예멘의 수도 사나에서 후티 반군이 사용하는 대공무기가 인구 밀집 지역에 떨어진 후 폭발해 민간인들이 목숨을 잃거나 불구가 되는 등 수백여 명의 사상자가 발생했다고 국제앰네스티가 밝혔다.

사나로 가는 일주일간의 여정 중 국제앰네스티가 만난 9개 병원의 의료진과 주민들은 사나 지역의 사상자가 주로 대공포화로 인해 발생하고 있다고 전했다. 사우디아라비아가 주도하는 연합군 역시 주거지역에 위치한 무기고에 공습을 가해 추가로 폭발을 일으키면서, 더욱 많은 민간인 사상자를 발생시키고 있다.

라마 파키흐(Lama Fakih) 국제앰네스티 위기대응 상임고문은 “사나 주민들은 사우디 주도 연합군의 공습과 후티 반군의 대공포화라는 치명적인 십자포화 속에 갇혀 있다. 양측 모두 필수적인 민간인 보호 대책을 취하지 않으며 전쟁법을 위반했고, 그 대신 공격을 가해 참혹한 민간인 피해를 낳았다”며 “피해 주민들에게 책임 소재 여부는 중요하지 않다. 어느 쪽이든 똑 같은 희생을 치르고 있다”고 말했다.

대공포화

사나에서 가장 큰 국립병원인 알 차우라 병원의 한 의사는 전쟁 부상자 중 약 90%에 가까운 대다수가 대공포에 부상을 입고 병원에 실려 온 것이었다고 국제앰네스티에 전했다. 지난 주 5일간의 휴전이 이루어지기 전만 해도 이렇게 부상을 입은 환자들이 매일 약 17~23명씩 이송되었다고도 했다. 이 병원에서 근무하는 또 다른 의사 역시, 분쟁이 일어나고 첫 한 달 동안 이곳에서 치료받은 부상자 1,024명 중 대다수가 대공포에 다친 사람들이었다고 확인했다.

사우디 저먼 병원과 알 무야드 모던 병원의 의료진들도 이를 뒷받침하는 증언을 했다. 알 무야드 병원의 한 의사는 이곳에서 치료한 부상자 대부분이 대공포화로 파열상을 입은 여성과 어린이였다고 국제앰네스티에 전했다.

라마 파키흐 상임고문은 “사나 지역에서 대공포화로 인한 부상자 수가 급격히 증가한 것은, 분쟁 중 민간인 보호라는 국제법상 의무가 공공연히 무시된 채 공격이 이루어지고 있는 걱정스러운 양상을 보여주는 것”이라고 말했다.

또한 국제앰네스티는 대공포화로 인해 아이를 잃은 부부와, 부상을 입은 민간인 4명을 만났다. 그 중에는 다리 골절과 배, 골반, 발에 파열상을 입은 9살 소년도 있었다.

두 아이의 어머니인 파트메흐(Fatmeh)는 3월 30일 대공포탄이 집에 떨어지면서 18개월 난 아이와 함께 머리와 손, 몸 등에 수많은 파열상을 입었다.

13세 소년 카림 알리 알 사그히르 파르한의 부모는 4월 27일, 아들이 점심 기도를 위해 집을 나서 모스크로 향하던 도중 떨어진 대공포탄에 목숨을 잃었다고 전했다.

카림의 어머니는 이렇게 말했다. “아들이 ‘알라후 아크바(신이시여)’ 하고 소리를 지르고 샤하다(기도문)를 외는 걸 들었어요. 아바야(이슬람 의상)를 입고 나서니 이웃 사람들이 아들을 병원으로 옮기는 게 보였죠. … 시끄러운 소리 때문에 대공포탄이 떨어졌다는 걸 알았어요. 그 날 포격은 이루어지지 않았어요.”

후티 반군이 전투기나 땅에 접촉할 때의 충격으로 폭발하는 대공무기를 사용하거나, 공중작렬탄을 오발하면서 수많은 민간인들의 사망과 부상을 야기했고, 이는 민간인 보호를 위해 적절한 사전대책을 취하지 않은 것에 해당하므로 국제인도법 위반이다.

대공 작렬탄은 공중에서 폭발하도록 되어 있어, 민간인 사상자를 줄일 수 있다. 5월 20일 사나에서 후티 반군이 대공포화를 가하는 영상에는 적어도 일부의 경우 작렬탄을 사용하고 있는 모습이 분명히 담겨 있다.

국제앰네스티는 후티 반군에 접촉신관을 이용하는 대공무기를 사용하지 않을 것과, 작렬탄 등의 그 외 대공포를 발사할 경우에는 민간인 보호 대책을 추가로 마련할 것을 촉구한다. 또한 후티와 안사룰라 반군은 자신들의 대공포에 민간인이 피해를 입은 것으로 알려진 사건에 대해 조사하고, 피해자들에게 치료비를 지급하고 손해를 배상하는 등의 보상을 해야 한다.

무기고 공습

국제앰네스티가 방문한 병원에는 사우디아라비아 주도 연합군이 5월 11일 누쿰 산 일대의 무기고에 공습을 가하면서 벌어진 2차 폭발로 부상을 입은 추가 민간인 피해자들도 다수 있었다.

국제앰네스티는 공습 현장을 목격한 누쿰 산 주민 4명과, 어린이 4명, 여성 2명 등 공습으로 인한 2차 폭발의 부상자 7명을 만나볼 수 있었다. 피해자 여성 중 한 명은 함께 폭발에 휘말린 아들은 목숨을 잃었다고 했다. 예멘 보건부는 당시 공습으로 약 40명이 숨졌다고 발표했지만, 국제앰네스티는 이 통계 수치를 독립적으로 확인할 수 없었다. 알 사와라 병원과 쿠웨이트 병원의 기록 및 의료진들의 증언에 따르면 당시 공습으로 약 140명의 부상자가 이송됐다.

그보다 앞선 4월 20일에도 사나 교외의 파즈아탄에 위치한 무기고에 공습이 이루어져 주민 수백 명이 부상을 입었다.

누쿰 산과 파즈아탄 공습으로 피해를 입은 주민들은 모두 연합군으로부터 사전 경고가 충분히 가능한 상황이었으며, 알려진 무기고의 위치와 매우 가까운 곳에 사는 주민들이 2차 폭발로 부상을 입을 가능성이 있었음에도 공격이 임박했다는 경고를 전혀 받지 못했다고 진술했다. 이러한 상황에서 효과적으로 사전 경고를 하지 않는 것은 국제인도법 위반에 해당한다. 공습의 횟수에 비례해 이러한 공습으로 야기되는 엄청난 민간인 피해에 대한 우려 역시 증가하고 있다.

국제앰네스티는 사우디아라비아 및 공습에 관련된 연합 소속 국가들에 대해, 국제인권법에 명시된 대로 민간인에 대한 위험을 최소화하기 위해 가능한 모든 사전 대책을 취할 것을 촉구한다. 이러한 사전 대책은 공격 대상이 군이 아니거나, 부적절한 공격일 가능성이 명백한 경우 공격을 취소 또는 연기할 것, 정황상 불가능할 경우를 제외하고 민간인에게 영향을 줄 수 있는 공격은 사전에 효과적으로 경고할 것 등을 포함한다. 또한 후티 반군은 가능한 한 인구가 밀집된 민간 구역으로부터 멀리 떨어진 곳으로 군 거점을 옮겨야 할 것이라고 국제앰네스티는 밝혔다.

또한 예멘 내 사상자가 급증하고 있는 만큼, 사우디아라비아에 무기, 탄약, 군사훈련 또는 그 외의 군사기술/지원을 공급하고 있는 모든 국가들은 극도의 주의를 기울이고 더 이상의 민간인 사상자를 늘리는 군사적 이전은 하지 않을 것임을 보여줘야 한다.

라마 파키흐 상임고문은 “예멘 전역에서 공습과 대공포화가 재개됨과 동시에 민간인 사상자 수는 이미 증가를 보이기 시작했다”며 “지금까지 분쟁 양측은 자신들의 활동이 주민들에게 미친 치명적인 영향에 대해 냉정한 무관심을 보였다. 모든 분쟁 당사자들은 민간인 피해 위험을 최소화하기 위해 가능한 모든 조치를 취할 수 있으며, 취해야만 한다”고 말했다.

2015년 3월 25일 처음 시작된 연합군의 공습은 지금까지 수백여 명의 민간인 사망자를 발생시켰다. 국제앰네스티는 이러한 공습이 국제인도법을 위반했을 가능성이 있는 다수의 사례에 대해 기록하고 있다.

사례) 대공포에 숨지거나 다친 민간인

-3월 30일, 사나 사완 지역

24세에 두 아이를 둔 엄마인 파트메흐는 3월 30일 사나 사완에 위치한 자택에 대공포탄이 떨어지면서 18개월 난 아이와 함께 크게 다쳤다. 파트메흐는 오른손, 오른쪽 겨드랑이, 머리에, 어린 아들은 머리와 손에 파열상을 입었다. 아들은 부상 치료를 위해 2번 수술을 거쳐야 했고, 파트메흐의 집안은 그녀의 머리에 박힌 파편을 제거하는 수술의 수술비를 감당할 수 없었다. 파트메흐는 끔찍한 두통에 시달리고 있으며, 가끔은 두통 때문에 시력을 잃기까지 한다고 말했다. 국제앰네스티는 파트메흐의 집을 방문해 포탄으로 인한 피해를 살펴봤으며, 물리적 증거는 대공포화와 동일한 것이었다.

파트메흐의 남편 역시 아들과 함께 알 차우라 병원에 입원해 있는 며칠 동안, 대공포탄으로 인한 부상자들이 매일 10명 이상 응급실로 실려왔다고 전했다.

-4월 27일, 사나 슈마일라 지역

국제앰네스티는 4월 27일 대공포탄에 목숨을 잃은 13세 소년 카림 알리 알 사기르 파한의 부모와 만날 수 있었다. 사건 당시 집에 있었던 카림의 어머니는 오후 12시 무렵 집 앞에 대공포탄이 떨어지는 소리에 이어 아들이 울부짖는 소리를 들었다고 했다.

“아들이 ‘알라후 아크바(신이시여)’ 하고 소리를 지르고 샤하다(기도문)를 외는 걸 들었어요. 아바야(이슬람 의상)를 입고 나섰더니 이웃 사람들이 아들을 병원으로 옮기는 게 보였죠. … 시끄러운 소리 때문에 대공포탄이 떨어졌다는 걸 알았어요. 그 날 포격은 이루어지지 않았어요.”

카림의 부모는 예멘 요르단 병원으로 향했다. 이곳에서 의사와 이웃 사람들은 카림이 복부에 포탄의 파편을 맞아 부상을 입었고 수술을 해야 한다고 말했다.

“[카림은] 점심 기도를 하러 모스크에 가기 위해 대문을 나서고 있었어요. 공중에서 터지지 못한 대공포탄이 땅으로 떨어졌고, 카림은 배에 파편을 맞았어요. … 수술을 받았지만, 결국 살아나지 못했죠. 포탄이 터진 충격과, 카림이 다칠 때 현장에 있었던 사람들의 말을 듣고 이것이 대공포탄이었음을 알았어요. 폭발 소리가 온 도시에 들릴 정도였죠. 이 지역에서 공습은 일어나지 않았어요. 월요일에 두 번째 포탄이 지붕 위로 떨어졌지만 폭발하지는 않았어요.”

카림의 아버지는 국제앰네스티에 당시 지붕으로 떨어졌던 포탄을 보여주었다. 그리고 이 포탄은 후티 반군의 점령지인 자발 알 나데인에서 발사한 것이라고 했다. 또한 카림이 대공포화로 부상을 입은 것이라는 의료기록 사본도 제공했다.

-5월 5일, 사나 베이트바우스 지역

5월 5일 아침 약 11시, 퇴근한 후 집으로 돌아가던 50세의 사미르(Sameer)는 베이트바우스 지역의 총기 시장에서 대공포탄을 맞고 부상을 당했다고 친척이 국제앰네스티에 전했다. 이 공격으로 심하게 다친 사미르는 약 2주가 지난 지금도 알 차우라 병원의 중환자실에 입원해 있다. 공격 직후 사미르가 바로 이송된 에스라 병원을 찾아왔던 사미르의 친척은 같은 사건으로 부상을 당한 사람이 여러 명 더 있으며 병원에서 보기도 했다고 말했다. 또한 그 날 이 지역에는 공습이 없었고, 대신 대공포화가 가해졌다고 국제앰네스티에 진술했다.

-5월 6일, 사나의 누쿰 산 지역

국제앰네스티는 5월 6일 떨어진 대공포탄으로 부상을 입고 알 사와라 병원에 입원중인 9세 소년 살라(Salah)를 방문했다. 살라의 왼다리는 부러졌고 배, 골반, 오른발에 파열상을 입었다. 함께 병실에 있었던 살라의 삼촌은 5월 6일 살라가 사는 누쿰 산에서 부상을 당한 것으로, 당시 살라는 형제, 사촌들과 함께 거리에 있었다고 한다.

“우리는 [거리에서] 놀고 있었어요. 오후 5시였고 기도할 시간이었어요. 비행기가 나타났는데 라자(대공무기)로 비행기를 맞추려고 했어요.”

살라의 삼촌은 이 주변에서 대공포화는 정기적으로 이루어지는 것이라고 전했다. “[이 지역을] 항상 공격하고 있어요. 이제 파편을 보면 ‘라자(대공무기)’를 쏜 것인지 알 수 있게 됐죠. … 2주 전에도 비슷한 남자아이와 노인이 라자에 다친 적이 있어요.” 그는 살라가 한 달 이내에 다시 걸을 수 있을 것으로 기대하고 있었다.

-5월 5, 6일, 사나 다마르 알 가르 지역

국제앰네스티가 만난 아말(Amal)은 다마르 알 가르 지역에 사는 여성으로, 10~11일 전 마을에 떨어진 대공포탄으로 부상을 입고 알 차우라 병원에서 회복 중이었다. 아말은 아이들을 데리고 나서려던 차에 포탄이 떨어졌고, 동네의 학교 근처에 있었던 그녀는 큰 부상을 입었다고 했다. 또 사람들이 머리 위에서 비행기가 나는 소리를 들었지만 직접 보지는 못했으며, 그 날 이 지역에 공습이 이루어진 적은 없다고도 했다.

-5월 11일, 누쿰 산 무기고 공습

2015년 5월 11일 오후 공습이 가해질 당시 현장에 있었던 아흐마드(Ahmad)는 공습이 끝나고 4차례의 커다란 폭발음을 들었다고 국제앰네스티에 전했다. 공습으로 산 속에 있던 무기고가 피격을 당했고, 곧 연이어서 2차 폭발로 이어졌다. 아흐마드는 2차 폭발이 다음 날 아침 7시까지 끊임없이 계속됐다고 전했다. 또한 산 속에 저장되어 있던 대공무기가 이 지역에 “비 오듯” 떨어졌다고도 했다. 아흐마드는 무기고가 인구 밀집 거주 지역으로부터 약 200~250미터 떨어진 곳에 있었을 것이라고 추정했다.

2차 폭발 부상자인 누쿰 산 주민 바셀(16)은 공습이 시작됐을 때 해당 지역 여성들의 대피를 돕고 있었다고 한다.

“오후 6시 30분 공습이 시작되기 직전까지 여성들을 이 지역에서 대피시키려고 애쓰고 있었어요. 친척들과 함께 감단 학교 앞에 있었죠. 군인들은 아무도 없었고, 사람들이 도망치고 있었어요. 저는 걸어가다가 파편에 맞았어요. 한 남자가 차를 타고 와서 저를 병원으로 데려갔어요. 어머니 역시 파편에 맞으셨죠.”

또한 국제앰네스티는 5월 11일 누쿰 산 근처의 집에서 2차 폭발에 부상을 당한 4세 소년 피라스를 만나, 병원에 함께 있던 친척과 인터뷰를 가졌다. 피라스는 왼손과 오른다리를 파편에 맞아 크게 다친 상태였고, 피라스의 어머니 역시 얼굴에 파열상을 입었다고 전했다.

Yemen: Scores of civilians killed and injured by anti-aircraft fire and airstrikes on weapons depots

Scores of casualties in Sana’a have been caused by anti-aircraft munitions shot by the Huthi armed group which detonated after landing in populated areas killing and maiming civilians, said Amnesty International.

During a week-long trip to the Yemeni capital, the organization spoke to medical staff at nine hospitals and residents who said that anti-aircraft weapons were the leading cause of casualties in the capital. Saudi Arabian-led coalition airstrikes against weapons depots in residential areas have triggered further explosions, also killing and injuring other civilians.

“Sana’a’s residents are caught in a deadly crossfire between the Saudi Arabian-led coalition airstrikes and anti-aircraft fire from the Huthi armed group. Both sides have failed to take the necessary precautions to protect civilian lives in violation of the laws of war. Instead they have carried out attacks that have had devastating consequences for the civilian population,” said Lama Fakih, Senior Crisis Advisor at Amnesty International.
“For the civilians affected, it doesn’t matter which side is responsible. They pay the same price.”

Anti-aircraft fire

A doctor at al-Thawra hospital, one of the largest public hospitals in Sana’a, told Amnesty International that the vast majority – around 90% – of war wounded patients admitted to the hospital had been injured by anti-aircraft fire. He said that before the five-day ceasefire last week around 17-23 patients with such injuries were admitted to the hospital daily. A second doctor working at the hospital also confirmed that the majority of the 1,024 wounded patients treated there during the first month of the conflict, had also been injured by anti-aircraft fire.

This was backed up by staff at the German-Saudi hospital and al-Mu’yyad Modern Hospital, where a doctor told Amnesty International that the majority of the wounded treated there were women and children suffering from fragmentation injuries caused by anti-aircraft fire.

“The sheer number of injuries caused by anti-aircraft fire in Sana’a points to a disturbing pattern of attacks in which the obligation under international law to protect civilians during a conflict is being flouted,” said Lama Fakih.

Amnesty International also met the parents of a child killed and four civilians who were injured by anti-aircraft fire, including a nine year old boy who was left with a broken leg and fragmentation wounds in his stomach, groin and foot.

Fatmeh, a mother of two, was injured along with her one-and-a-half-year-old-baby, when an anti-aircraft projectile struck their home in Sana’a on 30 March. She was left with several fragmentation injuries to her head, hand and body.

The parents of Karim Ali al-Sagheer Farhan, 13, described to Amnesty International how their son was killed by an anti-aircraft projectile on 27 April while he was leaving his home for the mosque for the noon prayer.

“I heard him scream Allahu Akbar and he was saying the shahada. I pulled my abaya on and then saw the neighbours taking him to the hospital…I knew it was anti-aircraft weaponry from the noise. There was no shelling that day,” Karim’s mother said.

The Huthi armed group’s apparent use of anti-aircraft weaponry which detonates on impact either with an aircraft or when it has landed, known as contact fuzing, or misuse of air-burst munitions, has killed and maimed civilians, and amounts to a failure to take adequate precautions to protect the civilian population, which is a violation of international humanitarian law.

Air-burst anti-aircraft weaponry is designed to detonate in the air, potentially reducing civilian casualties. Video of Huthi anti-aircraft fire taken in Sana’a on 20 May clearly shows that at least in some instances they are using air-burst munitions.

Amnesty International calls on the Huthi armed group not to use any contact fuzed anti-aircraft weaponry and to take additional precautions to protect civilians when firing other anti-aircraft munitions, including air-burst. The Huthi armed group and the Ansarullah political wing should also investigate cases in which civilians have reportedly been harmed by their anti-aircraft weaponry and compensate those who have been harmed, including by paying for medical treatment and to repair damaged property.

Airstrikes on weapons depots

Many of the other civilian victims in the hospitals Amnesty International visited were injured by secondary explosions when attacks by Saudi Arabian-led coalition aircraft struck a weapons cache in the Mount Nuqum neighbourhood on 11 May.

Amnesty International interviewed four residents of Mount Nuqum who witnessed the attack and seven others who were injured in secondary explosions caused by the air strikes, including four children and two women. One of the women interviewed said that her son was killed in the same blast that had injured her. Around 40 people were killed in the strike according to the Ministry of Health, although Amnesty International could not independently verify this figure. Nearly 140 people injured in the attack were admitted for treatment at al-Thawra and Kuwait hospitals according to hospital staff and records.

Scores of residents were also injured in an earlier airstrike on a weapons depot in Faj ‘Attan, on the outskirts of Sana’a, on 20 April.

All of the residents affected by the Mount Nuqum or Faj ‘Attan blasts told Amnesty International that no advance warning was given by coalition forces of an impending attack despite the apparent feasibility of such warnings and the likelihood that civilians living in such close proximity to the known storage facilities would be injured by secondary blasts. Failing to give an effective advance warning under these circumstances is a violation of the rules of international humanitarian law. The extensive harm to the civilian population resulting from these attacks also raises concerns about the proportionality of these strikes.

Amnesty International calls on Saudi Arabia and other coalition states involved in the airstrikes to take all feasible precautions to minimize the risks posed to civilians, as required by international humanitarian law. This includes cancelling or suspending an attack if it becomes apparent that the target is not military or that the attack is likely disproportionate; and giving effective advance warning of attacks which may affect civilians, unless circumstances do not permit. The Huthi armed group should also move its military positions away from populated civilian areas where feasible, Amnesty International said.

Given the mounting casualties in Yemen, Amnesty International is also calling on all states supplying weapons, ammunition, training or any other military technology/assistance to Saudi Arabia to exercise extreme caution and demonstrate that any military transfers will not fuel further civilian deaths and injuries.

“As airstrikes and anti-aircraft fire resume across Yemen, the number of civilian casualties is already beginning to rise,” said Lama Fakih.

“So far both sides have displayed a chilling indifference to the deadly impact of their actions on civilians. All parties to the conflict can and should take all feasible steps to minimize the risk to civilians.”

Coalition airstrikes have caused hundreds of civilian deaths since they began on 25 March 2015. Amnesty International has documented a number of cases in which airstrikes may have violated the rules of international humanitarian law.

Cases. Civilians injured or killed by anti-aircraft fire

Amnesty International spoke with Fatmeh, 24, a mother of two who was injured along with her one and a half year old child on 30 March by an anti-aircraft projectile that hit their home in Sa’wan, Sana’a. At around 9pm a projectile struck their home injuring both of them. She had fragmentation injuries in her right hand, right armpit, and head. Her son suffered from fragmentation injuries to the head and to his hand. Her son had two operations to treat his injuries, her family could not afford to cover the costs of surgery to remove the fragments lodged in her head. She told Amnesty International that she was suffering from debilitating headaches, at times causing her to lose her sight, as a result. Amnesty International visited their home and observed the damage caused by the projectile. The physical evidence was consistent with an anti-aircraft strike.

Fatmeh’s husband also told Amnesty International that in the days he spent with his son while he was recovering in the al-Thawra hospital more than 10 people came into the emergency room every day who were suffering from anti-aircraft projectile injuries.

27 April, Shumaylah neighbourhood, Sana’a

Amnesty International also spoke with the parents of Karim Ali al-Sagheer Farhan, 13, who was killed by an anti-aircraft projectile on 27 April. Karim’s mother, who was home at the time of the strike, said that at 12pm she heard an anti-aircraft projectile strike in front of the house and then heard her son cry out:

“I heard him scream Allahu Akbar and he was saying the shahada. I pulled my abaya on and then saw the neighbours taking him to the hospital…I knew it was anti-aircraft weaponry from the noise. There was no shelling that day,” she said.

Karim’s mother and father went to the Yemen Jordan hospital where they were told by doctors and neighbours that their son had a shrapnel injury to the stomach and would need to undergo an operation. Karim’s father told Amnesty International that he was certain the injury was caused by an anti-aircraft projectile. Describing what happened, he said:

“[Karim] was at the gate of the house going to the mosque for the noon prayer. The anti-aircraft projectile failed to detonate in the sky and hit the ground and his stomach was hit with shrapnel…he went into surgery, but didn’t survive. From the impact of the strike and what people said who were at the site after he was injured we knew it was an anti-aircraft weapon. The whole area heard the explosion. There were no airstrikes here… A second shell hit the roof on Monday but it didn’t detonate.”

Karim’s father showed Amnesty International the projectile that hit the roof. He said the anti-aircraft fire was coming from Jabal al-Nahdayn, a Huthi armed group stronghold. He also provided Amnesty International with a copy of Karim’s medical records which stated he was injured by anti-aircraft fire.

5 May, Beit Baws neighbourhood, Sana’a

On 5 May at around 11AM, on his walk home from work, Sameer, 50, was injured by an anti-aircraft projectile on 50 Meter Road at a qat market in the Beit Baws area, his relative told Amnesty International. Sameer, who was badly injured in the attack, was still recovering in the intensive care unit at the al-Thawra hospital nearly two weeks after the incident. His relative, who visited him in the Essra’ Hospital where he was taken directly after the attack said that several other men were injured in the same incident and that he saw them at the hospital. He told Amnesty International that that day there were no airstrikes in the area, but that there was anti-aircraft fire.

6 May, Mount Nuqum neighbourhood, Sana’a

Amnesty International visited, Salah, 9, in the al-Thawra hospital where he was recovering from injuries sustained from an anti-aircraft projectile on 6 May. His left leg was broken and he had fragmentation injuries to his stomach, groin, and right foot. Salah’s uncle, who was with him in the hospital, told Amnesty International that Salah was injured while in Mount Nuqum, where he lives, on 6 May. He said that at the time Salah was in the street with his siblings and cousins.

“We were playing [in the street]” Salah said. “It was 5PM, prayer time. The plane was there and they tried to hit it with the Raja [anti-aircraft weaponry].”

Salah’s uncle told Amnesty International that anti-aircraft fire was a regular occurrence in their neighbourhood. “They are always striking [this area],” he said. “We’ve started to know from the remnants when it is a Raja [anti-aircraft weaponry]…two weeks before another boy and an older man were also injured by a Raja.” He was optimistic that Salah would be walking again in one month

5 or 6 May, Damar al-Ghar neighbourhood, Sana’a

Amnesty International spoke to Amal, a woman from the Damar al-Ghar neighbourhood who was recovering from injuries at the al-Thawra hospital from an anti-aircraft projectile that hit the neighbourhood 10 or 11 days before. Amal said that she was getting kids from the family together to leave the area when the projectile struck, injuring her near a school in her neighbourhood. She said that they heard the plane overhead but she did not see it, and that no airstrikes struck the neighbourhood that day.

Mount Nuqum, airstrike on weapons depot on 11 May 2015

Ahmad, a resident of Mount Nuqum present during the airstrike early in the evening on 11 May 2015, told Amnesty International that he heard four large explosions following aerial attacks. The airstrikes hit a weapons cache in the mountain which then set off a series of secondary explosions and projectiles. Ahmad said that the secondary projectiles continued to go off until 7am the next day. He said that anti-aircraft weapons that had been stored in the mountain were “dropping like rain” on the neighbourhood. Ahmad estimated that the weapons cache was about 200-250 meters away from the homes in the congested residential area.

One of the residents injured in the secondary blasts was Bassel, a 16-year-old resident of Mount Nuqum who was helping to evacuate women from the area after the strikes had started. He told Amnesty International:

“I was trying to evacuate women from the area just before the strike at 6:30pm. We were in front of the Ghamdan School with our relatives. There were no fighters there. People were running away. I was walking when I was hit. One guy came in a car and took me to the hospital. My mom was also hit with shrapnel.”

Bassel’s right leg was amputated below the knee as a result of his injury.

Amnesty International also met Firas, a four year old who was injured in his home near to Mount Nuqum on 11 May from a secondary explosion, and spoke to a relative who was with him at the hospital. Firas’ left hand and right leg had been injured by shrapnel. His mother, the relative told us, also had a fragmentation injury to her face.

카메룬 북부에서 보코하람이 민간인 약 400명을 학살했고, 이에 대한 정부군의 과잉대응과 비인도적 수감 환경으로 수십여 명이 추가로 사망했다고 국제앰네스티가 16일 신규 보고서를 통해 밝혔다.

2015년 세 차례의 현지 조사를 바탕으로 한 보고서 <포화 속에 놓인 인권: 카메룬의 보코하람 항전에서 나타난 공격과 폭력>은 지난 2014년 1월 이후 보코하람에 사망한 민간인 수가 380명을 넘었다고 기록하고 있다.

카메룬 보안군은 이에 맞서 마을을 습격하고, 주택을 파괴하고, 민간인들을 살해하고, 1,000명이 넘는 의심 인물들을 구금했으며 심지어는 5세 어린이까지도 구금 대상에 포함되었다. 구금되어 있던 사람들 중 최소 25명 이상이 숨지는 등 그 과정에서 수 차례의 심각한 사건이 발생했지만 이에 대해 실질적인 조사는 이루어지지 않고 있다. 실종자 130여명 역시 여전히 행방을 알 수 없는 상태다.

알리운 틴(Alioune Tine) 국제앰네스티 서-중앙아프리카 국장은 “보코하람이 카메룬까지 영향을 미치면서 민간인들은 더 큰 위험에 놓이게 됐다. 보코하람은 무차별 학살과 납치를 저지르고 민간 건물을 파괴하거나 자살 폭탄 테러에 어린이를 동원하는 등의 전쟁범죄를 자행하며 민간인들에게 실로 막대한 공포와 고통을 안겼다”고 밝혔다.

또한 “그와 동시에 무엇보다 절실한 민간인 보호를 제공하는 과정에서 카메룬 보안군의 대응 역시 심각한 인권침해로 얼룩져 있다. 카메룬 보안군은 과도한 무력을 동원하거나 합법적인 절차 없이 민간인을 살해하고, 자의적 체포를 일삼았으며, 이렇게 구금된 사람들 대부분이 비인도적인 환경 속에 방치되어 수십 명이 사망에 이르기도 했다”고 말했다.

보코하람의 전쟁범죄

2014년 중반부터 보코하람은 카메룬 최북단 지역의 도시와 마을 수백여 곳을 공격해 민간인을 살해, 납치하고 가옥 수백여 채를 불태웠으며 가축 등을 약탈해 왔다.

2014년 10월 15일 국경지역 암치드 마을을 습격한 보코하람 단원들은 최소 30명 이상을 사살하거나 참수했다. 당시 목격자는 국제앰네스티에 “보코하람 전사가 이웃사람 최소 두 명 이상의 목을 잔인하게 베는 모습을 봤다”고 전했다.

2015년 4월 17일에는 100명이 넘는 보코하람 단원들이 비아 마을을 습격하고 어린이 2명을 포함해 민간인 16명을 살해했다.

당시 목격자는 보코하람이 150채가 넘는 집을 불태우던 모습을 전하며 “집집마다 들이닥쳐 사람들을 죽이고 모두 불태워 버렸다”고 말했다.

2015년 7월부터는 최소 13세에 불과한 어린 소녀들의 자살 폭탄 테러가 연이어 발생하며 70명 이상이 목숨을 잃었다. 2015년 7월 22일과 23일 마루아에서 발생한 3차례의 자살 폭탄 테러로 민간인 33명이 숨지고 100명 이상이 부상을 당했다.

보안군의 과잉 진압으로 인한 인권 침해

2014년 이후 카메룬 보안군은 보코하람을 지원한 것으로 의심되는 1,000여명을 체포하고 구금했다. 이들 대부분은 보안군의 ‘집단 심사’ 또는 기습적인 ‘봉쇄 수색 작전’으로 수십 명, 또는 수백 명이 함께 집단 검거된 사람들로, 마루아 교도소의 충격적인 환경 속에 수감되어 있다. 수용 인원에 비해 좁은 방과 불결한 환경, 부족한 의료 지원으로 2015년 3월부터 5월 사이에만 최소 40명 이상의 수감자가 사망에 이르렀다.

국제앰네스티가 2015년 5월 마루아 교도소를 방문했을 당시, 수돗물은 나오지 않았고 수감자는 1,200명이 넘는 반면 화장실은 20개도 채 되지 않았다. 같은 시기 교도소 내 환자를 수용한 병원을 찾은 국제앰네스티 조사관들은 심각한 영양실조 상태인 환자들이 불결한 방에서 생활하면서, 최소 3명은 반나체로, 한 명은 자신의 배설물을 뒤집어쓴 채 바닥에서 자고 있는 모습을 목격했다. 교도소 수용 역량을 향상시키기 위한 노력이 진행 중이지만 성과를 이루기까지는 아직 수 개월이 더 필요할 예정이다.

카메룬 보안군은 작전을 수행하는 과정에서 과도하거나 치명적인 무력을 동원했다. 2014년 12월 27일 맥딤, 두블레 마을에서는 보안군의 봉쇄 수색 작전으로 어린이를 포함해 최소 8명이 목숨을 잃었고 주택 70여곳 이상이 불태워졌다.

한 목격자는 국제앰네스티에 “군인들이 우리 집 안에서 총을 쐈다. 여동생과 동생의 7살 난 딸은 침대 밑에 숨어 있다가 총에 맞아 목숨을 잃었다. 동생은 머리 오른쪽, 조카는 목에 총을 맞았다”라고 전했다.

새롭게 공개된 위성사진은 이처럼 목격자 수십 명이 증언했던 보안군의 파괴 규모를 확인할 수 있다.

이 작전으로 보안군은 살인과 파괴를 자행했을 뿐 아니라 최소 200명 이상의 남성을 체포하기도 했다. 이렇게 체포된 사람들은 마루아의 헌병대로 이송되어 2개의 창고에 갇혔는데, 이곳에서 밤새 많은 사람들이 목숨을 잃었다. 사망 사건이 발생한 지 약 3개월이 지난 뒤 정부는 임시로 마련된 감방에서 25명이 목숨을 잃었다고 밝혔으나, 사망자들의 신원이나 사인, 시신의 위치 등에 대해서는 공개하지 않았다. 다음 날 체포된 사람들 중 45명이 교도소로 이송됐으나, 2개 마을에서 체포된 130여명은 여전히 행방을 알 수 없는 상태다.

알리운 틴 국장은 “남성 200명이 집단 체포된 지 거의 9개월이 지난 지금도 여전히 대부분의 가족들이 이들의 생사조차 알지 못한다는 것은 용납할 수 없는 일이다. 철저하고 공정하고 독립적인 조사를 통해 자초지종을 확인하고 책임자를 처벌해야 할 것”이라며 “보코하람의 공격 규모와 그 잔혹성은 끔찍할 정도로, 민간인을 보호하고 이러한 범죄의 가해자를 처벌하기 위해서는 아직 해야 할 일이 많다. 그러나 시민들을 보코하람으로부터 보호해야 할 정부군 역시 잔혹행위를 저지르고 있다는 것은 충격적인 일이다. 양측 모두가 저지른 범죄에 대해 즉시 공정한 조사가 이루어져야 한다”고 말했다.

배경정보

이번 보고서를 위해 160명 이상이 인터뷰에 참여했다. 국제앰네스티는 2015년 2월과 3월, 5월 3차례에 걸쳐 카메룬 북부 지역에 조사단을 파견했고, 2015년 6월과 8월 중에도 후속 조사를 위해 재차 방문했다. 보코하람과 카메룬 보안군 양측이 자행한 공격의 목격자와 피해자들은 물론, 카메룬 법무부와 같은 정부 관계자들과 보안군 소속 군인, 기자, 인권활동가, 정치인, 인도주의 활동가 등 다양한 전문가들이 인터뷰에 참여했다.

수집된 증거를 바탕으로 국제앰네스티는 카메룬 북부 지역에서 무력 분쟁 내전이 벌어지고 있으며, 이는 나이지리아 북부 지역에서의 무력분쟁의 영향이 미친 탓으로 추정하고 있다. 또한 이제는 국제인도법과 전쟁법을 적용해야 할 것이다.

2014년 12월 20일, 카메룬 보안군은 기르비디그 마을의 이슬람 학교를 습격해 어린이 84명을 체포했는데, 이들 중 47명은 10세 이하였으며 가장 어린 아이는 5세에 불과했다. 정부는 이 학교가 보코하람의 훈련 전초기지로 이용되고 있었다고 주장하며, 가족과 만나는 것도 허락하지 않은 채 어린이들을 6개월간 구금했다가 2015년 6월 모두 석방했다.

보코하람은 자신들의 새로운 이름을 “이슬람국가 서아프리카주”로 채택했다. 카메룬 대통령은 보코하람의 폭력행위를 소탕하고자 BIR(신속대응부대) 2000개 이상을 BIM(기동부대)와 함께 배치했다. 국제앰네스티는 2015년 7월 카메룬 정부에 최근 조사를 통해 밝혀진 이와 같은 내용에 대해 답변을 요구하는 서한을 보냈지만 정부는 지금도 아무런 대응을 하지 않고 있다.

Cameroon: Hundreds slaughtered by Boko Haram and abused by security forces

Boko Haram has slaughtered nearly 400 civilians in northern Cameroon, while a heavy-handed response by security forces and inhumane prison conditions have led to dozens more deaths, Amnesty International said in a report launched today.

Based on three research missions in 2015, the report, Human rights under fire: attacks and violations in Cameroon’s struggle with Boko Haram, documents how Boko Haram has killed at least 380 civilians since January 2014.

In response Cameroonian security forces have raided villages, destroying homes, killing civilians and detaining over 1,000 suspects, some as young as five years old. Serious incidents have not been effectively investigated, including one where at least 25 people died in custody. More than 130 people remain missing.

“As Boko Haram has brought its violence to Cameroon, civilians have come increasingly under fire. By killing indiscriminately, destroying civilian property, abducting people and using children as suicide bombers, they have committed war crimes and caused untold fear and suffering to the civilian population,” said Alioune Tine, Amnesty International director for West and Central Africa.

“At the same time, while providing much needed protection to civilians, the response by Cameroonian security forces has also been marred with serious violations. Cameroon’s security forces have killed civilians unlawfully or through excessive use of force. People have been arbitrary arrested, and many held in inhumane conditions which have led to dozens of deaths.”

War crimes by Boko Haram

Since mid-2014, Boko Haram fighters have attacked scores of towns and villages in the far north region of Cameroon, killing and kidnapping civilians, burning down hundreds of houses and looting livestock and other property.

In a raid on 15 October 2014, Boko Haram fighters shot or slit the throats of at least 30 people in the border town of Amchide. One eyewitness told Amnesty International: “I saw Boko Haram fighters brutally cutting the throats of at least two of my neighbours.”

On 17 April 2015 more than 100 Boko Haram fighters stormed the town of Bia, killing 16 civilians, including two children.

One witness told Amnesty International how the insurgents set alight more than 150 houses: “Neighbourhood after neighbourhood, they killed people and burned down everything”.

Since July 2015 a series of suicide bombings using girls as young as 13 have claimed more than 70 lives. Thirty-three civilians were killed and more than 100 wounded in three suicide bombings in Maroua on 22 and 23 July 2015.

Heavy-handed response by the security forces

Since 2014, Cameroonian security forces have arrested and detained more than 1,000 people suspected of supporting Boko Haram. Most were arrested in mass “screening” operations or “cordon-and-search” raids where security forces round up dozens, sometimes hundreds, of men and boys. The majority of them are held in appalling conditions at Maroua prison. Overcrowding, lack of sanitation and inadequate health care led to the death of at least 40 prisoners between March and May 2015 alone.

When Amnesty International visited Maroua prison in May 2015, it had no running water and fewer than 20 latrines for more than 1,200 people. Visiting a hospital where sick prisoners were kept during the same period, Amnesty International researchers found that severely malnourished patients were housed in a filthy room, with at least three half-naked detainees sleeping on the floor, one in his own excrement. Work to increase prison capacity has begun, but will take many months to complete.

In carrying out security operations, the military have used excessive or lethal force. In one cordon-and-search operation at least eight people, including a child, were killed and more than 70 buildings were burnt down in the villages of Magdeme and Doublé on 27 December 2014.

One witness told Amnesty International: “Soldiers shot in the house. My sister and her seven year-old daughter were killed while hiding under the bed. My sister was shot on the right side of the head and her daughter in the neck.”

Satellite images and photos confirm the scale of destruction by the security forces described by dozens of witnesses.

In addition to the deaths and destruction, at least 200 men and boys were arrested during this operation. They were taken to the Gendarmerie Headquarters in Maroua and locked in two storerooms, where many died overnight. Nearly three months after the incident the authorities said that 25 people lost their lives in the makeshift cells, yet have failed to reveal the identities of the victims, the cause of their death, or the location of their bodies. While 45 of those arrested were taken to prison the following day, at least 130 of the men and boys arrested in the two villages remain unaccounted for.

“It is unacceptable that nearly nine months after the mass arrest of 200 men and boys, most of their families still do not know whether they are dead or alive. A thorough, impartial and independent investigation is needed to ascertain what happened and hold those responsible to account,” said Alioune Tine.

“The scale and depravity of Boko Haram’s attacks is appalling and more must be done to protect civilians and bring all those guilty of these crimes to justice. But it is shocking that an army which is supposed to protect civilians from Boko Haram has committed atrocities themselves. Crimes committed on all sides must be immediately and impartially investigated.”

Background

More than 160 people were interviewed for the report. Amnesty International conducted three research missions in northern Cameroon in February, March and May 2015, as well as follow-up research between June and August 2015. Victims of and eyewitnesses to attacks committed by both Boko Haram and Cameroonian security forces were among those interviewed, as well as government officials, including the Minister of Justice, members of the security forces, journalists, human rights defenders, diplomats, humanitarian workers, and other experts.

Based on the evidence gathered, Amnesty International believes that an internal armed conflict is taking place in the region – which appears to be a spillover of the conflict in Northern Nigeria – and that international humanitarian law, the laws of war, now apply.

On 20 December 2014, security forces raided Qu’ranic schools in the town of Guirvidig, arresting 84 children, 47 of whom were under 10 and the youngest was just five. Authorities claimed the schools were being used as fronts for Boko Haram training camps. They were held for over six months without access to their families, before being released in June 2015.

Boko Haram now calls itself the “Islamic State’s West Africa Province”. Cameroon’s President has deployed at least 2000 troops of the BIR (Rapid Intervention Battalion) alongside forces from the BIM (Mobile Intervention Battalion) to combat Boko Haram’s violence. Amnesty International wrote to the Cameroonian authorities in July 2015 requesting responses to its research findings, but received no response.

총살형에 처해진 6명의 남성은 타이페이 교도소의 청친언, 왕슈팡, 차오 티엔서우와 타이난 교도소의 왕춘친, 가오슝 교도소의 왕유렁, 타이중 교도소의 황추왕 등이다.

대만에서의 사형집행은 모두 비밀리에 진행되고 있으며, 사형수의 가족과 변호인들에게 사전에 고지하는 경우는 거의 없다.

지난 2014년, 대만은 5명에 대해 사형을 집행하고 1명에 대해 새로 사형을 선고했으며, 모두 살인으로 유죄가 선고된 사람들이었다.

대만은 2014년 사형을 집행한 단 22개국 중 하나로, 41개국이었던 20년 전 기록과 비교되는 수치다. 현재 총 140개국이 법적 또는 실질적 사형폐지국이다.

윌리엄 니 조사관은 “이번 사형집행 결정은 사형폐지를 장기적인 목표로 본다던 대만 정부의 발표와 완전히 상반되는 조치다. 정부는 정치적 도구로 사형집행을 이용하는 것을 중단하고, 사형폐지를 위한 첫걸음으로써 공식적으로 사형집행 유예를 선포해야 한다” 고 말했다.

사형이 다른 처벌에 비해 더욱 효과적이라는 설득력 있는 증거는 존재하지 않는다. 사형과 살인 발생률간의 상관관계에 대해 유엔이 포괄적인 연구를 진행한 결과, 사형이 종신형에 비해 범죄 억지력이 더욱 강하다는 과학적인 증거는 찾을 수 없었다.

Taiwan: Six executed in politically motivated decision

The execution of six people in Taiwan today is a regressive decision that does not deliver justice, Amnesty International said.

The six men were executed by firing squad at four different prisons in Taiwan earlier this evening. All had been convicted of murder.

The executions were carried out amidst public outrage following the abhorrent murder of an eight year old girl in Taipei last week.

The decision to carry out the executions reeks of political calculations by a government attempting to gain points by quelling public anger.

“The public outrage at the horrific murder of an innocent schoolgirl is totally understandable and the perpetrators of such heinous crimes must face justice, but the death penalty is never the answer,” said William Nee, researcher at Amnesty International.

“The decision to carry out the executions reeks of political calculations by a government attempting to gain points by quelling public anger. The government has today demonstrated a failure of political leadership.”

The six men executed by firing squad were: Cheng Chin-wen, Wang Hsiu-fang, and Tsao Tien-shou at a prison in Taipei; Wang Chun-chin at a prison in Tainan; Wang Yu-lung at a prison in Kaohsiung; and Huang Chu-wang in Taichung.

Executions in Taiwan are shrouded in secrecy, with the families and lawyers of those executed rarely informed in advance.

In 2014, Taiwan carried out five executions and imposed one new death sentence, all involving people convicted of murder.

Taiwan was one of only 22 countries to carry out executions in 2014, compared to 41 countries 20 years ago. A total of 140 states have now abolished the death penalty in law or practice.

“The executions fly in the face of the government’s stated long term goal to abolish the death penalty. The government must cease using executions as a political tool and should establish an official moratorium on executions as a first step towards abolition.”

There is no convincing evidence that the death penalty prevents crime more effectively than other punishments. A comprehensive study carried out by the United Nations on the relationship between the death penalty and homicide rates concluded that research has failed to provide scientific proof that executions have a greater deterrent effect than life imprisonment.

Amnesty International opposes the death penalty in all cases without exception, regardless of the nature or circumstances of the crime; guilt, innocence or other characteristics of the individual; or the method used by the state to carry out the execution. The death penalty violates the right to life as proclaimed in the Universal Declaration of Human Rights. It is the ultimate cruel, inhuman and degrading punishment.

지난 2월, 알란 무하마드(30)와 여동생인 기안(28)은 말 한 마리의 양쪽에 매달린 채 이라크에서부터 바위투성이의 험한 산을 넘어 터키로 향했다. 어린 여동생은 말을 끌고 앞서 걸었고, 어머니와 동생들은 뒤에서 무거운 휠체어를 밀며 가파르고 거친 산길을 따라 올랐다.

교사인 알란과 기안은 태어날 때부터 근위축증을 앓았다. 두 사람에게 몸을 움직이는 것은 언제나 힘겨운 일이지만, 무장단체 자칭 이슬람국가(IS)의 폭탄과 박격포가 이들이 살던 시리아 북부 알 하사카흐에 떨어지면서 가족들은 피난을 떠나야 할 때임을 깨달았다. 하지만 어디로 간단 말인가?

알란 가족은 터키의 국경을 넘고자 세 가지 방법을 시도했지만 그 때마다 모두 터키 경찰로부터 총격을 받았다고 했다. 결국 이라크의 국경을 넘는 길을 선택했다. 이라크에서 1년 반 정도 머무르던 이들은 IS의 진격으로 다시 몸을 피해야 했다. 알란의 아버지는 이곳에서 막내여동생과 함께 계속 이동했고, 이들은 먼저 독일에 이르렀다.

알란을 처음 만난 것은 지난 7월 그리스 아테네에서 80km 떨어진 릿소나 난민 캠프에서였다. “정말 힘든 여정이었죠.” 알란이 말했다. “‘평범한 사람’에게도 고된 길인데, 장애인이 여길 지나온다는 건 기적 같은 일이에요. 두 나라(이라크와 터키) 사이 국경지대는 모두 산이거든요.”

알란 가족은 터키에서 간신히 밀입국 브로커와 접촉해, 그리스로 보내주는 조건으로 한 사람당 750달러를 지불했다. 브로커들은 9m 가량 크기의 보트에 약 30명이 타고 이동한다며 이들을 안심시켰다고 한다. 그러나 정작 해안에서 이들을 맞이한 것은 길이 6m에 불과한 고무 보트였고, 60여명이 태워 달라며 아우성치고 있었다. 브로커들은 알란과 기안의 휠체어를 실을 공간이 없다고 했다.

알란과 기안은 해안에 휠체어를 버릴 수 밖에 없었고, 가족들의 도움을 받아 보트에 몸을 실었다.

출항하고 얼마 안 돼 보트 엔진이 요란한 소리를 내더니 멈춰 버렸고, 이들이 탄 보트는 터키 해상에서 표류하고 말았다. “정말 무서웠어요. 네 시간 정도를 바다 위에 떠 있었죠.” 알란은 “주변을 둘러보는 곳마다 아기와 어린 아이들이 울음을 터뜨리고 있었어요. …어머니께서는 정신을 잃으셨고, 여동생도 더는 못 버티겠다고 말했었죠”라고 회상했다.

결국 보트에 타고 있던 사람들이 겨우 모터를 다시 작동시켰고, 여정은 계속됐다. 보트는 마침내 그리스 해안경비대에 구조되어 키오스 섬으로 옮겨졌고, 이 곳에서 알란과 기안은 휠체어를 다시 받을 수 있었다.

알란 가족이 섬에 도착한 것은 3월 12일로, EU-터키 협상이 발효되기 불과 며칠 전이었다. 다른 유럽 국가들의 국경은 닫힌 상태였다.

입국이 허가되어 독일에 있는 아버지와 합류할 수 있으리란 실낱 같은 희망은 부서졌고, 가족 재결합에 대해 논의하려던 유럽 망명지원국과의 면담 약속도 실현되지 못했다. 가족들은 대신 그리스 본토로 향하는 연락선에 탈 수 있었고, 여기서부터 버스를 타고 리소나 난민 캠프로 이동했다.

리소나는 외딴 숲 한가운데 위치한 버러진 군용 기지에 마련된 야외 캠프다. 물리적 조건부터 험난한 이곳은 한낮이면 찌는 듯한 무더위가 계속된다. 주어지는 식량은 너무나 열악한 수준이라 대부분이 버려지는데, 이 때문에 야생 멧돼지들이 꼬이기도 한다. 특히 모래로 뒤덮인 땅과 여기저기 튀어나온 나무 뿌리 때문에 알란과 기안은 이동하기가 더욱 어렵고, 겨울이 다가오면서 상황은 더욱 악화되고 있다.

난민을 환영한다는 유럽 국민들에게 감사합니다. 그리고 그렇지 않은 사람들에게는 두려워하지 말라고 말하고 싶어요.

하지만 이런 어려움에도 불구하고 알란은 여전히 긍정적이다. 알란은 NGO들이 텐트를 쳐 마련한 임시 교실에서 어린이들에게 영어를 가르쳤는데, 이 어린이들의 쾌활한 열정은 캠프의 비참한 환경과 극명하게 대비된다. 북유럽으로 향하는 소위 ‘발칸 경로’가 폐쇄되고, 유럽 국가 정상들이 난민 재정착과 이전에 관해 제대로 조치를 취하지 못하면서 약 6만 명의 난민과 이주민들은 그리스에 발이 묶인 채 계속되는 공포와 막막함 속에서 살아가고 있다. 알란과 그 가족 역시 아버지와 막내 여동생과 기약 없는 시간을 떨어져 지내야 한다.

하지만 알란은 변화가 일어날 것이란 기대를 놓지 않는다. “우리 중에는 의사도 있고, 선생님도 있어요. 전쟁 때문에 모국을 떠났을 뿐이니까요.” 알란은 이렇게 말했다. “난민을 환영한다는 유럽 국민들에게 감사합니다. 그리고 그렇지 않은 사람들에게는 두려워하지 말라고 말하고 싶어요.”

Strapped onto either side of a horse, 30 year-old Alan Mohammad and his 28 year-old sister Gyan crossed craggy mountains from Iraq and into Turkey last February. Their younger sister walked ahead, leading the horse. Their mother, brother and younger sister trailed behind, pushing heavy wheelchairs up the steep unpaved path.

Alan and Gyan, both teachers, have both suffered from muscular dystrophy since birth. Mobility has always been hard for them but, as the bombs and mortars of the armed group that calls itself Islamic State (IS) rocked their home in Al-Hasakah, in northeastern Syria, the family knew it was time to move on. But where could they go?

They told us how on three occasions they tried to cross the border into Turkey but each time were fired on by Turkish police. So they tried a different escape route, crossing the border into Iraq. The family stayed in Iraq for a year-and-a-half until the approach of IS made it necessary for them to flee again. From there their father carried on with their youngest sister, and eventually reached Germany.

I first met Alan in July in Ritsona refugee camp, about 80km from Athens. “It was a very difficult journey,” he told me. “For ‘normal people’ it is very difficult. But for disabled people it is like a miracle because all the borders between the two countries [Iraq and Turkey] are mountains.”

Once in Turkey the family managed to contact a people smuggler, who they paid $750 each for passage to Greece. The family described how smugglers assured them that there would be around 30 people travelling in a boat that would be nine meters long. But when they arrived on the beach they found that the inflatable boat was only six meters long and there were around 60 people clamouring to get on board. The smugglers told Alan and Gyan that there would be no space for their wheelchairs.

They had no choice but to leave the wheelchairs on the shore, and with the help of their family they crammed themselves into the boat.

Shortly after they set off the engine spluttered and cut out, leaving them adrift in Turkish waters. “It was terrifying. We were in the water for around four hours,” recalls Alan. “Everytime I looked around I saw babies and children crying… My mother became faint and at one point my sister told me she could not go on any more.”

Eventually some of the people on the boat managed to restart the motor and they continued their journey. They were finally rescued by the Greek coast guard and taken to the island of Chios where Alan and Gyan were given wheelchairs.

They arrived on the island on 12 March, just days before the EU-Turkey deal came into effect. The borders of other European countries were now closed to them.

Any hopes that they might be permitted to join their father in Germany were dashed and an appointment with the European Asylum Support Office to discuss family reunification failed to materialize. Instead the family were made to board a ferry to the mainland and from there they were taken by bus to Ritsona refugee camp.

Ritsona is an isolated open camp on an abandoned military base situated in the middle of a forest. Physical conditions there are challenging, with sweltering temperatures during the day. The food provided is so poor that much of it gets thrown away, attracting wild boars. The sandy ground and protruding tree roots make it particularly hard for Alan and Gyan to get around, and with winter approaching conditions are set to get much worse.

Yet despite these difficulties, Alan remains positive. He teaches English in a makeshift tented classroom provided by NGOs, the children’s cheerful enthusiasm contrasting starkly with the miserable conditions of the camp. The closure of the so-called Balkan route into northern Europe and the failure of European leaders to resettle and relocate refugees has left almost 60,000 refugees and migrants stranded in Greece, living in a state of constant fear and uncertainty. It has also meant that Alan and his family will remain separated from their father and younger sister for an unknown period of time.

But Alan remains hopeful that things will change. “Here we have doctors and teachers. We left our country because of the war,” he says. “I want to say to the European people that want to welcome refugees, thank you. And to the others, don’t be afraid.”

유엔 안전보장이사회는 수단 다르푸르 내전에 대해 조치를 취해야 한다고 국제앰네스티가 밝혔다. 앞서 국제앰네스티는 수단 정부군이 민간인을 대상으로 화학무기를 사용한 것이 명백하다는 증거를 제시했지만 정부는 이를 받아들이지 않았다.

국제앰네스티의 조사 보고서 <불탄 땅, 오염된 공기(Scorched Earth, Poisoned Air)>는 올해 다르푸르의 외진 마라 지역에서 화학무기가 반복적으로 사용된 점을 지적하고 있다. 이러한 화학무기 공격으로 200명에서 250명이 숨졌을 것으로 추정되며, 이들 중 다수가 어린아이들이었다.

티라나 하산(Tirana Hassan) 국제앰네스티 국제위기대응 국장은 “어린 아이들이 끔찍한 물집과 화상에 고통스러워하는 모습과 형형색색의 연기 기둥을 내뿜는 폭탄, 구토하며 숨쉬기 힘들어하는 사람들의 모습은 국제앰네스티가 조사를 통해 파악한 화학전의 섬뜩한 특징으로, 국제사회의 조사가 절실히 필요하다”고 밝혔다.

국제앰네스티는 200명 이상의 생존자와 간병인의 증언은 물론, 충격적인 부상을 입은 어린이들의 사진에 대한 전문가 분석을 바탕으로 조사를 진행했다.

수단 정부는 2016년 9월 27일 자 서한을 통해, 보고서에 제시된 증거가 “신뢰성이 없고, 모순적이며, 근거가 없다”고 일축했다. 수단 외교부 장관 역시 언론과의 인터뷰에서 조사 결과를 부인했다.

티라나 하산은 “세계는 더 이상 방관할 수만은 없다. 유엔은 행동에 나서야 한다. 다르푸르에서의 수단 정부의 행보에 대해서는 의혹의 그림자가 드리워 있다. 정부가 화학무기 사용 증거를 일체 인정하지 않은 것은 유엔 안전보장이사회가 전쟁범죄로 번질 모든 징조가 보이는 이 상황을 조사해야 할 필요성을 더욱 강조할 뿐”이라고 말했다.

Sudan: UN Security Council must act over reported use of chemical weapons in Darfur

The UN Security Council must take action over the conflict in Darfur, Amnesty International, after the Sudanese government rejected evidence presented by the organization implicating their forces in the apparent use of chemical weapons against civilians.

The Amnesty International investigation, Scorched Earth, Poisoned Air, points to the repeated use of chemical weapons in the remote Jebel Marra region of Darfur this year. Between 200 and 250 people may have died as a result of the attacks, many of them very young children.

“Images of children suffering from horrific blisters and burns, reports of bombs emitting plumes of coloured smoke, and of people vomiting and struggling to breathe – these are the macabre hallmarks of chemical warfare, gathered in our report and crying out for an international inquiry,” said Tirana Hassan.

Amnesty International’s investigation is based on testimony from more than 200 survivors and caregivers, as well as the expert analysis of images showing children with shocking injuries.

In a letter dated 27 September 2016, the Sudanese government dismissed the evidence in the investigation as “unreliable, contradictory and unsubstantiated”. Sudan’s Minister for Foreign Affairs has also denied the findings in media interviews.

“The world cannot stand idly by any longer. The UN needs to act. A cloud of suspicion hangs over the Sudanese authorities’ conduct in Darfur. Their sweeping rejection of the evidence only underscores the need for the UN Security Council to investigate what has every sign of being a war crime,” said Tirana Hassan.

지난주 금요일 부르키나파소의 수도, 와가두구에서 알카에다의 공격으로 국제앰네스티와 함께 일해온 사진작가 레일라 알라우이(Leila Alaoui)가 지난밤 끝내 숨을 거뒀습니다.

레일라는 재능있는 프랑스-모로코 출신의 사진작가로 국제앰네스티에서 진행하고 있는 여성인권에 대한 사진을 촬영하기 위해 부르키나파소를 방문한 것이었습니다. 다리와 가슴에 총을 맞고 빠르게 병원으로 호송되어 수술을 받고 상태가 호전되는 듯 보였지만 결국 목숨을 잃었습니다.

당시 현장에 함께 있었던 운전기사 마하마디(Mahamadi Ouédraogo)는 총격을 받고 그 자리에서 숨을 거뒀습니다. 마하마디는 네 아이의 아빠로 2008년부터 국제앰네스티와 함께 일해왔습니다.

지난 금요일 밤 레일라와 마하마디는 공격이 발생한 스플렌디드(Splendid) 호텔 맞은편, 카푸치노 카페에 저녁을 먹으러 가던 중에 알카에다의 총격을 받았습니다.

와가두구는 위험지역이 아니었기 때문에 레일라는 국제앰네스티 부르키나파소 지부의 지원으로 마하마디와 함께 일을 진행했던 것입니다.
