서울시 도로변 측정소 현장조사

현재 서울시는 도로변 측정소 14개소를 통해 도로변대기질을 측정하고 있습니다. 서울시의 3대 미세먼지 배출원 자동차(35%), 건설기계(17%), 비산먼지(12%)인 것을 감안하였을 때 도로변대기질은 서울시 미세먼지 정책에 있어 중요한 자료입니다.
이에 서울환경운동연합은 14개의 도로변측정소 중 11개소를 방문하여 현장조사 실시하였습니다. 현장조사의 결과 여러 가지 문제가 발견되었습니다.

종로 측정소와 청계천로 측정소의 거리는 불과 401m에 불가했습니다. 가까운 거리에 위치한 측정소는 불필요한 측정을 통해 시민들의 세금을 낭비하고 있다고 할 수 있습니다.  강남대로 측정소와 동작대로 측정소는 버스 중앙차로에 위치해 있습니다. 조사한 11곳의 측정소 중 동작대로 측정소와 강남대로 측정소 뺀 나머지 측정소는 인도 위에 위치해 있습니다.  중앙차로에 위치한 측정소는 인도 위 측정소 보다 오염원에 노출이 많아 측정값이 높을 수 밖에 없습니다.  또한 강남대로에 설치되어 있는 옥외전광판의 경우 관리가 되지 않고 있었습니다.

강변북로 측정소 주위에는 가로수가 심어져 있었고, 한강대로 측정소는 지하철 환풍기가 가까이 위치해 있었습니다. 이런 외부요인들은 측정값에 영향을 줄 수 있는 상황입니다. 이밖에도 방문한 측정소들도 모두 위치와 높이가 달랐고, 관리가 되고 있다고 보기에는 힘들었습니다. 이런 측정소들의 측정값을 신뢰할 수 있을지 의문입니다.

현재 서울시가 추진되고 있는 미세먼지 정책을 효과적으로 운영하기 위해서는 미세먼지 농도를 정확히 파악하고,  정책을 적정지역에서 실시해야 합니다.  하지만 측정값이 외부요인 등으로 인해 정확하지 못하다면 적정지역 선택과 정책의 효과를 파악하는 것에 있어 큰 어려움이 있을 것입니다. 또한 미세먼지에 대한 시민들의 불안을 해소하기 위해서는 정확한 정보제공이 필요합니다. 도로변 측정소뿐만 아니라 측정소의 적정지역 설치와 관리감독이 필요합니다. 정부와 서울시는 대기질 측정망 확충과 신로도 향상을 위한 측정망 이전 사업을 진행하고 있습니다.  미세먼지에 대한 국민적 관심이 높아지는 이럴 때 일수록 대기질측정망 설치 및 운영에 시민들의 관심이 필요할 때입니다.

인천환경운동연합 청소년 소모임 ‘녹색바람’ 학생들의 두번째 활동으로

반디논 습지에 심을 모의 볍씨를 소독하는 날입니다.

3월 25일(토) 오전 10시부터 인천수목원안에서 볍씨소독을 시작하였습니다.

2017년 볍씨 품종은 ‘고시히까리’이며 볍씨소독방법은 염수선방법입니다.

이날 모인 학생들은 다섯명씩 조를 나누어 볍씨를 소독하기로 하였습니다.

먼저 양퍄자루에 적당량의 볍씨를 넣고 볍씨랑 붙어있는 벼의 잔가지를 떼어냅니다.

그 다음에 조별로 60~65도씨의 따뜻한 물속에 볍씨를 넣어다 뺏다 반복을 15분 동안 한 다음에

대야에 받아 놓은 물에 소금을 풀어 날계란 하나가 500원자리 동그란 원을 그리게 뜰 정도의

염도의 소금물에 볍씨를 쏟아 붓습니다.

따뜻한 물에 15분 동안 넣었다 뻿다 하는 이유는 볍씨가 바짝 말라있기도 해서 잠자고 있는

쌀눈이 눈이 뜨게 부르는 것이라 교육하였습니다.

소금물에 볍씨를 풀어 넣으면 속이 꽉 차서 싹이 나오는 볍씨는 가라앉고

속이 덜 찬 볍씨가 물위에 떠오르면 그 볍씨를 걸러내고 여러차례 그냥 물로

소금물을 헹궈내고 대야에 담아 물을 계속 갈아주면서 따뜻한 곳에서 일주일 정도 두면

발아가 됩니다.

 

다음주 4월 1일(토)에는 볍씨소독해서 대야에 담궈 따뜻한 곳에 일주일 정도 두면

볍씨에서 싹이 발아하기 시작해서 발아된 볍씨를 뿌릴 모판을 만들고

그 모판에 볍씨를 파종하려 합니다.

인천환경운동연합 남동구 지회가 만수산 약수터 2곳 정화활동을 하였습니다.

불로약수터와 은행약수터.

만수산에 있는 약수터로 많은 사람들이 애용하는 약수터물입니다.

가뭄탓인지 불로약수터 물은 별로 나오지 않았고 은행약수터 물을 졸졸 흐르고 있었습니다.

산기슭을 따라 개울물이 흘러 만수천의 상류가 되어 소래갯골로 들어가 서해 앞바다로 빠지는

만수천의 발원지이기도 합니다.

만수산 입구에는 봄을 알리는 ‘히어리’꽃이 노랗게 피어 있었습니다.

또한 노루귀꽃도 피어 있는 것을 확인하였고 약수터 옆에 도뇽룡알이 있고

그 옆 돌을 들자 도뇽룡이 알 옆에서 지키고 있는 것을 발견하여 사진으로 담아 보았습니다.

지회활동으로 남동구 지회 약수터 정화활동뿐만 아니라

서구지회도 심곡천 정화활동이 있었습니다.

2017년 인천환경운동연합 8개의 상설위원회중 물위원회가 활동을 시작하였습니다.

만수산에서 시작하여 장수천과 합류하여 소래갯골로 흘러들어가는 만수천 정화활동을 하기로 한 날입니다.

오후 2시에 만수동 태화아파트 앞에서 모여 ‘만삼이네 도룡뇽마을’ 팻말을 지나 만수천 상류부로 들어갔습니다.

만수천 상류는  만월산 터널 공사로 산 출입이 금지될때 도룡뇽들이 알을 낳아 도심에서 도룡뇽 알을 볼 수 있는 곳입니다.

인천환경운동연합 남동구지회 회원분들이 도룡뇽알을 지키기도 하였고, 그 뒤 만수 3동 주민자치센터에서

‘만삼이네 마을’로 정하고 도룡뇽을 보호하고 지키자는 사업을 이어갔습니다.

그 뒤 남동의제 21 사업으로 이어졌고, 지금은 사업을 진행하는 곳이 없어도 시민들 스스로

도뇽룡알을 지키고 보호하는 일에 앞장 설 것이라 생각합니다.

도뇽알 근처로 가지 못하고  개울 옆으로 나무데크를 설치해 놓았습니다.

하지만, 산책하는 등산객들이 버린 쓰레기는 여기저기 흩어져 있었고

물 위원회 회원들이 쓰례기 수거를 하였습니다.

물 위원회 회원들과 함께 한 만수천 탐방은 겨울동안 움츠려 들었던 몸을 피고

웃음과 함께한 즐겁고 아름다운 활동이었습니다.
