 현대제철 사회공헌 봉사원들에게 인천환경공단 가좌사업소 수질관리팀장이 나와서 가좌천 관리계획에 대해 얘기를 해 주었으며,
가좌천에 유입되는 부분(6군데)에 차집관을 묻어 관리계획에 들어간다는 얘기를 해 주었습니다.

5월 12일(금) 오전 9시 30분부터 인천환경운동연합 물위원회회원들이 모여
만수천 정화활동을 하였습니다.
만월터널옆 도롱뇽이 서식하고 있는 만수천의 상류부에
유해식물(돼지풀, 단풍잎돼지풀, 환삼덩굴)을 제거하며,
정화활동도 하여 마대로 2포대 정도 쓰레기를 수거하였습니다.
만수천의 지류 마을부터 정화활동을 시작하기 합니다.
만수천 상류부로 올라가는 길에 쓰레기들이 여기저기 산재해 있습니다.
만수천 상류 주변 유해식물인 돼지풀, 단풍잎돼지풀, 환삼덩굴등을 제거하기도 하였습니다.
정화활동을 마친후….
오늘 정화활동에는 5명이 참석하여 주었고, 수거한 쓰레기양은 2포대 정도이며
유해식물 제거한 것은 산에 두어 말려서 다른 나무들이 양분으로 사용하기로
하였습니다.

○ 서울환경운동연합(이하 서울환경연합)은 지난 6월 5일 서울, 고양, 김포 시민 1,066명을 대상으로 진행한 ‘신곡수중보 설문조사’ 결과를 공개한다.
○ 조사결과에 따르면, 서울·고양·김포 시민 1,066명 중 747명에 해당하는 70%가 신곡수중보를 즉시 철거(8.5%)하거나, 수문 개방 후에 방안을 마련해야 한다(61.5%)는 의견을 나타냈다. 반면, 신곡수중보를 그대로 둬야 한다고 답한 시민들(15%, 160명)은 서울의 14.8%, 고양의 13.5%, 김포의 17.4%인 것으로 드러났다.
○ 신곡수중보를 그대로 둬야한다고 답한 160명에게 그 이유를 물으니, 재해예방(47.5%), 경관 유지(16.9%), 북한군 침투방지(13.8%) 순으로 답했다.
○ 또한, 신곡수중보 수문을 개방한다면 녹조 예방에 도움이 된다고 답한 시민은 74%에 달해(크게 도움 29.5%, 어느 정도 도움 44.5%), 수질 개선을 위한 수문 개방에 대한 기대가 높았다.
○ 그리고, “녹조 발생을 방지하거나 경감하기 위하여 필요할 때” 신곡수중보 수문을 개방하도록 ‘수중보 관리 규정’을 개정하는 것에 대해서는, 찬성 69.8%, 반대 14.4%, 모름 15.8%로 답해, 녹조가 발생할 때 신곡수중보 수문을 열어 적극적으로 대처할 것을 주문하는 여론이 높았다.
○ 신곡수중보를 철거할 때 가장 역점을 두어할 부분에 대해선, 자연성 회복( 40.6%)이 시설 보완 (25.6%)보다 높아, 시민들은 한강의 자연성 회복에 기대가 높은 것으로 나타났다.
○ 조사 결과를 종합하면, 녹조 예방을 위해 신곡수중보 수문을 일단 열어 수질 개선에 대한 효과성을 검증할 뿐 아니라, 녹조를 방지하거나 경감하기 위해 신곡수중보 수문을 열도록 신곡수중보 관리 규정을 개정하도록 하는 것이 필요하다. 또한, 수문개방을 통한 검증과 연구 결과에 따라 신곡수중보를 철거한다면 자연성 회복에 가장 역점을 둬야한다는 것이 시민들의 요구이자 눈높이다.
○ 이번 조사는 서울환경연합이 전문여론조사기관 ㈜이너텍시스템즈에 의뢰해 ARS설문조사시스템에 의한 전화조사 RDD방식(표본오차 95% 신뢰수준에서 ±3.0%포인트)으로 서울(526명), 고양(310명), 김포(230명) 시민 유효표본 1,066명을 대상으로 이뤄졌다.

이번 행사는 ‘함께 미세먼지를 소탕하자’라는 의미로 “함께 미(세먼지를) 소(탕해요)” 를 주제로 미소단 창단 및 다양한 프로그램과 미세먼지를 제대로 알기 위한 퀴즈 돌림판 등 부대행사가 진행되었습니다.
이날 약 200여명의 서울환경연합 회원, 시민, 단체 등에서 참석을 해주셔서 자리를 빛내주셨습니다.

○ 서울환경연합은 5월 22일 문재인 대통령의 지시에 따라 6월부터 상시 개방하는 4대강 보에, 한강의 신곡수중보를 추가할 것을 촉구한 바 있습니다. 그리고 지난 16일 한강-홍제천 합류부에서 올해 첫 녹조를 확인하였습니다.
○ 지난 2015년에는 한강본류 구간에 녹조 사태가 심각해지자, 서울시가 ‘신곡수중보 전면개방 검토’ 회의를 열어 가동보 전면개방을 국토부에 제안하기로 한 바 있습니다
○ 이에 서울환경연합은 한강의 수질 개선과 자연성 회복을 위해 신곡수중보 개방 촉구 기자회견을 개최합니다.

2017년 6월 18일 자정을 기해 고리원전 1호기는 영구정지됐다. 이를 기념하고 탈핵사회로의 전환을 촉구하기 위해 지난 18일 오후 2시 부산 진구 서면 쥬디태화백화점 앞에서 부산, 경남 밀양, 울산, 경북 경주, 대전, 강원 등 전국 곳곳에서 모인 탈핵 단체회원과 시민 등 300여명이 참여한 가운데 ‘탈핵 약속 실현 촉구 결의대회’가 열렸다.
고리원전 1호기는 1977년에 만들어진 국내 최초의 원자력 발전소이다. 본래 설계상 원전의 수명은 30년으로 2007년에 수명을 다했지만 10년을 더 연장하여 40년동안 가동돼 왔다. 한국수력원자력과 원자력안전위원회의 작품이다.
40년이라는 세월속에서 고리원전은 전력만 생산한 것만이 아니다. 원전의 맏형으로 국내전력생산계의 중심으로 버티며 정계, 학계, 산업계를 관통하는 원자력마피아들의 탄탄한 세력과 관계를 구축해 왔다. 그뿐만이 아니다. 고리원전은 각종 부품비리와 잦은 사고로 잡음이 끊이질 않았다. 이제라도 노후원전 고리1호기를 폐쇄하고 탈핵의 길로 들어선 것을 다행으로 생각한다.
문재인 대통령은 대선후보 시절 ‘노후원전 월성1호기 폐쇄, 신규원전 신고리5,6호기 건설 취소, 탈핵에너지전환 정책 수립’을 공약으로 내세운 바 있다. 하지만 이를 반대하는 원자력계는 문 대통령의 탈핵에너지 정책방향을 비난하는 성명서를 제출했고, ‘전력대란과 전기세 인상’ 이라는 전력난 프레임을 지속적으로 가동해 국민들을 호도시키고 있다.

남산은 서울시 지정 생태경관보전 지역 중 하나로 남북녹지축의 거점공간으로서 신갈나무 등이 수림대가 자연성을 유지하고 있어 보호가 필요하다 하여 2006년 지정되었다. 남산 중턱 아래 남산 습지원에는 개구리, 도롱뇽 등의 양서류와 다슬기, 반딧불이 등 의 다양한 생물이 개울을 따라 서식하고 있다.
도롱뇽 유생의 정확한 크기와 생장 정도를 확인해보기 위해 잠시 옮겨담아 관찰해보았다. 
크기와 성장 정도를 확인하기 위해 샬레에 담에 보았다. 부화에서 앞다리 뒷다리 나올때 까지 3~4주가 걸린다고 한다. 둘째 손가락 길이정도 되니 약 5.5cm 크기의 도롱뇽 유생이 100여마리가 넘는다. 산개구리 올챙이도 못지않게 많은 개체가 서식하고 있다. 올챙이의 먹이활동을 이렇게 자세히 보는것은 처음이다. 입을 벌리고 오물거리는 것이 여간 귀엽지 않을 수가 없다.
그런데, 멀지 않은 곳에서 사방공사가 한창이다. 산자락을 다 파헤쳐 놓았다. 멀리서도 뿌리가 드러난 나무, 중장비에 쓸려 찍히고 상처가 난 나무들이 건설구간 양옆으로 즐비하다. 공사 진입로 설치에 따라 산림이 훼손된 것이다. 상당한 양의 벌목작업도 이루어져 있다.
사방댐은 계곡 상류에서 발생한 산사태 등으로 입목과 토사가 한꺼번에 하류로 쏟아지는 것을 막아주는 역할을 하는 소규모 댐이다. 산림청 통계에 의하면 1986년 시공이후 사방댐 공사는 매년 늘어 2016년 작년 한해만 해도 전국토에 946개의 사방댐이 건설되었다. 서울은 23개로 대규모 광역시중에서 제일 많은 숫자다. 2012년 우면산 산사태 이후 산림보호법상 산사태 예방 부분이 신설 되면서 사방사업예산은 급증 했다고 한다. 재해 복구, 예방이라는 명분아래 80년대 90년대방식의 콘크리트 중심의 공사로 진행되는 사방사업으로 인해 숲, 계곡, 소하천의 생태계가 지속적으로 훼손되고 있다는 지적은 끊임없이 있어왔다. 그렇지만 사방사업과 같은 재해예방사업이 현행 환경영향평가법에서는 환경영향평가 의무 대상이 아니어서 환경훼손에 대한 강력한 제제를 할 수 없는 것이 현실이다.
환경파괴에 대한 문제제기로 환경친화적인 공법으로 시공설계 한다고는 하지만 사방댐의 재료로 쓰이는 콘크리트나 사석, 철강재 등은 지하로 스며드는 물이 줄어들어 유출 홍수량이 증가하게 된다. 또한 사방댐은 산림 뿐만 아니라 계류 생태계도 훼손한다. 산림속 하천이나 개천물은 토양사이를 흐르지만, 사방댐 일대의 물길은 큰 바위와 그 틈을 메운 시멘트 사이를 흐르기 때문에 식물이 뿌리를 내릴 공간도 줄어들고 물 속 토양에서 생산되는 각종 영양분도 부족해 진다. 그래서 자연 개천에 서식하는 미생물이 없어 줄어들고 플랑크톤이 점차 사라지면 먹이사슬에 따른 상위포식자들의 생존도 어려워 지게 된다. 도롱뇽도 산개구리도 반딧불이도 다람쥐도 예외는 아니다.
기상이변에 따른 폭우 등의 자연재해로부터 안전이 중요하여 사방댐 건설이 불가피하다면, 애초부터 시멘트나 바위를 사용하지 않고 주변의 뿌리 깊은 나무를 활용하여 최대한 산림을 보존하는 방식의 자연친화적인 재해예방책에 대한 연구와 실행이 필요하다.
