자동차 배출가스로 인한 미세먼지가 국민들의 건강을 위협하고 있다. 하지만 정부가 발표한 실효성 없는 교통수요관리정책은 시민들을 더욱 답답하게 하고있다.

자동차 이용의 증가로 교통혼잡비용은 2000년 19조 4,480억원에서 2013년 30조 3,150억원으로 증가했다. 그만큼 교통체증으로 인한 대기오염은 심각한 수준이다. 그러나 정부의 지원혜택 속에 늘어난 경유차는 미세먼지의 2차 생산물질인 질소산화물을 배출하며 수도권 대기질을 더욱 악화시키고 있다.

수도권 미세먼지 주요 배출원이 경유차(29%)와 건설기계(22%)이며 서울시의 경우 자동차(35%)와 건설기계(17%)로 수도권 미세먼지 저감을 위해서는 자동차 배출가스에 대한 효과적인 저감대책이 필요하다. 특히 건설기계의 경우 일반 경유차 보다 더욱 많은 질소산화물을 배출하는 것 뿐 아니라 대부분이 노후 경유차로 보다 특별한 관리대책이 필요하다.

하지만 정부가 미세먼지 특별대책에 발표한 교통수요관리 대책은 기존의 1,2차 수도권 대기환경관리 기본계획을 재탕한 수준에 불구하다며 사회적 비난을 받아 왔지만 그마져도 미세먼지 저감을 위한 정책들의 시행은 느리기만 하다. 미세먼지로 인해 피해 받은 국민들의 건강은 기다릴 수 있는 것이 아니다. 정부가 국민건강을 생각한다면 자동차 배출 오염원을 줄일 수 있는 정책을 앞당겨 실행해야 한다.

수도권 공해차량을 제한하는 LEZ는 현재 서울시만 실시되고 있다. 나머지 수도권 권역은 지방자치단체의 예산과 입장 차이를 이유로 인천과 경기도 17개 시,군은 18년부터 나머지 수도권 권역은 20년부터 시행된다. 수도권 미세먼지 저감을 위해서는 하루빨리 전면적인 시행을 위한 검토가 필요하다.

나홀로 차량의 문제 또한 심각한 수준이다. 서울환경운동연합이 서울의 주요통행로인 남산 1,3호 터널의 출퇴근 시간 진출입 차량 중, 나홀로 차량의 비중은 73%에 달한다. 여기에 2인 탑승차량까지 합한다면 더욱 심각한 수준이다. 하루빨리 나홀로차량 문제를 해결해야 한다. 현재 상태가 지속된다면 수도권 대기질은 점차 나빠질 것이며, 이로인한 시민들의 피해는 더욱 커질 것이다. 나홀로 차량 감소를 위한 대중교통이용 등 시민참여를 유도하는 행정기관의 책임감 있는 정책과 시민들의 적극적인 참여가 필요하다.

인천 남동유수지에
올해 첫 저어새 도착했어요!

지난 3월 9일(금) 오전에 인천 남동유수지에 올해 첫 저어새 다섯 마리가 도착했다.
2009년 남동유수지 저어새 섬을 찾아온지 벌써 8년째가 흘렀는데 매년 이맘때 계속 찾아오고 있다. 하지만 한편으로는 어김없이 찾아오는 저어새가 반가우면서도 안타깝다. 저어새들의 먹이터로서 마지막 남은 송도 갯벌인 11공구의 매립공사가 계속 진행되어 갯벌이 사라지고 있기 때문이다.
4월 1일(토) 오전 9시 30분에 첫 활동으로 저어새 환영잔치 행사를 한다.

2017년 제2기 토종텃밭학교 개장식이 있었습니다.

친환경 자연순환 농법으로 토종작물 농사를 배우첫 자리였습니다.

앞서 경험하신 선배회원님들의 이끄시는 모습에 앞으로의 활동이 기대되는 자리였습니다.

감자종자를 심는방법과 피죽으로 밭고랑을 함께 만들었습니다.

종자주권을 위해 노력하시는 모임이라 더욱 의미가 있는 자리였습니다.

인천환경운동연합 남동구 지회가 만수산 약수터 2곳 정화활동을 하였습니다.

불로약수터와 은행약수터.

만수산에 있는 약수터로 많은 사람들이 애용하는 약수터물입니다.

가뭄탓인지 불로약수터 물은 별로 나오지 않았고 은행약수터 물을 졸졸 흐르고 있었습니다.

산기슭을 따라 개울물이 흘러 만수천의 상류가 되어 소래갯골로 들어가 서해 앞바다로 빠지는

만수천의 발원지이기도 합니다.

만수산 입구에는 봄을 알리는 ‘히어리’꽃이 노랗게 피어 있었습니다.

또한 노루귀꽃도 피어 있는 것을 확인하였고 약수터 옆에 도뇽룡알이 있고

그 옆 돌을 들자 도뇽룡이 알 옆에서 지키고 있는 것을 발견하여 사진으로 담아 보았습니다.

지회활동으로 남동구 지회 약수터 정화활동뿐만 아니라

서구지회도 심곡천 정화활동이 있었습니다.

2017년 인천환경운동연합 8개의 상설위원회중 물위원회가 활동을 시작하였습니다.

만수산에서 시작하여 장수천과 합류하여 소래갯골로 흘러들어가는 만수천 정화활동을 하기로 한 날입니다.

오후 2시에 만수동 태화아파트 앞에서 모여 ‘만삼이네 도룡뇽마을’ 팻말을 지나 만수천 상류부로 들어갔습니다.

만수천 상류는  만월산 터널 공사로 산 출입이 금지될때 도룡뇽들이 알을 낳아 도심에서 도룡뇽 알을 볼 수 있는 곳입니다.

인천환경운동연합 남동구지회 회원분들이 도룡뇽알을 지키기도 하였고, 그 뒤 만수 3동 주민자치센터에서

‘만삼이네 마을’로 정하고 도룡뇽을 보호하고 지키자는 사업을 이어갔습니다.

그 뒤 남동의제 21 사업으로 이어졌고, 지금은 사업을 진행하는 곳이 없어도 시민들 스스로

도뇽룡알을 지키고 보호하는 일에 앞장 설 것이라 생각합니다.

도뇽알 근처로 가지 못하고  개울 옆으로 나무데크를 설치해 놓았습니다.

하지만, 산책하는 등산객들이 버린 쓰레기는 여기저기 흩어져 있었고

물 위원회 회원들이 쓰례기 수거를 하였습니다.

물 위원회 회원들과 함께 한 만수천 탐방은 겨울동안 움츠려 들었던 몸을 피고

웃음과 함께한 즐겁고 아름다운 활동이었습니다.

서울환경연합은 4월 5일 수요일 오후 2시 인왕산 도롱뇽 서식지에서 도롱뇽 보호 안내판을 회원, 시민과 함께 설치하는 행사를 가졌습니다.

수요일 마다 서울환경연합을 방문하여 환경수업을 하는 이야기학교 학생들과 청년회원 모임 청년잡화가 함께 하였습니다.

최영식 공동의장이 참석하여  기후변화 시대에서 도롱뇽의 삶이 특히나 도시에서 얼마나 각박한지, 또한 4월 5일 나무심는 날인 식목일이 지구온난화로 그 시기가 빨라지고 있음을

이야기한 후 참가자들이 직접 도롱뇽 안내판을 설치하는 활동을 본격적으로 시작했습니다.

마침 인왕산을 촉촉하게 적실만큼 비가 와서 우비를 입고 우산을 쓰고 행사를 진행하였습니다.

참가자들이 직접 구덩이를 파고 표지판을 묻고, 흙을 채우고, 표지판을 세웁니다.

다른참가자들은 서식지 주변 ‘쉿! 도롱뇽이 산란하고 있어요’ 안내 현수막을 부착하였습니다.

현수막 설치를 완료한 후  다같이 모여서 ‘도롱뇽, 우리손으로 지켜요!’ 구호를 외치며 단체사진 촬영을 하였습니다.

도룡뇽 포즈로 한번 더 단체사진 촬영을 한 후 모든 행사가 마무리 되었습니다.

마지막으로 도롱뇽의 단독 사진 입니다.  표지판을 보고 이곳을 방문하는 사람들이 도롱뇽을  배려하고 조심하는 행동으로 이어졌으면 합니다.
